ENGLISH ABSTRACT: In the quest to attract foreign investments which is seen as one way of alleviating poverty by creating employment opportunities and earning foreign currency many countries have implemented the EPZ regime. Though the concept remains the same throughout the world, it has adopted different names depending on the country. In Mexico the EPZ's are called the "Maquiladoras" and in Bulgaria EPZ's are called Free Trade Zones. No matter the differences in names the concept is principally the same: EPZ is an enclave which operates outside the normal economic framework of the country. At independence Namibia faced a high unemployment rate and poverty. In 1995 the Namibian government passed the EPZ Act in order to pave the way for the development of EPZ industrial parks. The need for passing the EPZ Act was necessitated by the acute unemployment rate which the country faced at the time, which had the potential to threaten the political stability the country enjoyed. Thus, amongst other policy instruments, the EPZ Act was passed with the principle objective of attracting the much needed foreign investments which would result in creation of the needed employment opportunities. The government set a very ambitious target for the EPZ regime; it was expected that by 1999 the EPZ regime would have created about 25 000 job opportunities. Thus, the anticipated number of job opportunities was quite frequently used as a justification for the massive investments provided for the development of infrastructures in the EPZ industrial parks and hefty subsidies which were extended to some EPZ companies. It is important to note that unlike other countries who adopted the location-based EPZ model, Namibia has adopted a flexible EPZ model implying that a company which acquires the EPZ status is free to locate or set-up its facility anywhere in the country. In 2003 a Malaysian textile company called Ramatex closed its operations in South Africa and relocated to Namibia. In terms of employment creation the EPZ reached its peak in 2004 when about 10 057 persons / individuals were actively employed in the EPZ companies. Ramatex accounted for about 80% of the total of 10 057 EPZ jobs. Since 2004 the number of jobs in the Namibian EPZ regime started to decline at an alarming rate; at the end of 2007 there were only 5 248 people employed by the EPZ companies. Many times Ramatex threatened to close its operations, citing decline in the demand of its products and low productivity, but after some closed-door negotiations the government initially managed to convince it to continue its operation. Regrettably the success of the Namibian government to convince Ramatex to continue with its operation in Namibia was short-lived, when in the first quarter of 2008; the inevitable closure of Ramatex became a reality. The closure of Ramatex has resulted in the retrenchment of about 3 000 people. The overall performance of the Namibian EPZ regime leaves a lot to be desired. The Namibian EPZ regime so far failed to attract enough investments to create the anticipated job opportunities and to increase the export of manufactured goods. On a positive note, EPZ regime compelled the authority to invest in infrastructures which it might otherwise not have invested in.
AFRIKAANSE OPSOMMING: In die soeke na 'n wyse om buitelandse beleggings te trek as een van die maniere om armoede te verlig deur die skepping van werksgeleenthede en die verkryging van buitelandse valuta, het baie lande die EPZ-regime geimplementeer. Hoewel die konsep dwarsdeur die wereld dieselfde bly, het dit verskillende name in verskillende lande. In Meksiko word dit die UMaquiladoras' genoem en in Bulgarye is dit Vryehandelsones. Ongeag wat dit genoem word , bly die konsep in wese dieselfde: EPZ is 'n enklave wat buite die normale ekonomiese raamwerk van die land opereer. Toe Namibia onafhanklik geword het, het die land gebuk gegaan onder 'n hoe werkloosheidskoers en armoede. In 1995 het die Namibiese regering die Wet op EPZ uitgevaardig om ruimte te skep vir die ontwikkeling van EPZ-nywerheidsparke. Die akute werkloosheidskoers van die land op daardie tydstip het dit noodsaaklik gemaak dat hierdie wet uitgevaardig word, aangesien die werkloosheid potensieel die politieke stabiliteit in die land kon bedreig. As deel van ander politieke instrumente is die Wet op EPZ dus uitgevaardig, met as hoofdoelwit die 10k van broodnodige buitelandse beleggings wat sou lei tot die skepping van die ewe nodige werksgeleenthede. Die regering het 'n baie ambisieuse doelwit vir die EPZregime gestel; dit sou na verwagting teen 1999 nagenoeg 25 000 werksgeleenthede skep. Die verwagte getal werksgeleenthede is dus dikwels gebruik as regverdiging vir die massiewe beleggings wat voorsien is vir die ontwikkeling van die infrastrukture in die EPZ nywerheidsparke asook die groot subsidies toegestaan aan sommige EPZ-maatskappye. Dit is belangrik om daarop te let dat, anders as ander lande waar die EPZ-model plekgebonde was, Namibia 'n buigsame EPZ-model aanvaar het. Dit het geimpliseer dat 'n maatskappy wat EPZ-status verwerf het, sy fasiliteit enige plek in die land kon vestig. 'n Maleisiese tekstielmaatskappy met die naam Ramatex het in 2003 sy bedryf in Suid Afrika toegemaak en na Namibie verhuis. Sedert 2004 het die getal werksgeleenthede in die Namibiese EPZ-regime teen 'n ontstellende koers afgeneem, sodat daar teen die einde van 2007 net 5248 mense in diens van die EPZ-maatskappye was. Ramatex het by verskeie geleenthede gedreig om sy bedrywighede te sluit weens die afname in die vraag na sy produkte en lae produktiwiteit, maar na onderhandelinge agter geslote deure het die regering aanvanklik daarin geslaag om Ramatex te oortuig om voort te gaan. Hierdie sukses van die Namibiese regering was ongelukkig van korte duur, aangesien die onafwendbare sluiting van Ramatex in die eerste kwartaal van 2008 werklikheid geword het. Die gevolg was die afdanking van ongeveer 3 000 mense. Die oorkoepelende prestasie van die Namibiese EPZ-regime is ver van bevredigend. Hierdie regime het tot nou toe nie daarin geslaag om genoeg beleggings te lok om die verwagte werksgeleenthede te skep en die uitvoer van vervaardigde produkte te verhoog nie. ENGLISH ABSTRACT: There is general consensus that small and medium sized enterprises (SMEs) play a formidable role in contributing to employment creation, domestic and export earnings, and poverty reduction (OECD, 2004). They are therefore extremely important to the development of nations (particularly developing countries), as they constitute the bulk of economic contributors outside of agriculture (OECD, 2004). However, SMEs face a number of challenges as they work to realise these important contributions. Aside from the financial constraints that often mar the success rate of SMEs, several non-financial factors hinder their development and their ability to contribute to national development. Non-financial issues include access to markets, technology and training; sectoral support, business networking, and access to information and advice (Thomas, 2003). Based on the important role that SMEs play in developing economies, however, it is crucial that they receive the support needed to help them to succeed, through the provision of business development services. While the financial aspect of SME success is important, their non-financial needs should also be addressed to ensure the holistic survival of SMEs (European Commission, 2009). The role and development of adequate non-financial business development services to either complement financial resources, or to mitigate the lack thereof, is therefore imperative (International Finance Corporation, 2010). This research report explores the gap that currently exists between the financial and non-financial business development services that exist for SMEs in Namibia; and analyses how non-financial services can be enhanced and marketed, to complement financial services that currently exist, and of which SMEs are aware. The report assesses how SMEs can become better aware of, and best utilise business development services to promote their growth objectives. A quantitative and qualitative analysis of SMEs and Business Development Services (BDS) providers in Namibia is conducted, using a survey and questionnaire, and drawing on a literature review. Finally, the report provides a set of recommendations, based on international best practices, of business development instruments needed to transform the SME sector to promote long term sustainability. This research report finds that SMEs need to become better aware and make use of non-financial BDS support to realize the growth objectives of their businesses. The researcher recommends that government and NGOs streamline their support of BDS providers, to being more facilitative and less prescriptive. Additionally, it is recommended that incubation centres adopt best practices in terms of incubator creation, process and performance assessment; that sectoral support and industrial clusters for technical-know-how is promoted; and that BDS suppliers provide context-specific training in order to enhance the effects of training provided. Further recommendations include the promotion of BDS to the general public to increase awareness of the importance of these services; the harnessing of BDS in Namibia’s financial institutions for a more complementary approach; and the formation of a National SME Agency to oversee and facilitate the effective provision of business development services.

This study seeks to analyse the critical factors that influence the success and failure of Small Medium Enterprises (SMEs) in Namibia in the Khomas Findings of the study indicate that there is a problem of business failure in the Khomas Region. Although business owners of successful and unsuccessful businesses recognise the support from the government, most unsuccessful business owners feel that the lack of proper governmental assistance is still one of the most critical factors that led to failure. Finally the major recommendation of the study highlights the issue that the government should come up with strategic measures (such as business incubators) that will prolong the survival of SMEs. Region. To achieve this, the objectives of this study are to confirm whether there is a problem of business failure in Namibia in the Khomas Region. This will be done by identifying the causes of the problems and to search for practical solutions, given the causes of the problems. It is important that the problems associated with business success and failure be understood. Through an analysis of theoretical information and empirical results it is possible to establish how to facilitate more innovative and effective development that is much needed in developing countries, such as Namibia. From the literature it became clear that there are numerous advantages and disadvantages associated with operating an SME. There will be always disadvantages for which we may never find solutions. Despite this, it is evident that SMEs are crucial for the development of any country, as they offer benefits such as subcontractors for larger organisations, economic growth and employment generation. Data were colleted from respondents by means of forty structured questionnaires (twenty for successful firms and twenty for unsuccessful firms) consisting of 23 questions (plus three open-ended questions). Nineteen of the questionnaires were returned of which twelve were from successful firms and nine from unsuccessful firms. The sample was drawn from a list of all the SME owners in Namibia in the Khomas Region.

Manufacturing plays a significant role in the economy of Namibia, and yet is not performing as anticipated. In this study, the role management accounting plays in the success of a manufacturing business is explored. The research study was guided by the question of whether management accounting practices have an impact on the success of a manufacturing business through decision-making, business strategy formulation and implementation processes, as well as business performance as a whole. The research methodology used for this study is a qualitative case study of the manufacturer, Namibia Breweries Limited. This study used the insight of managers involved in the business strategy formulation and implementation, as well as in the decision-making process. The interviews focused on three themes: the contribution of management accounting practices through the business strategy and decision-making process, the influence of management accounting on business performance, and finally, the management accounting systems used in a manufacturing business. The findings of the study demonstrate that there needs to be greater awareness regarding the influence of management accounting practices on the success of a manufacturing business. Also, periodic appraisals on financial performance, quality of products and personnel performance, as well as a thorough understanding of the costing system, can be essential to the success of a manufacturing business.

ENGLISH ABSTRACT: The increase in the use of Enterprise Resource Planning systems in organisations has created an industry which impacts organisations significantly, whether it may be positive or negative. Waltons Namibia has gone through the process twice in a four year period. The processes were handled in a different manner which resulted in different outcomes. The financial impact and general performance of the company were thus significantly different as a result of the different approaches. The study analyzes and assesses the process that was followed during the second implementation process by identifying and evaluating the critical success factors which were addressed successfully and not-successfully. These critical success factors are analyzed in a framework of phases of which the implementation process consists with specific focus on how stakeholder relationships impacted and can impact the critical success factors during an implementation process. The research question can thus be stated as follows: Does the management of relationships between stakeholders in the ERP implementation process play a significant role in the success of the outcome? A secondary result of the research is the creation of a document which can be utilized by organisations to assist in the planning and execution of an ERP implementation by utilizing the framework of phases and identification of critical success factors to manage the project. The study was qualitative in nature utilizing data collected through observation, discussions with participants and personal participation during the project. An encompassing literature review was done prior to the project and the study as well as an assessment of the organisations strategic architecture and the impact it has on the project. The result of the study shows that the management of relationships throughout the project plays a major role in determining the outcome of the project and has

Abstract:
Namibia has the third lowest population density in the world and a large part of the population are dependent on small-scale subsistence farming for survival. What was found during the study is that large distances between communities has created challenges in terms of infrastructure, logistics and communication. These factors needsto be taken into consideration when conducting or starting business. This research examined success factors in existing business initiatives by and for rural farmers in northern Namibia with focus on the implementation of new technology that supports everyday work. Previous literature shows that the best way to implement and startbusiness in scarcely populated areas has not eectively been addressed. The purpose of this study is to gain a general understanding of the context and identify business model success. An eight-week eld study was performed in Namibia during spring of2018. Empirical data was gathered through qualitative interviews and workshops with farmers and business initiative takers that focus on the cultivation and processing of the staple grain mahangu. The main ndings from the research is that more businesses are forming in these rural areas and farmers are slowly adapting to the benets thatnew technology entails, although, full acceptance of new tools is slower due to the long distances, low income, and deeply rooted traditions. A major success-factor is to increase availability through small-scale empowerment of many farmers. Having many smaller businesses in a large area will increase the availability which in turn will lead to increased spread and adaption of technology. The long term benets of new businesses can support the development of the country and also increase quality of life for rural people. It was also identied that a large part of the population conduct business on the informal markets, which implies that no taxes are paid. For future research it is recommended to investigate how a transition from the informal to formal market can aect the lives of the farmers but also the national development of the country.
Namibia har den tredje lägsta befolkningstätheten i världen och en stor del av befolkningen är beroende av småskaligt lantbruk för att överleva. Det som konstaterats under studien är att stora avstånd mellan befolkningen skapar nya utmaningar när det gäller infrastruktur, logistik och kommunikation. Dessa faktorer måste beaktas vid genomförande eller påbörjande av nya verksamheter. Denna forskning undersökte framgångsfaktorer inom befintliga affärsverksamheter, av och för lantbrukare i norra Namibia med fokus på implementering av ny teknik som stödjer och underlättar det dagliga arbetet. Tidigare litteratur påvisade att nuvarande forskning, gällande det bästa sättet att genomföra och starta verksamheter i områden med låg befolkningstäthet för självförsörjande bönder är begränsad. Syftet med denna studie är att skapa en generell förståelse för sammanhanget och identifiera framgångsfaktorer för existerande affärsmodeller. En 8-veckor lång fältstudie utfördes i Namibia under våren 2018. Empirisk data samlades genom kvalitativa intervjuer och workshops med bönder och affärsinitiativtagare som fokuserar på odling och bearbetning av basgrödan mahangu. Resultat visar att ny teknologi är på uppgång och bönder anpassar sig, om än långsamt, till de fördelar som ny teknik innebär. Full acceptans av nya verktyg är emellertid långsam. Detta på grund av långa avstånd, låg inkomst och djupt rotade traditioner. En viktig framgångsfaktor vore att stötta småskaliga jordbruksentreprenörer. Att ha många mindre företag i ett stort område ökar tillgängligheten vilket i sin tur leder till ökad spridning, acceptans och anpassning av ny teknik. De långsiktiga fördelarna med nya företag är att de kan öka livskvaliteten för landsbygden därmed stödja Namibias övergripande utveckling. Det identfierades också att en stor del av befolkningen bedriver verksamhet påde informella marknaderna, vilket innebär att inga skatter betalas. För framtida forskning rekommenderas att undersöka hur en övergång från den informella till den formella marknaden kan påverka böndernas liv, men också landets nationella utveckling.

ENGLISH ABSTRACT: In Namibia the small business sector is seen to play a very important role in the creation of jobs and the growth of the economy. At the same time small enterprises face a wide range of problems, which keep the failure rates of new ventures high and often prevent dynamic business growth. To address these challenges it is insufficient to have a national strategy for small businesses or to just rely on national government and other national bodies. This is particularly important in a country like Namibia which has a small population, stretched over a vast territory, with huge differences in the resources and development patterns of the various regions. Against that background this study focuses on a particular area of Namibia, viz the Erongo Region along the coastal belt. It is Namibia’s best developed region after the central Windhoek/Khomes area, with the two towns, Walvis Bay and Swakopmund, the harbor of Walvis Bay, the Uranium mines and tourism being the foundation for business growth. After reviewing the spectrum of small business support bodies available in Namibia the study looked at a sample of 100 small enterprises in the Erongo area. They were asked about their business engagement, business prospects, main problems experienced and their awareness and utilization of support programmes. These needs profiles were then compared to the set of actual service suppliers found in the Erongo region. This showed that in practice very few of the problems are addressed, largely due to a lack of awareness, pro-activity and cooperation on both sides: local small enterprises and local support suppliers. The study ends with a range of proposals which should, if tackled on a partnership basis and in closer cooperation between the head offices in Windhoek and local bodies, lead to a steady improvement of the SME support process.

The Small Business Innovation Research (SBIR) program was created in 1982 to stimulate research and development among small businesses while providing the government innovative technical and scientific solutions to challenging problems. In SBIR, Phase I awards are made for research projects to evaluate the scientific and technical merit of an idea. Phase II awards are made to further develop selected Phase I projects that demonstrate the greatest potential. In Phase III commercialization occurs, however no SBIR funding is available. This research identifies and measures the variables that shape the success of the Naval Air System Command's (NAVAIR) SBIR program from the stakeholders' point of view. As different stakeholders have different perspectives on how they perceive success in this program, this study identifies the variables that shape the success of NAVAIR's SBIR program from the firms' viewpoint. To identify the variables that shape the success of NAVAIR's SBIR program from the firms' perspective, we conducted a qualitative research. The analysis and results were generated based on the interviewees' perceptions and responses. This study concluded with the factors influencing the success of the firms in the SBIR and from the findings several recommendations were made for the SBIR program and future research.

ENGLISH ABSTRACT: Remote sensing and vegetation indices were evaluated for its usefulness to monitor the success of the rehabilitation programme of the decommissioned tailings storage facility (TSF1) of the Navachab Gold Mine, Karibib, Namibia. The study aimed to objectively illustrate the rehabilitation progression from tailings (baseline) to soil (capping) and vegetation (planted as well as natural). Baseline data sets of 2004 and 2005 were compared with imagery of 2009, 2010 and 2011. All the images were subjected to panchromatic sharpening using the subtractive resolution merge (SRM) method before georegistration. As no recent accurate topographical maps were available of the study area, the May 2010 image was used as a reference image. All other images were georegistered to this image. A number of vegetation indices (VIs) were evaluated. The results showed that the normalised difference vegetation index (NDVI) and the transformed vegetation index (TVI) provided the most promising results. Although the difference vegetation index (DVI) and enhanced vegetation index (EVI) distinguished the vegetation, rock, and soil classes, it was not as successful as the other VIs in classifying the rain water pond. TVI and NDVI were further evaluated for their efficacy in detecting changes. This was done by generating a series of change images and by qualitatively comparing them to false colour images of the same period. Both the NDVI and TVI delivered good results, but it was found that the TVI is more successful when water is present in the images. The research concludes that change analyses based on the TVI is an effective method for monitoring mine rehabilitation programmes.
AFRIKAANSE OPSOMMING: Afstandswaarneming en plantegroei-indekse is ge-evalueer vir die gebruikswaarde daarvan om sukses van die rehabilitasieprogram vir die geslote slykdam of tailings storage facility (TSF1) van die Navachab Goudmyn, Karibib, Namibië vas te stel. Die studie se doelwit was om die progressie in die rehabilitasie van slyk (basislyn) na grond (dekmateriaal) en plantegroei (aangeplant en natuurlik) te illustreer. Basislyndatastelle 2004 en 2005 is vergelyk met 2009, 2010, en 2011 beelde. Al die beelde is panchromaties verskerp deur die subtractive resolution merge (RSM) metode voor georegistrasie uit te voer. Aangesien geen onlangse, akkurate topografiese kaarte van die studiegebied beskikbaar was nie, is die beeld vir Mei 2010 as ‘n verwysingsbeeld gebruik. Al die ander beelde is op die laasgenoemde beeld gegeoregistreer. Die resultate het gewys dat die normalised difference vegetation index (NDVI) en die transformed vegetation index (TVI) die mees belowende resultate lewer. ENGLISH ABSTRACT: The Goverment of the Republic of Namibia soon after independence, recognised its cardinal national responsibility to change the orientation of the nation's economy from one of exporting raw materials and importing final-use products to in-country production of goods based on the country's resource endowment. One productive sector for which explicit and far-reaching guiding policies, strategies and programmes have been developed and instituted from the beginning is the promotion of highly competitive industries with special emphasis on SMEs as a major pathway to progressive and sustainable industrialisation and employment and the simultaneous development of entrepreneurial culture. In recognition of the critical role the SMEs can play in the socia-economic development and economic diversification of the country, the Government of Namibia through its Ministry of Trade and Industry has put in place policies and programmes, specifically for the development of SMEs. To this end, the Ministry of Trade and Industry realised that the lack of bankable business plans limited entrepreneurs' access to finance and this posed the biggest challenges to the growth of the SME sector in the country. This has been conceived as a daunting factor and stems from the reality that entrepreneurs cannot provide bankable business plans to back up their applications. Given the prevailing condition, the Government of Namibia initiated the MSME Feasibility Studies and Business Plan Support programme ~ specifically geared to assist the SME sector with bankable business plans in order to induce financial institutions to provide loans to entrepreneurs with viable project ideas and prospects for success. The objective of the study is to explore the extent to which this support programme has facilitated the access to finance by SMEs and the creation of sustainable businesses. The findings of the study have established that worldwide some of the developed and developing countries initiated and implemented similar govemmental programmes in the form of subsidies to the services rendered by third parties to SMEs in business-plan formulations and related advisory services.
AFRIKAANSE OPSOMMING: Kort na onafhanklikheid het die regering van Namibia besef dat die landsekonomie minder afhanklik moet word van grondstof-uitvoere en die invoer van vervaardigde goedere, met groter klem op die verwerking van plaaslik vervaardigde grondstowwe. In die verband is kleinsake as 'n belangrike ontwikkelingsinstrument beskou en 'n vername skepper van nuwe werksgeleenthede, wat juis in die uitvoer-georienteerde landbou- en mynbou-sektors aan die kwyn is. Om hierdie herorientasie van die ekonomie te bevorder het die Ministerie van Handel en Nywerheid verskeie programme ontwikkel, veral vir die bevordering van kleinsake. In die verband is die probleem van bankfinansiering as 'n besondere knelpunt beskou , met die gebrek aan omvattende sakeplanne vir finansierbare projekte gesien as kemprobleem. ENGLISH ABSTRACT: The contact centre industry is a relatively new concept that hit the business world in this millennium. Many companies, realising the lower cost of operations through the use of a contact centre embraced this and made it part of their business strategy. Faced with a higher level of expectations from customers, the current set-up of Telecom Namibia's call centre as it is now called, needs to undergo a major shape-up in providing services beyond the traditional inbound services to its own customers. Like all other industries and businesses, the establishment of call centres can be attributed to technological advances in integrated telephone computer technology, the convenience factor for consumers, and substantial cost reductions achieved by telephone service delivery in contrast to face-to-face contact. This change is manifested by the fact that virtually every business worldwide has a home website with a "Contact Us" option, online services and various other means of providing client services beside the normal phone call service. This is why the name call centre as it is commonly called has now been changed to contact centre. Most companies invest heavily in the call centre with the expectation that the investment will result in higher productivity and efficiency. However, customer satisfaction with call centre service is "notoriously" low. This can be attributed to the fact that in most instances, customers' queries, especially on the online "Contact Us" option, get lost or are left unanswered. Establishing a contact centre requires not only financial and technological resources but most importantly, human resources. This can be an expensive proposition for most businesses, especially for small to medium enterprises. The rapid growth of call centres due to the higher expectation for efficient delivery of services comes at a cost which most companies cannot afford. This from a strategic standpoint provides a window of opportunity for Telecom Namibia to expand its business by providing contact centre service to businesses in Namibia and in the distant future to the rest of Africa. In order to achieve this however, it needs to develop a strategic blueprint that would serve as a guideline in implementing best known practices for an efficient contact centre. The blueprint should address amongst others: • Organisational structure • Human capacity and workforce management • Technology and support systems • Business processes • Marketing and sales • Financial implications This in effect involves analysing the value chain that would lead to a competitive advantage over rivals in the contact centre industry. Recommendation: The report aims to provide an analysis of what the company needs to do in order to prepare itself for the challenges that will lie ahead in extending this service to other companies and the challenges it will face from competitors providing the same service throughout the world. It is recommended that Telecom Namibia should reposition itself by expanding its business to the contact centre industry which should aim to achieve the following goals: • To meet customers' higher level of expectations of efficiency. • To uplift Telecom Namibia's contact centre to be one of the best in the world. • To meet the organisation's vision of being the provider of telecommunications services of world class standards.
AFRIKAANSE OPSOMMING: Die kontaksentrum nywerheid is 'n relatiewe nuwe begrip wat die sakewêreld in die millennium getref het. Met die besef dat die gebruik van 'n kontaksentrum die koste verbonde aan operasies aansienlik kan verlaag het baie maatskappye hierdie idee aanvaar en dit deel gemaak van hulle sakestrategie. ENGLISH ABSTRACT: The Republic of Namibia gained its independence from South Africa on 21 March 1990. The divided economic sector between modem European orientated and the underdeveloped African sector places major challenges on the government, the business sector and on the population itself. Vast differences exist between income, educational level, and living conditions and life expectations. The economy can be described as stable. Mining, fishing and agriculture are the main contributors to the economy. Currently the government maintains a budget deficit of 23.5% of the Gross Domestic Product. The economic policy can be described as open and democratic. Exchange rates and interest rates are market-determined. The comparatively high Gini - Coefficient of 0,7%, an unemployment rate of 34% and the decrease of the life expectancy rate are major challenges faced by the government of the day. Since independence Namibia has become a member of many regional and world organisations. These organisations support Namibia in various development projects, which will contribute t a stable economy. The composition of the Namibian population together with the size of the country and its various natural resources makes Namibia not very attractive for major manufacturers or industrialisation. Therefore the development of Small Macro and Medium Enterprises are of utmost importance. Namibia has developed a sophisticated financial sector, compared to other African countries. The Namibian Stock Exchange was established during 1992 and has developed into the second largest stock exchange in Africa. Treasury Bills and Government Bonds have been introduced as investment tools. Various state-supported institutions have been founded to support economic development. The Ministry of Trade and Industry implemented various tax incentives to attract foreign and local investments. However these measures have not had the expected effect. Namibia can learn few things from Mauritius, which has had basically the same historical development and economic composition. To ensure future investments in Namibia the government should consider the implementation of an investment tax, the implementation of an Unemployment Insurance Fund, and the support of unemployed people. The effect of HIV/AIDS will have a major impact on the economy of the country. The regional development will have a major effect on the national economy. The Southern African Development Community should create a regional currency, a standard economic and political structure and a free trade area. Such a regional development will have a positive effect on all national economies. Namibia has enough investment opportunities for national and foreign investors. Political and economical stability has to be maintained to ensure continuous future support of the investors. To fight poverty additional steps have to be taken so that within 20 years poverty in Namibia is not an issue anymore.

Die groot ekonomiese verskille tussen moderne Europese en ander ontwikkelde Afrikaanse sektore plaas die regering, die besigheids sektor en die inwoners voor 'n groot uitdaging. Groot verskille bestaan tussen inkomste, opvoeding, lewens omstandighede en verwagte lewensduur. Die ekonomie kan as stabiel beskryf word. Huidiglik handhaaf die regering 'n begrotingstekort van 23.5% van die Nasionale Bruto Binnelandse Produk. Die ekonomiese beleid kan as demokraties en oop beskryf word. Namibië kan baie van Mauritius leer, wat basies dieselfde historiese ontwikkeling gehad het en dieselfde ekonomiese samestelling het. Om toekomstige ontwikkeling te verseker, behoort die regering die implementering van 'n beleggersbelasting te oorweeg, sowel as 'n werkloosheidsversekeringsfonds om werklose mense te help ondersteun. Die effek van MIV/VIGS sal 'n groot uitwerking hê op die ekonomie van die land. Streeksontwikkeling in Suider-Afrika sal 'n groot effek op die ontwikkelling van die nasionale ekonomie hê. Die Suid Afrikaanse Ontwikkelings Vereniging behoort een gesamentlike geldeenheid, 'n standaard ekonomiese en politieke beleid te hê om 'n vrye handelssone te implementeer. Die streeksontwikkeling sal 'n positiewe effek op alle nasionale ekonomieë hê. Namibië het genoeg beleggingsmoontlikhede vir nasionale en buitelandse ontwikkellaars. Politieke en ekonomiese stabiliteit behoort gehandhaaf te word om toekomstige steun van beleggers te waarborg. Om armoede te bekamp, moet addisionele stappe geneem word om te verseker dat dit oor 20 jaar geen probleem meer sal wees nie.

ENGLISH ABSTRACT: In a stable economic environment and enabling macro economy, such as Namibia, a small and medium enterprise (SME) sector is vital for the growth and sustainability of the economy. Although several studies have been conducted on SMEs, to the best of the researcher's knowledge, no single study has been conducted with regard to SME development in Namibia with emphasis on the Khomas region. The aim of this study was to explore the progress made, during the last decade in minimising constraints faced by SMEs in key developmental areas, such as access to finance, sound management, business processes, marketing and strategic alliances. In order to adequately address these key developmental areas the research sought to address the following questions: What strategies should SMEs adopt in terms of management, finance, marketing and networking in order to ensure their future viability? What is the institutional capacity from the sample of 50 SMEs in the Khomas region? What are the likely capital and recurrent cost implications with respect to traders wanting to form alliances in the Khomas region? What potential problems are likely to emanate from the SMEs' venturing into the export processing enclave? The government of Namibia, in 1997, recognised the important role SMEs can play in the country's socio-economic development. A number of policy documents were issued to give clear definitions of small businesses and to stipulate government programmes intended to ensure that conditions are favourable and enabling for SMEs' growth in Namibia. This research study explores the impact of the process of development since the passing of the Government SME Policy in 1997. Furthermore, this research looked at policy documents on SMEs, national development plans (NDPs), millennium development goals (MDGs), other developmental goals and government policies relevant to SME development in Namibia. The analysis indicates that the majority (74%) of SMEs in the Khomas region are involved in general dealing, like footstalls, detergent makers and the service industry. According to the Ministry of Trade and Industry (MTI 1997: 29), lack of finance is widely regarded as one of the major obstacles to the development of more advanced small businesses. Most of the SMEs do not have sufficient funds to venture into capital intensive programmes like manufacturing activities. As a result, general dealing becomes a better option since it does not require large sums of money to start operating or to expand current operations. Financial institutions have stringent collateral requirements; therefore access to finance is regarded as a major limiting factor for SME growth in the Khomas region. The survey also concluded that most SME owners act as sole proprietors and try to perform all business operations by themselves. They usually fail to keep financial records, due to ignorance of its importance. As a result most SMEs do not know how much money they have used or profits made. This research investigated, concluded and made recommendations on the factors that have assisted or impeded SME development in Namibia, with emphasis in the Khomas region.

Recently, and over the last few years, a number of major State-Owned Enterprises (SOEs) have not been financially sustainable. There have been revelations of increased misappropriations of funds and millions of dollars in dubious investments. The alleged reason for the failure of these SOEs has been the lack of efficient corporate governance. The objective of this research report was to analyse the challenges and successful aspects faced by SOEs in Namibia with regards to the enforcement of good governance within the SOEs Governance Act No.2 of 2006. The report further aimed to establish whether the SOEs Governance Act provides appropriate mechanisms to ensure good corporate governance within the enterprises and investigate whether the act has been enforced. To attain these objectives, the report presented a review of Namibia’s SOE sectors and SOE Acts. In addition, interviews were conducted with representatives of three SOEs in Namibia, that of TransNamib, NamWater and NamPower. Namibian SOEs are faced with challenges in terms of maintaining good governance. The SOEs are compelled by state pressure to adopt more goals such as social development and political objectives on top of their profit motive. Thus, by acting in the best interest of state-owned enterprises, various boards may be in conflict with the interests of the government with regards to social and political goals. Based on the evidence presented in this research report, the study points out five crucial aspects of non-conformance to best practices that can be used as lessons and as a basis from where Namibia can spearhead its corporate governance practices for SOEs within the framework of the State-owned Enterprises Governance (SOEG) Act.

Corporate Governance in Namibia is such a serious challenge, especially in the public sector. The public sector consists of government entities including state-owned enterprises (SOEs). Namibian SOEs are prevalent in the important infrastructural sectors of energy, water, transport, telecommunication, finance, etc., and their performance is of great importance to the entire population, local businesses as well as to foreign investors. The fundamental aim of this study was to evaluate the level of corporate governance in the Namibian SOEs using the adopted Evaluation Matrix that was developed by the Centre for Corporate Governance in Africa of the University of Stellenbosch Business School. This matrix was developed based on King II and King III principles of good corporate governance. Namibian SOEs are governed by the State-owned Enterprises Governance Council (SOEGC), which prescribes the King Code of Governance of South Africa (King Code) as the guidance of governance to Namibian SOEs. The research study employed the data collection method of using secondary data from the companies’ public documents, in this case the annual reports. According to King III, the annual report or integrated report as it is now ideally called is supposed to contain all the company’s governance issues that promote sustainability, accountability and disclosure within the company. Companies that did not disclose information scored poorly in disclosure and transparency. From this research, it has been observed that Namibian SOEs need to improve on disclosure. There are, however, a few companies, such as Namibia Ports Authority (Namport) that are doing relatively well and are close to having an annual report which is almost an integrated report. The study’s focus was also on boards’ sustainability aspects of good corporate governance. These aspects are: racial and gender diversity of boards, attendance at board meetings, and the presence of relevant board committees. On this subject, it was observed that Namibia’s SOEs are relatively on par with both South Africa’s SOEs and private sector, when compared to results of similar research studies in that country. The success of this research also proved that this Evaluation Matrix as developed can be adopted for use on corporate governance in Namibian companies.

The current business landscape is vastly different from that of a decade ago, due to the continuous technological advancements influencing all aspects of business strategy. This digital evolution impacting organisations has increased the necessity for organisational leaders to incorporate new digital capabilities into their digital business strategies and the design of their digital business models. There is thus a need for organisations to design digital business models that enable them to not only remain competitive, but to also capitalise on the opportunities available to them in the new digital world. The findings of this research indicate that six business model components that were postulated to form part of a digital business model design are statistically significant in influencing the success of a digital business strategy. In addition, the results indicate the cumulative effect these business model components have in determining the success of the digital business strategy. Furthermore, the results enable the ranking of the various business model components regarding their importance in cumulatively influencing the success of the digital business strategy. Comparative and multivariate data analysis was conducted on 97 employees who operated on a strategic level within organisations, where a digital business strategy was present and/or where the organisation offered digital products and/or services to the market. As such, only middle to senior level employees who were involved with digital strategy development and execution formed part of the research.

Hence, the objectives of this research were to assess whether the information technology strategy is aligned to the business strategy of the Government Institutions Pension Fund in Namibia and to ascertain how to narrow the gap between IT and business strategies at GIPF. This research has utilized a questionnaire as the main data source. The questionnaire had a Cronbach's alpha reliability coefficient = 0.956, signaling a great internal consistency for the 33 questions of the survey instrument. The survey was performed on a random sample size limited to n=35, which indicates that the results may not be conclusive. The research revealed that the needs of the business should take pre-eminence in the alignment initiative and that IT implementations should be aimed at achieving those needs. However, there are times when IT needs to drive the business agenda in order to champion new opportunities and stimulate new efficiencies. In conclusion, it was established that the credibility of the IT organization, the management of demand for services and the relationship between IT and business executives are central to the quest for alignment. Proper consideration of these issues should be maintained to enable the use of IT for the benefit of business strategy.
AFRIKAANSE OPSOMMING: Die huidige behoeftes vir besigheids-uitnemendheid het hoe vereistes geplaas op 'n geoliede en foutloose verhouding tussen inligtingstegnologie (IT) en die besigheid. Daar kan nie aanvaar word dat hierdie verhouding vanself sal ontwikkel nie. Die doelwitte van hierdie navorsing is juis om vas te stel of die GIPF van Namibie se inligtingstegnologie strategie in Iyn is met die besigheidsstrategie en om te bepaal hoe hierdie gaping nouer gemaak kan word. Die navorsing het gebruik gemaak van 'n vraelys as die hoof bron van data. Die vraelys het 'n Cronbach alpha betrouebare koeffisient van 0.956, wat aandui dat daar groot interne konsekwentheid is vir die 33 vrae van die ondersoek instrument. Die ondersoek was gedoen op 'n willekeurige toetsgrootte waar n=35 wat mag aandui dat die resultate nie bepalend is nie. Die navorsing toon dat die behoeftes van die besigheid prominensie moet neem in die belynings inisiatief en dat IT implementering daarop gemik moet wees om hierdie doelwitte te bereik. Maar, daar is kere waar die inligtingstegnologie se behoetes die dryfveer vir die besigheidsagenda moet wees om nuwe geleenthede te ondersoek en om nuwe bekwaamhede te stimuleer. Ter samevatting, is dit vasgestel dat die aanneemlikheid van die IT organisasie, die bestuur van die vraag na dienste en die verhouding tussen IT en die besigheids bestuur sentraal is vir die soeke na 'n verhouding wat volkome in Iyn is. Daar moet deurlopend deeglik aandag aan hierdie aspekte geskenk word om te verseker dat IT gebruik word ter ondersteuning van die besigheidstrategie.

Small business owners represent 99.7% of all U.S. employer firms, employ half of the private sector employees, and provide 43% of the total U.S. private payroll. However, 50% of new small business startups fail within the first 5 years of operation. The purpose for this multiple case study was to explore what skills, knowledge, and strategies small business coffee shop owners use to succeed in business beyond 5 years. Systems theory, chaos theory, and complexity theory provided the conceptual framework for exploring the research question of this multiple case study. To identify and explore the factors for maintaining small business' operations, the population for this study was 3 small business owners of 3 coffee shops in Duval County, Florida who sustained their businesses for a minimum of 5 years. The data sources were semistructured interviews, the business' websites, social media information, and site visit observations. Based on methodological triangulation of the data sources, analytical coding, and analyzing the data using mind mapping and software, 3 themes emerged: owner networking and the business as a customer to customer networking venue, business plans' initial challenges and addressing subsequent changes, and a need for marketing differentiation. Potential implications for effecting positive social change include increasing the rate of small business success, and increasing the financial security for owners, employeees, employees' families, and their communities.

Business Intelligence can bring critical capabilities to an organization, but the implementation of such capabilities is often plagued with problems and issues. Why is it that certain projects fail, while others succeed? The theoretical problem and the aim of this thesis is to identify the factors that are present in successful Business Intelligence projects and organize them into a framework of critical success factors. A survey was conducted during the spring of 2011 to collect primary data on Business Intelligence projects. It was directed to a number of different professionals operating in the Business Intelligence field in large enterprises, primarily located in Poland and primarily vendors, but given the similarity of Business Intelligence initiatives across countries and increasing globalization of large enterprises, the conclusions from this thesis may well have relevance and be applicable for projects conducted in other countries. Findings confirm that Business Intelligence projects are wrestling with both technological and nontechnological problems, but the non-technological problems are found to be harder to solve as well as more time consuming than their technological counterparts. The thesis also shows that critical success factors for Business Intelligence projects are different from success factors for IS projects in general and Business Intelligences projects have critical success factors that are unique to the subject matter. Major differences can be predominately found in the non-technological factors, such as the presence of a specific business need to be addressed by the project and a clear vision to guide the project. Results show that successful projects have specific factors present more frequently than nonsuccessful. Such factors with great differences are the type of project funding, business value provided by each iteration of the project and the alignment of the project to a strategic vision for Business Intelligence. Furthermore, the thesis provides a framework of critical success factors that, according to the results of the study, explains 61% of variability of success of projects. Given these findings, managers responsible for introducing Business Intelligence capabilities should focus on a number of non-technological factors to increase the likelihood of project success. Areas which should be given special attention are: making sure that the Business Intelligence solution is built with end users in mind, that the Business Intelligence solution is closely tied to company‟s strategic vision and that the project is properly scoped and prioritized to concentrate on best opportunities first. The storage and distribution of goods in warehouses have been around for centuries. Information systems and technology have enabled business to run various different functions, like accounting, successfully. Companies soon realised the additional benefits technology can bring to their operations. Increase in product throughput and increase in product range are some of the examples that add additional complexity to the warehousing and distribution functions. In order to cater for the additional complexity, to gain improved customer service levels and gain a strategic advantage in delivering the right product, in the right place at the right time, companies are implementing warehouse management systems (WMS). However, the WMS implementations are complex and involve various different stakeholders. Failed WMS implementations can negatively affect the operations. There are many risks associated with the WMS implementations and many companies have had to issue profit warnings in the past due to failed implementations. Various viewpoints on project success exist but this research report has aimed to provide a framework of key success criteria which organisations can use to evaluate the success of their implementation. Since WMS are generally rolled-out across various sites within a specific supply chain, measuring and evaluating the success of the first project can guide the project team to achieve more project success in the future, eliminating the risks associated with failed implementations. This study clearly defines the difference between project success, project management success, critical success factors and key success criteria. Literature on the topic is limited and therefore this study looked at various sources like peer-reviewed literature, popular literature and case studies. The findings of the report indicate that there is a list of ten different key success criteria which organisations can focus on in order to measure and improve their project success. Taking ownership, change management, managing stakeholder expectations, communication, training and testing are some of the key success criteria that were identified. This study concludes by presenting a framework which organisations can use to measure the success of their WMS implementation.

ENGLISH ABSTRACT: This study summarizes data for the consumptive wildlife industry in Namibia, both in terms of resource availability and current utilization and monetary value. Based on these data a spreadsheet-based cash-flow model is developed to simulate scenarios and to explore what constitutes the critical parameter. Based on this data synthesis and modelling, recommendations are made and conclusions drawn. Chapter one gives an overview of Namibia's economy, with special reference to the livestock and wildlife industry. The fact that the commercial livestock herd has been shrinking over the years is pointed out, as well as the stable output achieved through better management practices. The literature research has shown that wildlife ranching could be a viable alternative to livestock farming as practised in southern Africa, especially in the more arid areas with higher rainfall variability. Chapter two outlines the resource availability, based on the distribution and densities of the more common species. The occurrence of the rarer species is touched on. The point is made that it is very difficult to accurately count wildlife over large areas and that, as elsewhere, Namibia's wildlife at a regional scale is underestimated. Chapter three documents the consumptive use of wildlife. Trophy hunting, the most important segment in terms of national income, is discussed together with the live sale of game, live export of game, venison production and night culling. A comparison is made between the economic outputs of the wildlife industry versus that of the commercial cattle industry. Chapter four covers financial modelling and the economics of the wildlife industry in Namibia. A spread-sheet based deterministic model is developed to explore the cash-flow implications of various game ranching options, such as using different species mixes, owning land of different carrying capacities and offering different services. Chapter five addresses policy and legislative issues in relation to the wildlife industry. Topics such as property rights and exclusive utilization rights, industry representation and the forming of smart partnerships with primary resource users are covered. Broad recommendations are made to the Ministry of Environment and Tourism. Chapter six is used for a concluding synthesis of the previous four chapters.

ENGLISH ABSTRACT: Namibia’s economic success is largely determined by the success of its small and medium enterprise sector. The contribution of this sector to the Namibian gross domestic product is a function of its entrepreneurial vigour. It is well documented that an organisation’s entrepreneurial leadership competency makes for higher profitability. What is less commonly known, however, is that this complex entrepreneurial leadership construct includes a vital ethical component. This study has aimed to shed light on the relationship between entrepreneurial and ethical orientation, both sub-constructs within the larger entrepreneurial leadership construct. An in depth theoretical discussion on both entrepreneurial and ethical orientation is offered. Prior research on both orientations is consulted to provide the necessary theoretical background. The study concludes by commenting on the existence of a relationship between the dimensions of entrepreneurial orientation.

Namibian ports are state-owned and have fallen behind in terms of port reform The ports are increasingly pressurised by port users and even more so by shipping lines for infrastructure investment and technological advancement without any guarantee of return on investments. Increased competition amongst ports as well as a shift in the balance of power to port users, demands of Namibia to review its port governance and ownership structure to ensure that the country remains responsive to the changing global marketplace contribute to these pressures. This study deals with the complexities associated with port reform and port competition. The paper presents a synthesis of literature on port governance models and port reform. In addition, this paper also presents an analysis of the port choice decisions made by port users and reviewed port reform case studies of two African ports. Drawing from the lessons in case studies, it is clear that various options of port reform have emerged over the years, each with its own strengths and weaknesses. The study further shows similarities in the objectives of port users when choosing a port but applying different strategies to achieve their objectives.

The level of poverty in Namibia is relatively high. Access to finance is cited as one of factors hampering economic growth and poverty alleviation. Microfinance is seen as one of the effective tools that can address poverty alleviation by engaging the poor in sustainable economic activities. Microfinance services have existed in Namibia since the late 1990s, yet they have not attained growth. The main providers of microfinance services consist mainly of Micro-lenders, Non-Governmental Organizations (NGOs), Savings and Credit Cooperative Societies (SACCOS), Public Financial Institutions (PFI) and to a less extent Commercial Banks (CB). This research report aimed to study and identify the problems that impact on the growth of microfinance finance institutions (MFIs) in Namibia. The findings of this study revealed that lack of regulatory and policy framework, lack of capital and high operational costs were the main problem areas hampering the growth of MFIs in Namibia. The study made recommendations which are aimed at enhancing the growth of microfinance institutions.

ENGLISH ABSTRACT: NamPower is the current power utility in Namibia and needs to access the debt capital markets over the next few years, in order to be successful to finance its capital expenditure programme of NAD 13.9 billion. NamPower intends to raise the funding from its operations, shareholders equity injection and debt, in the form of bonds and development finance. In order to be successful in its bond issuance programme, NamPower must at least maintain an investment grade credit rating. Credit Rating Agencies play an important role to provide investors with their credit ratings and reports. Many investors base their investment decision making on certain levels of credit ratings. A credit rating is the probability that an issuer or instrument will default on its debt repayment obligation. Depending on the circumstances, investors usually require a minimum of an investment grade rating (AFP, 2009:20). Looking at the current financial crisis investors felt left down by the credit rating agencies, as investors relied on the credit rating reports and the underlying credit rating. Investors literally lost billions in financial crisis of 2007-8/9 as corporate and structured products defaulted on meeting financial obligations. As a result of the defaults and financial crisis the credit rating agencies have been criticised for inadequate disclosure and potential conflicts of interest. Many critics argue that credit rating agencies are not asking inquisitive questioning and probing into issues when doing credit reviews. Evidence was not that conclusive, but big corporate failures like Enron and WorldCom are examples of the credit rating agencies’ failures. Furthermore, credit rating agencies are not particular about creating predictions of future developments, but the last crisis has shown that credit rating agencies were fairly successful with corporate or issuer ratings as default has been fairly limited to the higher credit rating categories. Evidence provided in the research supports that investors still rely on credit ratings more so for corporate, institutions and fixed income products, but are very insure about structured products, due to recent market failures. Therefore it is still of critical importance for NamPower to maintain its investment grade credit rating. NamPower has maintained and even improved on its local national scale credit rating. Investors are still risk adverse since the financial crisis but as economic conditions improve investors should be coming back to emerging markets. To bring back the investors to invest in the emerging markets will require a certain appetite returning to the investor, but surely there will be a premium or funding will be more costly in future and not in demand as previously. As for NamPower, the opinion is therefore that although smaller in size, it poses as an attractive investment opportunity for investors as there is shortage in investment grade assets in Sub-Sahara Africa to fill the portfolio gaps and give diversification.

Poverty reduction, employment creation and economic growth are priorities in the development of Namibia. Although Namibia has a relatively high domestic savings rate in the form of long-term insurance, unit trust and pension contributions, these savings do not translate into economic growth and job creation. Under Regulation 28 of the Pension Funds Act, Namibian pension funds are required to invest a minimum of 35% of pension fund assets in the domestic economy, with a minimum of 5% of assets to be invested in unlisted entities. Both measures are aimed at using domestic savings to stimulate economic growth. Regulation 28 also requires pension funds to diversify the investments of assets across different asset classes, both domestically and internationally, in order to reduce exposure to the risk posed by a specific asset class. Taking cognisance of the additional risks involved in investment in unlisted entities, Namibian legislators drafted Regulation 29 through which these pension fund investments in unlisted entities are to be made once Regulation 29 is promulgated. Such investments will take the form of private equity investments, although provision is made for debt financing of unlisted entities. This research paper investigates the potential risks and benefits associated with the requirement to invest in unlisted entities, and whether draft Regulation 29 will provide sufficient safeguards to mitigate the risks to pension funds of investing in this asset class. Regulation 29 has been drafted taking into consideration lessons learned from the experience of the Government Institutions Pension Fund in investing in unlisted entities. In order to invest in unlisted entities, draft Regulation 29 requires pension funds to invest in a special purpose vehicle through which investments are made in portfolio companies that have been identified by unlisted investment managers. Pension funds will not be allowed to make direct investments in unlisted entities. The draft regulation details the contractual relationship between the pension fund and the various parties to the unlisted investment. It imposes strict reporting requirements on the pension fund, the special purpose vehicle and the unlisted investment manager, and creates a heavy regulatory burden for the Namibian Financial Institutions Supervisory Authority as the regulator. In addition to access to sufficient funds for private equity investments, adequate investment opportunities, appropriate experience and skills of managers in the industry, and a supportive regulatory environment, private equity investors require ways to exit their investments, either through listing on a stock exchange or disposing of investments on a secondary market.

This research investigates the volunteer tourism industry in Namibia, a niche market of the tourism industry. The tourism industry is the fastest growing sector in the economy (Travel News Namibia, 2012: 9), and it is also the second largest contributor to GDP (Ministry of Environment and Tourism Annual Report, 2010: 14). Although the volunteer tourism industry has been active for more than 20 years, it is currently having trouble with its status as a recognised sector of the tourism industry. Industry members mostly fear that investments to grow the industry are at risk due to uncertain entry visa requirements for international volunteers. There is also a concern that the industry is not regulated like other sectors of the tourism industry and that volunteer tourism is not recognised with equal status. Industry members feel ignored when it comes to national marketing campaigns and when representative bodies act in their interest. Industry members also expressed concern being left out when it comes to drafting new laws that affect the industry. To understand the industry, it is vital to analyse the industry from an internal and external perspective. This includes an analysis of the current status of the strategic architecture of the industry and an environmental analysis. The report also presents innovations to a typical strategic architecture model. Information and data for this research report was gathered from tourism industry stakeholders and experts, managers of five of the biggest industry players, and international volunteers. The findings of the investigation reveal that the business model of the industry is working well. Initiatives for continuous improvement, however, remain small due to uncertainties experienced in the macro-environment. The competitive environment of the industry is conducive to performance, as well as price and costing models. Demand for volunteering in Namibia is on the increase and the industry has realised that it needs to prepare itself to capture its full potential. The establishment of the Namibia VolunTourism Forum, which is represented through important stakeholders of the industry, is a first step to find solutions to the many challenges. This report serves as a working paper for the tourism industry and in particular for the volunteer tourism industry with the aim to increase stakeholder value.

ENGLISH ABSTRACT: Since it is recognised that strategy-as-a-practice is an inherently complex affair, the relevant strategic processes and activities within organisations were explored, with the purpose of the study being to gain a deeper understanding of the strategising roles that lead to the formulation and implementation of strategy. It was found that competitive advantage comes from unique strategic processes within the organisation, which, in turn, depend on specific actors, behaviours, discourse and communication, as well as on the level of shared strategic understanding within the organisation. The financial services industry in Namibia formed the focus of the study. Financial services companies are regarded as risky, highly complex institutions, because of the mostly intangible products and services they offer. The business models they employ have evolved into highly sophisticated sets of processes that require heavy investments in technology and business systems. Capricorn Investment Holdings (CIH) was used as a case study to examine micro strategy and strategising within the financial services industry in Namibia. Focus was therefore placed on banking (Bank Windhoek) and insurance companies (Welwitschia Nammic Insurance Brokers and Santam Namibia). Bank Windhoek, Welwitschia Nammic Insurance Brokers and Santam Namibia are subsidiary companies of CIH. Examining strategising from the micro strategic perspective has many advantages, such as highlighting both the dynamics and the consequences of strategic action, while allowing for a much richer understanding of the multiple factors that influence strategic processes. These include the social, political and economic contexts within which strategic action has occurred. The main findings of this study are that strategising processes are less structured at group level than within the subsidiary companies. The culture of the organisation, including the behaviours of leaders, determines the strategic thinking capabilities of staff. Moreover, the findings show that strategising capabilities are stronger at leadership level and that mature companies are likely to involve more stakeholders in the formulation of their strategy. The findings also suggest that there is a need to include intuitive approaches in strategy development. Lastly, within CIH formal strategising processes outweigh those interactions where strategy is developed through informal talks and discussions.

Native Americans start fewer businesses than do other U.S. populations, and the receipts and employment of those businesses are 70% lower than the U.S. average. However, little knowledge exists concerning Native American (NA) business success. The purpose of this quantitative study was to examine the likelihood that attitudes toward entrepreneurship, subjective norms, and perceived behavioral control predict business success amongst NA business owners. Understanding the factors that contribute to NA business success is imperative to developing best practices for business owners and business support agencies. The theory of planned behavior served as the theoretical framework for this study. Of the 550 invited NA business owners registered within a single tribe in the South Central United States, 79 participated in this study. A binary logistic regression analysis produced conflicting results: significant goodness-of-fit yet insignificant individual predictors. Information obtained from this study could assist NA and other underdeveloped business populations with understanding factors influencing entrepreneurial endeavors; however, readers must interpret findings with caution because of conflicting logistic regression results. NA business formation and success could enhance economic prosperity and decrease unemployment in NA communities.

Family businesses struggle to be sustainable over multiple generations. In fact, most family businesses do not survive past the second generation. With this study the goal of the researcher was to provide family businesses with a conceptual model which could assist them to become multi-generational financially sustainable. This goal was achieved by answering the main research question, namely: What are the critical elements that a family business should consider continuously in order to ensure multi-generational financial sustainability? Those critical elements that a family business should consider were firstly explored through a literature review process. From this literature review a preliminary conceptual model was developed. Secondly, seven family business experts, with a total of 176 years of family business experience among them, were selected in order to gain their perspectives on the critical elements that family businesses should consider to be sustainable over multiple generations. They were also requested to evaluate the preliminary conceptual model and were invited to make suggestions for the improvement thereof. This exercise provided the researcher with ample information in order to create a valid final conceptual model, which in this study is referred to as: The Family Business Success Map. During the final part of this research study, the Family Business Success Map was applied to an existing multi-generational family business in order to evaluate the processes which it followed during two situations of succession, and some recommendations were made. This study can contribute towards the field of family business management through the development of a conceptual model, the Family Business Success Map. This can be used by owners and advisors to help family businesses to implement those critical practices that successful multi-generational family businesses have followed. The study found that family businesses needed to become more structured and professional. It further found that there were five critical practices which successful family businesses followed in order to be sustainable over the long term. Those five critical practices were conceptualised in the Family Business Success Map. The basis for all five practices is good governance, transparent communication and an entrepreneurial orientation. The challenge for family businesses is to grow their businesses faster than their families. In order to accomplish this, family businesses need to invest continuously in the entrepreneurial development of their management. This study found that the first practice which successful family businesses followed was that they formally planned for succession. This plan should clearly state what the ground rules of succession are and should be revisited and adjusted continuously. The plan should provide for both ownership and management succession. The second practice which successful family businesses followed was that they were governed by Advisory Boards. These boards should meet regularly and should preferably include some independent members. Continuous development of board members is important. This forms part of the critical element: the practice of leadership. Furthermore, it was found that the third practice which successful family businesses followed was that they had a formal strategic plan in place. They also recommended that the trusted advisors of the family businesses should be involved in the process of formulating the strategic plan. Family harmony, the fourth critical practice, could be accomplished through transparent and comprehensive communication from the businesses to the families. Through the establishment of formal family meetings, family matters that were not business-related, could be dealt with. The last of the five critical practices which successful family businesses followed was the use of cost accounting management practices, not only in their normal business decisions, but in strategic decision-making as well.

Ninety-five percent of all aviation businesses are small businesses; from 2009-2012, small aviation business operations decreased by 10.2% and resulted in a loss of $4.4 billion in revenue. The purpose for this multiunit case study was to explore what strategies small aviation businesses leaders used to reduce or control operating expenses for profitability. The sample comprised 3 small aviation businesses located in Middle Tennessee. The conceptual framework for this study built upon systems theory and sustainability theory. The data were collected through semistructured interviews and company documents. Member checking was completed to strengthen creditability and trustworthiness. Based on the methodological triangulation of the data sources collected, 5 emergent themes were identified after completing the 5 stages of data analysis: buying or purchasing power, being customer focused, having the right employees, having the right equipment, and leadership. When small aviation business owners incorporate these themes into their business model, they may increase the prosperity of their companies, the employees, their families, the surrounding communities, and the local economy. The findings from the study may contribute to social change by providing insights and strategies for small aviation business leaders in reducing operating costs for profitability. The data from this study may contribute to the prosperity of the small aviation business leaders, their employees, their families, the surrounding community, the local airport, and the local economy. By reducing operating expenses, small aviation business leaders will have more money to invest in the local community and the economy.

Minority small business owners significantly contribute to national and local economies. Only 50% of small firm owners sustain their businesses longer than 5 years. The purpose of the multiple case study was to explore the management strategies that minority small business owners used to sustain their businesses for longer than 5 years. The study's population consisted of 4 minority small business owners in the midwestern region of the United States to explore management strategies necessary for maintaining minority small firm operations. The conceptual framework for the study was general system theory. Data sources included semistructured interviews, social media information, company documentation, and company website information. Based on the methodological triangulation of the data sources, analytical coding, and analyzing the data using a qualitative data analysis software, 3 themes emerged: networking with other small business owners, strategic planning, and building strong customer and employee relationships. The study findings might contribute to positive social change by providing knowledge about effective management strategies to minority small firm owners, thereby creating jobs, augmenting local and national economies, and increasing profitability.

Small business owners struggle to sustain their businesses over time. According to U.S. Census data in 2014, only half of all small businesses survived beyond the first 5 years of operation, and only a third survived longer than 10 years. Grounded with the strategic contingency theory, the purpose of this multiple case study was to explore strategies small service business owners used to succeed beyond the first 5 years of operation. The target population consisted of 4 owners of small service and retail businesses in Arlington, VA, with fewer than 50 employees who have succeeded in business longer than 5 years. Through a process of methodological triangulation, data collected from financial documents, publicly available records, and external sources supplemented semistructured interview data. Using thematic analysis by coding narrative segments, 3 themes emerged including developing a unique marketing strategy, developing strategic leadership skills, and required business skills for sustainability. Successful unique marketing strategies emerged from understanding customer needs. The results from this study could benefit business owners by improving business success rates, which would have a positive economic effect on local community, including job creation, and sustainable economic stability. The implications for positive social change might include the reversal of small business failure trends through the application of successful business strategies.

Business process improvement for increased product quality is of continuous importance in the software industry. Quality managers in this sector need effective, hands-on tools for decision-making in engineering projects and for rapidly spotting key improvement areas. Measurement programs are a widespread approach for introducing quality improvement in software processes, yet employing all-embracing state-of-the art quality assurance models is labor intensive. Unfortunately, these do not primarily focus on measures, revealing a need for an instant and straightforward technique for identifying and defining measures in projects without resources or need for entire measurement programs. This thesis explores and compares prevailing quality assurance models using measures, rendering the Measurement Discovery Process constructed from selected parts of the PSM and GQM techniques. The composed process is applied to an industrial project with the given prerequisites, providing a set of measures that are subsequently evaluated. In addition, the application gives foundation for analysis of the Measurement Discovery Process. The application and analysis of the process show its general applicability to projects with similar constraints as well as the importance of formal target processes and exhaustive project domain knowledge among measurement implementers. Even though the Measurement Discovery Process is subject to future refinement, it is clearly a step towards rapid delivery of tangible business performance indicators for process improvement.

Kvalitetsansvariga i industrin behöver effektiva och påtagliga verktyg för beslutsfattande i utvecklingsprojekt och för lokalisering av förbättringsområden. Mätningsprogram är en utbredd ansats för kvalitetsförbättring i mjukvaruprocesser men användning av heltäckande kvalitetsmodeller är resurskrävande. Dessa fokuserar inte primärt på mätpunkter vilket blottar behovet av en snabb och direkt teknik för identifiering och definiering av mätpunkter i projekt som saknar resurser eller behov av heltäckande mätningsprogram. Denna uppsats undersöker och jämför rådande kvalitetssäkringsmodeller med mätpunkter, vilket resulterar i Measurement Discovery Process utifrån valda delar av PSM- och GQM-modellerna. Processen appliceras på ett industriellt projekt med nämnda förutsättningar, vilket skapar en uppsättning mätpunkter som sedan utvärderas. Detta ligger även till grund för utvärdering av Measurement Discovery Process. Appliceringen och utvärderingen av processen synliggör dess generella applicerbarhet på projekt med liknande begränsningar såväl som vikten av formella processer i målprojektet och omfattande domänkunskap hos de som implementerar mätningarna. Measurement Discovery Process är föremål för framtida förbättringar men samtidigt ett tydligt steg mot snabbt framtagande av konkreta prestandamått för kvalitetsförbättring i affärsprocesser.

ENGLISH ABSTRACT: Theory states that if a country opens its markets to free trade that it facilitates the better utilization of resources for all the parties participating in the agreement resulting to a relative lowering of production cost, the increase in export earnings, larger markets to benefit from economies of scale and subsequent investment in production facilities will increase employment and general welfare. Namibia has three major free trade agreements or economic integration arrangements namely the Southem Africa Customs Union (SACU), the Cotonou agreement defining its export regime to the European Union and the South Africa European Union Trade Development and Co-operation Agreement defining its import regime via the Southem African Customs Union and the African Growth and Opportunities Act defining its relationship with the United States of America. These agreements are at varying levels of integration with the Southem African Customs Union in place already in 1920. Namibia uses taxes on international trade as a primary source of state income (28% to 32 %). As part of its membership to the SACU's Common External Pool revenue distribution, Namibia is compensated for not being able to charge import taxes on South African imports. South Africa has determined trade policy for SACU since its exception and used tariffs more as a form of protection of its own industries, rather than a source of state income. The lowering of tariffs on EU imports by means of the SA EU TDCA as well as WTO obligations will see the reduction of state income of Namibia of an estimated amount of N$ 480 million [Schade 20051. This will have dire consequence for the Namibian economy as the deficit of the state budget is already 4.7 % as compared to a norm of 3%. In this study the growth in export earnings as well as the investment response of the various free trade agreements have been analysed. Contrary to theory, economic integration has not led to the desired growth in export earnings as well as significant investment responses due to preferential access provided by these agreements. Significant growth in exports is limited to specific sectors, notably fish to the European Union and apparel to the USA. Investments were also limited to these sectors. Free trade and preferential access did not lead to the diversification of the Namibian economy and has on the contrary inflicted severe blows to the critical beef industry in the near past and over the long term has led to trade diversion towards South Africa as well as the European Union. Investments and increases in export earnings are too little to offset the reduction of state income by the liberalization of tariffs and will result in Namibia becoming more marginalised if it does not counter the situation by better trade policies that are to be formulated along with the other SACU members. These policies will take time to be concluded as of yet none of the institutions of SACU has become operational.

Beleggings en toename in uitvoer is te min om die vermindering van staatsinkomste deur middel van die liberalisering van handel teen te werk. Dit sal tot gevolg hê dat Namibia al meer gemarginaliseerd gaan raak indien dit nie die situasie kan teenwerk deur middel van beter handelsbeleid wat bepaal moet word deur onderhandeling met ander SADU lede nie. Hierdie beleidsrigtings sal lank neem voordat dit van krag sal kom aangesien nie een van die SADU instellings al in volle bedryf is nie.

ENGLISH ABSTRACT: This study focuses on the factors that hinder the growth of the microfinance industry in Namibia. The actual issues of the sector are not known as not much research has been undertaken on it. However, it is possible to establish the constraints that limit the growth of the microfinance environment in the country. The study presents the identified limitations with associated solutions as experienced in different countries and reported by various authors and academics. The desired situation would be for the microfinance sector to operate effectively by serving the poor and unemployed but economically active people. Although this is not the all encompassing solution to the plight of the rural and urban poor, it is, however, the beginning at the attempt to move out of poverty. The questions that the respondents answered were designed specifically to clarify which sector of the low income section of society that was accessing the loans available on the market. This fact will enable policymakers to focus on resolving the hindrance that will produce the most results than taking haphazard actions that bring minimal results. The results could also be useful to microfinance providers in that they can use the information to identify business opportunities for the diversification of the products they offer. Finally, the constraints hindering the growth of microfinance such as the restrictive regulatory environment for one are not unique to Namibia. Hence, the experience and solutions from other countries are available for study. However, the local industry would have to initiate their own solutions to match and meet local conditions.
AFRIKAANSE OPSOMMING: Hierdie studie fokus op die faktore wat die groei van mikrofinansies in Namibie belemmer. Die werklike probleme is nie bekend nie omdat baie min navorsing nog in hierdie verband gedoen is. Dit is egter wel moontlik om die beperkinge tot groei van die mikrofinansies industrie in Namibie te bepaal. Die studie bied 'n oorsig van bekende beperkinge en moontlike oplossings soos ervaar in verskillende lande en soos gerapporteer deur verskeie outeurs en akademici. Die ideale situasie sal wees dat die mikrofinansies sektor effektief funksioneer deur die armes en werkloses, maar ekonomies aktiewe, gemeenskap te dien. Hoewel dit nie 'n alomvattende oplossing bied vir die behoeftes van plattelandse en stedelike armes nie, is dit egter 'n poging om hierdie mense uit armoede te lig. Die vrae wat respondente moes antwoord het spesifiek gepoog am te bepaal watter sektor van die samelewing die lenings wat beskikbaar is in die mark gebruik. Hierdie kennis sal wetgewers in staat stel om te fokus op probleme wat die grootste struikelblokke is, eerder as om lukraak probleme aan te spreek met minimale resultate. Die bevindinge mag ook van belang wees vir mikrofinansies voorsieners wat die inligting kan gebruik om besigheidsgeleenthede te identifiseer om sodoende hulle produk-reeks te diversifiseer. Laastens, die beperkinge in die mikrofinansies sektor soos die beperkende regulatoriese omgewing is nie uniek tot Namibie nie. Dus, die oplossings vanuit ander lande kan toegepas word in Namibie. Die Namibiese industrie sal egter hulle eie oplossings moet vind om die plaaslike omstandighede die hoof te bied.

It is generally believed that Business to Business (B2B) e-commerce has a great impact on business performance improvement. Considerable research also shows that another dependent variable, B2B e-commerce success, can be a good overall measure of B2B systems. This paper investigated and examined the impact of several factors, which are either internal or external to the firm on B2B performance improvement and B2B e-commerce success. It is suggested that the various factors affect B2B success through business performance improvement. A research model was developed to test and evaluate these factors. A survey instrument was developed to examine the relationships between these factors and business performance. Survey data was collected online from 143 companies in the U.S.A. and Taiwan where their B2B e-commerce systems were operational for more than 1 year. Structural Equation Modeling (SEM) technique was used to assess the measurement and the structural model. Analyses and results of the pooled survey data suggest that the following factors are significant in the B2B e-commerce environments: (a) alignment of business and e-commerce strategy has a positive impact on business performance, (b) strong relationships between the trading partners have a positive influence on business performance, and (c) B2B e-commerce success is significantly influenced by business performance improvements. Thus, firms that seek to implement successful B2B systems should focus on business performance improvements.

Business Intelligence and Analytics have changed the business needs, but the market requires a more data-driven decision-making environment. Self-Service Business Intelligence initiatives are currently providing more competitive advantages. The role of the users and freedom of access is one of the essential advantages that SSBI holds. Despite this fact, there is still needed analysis on how business can gain more value from SSBI, based on the technological, operational and organizational aspects. The work in this thesis serves to analysis on the SSBI requirements that bring value to business. The paper is organized starting from building knowledge on the existing literature and exploring the domain. Data will be collected by interviewing experts within the BI, SSBI and IT fields. The main findings of the study show that on the technological aspect, data is more governed and its quality is improved by implementing SSBI. Visualization is one of the features of SSBI that boosts quality and governance. On the digital capability aspect, the end-users need training and there is found a rate of impact of SSBI on the main departments in an organization. It is discussed how SSBI implementation affects the companies that do not have BI solution. The final conclusions show that in order for SSBI to be successful, a solid BI environment is necessary. This research will provide future suggestions related to the topic and the results will serve both, the companies that have implemented SSBI and the ones that want to see it as a perspective in the future.

Today we face a reality where existing power relations concerning economical, political and cultural institutions and forces are changing. It is about more than just the right to use a technology in itself; it is a matter of having, or not having, access to infonnation and knowledge. The use of information and communications technology (lCT) is an important and powerful tool when it comes to distributing and sharing these resources (Bridges.arg, 2006). The unequal distribution of and the differences in the possibility to use rer effectively are often referred to by the term digital divide (DDN, 2006). Does this sound quite pessimistic? However, a change is taking place since all countries on earth from the richest to the poorest are actually increasing their Ier usage. The problem is that the developed countries are using convergence (three separate communication sectors: information technology, telecommunications and broadcasting merging to become a single communication service sector) to escalate their access to and use of ICf at a much higher speed, which in fact widens the digi tal divide instead of shrinking it (Bridges.org, 2006). Today no country can afford to neglect investments in ICf if it wishes to raise its living standards or to prevent it from being left behind as other countries exploits the possibilities of ICf. Why is ICf considered to be an effective tool for bridging the international digita1 divide? On the United Nations Development Programme's website one can read: " .. .ICf is an increasi ngly powerful tool for participating in global markets; promoting political accountability; improving the delivery of basic services; and enhancing local development opportunities" (UNOP, 2003). These aspects can be of great importance for developing countries in their effort to gain economic development and improvements. Furthermore, it is also a question about every human's right to have access to infonnation (Sida, 2004). According to Steve Case (AOL Time Warner, Chainnan of the Board) every decade has some word associated with it. In the 'SOs, it was the PC. In the '90s, it was the Internet. For the rest of this decade, the key word is going to be convergence (Thompson, 2003). In Namibia a digital divide exists between income groups as well as between the country's rural and urban population. Namibia is sti ll far from providing equal access to information, but Namibia is well positioned to deploy ICf to its advantage. Namibia has a functional telecommunication infrastructure, political stability and an attractive economic environment for investors. However. the geographic and social challenges of Namibia require innovative approaches and considerable effort. Competition and convergence will improve the situation. recommended to expand the set of potential drivers and specifically focus on the relation between convergence and economic growth.

Since gaining independence in 1990, Namibia has enjoyed a fairly stable economic performance, but its heavy reliance on its natural resources, especially its mineral resources, is at times worrisome. Historically, the country has depended primarily on diamond exports as a major source of foreign exchange earnings and state revenue. The contribution of diamond mining to government revenue has over the years declined from a high of N$1493 million in 2002 to the levels of N$821 million in 2007. Similarly, the contribution of diamond mining to the Gross Domestic Product has decline marginally from N$4.59 billion (16.9 percent) in 2006 to N$3.56 billion (13.1 percent) in 2007 respectively. It is evident that there has been a steady, but progressive decline in the proportional contribution of diamonds to the national income in relation to the other sectors of the economy. This decline can however not be directly attributed to a corresponding decline in the diamond production output, but perhaps due to a decline in diamond demand and lower prices. Based on the fact that diamond production and expansion thereof to offshore operations in particular will continue for years to come and still make significant contribution to the Namibia economy, this study attempts to formulate value addition strategies that could lead to the optimisation of the Namibia diamond economy potential, especially local benefication, as well as increased international competitiveness within the established world diamond markets. To this end, it evaluates the intricate supply and demand patterns in the world diamond market to understand how Namibia could position itself. The study found that there is a clear case for local diamond benefication as an economic imperative and that it is a feasible proposition. However, it must be approached cautiously and within a clearly defined and structured framework. It is recommended that Namibia should pursue the benefication of her unique gem quality diamonds in conjunction with external manufacturing experts and marketers in order to secure a bigger stake in the global diamond pipeline. To this end the government needs to formulate clear incentive strategies and packages for investors and also open the playing field for local manufacturers, without compromising existing relations and revenue streams. Furthermore, it is suggested that Namibia strive to maintain an amicable balance between rough exports and local benefication, whilst expanding the regulatory and enabling environment. Other proposals that will support local benefication and competitiveness of the Namibian diamond economy are diamond branding and marketing through already existing diamond marketing pioneers such as DTC International. Finally, Namibia needs to embark upon strategies to urgently increase its skills base and improve the productivity of its labour force in order to achieve the vision of a flourishing diamond benefication sector.
