Abstract:
<em>The object of research is industry as a type of economic activity and features of its transformation towards neo-industrialization. The paper presents the results of a study of the dynamics of changes in the results of economic activity on the example of the Ukrainian industry as a separate sector of the national economy.</em> <em>In the course of the study, methods of analysis, comparison and generalization were applied. The content of the concept &quot;structural and logical chains of industrial enterprises&quot; in the formation of added value is revealed. It shows how a change in the view of production chains can contribute to the formation of a growth economy. The market economy presupposes the proactive determination by the owner of the enterprise of promising areas of development. But in the conditions of the loss by the state of the strategic vector of its development in the economy, there is an imbalance and intersectoral conflicts. The author investigated the dynamics of the development of certain areas of industry in Ukraine, an attempt was made to form structural and logical chains of mutual support and mutual stimulation of industrial enterprises of individual sections and sections of types of economic activity. It is shown how the principles of the &quot;push-pull&quot; approach function when determining the directions of the state&#39;s industrial policy. It is noted that the formation of structural and logical chains of industrial enterprises can be used as the basis for investment and innovation roadmaps of the state.</em> <em>The scientific novelty of the work lies in the determination of approaches to the formation of a strategy of state industrial policy using a retrospective analysis of the dynamics of changes by type of economic activity. An enlarged analysis of statistical dynamics is proposed, which makes it possible to move from operational and tactical planning of economic policy to strategic one.</em> <em>The practical value of the work lies in an attempt to show the structural and logical relationships between certain types of economic activity, which determine the prospects for the formation of investment and innovative roadmaps for the development of Ukrainian industry. Taking into account the tendencies and prospects of the neo-industrialization of the world economy, the directions are shown in which the Ukrainian industry can keep the national economy, form regional positions and take a worthy place in the world economic system.</em>

Abstract:
THE PURPOSE OF THIS ARTICLE is to determine promising directions for the development of the agro-industrial sector of Ukraine in the conditions of post-war recovery.RESEARCH METHODS. In the process of writing the article, general scientific and special research methods of the agro-industrial sector were used, including: induction and deduction; structural and logical analysis; extrapolations; tabular and graphic.PRESENTATION OF THE MAIN RESEARCH MATERIAL. The article determines that the agro-industrial sector is one of the key sectors of the country's economy, which made a significant contribution to the country's GDP before the war. Since the beginning of the war, the agro-industrial sector has suffered significant losses and needs to be restored and further developed. Prospective ways of development of the agro-industrial sector have been determined, which can be carried out in three key areas: activation of own reserves of agricultural enterprises; receiving donor international aid; development of the state agrarian policy of post-war recovery. It has been proven that the restoration of broken agro- food chains and the inclusion of domestic agricultural enterprises in global agro-food chains is a promising direction for the development of the country's agro-industrial sector. It was found that the agro-food chain is a set of interdependent enterprises that have united on a voluntary basis and closely cooperate in the process of agricultural production. It has been proven that the restoration of the agro-food chain will take place in the event that it includes enterprises for cultivation (fattening), processing, transportation, storage and sale of agricultural products.CONCLUSIONS FROM THE CONDUCTED RESEARCH. The restoration of broken agro-food chains and the inclusion of domestic agricultural enterprises in global agro-food chains will contribute to their accelerated recovery, reducing the level of costs for production, transportation, storage, processing and sale of agricultural products; accelerating the recovery of agricultural enterprises due to the joint interaction of participants in agro-food chains; increasing the level of quality of agricultural products.KEYWORDS: agro-industrial sector; agriculture; agro-food chains; global agro-food chains; post-war recovery.

Today, small forms of management in the Russian agro-industrial complex occupy a significant share in the structure of producers for certain groups of agricultural raw materials and food. Institutional transformations that have taken place over decades in the agro-industrial complex have shown the viability of such a form of organization as agricultural cooperation. The advantages that determine the competitiveness of cooperation include reducing transaction costs, economies of scale, increasing the share of rural producers in the final price of products, etc. Modern socio-economic trends dictate new conditions for the formation of food chains and the participation of economic entities in them. In this connection, there is an urgent need to analyze trends in the development of agricultural consumer cooperation. This will make it possible to determine strategic directions for development and justify relevant measures of state support for both small business forms themselves and the cooperative form of their organization. The purpose of the study is to comprehensively analyze and substantiate the development trends of the institution of agricultural consumer cooperation, as the most important component of ensuring food security in Russia in modern conditions. Achieving this goal involves the use of general scientific methods of cognition (historical and logical, comparative and system-structural) and traditional methods of economic analysis. The trends in the development of the Institute of Agricultural Consumer Cooperation have been studied. A comprehensive analysis of the competitive advantages and weaknesses of small business forms in the agro-industrial complex was carried out. The potential for growth of the institution of agricultural consumer cooperation in the conditions of transformation of the socio-economic space has been identified. The experience of supporting agricultural cooperatives in the constituent entities of the Russian Federation was studied. Measures of state support for the development of this institution that are relevant to current trends in economic development are substantiated. The results of the study and the conclusions drawn on their basis will be useful for supporting management decisions in the field of development of the agro-industrial complex, increasing the efficiency of planning and implementing state support for the small business sector in the agro-industrial complex

Abstract:
Purpose. The aim of the article is to analyse the state of the agro-industrial complex and substantiate the directions for the adaptation of business models for the development of agrarian enterprises in Ukraine during the military challenges. Methodology of research. The theoretical and methodological basis of the research is the scientific works of leading scientists and businessmen-practitioners in the agricultural sector of Ukraine. In the research process, the following general scientific methods were used: comparison method – for the study of business models of the development of subjects of the agro-industrial complex; analysis and synthesis – to analyse the state of development of agro-industrial complex enterprises; abstract and logical method – for expressing one's own assumptions and formulating conclusions, graphic method – for visual illustration of the dynamics of the development, losses and damages of the agricultural sector. Findings. It was concluded that the formation of an adaptive business model should take into account both the internal and external factors of the functioning of an agricultural enterprise in conditions of Russia's military aggression in Ukraine. The indicators of the development of the field of crop production, as one of the structural factors in the country's economy, as well as direct losses and indirect losses in crop production and livestock production caused by the war, were analysed. It was found that a feature of the agro-industrial complex of Ukraine is the presence of a significant share of agricultural holdings and farms and personal farms in it. It was emphasized on the fact that the war had caused additional negative aspects of the functioning of the agroholding model of the Ukrainian agricultural industry, in particular, the breakdown of logistics chains, environmental disasters at the livestock complexes of agroholdings, the blocking of sales markets showed the low adaptability and inability of such enterprises to respond in time to the challenges of wartime. Originality. The features of business models adaptation for the development of agrarian enterprises, taking into account both direct and indirect losses due to Russian aggression, have gained further development. The comparison of the modern models of the functioning of the agro-industrial complex in Ukraine made it possible to identify the disadvantages of the agricultural holding model and to propose the directions for state support for the development of the farming business model in conditions of modern challenges. Practical value. The results of the study can be used for the analysis and adaptation of business models of agricultural enterprises in the war and post-war period. Abstract:
Topicality. For the post-war recovery of the country, a qualitative restoration of the regulatory environment is needed, aimed at optimizing macroeconomic processes related to the structural transformation of the business sector, the necessity of which is caused by its existing disproportions, that is, a violation of coherence, correspondence of interrelated economic processes and indicators characterizing the functioning and development certain types of business activity. This indicates the need for the formation of the ability of the business sector of Ukraine to self-renew, adaptability to crisis effects and development through qualitative changes in its technological core on the basis of digital transformation, innovativeness and the creation of favorable conditions for the development of mobilized resources (assets) in the sectoral dimension, as a basis for ensuring humanitarian and defense needs, generating high added value as a factor of general economic well-being, filling budgets and providing resources for resilient social development.Aim and tasks. The purpose of the article is to determine disproportions in the development of the business sector of Ukraine as a manifestation of the deindustrialization process.Materials and methods. The material and methodical base of the research is formed by the results of the theoretical generalization of scientific works, which are covered in publications of a fundamental and applied nature, as well as statistical data of the State Statistics Service of Ukraine, the UN Comtrade database, and data of the World Bank. The methods of systemic, structural-logical and comparative analysis were used to solve the tasks.Research results. In contrast to developed countries, where the restart of economic growth is planned to be carried out at the expense of "new industrialization", based on the scientific and technical achievements of the sixth technological order, the essential feature of our economy is that such technological reindustrialization must take place in conditions when it is not yet industrial scientific and technological potential, more than half destroyed during the systemic crisis, was restored. At the same time, the mechanical engineering industry (which suffered the most during the reforms) is the core of the development of many other sectors of the economy, including the electronic industry, which ensures the functioning of the modern digital economy. Moreover, now we should be talking about the restoration on a new technological basis of those industries, the loss of which will lead to rapid lagging behind the leading countries and consolidation of the regime of dependent industrial and technological development. That is, the essence of the process of reindustrialization of the domestic economy consists in the design and deployment of internal industrial-technological chains, which should create finished products, both for purely industrial and consumer purposes. The study proved that the structure of the entrepreneurial sector of Ukraine is distorted, which has led to an increase in the process of deindustrialization, with a low share of the manufacturing industry in exports. The structure of industry continues to be dominated by activities that use low and medium-low technologies (i.e. labor-intensive): furniture production (about 21%), manufacture of wood products, paper (almost 16%), food (about 13%) and textiles (12%) industry. On the contrary, the production of basic pharmaceutical products and pharmaceutical preparations is 0.23%, computers, electronic and optical products - about 1%, motor vehicles, trailers and semi-trailers and other vehicles - 0.83%, electrical equipment - 1.24 %, machines and equipment - about 3%. This determines the low competitiveness of Ukrainian goods on the markets, because on world markets, the most competitive goods are characterized by the aerospace, biotechnological and electrotechnical industries, instrument manufacturing, which Ukraine almost lost.Conclusion. The article emphasizes that the special task of the post-war macroeconomic policy is to give impetus to economic activity, constantly support it and create a favorable environment for long-term changes based on the cumulative strengthening of the internal driving forces of economic development. To fulfill this task, it is necessary to overcome the negative factors that hold back the process of reindustrialization of the economy and the formation of a balanced structure of the business sector, namely: the absence of investment-attractive legislation, effective guarantees for investors; the underdevelopment of legal mechanisms for regulating the market of industrial products, including the lack of effective protection against counterfeit and contraband products, ensuring a balance of interests between manufacturers and wholesale and retail trade enterprises; high cost of credit resources; inefficient structure of industrial production that does not correspond to the structure of production capacities; lack of cross-industry balance of production based on a completed technological cycle; significant lag behind the state of fixed assets from the technological level of developed countries; lack of opportunities for cooperation of industrial enterprises; high level of energy consumption of production processes, etc.

Environmental innovations, green financing, and green investments are currently aimed at implementing such key areas of “greening” the economy and society as reducing emissions of greenhouse gases and various pollutants into the environment. However, the process of green modernization of industrial enterprises is much more diverse and does not only involve environmental measures in relation to direct environmental pollution. The present article reveals the features of the behavior of Russian enterprises and organizations in the field of environmental innovation introduction. The ranking of environmental innovations by directions and goals of implementation is carried out, and their dynamics are analyzed. Particular attention is paid to such a direction of “greening” the economy and production underestimated to date as the activity of replacing raw and other materials with safe or less hazardous ones. The paper demonstrates the importance and significance of this direction of environmental innovation from the point of view of the formation of a green value chain. The main research methods are statistical, structural and logical, and comparative analysis as well as methods of graphical data presentation. The result of the study is the conclusion that it is necessary to increase the attention given by individual enterprises, the business community, investment organizations, the financial sector, government bodies and other subjects of society to such a direction of green modernization of industrial enterprises as the introduction of innovation in the use of environmentally friendly raw and other materials. First and foremost, the above implies an expansion of production and use of composite materials, which have huge application potential in various sectors of the economy, thus generally corresponding to the country’s technological development program.

Abstract:
China, being the country with the largest population, inevitably influences the processes taking place in the world economy. In terms of GDP, the Chinese economy has been the first economy in the world over the past several years, being among the most important economic indicators such as GDP, industrial production, and export of goods in leading positions. Under the influence of the pandemic crisis, a deep recession occurred in industrially developed countries, where the reproduction system is based on the “TNC economy”, with the exception of China, which managed to transfer the economy into a state of reproductive expansion, while maintaining the positive dynamics of the country’s economic development on an annualized basis. The aim of the paper was to analyze data that gives an idea of the potential of the Chinese economy. The main indicators characterizing the development and dynamics of the Chinese economy are considered. Materials and methods. In the course of the work, a dynamic, structural analysis of analytical and statistical information was used; methods of analytical, logical, system analysis were used. Results. The paper examines certain macroeconomic indicators that characterize the state and development of the Chinese economy, taking into account the achievements in the context of the global economic crisis caused by the COVID-19 pandemic. The GDP of China was analyzed, calculated in national currency or PPP. Conclusion. The country was faced with a difficult international situation, difficult tasks in search of reform, development and stability within the country and, in particular, with the heavy blows of the COVID-19 epidemic. Steps taken to stabilize employment, financial transactions, foreign trade, foreign investment, domestic investment and market expectations, as well as ensuring fully guaranteed employment, basic living needs, functioning of market actors, food and energy security, stability of production and supply chains, helped to restore the economy making China the only major economy with positive economic growth in the world in 2020.

Abstract:
Relevance of the research topic is explained by the need to develop and implement effective measures to respond to economic losses caused by the military actions of the aggressor country. Targeted attacks by the enemy are aimed at destroying Ukraine as an industrialized state, not only to affect the civilian population but also to destroy the industrial potential. As a result, Ukraine has suffered irreversible losses of industrial potential, which amount to about 30%, destruction of manufacturing and logistics chains, loss of access to resources (both raw materials and human resources), complications in doing business due to interruptions in energy supply and communications, etc. Although the Ukrainian economy is currently in a state of uncertainty during the war, the prospects for the development of industrial enterprises and their ability to conduct business, create high-paying jobs and conditions for normal operation require strategic planning for post-war recovery based on European principles. Formulation of the problem. Finding answers to today's military challenges and justifying tools for preserving existing and developing new machinery production will help the country fulfill its most important functions by strengthening the ability of Ukrainian machinery enterprises to occupy market niches for the production of climate-friendly energy technologies for the EU's green and digital transition (wind turbines, heat pumps, solar panels, renewable hydrogen); machinery products of russian and belarusian origin, etc. Analysis of recent research and publications. The importance of industrialization and industrial policy for the development of industrial sectors, including machinery, is widely discussed in academic and political circles. Various aspects of the development of the machinery are reflected in many scientific works of foreign and domestic researcherss, as well as numerous publications of international organizations such as the World Bank, the UN, the European Commission, UNIDO, etc. At the same time, most publications do not provide answers to the military challenges to recovery the industrial potential of the machinery, which makes this study relevant. Selection of unexplored parts of the general problem. The lack of justification for strategic initiatives to facilitate the adaptation of Ukrainian machinery to the global challenges of the future (military, political, digital, financial, investment, environmental, technological, social, etc.) widens the gap between Ukraine and the developed world and only increases the effect of deindustrialization of the country's economy. Economic recovery and economic sustainability cannot be achieved without strategic development planning based on the joint efforts of all economic actors, including representatives of business, science and the state. Setting the task, the purpose of the study. The purpose of the study is to formulate strategic tasks for post-war reconstruction with the identification of perspective types of Ukrainian machinery, based on the pan-European vector of integration and ensuring national interests. Method or methodology for conducting research. The study uses general scientific methods: abstract and logical, induction and deduction, systematic approach; analysis and synthesis, as well as special research methods: statistical comparisons, grouping, sampling (to assess the dynamics of sales of machinery, foreign trade indicators and the number of employees as basic indicators of development trends); structural and functional analysis, expert assessments in developing recommendations for effective support tools for Ukrainian machinery. Presentation of the main material (results of work). The machinery provides an economic multiplier effect for related sectors of the economy, united by a single technological chain. The hostilities led to a 70% loss of Ukrainian exports of machinery products from the level of 2021 (6107.56 million USD in 2021 vs. 4216.9 million USD in 2022). The loss of production capacity is offset by significant imports of machinery products in the amount of 15983.54 million USD in 2022, which confirms the high import dependence of the domestic market for machinery building products. The machinery industries are strategically important for socio-economic development, as they concentrate a significant number of jobs (almost 15% of industrial workers in 2021) with a fairly high level of wages. The field of application of results. Strategic directions of the machinery post-war recovery are an important component of strategic planning and selection of effective industrial policy instruments for the Ukrainian manufacturing recovery and opposition of negative manifestations of military challenges with the realization of opportunities associated with changes in the global geopolitical space. Conclusions according to the article. The preservation of existing and development of new machinery production facilities, as well as the realization of opportunities to occupy market niches in the European and world markets of machinery products vacated by the sanctions against Russian and Belarusian manufacturers, as well as to diversify its own production and become a member of global machinery value chains for the aviation, rocketry, medical, and military industries of the world industry depend on the implementation of industrial policy instruments proven in other countries such as networks of industrial parks, stimulating cluster movement, promoting partnerships with foreign manufacturers), supporting export activities and diversification of production, introducing incentive and compensation mechanisms at the state, regional and local levels; expanding domestic demand for domestic engineering products in the post-war recovery.

Meat and meat products occupy a special place in Kazakhstan, as they are historically one of the main national products and are a source of protein which is necessary for life. The goal is to develop the main ways to increase the competitiveness of products in meat processing industry of the AIC. The meat processing industry is one of the main ones in the agro-industrial complex. Its structure is quite static, as it consists of two interrelated elements - livestock farms and meat processing enterprises that depend on food market. Methods – comparative, statistical, economic and system analysis, logical generalization. Results – Kazakhstan, which has a high potential for the development of animal husbandry, may be among the world leaders in meat processing sector. To solve this problem, it is necessary to strengthen economic base of processing enterprises, including meat processing enterprises, and to increase the competitiveness of their products in global commodity market of meat processing sector. Conclusions – meat industry as a structural element of the AIC has developed on the basis of the functioning of integral production and economic system in a single technological chain. For the effective development of the country's meat processing industry, it is necessary to create a rational system of production and economic relations. The level of meat production in the republic does not yet satisfy the needs of the population. The livestock production of the republic has not yet switched to intensive methods of production and processing.

Background. Innovative robotic systems for mineral extraction and processing are increasingly changing the core operational principles of mining enterprises, thus making the creation of an intelligent mining enterprise a reality.Aim. To develop a set of proposals for promoting the digitalization of the coal industry in Russia by carrying out an analysis of the current state of implementation of innovative equipment and digital technologies within the Industry 4.0 state initiative in Russian coal companies.Materials and methods. The research was conducted using the methods of systems approach, value chain theory, expert evaluation, technological foresight, logical and comparative analysis, economic and statistical processing of information, including its tabular interpretation. The research materials included the data of coal companies, JSC “Rosinformugol”, Internet sources, and open publications.Results. The proposal is made to develop five groups of key technological digital industry platforms(TP), as follows: 1) TP “Prospecting and exploration works”; 2) TP “Underground mining technologies”; 3) TP “Open-pit mining technologies”; 4) TP “Technologies for processing coal and industrial waste”; 5) TP “Technologies for transporting rock mass”. It is proposed to implement the innovative digital potential of the coal industry in two stages, thereby completing the structural and digital transformation of the coal industry.Conclusion. The proposed TPs of the Russian coal industry should solve the following tasks:determination of the basic requirements and functional properties of the Russian coal industry based on the Industry 4.0 state initiative, along with the principles of their implementation;determination of the main technological directions for the main sectors (processes) of technological development of the coal industry, including prospecting and exploration; underground and open-pit coal mining; upgrading and processing of coal and industrial waste; transportation of coal;identification of the main components, technologies, information and management solutions in all the above processes;diversification of the activities of coal mining companies in the creation of products with high added value;overcoming the technological gap and import dependence by implementing phased import substitution and innovative development of the Russian coal industry and mining engineering with the achievement of technological sovereignty.The research results can be used when creating a unified network of scientific and educational centers on the principles of public-private partnership for the development and industrial implementation of innovative technologies in the coal, mining, and exploration industries, as well as in the training of highly-qualified personnel on the basis of Sergo Ordzhonikidze Russian State University for Geological Prospecting.

This is in line with the concept of "green growth" proposed by the Organization for Economic Co-operation and Development. As international experience shows, increasing the level of environmental safety of the national economy can be achieved through the implementation of conceptually new management tools based on integrated (combination of system, process, situational, functional) approaches to concept sustainable development. The purpose of the paper is to clarify the essence and content of the term "green economy" on the basis of generalization and systematization of existing conceptual approaches to the definition of this concept. Methodology. The methodological basis of the study is the scientific works of foreign and Ukrainian scientists on the problems of green economy, circular economy, and environmental management. The research was conducted using general scientific methods: analysis and synthesis – to summarize the existing conceptual approaches and provisions, scientific developments on the development of the green economy and greening of logistics systems, clarification of the terminology; classifications – to systematize theoretical approaches to the definition of "green economy", which are proposed by various scientific schools; structural and logical generalization – to clarify the essence and content of the term "green economy". Results. The evolution and preconditions of formation and challenges of the development of a green economy are investigated. The existing scientific approaches to the definition of "green economy" are analysed and generalized. Practical implications. The key goal of the transition to a green economy is to change the paradigm of logistics, rethink the value chain and develop new business models that must meet modern requirements and challenges in the global world. The term "circular economy" is proposed to be considered from the following positions: as a modern paradigm of development of logistic systems; as a new way of management in the conditions of digital transformations; as a strategic direction of sustainable development; as an economic model based on the technology of industrial waste processing in order to achieve sustainable business models in the national economy. Practical implications. The key goal of the transition to a circular economy is a paradigm shift in logistics, rethinking the value chain and developing new business models that must meet the current requirements and challenges of the global world. Abstract:
The article is devoted to a comprehensive analysis of transformation directions of countries’ foreign trade policy in the conditions of an unstable world economy, which is experiencing a period of profound changes caused by the COVID-19 pandemic and a number of regional military conflicts. The author emphasizes that these global factors provoked a general crisis that has engulfed both developed and developing countries, manifested in high inflation, industrial production and consumer demand decline, the destruction of established international production ties and the destabilization of monetary and financial systems. In response to these negative trends, states are forced to actively review and adapt their foreign trade strategies, using both traditional tariff and non-tariff instruments, and to engage in new international trade agreements, taking into account their own economic needs, level of development and current macroeconomic indicators. The main purpose of the study is to identify key directions of transformation directions of countries’ foreign trade policy in modern conditions. To achieve this goal, the author analyzed the latest scientific publications of domestic and foreign economists devoted to the problems of forming new trade flows, the development of production networks and the evolution of foreign trade policy. The theoretical basis of the study is the concepts of the transformation theory, which considers significant systemic changes in various spheres of social life, and the theory of cyclical economic development, which provides for periods of recessions and booms that affect globalization processes. As a result of the scientific study, the author identified and described in detail four hypothetical scenarios for the future development of the international trading system: evolutionary transformation in the direction of further hyperglobalization; reverse transformation, characterized by deglobalization and increased protectionism; cyclical transformation with alternating periods of globalization and deglobalization; as well as revolutionary transformation, which provides for a cardinal change in the existing paradigm of global governance. In the context of each of these scenarios, the potential role and prospects for the development of the World Trade Organization as a key institution for regulating international trade are analyzed. The article places special emphasis on the need to integrate sustainable development goals and digital transformation into the countries’ foreign trade policy strategies. The author substantiates the importance of modernizing the global system of regulating digital trade, supporting the green transition by forming responsible and sustainable value chains, and promoting the development of trade in services. Based on the analysis, the author proposes a logical and structural scheme for transforming the country's trade policy in the context of uneven global economic development. This scheme includes three main goals: supporting the recovery and fundamental transformation of the economy in accordance with environmental and digital goals; forming global rules for more sustainable and fair globalization; and increasing the ability of countries to defend their national interests. To achieve these goals, three key areas of transformation have been identified: modernization of the global system of regulation of digital trade (including supranational regulation of personal data and reform of the WTO), support for the green transition (through the promotion of sustainable value chains and the coordination of climate commitments), and support for the digital transition and trade in services (through the expansion of inter-country dialogue and the development of relevant standards). The proposed scheme also contains specific measures necessary for the effective implementation of these changes at the national and supranational levels. The conclusions of the article emphasize that the successful development of countries in the context of global instability largely depends on the ability to form a new, adaptive and effective supranational trade policy that takes into account current trends in global economic development. Actual importance of study. At the beginning of the 2020s developed world countries and countries which are the leaders of world economic development faced up the challenges of radical structural reformation of social production (from industry to service system) which is based on digitalization. Digital technologies in world science and business practice are considered essential part of a complex technological phenomenon like ‘Industry 4.0’. Digitalization should cover development of all business processes and management processes at micro-, meso- and microlevels, processes of social production management at national and world economy levels. In general, in the 21st century world is shifting rapidly to the strategies of digital technologies application. The countries which introduce these strategies will gain guaranteed competitive advantages: from reducing production costs and improved quality of goods and services to developing new sales market and making guaranteed super-profits. The countries which stand aside from digitalization processes are at risk of being among the outsiders of socio-economic development. Such problem statement highlights the actual importance of determining the directions, trends and strategic priorities of social production digitalization. This issue is really crucial for all world countries, including Ukraine which is in midst of profound structural reformation of all national production system. Problem statement. Digital economy shapes the ground for ‘Industry 4.0’, information, It technologies and large databases become the key technologies. The main asset of ‘Industry 4.0’ is information, the major tool of production is cyberphysical systems that lead to formation the single unified highly productive environmental system of collecting, analyzing and applying data to production and other processes. Cyberphysical systems provides ‘smart machines’ (productive machines, tools and equipment which are programmed) integration via their connection to the Internet, or creation special network, ‘Industrial Internet’ (IIoT) which is regarded as a productive analogue of ‘Internet of Things’ (IoT) that is focused on the consumers. ‘Internet of Things’ can be connected with ‘smart factories’ which use ‘Industrial Internet’ to adjust production processes quickly turning into account the changes in costs and availability of resources as well as demand for production made. One of the most essential tasks for current economics and researchers of systems and processes of organization future maintenance of world production is to determine the main strategic priorities of social production digitalization. Analysis of latest studies and publications. Valuable contribution to the study of the core and directions of strategic priorities concerning social production digitalization was made by such foreign scientists as the Canadian researcher Tapscott D [1], foreigners Sun, L., Zhao, L [2], Mcdowell, M. [3] and others. Yet, the study of issues concerning social production digitalization are mainly done by the team of authors as such issues are complicated and multihierarchical. Furthermore, the problem of social production digitalization is closely linked to the transition to sustainable development, which is reflected in the works by Ukrainian scholars like Khrapkin V., Ustimenko V., Kudrin O., Sagirov A. and others in the monograph “Determinants of sustainable economy development” [4]. The edition of the first in Ukraine inter-disciplinary textbook on Internet economy by a group of scientists like Tatomyr I., Kvasniy L., Poyda S. and others [5] should also be mentioned. But the challenges of social production digitalization are constantly focused on by theoretical scientists, analytics and practitioners of these processes. Determining unexplored parts of general problem. Defining strategic priorities of social production digitalization requires clear understanding of prospective spheres of their application, economic advantages and risks which mass transition of social production from traditional (industrial and post-industrial)to digital technologies bear. A new system of technological equipment (production digitalization, Internet-economy, technology ‘Industry 4.0’, NBIC- technologies and circular economy) has a number of economic advantages for commodity producers and countries, as well as leads to dramatical changes in the whole social security system, changes at labour market and reformation the integral system of social relations in the society. Tasks and objectives of the study. The objective of the study is to highlight the core and define the main strategic priorities of social production digitalization, as they cause the process of radical structural reformation of industrial production, services and social spheres of national economy of world countries and world economy in general. To achieve the objective set in the article the following tasks are determined and solved: - to define the main priorities of digital technologies development, which is radically modify all social production business processes; - to study the essence and the role of circular economy for transition to sustainable development taken EU countries as an example; - to identify the strategic priorities of robotization of production processes and priority spheres of industrial and service robots application; - to define the role of NBIC-technologies in the process of social production structural reformation and its transition to new digital technologies in the 21st century. Method and methodology of the study. While studying strategic priorities of social production digitalization theoretical and empirical methods of study are used, such as historical and logical, analysis and synthesis, abstract and specific, casual (cause-and-effect) ones. All of them helped to keep the track of digital technologies evolution and its impact on structural reformation of social production. Synergetic approach, method of expert estimates and casual methods are applied to ground system influence of digital technologies, ‘Industry 4.0’ and their materialization as ‘circular economy’ on the whole complicated and multihierarchical system of social production in general. Basic material (the results of the study). Digital economy, i.e. economy where it is virtual but not material or physical assets and transactions are of the greatest value, institutional environment in which business processes as well as all managerial processes are developed on the basis of digital computer technologies and information and communication technologies (ICT), lies as the ground for social production digitalization. ICT sphere involves production of electronic equipment, computing, hardware,.software and services. It also provides various information sevices. Information Technology serves as a material basis for digital economy and digital technologies development. Among the basic digital technologies the following ones play the profound role: technology ‘Blockchain’, 3D priniting, unmanned aerial vehicles and flying drones, virtual reality (VR). Augmented reality (AR), Internet of Things (IoT), Industrial Internet of Things (IIoT), Internet of Value (IoV) which is founded on IT and blockchain technology, Internet of Everything (IoE), Artificial Intelligence (AI), neuron networks and robots. These basic digital technologies in business processes and management practices are applied in synergy, complexity and system but not in a single way. System combination of digital technologies gives maximal economic effect from their practical application in all spheres of social production-from industry to all kinds of services. For instance, in education digital technologies promote illustrating and virtual supplement of study materials; in tourism trade they promote engagement of virtual guides, transport and logistics security of tourist routes, virtual adverts and trips arrangements, virtual guidebooks, virtual demonstration of services and IT brochures and leaflets. Digital technologies radically change gambling and show businesses, in particular, they provide virtual games with ‘being there’ effect. Digital technologies drastically modify the retail trade sphere, advertisement and publishing, management and marketing, as well as provide a lot of opportunities for collecting unbiased data concerning changes in market conditions in real time. Digital technologies lie as the basis for ‘circular economy’, whose essence rests with non-linear, secondary, circular use of all existing natural and material resources to provide the production and consumption without loss of quality and availability of goods and services developed on the grounds of innovations, IT-technology application and ‘Industry 4.0’. Among priorities of circular economy potential applications the following ones should be mentioned: municipal services, solid household wastes management and their recycling, mass transition to smart houses and smart towns, circular agriculture development, circular and renewable energy, The potential of circular economy fully and equally corresponds to the demands for energy efficiency and rational consumption of limited natural resources, so it is widely applied in EU countries while transiting to sustainable development. In the 21st century processes of social production robotization draw the maximal attention of the society. There is a division between industrial and service robots which combine artificial intelligence and other various digital technologies in synergy. Industrial robots are widely used in production, including automotive industry, processing industry, energetic, construction sectors and agriculture Services are applied in all other spheres and sectors of national and world economies –from military-industrial complex (for instance, for mining and demining the areas, military drones) to robots-cleaners (robots-vacuum cleaners), robots-taxis, robots engaged in health care service and served as nurses (provide the ill person with water, tidy up, bring meals). Social production robotization is proceeding apace. According to “World Robotic Report 2020”, within 2014 – 2019 the total quantity of industrial robots increased by 85 %. By 2020 in the world the share of robots in the sphere of automated industrial production had comprised 34 %, in electronics – 25%, in metallurgy – 10 %. These indicators are constantly growing which results in structural reformation of the whole system of economic and industrial processes, radical changes in world labour market and the social sphere of world economy in general. Alongside with generally recognized types of digital technologies and robotization processes, an innovation segment of digital economy – NBIC – technologies (Nanotechnology, Biotechnology, Information technology, Cognitive Science) are rapidly spread. Among the priorities of NBIC-technologies development the special place belongs to interaction between information and cognitive technologies. As a material basis for its synergy in NBIC-technologies creation of neuron networks, artificial intelligence, artificial cyber brain for robots are applied. It is estimated as one of the most prospective and important achievements of digital economy which determines basic, innovational vector of social production structural reformations in the 21st century. The sphere of results application. International economic relations and world economy, development of competitive strategies of national and social production digitalization of world economy in general. Conclusions. Digital technologies radically change all spheres of social production and social life, including business and managerial processes at all levels. Digital technologies are constantly developing and modifying, that promotes emergence of new spheres and new business activities and management. 21st century witnessed establishing digital economy, smart economy, circular economy, green economy and other various arrangements of social production which are based on digital technologies. Social production digitalization and innovative digital technologies promotes business with flexible systems of arrangement and management, production and sales grounded on processing large Big Data permanently, on the basis of online monitoring in real time. Grounded on digital technologies business in real time mode processes a massive Big Data and on their results makes smart decisions in all business spheres and business processes management. Radical shifts in social production digitalization provides businesses of the states which in practice introduce digital technologies with significant competitive advantages - from decrease in goods and services production cost to targeted meeting of specific needs of consumers. Whereas, rapid introduction of digital technologies in the countries-leaders of world economic development results in a set of system socio-economic and socio-political challenges, including the following: crucial reformatting the world labour market and rise in mass unemployment, shift from traditional export developing countries’ specialization, breakups of traditional production networks being in force since the end of the 20th century, so called ‘chains of additional value shaping’, breakups of traditional cooperation links among world countries and shaping the new ones based on ‘Industry 4.0’ and ‘Industrial Internet’. Socio-economic and political consequences of radical structural reformation of all spheres in national and world economy in the 21st century, undoubtedly, will be stipulated with the processes of social production digitalization. It will require further systemic and fundamental scientific studies on this complicated and multi hierarchical process.

Topicality.Economic changes associated with the military invasion lead to large-scale transformations in the country's economy, economic relations between the actors of agri-food markets, in particular, dairy, and form the prerequisites for the formation and further development of their innovative segments. The growing trend of reducing the number of cows and milk production during the wartime period, on the one hand, and the growing consumer demand for plant-based milk in the world, on the other, have created the preconditions for the development of the industrial production of non-dairy products in Ukraine. The market of plant-based milk substitutes is characterized by the social importance of the products and their significant role in ensuring food and environmental security of the country. The development of this market also ensures the formation of extended processing chains for domestic agricultural raw materials and the growth of market added value.Aim and tasks. The purpose of the article is to identify current trends and problems of development of the global and domestic market of plant-based milk substitutes, to substantiate the role of the relevant market in the food supply of the population and the Armed Forces of Ukraine in the wartime and post-war periods.Materials and Methods. The results of the theoretical generalization of scientific works and analytical reviews on the functioning of markets for plant-based milk substitutes, which are covered in publications of a fundamental and applied nature, as well as statistical data from the State Statistics Service of Ukraine, the regulatory framework for food supply of the Armed Forces of Ukraine form the material and methodological basis of the study. The methods of systematic, structural and logical, comparative, and statistical analysis were used to solve the tasks.Research results. The study found that the global dairy market has undergone significant transformations due to changes in consumer preferences, physical activity, climate factors, global demographic imbalances, etc. These circumstances have led to a decline in the quality of dairy products, a reduction in its production base, a drop in the competitive ability of products and formed the preconditions for the development of the global market for dairy alternatives. The Ukrainian vegetable milk market is growing dynamically; in 2020, its volumes increased 13.6 times compared to 2019. Domestic producers use affordable and acceptable raw materials, such as oats and buckwheat, to make plant milk.In wartime, there is a need to provide the population and the military with vegetable milk. It is proposed to make changes and additions to the catalog of food sets of the Armed Forces of Ukraine, through the use of useful food substitutes, the production of which involves the use of domestic agricultural raw materials and an increase in market added value.Conclusion. The article substantiates the need to determine the priority areas of state regulation of the domestic vegetable milk market, in particular, the regulation of relations between domestic producers of non-dairy products and the Main Directorate for Development and Support of Material Support of the Armed Forces of Ukraine through the norms of public-private partnership relations. Prospects for further research are the development of institutional and methodological support for the sustainability of the functioning and development of the Ukrainian market of plant-based milk substitutes in the wartime and post-war periods.

A structural-logical model for the formation of a logistics strategy for managing the region's supply chains has been developed, reflecting its priorities and tasks, the main directions of development and key indicators for assessing its effectiveness. An algorithm for evaluating the results of the implementation of the logistics strategy for managing the supply chains of the region is proposed, which makes it possible to assess the degree of achievement of the forecast indicators at each stage of the strategy implementation, as well as to determine the reasons that prevented the achievement of the goals set.

Findings This study provides evidence that DMC facilitates company innovations in terms of their speed and market success. Thus, DMC complements other organizational capabilities that were previously found effective for new product development (NPD) with regard to intra- and inter-organizational processes. However, the influence of DMC on company innovation success is stronger in the case of companies that operate without the pressure to customize. Thus, this approach is more relevant for companies that provide standardized offerings and which target various customer segments, rather than companies that operate in customer niches or when their NPD processes are strongly orchestrated by their customers, e.g. in B2B sales within hierarchical supply chains. Research limitations/implications This study is limited by the cross-sectional empirical setting in that one country is used to test the research hypotheses. Further studies may focus on the combined effects of DMC and other important organizational capabilities, for example, flexible manufacturing, and may provide a detailed picture of DMC development by applying a longitudinal approach and case studies. Practical implications Generally, managers can use this research to rethink their corporate strategies. The study proposes a specific strategic approach to corporate innovativeness: companies may acquire meaningful market benefits through systematic reconfiguration of their marketing assets, combined with the introduction of new products. However, managers should analyze their business model and industrial setting to verify to what extent their companies operate in a context relevant for reconfiguring marketing resources. If the pressure for strong customization is high in the existing customer base, investing in DMC may not be relevant, as new offerings are rather customer tailored, i.e. designed by “big fish” buyers. On the other hand, many companies may leverage their innovations with DMC in both B2B and B2C settings, as long as they can provide standard solutions as their market offerings. Originality/value The study contributes to marketing theory in three ways. Firstly, the study conceptualizes DMC as a distinct dynamic capability aligned with dynamic capabilities view (from which DMC logically originates), and proposes how DMC is linked nomologically with company innovativeness and agility. Secondly, a measurement instrument for DMC and an empirical test for the model are both provided. Thirdly, the paper presents evidence that the link between DMC and product innovations becomes restricted in the presence of certain contingencies, specifically with regard to the so-called customization norm.

The Aim of the article is to develop a motive power failure classification to enable substantiated definition of dependability requirements for motive power as a part of a railway transportation system, as well as for organizing systematic measures to ensure a required level of its dependability over the life cycle. Methods. The terminology of interstate dependability-related standards was analysed and the two classifications used by OJSC “RZD” for estimating the dependability of technical systems and motive power were compared. The dependability of railway transportation systems is studied using structural and logical and logical and probabilistic methods of dependability analysis, while railway lines are examined using the graph theory and the Markov chains. Results. An analysis of the existing failure classifications identified shortcomings that prevent the use of such classifications for studying the structural dependability of such railway transportation systems as motive power. A classification was developed that combines two failure classifications (“category-based” for the transportation process and technical systems and “type-based” for the motive power), but this time with new definitions. The proposed classification of the types of failures involves stricter definitions of the conditions and assumptions required for evaluating the dependability and technical condition of an item, which ensures correlation between the characteristics of motive power and its dependability throughout the life cycle in the context of the above tasks. The two classifications could be used simultaneously while researching structural problems of dependability using logical and probabilistic methods and Markov chains. The developed classification is included in the provisions of the draft interstate standard “Dependability of motive power. Procedure for the definition, calculation methods and supervision of dependability indicators throughout the life cycle” that is being prepared by JSC “VNIKTI” in accordance with the OJSC “RZD” research and development plan. Conclusion. The article’s findings will be useful to experts involved in the evaluation of motive power dependability.

Relevance of the research topic. Climate change is one of the key challenges of today, which has evolved into a global undertaking on an unprecedented scale. In order to ensure that industrial growth is not accompanied by a negative impact on the environment, but rather ensures sustainable development, the world community has proposed various ideas and initiatives, such as the adoption of the United Nations Framework Convention on Climate Change (1992), the first step towards tackling climate change; Kyoto Protocol (1995), Paris Agreement (2016), European Green Agreement (2019) as a new growth strategy aimed at transforming the EU into more equitable and prosperous societies , with a modern cost-effective and competitive economy based on zero-level decoupling greenhouse gas emissions in 2050. Ukraine is also joining these processes by setting up an interagency group to coordinate the effects of climate change under the European Green Agreement. The primary issue is to substantiate the mechanisms for involving Ukrainian industry in the Green Agreement. Addressing these challenges is the integration of Ukrainian producers into value chains, which determines the relevance of this study. Formulation of the problem. The growing danger of catastrophic global environmental changes and other aspects of irrational policies for the natural resources using threaten the future safe development of society and the ability to meet the needs of consumers. All these challenges require decisive action and adaptation of manufacturers to new operating conditions. Selection of unexplored parts of the general problem. Given the transformation of the model of organization of production, which in the face of increasing international competition is organized within global value chains and strengthening environmental requirements for the integration of producers at different stages of the production process, the problem of substantiating mechanisms for adapting producer’s instruments of state regulation to intensify cooperation of export-oriented industries s producers Ukraine with foreign partners. Setting the task, the purpose of the study. The task of the study is to substantiate the importance of implementing circular principles as a strategic priority for the development of global value chains and substantiate the mechanisms to support Ukrainian producers in the integration into circular (closed) value chains. Method or methodology for conducting research. The work uses general scientific methods: abstract-logical, system; analysis and synthesis, statistical comparisons, grouping, sampling; expert assessments. The field of application of results. The results of this study can be applied in the formation of state policy on the main aspects of export development of industry in the context of integration processes, as well as in the development of industry "greening". Conclusions. Background. Ukraine has chosen digital transformation as one of its priority areas of development, which has already yielded significant results. The pharmaceutical industry as a component of the healthcare system is also in a state of constant transformation. Aim: to conduct a content analysis of mobile applications of domestic and foreign pharmacy chains. Materials and methods. The study was based on mobile applications of pharmacy chains. The following methods were used to conduct the study: literature review, content analysis, systemic, structural, logical and semantic analysis, graphical methods and generalization. Results and discussion. A content analysis of mobile applications of foreign pharmacy chains, in particular Apotheke (Germany), Wallgreens (USA), Wellcare Pharmacy (Qatar), was carried out. The structure and features of the interface of each of these applications are studied. With regard to the pharmacy market of Ukraine, it is established that there are five mobile applications in the country owned by companies that unite 12 brands of pharmacy chains. The user profile interface, the way of presenting the nomenclature of pharmacy assortment goods, as well as the functionality of loyalty programs in these applications are analyzed.

The article aims to justify the priority of the industry-based approach to industrial policy in St. Petersburg and determine its effectiveness by highlighting the factors of structural transformation of the city's manufacturing industry using the Shift-Share Analysis method. Methods. For the study, I used logical, statistical, and factor analyses. Results. Based on shift-share analysis, the study highlights positive results of industrial policy in the development of certain industries in St. Petersburg, as well as those industries that require further development of urban industrial policy. Conclusions. Despite the fact that the industry of St. Petersburg as a whole has become more stable, problems in the development of mechanical engineering and production of computers, electronic and optical products have not yet been solved.

The article critically examines the positive and negative consequences of labor productivity growth at mining enterprises in the conditions of the old industrial region. It is suggested that for enterprises of the middle Urals it is necessary to form a mining production development strategy based on the directions of the regional strategy, which is not always connected with labor productivity growth by increasing mining volumes. The article is aimed at studying the factors affecting the prospects of mining enterprises activity from the standpoint of choosing strategic alternatives to their development. The methods of analysis: logical analysis, structural analysis, logical modeling, literature analysis. Using the logical modeling method, the following hypothesis was verified: that mining enterprises strategic development features in the conditions of an old industrial region should consider the strategy of municipalities in which these enterprises are located. For such mining enterprises, the increase in productivity through increased production is not unequivocally positive. It is concluded that in order to ensure the activities coherence of regions and enterprises, it is necessary to ensure balanced development, which can be achieved through the application of a managed strategy attenuation of the mining enterprise.

At present, the industrial park as an effective mechanism for the implementation of the regional economy needs transformational transformations and modernization changes in industrial production, which will help increase the competitiveness and sustainable development of local communities. The purpose of this study is to develop proposals for institutional support for the formation and operation of industrial parks at the level of integrated territorial communities in a decentralized and smart specialization, taking into account existing international practice. To achieve this goal, methods of analysis and synthesis, induction and deduction, comparison, system approach, systematization, structural and logical generalization were used. The article studies and summarizes the international experience of creation and development of industrial parks. The tax and customs privileges provided to industrial parks in different countries of the world are defined. The legal aspects of creation and functioning of industrial parks in Ukraine are analyzed. The main barriers that hinder the formation and localization of industrial parks at the level of united territorial communities have been identified. The structural and logical scheme of the concept of creation and functioning of industrial parks in Ukraine is constructed. Regional development strategies for 2021-2027 are considered. Based on the analysis, it is established that in a significant number of strategic documents the priority areas include accelerating the achievement of competitiveness and innovation of the region’s economy on the basis of smart specialization. Regional strategies do not address the creation of appropriate conditions for the formation of the institutional environment for the development of industrial parks. Therefore, it is advisable to make changes and additions to the Strategies of regional development until 2027, the content of which is to include a set of measures to intensify the development of industrial production and the formation of a network of industrial parks. An analysis of the financing of industrial parks in Ukraine has been performed. Proposals are provided, the implementation of which will improve the institutional and investment-financial support for the creation and development of industrial parks at the level of territorial communities.

Purpose The development economics of large countries is a subject that studies how large developing countries evolve into developed countries through industrialization and structural transformation. By looking into the economic development of large developing countries in a systematic way, the purpose of this paper is to propose a logical system consisting of research objects, main issues, key principles and development strategies. Design/methodology/approach A large developing country refers to a country with a dual economic structure; it has a large population, vast territory and great market potential, but is low in labour productivity and per capita income. Findings The key issue of the large country’s economy is the issue of the size, while the key issue of the developing country’s economy is the issue of the economic structure. Therefore, the key issue of the economy of large developing courtiers lies in both the size and economic structure. Originality/value The endogenous capacity of a large country depends on the size of factors and the balance of supply and demand, while the comprehensive advantage of a large country depends on its diversified industrial structure and integration of factors. Based on the basic characteristics and key economic principles, large developing countries should seek endogenous, stable, coordinated and innovative development.

Abstract:
The purpose of the work is to develop a method of estimating the probability of failure-free operation of transport systems on the basis of their logical structural diagrams of reliability, which makes it possible to evaluate their dependence on the level of probability and the number of elements and to predict and prevent failure of a chain or system as a whole. The theoretical substantiation of reliability estimation of functioning of transport systems using logical structural schemes of reliability is given and it is revealed that their construction is based on the analysis of consequences of failures of individual elements. Properties of elements and systems for their working and inoperable states are highlighted. The formulas for calculating the probability of failure-free operation and failure of the chain or the transport system as a whole, as well as their time to failure. The dependence of the probability of failure-free operation of the transport system on the level of probability and the number of its elements is shown. Cases of serial and parallel connection of elements in the transport system chain are considered. Methods of calculation of structural reliability schemes are presented and formulas are used for estimating the probability of trouble-free operation of technical and transport systems, as well as the probability of their failures. Dependencies of reliability indicators on number of elements are constructed. It shows the reliability estimation of bridged structural diagrams using the methods of minimum paths, minimum cross sections, transformation of the connection of elements "triangle" - "asterisk", a key element. It is found that complex technical and transport systems have a large number of elements, and therefore the reliability of such systems depends not only on the reliability of the individual elements, but also on the nature of the connections between them. Carrying out the reliability analysis of transport systems is possible with the help of their structural functional circuits of reliability and unlike physical circuits that reproduce physical connections between elements, logical reliability circuits are built to show what combinations of failures of individual elements of the system lead to failure of a circuit or system in general. Thus, the construction of logical reliability schemes is based on the analysis of the consequences of the causes of failures of individual elements, which can later be used in the development of theoretical bases for improving the reliability of the functioning of road transport systems.

The aim of the article is to clarify the role of the Industrial Development Fund in ensuring Russia’s technological sovereignty and to develop ways to improve the efficiency of these processes. The research is based on the use of general and special scientific methods and techniques of scientific cognition: analogy, formalization, abstraction and logical analysis, decomposition and structural logical analysis. The article presents an analysis of the theoretical concepts of the essence of economic sovereignty, which is the state’s ability to provide itself with the production of all critical technologies and types of products on its own. The activities of the Industrial Development Fund of the Russian Federation aimed at concessional financing of projects in the field of import substitution, development of new high-tech products and other priority high-tech areas are analyzed. The role of the Industrial Development Fund of the Russian Federation in the process of ensuring technological sovereignty has been clarified. The article proves that, in the most difficult conditions of geopolitical pressure and anti-Russian sanctions of Western states, Russia faces the task of reaching a new level of technological and industrial development. In a short time, Russia will have to raise its own critical technologies to a new level in science, information technology, industry, transport, in the development of medicines and new materials and other areas important to the country in order to ensure technological sovereignty and independence. in the production of every critically important product for us. Achieving this goal is possible by increasing the efficiency of the Industrial Development Fund. The proposed methodology for assessing and monitoring the level of technological sovereignty will make it possible to identify low-effective areas of concessional financing and adjust the decisions made by the Fund. The main scientific result of this article is the development of an approach to the role of the Russian Industrial Development Fund, which consists in the formation and dissemination of innovations in the process of creating the effect necessary to ensure technological sovereignty in the digital economy by selecting the most promising investment technology projects and providing them with concessional financing.

In this context, with Nanjing Jiangbei New Materials High-Tech Park as an example, this study applies a social-network analysis to empirically investigate the structural characteristics and interaction patterns of an industrial symbiosis network. The results revealed that the industrial symbiosis network of Nanjing Jiangbei New Materials High-Tech Park is currently in a state of low-level agglomeration with a poor transitivity index and that short-distance straight chains are the main connections between enterprises with few transverse connections. Recycling enterprises occupy the core position in the network, while chemical manufacturing enterprises are mostly located on the periphery of the network and fail to establish sufficient effective connections. In terms of individuals, stakeholders’ understanding and evaluation of industrial symbiosis are insufficient; in terms of enterprises, the obstruction of byproducts and waste information circulation and other factors are the main obstacles restricting the industrial symbiosis activities in Nanjing Jiangbei New Materials High-Tech Park. Some policy recommendations are proposed to improve the industrial symbiosis network in large-scale specialized chemical industrial parks on a national scale, and these include establishing industrial symbiosis information systems for the parks, fostering multiple central nodes, and advancing nested development among industrial chains.

The article examines the role of the Industrial Development Fund (IDF) in ensuring Russia's technological sovereignty in the face of unprecedented sanctions pressure. The relevance of the research is due to the need for a scientific understanding of the mechanisms of structural adaptation of the economy and the search for effective tools to support industry in conditions of disruption of production and technological chains and limited access to advanced technologies. The current geopolitical situation dictates the need for a comprehensive reorganization of economic mechanisms, including the modernization of production chains, the diversification of partnerships and the formation of an independent technological base. In these circumstances, an analysis of the activities of the Industrial Development Fund as an institution of state support opens up opportunities for identifying effective methods of activating technological potential and economic restructuring. Additional importance is attached to the study by the need for a theoretical rethinking of the strategic foundations of industrial policy in the face of external pressure, which includes both an assessment of the effectiveness of current supportive initiatives and the development of proposals to optimize the existing tools of state support for the industrial sector. The methodological basis of the study is a comprehensive analysis of the activities of the IDF using a systematic approach, comparative analysis and methods of statistical data processing. The information base was the official data of the IDF, including statistics on the cost structure and conditions of financing programs, as well as scientific publications by domestic researchers. The work analyzes the research of authors from the Institute of Economics of the Russian Academy of Sciences and others. As a result of the research, the author's definition of technological sovereignty is proposed as the ability of the state to ensure sustainable economic development based on its own technological competencies while maintaining selective integration into global chains. The structure of the IDF financing programs is analyzed; the key principles of the Fund's work are identified, including concentration on projects of strategic importance and ensuring the repayment of funds. As part of the scientific discussion, the inconsistency of the position on the priority role of venture capital in achieving technological sovereignty is substantiated. The advantages of the IDF as a key tool for technological development are proved, including the possibility of long-term concessional financing, a systematic approach and coordination with state industrial policy. It is concluded that the IDF is an effective institution for ensuring Russia's technological sovereignty due to the unique opportunities to support strategically important projects, proven mechanisms of expertise and monitoring, as well as the ability to provide a synergistic effect from the interaction of various instruments of state support for industry. The effective public project management in the economy and industry significantly contributes to the achievement of the country’s strategic development goals. The article explores the role of the Industrial Development Fund (IDF), which is a key tool of industrial policy, in the development of manufacturing industries in the Russian regions. Portfolio management theory and provisions of public project management constitute the methodological basis of the research. The methods of logical-structural, comparative and econometric analysis are used. The study’s empirical base covers data on the volume of funding provided by the IDF to regional borrowers to implement 924 projects between 2015 and 2021, as well as data aggregated according to the RF constituent entities on the volume of goods and services shipped by manufacturing enterprises in the same period. We assess whether the IDF project portfolio profile qualitatively and quantitatively complies with the strategic objectives of the manufacturing industry development in the regional context. The research results show that the composition of the project portfolio is partially aligned with the objectives of import substitution, digitalization and increasing labour productivity. Quantitative criteria for project selection are not synchronized with the composite indicators of the Strategy for the Development of the Manufacturing Sector for the period up to 2035. We have found that the implications of the IDF activities for the regions with low and medium level of industrial development were positive, while the industrialized regions experienced no effect on the volume of shipped goods and services in the manufacturing sector. The study concludes that the portfolio management methodology will enhance the performance of the IDF as an industrial policy tool due to more accurate consideration of sectoral and structural priorities, as well as spatial peculiarities of the industrial development of the Russian Federation.

Abstract:
The article examines the logic of modeling economic reforms and their impact on the development of Ukraine in the context of transformation processes through the implementation of economic reforms in Ukraine and their impact on the development of the economy in the context of post-Soviet transformation processes. Strategies for increasing the rationality of logical modeling in the structure of national economy transformation processes are analyzed. It was determined that the logic of the reforms of the last few decades of Ukraine’s independence, aimed at the transformation from a planned economy to a market system, was based on the achievement of macroeconomic stability, deregulation, privatization, investment attraction, as well as on the strengthening of legal institutions and the European integration vector of development. An analysis of logical inconsistencies in approaches to reforms was carried out. Economic reforms in Ukraine were fragmented, which led to insufficient efficiency and uneven economic growth. Structural reforms in the agricultural and industrial sectors took place at different speeds, which created disproportions in the development of certain sectors of the economy. Only in the 2000s, the country’s economy began to show positive changes, which was the result of a number of macroeconomic stabilization measures, including fiscal discipline, currency stability, and market liberalization. It was found that the relevance of determining the significant factors of economic development lies in the comprehensive analysis of the cause-and-effect relationships between the implemented reforms and the logical modeling of their impact on economic growth. A detailed systematization of economic reforms requires the implementation of logical modeling according to the directions of transformation — deregulation, privatization, financial stabilization and institutional strengthening. Logical modeling of the structural relationships of dependence between reforms of various sectors of the economy, in particular, in the agrarian, financial and social sectors, will allow to determine how the reforms interact, influencing the general economic situation. It was determined that the implementation of logical modeling of future economic reforms into practice will allow optimizing economic processes by increasing the level of legal certainty and institutional capacity of the state.

There is a massive disruption of economic activity chains and destruction of infrastructure. In the context of the fourth industrial revolution, the technological transformation of the economy requires the adaptation of regional industrial structures to new challenges, including digitalization, automation and the development of the Internet of Things. The purpose of the study is to identify the key factors influencing the development of regional industry in the context of technological change. The methodological basis was based on statistical and logical data analysis, including the dynamics of the share of innovatively active enterprises, the number of advanced technologies developed and implemented, as well as an assessment of the impact of innovations on compliance with technical standards. The results of the study allowed us to systematize the factors of the development of the regional industrial structure into enlarged blocks: technological structures, production processes, type of industrial production, financing of innovations, strategic potential and competitiveness of the region. It has been established that the instability of innovative activity of enterprises is associated with insufficient adaptation of technologies to the practical needs of production. The findings emphasize the need to take these factors into account when developing regional development strategies, including investments in technology, human resources, and infrastructure. This will increase the competitiveness of the industry, ensure sustainable economic growth and integration into global value chains. The research results can be used by government authorities and business structures to form long-term technological modernization programs.

The presented study aims to illustrate that by making use of industrial localization tools, the one business space (OBS) system solves the problem of replacing global value chains with local ones, leading to positive innovation-oriented structural sectoral transformations and the development of the economy’s export-oriented potential.Tasks. The authors examine the types of localization and the strategy of an automotive company for the formation and operation of regional sectoral OBS systems over time (2012–2019) through the example of the petrochemical and metalworking industries in the Republic of Tatarstan, showing the possibility of transforming industrial localization into import substitution.Methods. This study uses modern achievements of the theory of knowledge, innovation-driven development, methods of systematization and analysis, empirical research, including the collection, examination, and generalization of practical material, forecasting, analysis of the works of Russian and foreign scientists in the field of technological and non-technological activities, principles of change management.Results. By using industrial localization tools for the formation of multiple value chains in the host region within the framework of a partnership, it is possible to create an industry-wide vertically integrated management system for the innovation-driven development of automotive components production at the regional level. Horizontal integration into the social, scientific, and educational spheres of regions is a mandatory aspect for the development of such systems, which leads, among other things, to the development of scientific potential while also improving the quality of human capital. Within the framework of OBS, regional value chains are formed — from the extraction of raw materials to the final assembly of the car — with a total average annual turnover of 25 billion rubles. A significant number of jobs are created, as well as new automotive components and materials with unique properties for the Russian industry. This facilitates the production of Russian analogues in the interests of other OEMs and consumers, as well as the transformation of industrial localization into import substitution. In addition, products of localization are beginning to replace their analogues in the global supply chains of automotive components, thereby developing the export-oriented component of the regional economy.Conclusions. In certain cases, industrial localization in OBS systems is transformed into import substitution, significantly increasing the efficiency of industrialization in the region and the country as a whole.

Since enhancing new productive forces inherently involves improving total factor productivity, this paper analyzes from the perspective of fiscal and tax policies, discussing how total factor productivity can boost high-quality development. The theoretical logic of fiscal and tax policies driving new productive forces is mainly reflected in promoting the efficiency of capital allocation and corporate innovation. Through structural reforms of fiscal and tax policies, it promotes the benign development of capital allocation efficiency and technological innovation. In terms of policy tools, targeting digitalization and intelligence, tax incentives are used to encourage corporate technological innovation and achieve industrial intelligence. At the same time, fiscal subsidies are used to enhance the ability of enterprises to transform scientific and technological achievements, promoting the rapid development of new industries and new models. Therefore, the future focus of fiscal and tax policies will be on promoting the integration of innovation chains and industrial chains, driving the development of new industries and new models, and providing a strong policy and material foundation for new productive forces to boost high-quality development.

The problem of the development of regions, that suffer from economic recession due to the fading significance of industrial factors for economic growth, is in the focus of modern regional policy at the global, in particular European, level. Structural transformations in such regions are adjusted to the requirements of post-industrial society due to complex application of regional, structural and industrial policy tools. For Ukraine, solving the development problems of such regions requires updating the state policy concept, based on factoring in global economic trends in changing the principles of productive forces’ allocation; strengthening the institutional influence on specific features of regions (endogenous depressiveness, structural and social inertia); increasing the inclusiveness of regional labor markets, ensuring the integration of regional economies into global value added chains on the basis of neo-industrialization. The introduction of the updated concept of structural transformations in old industrial regions is important in connection with the implementation of the overall post-war recovery plan for Ukrainian economy. Offered recommendations on ensuring effective structural changes in old industrial regions of Ukraine based on updated state policy concept relate to the elimination of shortcomings in state regional and industry policies and improving their mutual coordination. The main ways to modernize the economy of the regions on the basis of proposed conceptual approach are the improvement of domestic institutional support for regional development; overcoming the imperfection and instability of sectoral legislation (in particular, relating to the restructuring of coal industry); factoring in the peculiarities of the structural transformation of old industrial regions in the policy on post-war economic recovery of Ukraine.

Proper strategic management of regional socio-economic development is impossible without strategic planning that provides a full analysis of the current development of the system and the formation of a desired image of its future development and the mechanisms for its implementation. An element of the goal-setting system in the process of strategic planning is the identification of priorities for socio-economic development that allow for more efficient use of limited budget resources. It has been offered to focus on structural-spatial type priorities, providing for the interconnection of structural and spatial changes in the system and an opportunity to solve restructuring problems by stimulating territorial development and, conversely, developing territories through support for specific sectors of the economy. The methods of logical, comparative and economic analysis, tabular and graphical data visualization have been used. The structural and spatial priorities of the socio-economic development of the Rostov Region have been highlighted and the growth poles and strategic design initiatives of a structural-spatial nature defined in the Strategy for the Socio-Economic Development of the Rostov Region for the period up to 2030 have been systematized from the point of view of implementing the identified priorities. In this study, to achieve the set aim, a number of scientific and methodological approaches, which are applied in restaurant business in the formation of restaurant chains, are used. In particular, these are systemic, structural, cognitive (modern), organizational and situational approaches. Additionally, the study uses a number of scientific methods that allow to make a proper theoretical and practical analysis of the research problem, including semantic analysis, structural and logical analysis, retrospective analysis, methods of analysis and synthesis, generalization, grouping and systematization, expert evaluation method. Results. The article actualizes and stipulates the need for further theoretical, methodological and practical study of the restaurant business in service economics. Problematic aspects that hinder the balanced development of restaurant business systems are highlighted. Modern special principles of restaurant business development are concretized; their taking into account is recommended when forming chain forms of business structures. Franchise chains are considered to be one of the most common forms of restaurant business organization in the world. The analysis of condition and problems of franchising business development in Ukraine is given; its advantages are defined and proved. The specialists’ expert assessment on the state, problems and tendencies of restaurant business development and new innovative forms of organization of its chain structures is given. The problems of insufficiently effective organizational and economic support of business activity and the lack of balanced mechanism for its development are studied. At the scientific applied level, the use of triggers in modern management practice – psychological, economic, organizational, which enhance the effectiveness of business processes – is highlighted. The special urgency of using the full tools of organizational and economic triggers system for balanced development of restaurant chains in the service economics is substantiated. Conclusions and discussions. For balanced development of service enterprises, scientists and practitioners focus on defining and evaluating a system of indicators for continuous diagnosis of business performance. For full synergetic effect in modern business practice, a system of triggers is used; it enhances the efficiency of business processes in restaurant business enterprises in service economics. The problems of insufficiently effective organizational and economic support of business activity and the lack of balanced mechanism for its development are studied. At the scientific applied level, the use of triggers in modern management practice &ndash; psychological, economic, organizational, which enhance the effectiveness of business processes &ndash; is highlighted. The special urgency of using the full tools of organizational and economic triggers system for balanced development of restaurant chains in the service economics is substantiated. Conclusions and discussions.&nbsp;For balanced development of service enterprises, scientists and practitioners focus on defining and evaluating a system of indicators for continuous diagnosis of business performance. For full synergetic effect in modern business practice, a system of triggers is used; it enhances the efficiency of business processes in restaurant business enterprises in service economics. The scientific novelty of obtained research results is in further development of scientific practical provisions for economic and organizational support of balanced restaurant chains development through the understanding of the essence of balanced restaurant chains development in new conditions of competitive aggravation.

Abstract:
The agro-industrial complex is currently in difficult conditions of sanctions dictatorship, internal structural macroeconomic imbalances, increasing fluctuations and changes in the global foreign policy situation. The sustainable development of the national economy and ensuring the country’s food security depend on the state and development of the agricultural sector. The construction of long-term agricultural policy, both at the regional level and the country as a whole, must take into account the main trends emerging in the agricultural sector. This explains the need to study the main positive trends and identify negative factors in the development of the agricultural sector of the economy, primarily in the agricultural regions of Russia, which include the Stavropol Territory. The article assesses the current state of trends in the development of agricultural production, and also determines the role of various forms of management in the contribution of the agricultural economy. The study revealed the main patterns of development of the regional agro-industrial complex, key factors positively and negatively influencing the activities of agricultural formations, including an assessment of the contribution of various forms of management to the modern multi-structure economy. The theoretical and methodological basis of the study was the works of domestic and foreign scientists on the development of the agro-industrial complex. The object of the study is the activities of agricultural formations at the regional level. The main research methods were the abstract-logical method, generalization, comparison, systematization and argumentation. Descriptive techniques and a systematic and logical approach were also used.
