Abstract:
This study aimed to analyze the quality of e-KTP services at the Department of Population and Civil Registration (Dukcapil) of Semarang Regency. This research used descriptive qualitative research. Informants in this study were 14 informants consisting of 4 apparatus and 10 service users. Data collection techniques used observation, interviews and documentation. Data analysis used data collection, data reduction, data presentation and drawing conclusions. The results of the study indicated that in the Tangible dimension, there were two indicators that were not optimal, namely the ease of service processes and the use of service tools. In the Reliability dimension, there was one indicator that was not optimal, namely having clear service standards. In the Assurance dimension (Guarantee), there was one indicator that was not optimal, namely providing guarantees on time. Meanwhile, the Responsiveness and Empathy dimensions had been said to be optimal in the application of each indicator. The conclusion from this study, the implementation of e-KTP services at Dukcapil Semarang Regency had not been fully optimal, as evidenced by the existence of indicators that had not been implemented properly. The advice given is to be able to provide facilities in the form of providing service officers who stand by near the entrance to the service room so that it is easy to reach, always improve the quality of service aids, especially for tools that often have problems, adjust to the circular letter of Presidential Regulation number 96 of 2018, coordinate further related to the distribution of e-KTP with the POS office in order to minimize delays.

Abstract:
This article expands our knowledge about the role of civil society in the formulation and implementation of social policy at the regional level, and it focuses on the issue of HIV/AIDS in the Southern African Development Community (SADC). The analysis critically examines the conventional view that the involvement of civil society organizations in regional social policy contributes to participatory processes and reduces the democratic deficit of regional intergovernmental organizations. There are three key questions. Firstly, to what extent and how do civil society actors participate in SADC policy making and decision making in the field of HIV/AIDS? Secondly, what functions do civil society actors perform in regional policy design and implementation? Thirdly, what patterns of inclusion and exclusion exist? The study is based upon in-depth fieldwork and numerous semi-structured interviews with a range of policy makers, donors and civil society representatives. From these, it is concluded that SADC member states, and to some extent also the SADC Secretariat, limit and even undermine civil society involvement in decision making and policy formulation. By implication, civil society’s main role lies in service delivery and legitimating state-steered regional social policy at the expense of deeper, more genuinely participatory processes.

Abstract:
The Taiwan Strait, to the west of Taiwan, is rich in wind energy resources and has the greatest offshore wind power potential in the world. Therefore, Taiwan has been actively expanding its offshore wind power industry in this area in recent years and expects to achieve the total installed capacity to 15.6 GW by 2035. Due to the large vessel traffic flow in Western Taiwan’s sea area, wind farms will inevitably reduce the navigable space and shadow some existing marine aids to navigation, thus worsening navigation safety. An approach using a fault tree analysis was used to carry out analysis of collision risk between ship-to-ship and ship-to-turbine. The vessel density distribution and traffic flow within the open sea of offshore wind farms would further increase to curtail the available navigable space. The shadowing effects along navigation channels would thereafter be worsened to raise the probability of collision risks in the sea. The results of the fault tree analysis revealed that if the ship is out of control, the time allowed to provide assistance is rather short, leading to the increase of collision risk extent between ships and wind turbines. Moreover, the study also found that unfit functions of the Vessel Traffic Service System and navigation aids and frequently and arbitrarily crossing the navigation channel of fishery vessels are the main causes of ship collisions. In order to effectively improve the navigation safety, competitive strategies for navigation safety are investigated and evaluated in this study. These strategies include making a complete plan for utilizing the whole sea, integrating the offshore vessel traffic service and management system, providing remote pilotage services, and building salvage vessels. The above promising strategies would enhance the navigation safety within the open sea. Collision risk might occur once marine accident occurs and no salvage vessel is available.

Abstract:
Life-cycle assessment (LCA) is increasingly used to quantify the environmental impacts of construction materials. However, the relationship between the durability and LCA of these complex products with long life-cycles must be analysed in detail, namely using stochastic data from service life prediction (SLP) studies. However, SLP uncertainty is not yet considered in LCA, thus resulting in insufficiently sound decisions at the design stage. This paper presents the modelling of the uncertainty of SLP using advanced statistical methods and its application in the estimation of SL and corresponding number of replacements of claddings (renderings and stone claddings). These results are used in an interdisciplinary study of SLP and LCA to apply in the stochastic comparison of the LCA of claddings. This methodology aids in the choice of the option with better environmental performance right at the design stage, via the comparison of their standard, deterministic and stochastic LCA results.

Abstract:
Purpose The purpose of this paper is to explore the causes, forms, extent, and consequences of sexual harassment and sexual violence at public sector workplaces in Tanzania. Design/methodology/approach A total of 1,593 civil servants participated in the survey, which was conducted in the Mtwara Region of Tanzania. The quantitative data were complemented with the results from eight focus group discussions. Findings The study revealed that 21 percent of women and 12 percent of men had experienced sexual harassment personally. Overall, rural-based public servants had less knowledge of relevant policies, and experienced more sexual harassment than their urban colleagues. The majority of perpetrators were identified as men in senior positions; the majority of victims were recognized to be young female employees. Frequently reported behaviors included sexual bribery with regard to resource allocation, promotions, allowances, and other benefits. Practical implications Despite the existence of conducive legal and policy frameworks aimed at protecting employees from sexual harassment and violence, their implementation and effects were found to be limited. Only half of the study population was aware of the existing regulations. The study found that the majority of public servants who had knowledge on the issue had learned about sexual harassment in the context of an HIV/AIDS workplace program. This finding indicates that well-designed workplace interventions can play an important role in creating awareness, addressing gender stereotypes, and informing employees about their personal rights and responsibilities. Originality/value Sexual harassment and gender-based violence at the workplace has never been studied before in Tanzania. The study provides practical recommendations for future preventive interventions.

In the current legislation there is no concept of cosmetology services, in science there is also no consensus on their content. In connection with this, the author sets the goal to investigate this concept as a private-law category, to determine its content and specifics. The main methods of the study were a comparative legal method and a method of system analysis. Results of the study. A complex analysis of private legal acts containing norms regulating cosmetology services as well as relations arising in the course of their provision is carried out. Various scientific positions in the field under study are examined, and as a result, the content of cosmetological services is determined, and their classification is carried out. Based on the analysis of the current legislation in the field of health, the specificity and correlation of such categories as "cosmetology services" and "cosmetic services" are defined. The main feature of cosmetic services is revealed, which is connected not with violation of the integrity of the human skin, but only with hygienic care of the external appearance. As a result of the study, it was concluded that the object of regulation of both cosmetological and cosmetic services is the appearance of a person. But, despite the general object of regulation, these are different concepts, because cosmetology services, unlike cosmetic services, are a kind of medical. In addition, the author carried out a classification of cosmetology services, which include therapeutic (curative) and surgical (operational) services. Surgical services, in turn, are divided into the following varieties: mandatory, at the request of the patient, rehabilitation and reconstructive. Scope of the results obtained. The results of the research can be applied for the purposes of private legal regulation of relations that arise in the process of providing cosmetology services, when lecturing, developing educational and methodological aids in civil and medical law, teaching legal disciplines related to the activities of medical organizations, as well as in lawmaking when making changes in the current legislation.

AimWe present the evolution of primary-level HIV and AIDS services, shifting from end of life to chronic care, and draw attention to the opportunities and threats for the future of Zambia’s nascent chronic care system.BackgroundAlthough African governments struggled to provide primary health care services in the context of a global economic crisis, civil society organisations (CSO) started mobilising settlement residents to respond to another crisis: the HIV and AIDS pandemic. These initiatives actively engaged patients, families and settlement residents to provide home-based care to HIV-infected patients. After 30 years, CHBC programmes continue to be appropriate in the context of changing health care needs in the population.MethodsThe study took place in 2011 and 2012 and was part of a multi-country study. It used a mixed method approach involving semi-structured interviews, focus group discussions, structured interviews, service observations and a questionnaire survey.FindingsOur research revealed long-standing presence of extensive mutual support amongst residents in many settlements, the invocation of cultural values that emphasise social relationships and organisation of people by CSO in care and support programmes. This laid the foundation for a locally conceived model of chronic care capable of addressing the new care demands arising from the country’s changing burden of disease. However, this capacity has come under threat as the reduction in donor funding to community home-based care programmes and donor and government interventions, which have changed the nature of these programmes in the country. Zambia’s health system risks losing valuable capacity for fulfilling its vision ‘to bring health care as close to the family as possible’ if government strategies do not acknowledge the need for transformational approaches to community participation and continuation of the brokering role by CSO in primary health care.

AbstractOne of the main element in the network is the intersection which consider as the critical points because there are many conflict in this element. The capability and quality of operation of an intersection was assessed to provide a better understanding of the network's traffic efficiency. In Baghdad city, the capital of/Iraq the majority of the intersections are operated under the congestion status and with level of service F, therefore theses intersection are consider as high spot point of delay in the network of Baghdad city. In this study we selected Al-Ameria signalized intersection as a case study to represent the delay problem in the intersections in Baghdad. The intersection is located in the west of Bagdad city, this intersection realizes a huge traffic, and there are a lot of tourist attractions near to the study area. The aim of this research is to enhance traffic operations, improve the level of service and decrease the delay in Al-Ameria signalized intersection by examine four suggested alternative. Special teams with a special tools are collected traffic and geometric data for the intersection. HCS 2010 program are used in this study to measure the delay and evaluate the level of service in each approach and for the hall of the intersection. The result of this study show that the intersection is operated under the breakdown condition with level of service F for all approaches. The results highlighted that the fourth alternative is the best suitable suggestion to enhance the level of service for the intersection. The fourth alternative recommended to construct a flyover from the North bound towards the South bound the level of service improve from F to C for the base year and for the target year.

AbstractDuring the operation of highway bridges, the bearing stiffness will decrease with the service life, and the mechanical properties will also change. In order to study the influence of stiffness damage on bearing. In this paper, a continuous beam bridge is selected for finite element model analysis, and the effects of stiffness damage on bearing force and bearing offset under the conditions of concrete shrinkage and creep and 30 °C temperature difference are comprehensively considered. The results show that the bearing stiffness damage has little influence on the vertical displacement, horizontal displacement and bearing capacity of the bearing, but has a great influence on the vertical compression deformation and durability of the bearing.

The National Programme for Information Technology is the largest civil IT program worldwide at an estimated cost of £6.2 bn, US$ 10 billion, over a ten-year period. Launched in 2002, it provides an opportunity for the IT service industry to develop business models in the UK healthcare sector in which, historically, has seen low investment in IT services. Despite highly publicised large-scale IT outsourcing contracts, many IT vendors have been unable to fulfil the rigid terms and conditions of their contracts. The chapter provides current additional evidence to that found in the literature on emerging technologies in the health sector. It aims to investigate some of the issues that are associated with the implementation of the emerging technologies in the NHS and explores whether the implementation of the National Program, by the NHSIA, would bring value to patient care, and influence staff perception of IS.

Abstract:
This study aims to analyze the role of E-participation in supporting the success of smart city development. This research method uses qualitative research with a bibliometric analysis approach. Sources of research data obtained 218 documents from the Scopus database using the keywords "smart city" and "e-participation" with a span of 7 years from 2015 to 2022. The data analysis phase of this research used VOSviewer and NVivo12 Plus software to visualize the data. This study indicates that e-participation is essential in creating the successful implementation of smart cities. The implementation of e-participation in four countries has different participation strategies. Spain is increasing participation forms online communities and public participation platforms. Italy utilizes digital technology and involves volunteers in public participation. Germany, in increasing participation, develops digital participation platforms and implements practical participation projects. The United States applies a political approach and involves interest groups supported by digitization. Furthermore, increasing participation is supported by information and communication technology, services, and agile management are the main focus. Spain, management focuses on location data management, and service aspect focuses on service platforms, and technology focuses on blockchain technology. Italy, the service aspect focuses on open service, and the technology aspect focuses on open source technology. In the United States, the management aspect pays attention to location data management. Then, the technological aspect focuses on civil technology practices. Germany, management and service are not yet a top priority in this aspect. While the technology aspect only pays attention to the web technology sector. Based on these findings, Spain is a country that dominates various aspects. This means being a country that can be an example of e-participation development in realizing a smart city.

The civil construction industry is constantly improving its processes, products and services. Part of this improvement has been the application of a new technology to building planning, namely Building Information Modeling (BIM), a technology aimed at information modeling in civil construction throughout the building's life cycle. The domain of BIM has become indispensable to every professional trained in architecture and urbanism and civil engineering, as it operates interoperability and collaboration between professionals, requiring training in various tools and software that are structured within this concept. However, the adoption and implementation of the use of technology in institutions is an expensive, paradigm-shifting and gradual process. The technology implementation stages started to receivethe nomenclature of “BIM maturity levels”, starting to be attributed in order to measure and monitor a successful implementation in the full reach of what the technology offers. This research aims to study and understand what the concept of BIM maturity level is in the construction industry, when applied to the Collegeenvironment. For this purpose, a literature review will be carried out based on bibliographic surveys, articles, seminars and congress proceedings, which will help to determine the steps andfactors that should be taken into account to assign BIM maturity levels to Collegeof Architecture and Urbanism and Civil Engineering. It is hoped that this will contribute to the understanding of the BIM maturity level inColleges, based on the main literature on the subject

The HIV/AIDS epidemic has meant that an increasing number of chronically ill people need ongoing assistance with care and support. Programs providing home-based care (HBC) services are a key component of the response to HIV/AIDS. However, few programs are using operations research, including cost studies, to decide what services to provide and how to structure their services. In 2004, the Horizons Program undertook a study of six HBC programs from different South African provinces to provide key information to NGOs, government ministries, donors, and the programs themselves to inform decisions about service delivery. The study analyzed the cost of HBC services, the best use of resources, and how well programs are able to meet the needs of beneficiaries and their families. The sample represents programs that operate in rural areas and informal settlements. This brief focuses on the coverage, organization, volume, and costs of the services and on findings from two of the methods of data collection: financial records and service statistics, and interviews with financial officers, program managers, and caregivers.

Although knowledge about HIV/AIDS is widespread in South Africa, adult HIV prevalence is high, indicating high levels of risky sexual behavior. Understanding the gap between knowledge and behavior requires an examination of the social context in which the epidemic occurs. The Horizons Program conducted an intervention study in the Carletonville area to study the social determinants of the HIV epidemic and to assess the impact of a targeted program of HIV and STI prevention and service delivery. In 1998, the Mothusimpilo (“Working together for health”) Intervention Project (MIP) was launched to reduce community prevalence of HIV and other STIs and to sustain those reductions through enhanced prevention and STI treatment services. Carletonville includes many migrant mine workers and is characterized by significant poverty and unemployment, the presence of sex work, and high rates of STIs. MIP targets population groups where high-risk sexual behavior is thought to be common. This brief focuses on sex workers because of their vulnerability to STIs and HIV infection and their link to miners and men in the broader community.

Leading research directions are defined on the basis of self-analysis of the study results on the use of cloud technologies in training by employees of joint research laboratory “Сloud technologies in education” of Kryvyi Rih National University and Institute of Information Technology and Learning Aids of the NAES of Ukraine in 2009-2018: cloud learning technologies, cloud technologies of blended learning, cloud-oriented learning environments, cloud-oriented methodological systems of training, the provision of cloud-based educational services. The ways of implementation SaaS, PaaS, IaaS cloud services models which are appropriate to use in the process of studying the academic disciplines of the cycles of mathematical, natural science and professional and practical training of future specialists in information technology are shown, based on the example of software engineering, computer science and computer engineering. The most significant advantages of using cloud technologies in training of future information technology specialists are definite, namely, the possibility of using modern parallel programming tools as the basis of cloud technologies. Conclusions are drawn; the direction of further research is indicated: designing a cloud-oriented learning environment for future specialists in computer engineering, identifying trends in the development of cloud technologies in the professional training and retraining of information technology specialists, developing a methodology for building the research competencies of future software engineering specialists by using cloud technologies.

This technical note documents the Continuous Payroll Audit Initiative within Brazils Court of Accounts (Tribunal de Contas da Unio, or TCU), presents its lessons learned, and makes recommendations that could improve its results. This initiative uses digital tools such as data analytics to proactively identify and address incorrect and/or illicit payments in the federal civil service and pension payroll. As of 2021, the initiative had led to savings close to $R 2 billion (US$515 million). The study demonstrates that a small team using the right technology can be very effective in rooting out irregularities in a complex system. However, technological innovation is not sufficient to address these issues. Broader systemic reforms in information collection and compliance are required for the system to fully achieve its goals. Given these results, this case could serve as reference for other supreme audit institutions around the world that are seeking to combat fraud and corruption.

Indonesia is facing a learning crisis. While schooling has increased dramatically in the last 30 years, the quality of education has remained mediocre (Rosser et al., 2022). Teacher capability is an often cited weakness of the system, along with policies and system governance. Approaches focused primarily on adding resources to education have not yielded expected outcomes of increased quality. “It is a tragedy that in the second decade of the twenty-first century, some children in Indonesia are not completing primary school and are turned out into the workforce as functional illiterates.” (Suryadarma and Jones, 2013; Nihayah et al., 2020). In the early 2000s, Indonesia began a process of decentralising service delivery, including education, to the district level. Many responsibilities were transferred from the central government to districts, but some key authorities, such as hiring of civil service teachers, remained with the central government. The Indonesian system is complex and challenging to manage, with more than 300 ethnic groups and networks of authority spread over more than 500 administrative districts (Suryadarma and Jones, 2013). Niken Rarasati and Daniel Suryadarma researchers at SMERU, an Indonesian think tank and NGO, understood this context well. Their prior experience working in the education sector had shown them that improving the quality of education within the classroom required addressing issues at the systems level (Kleden, 2020). Rarasati noted the difference in knowledge between in-classroom teaching and the systems of education: “There are known-technologies, pedagogical theories, practices, etc. for teaching in the classroom. The context [for systems of education] is different for teacher development, recruitment, and student enrollment. Here, there is less known in the public and education sector.” Looking for ways to bring changes to policy implementation and develop capabilities at the district level, SMERU researchers began to apply a new approach they had learned in a free online course offered by the Building State Capability programme at the Center for International Development at Harvard University titled, “The Practice of PDIA: Building Capability by Delivering Results”. The course offered insights on how to implement public policy in complex settings, focused on using Problem Driven Iterative Adaptation (PDIA). The researchers were interested in putting PDIA into practice and seeing if it could be an effective approach for their colleagues in government. This case study reviews Rarasati and Suryadarma’s journey and showcases how they used PDIA to foster relationships between local government and stakeholders, and bring positive changes to the education sector.
