The mixed results of International Monetary Fund structural adjustment programmes in less developed countries are a major motivation for this research. Explanations must be advanced as to what may inhibit the success of such programmes. This dissertation constructs a computable general equilibrium model for Ghana using the social accounting framework. The model is used to examine the macroeconomic effects of policies that alter the sectoral terms of trade in the Ghanaian economy.
