Abstract:
This introduction to the special issue on presidential disability and succession focuses on the distinctly positive contributions that invocations of the Twenty-Fifth Amendment have made to American political life since the Amendment's ratification in 1967. It also underlines the importance for Presidents, their family members and aides to understand the necessity for putting the welfare of the country first, above all else—even at times above the wishes of a disabled Chief Executive. As the articles in this special issue make clear, the Twenty-Fifth Amendment provides an effective constitutional mechanism by which the country's well-being can be maintained while simultaneously showing compassion and respect for a disabled leader. The idea for this issue emerged from a conference organized by Professor Robert E. Gilbert focusing on presidential disability and succession held on the campus of Northeastern University in April 2014. Papers from the conference assembled here clarify and add to the historical record about presidential inability while illuminating the many political, legal, and constitutional contingencies that future presidential administrators may face. Contributors to this issue have varied disciplinary and professional backgrounds, including expertise in American politics, constitutional law, the presidency and vice presidency, presidential impairment, and, of course, the Twenty-Fifth Amendment to the Constitution.

Abstract:
Vladimir Putin, the person and the president, is the wild card in Russian politics. After what could be a quarter of a century in power by 2024 (either as president or prime minister), Putin's departure could prove utterly destabilizing. Russia's principal political problem is determining who or what replaces Putin as the fulcrum of the state system in the decade ahead. This essay considers the question of whether “Putin's Russia” – a hyperpersonalized presidency supported by informal elite networks – can transform into a depersonalized system that is rooted in formal institutions with clear, predictable mechanisms to mitigate the risks of a wrenching presidential succession.

Abstract:
This article focuses on potential gaps caused by the absence from the Twenty-Fifth Amendment of provisions to deal with the disability of a Vice President and the omission from the statutory line of succession law of provisions comparable to Sections 3 and 4 of the Twenty-Fifth Amendment for when there is an able Vice President. The analysis offers a critical review of the latent ambiguities in the succession provision to the United States Constitution, noting problems that have arisen from the time of the Constitutional Convention, to John Tyler's accession to office, to numerous disability crises that presented themselves throughout the twentieth century, to the present day. As the world becomes more complex and threats to the presidency more common, continued examination of our succession structure and its adequacy for establishing clear and effective presidential succession provisions under a broad range of circumstances is of paramount concern. This article embraces this robust discussion by offering some suggestions for improving the system in a way that does not require a constitutional amendment. The first part of the analysis traces the events that have driven the development of the nation's succession procedures. The second part examines the inadequacies, or “gaps,” that remain in the area of presidential inability, and the third part sets forth recommendations for resolving these gaps.

Abstract:
Abstract The 2020 constitutional changes considerably increase presidential powers while sending mixed signals about presidential transition. The main driver of the amendments were term limits. The “zeroing” of Putin’s presidential terms enhances certainty for himself by fostering uncertainty for others. But there is more to the amendments: Numerous changes are not new, they simply align the constitutional text with subconstitutional powers the presidency had been accumulating. The embedding of term limit circumvention in a comprehensive constitutional overhaul is a risk-hedging strategy to avert resistance by weakening the signal about Putin’s intentions. Constitutional changes are therefore an instrument of elite coordination. The amendments also increase presidential flexibility. This expedited regime personalization is detrimental to governance and will make repression more prevalent. But it also creates more risks for Putin. Regardless of how presidential succession will play out, Putin’s legacy will be a highly personalized authoritarian regime with a constitutionally unconstrained presidency.

Abstract:
This paper uses the theory of planned behavior to hypothesize the influence of the incumbent's desire to keep the business in the family, the family's commitment to the business, and the propensity of a trusted successor to take over on the extent to which family firms engage in succession planning activities. We test these hypotheses using data collected from presidents in 118 family firms. The results show that the propensity of a trusted successor to take over significantly affects the incidence of all succession-planning-related activities. Succession planning may, then, be the result of push by the successor more than of pull by the incumbent. Such a view has negative implications for the succession process that the family firms in our sample follow.

Boris El'tsin's abrupt departure from the presidency on New Year's Eve 1999 began a new phase in Russia's postcommunist political development. With the presidency no longer occupied by the author of the constitution, the question arises whether his successor will consider himself more bound by the constitutional arrangements in place since 1993, or less. Rather than to speculate on Vladimir Putin's political personality, this paper will instead examine the record of president-parliament relations since 1993 for indications concerning whether Russia's institutions have begun to settle into those of a consolidated constitutional democracy.

Abstract:
This study analyzed Article 8 of the 1945 Constitution of the Republic of Indonesia on the presidential succession in Indonesia. The 1945 Constitution clearly regulates presidential and vice-presidential election period for once in five years. However, the practice of presidential succession can be unpredictable. This article aims to elaborate the management of presidential succession in Indonesia. The study in this article employed normative research method by applying a statute approach. The finding of the study proves that based on Article 8 of the 1945 Constitution; there are four circumstances of presidential substitutions. They are decease, resignation, dismissal, and inability to carry out duties. However, in the actual practices that have been happened several times, the presidential successions in Indonesia were not always caused by the four conditions. The examples are the successions of Soekarno, Soeharto, and Abdurrahman Wahid. The three Presidents were dismissed without transparent legal reasons. Their dismissals were based merely on political decisions, not legal reasons. In addition, political transitions, internal conflicts, and economic crises contributed to the presidential successions in Indonesia.

Hassan, Anthony M. "The Competencies for Community College Leaders: Community College Presidents' and Trustee Board Chairpersons' Perspectives." Scholar Commons, 2008. https://scholarcommons.usf.edu/etd/284.

Full text
Abstract:
At a time when strong leadership is needed to guide community colleges forward, a major crisis seems to be stirring (Eddy & VanDerLinden, 2006). According to some estimates, 45% of community college presidents will have retired by 2007 (Shults, 2001) and an even worse prediction offered by Weisman and Vaughan (2002) predict 79% of community college presidents will be retired by 2012. Echoing this view, Amey et al. (2002) assert that there is much work to be done in preparing the younger generations of community college leaders with skills and competencies necessary to meet this leadership challenge. There were two primary purposes addressed in this study. First, to further validate the AACC competencies by determining how current presidents and trustee board chairpersons from the states of New York and Florida rated the importance of the AACC (2005) characteristics and professional skills for effective community college leadership. Second, to identify those experiences and practices that community college presidents reported as helpful to their development of the six AACC leadership competencies. The results of this study provide support for the value of the six AACC competencies and offer important insights into the specific experiences that contributed to the development of these competencies for community college presidents. Specifically, there was consensus among New York and Florida community college presidents and trustee board chairpersons that all six competencies identified by AACC are "very" or "extremely" important for the success of community college leaders. Additionally, this study supported the philosophy that leader development is learned in many ways and that various leadership experiences contribute differently to the development of the AACC Competencies for Community College Leaders, some apparently more relevant to certain competencies than others. In conclusion, the results of this study provide community college leaders, boards of trustees, hiring committees and leadership development programmers with additional validation on the AACC competencies and those experiences and practices that community college presidents reported as helpful to their development of the six AACC leadership competencies.

This research analyzes the Assemblies of God in Brazil, focusing on the relations of power, prestige and domination in the succession and family perpetuation of the leaders of this movement in the main positions of "command". We analyze the figure of the Pastor-president and how it became a mechanism of prestige to the point of being legitimized as an unquestionable figure within this institution. We have as a cut for this research the Assemblies of God of the Ministry of Madureira. From the arrival of Bishop Manoel Ferreira to the main command post, it was possible to perceive throughout his administration the family ascent. Children and grandchild occupy the main command posts of the same, a phenomenon not common in the sociocultural construction of this church. The extent to which this relationship concretely influences succession is the guiding question of the research. The bibliographic survey of primary documentation such as newspapers and magazines of the institution was part of the research; And secondary, with the use of "reference books", theses, dissertations and articles that deal directly or correlated with the objectives outlined. In order to accomplish this, a field research was conducted based on interviews with pastors-presidents, former pastors-presidents and pastors of congregation, in order to have a greater comprehension of the material conditions produced by this movement. This research aims to understand the relationship in the present day of perpetuation and family succession in a society that has in democracy and in alternating power the foundations of a society that seeks to avoid the abuses of a group or class of privileged. In the research it was identified that the Pastor-President figure is not a form of "cultural heritage" of colonialism, but rather comes close to patrimonial characteristics, as a response to the traditional needs of the movement that opened the "margin" for the empowerment of a group, Or family, which today forms the foundation of the institution in question. We use as theoretical reference the traditional Weberian ideal type in its patrimonial aspect.

Abstract:
Though scholars have assessed the unilateral presidency with renewed interests, the literature remains weak in three important areas. What relation, if any, exists between the public and presidential unilateral actions? What impact does the judiciary have on unilateral presidential power? To what extent do presidents use the many tools in the unilateral policy toolchest? The three essays in this dissertation address each of these questions in term. Results have implications for both the unilateral presidency and broader works in executive decision-making and democratic governance.

Abstract:
Abstract Background The succession process of a family firm is associated with a number of challenges, and hence a potential for conflicts is strongly pronounced. However, succession is of utmost importance for a family firm, as it is the only way to avoid a company closure in the long run. Previous literature has already extensively researched the phenomena of conflicts in family firms. However, there is a lack of research that looks from a multi-perspective lens into the context of succession and post-succession conflicts. Therefore, in the present research, we examine how family businesses experience and cope conflicts that appear after a successfully mastered intrafamily succession. Purpose This study aims to advance the understanding of conflicts in family firms related explicitly to the context of successions and post-successions. Hence, the thesis aims to determine how conflicts that appear in these contexts are experienced and how they are coped with. Method The study follows a qualitative methodological approach and an inductive analysis. The sample consists of three companies and 14 research respondents, and the data was collected with semi-structured qualitative interviews. Afterwards, the data was coded, and the emerging patterns and themes have been formulated and presented with a general model. Doing so, the focus was on patterns of succession- and post-succession-related conflicts and their coping strategies. Conclusion Our findings reveal that succession and post-succession-related conflicts are experienced as evoked intangible and provoked tangible conflicts and these conflicts are consciously as well as unconsciously coped with. Furthermore, our findings suggest that succession and post-succession family firm conflicts appear as conflict loops. Hence, the coping mechanisms identified and presented are helpful to solve a conflict, but the loop can hardly be escaped.

Richard M. Nixon served as Vice President under Dwight D. Eisenhower from 1953 to 1961. During this time, he worked to portray himself to the public as an international affairs expert and integral advisor within the Administration. Drawing on experiences as a Congressman and his close relationship with John Foster Dulles, Nixon made every effort to gain a meaningful advisory and decision-making role. His actual success was limited. The Vice President was motivated by his love of international affairs, desire for respect and vision of his position as a possible jump off point to the presidency in 1960. This last goal proved his most enduring accomplishment. Nixon improved public awareness of the vice presidency and added political overtones to the office that previously had not been evident.

Abstract:
This dissertation is an exploration, development and application of a theory on the effects of managerial succession on organizational performance in the public sector. Public management is a field of study within public administration that is gaining momentum and is strengthening both its theoretical and empirical bases. In this dissertation I build upon the very small literature on managerial (or executive) succession to develop a theory of the effects of managerial succession on performance. I posit that in the short-term performance will decrease; however, over time organizations that have had a succession event will see an increase in performance. I employ the use of three unique datasets: Texas school district superintendents, British local education authorities, and Major League Baseball field managers. All datasets have particular strengths that allow for a more complete empirical analysis. What we find is that, while there appears to be no significant relationship between managerial succession and performance in the year following the succession event, there is a positive and significant event over time. Furthermore, in the British analysis, which is designed to test a similar organization to the Texas analysis yet in a vastly different organizational structure, we find no significant relationship between performance and succession.
