Abstract:
Abstract. Molecular composition and abundance of sugars and secondary organic aerosols (SOA) from biogenic sources over the East China Sea were investigated based on gas chromatography–mass spectrometry. Biogenic SOA tracers and sugars exhibit higher levels in the samples affected by continental air masses, demonstrating the terrestrial outflows of organic matter to the East China Sea. Glucose was the dominant sugar species (0.31–209, 18.8 ng m−3), followed by mannitol – a fungal spore tracer. All sugar compounds show generally higher average concentrations in the nighttime than in the daytime. 3-Methyl-1,2,3-butanetricarboxylic acid, one higher generation photooxidation tracer of monoterpene SOA, was found to be the most abundant species among measured biogenic SOA markers, suggesting the input of aged organic aerosols through long-range transport. Fungal-spore-derived organic carbon (OC) was the biggest contributor to total OC (0.03 %–19.8 %, 3.1 %), followed by sesquiterpene-derived secondary OC (SOC), biomass-burning-derived OC, and monoterpene- and isoprene-derived SOC. Larger carbon percentages of biogenic primary OCs and SOCs in total OC presented in the terrestrially influenced aerosols indicate significant contributions of continental aerosols through long-range transport. Positive matrix factorization results illustrate that the secondary nitrate and biogenic SOA, biomass burning, and fungal spores were the main sources of OC in marine aerosols over the East China Sea, again highlighting the importance of the Asian continent as a natural emitter of biogenic organic aerosols together with anthropogenic aerosols over the coastal marine atmosphere.

Abstract:
Most discussions on data quality overlook the legal framework within which data are collected. This paper examines India’s Census Act, 1948 that provides the legal framework for conducting population censuses. The Act stipulates punishment for interfering with the process of enumeration but the punitive provisions have not been invoked to deal with cases of widespread manipulation of census. Major instances of manipulation were reported in 1951 and 2001 after the government introduced additional punitive measures in 1948 and 1994, respectively. The paper identifies the structural flaws of the Census Act, 1948 vis-à-vis manipulation. It compares the Act with other Indian laws on the collection of statistics and census laws of other common law countries. It shows that fines are very small compared to per capita income in most countries and yet violators are rarely fined. The paper uses simple games to explain why the punitive provisions might be redundant and suggests that the problem of interference with government statistics can possibly be addressed without recourse to law. The insights drawn from the games are examined in light of the experience of Nagaland and other states of India where census statistics were affected by widespread manipulation in the recent decades.

The thesis unravels the strands of the political and diplomatic pressures which led to Eire's departure from the British Commonwealth. As a background, the thesis reviews Anglo-Irish constitutional developments, from 1932 until 1948, with special reference to the introduction of the Executive Authority (External Relations) Act,1936. That statute sufficed as Eire's last tenuous constitutional link with the Commonwealth. The contentious issue of why the Taoiseach, John Costello made the announcement of his government's intention to repeal the External Relations Act, without a cabinet decision is examined. The answer is found by differentiating between the Statute and the prescribed permissory procedures embodied therein. Following chapters show how discussions among Commonwealth representatives, at Chequers and Paris, arrived at an agreement, whereby the Republic of Ireland, in an intermediary position between that of a foreign state and Commonwealth member, retained Most Favoured Nation Status for its trade and citizens. Two following chapters on NATO and on Partition ignore the above semantic analysis of Anglo-Irish relations and deal with the practical problems. The thesis argues that the UK 'Ireland Act',1949, introduced ostensibly to recognise Eire's new status vis-a-vis the Commonwealth, incorporated a guarantee to the Unionists that Partition would not end without their consent (as opposed to with): That this "guarantee" was not divorced from the strategic interests of the British Chiefs of Staffs, who wanted to maintain the reliable bases in Northern Ireland. The Irish government's response to the British government's, Ireland Act, 1949 was rhetorical rather than practical. Protests turned to internecine political recriminations, and faded when it became obvious that continued criticism of Britain would encourage the unleashing of unconstitutional and uncontrollable elements.

En 1948 le Président Harry S Truman signe le "Women’s Armed Services Integration Act". Cette loi est en fait le fait d’armes de Margaret Chase Smith, sénatrice et représentante de l’état du Maine. En 1948, à travers le" Women’s Armed Services Integration Act" Madame Smith met en avant ces milliers de femmes qui, après l’enrôlement obligatoire pour cause de deuxième guerre mondiale, voient en l’armée une nouvelle carrière qui s’ouvre à elles. Seule femme ayant été élue, sous la bannière républicaine, à la Chambre des représentants et au Sénat de son propre chef, Margaret Chase Smith rencontre le sénateur Joseph McCarthy, « grand ordonnateur » des audiences du HUAC dans les années 50, lors d’un dîner informel. Les Américaines s’organisent aussi pour leurs droits, sur le plan syndical les années 50 peuvent bien être la “missing wave” clamée par l’historienne Dorothy Sue Cobble. Cette thèse, ayant pour toile de fond l’étude de cas de deux cents femmes interrogées par le HUAC de McCarthy, met en lumière, de façon significative, les individus et les militantes, femmes réelles qui sont les principales protagonistes des changements historiques, notamment une égalité à travers le Civil Rights Act de 1964. Ainsi, cette démarche s’inscrit dans la perspective de la Nouvelle Histoire que le Professeur Paul-Marie Veyne définit comme représentative des « dimensions collectives de l’individu. » Les audiences du HUAC et de McCarthy, tenues de 1950 à 1954, dévoilent les histoires de divers citoyens, plus précisément de citoyennes obligées de se démener pour améliorer leur condition de vie. In 1948 President Harry S Truman signed the "Women's Armed Services Integration Act". This law is in fact an exploit of Senator Margaret Chase Smith, representing the state of Maine. In 1948, through the "Women's Armed Services Integration Act", Mrs Smith proposed a career to those thousands of women who saw in the army a new horizon. Only woman having been elected under the Republican banner, in the House of Representatives and the Senate, Margaret Chase Smith met Senator Joseph McCarthy, at the head of the HUAC in the Fifties. While servicewomen benefited from the" Women's Armed Services Integration Act", the other american women organized for their rights, especially through trade unions. Feminine activism was alive in the Fifties which can be seen as the “missing wave” coined by historian Dorothy Sue Cobble. This thesis, having as background the case study of some 200 women, sheds light on individuals, real women who were the main characters of historical change, namely an equality achieved through the Civil Rights Act. As the “micro histoire” of the Italian school whose researchers study these new actors of history, called “ordinary people”, this present work on McCarthyism leans on individuals representative of their gender, their race and their fight. Thus, this approach falls under the prospect for New History which Professor Paul-Marie Veyne defines as representative of “collective dimensions of the individual.” The investigations of HUAC presided by McCarthy, in the Fifties, reveal the stories of various citizens, especially women always in a struggle to lead a better life. One thousand three hundred and fifty-two books, three hundred and twelve newspaper articles and a hundred university articles concerning McCarthyism can be listed, but scarcely, if not none, of deal with the role of women called before the HUAC and the Committees of inquiry on Communism in the McCarthy years

Abstract:
This thesis describes the non-profit sector in Czechoslovakia in 1945 - 1951 period. In this pivotal period, the independent non-profit organizations were partly revived during the post-war reconstruction, but they have been gradually limited by the state pressure, aiming to achieve their ultimate liquidation. This study examines the causes and transformation tools of the NGO sector until its abolition, as well as their subordination to direct government oversight. This work views the topic especially in terms of financial and managerial aspects of the organizations during this period. Due to the fact that this is an unexplored issue, the theoretical knowledge related to the topic is presented first, and the terminology and legislative developments of this type of organization are subsequently clarified. The practical part uses the example of three socially oriented associations: YMCA, Czechoslovak Red Cross and Charita (Caritas), their specific economic issues and the examples of contemporary management.

Ce n'est pas la première fois qu'on aborde la question de l'immigration indienne « réunionnaise » ou l'engagisme. Au niveau de la thèse, précisément en histoire contemporaine, il s'agit du premier exercice à La Réunion. Nous savons beaucoup de choses sur l'engagisme, ses modes de fonctionnement, ses règles, les décrets. Pourtant il reste des zones d'ombre. Pourquoi les engagés indiens dans leur grande majorité, ont-ils souhaité rester dans la colonie à l'issue de leurs contrats ? La réponse est évidente : puisqu'ils avaient des conditions ici plus que raisonnables comparées à celles qu'on leur proposait en Inde. Mais à quelles conditions ? Il est de bon ton d'affirmer que l'engagisme n'était qu'une forme déguisée de l'esclavage. Sur le plan juridique nous sommes en présence de deux systèmes différents. L'un s'appuyait sur le concept de « bien meuble », développé très tôt chez Aristote (la domination totale) et les conséquences qui en découlaient. Dans l'autre configuration, celle de l'engagisme, un contrat de travail était élaboré entre les deux parties. Par le décret de 1889, les fils d'engagés, « anglais » deviendront français. Avant la Première Guerre mondiale, une polémique fut soulevée sur le point de savoir s'il fallait envoyer les fils d'Indiens sur le front. En réalité très peu d'entre eux ont participé à la Grande guerre. Etait-ce une illustration symbolique de la question de l'intégration ?
It is not the first time that the issue of Indian immigration to Reunion or “hiring” -that is to say “engagisme” in French - is dealt with. But it is the first time that a thesis in contemporary history is written about that topic. Many things are known about hiring: how it worked, its rules, its decrees. But other things are still ignored. Why did most Indian indentured laborers decide to stay in the colony at the end of their contracts? The answer is obvious since they had better working conditions on Reunion than in India. But what were these conditions like? It is often asserted that hiring was disguised slavery. From a juridical point of view they are two different systems. Slavery relied on the concept of « personal property », elaborated at an early stage by Aristotle (total domination) and the consequences that followed. Literally, the two systems cannot be compared, thanks to the 1889 decree the sons of “English” indentured laborers became French. Before WW1 a controversy flared up about whether or not Indians' sons should be sent to the front. In fact very few of them went to the war. Is that example symbolic of the issue of integration?

Abstract:
This project revisits the work of Nikolai Berdiaev, one of the first Russian Silver Age religious philosophers to be widely read in the West. The focus of this research is his thought on freedom and the ‘creative act’. We will argue that Berdiaev’s vision of freedom contains two types of freedom – a freedom understood within the created order and a freedom ‘outside’ of creation. It will be shown that in the former type, the reader finds a nuanced and insightful multi-layered conception of human freedom, which offers intriguing possibilities for exploring freedom and its implications for humanity. It will also be demonstrated that this type of freedom is closely related to his innovative view of creativity. Berdiaev conceives of freedom and creativity as distinct concepts, and yet so integrally related that they are interdependent. In the latter type of freedom, the reader will encounter a highly speculative and original metaphysical view that attempts to explain freedom as non-determination and answer the challenges of theodicy, which, this research will maintain, fails to do. This research will contend (contrary to Berdiaev’s own statements) that his thought is most comprehensible from a broadly theological perspective. This perspective will underscore the significant tension within his work that arises from his speculative metaphysics. Unlike earlier works on Berdiaev that glossed over this tension, we will attempt to ameliorate it by engaging Jürgen Moltmann’s theology of freedom. Moltmann’s theology will provide a number of ideas and concepts for an analysis, critique, and reconfiguration of Berdiaev’s vision. This reconfiguration will seek to remain faithful to Berdiaev’s core concerns, while providing a new interpretation of his thought that is relevant for a contemporary dialogue concerning the significance of freedom and creativity for the person and community in relation to God.

AbstractThrough a case study of the Employees’ State Insurance Act of 1948, this chapter examines the historical evolution of a type of welfare schemes in India that made entitlements conditional on specific forms of employment. Global trends in social policy had influenced debates on a social insurance for Indian workers since the 1920s. Transformations of Indian industry, World War II, the post-war crisis and postcolonial economic planning then created conditions for legislation. Just when the international welfare discourse, Indian contributions included, converged on social welfare as a universal citizen right, the regulatory content of the health insurance scheme devised for India diverged from this normative consensus: “Employees’ State Insurance” remained strictly employment-based but also generated horizons of expectation that continue to inform labour struggles.

AbstractThis chapter examines how child-care policy in Britain in the early post-war period was shaped by the publication of the 1946 Curtis report, whose recommendations were substantially implemented in the 1948 Children Act. The chapter considers both the report’s position on the administrative restructuring of children’s care and its importance in articulating standards of good practice in child-care based on broad concepts from child psychology. The report’s recommendations specifically for child migration are discussed as well as the different ways in which voluntary societies involved in this work engaged with the Curtis Committee on this issue. Whilst strengthening controls over child migration to a limited extent, the subsequent 1948 Children Act introduced separate obligations for the emigration of children from the care of local authorities compared to voluntary societies, thus creating a two-tier administrative system that was to have significant consequences for many child migrants.

AbstractCultural diplomacy is often understood first and foremost as an activity of states and institutions, operationalising culture to wield power and communicate ideologies. This chapter considers the use of the concept firstly in terms of its impact on individuals affected by the activities of cultural diplomacy through education and employment by relevant institutions. Secondly, by examining the potential for such individuals also to act as cultural diplomats themselves, for their own subaltern and resistant ends, by tracking the life-histories of Na’im Shehadi Makhouly and Stephan Hanna Stephan, both Palestinian Christian employees of the British Mandate administration’s Department of Antiquities. This chapter shows how cultural diplomacy can be activated as a means of dissent within a colonial setting, but that its appeal and potential are limited.

Cellulosic biofuels can be used to replace traditional liquid transportation fuels. Cellulosic biomass is feedstock in manufacturing of cellulosic biofuels. However, the low density of cellulosic biomass feedstock hinders large-scale and cost-effective manufacturing of cellulosic biofuels. Another bottleneck factor in manufacturing of cellulosic biofuels is the low efficiency of the enzymatic hydrolysis of cellulosic biomass materials resulting in a low sugar yield. Ultrasonic vibration-assisted (UV-A) pelleting can increase the density of cellulosic biomass feedstocks via combined effects of mechanical compression and ultrasonic vibration of the tool on the cellulosic biomass. Meanwhile ultrasonic vibration may act as a beneficial pretreatment for enzymatic hydrolysis, which can possibly increase the efficiency of hydrolysis and obtain a higher sugar yield. The pressure and the ultrasonic power are important parameters in UV-A pelleting. Their effects on pellet quality (density, durability, and stability) and sugar yield (after hydrolysis) are experimentally investigated.

Sri Lanka introduced colour coding for sugar, salt & fat regulations, which was enforced from the 1st of June 2019. It is the latest food labelling regulation in Sri Lanka. Over the years of consumer studies, even though few studies have studied the impact of food labels on consumer purchase decisions, there is not enough evidence on traffic light food labelling system and its impact on health and healthy choices of the point-of-purchase. Hence, this research study on the impact of colour coding regulation on consumer’s buying decisions with special reference to Western Province, Sri Lanka. The purpose of this research was to study the influence of colour code label system on consumer’s buying decisions and analyse the consumer’s knowledge of the traffic light food labelling system. A purposely developed online questionnaire was administered to 200 randomly selected samples in Western Province in Sri Lanka. The questionnaire had three separate parts. The first part of the questionnaire sought information on the socio-demographic profile of the respondent. The second part had few questions on basic knowledge and behavioural aspect of traffic light food labelling system. The third part of the questionnaire was questioned about further improvements in the traffic light food label from the consumers’ perspective. IBM SPSS version 21 software was used for analysing collected data with frequency analysis and Friedman test. Results revealed that most of the consumers refer to the price label instead of other labels. Also, they are not giving special attention to traffic light food labels at the point-of-purchase. Among the consumers who considered traffic light food labelling system at the point-of-purchase, most respondents had a clear idea about different colour codes and would like to consume food products with a low level of sugar, salt, and fat. Further, a fair number of respondents suggested enlarging the size of the existing colour codes of the traffic light food labelling system. Based on the results obtained, it can be observed that still Sri Lankan consumers are not significantly considered traffic light food labels at the point-of-purchase, and they are limited to seek the price tag at the point-of-purchase. Further, the findings of this study will act as a guide for food regulators when assessing the outcome of the new food labelling regulation of Sri Lanka.
