Abstract:
Analysis of marriage registers, apprentice records, wills and insurance policies demonstrates that in the eighteenth century, the Thames, downstream from the Tower of London, was a major barrier to the development of strong business and marriage links between the residents on the north bank in Stepney, and those on the south bank in Surrey and Kent. Possible reasons for our findings are examined in the context of London's growth, migration patterns and business opportunities. The importance of Sun Fire Office insurance policies, in examining personal and commercial links between places far apart is emphasised. Suggestions are made for future research.

Abstract:
ABSTRACT Because no one entity has the resources to deal with a major vessel fire, contingency planning and exercising within the port community are critical. Achieving the highest level of response readiness is an evolutionary process made more difficult by today's fiscal constraints on both government and industry. This paper will discuss the steps taken over the last 15 years (workshops, table-top exercises, hands-on drills) to develop a comprehensive marine fire-fighting contingency plan that was tested during a recent area PREP exercise. The PREP drill scenario involved a collision between two vessels that resulted in a large spill and fire well away from shoreside access. Participants included over 200 personnel representing 50 federal, state, and local agencies. Shipboard flammable liquid fires are never easy to extinguish; however, the degree of difficulty escalates exponentially when an event does not occur pierside with adequate access for local fire departments. Mutual aid agreements and state-of-the-art response strategies and equipment are essential to resolving this unique situation. Proper use of the incident command system helps ensure smooth, efficient waterside command and control of the fire attack assets. Special logistics systems and staging techniques need to be developed to bring adequate water and foam delivery (8000+ gpm) resources to bear on an away-from-shore incident. These requirements were shown to be well within the response capabilities of the San Francisco Bay fire-fighting community when dedicated fireboats and vessels-of-opportunity were converted to foam master stream delivery platforms.

Sausalito, CA—Come dinner time aboard his yacht Adequate Award, and Melvin Belli really knows how to put on the dog. Tonight, his dining-room table is set with bone china and sterling silver, and browsing among the tableware is one hungry Italian greyhound. I know the animal is hungry because he has walked across the table and taken a bite of my bread plate. . . There are those who would have you believe that Mr. Belli, the King of Torts, has become so eccentric that more than dinner is becoming chaotic. . . Since summer, the 81-year-old lawyer has been barred by court order from his 25-room San Francisco mansion. His wife got the order after filing a petition for legal separation. She complained at the time to reporters and police that Mr. Belli physically and verbally abused her and their teenage daughter. Even more bizarre, she claims that he falsely accused her of having sex with a number of family friends, including celebrities of both sexes. . . Another shot fired across the bow: In a lawsuit pending in Tax Court, the Internal Revenue Service contends that Mr. Belli, in effect, back-dated documents to avoid paying gift taxes in a transaction involving his San Francisco law-office building. . . His firm, Law Offices of Melvin Belli, Sr., is on trial, too, these days. Three years ago, Mr. Belli lost a malpractice case resulting in a $3.8 million judgement against him. Since then, six more malpractice suits have been filed against him in San Francisco Superior Court. . .

Abstract:
This paper details the evolution of access network sharing models from legacy DSL to the most recent fibre-based technology and the main challenges faced from technical and business perspectives. We first give an overview of existing access sharing models, that span physical local loop unbundling and virtual unbundled local access. We then describe different types of optical access technologies and highlight how they support network sharing. Next, we examine how the concept of SDN and network virtualization has been pivotal in enabling the idea of “true multi-tenancy”, through the use of programmability, flexible architecture and resource isolation. We give examples of recent developments of cloud central office and OLT virtualization. Finally, we provide an insight into the role that novel business models, such as blockchain and smart contract technology, could play in 5G networks. We discuss how these might evolve, to provide flexibility and dynamic operations that are needed in the data and control planes.

Abstract:
ABSTRACT Geographic Information System (GIS) support has become a basic tool for oil spill response because of the inherent data management, analysis, and display capabilities. Presented here are example GIS maps from the 2004 California Spill of National Significance (SONS) exercise. The SONS scenario had two major spill incidents occurring off the coast of southern California requiring a massive response from State, Federal and Local agencies. The exercise locations included Port-level incident command posts (ICP) in San Diego, Los Angeles and Ensenada, Mexico. A regional ICP for the US Coast Guard (USCG) National Incident Command (NIC) was established in Los Alamitos, CA, and USCG National Response Team activities occurred in Washington, DC. The California Department of Fish and Games (CDFG) Office of Spill Prevention and Response (OSPR) had GIS equipment and personnel deployed at the three southern California ICP locations. GIS data was electronically transferred between the three ICPs through email attachments to GIS personnel directly, or via internet file transfer protocol (ftp) to a secure internet site. GIS data layers were transmitted in ESRI shapefile format while map files were transmitted in Adobe PDF file format. In addition to the GIS activities at the three ICPs, an internet mapping site (using ArcIms software) was available on-line for the duration of the SONS drill housed on a secure server located in Sacramento, CA. GIS data layer sharing at the individual ICP's was achieved using USB data “sticks”. Oil slick trajectory models run by the National Oceanic and Atmospheric Agency (NOAA) Hazmat team were imported into the GIS via the GNOME extension to ArcView. Airborne observation teams were employed to document marine or coastal species that were either in immediate danger or already impacted in real time. The airborne pelagic transects were captured via GPS and waypoints were marked for key observations. These data were transmitted to the ICP via email upon landing. During an oil spill emergency large amounts of data are generated and utilized, much with a geospatial component. The inherent ability to import and display convergent data layers provides the incident Unified Command with a powerful decision making tool.

Abstract:
Abstract This chapter presents the role urban literacy has played in the stakeholder engagement and gender equity efforts introduced to strengthen land governance in San Andrés Cholula's periurban communities. The chapter uses focus group discussion (FGD) from eight urban literacy workshops in five peri-urban communities of San Andrés Cholula. These FGDs were conducted during a period of 3 months (i.e. July to September 2019). The chapter is structured as follows. It starts with historical review of Cholula's sociopolitical office system and a critical evaluation of MPSUD based on the principles of good governance. Then follows a discussion of the process of the urban literacy workshops. This is then followed by a discussion of the role of women in strengthening land governance through urban literacy based on the outcomes of the workshops. Finally, the chapter concludes with emphasis on how urban literacy is a veritable strategy for strengthening land governance and for enabling inclusive participation in policy making.

Local weekly newspapers in market towns, or serving localities in large urban centres, were usually produced, alongside local-interest journals and a few books, in general printing offices which served the local businesses and community: John Cossar & Son of Govan is an example of this type of printing office. The firm had its origins in the 1870s, and later became the publisher of local weekly newspapers in Glasgow. John’s son, Thomas, invented the ‘Cossar Patent Flat Bed Web Newspaper Printing Machine’ in 1899. The machine used the existing skills and typesetting equipment available in every letterpress printers, but was reel- (or web-) instead of sheet-fed, keeping small circulation local weekly newspapers viable with a technology that remained unchallenged for fifty years.

Abstract James Baldwin is a nomadic Christian. He serves the twentieth-century church by exorcizing it of its demons. He also exorcizes America of the same demon—racism—and himself of much sorrow and a soul full of Harlem memories. Exorcism is fundamental to the New Testament’s portrait of Jesus. It is a historic office of the church. Once a boy preacher, Baldwin performs the office faithfully. Everything Baldwin wrote was about himself—his need for love and his fury over racism. He wrote many autobiographical collections, the most famous being Notes of a Native Son and The Fire Next Time, which first appeared in fictional form in Go Tell It on the Mountain. Both tell the story of his conversion to Christianity and his escape from the church’s clutches. He never stopped running. An expatriate in France and Turkey, much of what the church gave him he carried with him forever.

Abstract:
Augustus De Morgan was born on June 26, 1806, in Madura India, and two months later his family sailed with him to England. His father, John De Morgan, who was a rather restless and dissatisfied officer in the East India Company, returned to India within the year, which left his mother, Elizabeth nee Dodson, to raise Augustus and his three siblings. Augustus’s father spent a couple of years in England when he was five and six, but then returned to India, where he died when his oldest son was ten. Augustus’s mother was the fourth of sixteen children, and his many uncles who formed a net of support for the family. Augustus was blind in one eye and very short-sighted in the other. Nonetheless he had a lively imagination, read prodigiously, drew constantly, and played the flute beautifully. After a rather haphazard education in a variety of dame schools, his mother sent him to a school run by Mr. Parsons in Redlands. As well as making a number of friends for life, Augustus discovered his love of mathematics at Mr. Parsons’s school.

Shilts breaks Chronicle story that Congresswoman Geraldine Ferraro will be first woman nominated for Vice President. Troubled relationship develops between Shilts and Dr. Mervin Silverman, the county health officer and Harry Britt, openly gay supervisor who succeeded Milk. Abstract:
The chapter surveys the life and career of Jesse Binga, a prominent local real estate mogul and banker. At the peak of his career, Binga controlled the Binga State Bank (BSB) and built the Binga Arcade Building, a five-story office building in the heart of the 35th and State Street black business district. With the onset of the Great Depression, the Binga State Bank, like many others, began to experience financial difficulties. What made matters worse for Binga were revelations that he apparently embezzled money from the BSB to help keep his financial empire afloat. In the end, the Binga State Bank closed its doors and Binga spent time in prison. His dramatic rise and fall represents a fascinating case study of African American entrepreneurship.

Abstract:
Girolamo marries off all five daughters to Friulian nobles—three to feudal lords, two to wealthy city dwellers—thus strengthening the family network of alliances. Alvise and Giovanni become priests, the latter destined to follow his uncle Michele into high church office. Girolamo’s oldest son, Sigismondo, seeks his fortune in service of the Hapsburgs. His first marriage brings him the feud of Spessa, complete with castle, in Gorizia, and a son and heir, Carlo, named after the archduke. A second marriage into a collateral Della Torre line based in imperial territory ties him ever more firmly to the Hapsburgs. Girolamo expands the castle at Villalta, grafting a seigneurial Renaissance country villa onto the medieval fortress, the complex becoming a metaphor for a feudal family that now embraces Venetian republican values. Michele is featured in Paolo Paruta’s Della perfezione della vita politica (1579), a treatise celebrating politics as civil discipline.

This chapter gives extended treatment to the difficult question of duty on the part of the emergency services. It begins with treatment of the police, tracking the evolution of the “core principle” underlying duty, as originally discussed in Hill v Chief Constable of West Yorkshire and developed in leading cases in the 21st century. The distinction between positive conduct and omissions is analysed, as is duty to officers as employees and liability under the Human Rights Act 1998. The stances of the Scottish and English courts on the duty owned by the fire service is reviewed, as well as past debates on cross-border difference on this topic. The ambit of the duty undertaken by the Maritime and Coastguard Agency and by the Ambulance Service also features.

This paper provides a simplified analysis tool to predict the energy savings associated with the usage of a hybrid air conditioning system that combines liquid desiccant, absorption chiller, natural gas turbine cogeneration system with thermal storage (hereafter hybrid cogeneration system) versus a watercooled centrifugal chiller with a natural gas boiler (hereafter conventional system). The hybrid cogeneration system is controlled to track both electrical and thermal loads. The simplified analysis method is formulated from detailed energy simulation models. A direct correlation has been determined between the energy cost savings of using the hybrid cogeneration system instead of the conventional system and the cogeneration capacity, peak electricity rate, and natural gas rate for five U.S. cities: Atlanta, Chicago, Denver, New York, and San Francisco.

Abstract:
Over the last thirty years, much research has been done on the development and application of failure event databases, NDE databases, and materials property databases for pressure vessels and piping, as reported in two recent symposia: (1) ASME 2007 PVP Symposium (in honor of the late Dr. Spencer Bush), San Antonio, Texas, on “Engineering Safety, Applied Mechanics, and Nondestructive Evaluation (NDE).” (2) ASME 2008 PVP Symposium, Chicago, Illinois, on “Failure Prevention via Robust Design and Continuous NDE Monitoring.” The two symposia concluded that those three types of databases, if properly documented and maintained on a worldwide basis, could hold the key to the continued safe and reliable operation of numerous aging structures including nuclear power or petro-chemical processing plants. During the 2008 symposium, four uncertainty categories associated with causing uncertainty in fatigue life estimates were identified, namely, (1) Uncertainty-1 in failure event databases, (2) Uncertainty-2 in NDE databases, (3) Uncertainty-3 in materials property databases, and (4) Uncertainty-M in crack-growth and damage modeling. In this paper, which is one of a series of four to address all those four uncertainty categories, we address Uncertainty-3 in materials property databases by developing a Dataplot-Python-ANLAP (DPA) plug-in, which automates the uncertainty estimation algorithms of material property test data such that those data can be combined with field NDE data by office engineers to speed up the process of probabilistic damage assessment and remaining life estimation. To illustrate this approach, we describe an example application where several mechanical property data sets of a U.S.-made low-carbon steel (A36) and a proprietary high-strength steel (Class 590 MPa) from Japan, are first computed with uncertainty estimates, and then compared with a traditional calculation without uncertainty for deterministic modeling. Significance of the development of computer plug-ins to facilitate data mining of materials property databases and to assist risk-informed analysis is discussed.

Abstract:
Recently in 2021the 11th office of the Fine Arts Department, Songkhla has reported their annual excavations in Trang Province that archaeologists have found some set of rice while excavation in process namely,1) Khao Kurum Archaeological Site, Huai Yod District and 2) Napala Archaeological Site, Muang District. The artifacts which were found associated with the rice grains on the habitation layer consisted of potsherds, animal bones, grindstone, beads, etc. The grains of rice are short and brown in colour which is examined as carbonized since the beginning at its first left. The primary examination by archaeologists has classified the rice of Napala Archaeological Site as short grain of probably Orysa sativa (Indica or Aus) rice. AMS Radiocarbon dating by Beta Analytic Testing Laboratory shows the AMS standard results and calibration dating of charred material measured radiocarbon age:1440±30BP. Because of their geographical location, both sites are incredibly located on one side of the hill slope, where they were suitable for habitat and plantation, especially tiny paddy fields and farms with sufficient water supply either small stream or well. The found rice, which now still grows uphill, probably called ‘Khao rai’ needs less water or no marsh. Comparative study of ethnographic “Atong” 1 of 12 sub-tribes of the “Garos” Tibeto-Burman in Meghalaya, India which originated slash-and-burnt socio-groups, have shown an interest in growing rice activity. According to their ritual ceremony for planting of paddy, other grain, and seeds takes place. There are many ritualistic offerings of rice such as (1) flattened rice by asking for permission to cultivate the land from the first harvested paddy in May. (2) After the harvesting in September or October, the 1st ceremony of the agricultural year is a thanksgiving ceremony to mark the end of a period of toil in the fields and harvesting of bumper crops, which is probably the most important festival of the Garos locally called “Maidan syla” meant to celebrate the after-harvested festival or burnt rice festival. Their 2nd ceremony is to revive the monsoon clouds. People throw cooked rice on the floor to symbolize hailstones. Noticing the rice, were probably the assemblage of “Khao San Dam” in many activities of these ceremonies, that is the archaeological evidence found in Khao Kurum and Napala Archaeological Sites. In the Southern part of Thailand, once the crops have already cultivated, people celebrate to welcome their outcrops most probably at the end of September to October and mark their end of plantation before the monsoon come. People prepare 4 main rice desserts put together with other necessity stuffs in the “hmrub” special large containers and donate to the ancestors through Buddhist ceremony. Though archaeological evidence shows that southern peninsular was where the migrants from the west especially India origins, who shared same habitat of hillslope, might brought their different traditions through both land trans-peninsular and sea routes then settled down inner western or eastern coast since prehistoric times. The beliefs in animism might belong to some other western migrants and with having “hmrub” is one of their unique cultural characteristic material and tradition remain. Once they settled down then converged to Buddhism, the ritual ceremony may be changed due to religion, but tradition remains the same today, that is, Bun Duean Sib on the 10th of the lunar month or September-October.

Abstract:
Abstract: Asked about the architectural education and although he outlined his ideas on the subject mainly in two of his books: "Précisions" (1930) and "Sur les quatre routes" (1941), Le Corbusier replied: "I have never received proper education. I am self-taught even in sport. ". The amazing power of Le Corbusier’s didactic resides in five points: his training, his theoretical positioning, his invention of typologies, his diffusion of architecture, his prolific production. Thus, beyond his “Oeuvres Complètes” Le Corbusier offers to whom wants to use it, a rich educational field to discover and share. No program has eluded him whether it is villas or houses, collective housing, offices, facilities (public or private), institutional buildings, museums, factories : everything is material for invention. This invention is accompanied with his diffusion of architecture, of his ideas in books or lectures all over the world. But this is nothing compare to his production to various scales from the minimum housing to the monumental building. Therefore with the close look on the Modern Quarters Frugès project built in Pessac in 1926 we will examine how this "laboratory" is an educational experience that has of exemplarity value and is still relevant today. Abstract:
Some changes occur in world at the aegis of the 21st century like a revolution marked by the rapid and extraordinary expansion of Information and Communication Technologies (ICT). This kind of revolution, by its velocity of propagation has hugely contributed to the growth productivity. Then, internet and multimedia appear as essential tools to the socio- economic development of any modern nation. In the current context of globalisation supervised by the developed countries with United States as pioneers it is greatly important to measure ICT’s use, particularly in the education and training fields. Then, the necessity to measure the use of internet resources in the specific field of statistics teaching according to the available means and technology appears as a basic need researchers, decision makers, students, etc. After that, some propositions should be give in order to improve the current situation. First of all, it is suitable to describe briefly the Benin Republic. With a population 6.7 millions of people in 2003 according to the february General Census (4.2 millions in 1992, march General Rensus), Benin is an west Africa country with a geographic surface of 114,760 Km2. The density of the population is 58.38 people on the Km2. Benin is an agricultural developing country as agriculture represents 40% of the Gross Domestic Product and uses about 80% of the population. Even if ICT appear soon in the years 70’s, Africa got in contact with it in the 90’s particularly concerning the internet and its resources. In sub-saharan Africa, Benin was one of the first countries to hear about and to practice the World Wide Web. It was in 1995 at the occasion of the international summit of the French language speaking countries held in Cotonou in December with an internet centre inaugurated at the Benin National University, the most important university of the country: it was the SYFED center. This Center, with documentation and some five personal computers connected to the World Wide Web, was opened to students in 3rd or 4th course, to teachers and researchers. But this proportion of users is less than 2% of the students and the accessibility costs were very expensive: FCFA 1,500 each month or FF 15/month for students and FCFA 7,500 each 3 months or FF 75 each 3 months for teachers and researchers. Progressively, the national postal office has agreed some few Internet Service Providers (after the french speaking language summit in 1995). Since then, the internet environment of Benin is constituted of ISP and cyber cafés. The seconds depends on the firsts. Nowadays the great cities of the country, especially the economic capital of Cotonou are swarming cybers. The cybers are connected with the ISP (in fact, some of the ISP have their own cybers) that have direct connexion with internet. Currently the navigation costs are cheaper. Then, from FF 15 or FF 30 by hour of connexion, the mean costs are today between FF 3 to FF 5. Nowadays, internet resources are hugely taking part to any field of human life and particularly in education. In 1999, with the help of the partners in development and on the initiative High Education Ministry, a Distance learning Centre (CED) has been founded to provide training courses at a various public. This centre offers teaching by specialists all around the world in several fields from economics, technology to development subjects. But unfortunately, nothing is really done to adapt appropriate curricula related to the availability of Information and Communication Technology resources in universities and schools.

Pstuty, Norbert, Mark Duffy, Dennis Skidds, Tanya Silveira, Andrea Habeck, Katherine Ames, and Glenn Liu. Northeast Coastal and Barrier Network Geomorphological Monitoring Protocol: Part I—Ocean Shoreline Position, Version 2. National Park Service, June 2022. http://dx.doi.org/10.36967/2293713.

Full text
Abstract:
Following a review of Vital Signs – indicators of ecosystem health – in the coastal parks of the Northeast Coastal and Barrier Network (NCBN), knowledge of shoreline change was ranked as the top variable for monitoring. Shoreline change is a basic element in the management of any coastal system because it contributes to the understanding of the functioning of the natural resources and to the administration of the cultural resources within the parks. Collection of information on the vectors of change relies on the establishment of a rigorous system of protocols to monitor elements of the coastal geomorphology that are guided by three basic principles: 1) all of the elements in the protocols are to be based on scientific principles; 2) the products of the monitoring must relate to issues of importance to park management; and 3) the application of the protocols must be capable of implementation at the local level within the NCBN. Changes in ocean shoreline position are recognized as interacting with many other elements of the Ocean Beach-Dune Ecosystem and are thus both driving and responding to the variety of natural and cultural factors active at the coast at a variety of temporal and spatial scales. The direction and magnitude of shoreline change can be monitored through the application of a protocol that tracks the spatial position of the neap-tide, high tide swash line under well-defined conditions of temporal sampling. Spring and fall surveys conducted in accordance with standard operating procedures will generate consistent and comparable shoreline position data sets that can be incorporated within a data matrix and subsequently analyzed for temporal and spatial variations. The Ocean Shoreline Position Monitoring Protocol will be applied to six parks in the NCBN: Assateague Island National Seashore, Cape Cod National Seashore, Fire Island National Seashore, Gateway National Recreation Area, George Washington Birthplace National Monument, and Sagamore Hill National Historic Site. Monitoring will be accomplished with a Global Positioning System (GPS )/ Global Navigation Satellite System (GNSS) unit capable of sub-meter horizontal accuracy that is usually mounted on an off-road vehicle and driven along the swash line. Under the guidance of a set of Standard Operating Procedures (SOPs) (Psuty et al., 2022), the monitoring will generate comparable data sets. The protocol will produce shoreline change metrics following the methodology of the Digital Shoreline Analysis System developed by the United States Geological Survey. Annual Data Summaries and Trend Reports will present and analyze the collected data sets. All collected data will undergo rigorous quality-assurance and quality-control procedures and will be archived at the offices of the NCBN. All monitoring products will be made available via the National Park Service’s Integrated Resource Management Applications Portal.

The COVID Decade: understanding the long-term societal impacts of COVID-19. The British Academy, 2021. http://dx.doi.org/10.5871/bac19stf/9780856726583.001.

Full text
Abstract:
The British Academy was asked by the Government Office for Science to produce an independent review on the long-term societal impacts of COVID-19. This report outlines the evidence across a range of areas, building upon a series of expert reviews, engagement, synthesis and analysis across the research community in the Social Sciences, Humanities and the Arts (SHAPE). It is accompanied by a separate report, Shaping the COVID decade, which considers how policymakers might respond. History shows that pandemics and other crises can be catalysts to rebuild society in new ways, but that this requires vision and interconnectivity between policymakers at local, regional and national levels. With the advent of vaccines and the imminent ending of lockdowns, we might think that the impact of COVID-19 is coming to an end. This would be wrong. We are in a COVID decade: the social, economic and cultural effects of the pandemic will cast a long shadow into the future – perhaps longer than a decade – and the sooner we begin to understand, the better placed we will be to address them. There are of course many impacts which flowed from lockdowns, including not being able to see family and friends, travel or take part in leisure activities. These should ease quickly as lockdown comes to an end. But there are a set of deeper impacts on health and wellbeing, communities and cohesion, and skills, employment and the economy which will have profound effects upon the UK for many years to come. In sum, the pandemic has exacerbated existing inequalities and differences and created new ones, as well as exposing critical societal needs and strengths. These can emerge differently across places, and along different time courses, for individuals, communities, regions, nations and the UK as a whole. We organised the evidence into three areas of societal effect. As we gathered evidence in these three areas, we continually assessed it according to five cross-cutting themes – governance, inequalities, cohesion, trust and sustainability – which the reader will find reflected across the chapters. Throughout the process of collating and assessing the evidence, the dimensions of place (physical and social context, locality), scale (individual, community, regional, national) and time (past, present, future; short, medium and longer term) played a significant role in assessing the nature of the societal impacts and how they might play out, altering their long-term effects.
