Problems in the company's internal environmental analysis is to determine the strengths and weaknesses (internal resources), we did not have reasonable grounds to determine whether the company's internal resources as a strength or weakness. Before we can determine whether a resource can be categorized as strengths or weaknesses, we must have a certain criteria so that appropriate resources are said to be a strength or weakness

Abstract:
The deliberate weaknesses are points of weakness towards which a potential failure is channeled in order to limit the magnitude of the consequences from failure. The article shows that reducing risk by deliberate weaknesses is a powerful domain-independent method which transcends mechanical engineering and works in various unrelated areas of human activity. A classification has been proposed of categories and classes of deliberate weaknesses reducing risk as well as discussion related to the underlying mechanisms of risk reduction. It is shown that introducing and repositioning existing weaknesses is an effective risk-reduction strategy which transcends engineering and can be applied in many unrelated domains. The article shows that in the case where the cost of failure of the separate components in a system varies significantly, an approach based on deliberate weaknesses has a significant advantage to the equal-reliability/equal-strength design approach.

Abstract:
SUMMARY This study examines whether and how weak internal controls increase the risk of financial reporting fraud by top managers. There is a longstanding debate on whether control strength significantly affects fraud risk, yet little evidence on this issue. Further, there is no evidence on the mechanism linking control strength to fraud risk. We find a strong association between material weaknesses and future fraud revelation. We theorize that this link could be attributable to weak controls (1) giving managers greater opportunity to commit fraud, or (2) signaling a management characteristic that does not emphasize reporting quality and integrity. We find support for the opportunity explanation, but not through specific accounts linked to control weaknesses. Instead, consistent with the PCAOB's assertion, weaknesses in entity-wide controls, not process-level controls, are associated with a higher risk of reporting fraud. JEL Classifications: M41.

Abstract:
One of the potential of ecotourism in South Kalimantan that has not been much explored is the Liang Bangkai site in Tanah Bumbu. Ecotourism on the Liang Bangkai site highlights conservation in its cultural aspects and natural authenticity, without ignoring the economic aspects that are indicated to be unique and of high value. The artifact findings on this site are far more complete than the Sakulirang site, a site recommended by UNESCO as a world heritage (Sugiyanto, B., 2010). It is not easy for local governments to determine the right strategy in tourism promotion. This is related to many factors, one of which is the carefulness and thoroughness of the local government as decision makers in determining the criteria that are the strengths, weaknesses, opportunities and threats of each tourist location. Accuracy of the local government in digging information on each criterion built both externally and internally, then analyzed so that it can provide accurate information related to tourist sites and be able to formulate appropriate and measurable decision strategies for the promotion of ecotourism. The Fuzzy Analytical Network Process - Extend Analysis Chang method is used in determining the weight of interest between criteria and sub criteria and the weight of interest between promotion strategies. Based on the perception of the importance level of the sub-criteria for promotion strategies, the level of importance was found, namely Strengts - Opportunies (21.70%), Weakness - Opportunities (34.52%), Strengt - Threats (32.54%) and Weakness - Threats (11.24%). From these results, it can be seen that decision makers still emphasize strategies to overcome internal weaknesses to capture opportunities from potential Liang Bangkai sites and utilize the potential strength of the site to overcome external threats to the site.

Abstract:
The culture and landscape of Shaanxi Province are representative of Northwest China. Despite the current prosperity of tourism, the issue of sustainable development of cultural industry in Shaanxi Province is emerging increasingly. We analyzed the challenges and prospects for cultural industry in Shaanxi Province using the SWOT (Strength, Weakness, Opportunity and Threat) approach, in combination with the analytic hierarchy process (AHP). We used preferential data from local experts who have an extensive and diverse understanding of cultural industry of Shaanxi Province. The results reveal that strengths and opportunities for cultural industry in Shaanxi Province outweigh its weaknesses and threats. The experts believed that the abundant resources in landscape and history are the major strength, and the huge demand in the Chinese market is the important opportunity. While the lag in social concept and governmental execution is identified as a weakness for the development of cultural industry, Western cultural impact and domestic/intra-regional competitions are considered to be the critical threats. The quantitative analysis of the strategies indicates the strength/opportunity strategy is the optimal one for the sustainable development of Shaanxi's cultural industry.

Abstract:
Purpose This paper elicits information, an excess of information and the stakeholders’ role in the use of information. The purpose of this paper is to create a “C5 model” (clients, connectivity, content, copyright and cost) for the consortium management to support and improve its academic and administrative decision-making skills and optimize returns. Design/methodology/approach The methodology used for this study was “strength, weakness, opportunity and threat” (SWOT) analysis. As a tool, it was used as one of the strategic analytical techniques to evaluate various aspects of consortium management. The purpose of choosing this method was to derive a set of strategies for comparing the internal (strengths/weaknesses) and external (opportunities/threats) forces of the “C5 model” of consortium management. Findings From the SWOT analysis of the “C5 model,” it was observed that four combinations, maxi-maxi (strengths/opportunities (SO), mini-maxi (weaknesses/opportunities (WO), maxi-mini (strengths/threats (ST)) and mini-mini (weaknesses/threats (WT)), were drawn to derive a set of strategies to benefit the consortium management. The SO strategies such as building a client-centric resource management system, centralized gateway, collaborative acquisition model, common copyright communication and clearance center and cost-benefit analysis were built on the basis of the strengths and opportunities identified. Likewise, the WO strategies such as organizational planning, equality in ICT infrastructure facilities, quality content, public disclosure of copyright obligations and effective economic models were drawn to minimize the weaknesses of each component by taking advantage of the identified opportunities. The ST strategies were worked out using strengths of the model to possibly mitigate its threats. Similarly, the WT strategies were created to minimize the weaknesses and avoid the threats as much as possible. However, these strategies would not only help consortium management in the decision-making process, but also optimize returns and improve the intellectual outcome of organizations. Originality/value Not many research studies have been developed regarding the SWOT analysis of the “C5 model” for consortium management. This study attempts to benefit a large community of library and information science professionals, consortia and their clients.

Abstract This paper evaluates the second-generation theory (SGT) of fiscal federalism. It spells out the main arguments of the theory and discusses the fiscal architecture of Nigerian federalism with a view to using the case study to work out the strengths and weaknesses of the theory. After arguing that the weaknesses of the theory outweigh its strength, the paper goes on to point out the dangers of using a particular construct of fiscal federalism as a model. It notes that SGT theory is an attempt at reviving and modelling nineteenth century American fiscal federalism as a universal standard.

Context:Lower extremity (LE) weakness might be associated with altered mechanics during weight bearing in subjects with patellofemoral pain syndrome (PFPS).Objective:To analyze LE strength, mechanics, and the association between these variables among women with and without PFPS during a simulated athletic task.Design:Case control.Setting:Motion-analysis laboratory.Subjects:20 women with PFPS and 20 healthy women.Main Outcome Measures:Peak isometric lateral trunk-flexion, hip-abduction, hip external-rotation, knee-flexion, and knee-extension strength, as well as hip- and knee-joint excursions and angular impulses during single-leg jumps. Results:PFPS subjects produced less hip-abduction, hip external-rotation, and trunk lateral-flexion force than the control group. The PFPS group also demonstrated greater hip-adduction excursion and hip-abduction impulses. The association between the strength measurements and LE mechanics was low. Conclusions:Women with PFPS demonstrate specific weaknesses and altered LE mechanics. Weakness is not, however, highly correlated with observed differences in mechanics.

Abstract:
Purpose Nonexperimental research, defined as any kind of quantitative or qualitative research that is not an experiment, is the predominate kind of research design used in the social sciences. How to unambiguously and correctly present the results of nonexperimental research, however, remains decidedly unclear and possibly detrimental to applied disciplines such as human resource development. To clarify issues about the accurate reporting and generalization of nonexperimental research results, this paper aims to present information about the relative strength of research designs, followed by the strengths and weaknesses of nonexperimental research. Further, some possible ways to more precisely report nonexperimental findings without using causal language are explored. Next, the researcher takes the position that the results of nonexperimental research can be used cautiously, yet appropriately, for making practice recommendations. Finally, some closing thoughts about nonexperimental research and the appropriate use of causal language are presented. Design/methodology/approach A review of the extant social science literature was consulted to inform this paper. Findings Nonexperimental research, when reported accurately, makes a tremendous contribution because it can be used for conducting research when experimentation is not feasible or desired. It can be used also to make tentative recommendations for practice. Originality/value This article presents useful means to more accurately report nonexperimental findings through avoiding causal language. Ways to link nonexperimental results to making practice recommendations are explored.

Abstract:
The strategic planning of developing any information system is the key factor of progress any organization. Hence, SWOT (Strength, weakness, opportunities and threats) analysis for the strategic planning of developing information system has proved to be a good analysis tool for further development and progress of the universities/organization. Further, the implementation of computerized student information management system has become an important issue within the university campus to exchange such information between students and staff. Many studies have developed student information system through the converting of paper-based system to computer-based system in order to facilitate the work of staff. However, none of these studies focused on the development of such systems based on the strategic planning using SWOT technique. Therefore, this research focuses on the requirements needed to develop student information system based on the aforementioned strategic planning technique. Some universities located in the Kurdistan Region, Iraq have been tacking to do the investigation. Moreover, SWOT technique was selected to find strengths, weaknesses, opportunities and threats of developing such system. The findings of this research were processed as matching strengths with opportunities and converting weaknesses or threats to strengths or opportunities. Based on the results, it has been found that the need to address student information systems is of utmost importance now more than ever in order to survive and continue in the competition environment.

This research is aimed at measuring whether the three books used in the secondary schools in Tegal i.e “Mandiri: Practise Your English Competence”, “Interactive English 2”, and “New Headway” are right or not, and revealing the strength and weaknesses of the three books based on the theories of excellent textbook developed by the researcher based on the Tomlinson’s (2003) framework. This research is evaluation research. The data were collected through observation, questionnaire, and document analysis. The data were analysed using Miles, Huberman, and Saldana's flow model of qualitative data research, which includes data collection, data reduction, data display, and giving the conclusion. The study found out that “Mandiri: Practise Your Sentence" meets only in language level criteria of excellent textbook, "Interactive English 2" all the five criteria, and "New Headway" meets three criterias. The research also found out that the strength of "Mandiri: Practise Your Sentence" relies on its language level, which is understandable and straightforward for the eighth graders. Its main weaknesses lie in the number of tests in every unit which does not cover all the skills learnt, and it does not have an excellent form of illustrations, all are too simple and uninteresting for the eighth graders. The strength of "Interactive English 2" lies in its colourful and attractive photos and cartoons that attract the students and its use of authentic text that is trendy in graphic design. Its main weakness lies in its focus on controlled practice. Meanwhile, the strength of "New Headway" comes from the attractive illustration and its use of communicative activities at the activities to make the students more creative and active in the classroom. But the main weakness lies in its sentences, which are too hard to understand for the eighth graders in Tegal.

Abstract:
Use of the Modified WAIS—R described by Cella in 1984 with psychiatric inpatients was criticized on several grounds. First, the modification did not accurately identify areas of relative cognitive strength and weakness. An accuracy rate of 49% was considered unacceptable for interpretation of individual profiles, the task the WAIS—RM was originally designed to perform. Second, use of the WAIS—RM does not significantly reduce total administration time. For the majority of 70 psychiatric inpatients, at least 80% of the WAIS—R items would be administered, resulting in saving just fifteen minutes. Finally, an inpatient's confidence and motivation to perform well could be compromised by skipping earlier, easier items. Administration of the full WAIS—R battery is recommended if a discussion of relative strengths and weaknesses is desired.

Abstract:
Telemedicine activities in underserved communities were reviewed as part of the Universitas 21 (U21) e-health project. A SWOT analysis (strengths, weaknesses, opportunities, threats) was conducted on 12 articles identified in a literature review, supplemented by expertise from U21 members. The analysis showed that threats include the reluctance of populations to use telemedicine services, and a general absence of infrastructure and resources to sustain them. Opportunities centre around potential research, including cost-effectiveness analyses and quantitative assessments of existing telemedicine services.
