Abstract:
The research is aimed to find the answer for the research question: Do the researchers demonstrate economic or financial substantiation for implementation of smart solutions for different dimensions of smart city? The goal of the research is to determine the publications presenting the economic or financial substantiations for smart solutions for smart city and to determine the type of the provided substantiation. It is very important, since Smart City is becoming our life step by step, though the components of it are introduced without any economic study, estimation and substantiation. This research is done to discover the areas where such substantiations exist, and to estimate the possibility of applying the methods, described in these studies, for smart solutions in smart city. The study considers the academic articles in English included in Scopus database and available online in full text. The primary selection comprised 927 publications for the period 1993-2020, and only 22 of them contained the comprehensive or close to comprehensive economic or financial analysis. This fact demonstrates the lack of economic and financial researches in the sphere of Smart City. The study allows the scholars to use the reviewed publications as providing the economic and financial basis for smart city; it also demonstrates the areas of smart city and smart solutions where specialists in economy can apply their competences.

Abstract:
The article presents the results of the study of the current development direction of applied aspects of the game theory tools application in order to improve the quality of substantiation of selecting managerial decisions by participants in construction activities in relation to the situation of uncertainty in changing the external environment. The authors consider some methodological and applied aspects of modeling the process of substantiating the selection of innovative solutions in the activities of construction organizations using statistical games taking into account the situation of insufficient information for making managerial decisions that affect the efficiency of economic activities of construction participants and generate economic risks. A methodological example of applying game-theoretic modeling is considered in substantiating the selection of priority innovative solutions in the field of industrial-civil and transport construction using the “games with nature” class in a situation of partial uncertainty in changes in the external environment. There have been identified some potential applications of statistical games in combination with probability theory that expand the scope of game-theoretic modeling in order to improve the substantiation quality of selecting priority innovative solutions and reducing economic risks in the activities of construction participants.

Abstract:
ABSTRACTFatigue life is a random variable. Thus, the reliability of a conservative fatigue life prediction for a component in the helicopter dynamic system needs to be substantiated. A standard analytical substantiation method uses averaged manoeuvre loads instead of seeing manoeuvre loads as a random variable whose distribution is estimated with limited precision. This simplification may lead to inaccuracies. A new simulation-based method is developed to conservatively predict fatigue life, while also accounting for the full random distribution and uncertainty of manoeuvre loads. Both methods fully account for uncertain fatigue strength but assume that the mission profile is known or can at least be conservatively estimated. Simulations under synthetic but realistic engineering conditions demonstrate that both methods may be used for accurate substantiation of conservative fatigue life predictions. The simulations also demonstrate that, under the tested conditions, uncertainties from manoeuvre loads may be neglected in fatigue life substantiations as the resulting error is not significant with respect to uncertainties in component fatigue strength.

Abstract:
The article deals with the problems of substantiation of service levels in long-term maintenance contracts of public roads. It has been established that the requirements for the operating condition of road elements in existing regulatory documents are rather complete, but they are unsystematized, which complicates the process of their processing in order to conclude a long-term contract for maintenance of roads. It has been determined that according to the world experience, the problem of substantiation of service levels should be considered with detail at the level of the individual defect. The research object is a long-term contract based on end-of-life performance (service levels) of public roads. The subject of research - levels of service - requirements for the operational state of general roads. The purpose of the study is to substantiate the levels of service in long-term contracts for the maintenance of public roads. Research methods - analysis and theoretical generalization of the world experience in substantiating service levels when implementing long-term maintenance contracts of roads. The conducted studies have shown that simulation modeling, in particular, the Monte Carlo method, should be used to solve the problem of substantiation of service levels. In this case, the indicators of the level of maintenance of the elements of roads should be set better than the maximum permissible in terms of ensuring safety, speed and comfort of motion and the requirements for the preservation of elements of roads.

In the era of digitalization, a rapid development of technologies takes place in various spheres of human activity. The pace of introduction of these digital technologies is so high that a gap has emerged, and is constantly growing, between the capabilities of digitalization products and the legal regulation of their application and the consequences to which their erroneous or intended use may lead. The applied aspect of regulation of legal relations within the digital environment, caused by the need to operatively react to the rapidly developing digital technologies, is currently to a certain extent outrunning the theoretical one, entailing a number of legal collisions, as only fundamental scientific substantiation of introduction of certain legal norms may guarantee their consistency and legality. Most of the works in this sphere are, undoubtedly, fundamental, but they mainly refer to individual aspects of legal regulation or theoretical substantiation of the large-scale problem under consideration. In this regard, it is acutely necessary to systematize the current experience in substantiating various approaches to the legal regulation of public relations in the digital environment, which would comprise fundamental positions of researchers from different countries. This task was posed by the multi-national collective of the monograph “Law of the Digital Environment,” the first large-scale research synthesizing theoretical and practical studies in the sphere of legal substantiation and support of events, phenomena and processes taking place in the digital era. Such work can undoubtedly be called a discovery in the sphere of digital law and an “encyclopedia” of the legal field under study.

In the context of aggravation of social processes in the country and the growth of crime, this article substantiates the study of the causes of crime as a landmark and popular research process, in relation to existing changes in society. Currently, the study of the causes of crime despite the numerous studies on this topic is still in demand and relevant. Changing the types of criminal groups, methods of criminal behavior, socio-economic conditions entails a constant need to improve the theoretical basis of the fight against crime, one of the main places in which, of course, plays criminology. The authors investigate the causes and factors contributing to the emergence and spread of crime, analyze different approaches to the classification of the causes of crime. It is emphasized that studying the causes of crime, we always focus on cause-and-effect relationships. But to absolutize it in any case it is impossible. This can lead to the isolation of individual phenomena, to the separation from their relations with other phenomena. It is proved that in the study of crime it is necessary to take into account both its causes and conditions, which together are denoted by the term “determination of crime”. The authors come to the conclusion that “determination” plays a fundamental role in philosophical knowledge of the world. It means that all real processes (both natural and social) arise and develop naturally, because they are caused by certain reasons. If there is a phenomenon that has led to another phenomenon, the first is called a cause and the second is a consequence. The reasons are not any, but quite certain, the corresponding consequences

Abstract:
Purpose. To substantiate the efficacy and safety of scleral collagen cross-linking with riboflavin and ultraviolet radiation. Material and methods. The study was conducted on cadaver porcine eyes and rabbit eyes. Results. It has been experimentally proven that crosslinking with riboflavin / ultraviolet A leads to an increase in the biomechanical strength of the scleral tissue, changing its structure and leading to an increase in the packing density of collagen fibers and an increase in the diameter of collagen fibrils, which confirms the formation of additional cross-links between scleral macromolecules. The absence of any pathological changes in the fibers of the fibrous membrane of the eye was established. The permeability of scleral tissue for ultraviolet radiation of the A range was determined. Based on the data obtained, a formula was proposed for calculating the threshold value of the intensity of ultraviolet radiation during the SCXL procedure. Using the methods of light microscopy, electroretinography and optical coherence tomography, it was revealed that SCXL with riboflavin / ultraviolet A under the studied parameters is safe for the structures of the eye (cornea, retina and optic nerve). A gentle technology for photopolymerization of the sclera with the use of the “UFalink S” device has been developed, the advantage of which is the ability to carry out ultraviolet irradiation in hard-to-reach areas of the eyeball. At the same time, an effective increase in the biomechanical strength characteristics of the scleral tissue was proved and the absence of a damaging effect on the structures of the eye was demonstrated. Conclusion. A clinical study of the scleral crosslinking procedure with riboflavin / ultraviolet A with the proposed parameters: irradiance of 3 mW / cm², irradiation time 30 minutes and preliminary saturation of the sclera with 0.1% aqueous solution of riboflavin for 20 minutes, which in experiments have shown their effectiveness and safety, is recommended. During the procedure, it is recommended to use a water-based photosensitizer riboflavin, without the addition of dextran, which leads to dehydration of the sclera and an increase in its permeability to ultraviolet light, which increases the risk of damage to the inner layers of the eye. Abstract:
Introduction. Partial nephrectomy occupies a rightful priority position in the treatment of localized renal cell carcinoma. It not only provides high oncological results but also allows you to save the renal parenchyma. This reduces the risk of chronic kidney disease and cardiovascular accidents, which is especially important in young patients. The main technical problem is the closure of the renal wound with reliable hemostasis and low risk of urine leakage, especially in patients with large endophytic lesions.Objective. To study the mechanical properties of the renal parenchyma and to establish ways to prevent suture eruption under an experimental model.Materials and methods. The studies were carried out using the equipment of the Center for Collective Use "Technologies and Materials of the Belgorod State National Research University". Mechanical tests of the strength characteristics of the layers of the renal parenchyma were performed on 60 cadaveric kidneys. The tensile strength and tension of tissues during the application of various surgical sutures, as well as variants of the latter with the use of spacers made of materials that prevent thread eruption, were studied using a tensile machine.Results. During mechanical tests, the medulla was found to have the highest strength (23.58 ± 9.17 load (L)) between the layers of the renal parenchyma. The mechanical strength (8.40 ± 2.89 L) of the cortical substance in the absence of the capsule was minimal. When replacing the vertical suture through all layers by tied a knot along the resection line with a similar horizontal mattress suture, it significantly increased tensile strength (27.35 ± 12.04 L) to levels comparable to the tensile strength of the medulla. The use of a hemostatic mesh (SurgicelÒ) as a lining did not significantly affect the ultimate strength (23.58 ± 9.17 L) of the horizontal mattress suture. The use of a prolene mesh (LintexÒ mesh) for this purpose significantly prevented suture eruption (31.48 ± 9.98 L) compared to the native suture and the SurgicelÒ mesh. The maximum tensile strength (45.61 ± 6.1 L) of a horizontal mattress suture was obtained for a tape made of a polytetrafluoroethylene vascular prosthesis.Conclusion. The study of the mechanical strength of the layers of the renal parenchyma showed the inexpediency of performing a cortical suture. The use of a horizontal mattress suture significantly increases the tensile strength compared to a vertical one. Maximum mechanical strength characteristics were obtained using polytetrafluoroethylene inserts.

The article presents a normative method for substantiating the composition and quantity of tractors and agricultural machinery required for 1000 hectares of cotton in the soil and climatic conditions of the Republic of Uzbekistan. For the substantiation of the composition of machines (plough, disc harrow, seeder, cultivator, cotton harvester, etc.), modern equipments were selected to perform the agro-technical measures (ploughing, leveling, sowing, harvesting, etc.) identified in the technological map of cotton cultivation. In substantiating the required number of specific machine required for performing specific agricultural measure or practice per 1000 hectares, its productivity of one shift determined during testing, the duration of the shift, the number of shifts, the daily productivity, the duration of the agricultural measures and practices, the volume of seasonal work were used as arguments.

Abstract:
The object of this research is the social relations established due to commission of administrative offences in the area of road traffic. The subject of this research is the federal legislation, departmental regulatory acts that establish competence of the internal affairs bodies in the process of substantiation of administrative traffic offences, as well as acts of interpretation of the Supreme Courts of the Russian Federation and the European Court of Human Rights. The main goal of this research consists in elaboration of the normative legal acts, law enforcement practice, and recommendations aimed at the improvement of substantiation in cases of administrative traffic offences. The article explores the problematic questions of law enforcement practice established due to substantiation in cases of administrative offences in the area of road traffic. Analysis of the current state of legislation of the Russian Federation that regulates such process in carried out. The scientific novelty of this work lies in revelation of problem points of acquisition, records and evaluation of evidence in cases of administrative traffic offences. The author determines the content of substantiation, its subject and limits in administrative procedures on road traffic offences. The essence of the principle of objective truth in case of administrative offence is revealed. Objective truth manifests as the purpose of substantiation. Claimant, a private party, is outlined as independent subject of substantiation, who reported on the committed administrative traffic offence, providing a photo or video footage of the violation committed.

Abstract:
In recent years, within the framework of the relational approach to the description of space-time and physical interactions, a number of studies have been carried out to substantiate cosmological effects. It has been shown that the cosmological redshift and the cosmic microwave background may be the result of contributions from emitted but not absorbed radiation. However, until now, Hubble’s law has not been fully derived on the basis of only relational ideas. In this paper, this conclusion is presented and the Hubble parameter is calculated in the modern era. For this, the contributions of the pulses of the emitted but not absorbed radiation to the pulse of a distant astronomical object (cluster of galaxies) are considered. It is shown that taking these contributions into account leads to the linear Hubble law.

Abstract:
Safety of the ″Master″ reactor plant in conditions of blocking flow section of a technological channel in the form of a Field’s tube is considered. The possibility of cooling a separate technological channel in the passive mode, considering heat-conducting zirconium matrix, is evaluated. It is noted that the project of the power unit with the ″Master″ reactor with 30 MW power has all the prerequisites for a successful application. General description of the power unit is presented. The mathematical formulation of the problem is formulated. Temperatures in fuel assembly with averaged properties and zirconium matrix (E-110 alloy) are described by differential equations of thermal conductivity with appropriate initial and boundary conditions. Temperatures in external and internal channels of the Field’s tube are calculated using a lumped parameters model and depend only on time. The mathematical formulation also includes an equation for determination of the flow rate of the coolant in the natural circulation circuit. Temperatures in assembly and zirconium matrix are determined by the tridiagonal matrix algorithm. System of equations for determination of temperatures in channels is solved analytically in a quasi-stationary approximation using the Laplace transformation. The developed mathematical model is implemented in the form of TK computer code. Calculations showed that the fuel temperature remains relatively low, and there is no melting of fuel elements.

Abstract:
The forest ecosystem is a classical example of an open system. Its behavior can only be described within the framework of nonequilibrium thermodynamics. The fundamental concept of thermodynamics is the entropy of a system. According to the second law of thermodynamics, the entropy of closed systems takes on the maximum possible value when it reaches an equilibrium state. But in open systems, one can speak of a change in entropy. In ecosystems, the entropies change is represented as the sum of two terms. One term expresses the change in entropy within the system, and the other one is responsible for the connection with the environment. In the work, based on the definition of entropy through the thermodynamic probability of the system (the static weight of the system), a relation was obtained to determine the statistical weight of the forest ecosystem. The statistical weight has determined through the maximum value of biomass achieved during the growth of the stand. As a result, a differential equation has obtained for finding the stand biomass. The analytical solution of the equation is the basis for constructing a basic model of the growth dynamics of a single-species stand. The model was verified for a complete (normal) pine stand of the first five quality classes (1b, 1a, 1, 2, 3). The evaluation of the modeling quality was carried out using the dimensionless Nash-Sutcliffe criterion and showed a very good description of forestry data by the proposed model.

Statistical analysis of accidents in coalmines by the aerogasdynamic factor shows that the effectiveness of existing methods for predicting the risk of explosions of methane-air mixture in the mine workings of coalmines is unsatisfactory. Abstract:
Aim. The paper aims to solve the problem of objective and confident functional safety (FS) evaluation of intelligent control systems (ICS). As regards ICS, the conventional methods, due to their particular features, do not allow for a sufficiently confident estimation of the actual state of FS. The above features include primarily the nondistinct architecture of ICS and the changing connections between the system elements.Methods. Substantiating ICS FS requires using the complete arsenal of known methods and means recommended in GOST 33432-2015 [1], including managerial measures defined by the requirements for the safety policy, program and case. The authors have analysed the capability to prove ICS FS using experimental, expert, analytical, technological, and simulation-based methods. The limitations of some methods as regards ICS FS substantiation have been established.Results. The authors suggest a heuristic graph-based semi-Markov (Markov) method of proving system FS. For the purpose of substantiating ICS FS, it is recommended using the heuristic graph-based method combined with the technological method defined in GOST R IEC 61508 [2–4]. They don’t only allow confidently evaluating the FS of intelligent systems, but developing recommendations for achieving acceptable safety levels of such systems.
