Abstract:
Sociological study of local MSMEs in facing various obstacles in their growth and development and juridical studies related to the legal basis underlying the need to strengthen the competitiveness of local MSMEs in Bali. This research aims to analyze the factors that affect the competitiveness of local micro, small and medium enterprises (MSMEs) in organizing the trade in tourism services in Bali. This research used is normative research method. This research uses several approaches including: conceptual approach, philosophical approach and analytical approach. The results of this study showed that the formulation of strengthening the competitiveness of local micro, small and medium enterprises (MSMEs) in organizing the tourism services trade in Bali is based on the principle of fair efficiency and the principle of subsidarity so that local MSMEs can become new entities that reflect the philosophy of Tri Hita Karana and have strong competitiveness realize sustainable tourism. It is recommended to the Provincial Government of Bali, to make efforts to crystallize the value of local wisdom that can be applied as the identity of local MSMEs, so that there are formal standards in determining local MSMEs as a new entity in the economic world.

The news media in Oceania are small but remarkably diverse and vigorous. Ownership ranges from large transnational corporations and robust local media companies, as in Fiji and Papua New Guinea, to local entrepreneurial and Government media interests, such as in Tonga and smaller South Pacific nations. News Corporation, through its South Pacific subsidaries, owns the two largest English-language dailies, The Fiji Times and the PNG Post-Courier, while the Malaysian timber company Rimbunan Hijau is a major media investor in Papua New Guinea (The National) as well as having interests in New Zealand and South-East Asia. Australia's Channel nine owns PNG's national TV broadcaster, EMTV, and New Zealand has played an important role in the development of Fiji Television. All three countries have had constitutional freedom of expression guarantees under assault in recent years and the role of the media in good governance has been an emerging theme. Three authors, prominent journalists (and, in the case of two, now also media edcators), analyse the trends in their countries.

Esta tese oferece o seqüenciamento, as bases conceituais da construção, formatação e apresentação do Jogo de Governança da Água (JGA) para a Bacia do Alto Tietê (BAT) situada em grande parte na Região Metropolitana de São Paulo. O objetivo do Jogo é construir intervenções dentro da sustentabilidade ambiental da BAT, alocando recursos em tempo real, através de rodadas de negociação e escolhas estratégicas pelos atores da própria Bacia, de forma a potencializar ou ampliar a governança da água na mesma. Três teorias embasam e sustentam o JGA, ou seja, a Teoria da Ação Comunicativa, a Teoria dos Jogos e a Teoria do Construtivismo. Essas teorias, associadas ao entendimento de outras metodologias que comportam plataformas de negociação, traduzem um produto, o JGA, capaz de estruturar propostas de intervenção e de alocação de recursos para sua implementação e, conseqüentemente, modificação de uma situação inicial de criticidade elencada pelos atores do Comitê da Bacia Hidrográfica do Alto Tietê. Os resultados do Jogo dependem das circunstâncias, do contexto, da interação dos jogadores; de variáveis de outros subjogos, das jogadas produzidas e da criatividade dos próprios atores. Após o Jogo, formatamse redes de aprendizagem e de prática, para que o monitoramento e avaliação da implementação permitam oferecer a gestão dos indicadores e parâmetros das intervenções acordadas no JGA.<br>This thesis provides the structure, conceptual bases, outline and operation of the Water Governance Game (WGG) for the Upper Tietê River Basin in the metropolitan region of São Paulo. The objective of the game is to create and develop environmentally sustainable interventions within the river basin, allocating resources in real-time, through negotiation rounds and the strategic choices of actors from the basin in order to strengthen and amplify local water governance. Three theories underpin and sustain the WGG: Jürgen Habermas\' Theory of Communicative Action, Game Theory and Constructivist epistemology. In association with a full understanding of other methodologies which encompass negotiation platforms, the theories make the WGG a product that is capable of structuring opportunities for intervention and resource allocation for the implementation and consequent modification of first case situations raised by actors within the basin. The results of the game depend on circumstances, context and the interaction of players. They are concomitant on variables from other sub-games, from gameplay and from the creativity of each of the actors. After the game, learning networks and communities of practice form which can monitor and evaluate developments and allow them to accompany implementation, offer management of indicators and follow the parameters for intervention agreed within the WGG.

Abstract:
The level of human capital development depends upon the quality of education and training which in many developing countries is low. In addition, the quality of human skills and knowledge is one of the key determinants of inward foreign direct investment (IFDI) in to developing countries. Literature witnessed the knowledge and skills gaps despite substantial investment in the education, training and human capital development. IFDI could fill the knowledge and skills gap in host developing countries. The aim of this research is to examine the impact of IFDI on human capital development in developing countries through FMNE subsidiaries' human resource development and training programmes on local managers' knowledge and skills development and the resultant impacts on local organisations and thereby on local human capital development. Qualitative methodology applied to analyse semistructured interviews with a convenience sample of 24 managers working in FMNE subsidiaries and local organisations in the Kingdom of Saudi Arabia (KSA). Findings showed that FMNE subsidiaries consider the development of knowledge, skills and abilities of the local managers as a strategic investment. Consequently, short and long training and development (T&D) programmes for local managers are provided both locally and overseas. FMNE subsidiaries trained local managers move from FMNE subsidiaries to local organisations for financial benefits, career progression and other reasons such as higher authority, balance between work and family, favourable location, avoiding work pressure and job security and stability. The mobility of FMNE subsidiaries trained local managers to local organisations leads to human skills and knowledge spillovers such as transfer of knowledge and skills, advancement of professional capabilities, improvement in work behaviours and development of intrapreneurial skills. These spillovers result in upgrading of management skills, availability of intrapreneurial skills, changes in work behaviour and ethics and improvement in capabilities and performance in local organisations. IFDI by FMNE subsidiaries thus leads to positive impacts on the local human capital development such as development of local knowledge and skills, leadership, professional capabilities and competencies in host developing countries. This study provides evidence that IFDI has positive contributions in local human capital development in host developing countries. Natural resource rich countries like the KSA should focus on good IFDI that not only exploits the natural resources but also contributes to local human capital development.

In an industry plagued by underinvestment and unrest, the emergence of the publicly financed MyCiTi Bus Rapid Transit system has structurally altered the market structure of Cape Town road public transport. Due to the heavy dependence of its rollout on subsidised operating support, and the geographies it has targeted, the distribution of subsidy benefits between households in the city has changed. In this context, this investigation looks to address the question: "Is Cape Town's road public transport affordable, and is subsidised operating support well targeted at poor households?" To do so, the paper evaluates the impact of the industry transition on transport affordability and subsidy distribution with the use of a best practice systematic framework. Revealed in the affordability analysis is that Cape Town road public transport remains unaffordable for the lower quartile of the household income distribution - a finding exacerbated by Cape Town's racial economic geographies. On top of this, distribution analysis shows the significant and regressive impact of the industry transition on the distributional consequences of Cape Town road public transport subsidisation. The central premise of this paper is that this evidence warrants the need to investigate alternative subsidy frameworks. Framed by Cape Town's underlying mobility needs and road public transport market structure, this paper designs and simulates the distributional consequences of an alternative subsidy. The simulation reveals that the regressive impact of the transition can be controlled, and the overall distribution improved, by deriving the subsidy framework by a set of demand-side variables. Rather than being viewed as the complete solution, the paper concludes that this simulation signals the need for follow-up research to validate the findings, and to explore the political and operational feasibility of a demand-side subsidy orientation more thoroughly.

Abstract:
The thesis begins with a conceptual model of the way that language diversity affects the strategies, organisation and subsidiary control policies of multinational companies. The model is based solely on the researcher's personal experience of working in a variety of international management roles, but in Chapter 2 a wide-ranging review of related academic literature finds evidence to support the key ideas. The model is developed as a series of propositions which are tested in a comparative case study, refined and then re-tested in a global survey of multinational subsidiaries. The principal findings of the empirical phases of the thesis endorse the main tenets of the model: (i) That language difference between parent and subsidiary will impair communication, create mistrust and impede relationship development; (ii) That subsequently the feelings of uncertainty, suspicion and mistrust will influence the decisions taken by the parent company; (iii) They will have heightened sensitivity to language issues and will implement policies to manage language differences; (iv) They will adopt low-risk strategies in host countries where they are concerned about language difference; (v) They will use organisational and manpower strategies to minimise the consequences and risks of the communications problems with the subsidiary; (vi) As a consequence the level of integration and knowledge flow between parent and subsidiary will be curtailed; (vii) They will adopt styles of control that depend least on their ability to communicate with their subsidiary. Although there is adequate support for all of the above conclusions, on some key points the evidence of the Case Studies and Survey is contradictory. The thesis, therefore, closes with an agenda for further research that would address these inconsistencies.

Groups of companies offer considerable economic and practical advantages over other forms of business organizations. However, the phenomenon creates a long list of problems in terms of antitrust law, tax law, labour law, corporate law, and in the case of international companies, conflict of laws. National laws do not provide a complete solution to these problems because groups of companies are still governed by traditional corporate law, which is designed to govern single independent companies. On the other hand, harmonization of the law of corporate groups across Common legal systems is neither feasible not advisable. The most important problem which has not yet been completely solved by Common law systems is the liability of groups of companies for the debts of their subsidiaries. This has been described as &quot;one of the great unsolved problems of modern company law&quot;. The present study aims to analyse the solutions provided by Common law systems to this problem and evaluate if they provide a solid settlement or whether further safeguards are needed for those dealing with corporate groups, namely minority shareholders and outsiders including creditors. By using a comparative approach with the Islamic law system, the study evaluates if the Common law solutions are also applicable in such a religious system or whether, due to its unique character Islamic law needs to create its own solution. This comparative approach assesses the possibilities of harmonization between Common law and Islamic law systems and promotes the Islamisation of modern laws in Islamic countries.

碩士<br>銘傳大學<br>公共事務學系碩士在職專班<br>100<br>The study is to explore the effect upon jobs involvements factors of government departments outsourcing and dispatch personnel, and we use incentive theory to understand the influence of the various factors on job involvement. We discuss the relationship between job involvement and job performance, as well as understanding the work of the business of the current situation of the government department outsourcing and dispatch personnel. The conclusion of the study should contribute to further clarify the human resource management and planning. According to the literatures, we find labor dispatch generate the problems include: (1) the expansion of low-wage labor (2) rampant illegal dispatch (3) informal workers are deprived of their basic labor rights (4) the nature of the work of non-regular workers replace the role of informal workers (5) class and the rich and poor gap, labor issues triggered a social problem, they pay the social costs should not be underestimated. The study uses the questionnaire study as the research methods. It takes the Civil Aeronautics Administration, Tourism Bureau, Railway Reconstruction Bureau, National Freeway Bureau, Institute of Transportation and Taoyuan International Airport Corporations as the object of study, because of considering the operations of the government’s transport departments are more closely related to people’s daily life. Virtue or vice of the quality of government services is easy to directly affect the public’s overall assessment. In this study, through literature review and organize, summarize the compensation value, the value of work, organizational commitment and organizational justice of the four factors as a research variable, we find that the compensation value, the value of work, organizational commitments, organizational justice and jobs involvements are positively correlated. However the work commitments of jobs involvements and job performance are negatively correlated, the willing to work of the job involvements and job performance are positively correlated.
