This thesis explores how informal property rights are defined and enforced in the business of onstreet parking in Bogotá. It establishes that informal businesses could not operate without such property rights and that the value of force has been underestimated in the scant literature devoted to the subject. To contribute to the construction a currently non-existent informal property rights theory this thesis contrasts the research findings with traditional property rights theory and attempts to redefine classic property rights concepts to fit the context of the urban informal economy. Finally, the thesis explains how mafias can enforce informal property rights, the logic of their actions, and the dangers of their proliferation.

Abstract:
Observations at several on-street parking areas showed that parking and imparking processes could produce severe traffic interruptions if parking locations were not designed properly. This study is aimed to develop an on-street parking simulation model to investigate traffic performances adjacent to on-street parking areas during parking operations. A microscopic simulation model has been developed to investigate those cases. The model was used to represent parking and imparking behaviours and its interactions with adjacent traffic. Four types of on-street parking layouts were included i.e. parallel with marking, parallel with no marking, angle 45° and angle 90°. Site surveys have been conducted using video camcorder within the Greater Manchester area for model development, as well as for calibration and validation. Data extractions were carried out using video playbacks with personal computer. The simulation model was developed mainly based on car-following rules, gap acceptance rules and parking and unparking behaviour. Verification, calibration and validation of the simulation model have been conducted. The capability of simulation model to produce free flow and congested traffic has been examined. Parking and unparking operation have also been verified. Spot speed distributions have been used to calibrate and validate the parameters of vehicle movements and the effects of parking and unparking interactions. It can be concluded that the simulation model could mimic parking and unparking operations. For a case study of on- street parking simulations, four schemes of on-street parking designs and behaviours have been simulated sneli as lie effects of parking stall geometric designs, different parking durations, different parking manoeuvres with different parking durations, and development of parking prohibition criteria. In general, it was shown that on-street parking operations would affect severely adjacent traffic flow when the level of traffic volume was high. The traffic How at upstream of parking areas will be more congested than at downstream.

Vehicular Ad-hoc Network (VANET) is a special application of the Mobile Ad-hoc Network (MANET) for managing road traffic and substantially contributes to the development of Intelligent Transportation Systems (ITS). VANET was introduced as a standard for data communication between moving vehicles with and without fixed infrastructure. It aims to support drivers by improving safety and driving comfort as a step towards constructing a safer, cleaner and a more intelligent environment. Nowadays, vehicles are manufactured equipped with a number of sensors and devices called On Board Units (OBU) assisting the vehicle to sense the surrounding environment and then process the context information to effectively manage communication with the surrounding vehicles and the associated infrastructure. A number of challenges have emerged in VANET that have encouraged researchers to investigate this concept further. Many of the recent studies have applied different technologies for intelligent parking management. However, despite all the technological advances, researchers are no closer to developing a system that enables drivers to easily locate and reserve a parking space. Limited resources such as energy, storage space, availability and reliability are factors which could have contributed to the lack success and progress in this area. The task then is to close these gaps and present a novel solution for parking. This research intends to address this need by developing a novel architecture for locating and reserving a parking space that best matches the driver's preferences and vehicle profile without distracting the driver. The simple and easy-to-use mechanism focuses on the domain of an intelligent parking system that exploits the concept of InfoStation (IS) and context-aware system creating a single framework to locate and reserve a parking space. A three tier network topology comprising of vehicles, IS and the InfoStation Centre (ISC) has been proposed as the foundation of the on-street parking system architecture. The thesis attempts to develop the architecture of a parking management solution as a comfort-enhancing application that offers to reduce congestion related stress and improve the driver experience by reducing the time it takes to identify and utilise a parking space that is available.

Vehicles searching for on-street parking create environmental and economic externalities through increasing network traffic flow and congestion, heightening pollutant emission levels, creating additional noise, giving rise to time delays for through vehicles, and leading to potential safety hazards caused by vehicles manoeuvring into or out of on-street spaces. Despite extensive negative impacts on individual drivers and on society, parking search is an under-researched area, particularly in more recent years and within the UK. Furthermore, current statistical modelling techniques applied to parking search time have not utilised a more comprehensive analysis in which hierarchically structured data on multiple levels could be addressed. The aim of this thesis, therefore, is to investigate and compare the factors that influence drivers urban on-street parking search time and its policy implications. A mixed methods approach was applied that comprised qualitative interviews conducted with local government authority Council Officers and a quantitative revealed preference on-street parking survey (sample size, 1,002 observations) undertaken in four cities in the East Midlands region of the UK in order to obtain individual driver-level socio-economic and other parking related factors that may influence parking search time. Statistically significant variables for each of the cities were identified by employing separate linear regression models. A multilevel mixed-effects model in which drivers (Level 1) are nested within streets (Level 2) was then applied to the pooled dataset. Significant factors in the multilevel (street level) model were identified as: time of arrival at a parking place (for which every time period after the 07:00-07:59 reference case indicated increased search time); parking habit; parking tariff; the number of parking places previously visited (on the same trip); trip time from origin to parking place; area type; trip purpose; weather; vehicle type; and walking time from a parking place to a destination. Comparison of the factors that influence parking search time revealed important differences in statistically significant variables and coefficient values between the single-level and multilevel regression modelling approaches. Policy recommendations based upon the findings of the parking survey, modelling analysis, and further interviews conducted with local authority Council Officers, focus around time of arrival at a parking place, area type, parking charges and the potential technological advances that, if implemented, could have a considerable effect on parking search times within urban areas. Robust data collection and subsequent monitoring of parking search activity within each city should be undertaken in order to provide an evidence base which would support the introduction of future policy measures to reduce parking search activity.

A EMEL - Empresa Municipal de Mobilidade e Estacionamento de Lisboa, E.M. S.A., é a entidade pública responsável pela gestão e fiscalização do estacionamento tarifado no município de Lisboa. Devido à crescente procura de estacionamento, a EMEL pretende que os seus Agentes de Fiscalização de Estacionamento (AFE) estejam presentes onde são mais necessários. A necessidade de fiscalização de um segmento de rua é determinada por um índice, designado por criticidade, que varia consoante a hora do dia. A criticidade depende de um conjunto de fatores, tais como, o tipo de tarifa aplicada, histórico de denúncias emitidas e tipo de infrações cometidas. Dada a complexidade da dinâmica de estacionamento na cidade, a EMEL pretende um procedimento automático para construir percursos diários para cada AFE. Sendo que os percursos devem respeitar as limitações horárias dos turnos de cada AFE, e garantir que um segmento não é fiscalizado mais do que uma vez durante duas horas consecutivas. Este problema é formulado numa rede orientada, onde os nós representam cruzamentos ou entroncamentos e os arcos representam segmentos ou ligações sem estacionamento tarifado (conetores). A cada arco está associado um benefício (criticidade), assim como um tempo de deslocação. Alguns arcos têm ainda associado um tempo de fiscalização. O objetivo do problema é determinar percursos de fiscalização para cada AFE maximizando uma função que representa a criticidade total. São propostas heurísticas, uma construtiva e duas melhorativas, que retornam percursos diários para cada um dos AFE. Serão também apresentados e comentados os resultados das heurísticas propostas.
EMEL - Empresa Municipal de Mobilidade e Estacionamento de Lisboa, E.M. S.A., is a company owned by the Municipality of Lisbon who is in charge to manage and supervise on-street parking in the city. With the increasing demand for street parking, EMEL has the challenge of allocating efficiently the parking enforcement officers (PEO) assigned to on-street parking enforcement. The need of enforcement in each street segment is measured by an index named criticality, which vary with the hour of the day. The criticality depends on the type of fee applied on the area, historic of fines issued, type of infringement, among others. Due to the complexity of on-street parking in the city, EMEL aims at determining an automatic procedure to construct daily routes for each PEO. The daily routes must satisfy the PEO work schedules, not allowing a street segment to be supervised more than once on two following hours. The problem is formulated in a network where nodes represent street intersections and arcs represent street segments between intersections. Each arc has a benefit (the criticality) associated, and a traversing time. For some arcs an enforcement time is also considered if it is traversed with supervision. The objective is to maximize a function that represents the sum of criticality of the selected routes. In this study, a constructive heuristic and two improvement heuristics which return a daily route for each PEO are proposed. Computational results from experiments carried out on real data based instances will be presented.

The congestion of on-street parking places in the core of metropolitan areas has attracted considerable attention in recent years. Low fares may result with an over consumption of this public good and result with a wide range of negative impacts such as the reduction of accessibility, deteriorating of the local air quality, extra vehicle miles travelled and increased traffic jams. Parking pricing is hence an important and common urban planning problem. However, a methodology framework for evaluating the impacts of on-street parking pricing is still lacking. The impact of pricing needs to be explored systematically and empirically. The principle aim of this thesis is to develop a systematic approach for evaluating the impacts of on-street parking pricing and attain concrete knowledge from the application of the proposed method for a case study. The project will utilize ticketing machine data and combine it with car floating and parking supply data. The method used in this work has the potential to be applied to various urban areas that utilize a similar ticketing machine system. The outputs of the case study function for supporting future design of on-street parking pricing in Stockholm. Results show that the on-street parking demand is relatively inelastic as a response to pricing change. The estimated own-price elasticity ranges from -0,17 to - 0,29; and the cross price-elasticity is estimated to range from 0,13 to 0,20, for different street types and time-of-day periods. Raising the price leads to a significant reduction in the average parking duration, which contributes to a parking congestion relief. Moreover, the results indicate that the pricing policy affects trip scheduling and yield a more balanced utilization of the available parking supply through the day.

A modern city generates a large volume of digital information, especially in the form of unstructured image and video data. Recent advancements in deep learning techniques have enabled effective learning and estimation of high-level attributes and meaningful features from large digital datasets of images and videos. In my thesis, I explore the potential of applying deep learning to image and video data to quantify urban tree cover and street parking utilization. Large-scale and accurate quantification of urban tree cover is important towards informing government agencies in their public greenery efforts, and useful for modelling and analyzing city ecology and urban heat island effects. We apply state-of-the-art deep learning models, and compare their performance to a previously established benchmark of an unsupervised method.
Our training procedure for deep learning models is novel; we utilize the abundance of openly available and similarly labelled street-level image datasets to pre-train our model. We then perform additional training on a small training dataset consisting of GSV images. We also employ a recently developed method called gradient-weighted class activation map (Grad-CAM) to interpret the features learned by the end-to-end model. The results demonstrate that deep learning models are highly accurate, can be interpretable, and can also be efficient in terms of data-labelling effort and computational resources. Accurate parking quantification would inform developers and municipalities in space allocation and design, while real-time measurements would provide drivers and parking enforcement with information that saves time and resources. We propose an accurate and real-time video system for future Internet of Things (IoT) and smart cities applications.
Using recent developments in deep convolutional neural networks (DCNNs) and a novel intelligent vehicle tracking filter, the proposed system combines information across multiple image frames in a video sequence to remove noise introduced by occlusions and detection failures. We demonstrate that the proposed system achieves higher accuracy than pure image-based instance segmentation, and is comparable in performance to industry benchmark systems that utilize more expensive sensors such as radar. Furthermore, the proposed system can be easily configured for deployment in different parking scenarios, and can provide spatial information beyond traditional binary occupancy statistics.

L'environnement \textit{indoor} permet un grand nombre de services issus des technologies de l'information et de la communication. La localisation de l'utilisateur, via celle de son smartphone, est donc un élément-clé de cette réussite. Cette thèse s'intéresse au suivi des déplacements de l'utilisateur grâce aux capteurs de mouvement embarqués dans son smartphone. Elle repose sur la détermination du type de locomotion. Nous proposons une solution de navigation \textit{indoor} complète, permettant de proposer à l'utilisateur un chemin jusqu'à sa destination dans n'importe quel bâtiment tout en connaissant sa position à chaque instant, avec une précision de l'ordre du mètre. De façon analogue, nous avons également montré que nous pouvons déterminer le mode de transport d'un utilisateur pour une application de détection de places de parking libres
Indoor environments present opportunities for a rich set of location-aware services in the information and communications technology (ICT) area. Therefore, accurately localizing a user indoors has become a key enabling technology. This thesis addresses the issue of tracking a user equipped with an off-the-shelf smartphone by exploiting its embedded motion sensors. Leveraging key characteristics of human locomotion, we propose a complete, infrastructure-free indoor navigation solution, allowing a user to navigate any unknown building with meter-level accuracy. Finally, extending our understanding of locomotion to outdoors areas where users are inside vehicles, we design and implement a smartphone application for smart on-street parking

The topic of my diploma thesis is an urbanistic and architectural study of the reconstruction of a city block near Masaryk Square in Kyjov. The block is located between the main square and the bus station. Currently, some parts of the block are used not enough or not used at all. The urbanistic study deals with the completion of the block and the creation of new public spaces with a newly designed traffic road. The architectural study deals with the study of an apartment building with parking next to the Panorama cinema in the western part of the city block. The aim of the proposal is to complete the gap, rebuild and return the housing function to the city center.

Det här examensarbetet handlar om hur man med hjälp av ett skyltsystem på tre nivåskillnader, i ögonhöjd, på marknivå och på en förhöjd nivå kan underlätta navigeringen till parkeringsautomater i Stockholms innerstad. Denna studie är skriven inom ämnet Informationsdesign med inriktning mot Rumslig gestaltning. Förstagångsbesökares svårighet med att hitta till parkeringsautomater är det praktiska problem som legat till grund för detta arbete. De metoder som använts i denna studie är rumslig analys, innefattande observation samt platsanalys. Även benchmarking, kundresa, intervju, surveyundersökning samt användartest har använts för empirisk datainsamling. Studien har resulterat i ett designförslag som har i syfte att underlätta besökarnas navigering från det att de har parkerat sitt fordon till att de nått parkeringsautomaten. Detta ska medföra att färre kommer bli försenade eller missa sådant som de planerat och på så sätt kommer det även minska stressnivån för samtliga. Stressen som uppstår när en känner sig vilse ska alltså minimeras med hjälp av mitt skyltsystem.
This thesis is about how a three-level sign system; at eye level, at ground level and at an elevated level, can facilitate navigation to parking meters in Stockholm's inner city. This study is written in the field of Information Design with specialization in Spatial Design. The first-time visitor’s difficulty in finding parking meters is the practical problem that underlies this work. The methods used are spatial analysis, including observation as well as site analysis. Benchmarking, customer experience audit, interview, survey and user tests have also been used for empirical data collection. The study has resulted in a design proposal aimed at facilitating visitor’s navigation from the time they have parked their car until they have reached the parking meter. Stress that occurs when one feels lost in a city environment should be minimized with the help of my design proposal. This will result in fewer missed plans for the visitors and an overall better experience of paying for your parking in Stockholm’s inner city.

One of the main objectives is to organize the space into inner courtyard, to define a relationship between the house and surrouding areas, like street and inner courtyard. Current courtyards of the bylcony houses represent a kind of second layer of the city – private zone. Space, which is owned by someone, which has its own scheme and charm in city lifestyle context. Unclear space runs deep into the inner courtyard is defined by three new residential wings and becomes the eleventh courtyard which, will offer comfort gardens and recreational areas for residents. Another important factor is also a fact that we design not only the house but also the whole one side of the street, and there is no corner of the street by now. The new design of both hips when we eject the whole mass before today's bare boards into the street is fair to the satisfaction of cars that disappear from the street - leaving only the tram, a narrow profile so never mind. The opposite principle of a closed block of flats is linear, to the square oriented vertical mass of the townhouse. In place of intersection of two objects there is a quiet green bay, which is the added value of the house in the public space. Vertical brings the last missing facade and at the same time created a full quality corner of the southern mouth of the Mendel Square.

The aim of this diploma thesis is the elaboration of a technical study of Gorkého Street in Brno - Veveří. In the diploma thesis, three variants of situations will be elaborated, which will focus on several different criteria. Variant 1st. focuses primarily on cyclists, a dedicated bike lane and a parking space with sloping and longitudinal layouts. In variant 2nd. is the effort to preserve the existing width arrangement, the original street greenery is preserved. The parking spaces are perpendicular and cycling is covered by a pictogram. Variant 3rd. is primarily concerned with the number of parking spaces. Variant 2nd. was selected for detailed development. The street will be completely reconstructed due to the construction of sewerage and water supply. All construction modifications are designed according to valid standards and regulations.

The footprint of urban streets have become conflict zones of interests; ranging from efficient automobile infrastructure, building restriction lines, economical interests, shy efforts to introduce nature, services, etc. How can we, as urban designers, retrieve a portion of this footprint to nature by taking advantage of the existing public parking areas and create a network of streets that speaks to the larger park network? Can a neighborhood like Adams Morgan serve as an example for a collaborative design between private and public interests to enhance the potential of blue-green infrastructure?

The theme of the diploma thesis "Brno waterfront - rehabilitation of the Brno rivers and their surroundings" is creating an urban proposal in Brno, Zábrdovice, on the eastern waterfront of the Svitava river. The intention is to use the potential of the area and create the possibility of lucrative housing by river with a commercial ground floor, services, leisure time park with a multifunctional playground and easy direct access to the Svitava river. The studied location, has an area of 6.32 hectares andis defined mainly by the Zábrdovická Street and the Svitava River near the former Premonstratensian Monastery, which now serves as a Military Hospital. At present, the location has mainly low-floor industrial buildings with storage and expedition functions. The proposed buildings relate to existing buildings on the east and west banks of the Svitava River. They have the form of four to six storey blocks, which are characteristic for this area. The park connects to the revitalized eastern embankment of the river at the site of a new footbridgethat connects both rive sides and stairs. They provide space formeetings and relaxation, but also serve as a flood control in the event of a water inflow. Along the Svitava River there is a sidewalk with street alleyways and access to the river.

But public spaces in these localities often do not fulfill their own potential and stay as average free space inbetween buildings. Thesis suggests a detailed system for categorisation of squares and streets in the inner city of Brno and examines the reasons for potential non-fulfillment on these typologies, it tries to find out the problems of public spaces and how they can be solved.

The thesis deals with the design of the area after the former brownfield of Tepna Náchod. The aim of the thesis is activate the territory, to revive the city center and to design the buildings in connection with the historical center and the chateau with a suitable functional structure, responding to the city's shortcomings. The proposal respects the character of the place trying to prefer pedestrian and cycling – pedestrian zones, cycling zones. The concept is based on the maximum use of built-up areas in the designed area and on the permeability of the entire area, the interconnection of three squares and the creation of a new public space. Furthermore, the concept responds to the historical city center and the chateau hill - views, perspective axes. Newly designed buildings are residential buildings with active parterres, administrative building for research and development, multi-purpose hall, retirement home, kindergarten, federal house and parking house. The new development clearly defines the street network. Part of the design is the planting of a park under the chateau hill with the revival of the trough of the Plhovsky´s stream.

Parking policy and traffic policy are intimately intertwined, in facing the severely imbalanced parking demand-and-supply predicament, expansion of car parks was merely an expedient. Reduction of parking demand is the true road to a permanent cure. Thus we are obliged to impact paid parking to restrain both growth in numbers and facility usage of private vehicles.The purpose of this study is to investigate how implementation of charge plan for street parking in Taipei affects users' parking behaviors and characteristics. Besides, we also want to verify whether these plans really help us to reach the expected result. In this research, we use both questionnaire and real observation to investigate the parking behavior before and after the implementation of the parking plan. The former showed that this plan really helped those who really needed a parking space found parking blocks (ex. temporary parking users) for their cars, and improper occupation of street parking blocks could help us to improve improper parking behaviors. The latter showed that the implementation of the parking fee could significantly reduce the average parking duration. However, the average parking space turn-over rate barely changed, and the average parking space occupancy decreased significantly. With another method, we found that average parking duration are significantly. Besides, after the implementation of parking fee, illegal parking rate increased significantly. In addition, further analysis for numbers of parking showed that charge based on how long drivers parked could help improve the supply and demand of street parking grids (Performance level of parking service promoted from D to B). However, charge based on number of parking times showed significant shortage of street parking grids, which even brought bad effect on toll-free sections(Performance level of parking service lowered from D to E). These toll-free sections also showed serious shortage of street parking grids and the illegal parking rate raised significantly.

This dissertation discusses how to develop a prediction method for on-street parking space availability, using only historical occupancy data collected from on-street multi-space parking meters. It is analyzed how to transform the raw data into a dataset representing the occupancy and how can this information be used to detect when the parking spaces on a street are Vacant or Full. Attributes like weather conditions and holidays are added to the data, giving them more context and comprehension. After the data preparation and analysis, a prediction model is developed using machinelearning techniques that can forecast the availability of the parking spaces on a street at a specific day and on a given moment. For that, a classification method is implemented based on decision trees and neural networks, comparing both methods regarding results and development time. Particular attention is given to the algorithm parameters, to achieve the right balance between accuracy and computational time. The developed model proved effective, correctly capturing the different behavior of each street through the different weeks, and returning results useful to drivers searching for parking and to the business owners while monitoring their parking investments and returns.
Esta dissertação apresenta como pode ser desenvolvido um método para previsão de disponibilidade de lugares de estacionamento em rua, utilizando dados históricos obtidos através de parquímetros de controlo a múltiplos lugares. É analisado como os dados em bruto dos parquímetros podem ser transformados num conjunto de dados que represente qual a ocupação dos lugares, e posteriormente como esta informação pode ser utilizada para detetar se o estacionamento em uma rua está livre ou ocupado. São adicionados também mais alguns atributos, como por exemplo informação sobre as condições meteorológicas ou que dias são feriados, dando mais algum contexto e compreensão à informação já existente. Após a preparação e análise dos dados, é desenvolvido um método de previsão utilizando técnicas de aprendizagem automática de modo a que seja possível saber qual a disponibilidade de estacionamento em uma rua, a um dia específico e a um determinado momento. Para isso, foi implementado um método de classificação baseado em árvores de decisão e redes neuronais, comparando ambos os métodos do ponto de vista dos resultados e do tempo de desenvolvimento. Foi dada especial atenção aos parâmetros utilizados em cada algoritmo, de modo a que haja um balanço entre a precisão e tempo de computação. O modelo desenvolvido mostrou ser eficaz, captando corretamente o comportamento de cada rua nas diferentes semanas, devolvendo resultados uteis aos condutores que procurem lugares de estacionamento e aos proprietários do negócio por lhes permitir monitorizar o desempenho dos seus investimentos em parques de estacionamento e qual o retorno.

There are two ways of fee collection of street parking in Taipei. They are manual collection and mechanical collection. Manual collection means parking fee notice being issued first by a patrolman and parking fee being later paid by a driver at a convenience store. Mechanical collection means parking fee being collected by parking meters directly. Although several kinds of parking meters have been used for parking fee collection in Taipei for many years. For some reason, all of them can not provide reliable service due to frequent breakdowns. Therefore, manual collection is still the dominating way of parking fee collection. The purpose of this study is to evaluate pros and cons of different ways of parking fee collection. Profit of operation, turnover rate of parking spaces, and social justice are three major factors taken into consideration. The results show that mechanical collection is better than manual collection. It is recommended that manual collection should be terminated and replaced

With limited parking space and fixed parking fare, the city Centre off road parking demand exceeds the supply. “Roads are only for vehicle passing” is the future policy for confining vehicles to park in off-street parking lots. However, for the operation of parking lots, excess parking needs are always rejected during rush hours and among them would be highly likely existing high rates consumers. Therefore, higher utility rate does not equate to better profit because the users served might be mixed fare consumers (i.e., lower revenue with the same cost of parking space would decrease operation efficiency). This study proposes dynamic reservation pricing models for off-street parking facilities based on dynamic programming and stochastic processes modeling under demand uncertainties. The proposed model aims to maximize total parking revenue by dynamically determining the reservation price according to available parking lots, elapsed time for parking, and willingness to pay of drivers. Unlike traditional seat reservation models of other transportation systems, such as airline, train and intercity bus services, parking demand is defined by various parking durations (e.g. one hour or two hours) during the reservation period, resulting the closely interaction among customers at different time frames and the complexity in modeling. To simplify the model, two models: one-hour and two-hour models are respectively developed. The one-hour model assumes that all drivers are homogenous with the same parking duration of exactly one-hour. In this model, the parking lot at different time frames can be separately treated, which are similar to the traditional seat reservation of other transportation systems. However, the two-hour model assumes drivers may request for two parking durations: one-hour and two-hour, which the two-hour parking request occurs at previous hour may compete the remaining parking lots with the parking requests at the current hour. To derive the optimal dynamic reservation price, non-homogeneous Poisson process combining by Poisson arrival rate and Weibull distributed willing-to-pay price is also assumed. To demonstrate the applicability of the proposed models, a case study on a numerical example is conducted. The analytical results show that the optimal dynamic reservation price decreases as time elapses but increases as the number of remaining parking lots decreases. In terms of total revenue, the proposed dynamic pricing model performs much better that the fixed reservation price strategy.

There are have 4 dimensions and of 17 evaluation indicators that influence the Contract-out Parking Lots evaluation. Questionnaire is designed and experts in Transportation are surveyed. Then, the AHP method is applied in order to get the weight in evaluation indicators. Finally, find the rank of importance of dimensions, and to establish an objective services evaluation for public off-street contract-out parking lots.The results show that the rank of importance of dimensions is as follows:“security projects”, “public services projects”, “environmental infrastructure projects” and, “competent supervision projects”. The rank of top five most important evaluation indicators is as follows:“monitoring system integrity”, “bright degree”, “fire facilities available rate”, “the average theft rate”, and “take the car to leave lag time”. The results will provide the services evaluation guidelines for Off-street Parking Lots.

The construction of parking lots is part of the urban infrastructure. Most of the construction of infrastructure issues are focused on assessing economic benefits in Taiwan, and there are less comprehensive assessment processes. This paper, evaluating sustainability of the construction of parking lots, explores the sustainable impact of constructing parking lots. For evaluating sustainability of the parking lots construction, this paper using literature review approaches, is based on international indicators for exploring infrastructure and parking lots, and uses the rough set theory (RST) to obtain the sustainable indicators. Finally, we establish the sustainable assessment framework for parking lots by creating five principles. For the way of measuring indicators, we collect data and send the expert questionnaires to obtain indicators information. The survey index weight is determined by a group of professional decision makers. Indicators of utility performance use D-S Theory (DST) to make the measurement information presented in DST questionnaire obtain the performance of indicators utility. Finally, we combine the index weight with utility degree to get the assessment results of the sustainability index.

Traditionally, the allocation of the off-street parking facilities is based on the ratio between forecast parking demand and supply. The facility location theory has seldom been applied to this type of problem. In this study, we explore the application of the facility location theory on the off-street parking facility location. A suitable locaton model was derived to deal with public off-street parking facilities. A multiobjective linear integer programming model was developed for this problem. There are two types of goals will be considered in the study. The first goal is to maximize the coverage of demand. The second goal is to minimize the total social cost. Due to its linearity, the proposed compromise programming method can be solved by the Lindo compute software. The results of the case studies indicate that this model can provide following information for the decision makers to determine the locations of the off-street praking facilities: the optimal location of facilities, the demands which will be covered, the optimal types of the parking facilities.

Conventionally the supply of public facilities is the duty of government. Recent trend of fiscal shortage existing in many governments stimulates their privatization strategies for some public services. The feasibility and success of public service’s privatization is critically based upon the amount of profit or profit rate of investment. This study focuses on the off-street parking facility and adopts mathematical model , financial simulation and regression method to estimate and analyze the possibilities of investment profit of parking facilities under different location conditions. The privatization and incentive strategies are also analyzed. We find that the location conditions, the floor area ratio, and the rate of parking fee are principal influencing factors for investment profits.The location of C.B.D.has advantage of higher profit, and the flexibility of adjustment of higher parking fee is also feasible. It implies that the higher possibility of parking facility privatization in C.B.D..It is also found that floor area ratio is critical to the investment profit of parking facilities.But the high floor area ratio occasionally brings in higher building cost. Therefore, for the purpose of adopting floor area ratio being an incentive strategy, how to reduce the building cost when floor area ratio is higher becomes important. This study also proposes some privatization strategies for the supply of off-street parking facilities at different location conditions,as following: 1. In C.B.D.,the supply of off-street parking facilities suggests completely privatization. A private investor should bear whole the cost of land , building and operation. Meanwhile, government should provide more complete incentives for attractions. The parking fee should not be regulated by the government, even for those of public-operated parking facilities. 2. In suburb, the supply of off-street parking facilities could be a developer of private-public partnership. And the public sector must bear most the costs of development and management, such as land and building costs. The private sector could bear fewer costs, such as operation costs. The parking fee could be regulated by the government. 3. Between C.B.D. and suburb, the supply of off-street parking facilities is suggested by a developer of private-public partnership. And the public sector could bear most of the costs of development and management, such as land costs.The private sector could bear other costs, such as building and operation costs. The parking fee could be regulated by the government, no matter it is a public or private ownership.

Arcades are a common feature of many buildings in Taiwan. Traditional arcades located on the ground floor of townhouses are often used as shops, sidewalks or parking spaces. Misuses of arcades and shoulders, such as illegal parking and unauthorized shops, have been causing transport and business issues. Policies implemented on arcades and shoulders forge a compromise between shopkeepers, consumers, and pedestrians. A plausible scenario based on the policies was built in this study. Under this scenario, Owners of the arcades can benefit from their properties, consumers visiting by scooters can gain their access to a parking place, and pedestrians passing through the arcades can move without barriers. Futhermore, the arcades can be affectively regulated. However, a feasibility study into the scenario is required. Focusing on scooters parking behavior, this study built parking place choice models and evaluated the acceptance of paid parking place for scooters in arcades. Stated preference surveys and logit modelling techniques were used to analyze how consumers, who visit shops in Dong-Ning Road by scooters, choose their parking places. The results show that, for a 10-minute shopping, time for searching the parking place, parking fee, frequency of patrol, acceptable walking distance, age, job, and the place where the consumer lives can have impacts on the choice of parking place. For a 30-minute shopping, distance between the parking place and shop, discount on parking fee, parking fee, frequency of visiting, and job can have the impacts. For a 60-minute shopping, discount on parking fee, parking fee, acceptable walking distance, and the experience of being fined for illegal parking can have the impacts. It is suggested that providing paid parking place for scooters in arcades and increasing the frequency of patrol, the demand of arcade parking place would remain almost unchanged. Moreover, the demand of illegal parking would shift to on-road and off-road parking place.

In the past few years, the government has been appropriating an enormous amount of budget to realize the policy constructing parking lots mainly public off-street, and it is expected that if off-street parking lots can be constructed in each of the metropolitan areas it can somehow alleviate the pressure in face of the under-supply parking space. In order to reinforce the evaluation work of investment programming and enhance the decision making quality regarding the construction of public off-street42 Zking lots in Taipei city, this study will formulate such optimal programming model in order to rank the construction of public off-street parking lots under the "environment constraint" externally and "problem characteristics" internally now employed in Taipei city.The programming model construed in this model can be found in three stages according to their steps of resolution, and the purpose of the first stage is to filter candidate alternatives, which is the alternative screening model conducted in lexicographic rules. The model in the second stage is of the alternative evaluation, and it is also named as the optimal space distribution model; as for the third stage, it is the formulation of timing process which is, as well, named as the optimal timing dispersion model. Besides, since such characteristics as NP-complete and NP-hard characteristics are found in the second stage and third stage during the process of model resolution, this study has separately designed various heuristic methods for application, hoping that the resolution efficiency of the integral model can be uplifted.At the end, it is shown from the analysis results of corroboration that the three-stage evaluation model construed in this study cannot only act as basis of programming for public off-street parking lots, it can further be found useful for the government to program locations of public facilities.

Drivers driving to urban neighborhoods suffer metropolis parking problems. Cruising down the street in search of parking spaces results in one of the leading causes of traffic congestion. Furthermore, continuous cruising along streets not only wastes time but also leads to excessive energy consumption and air pollution. Therefore, in urban planning, parking issues are crucial to be dealt with. Measures such as the expansion of parking space and increase of public transportation usage rate are taken. On top of that, shorten the idle time for available parking space and efficient parking pricing to increase turnover are also critical methods to solve the problems. With the aid of the rapid growth of IoT (Internet of Things) and AI (Artificial Intelligence), real-time on-street parking usage can be observed with data collected by sensors combined with image recognition technology, and the data is further analyzed to put into practical use. This paper aims at comparing efficiency in forecasting on-street parking vacancy with LSTM (Long Short-Term Memory) model under fog computing and under cloud computing. The data for computing was sourced from open data in Song Shan District of Taipei City, chosen as a case study. Learning from historical data, LSTM model is used to forecast parking availability with iFogSim system adopted to simulate the efficiency of energy consumption, network usage, and total delay when placed under cloud computing and fog computing architecture. MAPE (Mean Absolute Percentage Error) result of LSTM model is 13.6%. Total delay of LSTM under fog computing is about 90% lower than that under cloud computing; network usage, about 70% lower. However, with the increased number of fog nodes, energy consumption rises as well. Therefore, when the nodes are more than a threshold, the energy consumption of LSTM under fog computing is higher than that under cloud computing.

In addition, we discuss those in case of the different constrains of patrol time interval, the difference among the patrol schedule (includes operational routings, route combinations and the employees needed). So we can compare it with the empirical example of Taipei City Parking Administration Division, so as we can verify the feasibility of the model. In this study, we could find that the different patrol time interval would make the different routings, and in the operating procedure of the model, we could find out that the different direction of the original link might got the different route, so in the operating procedure, we suggest to check each different direction and to find more different routes.

In order to improve the serious parking problem of all cities in Taiwan but not influence the driving safety on the road, establishing public off-road parking lots have been become one of the government’s major policy now. Since the parking lot is one kind of public facility, we have to consider its site selection problem which contain the characteristics of multi-criteria decision from the viewpoint of social welfare embracing principles of efficiency and equity. So we should choose a suitable location where they can satisfy with the certain area’s parking demand and meet the city’s development now or in the future. On the other hand, the social environment we live is getting more and more complex. The development of the entire city area is also full of uncertain situation. In other words, we are usually under “fuzzy environment” when evaluating the off-road parking lot cases. At the same time, there are also a lot of subjective judgement during the decision process. Based on these considerations, we develop a fuzzy multi-criteria decision making model to evaluate the off-road parking lot sites in the cities. Firstly, the study confers all site-related factors with experts, proprietors, and government officials. And take them into the influenced factor-collections. Secondly, we make use of Fuzzy Delphi method to determine the criteria which can mainly affects the off-road parking lot site selection. Thirdly, assess the weights for the criteria by applying to Fuzzy Analytic Hierarchy Process method that can gets better results than other traditional methods. Last, we use Fuzzy Synthetic Decision to evaluate the three feasible off-road parking lot site alternatives in Tainan City and then suggest the best site to the decision maker. It is hoped that the outcome of study will not only help the policy-making agency to make decision under uncertain condition by applying the fuzzy theory but also provide the agency a reference to the evaluation of the off-road parking lots in the city.

In recent years, the increasing number of motor vehicles has overloaded the capacity of roadway, and the illegal parking resulting from the lack of parking space has caused traffic congestion in most urban areas. In order to solve the parking problem, along street and off-street parking lots have been planned to alleviate the public demand. In tradition, parking facilities are built by the public sectors. However, due to the financial difficulties, government is trying to encourage private sectors to involve and participate in this public work. As we know, the private participation in public works can reduce the government fiscal burden, bring in new technology and obtain high efficient management. Therefore, it has been widely used in many developed countries. However, the great amount of investment, long payback period, and high risks always discourage the potential investors. To encourage the private participation, our government has enacted the “Act for Facilitation of Private Participation in Infrastructure” to provide private sectors a better condition to participate in the public works so that the investors can bear the cost of constructions and operations as well as other limited risks. The main purpose of this research focuses on how the government agents decide the length of concession years of BOT project (BOTCY). According to the survey results, a range of twenty to thirty concession years for off-street parking lots is recommended. The length of concession years can be determined while internal rate of return (IRR) is considered to be between 12 ~15%, or net present value is zero and self-liquidation ratio equals one while minimum rate of return is considered to be between12%~15%. This study finds out that the construction cost, the frequency and time of occupancy, and the parking charge rate are the dominant factors that could seriously affect the IRR and the length of BOTCY. It is suggested that the private sectors participation in public parking lots can be attained effectively, only if the government can strengthen the towing policy to the illegal parking vehicles so as to increase the frequency and length of occupancy for each parking lot, subsidize the construction cost, and provide low interest loan.

With limited parking space and inflexible pricing policy, the parking demand in the central business district has not been well-managed. Many parking needs willing to pay higher fee are rejected for parking due to no empty parking lots left. Thus, how to effectively manage parking demand and to generate even more parking revenue through dynamic reservation pricing is important. Additionally, since in the parking market, there is usually more than one parking facility in the central business district, the pricing policy of a park facility should consider that of other neighboring parking facilities. Based on this, this study proposes dynamic reservation pricing models for off-street parking facilities based on dynamic programming, stochastic processes and logit choice model under demand uncertainties. The proposed model aims to maximize total parking revenue by dynamically determining the reservation price according to customers arrival rate, available parking lots, elapsed time for parking, and willingness to pay of drivers. Unlike traditional seat reservation models of other transportation systems, such as airline, railway and intercity bus services, parking demand is defined by various parking durations during the reservation period, resulting in the complexity of the model derivation and solving. Two types of markets are under consideration: monopoly and duopoly. To simplify the model, the one-hour model is developed and applied. This model assumes that all drivers are homogenous with the same parking duration of one hour. Users with more than one-hour parking demand would be view and solved separately (i.e. each of parking hours may have different parking fees). As a result, during a one-hour period, one user can be satisfied with one parking space, and this can further divide the parking space reservation into independent parking space reservation according to different time period. As for the duopoly market model, this model assumes that users choose the parking lots according to their charges, the walking time, and the time required for queuing. To derive the optimal dynamic reservation price, non-homogeneous Poisson process combining by Poisson arrival rate and Weibull distributed willing-to-pay price are also assumed. To demonstrate the applicability of the proposed model, a case study on a numerical example is conducted. The analytical results show that the optimal dynamic reservation price increases as time elapses and the number of remaining parking lots decreases. The reservation price in the duopoly market decreases due to the competition.

In addition to causing more and more traffic congestion in the urban district,parking problemkeep annoying various levels of government administrations.At the present time, due to the significant differences between suppliesand demands of parking lots in the urban area, the most effective solutionis to build more off-street parking lots, supplemented by related managementstrategies. However, in view of expensive construction cost of off-street parking facilities and the limitedavailable resource, this research is aimed to develop an objective, thorough, and easy-to-use model which can be provided to the administration as a tool to rank the priority of proposed sites of parking facility, and to prepare yearly construction program for practical implementation. Related data of 20 public parking lots which are being planned to beconstructed in Taipei are collected to be used in this study. Five aspectsof objects including : transportation, society, policy, environment, andoperation are consider in the model, in which 12 factors are selected asperformance measures. The factor analysis method is firstly used to checkthe independence of those factors, and then AHP and Delphi method are integrated together and applied to find out the weights of each measure ofperformance. Finally, SAW is adopted to rank the construction priority ofeach proposed site. Based on the priority, yearly construction programs arethen scheduled.

The current parking policy of urban planning is basing on the off-street parking. However, it doesn’t consider the parking behavior of local people and the high mixing-traffic ratio in Taiwan. Therefore, this study chose the retail consumers to confirm their parking subjective consciousness by questionnaire investigation and establishing the behavior patterns of parking. Using recording and image tracking program to record the study area completely. Finally, the study inputs the results of the subjective consciousness and the nature of road traffic as the basic information of NetLogo simulation software, to establish a parking spatial distribution for retailing stores. Through the simulation to confirm the parking patterns and the violations in commercial district might result, under the local people's subjective consciousness in Tainan. Hope to be the reference of urban design guidelines or planning in the future.

Reflecting the external costs through parking charge is viewed as an important strategy in reducing the usage of private vehicles. It is particularly essential for sustainable transportation in urban areas where public transport has been sufficiently supplied. As such, Taipei City Government recently has successfully implemented the on-street parking charges for motorcycles in some areas. It is presumed that on-street parking charge will influence motorcycle users’ behaviors in selecting the parking locations or even changing the modes. However, the influences are not well understood and it requires in-depth investigation. The main purpose of this study is to investigate the trip makers’ potential changes in mode and parking location, provided that the on-street motorcycle parking charge is imposed. A revealed-preference (RP) and stated-preference (SP) survey of different travel mode users was undertaken at the Ximen CBD in Taipei. In the context of current trips to the Ximen CBD, respondents were asked to consider eight alternatives including motorcycle parking at four locations within the Ximen CBD, motorcycle shared-ride, car, bus, and mass rapid transit. The SP experiments were created by a set of attributes consisting of motorcycle on-street parking fees (hourly rate vs. flat), walking time to destination, searching time for a parking space, and illegal parking fine. Data from the survey were then used to examine mode and parking location choices with the nested logit models. Model estimation results indicate that parking fee, in-vehicle travel time, searching time, walking time, travel frequency, and motorcycle ownership are significant factors influencing the choice of modes and parking locations. The elasticities of parking fee show that on-street parking charge would lead to a relocation of motorcycle parking or even change in modes, especially when motorcycle on-street parking is charged at hourly rate. Our findings support that implementing the on-street parking charges for motorcycles is an effective strategy in increasing the public transport ridership. It is suggested that the motorcycle off-street parking fees be adjusted in an area where the on-street motorcycle parking charges are introduced.

Abstract Currently, the demand for parking space in Taiwan area is extremely out of balance, and the government can only construct a very limited number of human and financial resources. As a result, the employment using B.O.T. model to encourage civilian construction of parking lots has already become one of the policies to be pushed by the government in the coming future. With regard to the discord as whichever bidding systems either domestically or overseas should be chosen to establish the optimal screening syste of B.O.T. model to apply to public off-street parking lots. It has now become the most urgent issue as how the government can award the construction contracts to the optimal chartered company.In view of it, this paper will employ the four decision making factors found in the screening system of B.O.T. model for public Off-street parking lot as its major domain of study. At the beginning, the problem is analyzed of its characteristics, then a multi-objective decision making model will make use of expert judgment to integrate opinions from diverse hierarchies and backgrounds in the first stage; in the second stage, a multi-criteria decision making model will be exploited and this paper has also combined AHP and TOPSIS to conduct the analysis. Afterwards, Taipei City will be taken as illustration for model resolution, and this paper has invited experts and officials from the department of road administration, the administration of Taipei City as well as scholars to from the nine-member group decision making for joint evaluation. In terms of the candidate system, Since B.O.T. model only begins to burgeon in Taiwan, this paper has, as well, programmed those points as how the candidate system can be formulated for the authorities concerned to facilitate their model application or the optimal screening system for evaluating similar construction work. The results of the optimal system being evaluated will be found in two stage; in the first stage, it will be the examination of bidding documents and the qualification check of bidders, only the qualified will be admitted to the second stage; in the second stage, a comprehensive evaluation using weighted score is being utilized to rank the bidders, and the optimal investor from the bidders will be ranked with comprehensive evaluation.Based on the above- mantioned analysis, this paper has thus reached and put forth important conclusions as references for future studies.
