Abstract:
Od 2009 r. tworzony jest w Polsce nowy system zarządzania rozwojem, w którym szczególne znaczenie przypada planowaniu strategicznemu oraz programowaniu rozwoju. Kształtowanie polityki rozwoju określają dokumenty strategiczne nowej generacji, do których należą: Długookresowa Strategia Rozwoju Kraju Polska 2030. Trzecia fala nowoczesności (DSRK), Strategia Rozwoju Kraju 2020. Aktywne społeczeństwo, konkurencyjnagospodarka, sprawne państwo (SRK 2020) oraz dziewięć strategii rozwoju (tzw. strategie zintegrowane). Jedną z nich jest Strategia innowacyjności i efektywności gospodarki.Autorka stawia tezę, że nowy system zarządzania rozwojem w Polsce ma charakter hierarchiczny, a dokumenty strategiczne są spójne i powiązane ze sobą. Poza tym polityka rozwoju jest skoncentrowana terytorialnie oraz tematycznie.Celem artykułu jest scharakteryzowanie głównych dokumentów strategicznych w nowym systemie zarządzania rozwojem w Polsce ze zwróceniem szczególnej uwagi na obszary strategiczne oraz cele i priorytety rozwojowe. Nowy paradygmat zarządzania rozwojem w Polsce oznacza między innymi świadomą strategię realizacji celów przy wykorzystaniu funduszy unijnych oraz więcej kompetencji otrzymanych przez samorządy. Szczególnym elementem nowego systemu zarządzania rozwojem są strategie rozwoju regionów, powiatów oraz gmin.

DOI: 10.14746/se.2020.56.2In the article below, We explore the level of strategies of modern youth, in the context of various ways of adapting to school and being a student in schools of diverse educational potential. For research purposes, We have used an original, five-stage scale to measure student strategies. We developed the scaled based on the Theory of Social Adaptation by R. K. Merton. Adaptation can be implemented through attitudes of conformity, innovation, ritualism, retreatism and rebellion. The analysis presented is part of a larger project on youth adaptation strategies. The results obtained show the differences in the occurrence of strategies in different types of schools.

The thesis focuses on analysis of competitiveness policy of the European Union. The aim of the thesis is to define the competitiveness policy represented by long-term growth strategies: Lisbon strategy and later Europe 2020, to analyze shift in perception of the competitiveness from the beginning of this century till nowadays concerning the changes of both economic environment and the European Union. First part defines theoretical approaches to competitiveness including "European model". Second part deals with the analysis of the economic situation and identifies main challenges for the EU. Third part compares Lisbon strategy with Europe 2020. Finally, the Europe 2020 strategy is critically evaluated.

Abstract:
The diploma thesis deals with Europe 2020 strategy and its targets in the context of growth theories. The thesis aims at relating the measures suggested by the strategy to the implications of the growth theories. First, the targets are compared with the current situation in EU member states and problem areas of European competitiveness are identified. Growth models described in the first chapter yield some normative recommendations with respect to growth policies. Based on these conclusions, the thesis discusses the policies designed in the Europe 2020 strategy and their implications for economic growth in the EU.

Abstract:
The final thesis focuses on the transformation of the financing of the European Union structural policy between two programming periods 2007-2013 and 2014-2020. The first part presents the theoretical basis of analysed subject, and shows the development of the concept of economic and social cohesion, together with the experts' proposals to reform its financing. The second part contains the characteristics of problems and challenges of the European integration. The third part then in their context and based on the comparison of the multiannual financial framework 2007-2013 and 2014-2020 identifies and assesses the major changes regarding the European Union structural policy. Even if the interests and priorities of the Czech Republic are not always in line with the changes, the Czech Republic must respect them and implement them not only in their programming documents. Whether the changes are suitable for the Czech Republic, is reviewed in the last part of the thesis.

Abstract:
This diploma thesis deals with the topic of human resources in South Moravian Region (SMR). The thesis presents recommendations for changes in regional politics in the area of human resource development, based on the research of selected literature, analysis of current trends and strategic documents in the EU, the Czech Republic and the SMR, analysis and comparison of development potentials of LAU 1 regions in the SMR as well as my own survey. Final recommendations proceed from all of the theoretical and practical information presented in this thesis and suggest following changes: reducing disparities at lower regional level; refinement and optimisation of the overall evaluation process and final monitoring reports of implemented programmes; better support of regions in which lower development potential was detected; stronger promotion of information about the current situation in the labour market, wages and demand for employees in selected fields; simplification of information about the currently implemented operational programmes and promotion of simpler and more understandable forms of communication in order to enhance the activity of micro-enterprises leading to an increase in the total number of applicants for grants under the operational programmes. The advantage of this study compared to studies of a similar nature is the focus on the local market. Despite an above-average concept of human resource development in the SMR in comparison with other NUTS III regions these results allow to further optimise the local policy in this region.

La croissance économique du Vietnam depuis la politique de Doimoi (Renouveau) en 1986a créé un contexte favorable à l’extension du phénomène des migrations de travail. Les enfants migrants économiques sont de plus en plus visibles dans les ateliers privés de production industrielle, surtout dans les ateliers de couture à Ho Chi Minh ville. En essayant de répondre aux questions pourquoi les enfants migrent et acceptent de vivre et de travailler dans un environnement défavorable, cette thèse analyse la migration des enfants, comme acteurs dans la mise en œuvre de stratégie pour le travail ; elle analyse aussi les stratégies des différents acteurs impliqués dans la migration des enfants pour le travail. Elle part de deux interrogations : d’une part, la stratégie de subsistance et de développement des foyers villageois, surtout des foyers pauvres dans le contexte de changements socio-économiques au Vietnam et, d’autre part, la diversité des logiques migratoires des enfants, intéressés non seulement par les revenus de la migration mais aussi par la recherche de leur autonomie. La thèse cherche surtout à rester centrée sur les propres attentes des enfants en dévoilant la façon dont ils s’engagent dans des relations de dette vis-à-vis de leurs parents et de leurs employeurs. Bien que les enfants migrants soient considérés comme acteurs stratégiques de leur migration de travail, ils sont toujours victimes des exploitations. Cette réalité nous conduit à une réflexion sur leur futur incertain. La relation entre le développement économique et le développement social et humain est, dans ce cas, la grande question posée à des pays en développement<br>In the context of expedited labor migration since the Doimoi (Renovation) policies in 1986, economic child migrants are becoming more visible in the private industrial production workshops, especially in the garment sector in Ho Chi Minh City. Aiming to answer the question: why children migrate and agree to live and work in an unfavorable environment, the thesis analyzes the child labor migration by considering children as actors implementing the strategies. In addition to that, it scrutinizes the other actors involved in migrant working children. Therefore, the thesis focuses on two issues: on the one hand, the strategies for subsistence and development of rural households, particularly the poor households in the context of socio-economic changes in Vietnam. On the other hand, the study examines the diversity of the rationales and logic behind children migration: not solely their interests in income generation but also their search for autonomy. Their personal expectations from labor migration are also investigated. Moreover, the findings on how they are engaged to the debt - related issues with their parents and employers are revealed. Although economic child migrants are considered as strategic actors responsible for their migration, children are always the victims of exploitation. This reality makes us think about the sources of social supports regarding to the supports from government and government organizations. Additionally, the unguaranteed future of these children needs more concerns

The thesis aims to suggest solutions, which could lead to an increase of employment in the Czech Republic. The practical part describes the progression of employment in the Czech Republic and analyzes labour perspectives according to education level, social status, and biological attributes of the population. Furthermore, the paper explores the employment development prognosis in the Czech Republic until 2020. Outcomes, recommendations, and comparison with the main thesis objectives form the last part of this diploma thesis.

Abstract:
The 2008 financial crisis created new conditions for the listed Swedish property companies and the choice of operational and financial strategy became increasingly important. The purpose of this paper is to identify the listed property companies and their strategies for the period 2002 ‐2011, in order to examine whether these has changed in any direction and if they were more or less profitable. To accomplish this, data was collected from the companies' annual reports and statistical institutes. This was followed up with interviews with company representatives and experts to further broadened the analytical basis. Collected data helped to identify each companies strategies year by year. The analysis revealed some trends among companies regarding their operational and financial strategy. By looking at the Operating strategies we have found that the companies have become more specialized towards either a particular property type or to a geographical region. The companies have also increased their focus on cash flow and reduced their focus on transactions. Financially, the companies have reduced their risks by seeking a more long term capital structure. Alternative sources of funding such as bonds have also become more common among the companies. With the exception of the specialization strategy, the most obvious change in strategy occurred in connection with the financial crisis of 2008. It was also found that the companies that were most transaction ‐intensive also have been most volatile in a profit perspective.<br>Finanskrisen 2008 skapade nya förutsättningar för de noterade svenska fastighetsbolagen och valet av operativ och finansiell strategi blev allt mer viktig. Syftet med denna uppsats är att kartlägga de noterade Fastighetsbolagen och deras strategier under perioden 2002 ‐2011, för att sedan undersöka huruvida dessa förändrats i någon riktning och om de varit mer eller mindre gynnsamma. För att genomföra detta samlades data in från bolagens årsredovisningar och statistiska institut. Detta följdes upp med intervjuer där bolagsrepresentanter och sakkunniga ytterligare breddade analysunderlaget. Insamlad data bidrog till att fastställa de enskilda bolagens strategier år för år. Analysen visade vissa trender bland bolagen gällande deras operativa och finansiella strategi. Operativt har bolagen blivit mer specialiserade mot antingen en viss fastighets typ eller mot en geografisk region. Bolagen har också ökat fokus på kassaflöden/förvaltning och minskat fokus på transaktioner. Finansiellt har bolagen minskat riskerna genom att sträva efter längre kapital ‐ och räntebindning. Man har också i större grad sökt alternativa finansieringskällor såsom obligationer. Med undantag för specialiseringsstrategin har de tydligaste förändringarna i strategin skett i samband med finanskrisen 2008. Det visade sig också att de bolag som varit mest transaktionsintensiva också har varit mest volatila i ett resultatperspektiv.

Abstract:
The present study investigates the use of impoliteness in American presidential debates, analyzing whether the use of impoliteness strategies has increased, whether this varies depending on the candidate’s status as an incumbent or a challenger and if Donald Trump is an outlier when compared to his peers. To conduct this study, a total of 12 debates from the last 6 elections (2000-2020) were analyzed. The analysis used Culpeper’s (1996) framework as its base, specifically looking at the frequency and variability in the usage of face-attacks along with a set of output/micro-strategies from Garcia-Pastor (2008) typically used in the primary presidential debates as well as instances of overlaps and interruptions. The results showed, based on nearly all of the measured variables, that there was a significant increase in the 2016 and the subsequent 2020 debates when compared to the preceding ones. Furthermore, there were clear differences found in the incumbent presidents’ strategy choice and frequency when compared to their opponents as the former would typically be more defensive, using less impoliteness. Trump strayed from this established pattern by being vastly more aggressive than his incumbent predecessors. He additionally scored the highest in nearly all of the measured variables, this, in conjunction with the noticeable difference in his use of overlapping speech, as well as direct face-attacks, leads to the conclusion that he is an outlier in his use of impoliteness and a likely catalyst for the increase seen in the 2016-2020 debates.

Nondeterministic strategies are strategies (or protocols, or plans) that, given a history in a game, assign a set of possible actions, all of which are winning. An important problem is that of refining such strategies. For instance, given a nondeterministic strategy that allows only safe executions, refine it to, additionally, eventually reach a desired state of affairs. We show that strategic problems involving strategy refinement can be solved elegantly in the framework of Strategy Logic (SL), a very expressive logic to reason about strategic abilities. Specifically, we introduce an extension of SL with nondeterministic strategies and an operator expressing strategy refinement. We show that model checking this logic can be done at no additional computational cost with respect to standard SL, and can be used to solve a variety of problems such as synthesis of maximally permissive strategies or refinement of Nash equilibria.

Abstract Oil and gas companies’ future production profile is shaped by their exploration strategy and resource base development. Gazprom Neft's production profile will include 40% of current exploration projects by 2030. Geological exploration, on the other hand, is a high-risk business because it involves a lot of uncertainty due to the geological complexity of the targets being explored, as well as a lot of risky capital. Taking these factors into account, the Company will need to expand its exploration function as well as its approaches to managing exploration projects in order to meet its lofty aims. To determine the key areas of growth and a strategy for the exploration function development in the coming years, it was decided to first analyze the geological exploration activity in the Company in 2010 – 2020 period. The knowledge of achievements, success stories, and development areas is the fulcrum for future victories. Therefore, retrospective analysis is an important tool for the development of any system of activity - individual, organization, or state.

Previous research studies on digitalization as an important driver of development has been largely discussed in the context of entrepreneurship, determining its effects on economic growth. Over the past decade, the role of digitalization in public administration – in providing quality and user-friendly services – has been stressed, with less emphasis being placed on its importance in strategic planning. The driving force of change is digital transformation, which requires digital skills and knowledge. The digital literacy of European Union residents has improved, yet in seven EU Member States it was rated as low or very low. Lifelong education helps to deal with this problem, and it has become a necessity for the entire society. The aim of the present research is to determine the role of digitalization in strategic policy documents in the context of lifelong education. The paper analysed the National Development Plan of Latvia 2021-2027 (final version), the Digital Agenda 2020 for Estonia and the Progress Strategy “Lithuania 2030”. The mentioned strategic documents have set a number of goals and objectives directly relating to the implementation of digitalization in order to facilitate the work of society, enterprises and public administration. The policy documents refer to digitalization in lifelong education as mostly a communication and information tool requiring adequate digital skills to be provided by educational institutions. The research employed the monographic, content analysis and descriptive methods. The strategic policy documents of Latvia have been compared with the corresponding documents of the other Baltic States, as the historical and economic development of the countries has followed a relatively similar scenario, and all the Baltic States are EU Member States.

The new programming period 2021 – 2017 brings a new philosophy of integration - in the emergence of integrated territorial strategies (ITS) and their financing through integrated territorial investments (ITI). The aim of the paper is, based on the above reasons, to evaluate the project activities of the microregion Termál considering the implemented projects in the programming periods 2007 – 2013 and 2014 – 2020 (ex-post evaluation) as well as the readiness of the area for financial resources in the programming period 2021 – 2027 (ex-ante evaluation). In terms of methodology, we used the comparative analysis of various information sources (mainly Programs of economic development and social development of municipalities, microregion Termál and databases of the Department of Strategic Activities of the Municipality of Nitra Region) and standard statistical and cartographic methods leading to data processing and visualization. The results provide information on the diversification of obtained and expected funds at individual municipalities and the whole territory. While in both previous programming periods, the focus was mainly on building social and technical infrastructure. At the beginning of the new programming period, expectations mainly focused on increasing territorial competitiveness by supporting industries using local resources and sustainable smart energy communities.

Abstract bp's strategy sets out a decadeof delivery towards becoming a net zero company by 2050 (or sooner) with targets set for emissions from operations to fall by between 30-35% by 2030. In pursuit of this, a North Sea carbonplan has been developed to identify, track, and deliver sustainable emission reductions (SERs) activities. Proactive engagement has been essential in delivery of this plan, helping to empower colleagues to prioritize emissions reduction opportunities. To date, the plan has identified more than 80 SERs across bp's North Seaportfolio and cumulatively reduced carbonemissions by more than 400,000 tonnes from offshore operations. It is on track to reduce almost 70,000tonnes of carbon from operations in 2021 alone. Whilst it is recognised that this represents only part of bp's annual scope 1 emissions in the North Sea; this is a lasting operational improvement. The plan has also significantly reduced sources of unknown flare gas. It also contributed to a 45% reduction in flare activity in 2020 vs 2019as well as achieving zero routine flaringon two of bp's major west of Shetland installations from October 2020 The plan has more deeply embedded emissions tracking in operations on and offshore and helped further improve working practices on flaring and energy efficiency in general.
