Abstract, This paper is intended to provide answers to some bureaucratic reform efforts related to systems and procedures in public services in Kupang City. Indonesia's public bureaucracy has undergone significant reform, which is a result of the convergence of external and internal factors in supporting change. Bureaucratic reform can be classified into three groups, namely institutional reform, apparatus resource reform and system and procedure reform. This review & review on the dimensions of Systems and procedures, which provide an evaluation of bureaucratic reforms carried out in the previous decade. The contents and spirit of bureaucratic reform reflect a new understanding of bureaucracy that is very different from the classical form of bureaucracy. As such, it has the potential to bring considerable change, not only in the role of the national public bureaucracy, but in the relations of systems and procedures. However, this study discusses the commitment of the Kupang City Government and the application of systems and procedures as a hindering factor in implementing effective bureaucratic reform.Keywords: Bureaucracy, System and procedure reform, Public Service. Kajian & ulasan ini pada dimensi Sistem dan prosedur, yang memberikan evaluasi terhadap reformasi birokrasi yang dilakukan dalam dekade tahun sebelumnya. Isi dan semangat reformasi birokrasi mencerminkan pemahaman baru birokrasi yang sangat berbeda dari bentuk birokrasi klasik. Dengan demikian, memiliki potensi untuk membawa perubahan yang cukup besar, tidak hanya dalam peran birokrasi publik secara nasional, tetapi dalam hubungan Sistem dan prosedur. Namun demikian, kajian ini membahas komitmen Pemerintah Daerah Kota Kupang dan penerapan sistem dan prosedur sebagai faktor yang menghambat dalam pelaksanaan reformasi birokrasi yang efektif.Kata kunci: Birokrasi, Reformasi Sistem dan prosedur, Pelayanan Publik

Abstract:
This study aims to determine the implementation and aspects that hinder public service reform in Bengkulu City DPMPTSP in achieving excellent service. The method used in this research is a qualitative method with descriptive analysis. The results of the study indicate that services at DPMPTSP already cover 10 aspects of public services such as simplicity, clarity, certainty, security, responsibility, completeness of facilities and infrastructure, ease of access, discipline, and comfort. While the inhibiting aspects such as the completion of long licensing times, maintenance of facilities and infrastructure, lack of parking space, not all people use the website portal. The conclusion of this study is that the implementation of service reform in DPMPTSP has shown excellent service and aspects that need to be improved such as maximizing the use of technology, discipline, and completeness of facilities and infrastructure. Islam in Indonesia has existed since in the 7th and became more widespread in the 13th. The success of Islam spread in Indonesia including the most dynamic with the method of cultural and political da'wah. Since the era of independence, Islam has grown rapidly. This paper aims to examine the existence of Islam in Indonesia today, with a review before the reform era and after reform. The Islamic movement can be said to be very influential on Indonesia's independence. This is evident from the role of Islamic organizations and parties. Despite its dominant influence, Islam did not become the official ideology of the Indonesian state after independence, as in the events of the Jakarta Charter, Islamic leaders preferred Pancasila as the principle of a pluralistic state. Uniquely, despite the predominantly Muslim population, Islam is not formally exposed in the system of government. After the Reform Era, many new Islamic parties and organizations were established. In Islamic conception, in general, reform is understood as ishlāh, which is in the ushul fiqh rules "keeping something good from the old and taking on the better of the new." Therefore, Islamic leaders are required to observe the global situation and its influence on Indonesia. Post reform also emerged a variety of radical Islamic organizations, terrorism, and movements that demand the implementation of Islamic law in all forms of order carried by certain Islamic movements, such as Hizbut Tahrir Indonesia and others. These problems make Islam a very sensitive issue: claims against Muslim representation, blasphemy, exclusivity and confusion between religion and politics without criticism. Such conditions precisely complicate the development of Islam in Indonesia that should consolidate and strengthen the interests of Islam. Furthermore, this condition is exacerbated also by the emergence of politicization and commercialization of Islamic identity in the context of da'wah, education and public media.

Abstract:
The closer we get to our times, the more often school reforms take place in different countries. They are an attempt to respond to deep social changes. However, in most cases, these reforms are not veryeffective. The author gives examples of failed Polish educational reforms of the last half-century. It is noted that there was a large gap between the façade proclamations of the benefits that the announcedreforms were supposed to bring and their real effects. Therefore, the author puts forward a thesis that too often reformers play a confidence game and in fact the announced change in education means nochange in practice. Meanwhile, real, profound school reforms are essential, as society and the economy will increasingly need graduates educated to meet the needs of the 21 st century. They are supposed to be people who think critically, are creative, have high communication skills, and are focused on cooperation with others. For the preparation of such graduates to be possible, there needs to be a radical change in the concept of the school and in the way teachers work.

Population is a capital in a development of a country but on the other side, it is also a problem for the development if the population is not well managed. A big amount of population will be potential to provide human resources. Such a big amount will be a great market for the domestic production but it will need the provision of foods, shirts, houses, jobs, and facilities of education, health, etc. This thing happens in Bali because this island is an international popular destination. In the post-reform (reformasi Indonesia), Bali population growth in 1998 has increased. This is caused by several factors, namely: TFR increase, positive net migration, and decreased mortality. There are many potential negative impacts that can arise because of the population problems due to the increase in the rate of growth. Therefore, in development, the population must be paid more attention, because in essence in the development of the population is as the subject and object. The development should be able to improve the welfare of the inhabitants either inborn or in a just and sustainable way

This draft analyze that how the Muhammadiyah take his different gesture and way by said not involved indirectly in organization. Using resources mobilization theory that one of factor in social movement, was found that Muhammadiyah’s resources participate in social movement that materialized by Aksi Bela Islam. The member of Muhammadiyah, the facilities, and figure from some leader of Muhammadiyah participating of succes the Aksi Bela Islam movement. Muhammadiyah just take different way roled as civil society by involved indirectly in social movement with others Islamic organization. The research is using qualitative method.

Abstract:
The characterization of NiO-CoO/MgO catalyst for autothermal reforming of methaneThe drawback of conventional reforming of methane such as partial oxidation and steam reforming was carbon formation. The research was developed a suitable catalyst for combination of partial and steam reforming of methane and called autothermal reforming to reduce the coke formation. The NiO-CoO/MgO catalysts were prepared by an impregnation method and characterized by Temperature Programmed Reduction (TPR), X-ray Diffraction (XRD) and Thermal Gravitymetry Analysis (TGA). The TPR and XRD results reveal that the catalyst characteristic is strongly influenced by the Co/Ni ratio. From TPR and TGA analysis, the sintering phenomena did not occur in the autothermal reforming of methane. The results reveal that Co/Ni ratios have a small effect in the catalytic activity for autothermal reforming. Nevertheless, the catalyst showed an optimum performance in this process when its Co/Ni ratio was 0.75. Keywords: Autothermal ReformingAbstrakMasalah yang terjadi pada proses konvensional reformasi metana seperti oksidasi parsial metana dan reformasi kukus adalah pembentukan karbon. Penelitian yang dilakukan adalah mengembangkan katalis yang sesuai untuk gabungan proses oksidasi parsial dan reformasi kukus atau yang disebut reformasi metana secara autothermal. Katalis NiO-CoO/MgO yang digunakan dibuat dengan metode impregnasi dan dilakukan pengujian dengan TPR, XRD dan TGA untuk mengetahui sifat-sifat dari katalis tersebut. Hasil TPR dan XRD menunjukkan bahwa karakteristik dari katalis sangat dipengaruhi oleh perbandingan CoiN i. Hasil pengamatan TPR dan TGA menunjukan bahwa sintering tidak terjadi di dalam proses reformasi metana secara autothermal. Hasil eksperimen juga menunjukan bahwa perbandingan Co/Ni hanya kecil pengaruhnya pada unjuk kerja katalis. Namun demikian katalis menunjukan unjuk kerja yang optimum pada perbandingan CoiN i = 0.75. An examination into the changing patterns, meaning, norms, and discourses around marriage - in the context of transition to adulthood - offers a unique window to disentangle the complex processes of social change in post -Reformasi Indonesia. Among the many dimensions of social change affecting changing patterns of marriage and transition to adulthood include: globalization; demographic transition; trends in population mobility concerning migration and urbanization; economic uncertainties and inequality; and a series of contestation on norms around marriage and the family which has shadowed the political landscape post-Reformasi. How does such a complex process of social change shape the changing patterns and narratives on marriage? In particular, how do young people navigate the changing marriage patterns in the context of such complex, rapid, and massive social change? These two questions are pivotal to the current special issue in Jurnal Studi Pemuda. To provide context and highlights the contributions of the papers in this issue, this article reviews several dimensions and indicators of marriage and family change in Indonesia, and outlines their relation to the broader contexts of transition to adulthood and social change in the last two decades following Reformasi.

Historians such as Seth Koven and Carolyn Steedman have shown how visual and literary depictions of children helped move late-nineteenth-century middle- and upper-class audiences to join in child-saving philanthropy aimed at the deserving poor. This was certainly true of the promotional literature of the free kindergartens, an analysis of which forms the focus of this essay. Starting from the concepts of fact, truth, and intertextuality utilized by Koven in his analyses of nineteenth-century representations of child-saving, this essay analyzes texts written by free kindergartners (that is, teachers in free kindergartens) Kate Douglas Wiggin in San Francisco and Lileen Hardy in Edinburgh during the 1880s and 1910s, respectively. It contends that we can better understand the purposes, messages, and relatedness of Anglo-American free kindergartners' accounts—and the movements of which they were a part—if we read them as contemporary readers might have; that is, as “artistic fictions” in the mold of the late-Victorian evangelical “true narratives” and as depictions of how child-saving was consciously performed for and presented to multiple audiences.

AbstractComputed tomography provides a wealth of diagnostic information in the trauma patient including the presence of organ, bone, and vasculature injuries for the rapid triage of trauma patients. In the context of interventional radiology, appropriately protocoled studies can be reviewed for vascular injury and help focus the angiographic assessment of bleeding patients to ideally achieve earlier hemostasis. This article outlines various image-processing techniques such as multiplanar reformats, curved planar reformats, maximum intensity projections, and volume rendering to identify and more thoroughly characterize vascular injuries as a preprocedural planning tool to expedite endovascular hemostasis in a case-based format.

The present paper describes the state of conservation of 20 wooden painted panels belonging to an 18th century painted coffered ceiling broght to life by Lőrinc Umling the Elder (1751). The Transylvanian Museum of Ethnography has in its heritage 47 such painted panels which comprise the ceiling of the former Reformed Church from the village of Vechea, Cluj County. Most painted ceilings with identified authors belong to the three generations of painter-carpenters from the Umling family, whose members have worked for more than a half a century (1742-1794) in Hungarian Reformed Churches throughout the territory of the nowadays counties of Cluj, Sălaj and Bistrița-Năsăud. The specific techniques and materials used for the completion of the 20 wooden panels, together with the degradations forms of the wooden supportand those of the painted layers they carry are revealed above in the article, leading to the selection by the museum specialists of the proper restoration steps to be taken on. The complexity and the high volume of the needed operations (adding the time pressure urged by the deadline of this restoration work), imposed as necessary the team work of several museum professionals.

Abstract:
The study is devoted to multicriteria optimization of the operation of the reactor unit intended for reforming of oil fractions. The optimization is based on the earlier developed mathematical model, which can take into account changes in the temperature and molar consumption of the reaction mixture during chemical transformations, the composition of the feedstock being processed, and the circulation quality and ratio of the hydrogen-containing gas. The following criteria are used in such optimization: octane number, yield of the target product (reformate), content of the sum of aromatic hydrocarbons, and content of benzene. The optimization was implemented using Pareto approximation with the genetic algorithm. Temperatures at the reactor inlets served as the control parameters. As a result of optimization, the sum content of aromatic hydrocarbons decreases from 56 to 45 wt.%, and the octane number measured by the research method (RON) decreases from 92.7 to 90.7 points. The three-criteria optimization is also considered; it provides a decrease in the benzene content from 4 to 3.08 wt.% with a decrease in RON from 92.7 to 91.8 points. In both cases, the decrease in the octane number is admissible, taking into account the fulfilled requirements to the limiting content of benzene and aromatic hydrocarbons in the reformate.

<b>Abstract:</b> This article illustrates the background of. and reasons for, the Reformation, the basic contours of Luther’s theology and the Reformation movement he initiated, and the influence of the Reformation movement on the present situation. A brief description of the post-Reformation inter-Christian Church controversies for approximately 400 years is also presented, highlighting the fact that the theology of the time was unaware of the contextual influence of a text as the deepest reason for the controversy. The hermeneutical consciousness of the twentieth century led theology to overcome various inter-Christian Church controversies by showing that different and seemingly contradictory formulas could express the same truth, provided that each was placed in its original context. The author proposes as an example of the influence of the events of the Reformation on the present situation, the very important issue of religious freedom in situations such as Indonesia with a variety of religions and beliefs. Deskripsi singkat kontroversi antar-Gereja Kristen pasca-Reformasi selama kurang lebih 400 tahun juga dimuat di sini dengan menampilkan kenyataan bahwa teologi waktu itu tidak menyadari pengaruh konteks atas suatu teks sebagai alasan terdalam lahirnya kontroversi itu. Kesadaran hermeneutis membuat teologi pada abad XX itu sanggup mengatasi pelbagai kontroversi antar-Gereja Kristen dengan membuktikan, rumusan yang berbeda dan bertentangan bisa menyatakan kebenaran yang sama, asalkan masing-masing ditempatkan dalam konteksnya yang asli. Sebagai suatu contoh pengaruh peristiwa Reformasi atas situasi dewasa ini, pengarang mengemukakan kebebasan beragama yang sangat penting dalam situasi seperti di Indonesia dengan anekaragam agama dan kepercayaan. Pada tempat terakhir penulis memberikan anjuran tentang bagaimana Gereja-gereja Kristen yang berbeda bisa saling belajar, agar mereka tetap aktif membarui Gereja seturut prinsip ecclesia semper reformanda. <b>Kata-kata kunci:</b> reformasi, Martin Luther, ekumene, relasi antar-Gereja Kristen, World Council of Churches.

AbstractThe successful ‘Defending Islam’ rallies of 2016–2017 provide clear evidence that Islamism is on the rise in contemporary Indonesia. Mainstream Islamic authorities, including groups such as Nahdlatul Ulama and Muhammadiyah, are increasingly losing their authority to newer, more conservative Islamic preachers and groups. What explains this phenomenon – and what does it mean for the moderate perspectives that many predicted would dominate Islam in Indonesia in the post-Reformasi era?This article argues that three main mechanisms can explain the rise of Islamism in Indonesia: 1) the creation of a ‘marketplace of ideas’ in post-Reformasi Indonesia and the way in which this marketplace has contributed to the rise of Islamism and the breakdown of Islamic authority; 2) the ascent of new Islamic authority figures, who propagate their views using new methods, ranging from social media to campus da'wa organisations and community-based activities (majelis taklim); and 3) the growing influence of new Islamic groups and preachers, who are building alliances with established religious elites and politicians. Such alliances strengthen the influence of new Islamic authorities, while further marginalising religious minorities, such as Ahmadi and Shi'a Muslims.

The aim of this article is to provide a survey of the vicissitudes of medieval church furnishings in Western Europe. Most furnishings have been conserved in the Protestant countries of northern Europe. The richest are Lutheran churches, followed by Anglican ones. Even in Calvinist churches, here and there medieval pieces may be encountered. The wealth of such furnishings in Protestant churches contrasts with their relative scarcity in Roman Catholic ones, from which most medieval furniture has been replaced over the centuries. This is the contrast between the conservative Lutheran Bugenhagen and the Catholic renewer Borromaeus.

<p class="06IsiAbstrak"><span lang="EN-GB">The development of world globalization after the end of the Cold War made many countries in the world adapt to the changes in the existing world constellation. The countries that were most affected were those who supported the Eastern Bloc with communist ideology. Some countries in Asia with communist ideology, such as China, Vietnam, and Laos, have had to face such rapid changes in the world. The conflict between maintaining ideology by adopting the values of globalization is a very important issue. China strives not to be trapped in the entanglement of the globalization of the world by changing the pattern of thinking for the achievement of its economy through economic reform. Economic reform by opening up the economy in welcoming world free trade to take advantage of world trade, but still maintaining communist ideology is the solution for China. China's success in its economic reforms was taken into consideration for Vietnam, its communist ally, to adopt the same steps. With very bad economic conditions after the end of the Vietnam War and its limitations in carrying out reconstruction, real action was greatly needed by Vietnam amid the end of dependence on the Soviet Union. The economic reform movement through "Doi Moi" took effect since 1986 to overcome economic turmoil and efforts to carry out reconstruction reconstruction. The ideology he embraced made it a barrier for the international community to provide assistance to Vietnam. Globalization cannot be rejected because it provides an opportunity for the development and economic growth of a country.</span></p>

Amendment 1945 to the beginning of the Reformation (1999-2002) led to a fundamental change in the position and authority of the Assembly. When the previous General Assembly is the highest state institutions with enormous power turned intostate institutions “normal” position in line with other state institutions such as the Parliament, the President, and the Supreme Court. When the previous General Assembly has the authority so large that after the changes, the authority is reduced, no longer authorized to elect the President and Vice President, the President and / or Vice President in his tenure as easy, and organize the lines of state policy (includingguidelines on therein).The decline position and a reduction in the authority of the Assembly is a positive impact on the state system and our democracy. With the position of the Assembly in line with the institutions of other countries then realized mutual control and balance (checks and balances) between branches of state power that can be prevented or minimized the abuse of authority, violation of the constitution, and the attitude / authoritarian andrepressive policies of a state institution. Reduced authority of the General Assembly so that it no longer has enormous power, even indefinitely have a positive impact, namely to prevent potential violations of constitutional or human rights as well as the development of democratic life quality.

Current territorial organisation in Serbia was basically set during the 1960s. Great demographic and economic changes were not reflected in changes of legislation on territorial organisation. Such territorial organisation is a basis for a single-level and almost completely monotype local self-government system. After providing a detailed overview of legislation on territorial organisation and local self-government in the previous two centuries, the authors analyse the current system and attempt to outline possible lines of reform of territorial organisation. These proposals are viewed as a part of efforts towards greater decentralisation and establishment of a multi-level and/or polytype local self-government.

The strengthening of Islamization (Islamisasi) or the revival of religious awakening in the post-reform Indonesia has become an appealing topic to be studied by social scientists. Islamization, in this study, is not defined in terms of the discourse of religious political relations (such as relations of state and religion), but refers to the existence of social religious expressions which are marked by considerable exploration to form a new meaning of Islam (Islamization) which involves various elements, especially capitalism and modernity. This paper provides an overview of how social scientists see the phenomenon of Islamization in the post-reform Indonesia. This overview is important in order to discuss the viewpoints or better known as "standing positions" of scientists in seeing the phenomenon of Islamization in Indonesia. This paper uses a literature study in the form of collecting various relevant studies related to the analysis of Islamization in the post-reform Indonesia. It then simplifies a number of selected studies from various scientific writings and finds various perspectives, including ones which see this phenomenon as a symptom of radicalism, a form of the success of commodification of Islam. Another perspective makes use of the concept of Post-Islamism and links it with the hybrid identity concept. In the end, this paper concludes that there are two big perspectives, besides the mainstream perspective of radicalism and terrorism, namely the commodification of Islam and Post-Islamism. This research argues that these two perspectives can be used as a basis for thinking in reading the dynamics of increasing social-religious expression in Indonesia with different analytical levels.

Abstract As of writing this article, the United Nations (UN) has turned 75 Years old. Formed from the end of World War II, the UN’s leadership is made up of the War’s victorious countries. The organization consists of 193 states from around the world. After 75 years, the UN has been criticized as being slow in responding to issues concerning International peace and security, even though the handling of such issues constitutes one of the main objectives of the UN. Proposals for UN reform have emerged since 1949 until today, but there were never any real efforts to restore the UN to its original function. Mandates from some Member States have urged the reformation of the organization. This paper discusses the efforts of the UN in responding to proposals for reform and the role of Indonesia as one of the member states of the UN. It is hoped that Indonesia can support and bring change to the UN. Keywords: Indonesia, Reform, UN Abstrak Perserikatan Bangsa-Bangsa atau biasa disingkat PBB, sudah berumur 75 Tahun. Much of the studies on religious freedom in Indonesia have established a striking disconnection between constitutional protections and the actual implementation of religious freedom, underlining the state’s failure as a protector of human rights. Yet, the emphasis on human rights has overlooked why the levels of governmental restrictions are substantially increased in democratized Indonesia, creating a trend of shrinking religious freedom. Using the perspective of civic space, this study analyses the dynamics of such a trend and the involvement of the state as a primary determinant. To demonstrate how and in what way the state engages in creating shrinking religious freedom, this study uses a combination of literature reviews and inspection on past measurements on the religious freedom situation in Indonesia. This study argues that rather than ideological factors, the dynamics of shrinking religious freedom is more related to the unrelenting endeavors from state-actors and agencies to control religion for the purpose of political motives and consideration due to the changing political landscape in a democratized Indonesia.

Abstract: Law, including Islamic law, will evolve with the changes of time, place, situation and tradition. New social problems grow gradually and pose challenges to Islamic law. Reconstruction and reform are inevitable for Islamic law to respond to the current issues. The Islamic law reforms in Indonesia performed through legal enactment, legal opinion (fatwa), and the Religious Courts decisions. New formula for Islamic law in addressing contemporary issues can be built through three processes: conservation, innovation process, and creation. The Supreme Court of the Republic of Indonesia fully supports the development of Islamic law in Indonesia. The reform of Islamic law by the Supreme Court has been carried out through several instruments, such as the issuance of Perma and SEMA, agreement among justices within the Chamber of the Religious Courts, and creation of jurisprudence.Abstrak: Hukum, termasuk hukum Islam, akan berubah seiring dengan perubahan waktu, tempat, situasi dan tradisi. Masalah sosial baru yang tumbuh secara bertahap tumbuh dan menimbulkan tantangan bagi hukum Islam. Rekonstruksi dan reformasi tidak dapat dihindarkan agar hukum Islam merespons masalah saat ini. Ada tiga tipologi reformasi hukum Islam di Indonesia yang dilakukan melalui pengesahan hukum, pendapat hukum (fatwa), dan keputusan pengadilan dari keputusan Pengadilan Agama. Formula baru untuk hukum Islam dalam menangani masalah kontemporer dapat dibangun berdasarkan tiga proses: proses konservasi, proses inovasi, dan proses penciptaan. Mahkamah Agung Republik Indonesia sepenuhnya mendukung pengem­bangan hukum Islam di Indonesia. Reformasi hukum Islam oleh Mahkamah Agung telah dilakukan melalui beberapa instrumen, seperti penerbitan Perma dan SEMA, kesepakatan di antara para hakim di Kamar Pengadilan Agama, dan penciptaan yurisprudensi yang diambil dari kasasi.

The government innovation proceeds in line with the administrative reformation movement. The innovative government frequently finds the momentum in the government in which the administration has experienced reformation. In Indonesia, the administrative (bureaucracy) reformation discourse is articulated widely along with the total reformation demand in 1997-1998. However, after more than one decade, the implementation of such administrative reformation had not been as expected. The administrative reformation experiences stagnation, even in some cases, it shows a paradoxical situation. Congruent to the administrative reformation development, governmental innovation development (central and local) has not reached the maximal result. The government innovation still tends to be sporadic, sectoral and regional. The effectiveness and sustainability of governmental innovation currently proceed are still questioned. The improvement in bureaucracy system and human resource management is considered as important to cope with the challenge in institutionalizing the governmental innovation proven good.

Partai Keadilan Sejahtera (PKS) is a unique and phenomenal party, it was born from the womb of a social-religious movement named Jama'ah Tarbiyah which later morphed into an Islamic political party. The PKS social base is a middle-class, educated and young Muslim community. This research explores the strategy of developing PKS in Kebumen District from 1999 to 2014 in the dynamics of Indonesian Islamic politics. This research reveals the unique pheno­menon of PKS Kebumen's role in an electoral manner in the distribution of votes and seats in the Dewan Perwakilan Rakyat Daerah (DPRD). The method of approach uses pheno­menological studies. The results of this study are that PKS was born of an ideology or Islamic religious thought. His birth was acceptable to the community because PKS approached the community through collective actions such as; <em>majlis ta'līm</em>, social services, natural disaster assistance, channeling financial loan funds, establishing school buildings, and places of worship.

Identitas budaya terkait indigenitas menjadi bagian dari politik identitas yang menurut sebagian pengamat politik disinyalir dimanfaatkan para elit dan penguasa untuk kepentingan politik kekuasaan. Ironisnya, dalam bidang arsitektur, definisi tentang identitas ini justru semakin tidak jelas. Definisi-definisi ini berputar pada debat tentang pencarian jati diri yang tidak pernah selesai dan sering diasosiasikan dengan proses untuk memunculkan jati diri kebudayaan sebagai jawaban atas tantangan universalitas arsitektur modern, globalisasi dan kemajuan teknologi. Makalah ini mencoba mengambil dari sudut pandang yang berbeda yaitu politik identitas dalam silangannya dengan arsitektur (‘space’), waktu (sejarah) dan aspek sosial-politik. Isu yang muncul adalah bagaimana politik identitas perlahan-lahan melanjutkan pengaruhnya dalam formasi arsitektur di Indonesia pasca reformasi, di balik kesalah-pahaman tentang definisi ‘identitas’ dalam debat-debat arsitektur di Indonesia. Hal ini terjadi karena banyak arsitek atau teoretikus arsitektur di Indonesia membatasi dirinya hanya dalam lingkup arsitektur, dan gagal berinteraksi secara lebih luas dengan isu-isu sosio politik. Konsekuensinya, di satu sisi, istilah ‘identitas’ kehilangan pengaruh sosio-politiknya dan direduksi kepada masalah-masalah estetika visual semata, yang mengaburkan identitas arsitektur sebagai suatu konsep sosial budaya. The cultural identity on indigeneity and become part of identity politics. It was exploited by elites and rulers for the sake of power politics. Ironically, in the field of architecture, the definition of this identity is even more unclear. These definitions spin on the debate about the search for identity that was never finished and is often associated with the process to bring a cultural identity as a response to the challenges of modern architecture such as universality, globalization and technological progress. This paper tried to look at architecture (space) in the intersection with time (history) and socio-political aspects. The issue that arises is how the politics of identity is slowly continuing influence in the formation of architecture in Indonesia after the 1997 political reform, under misconceptions about the definition of 'identity' in debates of architecture in Indonesia. This happens because many architects or architectural theorists in Indonesia restricts itself only in the sphere of architecture, and failed to interact more broadly with social and political issues. Consequently, on the one hand, the term 'identity' loss of the socio-political influences and are reduced to a visual aesthetic problems alone, which obscure the identity of architecture as a socio-cultural concept. Meanwhile, on the other hand the use of identity as part of a political commodity also continue the dynamics that occur in the area (regional) is the color of power (power) in the formation of architecture in Indonesia as the impact of decentralization. The paper criticized the behavior of identity politics that tends to turn into a 'regime' in the current architectural identity formation, and less lifting of architecture with issues of identity and everyday social and political dynamics ( 'everyday-life') of community. Este artículo se enfoca en la figura del emperador mogol Akbar (1542-1605) y en la motivación detrás de sus reformas religiosas. En él se debaten los análisis de algunos historiadores que han interpretado estas reformas como el resultado de un viraje en la identidad religiosa del monarca mogol, pero que no han tomado suficientemente en cuenta la parcialidad que caracteriza a los cronistas de su época, cuyas obras constituyen una de las fuentes principales de la historia de ese periodo. A diferencia de otros trabajos, en este artículo se acentúa el carácter político de estas reformas religiosas que facilitaron al emperador el establecimiento de alianzas estratégicas con líderes políticos no musulmanes, y que al mismo tiempo le permitieron debilitar significativamente la influencia de los líderes religiosos musulmanes en los asuntos del estado. Esta interpretación revela que el emperador mogol, lejos de ser un mero actor político o religioso, fue un estratega inteligente que logró equilibrar los asuntos religiosos y políticos en su forma de administrar el imperio.AbstractThis article focuses on the figure of the Mughal Emperor Akbar (1542-1605) and on the motivation behind his religious reforms. Unlike other studies, this article highlights the political nature of these religious reforms that facilitated the establishment of strategic alliances with non-Muslim political leaders and, at the same time, allowed Akbar to significantly weaken the influence of Muslim religious leaders in affairs of state. This interpretation reveals that the Mughal emperor was, far from being a mere political or religious actor, a clever strategist who managed to balance religious and political issues in the way he administered the empire.

Bureaucratic reform which initially existed to support the success of regional autonomy, in practice often creates inconsistency problems which actually give birth to paradoxes. So it happened in West Bandung Regency. On the other hand, the bureaucracy improves itself through the implementation of bureaucratic reform, but on the other hand it slows down the progress of the bureaucracy with the practice of corruption. This paper aims to find out the problems of bureaucratic reform and to find out whether the implementation of bureaucratic reform has shown optimal results in West Bandung Regency. This paper review uses qualitative methods through empirical normative-juridical approach and institutional theory approach. Data collection is done by official document collection techniques. Data analysis techniques in this study were carried out using interpretive descriptive methods. The results of the study in this paper show that the bureaucratic reform carried out by the West Bandung regency government through the practice of regional autonomy has not shown signs that are more optimal in the effort to realize Good Governance. Normatively, this condition is caused by the still low quality (competency) of apparatus resources, accompanied by other things that are mimetic and coercive which also influence the apparatus mentality as a whole based on their interests such as the influence of leadership, culture and the bureaucratic environment.

The method used is the method of normative juridical research with conceptual approaches, legislation, and case approach. Various cases of corruption and very bad service in investment activities have hindered and even damaged the image of the Indonesian nation even in today's highly dynamic world. The bureaucratic legal culture is considered the main factor causing such bad bureaucratic behavior. The legal culture of the royal heritage that is only devoted to highways is difficult to remove from bureaucratic behavior. Cultural heritage, was fertile in the new order era, even in the current reform era. Through the optimization of local culture combined with the autonomy and decentralization policy implemented with the principle of autonomy as widely as possible, it can be attempted to overcome the negative culture of bureaucratic culture into a bureaucracy that eventually can be realized good governance. Tujuan penelitian ini untuk mengetahui budaya hukum sebagai faktor pendorong terwujudnya reformasi birokrasi daerah di Indonesia. Adapun metode yang digunakan adalah metode penelitian yuridis normatif dengan pendekatan-pendekatan konseptual, perundang-undangan dan pendekatan kasus. Kultur warisan, ternyata subur di zaman orde baru, bahkan di zaman reformasi saat ini. Melalui optimalisasi kultur lokal yang dipadukan dengan kebijakan otonomi dan desentralisasi yang dilaksanakan dengan prinsip otonomi seluas-luasnya, kiranya dapat diupayakan dapat mengatasi budaya negatif kultur birokrasi menjadi birokrasi yang pada akhirnya dapat diwujudkan tata kelola pemerintahan yang baik.

Contributions of Peter von Radics (1836–1912) on the Reformation Period in Carniola Publicist, editor, historian and ardent researcher of the Carniolan history Peter von Radics (1836–1912) was one of the most prolific authors of his time. His bibliography contains more than 550 titles, 76 of which are lengthy discussions published in books. In his texts, Radics examined historical, cultural-historical, ethnographic, genealogical and theatrical topics. He was also interested in economic and social issues, and in some papers, he focused on researching the Reformation and Counter-Reformation period in Carniola. The texts and discussions that Radics dedicated to this period can be divided into three sections. On the basis of collected and reviewed archival material, he published a few fragments from the history of Reformation and Counter-Reformation in Carniola, shed light on the role of women in the Reformation and Counter-Reformation period, and reconstructed the lives of selected protagonists in short biographical sketches. He was strongly committed to the noble family of Auerspergs (Turjaški), who—Count Anton Alexander von Auersperg (1806–1876) in particular—financially supported his research and often helped him out of financial difficulties. This is one of the reasons why one of his monographs, dedicated to Herbard VIII. Turjaški (published in 1862), had long been considered a fundamental work and the most comprehensive biography of this Carniolan hero in the fight against the Turks and an ardent advocate of Protestantism. Radics also reprinted and briefly commented on the funeral sermon of Krištof Spindler (1546–1591) at Herbard’s funeral in September 1575. Radics’ contributions on the Reformation and Counter-Reformation period are based on archival sources and testify to the author’s professional and scientific competencies. This paper will discuss the paradox of labour rights in Indonesia after the beginning of Reformasi in 1998. Despite workers having been provided with better regulations that uphold all of their essential rights, labour protests remain prevalent with the same demands every year. To explain this paradox, this paper will employ Foucault's concept of biopower to argue, that instead of bringing prosperity to workers, these new regulations have actually disciplined them. New regulations and freedoms have dictated and limited the kinds of actions that workers can undertake, constructing their logic and becoming internalised to the point that some do not realise that they are ironically being constrained by the very laws that were supposed to free them. As such, workers have unknowingly become trapped in a cycle of protest–new government policy–protest ad infinitum. This paper concludes that "Reformasi" has not done much to improve workers' prosperity. The Manpower Law and freedom of association have failed to guarantee the fulfilment of labour rights, instead giving a false sense of freedom. To escape this trap, the labour movement must find a way to fight outside of the logic provided by the Manpower Law by beginning to imagine a system where labour exploitation can no longer exist.

This Article represents author's reaction to the idea of initiating preparation of the new Serbian Criminal Procedural Law and achieving this goal in a short term of several months. The author thinks that this idea is uwustifiable for several reasons. Instead of drafting the new criminal code we shall take into consideration what has already been done, and we shall proceed with the reform by amending and supplementing the existing Criminal Code, by making it legally perfect in respect of several clearly defined issues, which obviously require such intervention. The author makes references to seven issues that require consideration in the reform of Serbian criminal procedural law. According to him it is necessary to: [1] make a final draft of the Criminal Code; [2] amend Criminal Code and add more detailed provisions on witness protection and protection of inured persons in the criminal procedure; [3] remove the provision on international criminal assistance and extradition from the Criminal Code and adopt a State Union law; [4] potentially change the model of investigation proceedings, by transferring investigation to the competence of the state prosecution or police and referring to the investigating judge so that he can only pass decisions on limitation of human rights during the proceedings; [5] re-evaluate once more whether the Criminal Code is in compliance with European Convention on protection of human rights and fundamental freedoms [6] harmonize the Criminal Code with later adopted constitutional provisions (Constitutional Charter 2003) and with the provisions of new Criminal Code 2005; [7] take into consideration justifiable objections of the court practice.

An altogether common assumption amongst Western and many Central/Eastern officials is that the post-Communist defense institutions have, more or less, been successful in adopting Western concepts of defense governance. A careful review of the data strongly suggests that these organizations remain largely bound by Communist-legacy defense concepts which inhibit them from producing defense outcomes. As such, it is unclear whether these armed forces are capable of contributing effectively to the Alliance’s common defense. Despite being ‘relatively’ reformed by regional standards, the paper argues that the Slovenian defense institution harbors some legacy practices (e.g. centralization of decision-making) and weaknesses (e.g. defense planning) that urgently need to be addressed by Slovenian political and defense officials. Povsem običajna domneva zahodnih in številnih srednje- in vzhodnoevropskih funkcionarjev je, da so obrambne ustanove nekdanjih komunističnih držav bolj ali manj uspešno prilagodile zahodne koncepte upravljanja obrambnega resorja. Po skrbnem pregledu podatkov ugotavljamo, da so te organizacije še vedno zelo odvisne od obrambnih konceptov nekdanjih komunističnih ureditev, kar jih ovira pri zagotavljanju rezultatov na obrambnem področju. Vprašanje je torej, ali so te oborožene sile zmožne učinkovito prispevati k skupni obrambi zavezništva. Čeprav so po regionalnih standardih precej reformirane, v članku ugotavljamo, da je v slovenskem obrambnem ustroju še vedno nekaj ostankov starih praks (na primer centraliziran sistem odločanja) in pomanjkljivosti (na primer obrambno načrtovanje), na katere morajo biti slovenski politični in obrambni funkcionarji še posebej pozorni

The 21st century is an essential time for changes in the society. Development of technologies, globalisation and the fading of national boundaries all contribute to a change of the educational paradigm. The changes also affect the Latvian education system as the implementation of the project “Competency approach in learning content” is in progress. The implementation of the new learning content has began on September 1 of the academic year 2020/2021. To determine the Primary school teachers’ (Grades 1-3) readiness for putting the changes into practice, a survey was conducted. The survey data analysis shows that the teachers admit that changes are necessary; meanwhile they believe that the implementation of changes is chaotic. Likewise, teachers are not insecure about the new learning content that is added to the curriculum. Teachers discuss problems such as information fragmentation, lack of technologies and learning materials, insufficient amount of lessons intended for a particular content as well as its influence on qualitative preparation of lessons.

Perubahan resepsi terjadi dari generasi ke generasi seiring dengan perubahan zaman dan perubahan horison harapan pembacanya. Resepsi pada masa sebelum kemerdekaan menunjukkan ideologi prokolonial dan pada era awal kemerdekaan sebaliknya, antikolonial. Resepsi pembaca yang muncul di era Orde Baru berisi kritik sosial terhadap pembangunan dan di era reformasi memperlihatkan semangat pluralisme dan kebebasan.Abstract:This paper is aimed at describing the form and the change reader reception toward Tjerita Njai Dasima by using reception of literary theory and diachronic reception method. This research revealed that since colonial period until reformation period, Tjerita Njai Dasima got appreciation in the form of new literary works such as poem, prose, drama text, film scenario, film, series, and musical drama. The change of reception can be seen from generation to generation, together with the development and reader ’s horizon expectation. The reception before indepen- dence showed procolonial ideology. While, in the early independence period tended to be antico- lonial. Reader reception emerged in the new era period showed social critic toward development, while in the reformation period was in the form of spirit of pluralism and freedom.

The petroleum products unleaded gasoline and reformate have been analyzed by Fourier transform (FT) Raman spectrometry with the use of a fiber optic cable that allows a measurement to be carried out remotely from the spectrometer. Samples were contained in glass cuvettes, and collection of high-quality spectra was simple. Fuel properties such as research octane number (RON), motor octane number (MON), density, benzene content, and flexible volatility index (FVI) were determined by application of the partial least-squares multivariate statistical approach. Analytically useful calibrations ( R2 > 0.97) were obtained for all of the significant fuel properties studied. Cross-validation results were, as expected, worse than the calibration results but still indicated the usefulness of the method. Standard errors of prediction with the use of cross validation for models that contained 14–28 samples include: MON = 0.12, RON = 0.16, benzene % = 0.09, and density = 0.0018. These results demonstrate that it is feasible to undertake on-line analyses of petroleum fuels by fiber-optic FT-Raman spectrometry.

Al-Ittihadiyah seakan menjadi corong bagi etnis Melayu di Sumatera Timur, dan ini yang membedakan mereka dengan etnis Minangkabau yang berafiliasi dengan Muhammadiyah dan etnis Mandailing yang berafiliasi dengan Al Jam’iyatul Washliyah. This article proposes that Al-Ittihadiyah was one of the Islamic organizations established in Medan City, initiated and patronized by Malay clerics and prominent figures. As such this organisation has a very close ties with Malays, very much like the association of the Minangkabaus with Muhammadiyah and Mandailings with Al Jam’iyatul Washliyah. In addition, Al-Ittihadiyah as an organization is not affiliated with certain schools of faith and jurisprudence, but its supporters are adherents of the Ash‘ariyah and Syâfi‘iyah schools. Al-Ittihadiyah engages in education, da’wah and social charity. In the beginning of independence, Al-Ittihadiyah leaders joined the Masjumi Party, and later on the Unity and Development Party (PPP). Abstract:
In this article, we analyze the new discourses on the university around two Colombian governmental programs: the student loan program Ser Pilo Paga and university rankings Mide. Although these programs can be labeled as market-based or neoliberal reforms, they have not been analyzed from a sociological perspective that discusses its relationship with changes in the idea itself of the university. We analyze the rhetoric surrounding its design and implementation through the content analysis of press articles and documents from governments and international organizations. From a neo-institutional perspective of world society theory, we find that loans have been mainly promoted by the World Bank, while rankings are directly copied from a global culture. There is also a rhetoric using the terms best, quality, excellence and technology that correspond with the global model of the entrepreneurial university. This idea contrasts, though, with terms such as equity, access, fairness and inclusion, in turn related to a discourse about social engagement that partially corresponds to the local idea of the Latin-American university. These tensions between university models where policy instruments are entangled should be further studied in other countries.

Abstract:
In the centre of the City of London one can find the Dutch Church Austin Friars. Thanks to the Charter granted in 1550 by King Edward VI, the Dutch refugees were allowed to start their services in the church of the old monastery of the Augustine Friars. What makes the history of the Dutch Church in London so special is the fact that the church can lay claim to being the oldest institutionalised Dutch protestant church in the world. As such it was a source of inspiration for the protestant church in the Netherlands in its formative years during the sixteenth century. Despite its long history, the Dutch Church is still alive and well today. This article will look at the origin of this church and the challenges it faced and the developments it experienced during the 466 years of its existence.
