Abstract:
L’onomatopée et l’interjection qui ont été étudiées de manière approfondie dans le domaine français dès le XVIIIe siècle n’ont fait l’objet que de quelques allusions dans la théorie grammaticale arabe traditionnelle. C’est ce vide que la présente thèse se propose de combler. Il s’agit d’une étude lexicale qui s’insère dans les recherches développant la théorie des matrices et des étymons (TME). Elle comprend deux grandes parties. La première se compose de deux chapitres. Le premier est consacré aux interjections (34 cas) et le second aux onomatopées proprement dites (18 cas). Dans ces deux chapitres, on procède à la manière de Guiraud (1967, chapitre III, « Structures onomatopéiques », ex. la racine T. K.). On extrait de l’interjection ou de l’onomatopée les deux consonnes qui les composent et on les considère comme un étymon dont on suit les diverses réalisations dans le lexique, en veillant toujours à la corrélation phono-sémantique. Il ressort de cette première partie que les racines (au sens traditionnel du terme) émanant d’étymons onomatopéiques sont près de neuf cents.Comme nous avons observé la présence du trait [+strident] dans un bon nombre de ces étymons, nous avons consacré la seconde partie à l’étude d’une nouvelle matrice qui se compose des traits [+strident] et [coronal], corrélés l’invariant notionnel « son, voix, bruit » et ses conséquences ,incluant la peur, le mouvement et ses diverses caractérisations. Cette matrice se réalise dans 69 étymons qui sont disposés par ordre alphabétique. Les réalisations de chaque étymon sont disposées en trois colonnes : le radical où l’étymon se réalise, la référence dans le tableau de l’organisation de l’invariant notionnel, le sens (tel qu’il est donné dans le Kazimirski).Il ressort de cette double étude qu’un immense pan du lexique de l’arabe est motivé, pourvu que l’on situe l’analyse au niveau des traits, la corrélation s’établissant entre le bruit et la définition même du trait de stridence, les sons stridents « se caractérisant acoustiquement par une plus grande quantité de bruit que leurs correspondants non-stridents » (Chomsky et Halle, 1968, p. 166)
Although onomatopoeia and interjections in French have been studied in depth since the 18th century, they have only been alluded to in traditional Arabic grammatical theory. This thesis is intended to remedy this situation with a lexical study applying the Theory of Matrices and Etymons (TME). The thesis is divided into two major sections, the first of which comprises two chapters. The first chapter deals with 34 interjections and the second 18 onomatopoeia. The approach adopted in these first two chapters is that of Guiraud (1967, chapter III devoted to onomatopoeic structures, e.g. the T. K. root). The interjections and onomatopoeia are extracted from the consonants which compose them; these consonants are considered as an etymon the various realisations of which are pursued in the lexicon with constant attention to the phono-semantic correlation. This first part shows that there are nearly nine hundred roots (in the traditional meaning of the term) arising out of the onomatopoeic etymons. Given the presence of the [+strident] feature in a large number of these etymons, the second part of this thesis is devoted to a new matrix comprising the correlated [+strident] and [coronal] features, the notional invariant "sound, voice, noise" and its consequences including fear, movement and its various characteristics. This matrix is realised in 69 etymons ordered alphabetically. The realisations of each etymon are given in three columns: the radical in which the etymon is realised; the reference in the organisational table of the notional invariant; the meaning (as given in Kazimirski).This double study reveals that - provided that the analysis is established at the phonetic feature level - an immense area of the Arabic lexicon is motivated, the correlation between the noise and the very definition of the feature of stridence and strident sounds: "Strident sounds are marked acoustically by greater noisiness than their nonstrident counterparts" (Chomsky et Halle, 1968, p. 329)

Uppsatsen behandlar informationsoperationer från en operativ synvinkel. Teorianknytningen görs gentemotmanöverteorin, med dess delmängd manöverkrigföring. Syftet med uppsatsen är att besvara vilka förmågor tillinformationsoperationer som finns i Försvarsmakten idag samt vilka möjligheter de skapar för framtiden medfokus på år 2010. Detta exemplifieras genom ett scenario, en strategisk typsituation, där uppsatsen svarar påhur dessa förmågor skall användas som en del i striden i en fiktiv fredsframtvingande insats inom ramen förEU: s krishanteringsstyrka.Utifrån de förmågor som redan finns idag och som har vidareutvecklats fram till år 2010 skapas förslag till attutveckla ytterligare förmågor. Med den strategiska typsituationen som fond föreslås att en förbättrad förmågatill psykologiska operationer och nätverksattacker bör skapas. För att skapa ett bättre fundament för Försvarsmaktensförmåga till informationsoperationer föreslås även en utvidgning och fördjupning av samordningenmellan de statliga myndigheter som berörs av defensiva informationsoperationer samt ett upprättande av ettstrategiskt kompetenscentrum för informationsoperationer. Slutligen diskuteras tesen om informationsoperationertillför en ny dimension i krigföringen: informationskriget.
This essay explores information operations and information warfare more froman operational than a technical point of view. The theory behind this thesis is amanoeuvre warfare approach, since that is the stipulated way for the SwedishDefence Forces and information operations is an indirect method of influenceand defeat the enemy.The scope is to determinate what operational abilities to conduct offensive- anddefensive information operations are necessary in the year 2010. The essayuses a developed qualitative method with a qualitative analysis of documentsand literature.The scientific procedure used includes analyse, fact collection, a processof scenario implementation and finally a synthesis from abilities Swedishdefence forces have today and desirable operational abilities generated inthe scenario.The suggested areas to improve operational abilities are psychological operationsand computer network attacks. The main cause for these suggestions areforemost that Swedish Defence Forces at present time does not have any substantialabilities in these areas. The second cause is that both psychological andnetwork centric warfare is an indirect approach to defeat an adversary.Finally the essay discusses if information will become the fifth dimension inmodern warfare, just like air, land and naval operations. The author suggests,based on examples, that that will probably be the cause in the future.

Abstract:
Denna uppsats undersöker hur olika aktörer inom politik och juridik ser på landsbygdsutveckling i strandnära lägen, så kallade LIS-områden, som syftar till att bidra till landsbygdskommuners ekonomiska och demografiska utveckling i strandnära områden. Det empiriska materialet består uteslutande av domstolsreferat från Mark- och miljööverdomstolen samt riksdagsdebattprotokoll mellan åren 2012–2019 som analyserats kvalitativt. Sammanfattningsvis verkar naturvärden spela en liten roll vid juridiska överväganden om strandskyddsdispenser i strandnära lägen. Däremot används naturen och landskapet som argument för politiska ståndpunkter för eller emot ett förändrat strandskydd. En annan slutsats som kan dras från analysen är att länsstyrelserna i många fall hamnar i kläm mellan juridik och politik när man överprövar strandskyddsdispenser i landsbygdskommuner. Slutligen förefaller den allmänna politiska viljeriktningen i riksdagen idag gå mot att kommunerna delegeras mer makt till självbestämmande kring byggande i strandnära lägen och att strandskyddet kommer att bli alltmer selektivt i framtiden.
This essay explores how various actors within politics and law look upon rural development at waterfront locations, the so-called LIS-areas, which aims at contributing to the rural municipalities’ financial and demographic development in riparian areas. The empirical material is exclusively based on court reports from the Land and Environment High Court in Sweden and debate records from the Swedish Parliament between 2012-2019 which have been analysed qualitatively. In summary, nature seems to play a small role in court decisions about exemptions from the riparian law. However, nature and scenic landscapes are being used as political arguments for or against exemptions from the riparian law. Another conclusion from the analysis is that the Swedish County Boards are pushed into a tight corner between law and politics when they retry exemptions from the riparian law in rural municipalities. Finally, there is a common political direction of will, in the Swedish Parliament today, towards delegating more power to the municipalities for deciding on building in riparian areas and that beach protection will become more selective in the future.

Abstract:
Omläggningen av statlig fastighetsskatt till kommunal fastighetsavgift innebar att Riksdagen var tvungen att finansiera det skattebortfall detta innebar. Kapitalvinstskatten vid avyttring av fastigheter höjdes, uppskovsbeloppet begränsades och på uppskovsbeloppet påfördes en ränta om 0,5 procent. Räntan på uppskovsbeloppet tas ut genom att den som har ett uppskovsbelopp ska ta upp en schablonintäkt som beräknas till 1,67 procent av uppskovsbeloppets storlek vid beskattningsårets ingång enligt 47 kap. 11b § IL. Att räntebelägga uppskovsbeloppen motiverades förutom av finansieringsskäl av att uppskovsbeloppen ökat i och med att de blivit möjliga för bostadsbyten inom EES-området. Även de som fått ett uppskovsbelopp beviljat innan uppskovsräntan infördes den 1 januari 2008 måste betala denna ränta. Enligt svensk grundlag, 2 kap. 10 § 2 st. RF får skatt eller statlig avgift inte tas ut i vidare mån om inte skatt- eller avgiftsskyldigheten följer av föreskrift som gällde när den omständighet inträffade som utlöste skatt- eller avgiftsskyldigheten. Detta skatterättsliga retroaktivitetsförbud har gjort att frågan om huruvida uppskovsräntan är retroaktiv lagstiftning och således något som retroaktivitetsförbudet avser att förhindra. Frågan har ännu inte avgjorts av Regeringsrätten och rättsläget är därför oklart. Syftet med uppsatsen är att utreda och analysera uppskovsräntan och retroaktivitetsförbudet för att undersöka huruvida räntan strider mot förbudet. Uppsatsen bygger på traditionell juridisk metod. Lagrådet yttrade sig i samband med att bestämmelsen kom till men deras yttrande är bristfälligt och kan enligt min mening inte ligga till grund för vidare vägledning. Kammarrätten i Göteborg har funnit att uppskovsräntan inte strider mot retroaktivitetsförbudet medan Förvaltningsrätten i Stockholm har funnit att principen strider mot förbudet. Det som prövas när retroaktivitetsförbudets tillämplighet ska avgöras är ifall omständigheten som utlöser beskattning inträffat före eller efter lagens ikraftträdande. Slutsatsen är att uppskovsräntan strider mot retroaktivitetsförbudet.

Abstract:
I denna studie undersöks Johan Adolph Gerelius argumentation och framtidsvision gällande implementeringen av de två innovationerna cellfängelset och gasdriven belysning. Det framkommer att Gerelius använder många historiska exempel för att motivera hur innovationer bidrar till samhällelig utveckling. Vidare inspireras han mycket av England, där båda innovationerna har sitt ursprung. Han använder också flera återkommande, mycket laddade begrepp i sin argumentation, så som ”barbari” och ”upplysningens fiender”. Gerelius bedriver sin utförliga argumentation i syfte att förespråka innovationernas framtida samhällsförändrande potential. Han uttrycker en stark utvecklingsoptimism och är influerad av de liberala idéer som spreds genom Europa under tidigt 1800-tal. Denna utvecklingsoptimism leder till att Gerelius förespråkar acceptans av nya innovationer då han anser att de har stor betydelse för samhällelig utveckling. Denna utveckling bör, enligt Gerelius, ske i termer av stabilitet, bildning, förädling och upplysning. Undersökningen lägger fram en tolkning som överensstämmer med den tidigare forskningen, vilken betonar Gerelius positivism för de engelska innovationerna. Dock framhävs även att Gerelius influeras av en stark historiesyn , vilken kan ligga till grund för hans starka utvecklingsoptimism och framtidsvision.

Abstract:
This essay examines the strategies adopted by the Swedish parliamentary parties against the Pirate Party (Piratpartiet). The study uses the PSO-theory, which attempt to explain the success of niche parties as a consequence of the established parties’ strategies against the new competitor. A qualitative analysis and a comparison of the parties’ manifestos from the 2002, 2006 and 2010 national elections is used to determine which strategies are adopted. Results show that a mixture of accommodative and dismissive strategies is used, which could help explain the failure of the Pirate Party in the elections.

AbstractThe 70th year of the IAU has been marked not only by the Covid-19 pandemic but by the geopolitical tension between the United States and China. After almost four decades of cooperation, which began in shared opposition to Soviet Russia and a shared interest in China’s modernisation, the leaders of each country have become strident critics of the other. The escalating war of words has led to disruptions in trade, communications and visas and now threatens the vast and fruitful cooperation between universities and researchers. Much is at stake. Many US universities are in China, such as Stanford with its state-of-the-art centre at Peking University and NYU with a branch campus in Shanghai. Chinese universities benefit from visits in both directions, from bench-marking using American partner templates and from the return of US-trained doctoral graduates. US-China links in science are focused on crucial areas like biomedicine and epidemiology, planetary science and ecology, engineering, materials, energy, cybernetics.

Abstract: This paper, All of Paris, Darkly, presents a focused study of Le Corbusier’s enigmatic Beistegui Apartment (1929- 1931) on the Champs-Elysée in Paris, with particular reference to the curious camera obscura periscope that was housed in a small lozenge-shaped pavilion on its rooftop. There are manifold reasons for the charisma of the apartment; from the flamboyant eccentricities of the client and his exchanges with the architect, to the exceptional location of apartment in the centre of Paris, to the apparent repudiation of some of Le Corbusier’s more strident proclamations on architecture and the city, to the historical conditions that have for all time occluded a definitive scholarly reading of the architectural production and subsequent inhabitation of the apartment. Grounded in an understanding of the primal visual phenomenon of the camera obscura, the paper advances an interpretation of the meaning of the periscope apparatus amidst the battery of unusual contrivances that animated the surrealist penthouse apartment. It further seeks to contribute to a greater understanding of some aspects of Le Corbusier’s thinking on architecture and the city. Abstract:
Traditional analysis of running gait utilizes averaged biomechanical data from several strides to generate a mean curve. This curve is then used to define the average picture of a runners gait. However, such measures are frequently accompanied by time normalization, which results in a loss of temporal variations in the gait patterns. An examination of stability requires analysis of both time and position, therefore loss of such information makes stability analysis difficult. On the contrary, the use of a dynamical systems approach for gait analysis allows for a better understanding of how variations in gait pattern change over time. In the current study runners ran on a treadmill, with both a flat and uneven surface, at a self selected speed. Three-dimensional position data was captured for 11 different anatomical locations at a frequency of 120 Hz using a Qualysis motion capture system. The data was first shifted to a lumbar coordinate system to account for low frequency drift attributed to the subjects’ drift on the treadmill. Since all of the markers were rigidly connected, via the subject, the movements and variations of certain components of the 33-dimensional measurements were not independent. As a result, it was possible to reduce the dimensionality of the transformed data using singular value decomposition techniques. The primary components were then analyzed using the method of delay embeddings to extract geometric information, revealing the natural structure found in the data as a result of the periodicity of each running stride. A nearest neighbor mean stride orbit was then computed to create a reference orbit, so that deviations from the mean stride orbit can be measured. The expectation was that a more stable running configuration would lead to smaller deviations from the mean stride orbit. On-going work that will be reported includes: (i) analysis of running stability related to the reference stride comparator, (ii) compensation of lumbar centroid dynamics, (iii) reconstructions using one dimension from the lumbar centroid transformed data, and (iv) consideration of transients, fatigue, adaptation, etc.

Abstract:
Evaluation of walking stability is essential for the elderly population to prevent possible falls due to degradation of their walking stability caused by aging. Previous studies mainly focused on center of pressure (COP) and center of body mass (COM) and their relationship during walking. However COM can not be directly measured and existing COP parameters are mainly investigated within one stride and their effectiveness is not conclusive. In this study, new parameters are proposed based on normalized cross-correlation of subsequent strides (NCSS), derived from comparison of subsequent strides of foot plantar pressure. The mean and standard deviation of NCSS are calculated for three walking conditions that are progressively less stable (1 - normal walking, 2 - walking with eyes closed, and 3 - walking with eyes closed after being spun around) for six healthy subjects. Results show that the NCSS can effectively distinguish normal walking (1) and the less stable walking with eyes closed after being spun around (3). The mean of NCSS decreases from stable to less stable walking conditions, whereas the corresponding standard deviation of NCSS increases. For each subject the value of NCSS of walking with eyes closed (2) is between those of the other two walking conditions (1 and 3), although the value varies somewhat, depending on the controllability and adaptability of the subject.

Abstract:
Down-sampling is widely adopted in deep convolutional neural networks (DCNN) for reducing the number of network parameters while preserving the transformation invariance. However, it cannot utilize information effectively because it only adopts a fixed stride strategy, which may result in poor generalization ability and information loss. In this paper, we propose a novel random strategy to alleviate these problems by embedding random shifting in the down-sampling layers during the training process. Random shifting can be universally applied to diverse DCNN models to dynamically adjust receptive fields by shifting kernel centers on feature maps in different directions. Thus, it can generate more robust features in networks and further enhance the transformation invariance of down-sampling operators. In addition, random shifting cannot only be integrated in all down-sampling layers including strided convolutional layers and pooling layers, but also improve performance of DCNN with negligible additional computational cost. We evaluate our method in different tasks (e.g., image classification and segmentation) with various network architectures (i.e., AlexNet, FCN and DFN-MR). Experimental results demonstrate the effectiveness of our proposed method.
