Metode analisis yang digunakan adalah analisis SWOT (Strength, Weakness, Opportunity, Threat). Analisis SWOT mempertimbangkan faktor lingkungan internal kekuatan (strength) dan kelemahan (weaknesses). Analisis ini didasarkan pada logika yang dapat memaksimalkan kekuatan (strengths) dan peluang (opportunities), namun secara bersamaan dapat meminimalkan kelemahan (weaknesses) dan ancaman (threats). Hasil penelitian menunjukan bahwa pemberdayaan masyarakat yang paling tepat diterapkan untuk nelayan soma pajeko yaitu (1). Pembangunan/pengoperasian sarana prasarana usaha perikanan, 2) Memberikan akses modal pengembangan usaha, 3) Pendekatan akses perbankan 4) Kebijakan distribusi BBM khususnelayan 5) Pelatihan pengolahan ikan pasca panen, dan 6) Adanya diversifikasi pekerjaan pada nelayan disaat cuaca buruk/ tidak melaut.Title: Strategy for Empowering Purse Seine Fisher’s Community in the Salibabu District of Talaud Islands Regency, North Sulawesi ProvinceABSTRACTThis research aims to determine the empowerment strategy of Purse Seine fisher’s in Salibabu sub district of Talaud Regency. Data were analyzed using SWOT analysis (Strength, Weakness, Opportunity, Threat). SWOT analysis considers the strength and weakness of internal environmental factor. This analysis is constructed upon logical comprehension to maximize the strengths and opportunities, but simultaneously minimize the weaknesses and threats. Results of the research suggests the most applicable empowerment toward Purse Seine fishers are: (1). development/operation of fishery infrastructure, (2) acces to business capital, (3) approach to banking access (4) distribution of fishery fuel policy (5) Post-harvest fish processing training, and; 6) Alternative income for the fishers during bad weather.

Therefore, this study will analyze the strengths, weaknesses, opportunities and threats in the implementation of enchung in schools in Sungai Penuh City. This research is a qualitative descriptive study with primary data obtained by interviews and questionnaires from 20 respondents. Then the data are analyzed by using the Strength, Weakness, Opportunities and Threats (SWOT) methods. The result is From the results and discussion described above, this research concludes that, from the analysis of Strength, Weakness, Opportunities, and Threats (SWOT), there are strengths that are not too high compared to weaknesses, where the point of strength is only at the number 300. This means that the implementation of the Enchung script as a local content in Sungai Penuh City is still weak. To implementated of the Enchung script as local content in schools in Sungai Penuh City, it is recommended to provide a budget for the process of implementing the Enchung script local content program in Sungai Penuh City. Providing facilities and infrastructure, manuals and textbooks to support the teaching and learning process.

Marketing activities determine the Education Zone Course and Tutoring Institute (E-Zone LKBB) in selling products as the spearhead set by the E-Zone management LKBB and its marketing strategy. In determining the marketing strategy, environmental analysis is critical because it includes analyzing the internal and external environment. The research problem is about the service marketing strategy in the E-Zone LKBB. Therefore the research questions in this research are: 1) What are the strengths and weaknesses in improving LKBB E-Zona services. 2) What are the opportunities and threats in increasing the marketing strategy of LKBB E-Zone services? 3) What are the formulations of marketing strategies in improving marketing LKBB E-Zone services? This study aims to identify the strengths and weaknesses in the LKBB E-Zone as well as the opportunities and threats of the E-Zone LKBB and formulate a marketing strategy for LKBB E-Zone. The unit of analysis in this research is the Education Zone Course and Tutoring Institution. The observation unit is the marketing and sales management and the students who have studied at LKBB E-Zone for approximately six months. The data analysis method used in this study is the SWOT analysis (Strength, Weakness, Opportunity, Threat), which is an analysis that aims to analyze the strengths and weaknesses as well as opportunities and threats. The result shows that the E-Zone LKBB is in the Fast Growth Strategy quadrant position, between Strength (Strength) and opportunity (Opportunity) in the SWOT diagram. LKBB E-Zone has strengths and opportunities that are greater than weaknesses and threats. So that LKBB E-Zone can take full advantage of all the potential strengths and opportunities by using elements of marketing strategies, namely: market segmentation, target market determination, product placement, timing, marketing mix, and its essential 7 P elements, namely: Promotion, Product, Price, Place, People, Physical Evidence, and Process

Abstract:
Pangkah Wetan village has begun to utilize mangrove forests. At present, mangrove forests have been developed as ecotourism objects, however, the management has not developed them maximally. This study aims to determine the strengths, weaknesses, opportunities, and threats, as well as to analyze the strategies used in developing ecotourism at Muara Bengawan Solo Mangrove. Six key informants were selected as resource persons, while 30 respondents were selected by accidental sampling, they became the subject of analysis. The tool used is SWOT analysis (Strength, Weakness, Opportunity, Threat) and Quantitative Strategic Planning Matrix (QSPM). The results shows that the biggest score 1.84 was obtained at the opportunity, while the threat score was 0.84 so that this mangrove ecotourism still has many opportunities that could be used in developing ecotourism. The scores of strengths and weaknesses are 1.62 and 1.22, with a score difference of 0.4 only. The strength is only a slight difference from its weaknesses. Based on QSPM, an alternative strategy is obtained with the highest score of 5.71% at the first alternative. Application of the strategy used in developing mangrove ecotourism is the improvement of facilities provided to visitors.

This paper shows the role of Syafana Islamic School's strategic management in the transformation of the implementation of the full-day program by changing it to a boarding school system. These changes are not only in the aspect of the learning system, but even on the curriculum side which uses the combination of several curricula; Diknas, Egypt (Al-Azhar) and Cambridge are integrated into the concept of Islamic boarding school, the change process is observed and analyzed using the SWOT analysis model (Strength, Weakness ,Opportunity and Threath) with an emphasis on the process of changing the system and curriculum applied by Syafana Islamic School. With the results and findings, there is a strategic management in the transformation by integrating and using four collaborative strategies. First, the Strategic Opportunity Strategy. With the model of merging and accumulating strengths by exploiting various opportunities. Second, the Strength Threath Strategy with knowledge of the strengths possessed can see and anticipate existing threats. Third, the Weakness Opportunity Strategy, the opportunity to be a major factor in efforts to overcome the weaknesses in this institution and Finally the Weakness Threath Strategy. Defense efforts are still analyzed and carried out in order to minimize weaknesses and threats from outside the institution.

This study aims to analyze strategies for increasing the capacity of the Regional Financial, Asset, and Revenue Management Bodies in the City of Baubau. Clarity regarding where the local government is as a developed institution. The district/city policy strategy as a region and institution has not been formulated in a clear and clear manner. Even though the government has clearly been given the authority to formulate a strategy for the creation of a strategic public service policy to the public. This research study uses a SWOT analysis technique with a qualitative approach, which consists of Strengths, Weaknesses, Opportunities, and Threats. SWOT analysis aims to maximize strengths and opportunities but can minimize weaknesses and threats.By evaluating internal factors including the strength of the Baubau City Finance, Asset, and Regional Revenue Management Agency in increasing organizational capacity; Weaknesses, namely all factors that are not beneficial or detrimental to the Regional Financial, Asset and Income Management Agency of Baubau City. Meanwhile, evaluation of external factors includes opportunities, namely all the opportunities that exist as government policies, applicable regulations or national or global economic conditions which are considered to provide opportunities for capacity building to grow and develop in the future; Threats, namely things that can cause losses to the capacity building of the Baubau City Financial Management Agency, Asset, and Regional Revenue. The results of this study indicate that there are 4 alternative strategies obtained from compiling a SWOT matrix derived from the identification of internal and external factors in order to improve the service performance of the Financial Management Agency, Asset and Regional Income of Baubau City. The alternative strategies are the Strength-Opportunity (S-O) Strategy, the Weakness-Opportunity (W-O) Strategy, the Strength-Threat (ST) Strategy, and the Weakness-Threat (WT) Strategy.

The thesis deals with the phenomenon of "Family business". The first part involves theory aimed at the global importance of family businesses, their specifics, definition, strong and weak sides and potential difficulties. The process of succession and its strategy is described in more detailed way enabling future success of family businesses. The second part shows analyses of Czech family companies. There is a comparison with German family companies which might serve for some improvement of the Czech family entrepreneurs. At the end of this thesis, there are three case studies of three Czech family companies. On the basis of their analysis is provided a recommendation of potential solutions of their problematic areas.

Abstract:

Background: Today companies operate in a market that increasingly is becoming global, and where technological development is advancing ever faster. Global competition, shorter product life cycles and constant reorganization of business puts increasing demands on companies and projects that are under their control. As a result of this trend more and more organizations in different industries are working on a project basis.

Objective: To identify and address the strengths and weaknesses of project based organizations.

Boundaries: Three business units within different companies will be analyzed in order to deduct a conclusion to the research question.

Method: A qualitative method has been used. The empirical material was analyzed based on theory.

Results: A project based organization promotes higher flexibility in comparison to a functional organization. The organizational structure of a project based organization provides employees with interesting tasks and the possibility to work in and learn from cross functional teams. Although this has a negative impact on ones work life balance. A key weakness is the organizational integration, which includes: knowledge management, implementation of strategies and focus beyond projects, resource coordination and human resource management.

Proposal for further research: An in-depth study on how project based organizations promote innovation.

Abstract:
When there is scarcity of educational position, we need a just system of distribution that decides who's to be admitted to said position. In this text I argue that the common system of using grades and test results as merit to distribute educational opportunities is unjust. The reason being that we simply cannot assign grades that are neither fully reliable or valid. I describe a generalized education system that we have today distributing educational opportunities. The system is characterized by having a compulsory basic education that distributes its educational opportunities strictly egalitarian. Later introducing grades and standardized tests to progress into higher education creating a meritocratic distribution. Furthermore I introduce Nozickian libertarianism and a version of Rawls distributional principles including affirmative action policies. All of which have their merits and drawbacks, which is why I lastly put forth my own proposed approach. The proposal consists of the fundamental right that every person with the adequate knowledge and skills to succeed in referred education is entitled to it. The building blocks for this education system and its distribution of educational opportunities is compulsory basic education, specialized admission tests and lottery accompanied by a queue system.

Abstract:
The Russian Federation has recently implemented a foreign policy strategy aimed at subverting the West’s ability to deter Russia from destabilizing its neighbors. This strategy combines elements of conventional military strategy with “weaponized information” in order to achieve success in the political and military arenas of conflict. “Weaponized Information” goes beyond the “network-centric” warfare envisioned by cyber security experts, focused instead upon the development of “fake news,” disinformation, and encouraging conflicting media narratives. This thesis explores this strategy through Thomas Schelling’s framework of deterrence elucidated in Arms and Influence and uses recent events in Ukraine, Syria, the United States, and Europe to describe the development and implementation of “weaponized information” in 21st Century international conflicts.

Abstract:
Limited research has been conducted in the area of blood transfusion policy in Africa. Prior to this study, it was unclear how many countries had a national blood policy in place, if they differed from other policies and if so to what extent. The aim of this study was, therefore, to better understand the Ghanaian national blood policy in an African context, identify its strengths and weaknesses and make appropriate policy recommendations. Following a literature review, WHO policy documents and African national policies were obtained via a web search in French and English, and by contacting representatives of national blood services. Policy documents were analysed qualitatively, and a list of commonly accepted policies was generated and compared with the evidence. Guidelines relating to blood donation, blood screening, blood grouping and component usage were common to more than half of the national blood policies reviewed. The common recommendations listed above were compared to current blood transfusion service practices at the Komfo Anokye Teaching Hospital, and areas of policy requiring further research, to improve policy implementation and better meet the local population's needs, were identified. As a result, the following sub-objectives were identified: 1) Determine the most common reasons for donor deferral 2) Determine what information donors are interested in receiving during pre and post-donation counselling to improve donor satisfaction and potentially increase blood supply; 3) Better understand component demand and usage and its influencing factors as well as determine whether current component production rates are appropriate; 4) Understand the patient experience in obtaining a blood transfusion and securing a replacement donor. Results from this study showed that blood donors were most commonly deferred due to a low haemoglobin level or hepatitis B infection. Blood donors seek more information regarding their health and whether their blood is found to have any infections. In addition, they would like to know more about the blood donation process ahead of time, such as what steps are involved, if donating will be painful and how long the entire process will take. Based on interviews with clinicians and data obtained from the blood bank, while component production was found to be increasing at KATH, there were still instances when demand of blood components exceeded supply. In spite of this, patients did not find it difficult to obtain blood for their transfusion, but some expressed interest in learning more about the risks and benefits of transfusion. Clinicians and policy makers should therefore work together to determine whether certain biological criteria currently implemented can safely be adjusted to be more inclusive and maximise the number of blood units donated. Future donor counselling sessions should aim to better communicate with donors the blood donation process and reassure blood donors of their health status. Component production should continue to increase at KATH given its demand, but only providing the blood bank has the resources to maintain production without affecting supply and patient outcomes. Finally, clinicians should increase their efforts to maintain good communication with their patients regarding transfusions, their risks and benefits, and ensure consent is always sought.

Abstract:
This treatise addresses the possible creation of an African criminal court for individual criminal responsibility for crime of genocide, crimes against humanity, and war crimes. It does so by critically analysing the Statutes of Special Court of Sierra Leone, International Criminal Tribunal for Rwanda, and Rome Statute of the International Criminal Court in relation to the provisions addressing the principle of individual criminal responsibility, jurisdiction, amnesty and immunity. Another aim is to indicate the strength and weaknesses of the cited statutes in relation to the above provisions. Finally a further aim is to provide an analysis of the statutes, and any other international law applicable and determine whether Africa needs a separate criminal court. The principle conclusion is that statutes are facing challenges in relations to the provisions above. It is established that Africa does not have a regional criminal court and the African Union has attempted to extend jurisdiction of the African Court of Justice and Human Rights to criminal jurisdiction but the process has amounted to heavy criticism and unforeseen legal implications. It is eventually concluded that Africa may consider the creation of a separate criminal court for the future and such a court is currently not needed. Support should be given to the ICC.

Abstract:
This study examined the neurocognitive skills, incidence of mild head injury, incidence of learning disabilities, and study habits among college students with grade point average of 2.00 or below (N = 25) as contrasted with college students with grade point average above 2.00 (N = 70). The intent of this research was to extend the work of Segalowitz and Brown (1991) and Segalowitz and Lawson (1993) who found significant associations between reported history of mild head injury and developmental disabilities among high school and college samples. MANOVAs conducted on measures of academic achievement, global cognitive skills, verbal and nonverbal memory, motor and tactile functioning, and study habits did not discriminate between probationary and non-probationary students. Probationary and non-probationary students also did not differ with regard to incidence of reported head injury, frequency of diagnosed learning disabilities, and study habits. Measures of neurocognitive functioning and study habits did not contribute to the prediction of grade point average over and above that predicted by Scholastic Aptitude Test composite score. Several exploratory analyses were performed examining the relationship between study habits and neurocognitive skills. Gender differences, implications for future research and development of study skills courses, and limitations of this study were discussed.

Numerical simulation of a floater in ice-infested waters can be performed using a physics engine. This software can dynamically detect contacts and calculate the contact forces in a three-dimensional space among various irregularly shaped bodies, e.g. the floater and the ice floes. Previously, various physics engines were successfully applied to simulate floaters in ice. However, limited attention was paid to the criteria for selecting a particular engine for the simulation of a floater in broken-ice conditions. In this paper, four publicly available physics engines (AgX Multiphysics, Open Dynamics Engine, PhysX and Vortex) are compared in terms of integration performance and contact detection accuracy. These two aspects are assumed to be the most important for simulating a floater in broken ice. Furthermore, the access to code, documentation quality and the level of technical support are evaluated and discussed. The main conclusion is that each physics engine has its own strength and weaknesses and none of the engines is perfect. These strength and weaknesses are revealed and discussed in the paper.

Abstract:
Numerical and experimental simulations for residual strength analysis of ship structures have recently been investigated in the marine industry. The technology of residual strength analysis is mature enough to assist ocean-going vessels shortly after experiencing a damage incident. The analysis can be used to evaluate the remedial actions necessary to minimize the risk of further damage during stabilization efforts and allow for the eventual transit to a repair facility. In 2010, the American Bureau of Shipping (ABS) implemented enhancements to its Rapid Response Damage Assessment (RRDA) program, in particular to the evaluation of residual strength. An integrated software system was developed to quickly and efficiently provide guidance to the ship owner through the utilization of the analysis results. This paper highlights the residual strength analysis results of several actual RRDA cases evaluated in recent years. These results were obtained from the application of an analysis software system, which includes the ability to perform timely calculations of the hull girder ultimate strength, hull girder shear stress, buckling and local strength in the damaged condition. This paper also provides an example of the use of analysis data to provide recommendations for remedial actions during a response. The strengths and weaknesses of this current analysis procedure are discussed and conclusions about the use of this software tool in damage scenarios are evaluated by comparing the analysis results with the outcomes of the presented cases.

In this paper, the problem of selecting from among a set of alternatives using multiple, potentially conflicting criteria is discussed. A number of approaches are commonly used to make these types of decisions in engineering design, including pair-wise comparisons, ranking methods, rating methods, weighted sum approaches, and strength of preferences methods. In this paper, we first demonstrate the theoretical and practical flaws with a number of these commonly employed methods. We then present a method based on the concept of hypothetical equivalents and expand the method to include hypothetical inequivalents. We demonstrate the strengths and weaknesses of the various decision making approaches using an aircraft selection problem. The design of a research laboratory is used to demonstrate the method of hypothetical equivalents further.

A full scale creep-fatigue test component made of P91 was developed and tested as part of the MACPLUS (European Union FP7) project. Current international standards for lifetime assessment for thick walled power plant components were applied. In addition an advanced concept based on creep-fatigue crack growth was also used in finite element simulations. The results are compared with each other and the measurements of the heavily instrumented component. Individual strength and weaknesses as well as general challenges for creep-fatigue lifetime assessment are analyzed and discussed.

Abstract:
Despite the triumph of capitalism in economic competition with communism, recent years have shown the increasing contradictions of the former, the most serious of which is the growth of social inequality. All of this requires the comprehension of possible alternatives to capitalism. The authors consider these possible alternatives in the framework of the market economy, which has proven itself as the best system in terms of the optimal use of rare resources. The difference between the market economy as such and its private manifestation, capitalism, lies in the form of ownership. Moreover, capitalism is based on private ownership, however, versions of the market economy with other forms of ownership are possible. Making use of basic methodological principles of economic science, the authors analyse the pros and cons of private and other forms of ownership in the framework of the market economy. The former’s strengths lie in the initiative to create new companies and the drive to increase efficiency, while its weaknesses lie in the growth and entrenchment of social inequalities. The strength of the market economy with other forms of ownership is a lesser degree of inequality, however, its weaknesses are insufficient incentives for innovation and growth. In today’s world, only capitalism fully realises the principles of the market economy. Economic schemes based on other forms of ownership demonstrate substantial deviations from these principles, and therefore exist only in theories so far. To make an alternative to capitalism feasible, forms of the market economy with other systems of ownership must override their a-priori shortcomings, the main shortcoming of which consists of insufficient incentives for risk acceptance and efficiency gains.

In the European Union, including Latvia, the development of the bioeconomy by exploiting the potential of research, innovation and knowledge transfer is considered to be the basis for economic growth. The research aims to assess the drivers of and barriers to bioeconomic development in Latvia and define actions facilitating the development of the national bioeconomy. The present research employed mostly SWOT analysis in combination with expert judgement. The research concluded that the overall trend in the following strengths of the bioeconomy: Research infrastructure and modern technical equipment for the development of the bioeconomic knowledge base (3S) and Vast regional coverage of and cooperation among leading research institutions in the field of bioeconomics (1S) was negative, as the total impact of the threats exceeded the total impact of the opportunities. However, the overall trend in the strength Extensive initial activities and the knowledge base for bioeconomic research (2S) was positive, as the total impact of the opportunities exceeded the total impact of the threats. The total impact of exogenous factors on the weaknesses in the development of the bioeconomy was positive; therefore, the total impact of exogenous factors tended to weaken the weaknesses. Since the largest positive impacts on endogenous factors were made by the following opportunities: Effective support for independent innovation projects implemented by large companies (3O) and Stimulation of innovation in the small and medium enterprise sector in active synergy with national research priorities and available funding (2IO), it is necessary to increase government and private sector funding for R&D in order to contribute to the development of the bioeconomy in Latvia. The availability of funding should be balanced and predictable in the long term to reduce the impact of the threat Public policies and insufficient and unpredictable funding for research and development hinder the development of bioeconomy industries and steady growth opportunities (2T). To encourage the business sector to invest in R&D, including in the bioeconomy industries, public support and various incentives for entrepreneurs are needed.

This report is based on the discussion that emerged from a convening of a panel of 22 experts in artificial intelligence (AI) and in learning. It introduces three layers that can frame the meaning of AI for educators. First, AI can be seen as “computational intelligence” and capability can be brought to bear on educational challenges as an additional resource to an educator’s abilities and strengths. Second, AI brings specific, exciting new capabilities to computing, including sensing, recognizing patterns, representing knowledge, making and acting on plans, and supporting naturalistic interactions with people. Third, AI can be used as a toolkit to enable us to imagine, study, and discuss futures for learning that don’t exist today. Experts voiced the opinion that the most impactful uses of AI in education have not yet been invented. The report enumerates important strengths and weaknesses of AI, as well as the respective opportunities and barriers to applying AI to learning. Through discussions among experts about these layers, we observed new design concepts for using AI in learning. The panel also made seven recommendations for future research priorities.

Abstract:
Emergency Relief (ER) is a Department of Social Services (DSS) funded program, delivered by 197 community organisations (ER Providers) across Australia, to assist people facing a financial crisis with financial/material aid and referrals to other support programs. ER has been playing this important role in Australian communities since 1979. Without ER, more people living in Australia who experience a financial crisis might face further harm such as crippling debt or homelessness. The Emergency Relief National Coordination Group (NCG) was established in April 2020 at the start of the COVID-19 pandemic to advise the Minister for Families and Social Services on the implementation of ER. To inform its advice to the Minister, the NCG partnered with the Institute for Governance at the University of Canberra to conduct research to understand the issues and challenges faced by ER Providers and Service Users in local contexts across Australia. The research involved a desktop review of the existing literature on ER service provision, a large survey which all Commonwealth ER Providers were invited to participate in (and 122 responses were received), interviews with a purposive sample of 18 ER Providers, and the development of a program logic and theory of change for the Commonwealth ER program to assess progress. The surveys and interviews focussed on ER Provider perceptions of the strengths, weaknesses, future challenges, and areas of improvement for current ER provision. The trend of increasing case complexity, the effectiveness of ER service delivery models in achieving outcomes for Service Users, and the significance of volunteering in the sector were investigated. Separately, an evaluation of the performance of the NCG was conducted and a summary of the evaluation is provided as an appendix to this report. Several themes emerged from the review of the existing literature such as service delivery shortcomings in dealing with case complexity, the effectiveness of case management, and repeat requests for service. Interviews with ER workers and Service Users found that an uplift in workforce capability was required to deal with increasing case complexity, leading to recommendations for more training and service standards. Several service evaluations found that ER delivered with case management led to high Service User satisfaction, played an integral role in transforming the lives of people with complex needs, and lowered repeat requests for service. A large longitudinal quantitative study revealed that more time spent with participants substantially decreased the number of repeat requests for service; and, given that repeat requests for service can be an indicator of entrenched poverty, not accessing further services is likely to suggest improvement. The interviews identified the main strengths of ER to be the rapid response and flexible use of funds to stabilise crisis situations and connect people to other supports through strong local networks. Service Users trusted the system because of these strengths, and ER was often an access point to holistic support. There were three main weaknesses identified. First, funding contracts were too short and did not cover the full costs of the program—in particular, case management for complex cases. Second, many Service Users were dependent on ER which was inconsistent with the definition and intent of the program. Third, there was inconsistency in the level of service received by Service Users in different geographic locations. These weaknesses can be improved upon with a joined-up approach featuring co-design and collaborative governance, leading to the successful commissioning of social services. The survey confirmed that volunteers were significant for ER, making up 92% of all workers and 51% of all hours worked in respondent ER programs. Of the 122 respondents, volunteers amounted to 554 full-time equivalents, a contribution valued at $39.4 million. In total there were 8,316 volunteers working in the 122 respondent ER programs. The sector can support and upskill these volunteers (and employees in addition) by developing scalable training solutions such as online training modules, updating ER service standards, and engaging in collaborative learning arrangements where large and small ER Providers share resources. More engagement with peak bodies such as Volunteering Australia might also assist the sector to improve the focus on volunteer engagement. Integrated services achieve better outcomes for complex ER cases—97% of survey respondents either agreed or strongly agreed this was the case. The research identified the dimensions of service integration most relevant to ER Providers to be case management, referrals, the breadth of services offered internally, co-location with interrelated service providers, an established network of support, workforce capability, and Service User engagement. Providers can individually focus on increasing the level of service integration for their ER program to improve their ability to deal with complex cases, which are clearly on the rise. At the system level, a more joined-up approach can also improve service integration across Australia. The key dimensions of this finding are discussed next in more detail. Case management is key for achieving Service User outcomes for complex cases—89% of survey respondents either agreed or strongly agreed this was the case. Interviewees most frequently said they would provide more case management if they could change their service model. Case management allows for more time spent with the Service User, follow up with referral partners, and a higher level of expertise in service delivery to support complex cases. Of course, it is a costly model and not currently funded for all Service Users through ER. Where case management is not available as part of ER, it might be available through a related service that is part of a network of support. Where possible, ER Providers should facilitate access to case management for Service Users who would benefit. At a system level, ER models with a greater component of case management could be implemented as test cases. Referral systems are also key for achieving Service User outcomes, which is reflected in the ER Program Logic presented on page 31. The survey and interview data show that referrals within an integrated service (internal) or in a service hub (co-located) are most effective. Where this is not possible, warm referrals within a trusted network of support are more effective than cold referrals leading to higher take-up and beneficial Service User outcomes. However, cold referrals are most common, pointing to a weakness in ER referral systems. This is because ER Providers do not operate or co-locate with interrelated services in many cases, nor do they have the case management capacity to provide warm referrals in many other cases. For mental illness support, which interviewees identified as one of the most difficult issues to deal with, ER Providers offer an integrated service only 23% of the time, warm referrals 34% of the time, and cold referrals 43% of the time. A focus on referral systems at the individual ER Provider level, and system level through a joined-up approach, might lead to better outcomes for Service Users. The program logic and theory of change for ER have been documented with input from the research findings and included in Section 4.3 on page 31. These show that ER helps people facing a financial crisis to meet their immediate needs, avoid further harm, and access a path to recovery. The research demonstrates that ER is fundamental to supporting vulnerable people in Australia and should therefore continue to be funded by government.

Eligibility criteria: Participants and context: We will include primary studies (randomized or non-randomized trials, observational studies, case series or case report) that consider hospitalized critically ill adult patients (18 years or older) in risk for developing some degree of neuromuscular disorders such as ICU-AW, diaphragmatic dysfunction, or muscle weakness, therefore the specific setting will be critical care. Concept: This review will be focused on studies regarding the secretion or measure of myokines or similar (exerkines, cytokines or interleukin) by any mean of muscle activation or muscle contraction such as physical activity, exercise or NMES, among others. The latter strategies must be understood as any mean by which muscle, and there for myocytes, are stimulated as result of muscle contraction, regardless of the frequency, intensity, time of application and muscle to be stimulated (upper limb, lower limb, thoracic or abdominal muscles). We also will consider myokine´s effects, local or systemic, over different tissues in terms of their structure or function, such as myocytes function, skeletal muscle mass and strength, degree of muscle wasting or myopathies, among others.
