Abstract:
Approved for public release; distribution is unlimited<br>Keeping in mind limited resources available to weak states, and overwhelming misbalances of power, this study looks for an optimal strategy of a small and weak state that increases prospects of protracting the war, decreases the utility of the aggressor's military capabilities, and threatens to deny an aggressor his political objectives. This thesis concentrates on weak states deterrence strategy. Weak and small states with defensive national security goals but inadequate military strength have always preferred deterrence to fighting.

As Marine Corps-sponsored programs progressed, large General Services Administration (GSA) contracts were established which made it relatively easy for government agencies to acquire microcomputers. A strongly centralized strategy, successful in the management of the Marine Corps' mainframe systems, was adopted for the EUC program. It concludes that neorealism - the dominant school of thought in the international relations literature - is incapable of explaining America's response to China's rise in the post-Cold War era. Because America was the leading global power and China was its most obvious potential rival, a neorealist theory that prioritized the distribution of relative power would anticipate this relationship to be a most-likely case for American policymakers to pursue containment and priorit
