Abstract:
Many secondary schools in the Eastern Cape and else where in South African are facing a drop out crisis but a proportion of these dropouts return to school to complete their education. The kind of social experiences that dropouts have as they reenrol and reintegrate in school remains an under-research aspect in the discourse on education access. The purpose of this study was to investigate the factors that prompted dropouts to reenrol in school and the social life experiences of these learners in school. It was also to explore school leaders‟ reactions towards these experiences, and the implications for school leadership of the dropouts‟ experiences. Using qualitative methodologies, involving a sample of 15 dropouts and two school leaders, the study found multiple motives, associated with individual characteristics of dropouts and the institutional characteristics of their family and the labour market, prompting reenrolment. Institutional characteristics at the school level were not featured. Regarding social life at school, it found that while some participants had positive social experiences, which reinforced their motivation to pursue their education, others experienced the school context as socially hostile. The nature of the social hostility is described, but school leaders seem insensitive to many of the social integration challenges that confront dropouts. Several implications for school leadership have been drawn out, including the view that while there are a variety of leverage points for addressing the social hostility problems, the social development of dropouts who experienced hostility stand to wither if supportive measures are not implemented to help them reintegrate. While the research provides new insights into the experiences of dropouts in school, it had the limitation of being a case study whose findings cannot be generalised.

Abstract:
This study analyses the methods and policies of the colonial government which shaped Stutterheim's African communities between c.1870 and 1910. In 1870 the Stutterheim magisterial district had not yet been officially established. However, creation of the British Kaffrarian administration (1847-1865) had already ensured the entrenchment of colonial rule over the humiliated Xhosa chiefdoms west of the Kei. This work studies transformations in late colonial Ngqika society and the development of Stutterheim as a magisterial district. It analyses the entrenchment of colonial bureaucracy and changes in indigenous social, economic and political structures. In the period c.1860-1877, direct administration of the Ngqika was first attempted. While recovering from the 1856-57 cattle killing, the Ngqika were brought under colonial administration by the annexation of British Kaffraria to the Cape Colony in 1865. The thesis also examines the process and implications of the breakup and resettlement of the Ngqika location after the 1877-1878 war and the mechanisms and complications in forming a new postwar settlement. The focus then narrows to Stutterheim magisterial district (finalised in 1880), where, after the removal of the main Ngqika population to the Transkei formal structures of quitrent settlement were established around mission stations. A new form of social behaviour underpinned by principles of individualism evolved under missionary influence. Urged on by legislation that sought to intensify implementation of individual tenure, this social behaviour predominated under the new administration. Attention is also given to the allocation of farm land in the district. On part of what had once been communally owned land, an immigrant farming community originally intended strictly for whites emerged. Numerous Africans later managed to hold property in this area. An urban area with a mixed African and white population resulted where allotments initially allocated to the German Legion were later auctioned. On crown lands, leasing and purchasing was initiated. By the early twentieth century, settlement patterns were in chaos: on the mission settlements, quitrenters disobeyed settlement regulations, farms were overpopulated by tenants and interracial urban settlements faced imminent segregationist policies. By 1910 local administration was in difficulties and the Africans were becoming politically mobilised against local and colonial policies.

Abstract:
The main focus of this thesis is the challenges that are facing social policy development and implementation in South Africa in relation to the enhancement of human capability. The study adopted a historical approach to assess the model of social policy in South Africa and identified that social relations of domination inherited from the apartheid era continuing to produce inequalities in opportunities. Social policy under the democratic government has not managed to address social inequalities and the main drivers of poverty in the form of income poverty, asset poverty and capability poverty which are the underlying factors reproducing deprivation and destitution of the majority of the population Although South Africa prides itself of a stable democracy, social inequalities continue to undermine the benefits of social citizenship because political participation in the midst of unequal access to economic and social resources undermine the value of citizenship. Also, inequalities in the distribution of income and wealth, and in the control of economic production undermine political equality which is an ethic upon which social rights are predicated. As a result, state interventions are lacking inherent potential to build human capability for people to live the life that they have reason to value. The paradox of social policy in South Africa is that the majority of those who are marginalised are those who were excluded by the apartheid regime even though state intervention is claimed to be targeting them. This points to the failure of incremental equalisation of opportunities within a context of stark social inequities. It is also an indication that the economic growth path delivered by the political transition is working to reinforce the inherited legacy of deprivation and it is avoiding questions related to the structural nature of poverty and inequalities. Therefore, a transformative social policy is an imperative for South Africa. Such a framework of social policy should be premised upon a notion of human security in order to built human capability. Human security focuses on the security of individuals and communities to strengthen human development. It emphasises on civil, political and socioeconomic rights for individual citizens to participate fully in the process of governance. Although this thesis is a case study of social policy in South Africa, it can be used to appreciate the role of social policy in other developing countries, particularly the impact of political decision making on social distribution. Poverty and social inequalities are growing problems in developing countries and so is the importance of putting these problems under the spotlight for political attention.

Abstract:
The history of economic thought is ‘flooded’ with neo-classical accounts despite the fact that neoclassical economics did not occupy history alone. This has caused the discourses on ‘lost alternatives’ to be relegated as the deterministic ‘straight line’ neo-classical historical discourses are elevated. Globally hegemonic neo-classical discourse aided this phenomenon as it served to subordinate any counterhegemonic local discursive processes towards alternatives. This study is premised on the theme of non-neoclassical ‘lost alternatives’ using the post-apartheid South Africa as a case study. Emerging from the apartheid regime, the impetus towards non-neoclassical redistributive policies was strong in South Africa but this did not gain traction as the ANC’s ‘growth through redistribution’ was replaced by globally hegemonic discourse which favoured ‘redistribution through growth’. This thesis postulates the idea of two waves of ‘internal’ discursive formations; capturing the transition to democracy up to 1996 as the first wave and the period from 2005 to about 2009 as the second wave. The developmental state paradigm (DSP) emerged as the central heterodox paradigm with ideas such as industrial policy, welfare, and social dialogue/compacts being main elements. The DSP was expressly chosen in the early 1990s, the first period of strong internal discursive formation, but faded as neo-classical policies, epitomised through GEAR, dominated the policy space. The DSP discourse gained vitality in the second wave of internal discursive formation (2005-2009) and it was associated with the subsequent Zuma’s administration. The study illustrates that the DSP has failed to be fully developed into a practical framework but remained only at rhetorical level with the phrase ‘developmental state’ inserted into government policy documents and documents of ANC as a ruling party. The thesis further illustrates that the DSP fared well ideologically because of its inclination to the ideology of ‘developmentalism’ tended to trump any socialist inclined policies such as a generous welfare regime. The thesis rebuts the notion of the DSP in South Africa which has only been amorphously developed with the phrase ‘developmental state’ becoming a mere buzzword. The thesis argues that the DSP in the 21st century is much more complex and the growing ‘tertiarisation’ of the economy makes the Social Democratic Paradigm SDP’s capability centric approach much more relevant for South Africa. The study goes further to argue that a (SDP) is much more suitable alternative for addressing South African colonial/apartheid legacies and consolidation of democracy.

Abstract:
The focus of this thesis is on the bilateral relationship between South Africa and Malaysia. The thesis appropriates ‘critical theory,’ and as a flexible theoretical tool, and, as an open-ended, loose frame in order to give voice to the marginalized and voiceless from the South. The thesis thus looks at the politico-economic ties that have been developed and brings into view the socio-cultural relations that had been established between the peoples of the two sovereign nation-states during the apartheid and post-apartheid eras respectively. The basic purpose of this study was fivefold: (a) to contribute to the extant literature that concentrates on South Africa’s relations with Malaysia, (b) to examine the relationship at political and economic ties in some detail, (c) to demonstrate that apart from the afore-mentioned bonds IR specialists should also take into account the socio-cultural dimensions of international relations, (d) to bring to light the nation-state’s limitations when discussing the role of non-state actors and considering the contributions of other factors such as globalization, and (e) to stimulate further research on bilateral and multilateral relations in the South – particularly between South Africa and other states in Asia and Latin America - that would assist to better understand the past, present and perhaps the future.

Abstract:
This Working Paper contains the results of a pilot investigation undertaken in 1986/87 in selected areas of the Keiskammahoek District of Ciskei. The pilot study was undertaken in order to compile a comprehensive plan for a long-term study of the Keiskammahoek District as a whole. Such a study would be designed to analyse socio-economic and political changes which have taken place in the District, measured against the results of a major multidisciplinary research project (The Keiskammahoek Rural Survey) which was undertaken in the area between 1948 and 1950. The existence of the Keiskammahoek Rural Survey affords a unique opportunity for comparative social science research, particularly because it is well known that substantial changes have taken place in the District. However, the precise nature and scale of the changes were unknown; hence, the decision to conduct a pilot survey first. The results of the pilot survey, published here, have turned out to be extremely valuable in formulating proposals for a subsequent on-going research undertaking; and have fully justified the time and money devoted to the exploratory investigation which constituted the basis of the pilot project.

Abstract:
South Africa has undergone a remarkable political transformation since the birth of democracy in 1994, yet it remains plagued by extremely high levels of socio-economic inequality, violent crime and social unrest. Although inequality is often regarded as a major driver of many social problems, the evidence base concerning inequality in South Africa is relatively limited, consisting primarily of national level Gini coefficients or General Entropy measures based upon household income, expenditure or consumption data. In this thesis I argue that these broad national level measures say little about people's actual day-to-day lived experiences of inequality and how these individual experiences of inequality may be shaped by the local geographical areas in which people live and go about their daily lives. I construct a series of empirical measures of exposure to socio-economic inequality which reflect the socio-spatial environments in which people live. I argue that these new measures can be used as explanatory factors in the study of other social outcomes, both at an individual level (for example, individuals' attitudes) and at an area level (for example, rates of violent crime). Exposure to inequality is measured both from the perspective of the 'poor' population and the perspective of the 'non-poor' population and the measures are constructed and presented at small area level using the Datazone statistical geography. I analyse the spatial distribution of exposure to inequality and find that exposure to inequality is typically highest in urban neighbourhoods, particularly in the major metropolitan areas. I develop a measure of intensity of exposure in order to highlight areas with both high exposure and high levels of deprivation. I also present one example of how my new measures can be used to explore associations with other outcomes, specifically looking at the relationship between people's lived experience of inequality and their attitudes towards inequality and redress.

Abstract:
Despite the many changes that have occurred in South Africa since the end of apartheid, there are still residual effects of it, as is evidenced in the disparity of living conditions between different racial groups. It is also evident that there are differences in the work tasks and working conditions of nurses working in different work environments. This project looks at how living conditions as well as working conditions interactively affect the health, subjective well-being, and work ability of nurses. Questionnaires were completed by, and interviews were conducted with nurses from Settlers Hospital and seven municipal clinics within Grahamstown (n=152). The participation rate was approximately 71%. The questionnaires included self-report, forced-choice questions regarding basic demographics of the nurses, work conditions, living conditions, subjective satisfaction levels, as well as a simplified version of the Nordic Questionnaire of Musculoskeletal Strain (Kuorinka et al., 1987), and the Work Ability Index (WAI) (Tuomi et al., 2006). The questionnaires were translated into Afrikaans and IsiXhosa. One-on-one interviews were conducted with the participants, in order to obtain a 24-hour dietary recall, an indication of physical activity levels, as well as measurements of stature, mass, waist girth and hip girth. Factor analysis was performed to identify common variance from amongst the variables, while canonical correlations examined the interaction between the sets of factors. It was found that variables relating to demographic factors, living conditions, and working conditions were closely linked to each other. Factors from each of these groups were associated with life, health, and job satisfaction, anthropometric measures, musculoskeletal strain, and WAI scores. Satisfaction levels appeared to be largely determined by socioeconomic status, while anthropometrics, WAI scores, and levels of musculoskeletal strain were associated with levels of smoking and drinking, race, age, stature, position and tenure.

Abstract:
Amartya Sen argued that poverty was the “deprivation” of the capability to lead a “good life”, therefore ending poverty meant meeting basic physical and social needs, and enabling meaningful economic and political choices. The principal objective of this research was to investigate whether (and if so, in what ways) post-apartheid state-provided non-contributory cash social grants in South Africa reduced “poverty” in Sen’s sense. This thesis used Ezibeleni, a historically black working class township at Queenstown, in the Eastern Cape, as a reference area. Using in-depth interviews, it found that social grants did help reduce poverty, both in terms of helping meet basic needs and enabling grant recipients to make more choices, including facilitating job searches and small businesses. However, it was also found that grants fall short of ending poverty, as the grants were too small to adequately cover basic needs in the context of large family sizes, a serious and long-term lack of resources, persistent unemployment, and high indebtedness, and could also enable only a limited expansion of choices. The grants played a positive role, but were inadequate to remove the “unfreedoms” facing the poor.

ENGLISH ABSTRACT: Nowadays, members of the global community from various arenas are committed to promoting social development and removing the obstacles of all kinds of social ills that have been undermining the quality of people's lives, such as: poverty, social conflicts, HIV/AIDS, injustice and violence. Is this feasible? If yes, how can we proceed to the full realisation of human development? This study made a close examination of the case of Rwanda, and compared it with that of South Africa, with which Rwanda shares various historical and psychosocial realities such as colonisation, and the need for reconciliation and reinforcement of communal solidarity in order to proceed with and hasten the development process. The orientation of the study is centred on the hypothetical question: "Why and how can social work be used as a means of addressing social problems and promoting social development in Rwanda?" The study, basically of a qualitative nature, constitutes both library and field-based research. Accordingly, the literature and the empirical investigation were used as key methods to realise the goals and objectives stated. In the empirical study, a triangulation of data gathering techniques, namely interviews, focus group discussions and direct observations, was given the primary emphasis. By this means, enriched information from both South Africa and Rwanda permitted various insights into crucial socio-economic challenges, social development agents, the preferred approaches for social development and the working conditions of social workers. The latter conditions were usually described as being very difficult and trying. Overall, the research findings show that: + There is a serious need for social development both in South Africa and Rwanda in order to respond to the legacies of their pasts - especially to the upheavals of apartheid and the genocide respectively (i.e. poverty, mistrust, social disintegration) - as well as to a range of other social ills such as HIV/AIDS, violence and unforeseen factors; + The developmental approach, well espoused by the South African government which chose to incorporate it in national policies, particularly in the White Paper for Social Welfare (1997), is the most suited to foster the attainment of social development; • Social work, using community work as the preferred method, is amongst the key professions at the forefront of the operationalisation of social development and hence, of the promotion of improved social welfare conditions; • Empowerment, particularly of vulnerable people, is a key to social change; • Social work, while moving towards a developmental approach - as developmental social work - needs to consolidate its position by contributing effectively to development instead of continuing to focus on individual cases Itherapies. • Introduction of social work training at the National University of Rwanda (NUR) is a positive omen for the stimulation of social development in the country; • There is a particular need to update the social work curriculum in Rwanda. Lastly, specific recommendations are given. The main recommendation is that efforts to conduct a comprehensive war against social problems be unified. In terms of social work, it is important that social work professionals be given more consideration and more stimulation. Conducive working conditions must be also created for them, especially at local level. Social workers, in tum, have to stand their ground, and work in good partnership with other professionals and social development agents for the good of all people, with special focus on the disadvantaged. For Rwanda in particular, it is recommended that a national welfare policy be set up urgently to strengthen social work education at university, and that, in the process, reference be made to experienced countries such as South Africa. In this regard, educators must ensure that new graduates will effectively become catalysts for social development. This requires a good fit of theory and practice during the training process. Above all, it is advisable for Rwanda to promote community work practice through the community development model.
AFRIKAANSE OPSOMMING: Sosiale ontwikkeling is 'n hedendaagse prioriteit by lede van die globale gemeenskap uit verskeie gebiede. Hulle streef daarna om die struikelblokke van verskeie sosiale wantoestande wat mense se lewensgehalte ondergrawe - bv. armoede, sosiale konflik, MIVNIGS, ongeregtigheid en geweld - te verwyder. Is so-iets haalbaar? Indien ja, hoe kan ons voortbeweeg na die volle verwesenlikking van menslike ontwikkeling? Rwanda en Suid-Afrika het albei te kampe met historiese en sosiaal-psigiese realiteite soos kolonialisme, 'n behoefte aan sosiale versoening en aan die versterking van gemeenskapsolidariteit ten einde sosiale ontwikkeling te bevorder en versnel. Hierdie studie sentreer om die vraag: "waarom en hoe kan sosiale probleme in Rwanda aangepak en sosiale ontwikkeling bevorder word deur middel van maatskaplike werk?" Hierdie basies kwalitatiewe studie is op beide bronnestudie en veldwerk gegrond. Gevolglik was die gebruik van beskikbare literatuur en empiriese navorsing die sleutelmetodes om bg. doelwitte te bereik. Vir Rwanda in die besonder word aanbeveel dat 'n nasionale welsynsbeleid dringend in werking gestel word om universiteitsopleiding in maatskaplike werk te verstewig, na die voorbeeld van lande soos Suid-Afrika wat ondervinding van so 'n proses het. Abstract:
Much of the available documentation, and the multiple oral testimonies collected for this thesis agree that the most important changes that have occurred in Keiskammahoek district over the past half century resulted from the implementation of the government's conservationist policy known as betterment. The work is thus dominated by a wideranging look at betterment in Keiskammahoek The thesis is arranged chronologically, and each of the successive periods designated is analysed in terms of power. The first period considered is c.1920-c.1936; this was the time during which betterment policy was conceived. The key question that is posed here is why the policy was formed. Foucault's idea of power/knowledge features prominently in answering this question. For all of the remaining periods a conspicuously ,important power relation (unequal relationship) is chosen, and the analyses consist of plotting the histories of the various relations. The first of these periods is that which preceded the implementation of betterment in the district, i.e. c.1936-1960. Since multi-form resistance against betterment characterised this period, the power relation considered is that between the state and the various communities of Keiskammahoek. Next, attention is given to the actual implementation of betterment in the district. Because betterment affected locations in which land was held communally so differently from locations in which land was held under title, these two categories of location are analysed separately. In communal locations, a power relation spawned by betterment that has come to dominate life is that between village neighbours. In the other category of location, betterment has often further differentiated the power relation between title-deed holders and non title-deed holders. The thesis is not exclusively devoted to betterment. The 1970s saw many people being forcibly removed to Keiskammahoek. The final section of the work examines these events in relation to the changing economy of South Africa. In this section the power relation that is deemed important is that between the employed and unemployed The overall aim of the thesis then is to give an indication of the variety of forms or configurations of power that run through modernday Keiskammahoek.

Abstract:
The Introduction to the statement explains that its aim is to contribute to the search for a more just, equitable and sustainable economic dispensation. It reminds people that, as a nation, we have overcome the horrors of apartheid and made significant progress towards peace and stability. However, we are sitting on an economic time-bomb; if we do not strive for economic justice we must expect a deepening of our social problems such as crime, lawlessness, poverty and unemployment. The second section considers the Church's Prophetic Duty to speak out and to bring Gospel values to bear on political, economic and social matters. A second transformation is needed: massive, and overwhelmingly positive, political change has occurred, but the same has not yet happened in the economy, with the result that the majority of our people still have little chance of fulfilling their reasonable hopes for a better life. Section three turns to the question of Discerning Economic Justice. It is asserted that every economy has a moral quality which makes it possible for us to pass judgements as to whether or not it is a just economy. In order to make such judgements the presence or absence of various factors must be assessed, including poverty, unemployment, discrimination, materialism and environmental degradation. Next, the statement deals briefly with Economic Structure. The fact that economies are complex, and that most people are unfamiliar with economic terminology, results in many people feeling powerless. They believe that, as individuals, they have no influence over, or responsibility for, the way an economy operates. Some of the negative consequences of such a belief are mentioned, and it is pointed out that we have a moral duty to make the correct choices, even in complex matters. Section four, Christian Economic Values, offers some guidelines for those striving to make these choices. The section summarises some of the main concepts and principles developed by the Church as ways of making concrete the commandment to 'love your neighbour as yourself'. These include the common good, solidarity, the option for the poor, the common destiny of goods, and the integrity of creation. The South African Economy is analysed in section six, according to the criteria mentioned in section three. Poverty, unemployment, materialism, greed, the lack of women's economic empowerment, debt and corruption are among the features identified as contributing to economic injustice in our country. But the gap between rich and poor is singled out as the defining characteristic of our economy, with millions of South Africans surviving, like Lazarus, on crumbs from the rich man's table. No country's economy exists in isolation, free from outside influences. Therefore, in section seven, some attention is given to The World Economy, especially to aspects which affect South Africa. The point is made that international factors can act as powerful constraints on moves towards economic justice at home, without their being, however, an excuse for a lack of effort in this direction. When statements such as the present one are published, people have a right to expect the authors to make specific and practical recommendations. This is attempted in section eight, What Can Be Done? The major role-players in the economy are identified and various steps are suggested for each of them; these range from fiscal initiatives to encourage job-creation, through changes to personal taxation and measures to improve productivity and training, to the promotion of the interests of the unemployed. However, it is conceded that even the most enlightened economic measures will not be able to withstand selfish and destructive attitudes. The question of people's attitudes to each other and to economic choices is therefore addressed, with particular emphasis being placed on the role of the religious community in this regard. By way of Conclusion the statement points out that economic justice is demanded not just by the poor and by forthcoming generations, but by God. In striving for a just economy we are carrying forward Jesus' great task of bringing fullness of life to all people.

Abstract:
While the transition to democracy in South Africa extended civil and political rights and freedoms to all South Africans, there has been disagreement over the preferred nature and scope of social rights within post-apartheid society, reflecting debates over the trajectory of economic policy. Appreciable developmental gains have been made by the state over the last quarter-century, yet the challenges of poverty, unemployment and inequality persist, coupled with mounting popular discontent with the pace of transformation and political accountability. This has led to fundamental questions about social justice, restitution, and the kind of society we wish to promote. Appeals for a more inclusive, transformative social policy have also emerged, arguing that a wider vision of society is required involving multiple government responsibilities and informed by an ethic of equality and social solidarity. Against this background, in this thesis I study the views of the South African public towards economic inequality, general preferences for government-led redistribution, as well as support for social policies intended to promote racial and economic transformation. The research has been guided by several overarching questions: To what extent do South Africans share common general beliefs about material inequality? Does the public exhibit a preference for government redistribution in principle? And how unified or polarised are South Africans in their support for specific redress policies in the country? Responding to these questions has been achieved by drawing on unique, nationally representative data from the South African Social Attitudes Survey (SASAS), which has enabled me to chart social attitudes over a period of almost fifteen years between late 2003 and early 2017. Use has also been made of social citizenship as a guiding conceptual framework to understanding social policy predispositions and analysing attitudinal change. The results demonstrate that the public is united in its awareness of and deep concern about economic inequality. Since the early 2000s, a significant majority has consistently expressed the view that the income gap in the country is too large, articulated a strong preference for a more equitable social structure, and acknowledged the class and social tensions that economic inequality has produced. There is also a preference for a narrowing of earnings disparities, a more generous minimum wage, and regulatory limits on executive pay. While this suggests a desire for fair and legitimate remuneration, the analysis also reveals that South Africans are willing to tolerate fairly high levels of inequality. Nonetheless, these beliefs are generally interpreted as a desire for a more equitable and fair society. This preference for change is reflected in a fairly strong belief that government should assume responsibility for reducing material disparities. One’s social position, mobility history, awareness of inequality, political leaning and racial attitudes all have a bearing on how weak and strong this predisposition is, but the normative demand for political redistribution remains fairly widely shared irrespective of these individual traits. Greater polarisation is however evident with respect to redistributive social policy, especially measures designed to overcome historical racial injustice (affirmative action, sports quotas, and land reform). These intergroup differences converge considerably when referring to class-based policy measures. One surprising finding is the evidence that South Africa’s youngest generation, the so-called ‘Born Frees’, tend to adopt a similar predisposition to redress policy as older generations, thus confounding expectations of a post-apartheid value change. I conclude by arguing that there seems to be a firmer basis for a social compact about preferences for interventions designed to produce a more just society than is typically assumed. Intractably high levels of economic inequality during the country’s first quarter-century of democracy is resulting in a growing recognition of the need for a stronger policy emphasis on economic inequality in South Africa over coming decades if the vision enshrined in the Freedom Charter and the Constitution is to be realised. South Africans may not be able to fully agree about the specific elements that constitute a socially just response to economic inequality. Yet, the common identification of and concern with redressable injustice, coupled with a broad-based commitment to government redistribution and classbased social policies, could serve as a foundation on which to rekindle the solidaristic spirit of 1994 and forge progress towards a more equitable society.

This report relates to research done in the Keiskammahoek district of the Ciskei (see Map No. l) during 1989 and early 1990, with the financial support of the Programme for Development Research (PRODDER) of the Human Sciences Research Council (HSRC) of South Africa. The project was designed and conducted against the background of previous research, and has served as a pilot project for a larger project, entitled "Socio- Economic Change and Development Planning in the Keiskammahoek District of the Ciskei". This larger project which is currently in progress, (and which has been funded by the Institute for Research Development of the HSRC, by the Chairman's Fund of Anglo-American and De Beers, and by Johannesburg Consolidated Investments Co Ltd), is intended to give rise to a process of consultation and planning, leading to various local-level development initiatives in the District.

Mgaga, an informal settlement in KwaZulu, south of Durban, on Cele-Zulu polity land, had an indigenous, albeit urban, system of Zulu land tenure in 1980. Mgaga's transformation, from an area with scattered homesteads in 1959 to an informal settlement, was linked to local and external factors. The external factors were, regional industrialisation, urbanisation and apartheid policies which involved, the division of South Africa into ethnically based 'homelands'; controlled Black access to 'White' cities; an urban management system for 'homeland' townships, like Umlazi township which abutted Mgaga. Umlazi's development and urban management system involved, the resettlement of members of the polity; the removal of their office bearers from their posts; and the phased building of the township; which caused cumulative effects in Mgaga. I link these external factors to the behaviour of Mgaga's residents, who transformed the area's land tenure system, by using Comaroff's dialectical model (1982), where the internal dialectic interacts with external factors to shape behaviour at the local level. I analyze the Zulu ethnography to show that the internal dialectic in Zulu social organisation, and in Mgaga, is centred around fission and integration; and that the integrating hierarchy associated with Zulu social organisation and the Zulu land tenure system is composed of groups with opposed interests in the same land. Within this hierarchy entrepreneurship and coalition formation influence the transfer of land rights. Also, rather than rules determining the transfer of land in the land tenure system, processes associated with the interaction of external factors with the internal dialectic, within terms of the cultural repertoire associated with the system, shape local behaviour; and the system's rules are manipulated within this cultural repertoire by individuals striving for gain. This results in different manifestations of the internal dialectic in the Zulu land tenure system, i.e. a range of variations in the Zulu land tenure system, including different local level kinship groups; a variety of terminology and rights held by office bearers; and communal and individualised land rights. The external factor of urbanisation interacted with the internal dialectic in Mgaga, manifested in terms of an ongoing izigodi (wards) dispute -including its boundaries, to shape residents' behaviour, so that some introduced an informal settlement and others resisted its geographical spread. This informal settlement development, where eventually purely residential land rights were transferred for cash to strangers by strangers, with no role for polity officials, was an urban variation of the Zulu land tenure system, because of the continued existence of the internal dialectic in Zulu social organisation in the local system, with the integration side being expressed by the community overrights. Characteristics found in Mgaga, such as kinship diminution; the individualisation and sale of land rights; and the ongoing influence of polities; are found elsewhere in Africa where informal settlements have developed on indigenous land tenure systems. Therefore the transformation of Mgaga's land tenure system to urban forms is not an isolated phenomenon, and my dialectical ransactional approach may have an applicability beyond the context of the Zulu land tenure system.

Few legal developments in South Africa and elsewhere in the world in recent times have excited such controversy as the legal recognition of social and economic rights. South Africa has created a special place for itself in world affairs for being one of the countries that recognise socio-economic rights in a justiciable Bill of Rights. Partly this is in response to the appalling levels of poverty prevalent in the country which could potentially destabilise the new democracy. Improvement of the quality of life of every citizen is a crucial step in consolidating the constitutional democracy. The question that will face any court in giving effect to socio-economic rights is: how are these rights to be judicially enforced in a given context? The crux of this thesis lies in the resolution of this question. Firstly this thesis traces the philosophical foundations to the legal recognition of socio-economic rights. It is stated that the recognition of these rights in a justiciable bill of rights requires a conceptually sound understanding of the nature of obligations that these rights place on the state. It is emphasised that it is imperative that access to justice be facilitated to poor and vulnerable members of society for the realisation of the constitutional goal of addressing inequality. Particular concern and priority should in this context be given to women, children and the disabled. The study explores various judicial remedies and makes suggestions on new and innovative constitutional mechanisms for judicial enforcement of these rights. It is concluded that there is an important role to be played by civil society in giving meaningful effect to socio-economic rights.

The study investigates the concept and development of social entrepreneurial models in South Africa to demonstrate how social business initiatives can thrive and increase their impact on quality of life. Extreme poverty and diminishing natural resources threaten the future existence of the human race. Transformative, cost-effective and sustainable solutions are necessary to address the most challenging social problems. The study explores the speculation that creation of social value naturally progressed to increase economic value. Governments and philanthropic efforts have to date, failed to offer effective solutions to social problems. Independently, no sector is able to handle the scale, cost and extent of the current social issues facing humanity. In order to address this gap the study considers the business models followed by the public, private and non-profit sectors. It then introduces the concept of social entrepreneurship and explores the use of a hybrid business model as a possible solution. It is argued that transformative, cost-effective and sustainable solutions to the most critical social problems within South Africa can only be generated once these different sectors collaborate to leverage public and private resources. The method used in approaching the study was: Identifying the need for new forms of social value creation and identifying specific ventures emerging to address these needs; Recognising the key factors enabling social entrepreneurs to accomplish ambitious task, create large social impact and influence economic value; Establishing the most predominant social problems threatening the future sustainability of society and economy in South Africa; Identifying the most strategic business model able to create transformation, sustainability and deliver both economic and social value; Establishing the guidelines, support and resources needed to strengthen social entrepreneurial behaviour and social entrepreneurial initiatives within South Africa. The objective of the study was firstly achieved through an analysis of literature related to the topic of social entrepreneurship. The literature study explored the origins of traditional entrepreneurship and entrepreneurial characteristics. It then went on to discover the concept of social entrepreneurship and made a clear definition between the different types of social entrepreneurship, separating the social entrepreneurial venture from charity and corporate social responsibility. The literature study looked further into the characteristics of a social entrepreneur, the need for new forms of social value creation, the opportunities that exist and the impact created by social entrepreneurship. The second part of the analysis strictly focussed on social entrepreneurship in South Africa and the role each sector plays in addressing social issues. The most critical social issues in South Africa were identified with emphasise on the change needed. The methodology used was the case study method. A single-case study was conducted with the Freeplay Energy Group, presenting a successful social entrepreneurial venture, serving as a good business model example for the South African environment. A qualitative approach was followed with the objective of testing theory. By comparing the theory identified in the literary review with the findings of the case study, it was possible to investigate the concept and development of social entrepreneurial models in South Africa. The conclusions demonstrate how social business initiatives can thrive and increase their impact on quality of life. The most strategic business model identified was one which integrated the public, private and non-profit sectors with social entrepreneurship. The collaboration of all the sectors with social entrepreneurship results in social value creation which gives impetus to economic value creation. The findings were documented with specific conclusions being made and offered suggestions for future research.

ENGLISH ABSTRACT: Poverty is a widespread phenomenon within the coloured community of South Africa. In 1976 the Theron Commission reported on coloured poverty and recommended widespread reform to the apartheid system to incorporate coloureds into social and economic life on an equal footing with whites. The commission was of the opinion that the poorest 40% of coloureds lived in a state of chronic community poverty. This conclusion was based on the culture of poverty approach, which states that negative external factors and an internal process of self-perpetuation can sometimes combine to cause a povertysyndrome. The original culture of poverty approach was widely misinterpreted and criticised and consequently lost much of its support. However, if properly understood, the approach can still be used effectively. Since the Theron commission made a healthy reinterpretation of this approach it also provides a good theoretical framework to analyse coloured poverty. The socio-economic position of coloureds has improved markedly since the era of the Theron commission. Total fertility rates and infant mortality rates declined, while life expectancy increased. The educational status of coloureds increased considerably. There is, however, still a large disparity between rural and urban coloureds. The per capita income of coloureds almost doubled in this period. This rise in income can be attributed to an improvement in occupational status (which was in turn influenced by an improvement in educational status) as well as a decrease in wage discrimination. In spite of the overall improvement in the socio-economic position of coloureds, poverty rates did not decrease significantly since the era of the Theron Commission. Although poverty is still more widespread in rural areas, there has been a relative improvement in the socioeconomic position of rural coloureds and agricultural labourers. This has partly been caused by the urbanisation of the rural poor. Coloured poverty is, however, still at much lower levels than black poverty. Since the era of the Theron Commission the culture of poverty has been positively influenced by several factors: racial discrimination in public education and other social spending decreased, levels of education improved and contributed to the rise in per capita income, social work has become better focussed and is provided on a more equal basis and the socio-political emancipation of coloureds were achieved with the rise of a democratic society. However, it seems that the good economic growth rates during the 1960's and early 1970's provided the biggest thrust to the upward socio-economic mobility of coloureds and played a more important role than the Theron report or any other socio-political changes. It can be concluded that the culture of poverty as it existed at the time of the Theron report has weakened considerably and that the approach should therefore not be used as the basic model to describe the socio-economic position of poor coloureds any more. Current anti-poverty measures should be focussed on job creation, community building and education.
AFRIKAANSE OPSOMMING: Armoede is 'n wydverspreide probleem in die kleurlinggemeenskap van Suid- Afrika. Abstract:
This study, which is part of a National Research Foundation project on Social Inclusion in Higher Education (HE), focuses on the exercise of agency among new academics, conducive to the social inclusion of students. Transitioning from varied entry points into higher education, new academics face numerous challenges as they embed themselves in disciplinary and institutional contexts. Given the complexity and contested nature of the current higher education landscape, new academics are especially vulnerable. Using Roy Bhaskar’s critical realism as meta-theoretical framing and Margaret Archer’s social realist theory, with its methodological focus on analytical dualism and morphogenesis, this study offers a social realist account of how new academics engage with enabling and constraining conditions at institutional, faculty, departmental and classroom levels. Through an analysis of six individual narratives of mediation, this study explicates and exemplifies the range of agential choices exercised by new academics to mediate their contested spaces. A nuanced social and critical account of the material, ideational and agential conditions in HE shows that the courses of action taken by these new academics are driven through their concerns, commitments and projects in higher education. Yet, despite the university’s espousal of embracing change, the current induction and transition of new academics is inadequate to the task of transformation in higher education. Systemic conditions in HE, conducive to critical agency and social justice, are not enabling. Bhaskar’s Seven Scalar Being, used as an analytical frame and heuristic, guides the cross-case analysis of the six narratives across seven levels of ontology. The findings highlight that, despite difficult contextual influences, the positive exercise of agency is a marked feature of new participants in HE in this study. This has immediate implications for ways in which professional and academic development, and disciplinary and departmental programmes, could create and sustain conducive conditions for the professionalisation of new academics through more sensitised practices. Using alternative research methods such as photovoice to generate its data, this doctoral study proposes that new research methodologies, located in the third space, are needed now more than ever in HE sociological research, to recognise the researcher and the research participants as independent, autonomous and causally efficacious beings. To this end, this study includes a Chapter Zero, which captures the narrative of the doctoral scholar as researcher, who, shaped and influenced by established doctoral practices and traditions in the field, exercises her own doctoral agency in particular ways.

Emphasis in the study is on the prevalence of poverty especially in the so called third world developing countries. Poverty as a social problem is caused by a number of factors, viz: Over population, unemployment, illiteracy, etc. In the case of the study the focus is the rapid population growth or "population explosion" as it is commonly known. Family planning is sen as important, but not the only strategy in combatting the interrelated problem of population growth and development. The relevance and importance of social workers, as members of a multidisciplinary team in the delivery of family planning programmes is emphasised. There is evidence in the study to support the observation that Black African people in particular are reluctant to use family planning methods. Based on this evidence, the basic assumption arrived at is that there is a general unfavourable attitude to family planning in the Taung area. The research design used is exploratory-descriptive. Of the 75 areas in the district, 10 areas were included In the investigation. A stratified random sample was used, with a sample size of 200 respondents. The interview schedule was used to collect data. It was structured and consisted primarily of close-ended questions, and was analysed using the Biomedical Data Programme (B.M.D.P.). The problem is formulated from literature concerned with population growth in the Republic of South Africa as well as Bophuthatswana. The following sub-problems were described: illegitimacy; health and economic problems associated with large families; abortion; malnutrition and malnourishment; and the absence of services of the National Family Planning Programme In the Taung area. Compatibility between social work and family planning is a central concern, with community development as a significant method of intervention. The three important concepts in the study were broadly defined, viz: Overpopulation, family planning and attitude. It was established that: -the use of family planning follows rather than precedes the process of modernisation and rising economic standards; -no family planning programme can be practised universally - because of factors such as culture, need and habit. Attitudinal change is considered based on the basic assumption arrived at. Little has been done on the subject of family planning in south Africa. With regard to the role of social work in family planning, there have been impediments along the following lines: lack of firm tradition; emphasis on treatment rather than on preventive work; a view of family planning asa health measure and to be offered solely in the medical and health services. To be active in this field social workers need formal education and training. Taung: - the area of study is predominantly rural with almost all characteristics of rural areas, those of: Irregular transport services to and from remote areas; corrugated roads; primitive sanitary conditions; poor communication system; absence of electricity in villages; illiteracy and unemployment. On the other hand, development is evident especially in the health, education and welfare fields. The central findings in the study are those arising from resistances to family planning usage - politically; culturally; morally and psychologically. The general conclusions are: The high rate of unemployment is present in the sample and there is financial dependence on partners (men); the importance of social workers in family planning is emphasised; there is a desire to have large numbers of children (children feature prominently in the area and are regarded as an asset in various ways); and lastly, improved education does lead to an increase in motivation to adopt family planning practices. Against the highlighted findings, recommendations were made, viz that: Community development be used as a strategy for change; social workers be involved as team members in family planning - in policy formulation and planning of population programmes at various levels, using different methods of intervention; paramedical aides beused - because of inter alia shortage of qualified manpower and lastly formal education and training to be granted to prospective change agents in family planning delivery programmes.

The enormous social, economic, and political government-led societal transformation South Africans have experienced over the past 15 years have brought about numerous societal and identity changes. The aim of the present study was to explore how dominant (White participants) and non-dominant (Black participants) groups experiencing the government-led societal transformation process deal with perceptions of intergroup differences based on Social Identity Theory (Tajfel & Turner, 1979, 1986) and related field research. Social Identity Theory predicts that in the presence of intergroup differences group members irrespective of their status position will apply identity management strategies to either improve or maintain their status position. The relationships between perceptions of intergroup relations and identity management strategies as proposed by Social Identity Theory were tested studying 170 second year Rhodes University psychology students. Sixty participants indicated themselves as Black South Africans (representing non-dominant group) and 110 participants identified themselves as White South Africans (dominant group). The results revealed that dominant and non-dominant groups differ systematically regarding the functional interaction between beliefs about the intergroup situation and identity management strategies. The results of the study indicate too, that ingroup identification differentiates between individual and collective strategies irrespective of the group’s status position.

Since the abolition of apartheid, levels of political violence in South Africa have dropped dramatically. However, violent conflicts in the communities are at high levels and are of grave concern. This development is far from the expectations of South Africans in the fading days of apartheid. Democracy was embraced as a cure to the conflicts that plagued South African communities in the apartheid era. Yet events after twelve years of democracy have proved this optimism premature. The purpose of this study was to examine why conflicts are increasing instead of decreasing in the democratic era of South Africa. It also examined the effects of conflicts on youth and the community as a whole.

For geographers concerned with understanding the social dynamics of space, an investigation of leisure patterns and processes is vital. Studies of leisure will provide geography with a powerful focus for deconstructing the social forces operative within the urban landscape, and thus the construction of a detailed understanding of socio- spatial dialectics. This thesis analyses the state of leisure geography and identifies the issues central to theoretical development within this field. Of primary importance in this study is the contention that geographers have seldom been concerned with issues within the realm of leisure, and that their insights have been limited, given that these are frequently based on conservative discourses. A structuralist paradigm is advocated as the foundation for formulating a progressive framework for leisure studies. Such a framework, however, must be sensitive to the complex dialectics of agency and broader social constraints if it is to move beyond the determinism of past structuralist analyses of leisure. By attending both to issues of structural control and the importance of individual agency, it is possible to challenge the focus upon resource distribution that has dominated geographical enquiries in the realm of leisure. With reference to the history of South African recreation experiences and the broad principles of apartheid policy, it is shown that investigations of leisure need to include an appreciation of resource utilisation. In this way, the efforts and energies of communities can be recognised. The advantage of this is that a more empowering critique of leisure patterns and processes can be established. In order to demonstrate the value of such an approach, the thesis ends with a case study of leisure opportunities within a low-income residential area in Cape Town. More traditional, conservative analytical frameworks would have been unable to make visible the dynamics of resistance and control that are identified here. This thesis is informed by the wish to link academic enquiry to practical interventions into the sphere of leisure. The dialectics of control, resistance and transformation are manifested in both tangible geographical space and in intangible issues of resource utilisation. The implications of this reality are explored with reference to state, capitalist and community agendas.

Xenophobia became known as manifest of relations and perceptions of an "in–group" towards an "out-group", including a fear of losing identity, suspicion of its activities, aggressions, and desire to eliminate its presence to secure a presumed purity. This study aims to address the socio-economic impacts of xenophobia in South Africa. As a matter of fact, the 2008 xenophobia attacks amongst others were violent and acted as visible wake-up call to the country to focus attention on the reality of human migration. South African democratic constitution recognises immigration, and gives multiple reasons why nationals from other countries have to migrate to settle in South Africa. This study was grounded within the field of Development studies and undertook a case study of investigating the socio- economic impacts of xenophobia in Nelson Mandela Bay Metropole (NMBM) as a case study. The study employed the use of semi- structured interviews whereby a questionnaire was used to guide the researcher in the interview process. A total of 40 officials were interviewed, ranging from governmental department through to civil societies to private immigration consultants and immigrants in South Africa, in order to avoid the generation of biases. The data obtained from respondents were presented, analysed, and discussed. From the data collected, it was possible to single out the impacts of xenophobia in NMBM. Some of the consequences generated from the fact that the community need more awareness programs, the local and national government need to capacitate the citizens to create sustainable jobs and the DoHA‟s activities greatly relegate immigrants to the backyard. Based on the study findings, the main recommendations offered to NMBM was to create a forum to advice the DoHA to channel efforts into managing migration issues sustainably rather than "stopping" it. Furthermore to catalyse Civil Society and NGOs to initiate support mechanisms to hold government accountable. This will greatly provide a perfect platform for development.

The concentration of populations in urban areas is unprecedented, and cities will continue to grow. This increases pressure on cities to provide services for their growing populations, such as waste management. The Sustainable Development Goals, specifically SDG11, focuses on urbanisation: Make cities & human settlements inclusive, safe, resilient and sustainable. Target 11.6 proposes paying special attention to waste management. Waste generation is increasing due to changed patterns of consumption, and the planet is now facing a global waste crisis. Cities worldwide have to transition into waste smart entities by minimising and reducing waste for the sake of becoming sustainable, safe cities for their inhabitants.   For South Africa, the challenge is not only linked to urbanisation and population growth. The country is named the most inequitable country in the world and faces a multifaceted challenge as they also battle resilient structures of the past.   The purpose of this study is to identify obstacles and opportunities for transitioning to sustainable urban waste management in South Africa. To do so a methodology inspired by ethnography has been applied in order to uncover the everyday practices of people, as well as analysing the current plan for waste management. All data was interpreted through the lens of previous research on South African policy-making, and the theory of structuration was used to enable discussion on obstacles and opportunities for urban sustainability and waste management.   Conclusively, the biggest obstacle for sustainable waste management is the inequality and exclusion from opportunities. This lack of opportunity means that citizens are first and foremost preoccupied with their day-to-day needs, such as job- and food security, leaving waste management further down the list. To get residents to care about waste livelihoods must be improved, and a path to inclusion and opportunity has to be found. The dire unequal terms of life for many citizens must be addressed in order to achieve the urban sustainability it strives for.

ENGLISH ABSTRACT: The World Values Survey has made a significant contribution to research in the field of values and value change, but a large amount of the research has been fashioned in a manner to tap values in industrialized and western states, rendering the theoretical models of explanation less than relevant for developing nations. This study aims to advance an understanding of value change within the South African context, particularly in light of the expansive political, social and economic changes to have transpired since 1990, whilst simultaneously addressing this issue of a lack of universal theory to understand value change. Primary amongst the theoretical frameworks addressing this issue of value change has been Ronald Inglehart's theory of a shift towards increased post-materialism in economically viable democratic countries. By subjecting survey data regarding value priorities from the South African rounds of the 1991, 1995 and 2001 World Values Survey to statistical analysis, the hypothesis of a similar situation in South Africa will be tested. After evaluating whether South Africa concurs with the post-materialist shift hypothesis, a unique dimension, including pre-materialist values, will be utilized in an attempt to establish whether South Africa has undergone any value change. This dimension is employed in the analysis of the 1995 and 2001 South African data, and whilst the value shift hypothesis promulgated by Inglehart appears largely unconcurred, an overall trend away from pre-materialism towards increased mixed type value priorities, with an ever so slight increase in materialists, has become evident. Although South Africa's value configuration is displaying an increasing convergence towards more moderate value orientations, most of the dynamics of change are manifesting themselves amongst and across various population sub-groups. South Africa's values are therefore undergoing relatively dramatic fluctuations, mainly reflected when the data are disaggregated for the various population sub-groups, the results indicating that longitudinal analysis along the pre-materialist/materialist continuum continues to be a more appropriate tool for tapping South Africa's underlying values. The consequences of these findings, for democratic consolidation, future political conflict, value change determinants and the appropriateness of this model for developing countries, will be assessed in detail. Consequently, by conducting these analyses, this research essay attempts to situate a global, but still largely Western theory, in a South African and developing world context. It thereby attempts to contribute towards filling a knowledge gap concerning the direction, degree and nature of the dynamics of value change.

ENGLISH ABSTRACT: The research question answered by this study is what policy and strategy would give the necessary direction to Swartland Municipality’s (SM’s) social development programmes to maximise its impact on the social well-being of the community? The motivation for the study is the need to prioritise social development projects in order to improve effectiveness and efficiency in this field. The methodology used was a qualitative study by means of a conceptual analysis of the term social development, a literature study of international, national and local legislation and policies as well as group interviews with internal and external stakeholders. Social development was defined for the purposes of this study as the process of strengthening the relationships/ partnerships and linkages between people, resources and/or systems within the scope of poverty reduction, expansion of employment opportunities and social integration, with the goal to achieve well-being for individuals, groups and/or communities. Furthermore a literature study explored relevant legislation and policy documents to give clarity on the municipality’s role of social development. Main findings were that the SA Constitution as supreme law, clearly states the municipal objective is to promote social development and states four functions that relate to social development namely child facilities, basic infrastructure, public amenities and sports facilities. Furthermore social development functions in all municipal departments need to co-ordinate to maximise social development resources. Lastly the municipality’s social development programmes must be supplementary and supportive to the work of the Department of Social Development. Furthermore, engagements were held with internal and external stakeholders of Swartland Municipality and the strategic direction was determined by means of a vision, mission and strategic focus areas. The vision identified is: We build and create sustainable social development partnerships with all our people for strengthening the social fabric of the Swartland community. The social development mission is: We initiate, build and promote social development opportunities with the focus on sustainability, which specifically refers to financial viability in the long term, forming partnerships with the community and service providers, not harming the environment and operating within legal powers and functions. Five strategic focus areas flowing from the vision and mission were identified. To promote collaboration and co-ordination is the pivotal focus area. Social development has to be co-ordinated by means of a social development forum represented of all sectors (government, NGO, faith-based, business, agriculture). The other focus areas were: promoting child development/establishing child facilities, lobbying for the vulnerable, facilitating access to the economy and promoting youth development. The impact of service delivery according to the five focus areas must be measured in totality by means of the Human Development Index and reflected in the integrated development plan.

The primary aim of this thesis is to explore, at a psychological level, the meaning of work in a rural developing society context. Additional aims comprise: the examination of distinctions in the meaning of work between different occupational niches; and the development of an appropriate conceptual and methodological approach for understanding meaning of work issues in developing society contexts. The research was conducted in the Keiskammahoek district situated in Ciskei, a South African homeland area. Demographically, the area comprises farms, small rural villages and one small town. It has traditionally fulfilled the role of a labour reserve, and the local economy largely depends on income generated through migrant labour. The population predominantly comprises indigenous Xhosa speakers, although a few whites, individuals of mixed racial origin and other ethnic groups are represented. In order to accommodate the diversity of work experience in rural society, an approach was adopted which relied on the participants' subjective definition of work. A conscious attempt was made to avoid defining work exclusively as remunerated employment. At a metatheoretical level, the meaning of work model used is grounded in Kelly's (1955) Personal Construct Theory. It comprises three facets, namely process, context and content. A multiple case study analysis was carried design was used, through to a in which nomothetic idiographic level of understanding. The primary' research instrument comprised an interview, in which data was derived from life-history material, a repertory grid, and focused interview questions. In the development of case studies, a process of triangulation was used to link the three sources of data. The thesis explores the relationship between participants and their work in several ways. First, it looks at how work and non-work are constituted and related to one another, and at how personally valuable work is contrasted to less valuable work. Second, it explores the relationship between the individual's orientation to work and their life and occupational context. Finally, it discusses the proposal that work meanings change and evolve with the development of the individual, and with shifts in social and historical circumstance.

This thesis is a study in Urban History which explores the development of East London, a port in the Border region of the Eastern Cape, South Africa, through four decades of municipal control from 1873 to 1914. The town had been established in 1847 as a supply route for the British forces during the War of the Axe (7th Frontier War) but the frontier nature of the port led to economic and physical stagnation during its initial 25 years of existence. Indeed, by the time that the municipality was established in 1873, there were still no streets beyond cart tracks, no established water supply, and sanitary conditions were medieval. The Town Council therefore had much to occupy its attention but lack of positive leadership resulted in failure to capitalise on prosperous economic conditions, while a depression in the 1880's led to a further truncation of growth. It was only in the 1890's that a combination of economic growth and vibrant leadership brought about rapid civic advance, with large-scale expenditure on street construction, as well as the establishment of electricity and a tramway system. The outbreak of the Anglo-Boer War in 1899 slowed progress, however, and a post-war depression placed renewed stress on the municipality. The thesis examines the progress of the town on a broad front, dealing with the issues of economic fluctuations, the growth of the harbour as the heart of the trading sector, the physical advance of the municipality, the search for a viable water supply, the evolution of public health and sanitation, and the establishment of the port as a coastal resort. In addition, it studies the conflict of social attitudes among the townspeople, the evolution of racial segregation, and the effects of the Anglo-Boer War on the town, with the influx of some 5 000 Uitlander refugees and the establishment of a Boer concentration camp. A final chapter attempts an analysis of the reasons behind the Town Council's inability to make the best use of its opportunities to foster the development of East London.

ENGLISH ABSTRACT: In this dissertation I explore people’s perceptions of the causes of poverty. Literature reveals that there are three broad theoretical explanations of perceptions of the causes of poverty: individualistic explanations, where blame is placed squarely on the poor themselves; structural explanations, where poverty is blamed on external social and economic forces; and fatalistic explanations, which attribute poverty to factors such as bad luck or illness. Furthermore, the findings of studies reviewed showed that these explanations interact with socio-economic and demographic variables such as race, geographical location, education, lived poverty index (LPI), living standard measure (LSM) and employment. I therefore critically examine explanations of poverty among South Africans as measured by individualistic, structural and fatalistic dimensions and how it interacts with the socio-economic and demographic variables. Employing a national representative survey of 3510 adults aged 18 and older conducted by the Human Sciences Research Council between 18 April and 30 May 2006 the findings of the present study confirmed most of the theoretical arguments cited in the literature. For instance, South Africans, in general, perceive the causes of poverty in structural terms, but a large proportion of respondents also perceive the causes of poverty in individualistic terms. Access to basic necessities influenced perceptions of the causes of poverty since the poor mostly perceived poverty in structural rather than individualistic terms. White South Africans in contrast to black Africans perceive the causes of poverty mostly in individualistic terms. Coloured respondents are the most fatalistic in their perceptions of the causes of poverty. Further analysis show that respondents living in traditional areas compared to those in urban formal areas are less likely to have structural perceptions of the causes of poverty. This is a very interesting finding because my examination on the extent of lived poverty in showed that the urban formal areas have the smallest proportion of respondents that have gone without basic necessities over the past year if contrasted to the traditional, rural formal and urban informal areas. I found that education had no significant impact on structural perceptions of the causes of poverty. In spite of my assessment of the extent of access to basic necessities which revealed that a large proportion of respondents with primary education compared to those with tertiary education go without these basic necessities. In addition, the study found that the relationship between the socio-economic and demographic variables and the structural, individualistic and fatalistic perceptions of the causes of poverty is considerably more complex and that it is possible for the race group, level of education, employment status and geographical location of the respondent all to interact in a multidimensional manner and have an impact on how the causes of poverty is perceived. However, the three linear regressions examining the relationship between the socio-economic and demographic variables and the structural, individualistic and fatalistic perceptions of the causes of poverty should be interpreted with caution because the explanatory power of the three regression models is quite weak (as indicated by Adjusted R²). In sum, the present study is extremely relevant in many ways and makes a unique contribution at both a methodological and policy level. Methodologically, the findings showed that the LPI may contribute to the proposed poverty line suggested for South Africa. As such, the findings offer a valuable message for the country’s decision makers about South Africans’ perceptions of the causes of poverty.

This thesis is a social psychological approach to youth empowerment and social change in urban African contexts. Over a period of 22 months, 39 young people from Dar es Salaam and Soweto participated in a community‐based initiative called Shooting Horizons. The aim of the project was to engage young people in a process of critical consciousness and social action to represent themselves and their communities through their own words and images using Photovoice methodology. Six Photovoice workshops, involving a total of 23 young women and 16 young men, took place in multiple sites, two youth centres in Dar es Salaam and one in Soweto. The data was collected through multiple methods, including a series of 37 photo‐stories, 6 focus groups on development and social change, a record of daily discussion groups, and 1 focus group and 10 individual interviews post‐project. Emerging from the narrative positions of the participants, the project affirms the different directions for living envisaged by young people and promotes alternatives to the stigmatization of young people and their communities by the grand discourses and practices of development. Through a social psychological lens, I explore the impact that stigmatizing representations of development have on individual and social identities in order to make sense of the contradictions and ambiguities that it presents for enacting social change. I argue that a community empowerment framework, supported by an agenda of resistance to the exclusionary discourses and practices of development, can overcome some of the complex mechanisms of power that lead to oppressive social stratifications. The analysis observes the politics of knowledge and recognition in constructing social identities and building social capital to open up spaces for alternatives within the limitations of these particular contexts. The findings of this study consistently refer to how ‘difference’ is imbued in the narratives of young people and the need to address the gendered and racialized beliefs that contribute to participants’ internalized and victimising perspectives and that constrain processes of social change. Recommendations include practical, concrete, and innovative methods for urban African youth to engage in initiatives that suit their own development interests within a social psychological approach to empowerment that redefines community as a space of inbetweens, a citizenry of people sharing common interests and different agendas.

After many deadlocks, accusations of negotiating in bad faith, marches and lunch-time pickets, more than 600,000 Public Sector Workers went on strike on 24 August 1999. The government then unilaterally implemented a 6.3% increase for public servants against their original demand of 10-15% increase. "The dispute goes back to January 1999, to a workshop dealing with the budgetary process. At this meeting the Department of Finance outlined its Medium-Term Expenditure Framework, for the first time to the public sector workers. In the MTEF the parameters for wage cuts, and 'non-negotiability’ were already set. All unions in the public service bargaining council presented their wage demands - 10% to 15%” [COSATU paper on Public Sector Workers Fight for a Living Wage.] Thereafter COSATU and government officials met over the next few months until May 1999, when a dispute was declared. On the 29th March 1999, COSATU commented ‘To the Unions it is clear, government is not prepared to negotiate - it has already made up its mind’ [COSATU document - Public Sector Workers Fight for a Living Wage] During the period May-June COSATU Unions decided to “throw their weight behind the ANC election campaign.’’[ibid.]. By the August 1999 the unions compromised their demand from 10% to 7.3% increase. Towards the end of August the government unilaterally implemented ei 6.3% increase for public sector workers, and 4% increase for itself. It then went on an ideological media campaign against the workers claiming that the 4% increase for members of parliament is much less than what has been granted to the public sector workers.

This research considers the nature of social integration between individuals living in desegregated neighbourhoods in post-apartheid Cape Town. Social integration is understood as a dynamic process between individuals from apartheid's different racial classifications as opposed to the common emphasis in the literature on the static outcome of a neighbourhood being integrated. The research was based on both quantitative and qualitative methods. A quantitative analysis of South Africa's 2001 census results was conducted. From this analysis neighbourhoods in Cape Town with "multiple population dominance', where no single group comprises more than 50% of the suburb population and at least one other group comprises over 25%, were identified. Qualitative fieldwork (semi-structured interviews and mental maps) was conducted in two of these 'multiple population dominance' suburbs. Based on research in these neighbourhoods I conclude that labelling a suburb as physically desegregated implies a level of social cohesion that was not found, and masks the reality of division based on length of tenure and socio-economic status. Within the specific South African context of racial inequality, such opposition to desegregation that is not matched by a shared class is likely to restrict the potential for social integration to develop beyond the confines of black middle-classes moving into 'White' areas, and poor Coloureds and Black Africans living in low-cost housing, thus affecting only a handful of the population.

This thesis analyses farm household behaviour and livelihood strategies in the presence of market imperfections. The first chapter uses a farm household model to explain the presence of three household groups determined on the basis of the labour regime adopted: small-scale peasants, self-cultivators and hiring-in households. A partial generalised ordered logit model is used to test the main predictions of the model using data from the 1997 Rural Survey. The results show that access to liquidity and market imperfections matter in the choice of the labour strategy and that liquidity constrained households are more likely to sell labour off-farm. The second chapter provides an analysis of household technical effciency (TE) using using data on the KwaZulu Natal Province. The analysis is conducted at household-level and off-farm activities are considered as additional outputs of production. This approach better captures the jointness between farm and non-farm activities generated by the presence of market imperfections. An important source of li- quidity for the household is the receipt of a pension. Its effect on household TE is identified exploiting the age eligibility criteria adopted by the pension program. The results show that access to liquidity and income diversification has positive effects on household TE. Finally the last chapter investigates the relationship between land and household welfare. It uses the year of arrival in the current location as an instrument for land access and size for households in the former homelands. This identification strategy relies on the argument that African households have been forcibly relocated to the homelands since the introduction of the Native Land Act in 1913. Because of increasing population pressure in the homelands, later arrivals were less likely to have access to land and to larger plots of land. Results show that access to land positively affects the welfare of rural household.

In order to understand the phenomenon of the rising black middle class, Bruger et aI., (2004:134) concluded in their study of the black middle class that, it was the asset deficit which was evident in the African population that accounts for the difference in the consumption behaviour of the' black middle class from their counterparts in other races. Asset deficit is described as the accumulation of luxury goods that include expensive automobiles and property. When the acquisition of such assets is gained through credit, as is the case with the credit worthy middle class, the individual debt of these individuals rises as the acquisition of such assets continue. The purpose of this study was to investigate the creation and sustainability of the black middle class that anchored in political stability encourages social contentment and economic development. The findings of this process offered an opportunity for the state, banks and corporate organisations to review its policy priorities in order to make savings, investment and 'special structure' support networks a priority when dealing with sustainability matters for the black middle class. It is therefore, important that the recommendations provided in the study will sustain the black middle class, which would maintain social peace by indicating economic progress that has only now, since democracy, been available to Africans through the expansion of the black middle class. The thesis explains the challenges, which this class faces in its sustainability that will foster a deeper appreciation of the most effective ways to alleviate poverty and to economically enfranchise Africans. These had been the original objectives behind the government's programmes and initiatives.

Historians of South African Jewry have depicted antisemitism in the 1930s and early 1940s as essentially an alien phenomenon, a product of Nazi propaganda at a time of great social and economic trauma. This thesis argues that antisemitism was an important element in South African society long before 1930 and that the roots of anti-Jewish outbursts in the 1930s and early 1940s are to be found in a widely-shared negative stereotype of the Jew that had developed out of an ambivalent image dating back to the 1880s. By then two embryonic but nevertheless distinctive images of the Jew had evolved: the gentleman - characterised by sobriety, enterprise and loyalty - and the knave, characterised by dishonesty and cunning. The influx of eastern European 'Peruvians' in the 1890s and the emergence of the cosmopolitan financier at the turn of the century further contributed towards the evolution of an anti-Jewish stereotype. By 1914, favourable perceptions of the Jew, associated mainly with the acculturated Anglo-German pioneer Jews, had eroded substantially and the eastern European Jew by and large defined the essence and nature of 'Jewishness'. Even those who separated the acculturated and urbane Jew from the eastern European newcomer exaggerated Jewish power and influence. Herein lay the convergence between the philosemitic and the antisemitic view. War-time accusations of avoiding military service, followed by the association of Jews with Bolshevism, consolidated the anti-Jewish stereotype. In the context of the post-war economic depression and burgeoning black radicalism, the eastern European Jew emerged as the archetypical subversive. Thus the Rand Rebellion of 1922 could be construed as a Bolshevik revolt. As eugenist and nativist arguments penetrated South African discourse, eastern European immigrants were increasingly perceived as a threat to the 'Nordic' character of South African society as well as a challenge to the hegemony of the English mercantile establishment. Nevertheless antisemitism in the crude and programmatic sense was rejected. The 1930 Quota Act ushered in a change and heralded the transformation of 'private' antisemitism into 'public' antisemitism. While this transformation was clearly related to specific contingencies of the 1930s, this thesis argues that there is a connection and a continuity between anti-Jewish sentiment, as manifested in the image of the Jew prior to 1930, and anti-Jewish outbursts and programmes of the 1930s and early 1940s. In short, anti-Jewish rhetoric at this time resonated precisely because a negative Jewish stereotype had been elaborated and diffused for decades.

Increased waste generation and poor waste disposal strategies are a global problem. In South Africa most provinces, and the larger municipalities and metros, seems to have the waste disposal and the landfills reasonably organized. This cannot be said of the landfills in the Free State Province, which could only be called dump sites. In the Free State Province a high unemployment level exists and a lack of finances is experienced by many members of the communities, especially in rural areas. Poverty levels is shown in a study by Adventist Development and Relief Agency (ADRA SA), where it was recorded that 1.8 million (68%) of the people in the Free State Province are living in poverty and living on less than R15 per day. Data on the state of the landfill, types of waste generated which have potential to be recycled, were recorded to assess if recycling could be increased to relieve the economic burden of the poor communities. Attention was paid to the following aspects: assessing the current status of each landfill and identifying the types of waste generated in the area which ended up at the landfills. The extent of recycling and the waste handling and disposal of the waste were recorded. Non-compliance with the prescribed legislative guidelines were noted and aspects such as the state of the landfills, proper enclosure, burning of waste, recycling and products being recycled were identified and recorded. The waste disposal practices at most landfills were poor and very limited recycling was taking place. None of the landfills in the province complied with the minimum requirements for landfilling. Recommendations to improve waste disposal and identification of products with recycling potential were made. Alternative waste strategies which could be economically beneficial for the communities were recommended

The purpose of this study is to identify, observe and record the attitudes and use to of contraceptives by black males in Umtata and to investigate the effect of education, urbanisation and age on fertility control. Data was gathered from a sample of adult males who were past the school going age and were employed or working in Umtata and its surburbs, which are Ngangelizwe, Ikwezi, Southernwood, Northcrest, Norwood, Ncambedlana, Nduli Crescent, Fortgale and Hill Crest. Information was also gathered from Nursing officers in charge of family planning service centres in the areas mentioned above. Findings reveal that, although black urbanised educated males in Umtata seem to have accepted the use of contraceptives by themselves and their sexual partners, their patterns of behaviour in relation to fertility control and the value of children to families remains traditional. This contributes to the relatively high fertility rate in the country. Children are an investment for old age. They are also regarded as a security factor against divorce. It is the duty of legally married couples to raise a family with children who will continue to bear the family name. It appears that men are either suspicious of modern contraception if not totally opposed to it. Many still prefer the use of natural methods of contraception. There is thus need for social workers and health planners to recognise and educate males on the use and benefits of modern contraceptives to limit the number of children borne and control periods when they would like to have children. This study will be of value to social welfare services and to family planning nurses who are in direct contact with clients in hospitals and clinics, in their family planning campaigns, when they motivate couples and individuals on the importance of family planning, and also in mother-and-child health services. Educationists, sociologists, psychologists and persons in other fields of study will also benefit from information attained in this survey.

Throughout South Africa’s post-Apartheid history, the ANC-led government has undertaken a distinct nation-building program in pursuit of “a truly united, democratic and prosperous South Africa” (ANC, 2007). This is reflected in a two-pronged approach, coupling political and socioeconomic transformation with the social-psychological aspect of forging a broad and inclusive national consciousness. The ANC’s “rainbow nation” approach embraces cultural diversity through what I shall call the practice of “interculturalism”. Interculturalism is a way of recognizing commonalities, reducing tensions and promoting the formation of social partnerships among different cultural groups. The ANC has also promoted a civic culture based on the principles of liberal democracy, non-racism, equality and the protection of individual rights. Interculturalism and civic nationalism are critically important factors to South African nation-building since together they foster a shared public culture and support meaningful participation in the creation of a truly just and democratic South Africa. Unfortunately, in many ways South African society remains deeply divided by race, ethnicity and economic inequality. This thesis analyses various theoretical approaches to national identity and nationbuilding with the aim of identifying several concepts which arguably throw light on the problems of South African nation-building and national identity formation. It is argued that interculturalism and civic nationalism are context appropriate approaches which have been adopted by the ANC to further an inclusive sense of shared public culture and promote participation in the creation of a shared public future. These approaches have led to the limited emergence of a broad South African national identity. However, South Africa’s commitment to socio-economic transformation has been less successful in generating widespread support for a broad national identity. While some of those previously disadvantaged under Apartheid have benefited from poverty alleviation schemes, service delivery initiatives and black economic empowerment programs, many continue to suffer from homelessness, unemployment and worsening economic conditions. Increasing economic marginalization has caused growing discontent among South Africa’s poor and constitutes the biggest threat to the formation of a cohesive national identity in South African society. Ultimately, it is argued that while interculturalism and civic nationalism have played an important role in fostering the growth of a broad national identity, true South African social cohesion will fail to emerge without a massive and sustained commitment to wide-ranging socio-economic transformation.

Abstract:
This paper presents the findings of part of a research project entitled "Population Mobility and Settlement Patterns in the Eastern Cape, 1950 to 1990", which was funded by the Human Sciences Research Council. The part of the project with which this paper is concerned, is the study of resettlement in the Border/Ciskei area of the (new) Eastern Cape Province. It involves two main foci: a) the Whittlesea district of the former Ciskei, where research was done in the resettlement area of Sada (where findings are compared with research done there in 1981) and Dongwe; and b) the Fort Beaufort area, where we looked at the two 'black spot' communities of Upisdraai and Gqugesi which were uprooted and moved to the Fort Beaufort township of Bhofolo in the 1960s, and at the establishment of black citrus farmers in the Kat River Valley in the late 1980s, on previously White owned farms which were bought out by the (then) Ciskei government. In the Conclusion, some important differences are suggested between resettlement in the Eastern Cape and in QwaQwa, one of the areas of South Africa that has been most severely affected by resettlement. Ways in which the South African material may be seen in terms of prevailing models for the analysis of resettlement, and may provide an input for the modification of these approaches, are briefly considered.

Abstract:
Various studies conclude that accelerated economic growth and development are necessary in South Africa to make a significant contribution towards reducing high levels of unemployment, inequality and poverty. Moreover, in theories of economic growth the export sector is frequently accorded a special role in encouraging faster economic growth, which is often supported by empirical evidence. Nonetheless, a question that remains unresolved is whether higher export growth leads to higher economic growth in South Africa and what particular role exports may play within the overall economic growth process of the country. This study applies Johansen’s cointegration procedure, impulse response functions, variance decomposition analysis and Granger causality tests to shed light on the channels through which export growth may impact South Africa’s economic growth rate. Quarterly time series data ranging from 1975q1 to 2012q4 is employed in the study’s empirical tests. The empirical results lend support to the idea that the role of exports in the economic growth process fundamentally lies in their ability to encourage investment and capital formation. While export growth supports higher economic growth in the short-run, it does not have the same effect in the long-run. Nonetheless, with export growth supporting faster capital formation in South Africa, and capital formation, in turn, significantly increasing economic growth in the long-run, the impetus to growth stemming from exports has been found to lie in the channel to capital formation. On the basis of the empirical results, not only are exports a critical requirement of higher investment, but they are also anticipated to play a prominent role in lifting the balance of payments constraint that would make investment-led growth possible in the first place. Overall, a strategy of export-led growth that does not explicitly emphasise the export-capital-growth connection is likely to fall short of reflecting the dynamics contained within the exports-growth relationship in South Africa.

Abstract:
After South Africa entered into democracy in 1994, a mediation period of change was set in motion. It was an invitation for South Africans to imagine and envision themselves anew (Gqola 2010). Slave memory; a neglected past, that was previously silenced came to the fore and is currently in the process of being renegotiated in post-apartheid South Africa. In the light of this, I believe that the study of the Cape Minstrel Carnival which has its social roots in slavery lends itself for an insightful interpretation within an art historical framework. While institutionally the memory of slavery was officially marginalized: comparatively, on the streets of Cape Town, the community preserved it in elusive ways embodied in the procession of Carnival through the city. This thesis explores the imagery of creolisation, through an analysis of the Cape Minstrel Carnival. Zimitri Erasmus (Erasmus 200:14) defines creolisation as cultural production that happens under the specific conditions of slavery. Before I decode some of the motifs embedded in the imagery of creolisation, in chapter one I provide an in depth analysis; of the contextual conditions of which the practice of carnival originated. My analysis is informed extensively by post-colonial theories on race, identity, and creolisation. The route of the procession of carnival reveals an alternative and clandestine history of the city of Cape Town which I believe deserves focus. In chapter two I discuss its site specificity in relation to key urban sites, such as the District Six Museum, the Slave Lodge Museum and the Bo-Kaap Museum. This thesis explores the use of performance as a corporeal tool to demarcate the city. In the process of this analysis, a repertoire of movement becomes salient in the construction of creolised identities. In chapter three I discuss the motif of the “coon” as the most salient image of creolisation in the parade; I trace its iconographic roots to the performance of blackface minstrelsy that originated from the slave plantations of the United States of America. By unpacking the racist iconography bound up in the initial construction of the “coon”, it becomes clear that its derogative meaning was subverted when it was appropriated as a symbol of celebration into the New Year’s parades. As a result of its complicated history, some residents deride the parade as perpetuating racial stereotypes, by portraying “coloured” people as buffoons. Class snobbery has played a big part in the criticism. Therefore the procession of “the coons” or euphemistically the minstrels represents a cultural cringe for some and a festive celebration for others and both these sentiments coexist simultaneously. The Cape Town Minstrel Carnival can be interpreted on multiple shifting levels because it takes on an ambivalent and ambiguous position as far as meaning is concerned.

Abstract:

The objective of the study was to explore the conditions of every day life of child-headed households in South Africa. Following research questions were developed:

• How do South African children who are the head of the household perceive his or her life situation and the role as the household-head?

• How are the relations with siblings and other relatives?

• What kind of support do they need?

In order to fulfil the objective an interview study with the design as a case study was con-ducted. Seven children and young adults who had been heading household since under the age of 18 were found to be interviewed about their conditions of life. The result is presented as six case studies and is then discussed in the light of earlier knowledge on the subject as well as focusing on unique and mutual experienced of the informants. The results strongly support results in earlier research on life conditions for Child-headed households (CHH). Children living in CHHs face immense challenges and difficulties in their every day life and the sup-port given is not enough. Conclusions that are made include that improving assistance must be offered both in the dimensions of prevention of children living alone and immediate support to children already living in CHHs.

Abstract:
This study examines the factors influencing the spatial distribution of the Indian communities of Grahamstown, King William's Town, Queenstown and Uitenhage from 1880 to 1991. Primary sources of information were used to determine both the spatial distribution of the four communities and the factors influencing the distribution found. These primary sources included the use of directories, municipal and archival sources of information, interviews as well the work of various authors. The study found that the spatial distribution of Indians in the four study areas were similar with the Indians occupying residential and commercial premises in the central areas of the urban centres. After 1980 there was a substantial movement to other areas. Prior to 1950 the municipalities played an important role in influencing spatial distribution. However, after the introduction of the Group Areas Act, the govennment controlled Indian spatial distribution. Thus the Group Areas Act was the most important factor affecting Indian spatial distribution. Indians in small urban centres in the Cape Province were segregated and their spatial distribution was controlled both prior to and after 1950. Anti-Indian legislation and restrictions were the main factors influencing Indian spatial distribution.
