Abstract:

Lawrence, Sr, Barchue. 11 The IMO, the Audit Scheme, and Its Role in Global Ocean Governance. Oxford University Press, 2018. http://dx.doi.org/10.1093/law/9780198823957.003.0011.

Abstract:
This chapter explains the origins, aims and structure of the compulsory IMO Audit Scheme recently adopted in the International Maritime Organization (IMO). The Scheme was originally trialled in the IMO on a voluntary basis. The results of the trial, in which several IMO Member States offered themselves for audit, was so positive that any remaining opposition to compulsory audit was soon overcome. The aim of the audits is not to ‘name and shame’ countries which are found to be wanting in terms of compliance with their IMO treaty obligations. Rather, it was conceived as a tool that could assist Member States in identifying any shortcomings in their legal and administrative regimes and in suggesting what further actions need to be taken to overcome these deficiencies.

Abstract:
The chapter outlines a comprehensive psychiatric interview for children. It outlines the differences from assessing adults and gives a scheme for the mental state examination. Suggestions are given on how to tailor the interview to children below the age of 6 ,for middle childhood, and for adolescence. Guidance is provided about the use of multiple informants (parents, teachers, and others) and how to synthesize or prioritize their accounts. The chapter also provides a framework for the asssessment of children with developmental disorders to ensure all relevant domains are covered.

Abstract:
We argue that dominant research approaches concerning mental illness, which are centered on traditional categories of psychiatric classification as codified in the DSM-IV, have serious empirical, conceptual, and foundational problems. These problems have led to a classification scheme and body of research findings that provide a very poor map of the domain of mental illness, a map that, in turn, undermines clinical and research pursuits. We discuss some current efforts to respond to these problems and argue that the DSM-5 revision process is not very promising, whereas the NIMH Research Domain Criteria initiative and some recent research in cognitive neuroscience fares better, although the latter remains potentially compromised by residual influences of the DSM-based approach. We conclude with some lessons and suggestions for the pursuit of alternative research pathways.

Mills, Kerry R. The clinical approach to neurophysiology. Oxford University Press, 2016. http://dx.doi.org/10.1093/med/9780199688395.003.0018.

Full text
Abstract:
The clinical approach to neurophysiology provides a scheme for the conduct of a neurophysiological examination from the initial contact with the patient to the provision of a final report. The importance of focused history-taking and physical examination in tailoring the test plan is stressed as is the necessity of maintaining rapport with the patient. The difficult issues of consent and what to tell the patient at the end of the examination are discussed. The importance of honest communication with the patient is highlighted. Test results are judged against a framework of normal values. The statistics of defining such reference values and the many factors that may influence them are covered. Finally, there is a discussion of the safety of neurophysiological procedures with suggestions as to how to mitigate against the main risks, such as bleeding diathesis in EMG and seizures with transcranial magnetic stimulation.

Abstract:
This chapter surveys the extensive work undertaken by the International Maritime Organization (IMO) to protect the marine environment. It argues that marine environment issues cannot be the exclusive responsibility of one international organization, even one as proactive as the IMO. The chapter offers a variety of suggestions that might be looked into to improve the effectiveness of IMO measures. It also notes that flag states do not always live up to their responsibilities under the UN Convention on the Law of the Sea (UNCLOS) with regard to the exercise of effective control and jurisdiction over ships flying their flags. In this light, Port State Memorandum of Understanding (MoU) reports frequently observe substantial deficiencies on a number of vessels, whether flagged under open registries or not. It remains to be seen whether the recently adopted IMO compulsory audit scheme may cast further light on these issues.

Abstract:
This chapter first engages two cases where anthropologists draw on the work of theologians and then develops a normative account of the relation between the two disciplines via a third—philosophy—by drawing attention to questions of scale in these engagements. The second part considers, briefly, the distinctive approach to time that theological work often articulates in its concern with the past for the sake of the future. This construct can be presented as an ideal scheme. The past is a resource for reparative thinking; the present is an abundance of signs of suffering calling for repair; the future is imagined as a life where suffering has been healed. The chapter interprets Robbins’ and Jenkins’ interest in theologians’ work in the light of this approach to time, suggesting that both are concerned with change but in different ways.

Lepesant, Gilles. Implementing EU Renewable Energy Policy at the Subnational Level. Oxford University Press, 2017. http://dx.doi.org/10.1093/oso/9780198802242.003.0028.

Abstract:
The European Union (EU) has set targets for gradually reducing greenhouse gas emissions through 2050. One of the instruments involved is the 2009 Renewable Energy Directive, which specifies a 20 per cent renewable energy target for the EU by 2020. The chapter reviews tensions and institutional innovations that can arise at local and regional levels within the context of the implementation of this policy. Drawing on empirical evidence collected in two regions, one in a federal country (Brandenburg in Germany), one in a unitary state (Aquitaine in France), the chapter describes the factors that determine community and market acceptance of renewable energies, suggesting that appropriate multi-level governance schemes are instrumental in the successful adoption and implementation of EU priorities at the local level.

Danielson, J. Taylor, and Robin Stryker. Cultural Influences on Social Policy Development. Edited by Daniel Béland, Kimberly J. Morgan, and Christopher Howard. Oxford University Press, 2014. http://dx.doi.org/10.1093/oxfordhb/9780199838509.013.032.

Abstract:
Meaning-making is the core of all cultural mechanisms influencing policy development. Culture includes ideas; ideologies; values; concepts and theories; categories; beliefs; attitudes; opinions; norms; cognitive schema and paradigms; frames; discourse; spoken, written, or signed language; and any material object to which meaning is attached. Each shapes policies through meaning-making. This chapter explores how diverse aspects of culture play cognitive, normative-evaluative, and strategic roles in U.S. social policy development. It reviews exemplary research exploring the relationship between various cultural forces and that development, offering methodological and theoretical suggestions for future research. Cultural factors alone are unlikely to provide a sufficient explanation for any aspect of U.S. social policy development. However, understanding how they operate in the background and foreground of social policy debates is essential, because fully explaining the nature, timing, causes, and consequences of any particular American social policy development will require elucidating multiple aspects of—and roles played by—culture.

Lecours, André. Devolution, Regional and Peripheral Nationalism. Oxford University Press, 2017. http://dx.doi.org/10.1093/acrefore/9780190846626.013.147.

Full text
Abstract:
Social science scholars have repeatedly predicted the demise of regional (or peripheral) nationalism, from the late nineteenth century to the post-World War II period and in the 1990s. However, all suggestions about the death of regional nationalism have been proven wrong. On the contrary, nationalist movements in the West have not only survived advanced capitalist development in liberal democratic contexts but have thrived as well. In the developing world, decolonization gave rise to a variety of regional nationalist movements that frequently spiraled into violent conflict and secessionist attempts. To deal with regional nationalism, states often turned to devolution, resulting in the implementation of various schemes of autonomy, most of which came under the guise of federalism. Three trends characterize the literature on regional nationalism and its management through devolution: a change in the way regional nationalism is viewed; a transformation in the type of political, institutional, and constitutional response scholars have suggested toward regional nationalism; and a willingness to accept, or even favor, secession as a possible solution to conflict in multinational and/or multiethnic countries. At the same time, there are at least two challenges in the study of regional nationalism and its management: objectivity and the need to develop a greater comparative perspective.
