Abstract:
Inspection in schools is carried out by the educational inspection service dependent on the autonomous communities, which have full powers in terms of control, supervision, advice and evaluation. However, the different laws of education that have governed our educational system, include the existence of a “High Inspection” in education, a service dependent on the Ministry of Education, Culture and Sport and whose competences are explicit in our current educational law. In this article we synthesized an exploratory study on the current situation of the high inspection in Spain through interviews with key informants, whose purpose is to know the access procedure to perform the functions entrusted to the high inspection, their real skills and their coordination with the autonomous educational inspection. The results show that the control competences of this service are reduced, in addition to checking that its functions are limited to inform the Ministry about elements of the autonomic regulations that may contravene the basic regulations, the decision making about the homologation and issuance of titles, in addition to other state competences not transferred. We conclude that the high inspection is a service that develops many functions related to information or verification, which currently, with some exceptions, are not exercising those personal inspector positions and that is an unknown service for many, besides having a name that generates confusion.

Administrators must be transferred to ensure quality learning. That is, that the success of the implementation of supervision is measured by increasing student learning achievement. Tenriningsih (2009) believes that there is a positive and significant direct relationship between master's performance and positive and significant achievement between student achievements through teaching administrators". This means that the higher the master's performance. The higher the student's learning achievement is then to produce the necessary teacher supervision effective for teaching. Supervision of education develops along with the development of management science. At the beginning of its development, supervision was carried out using an inspection approach. Supervisor comes to school and observes the teaching of the teacher. The focus of the supervisor's attention is to find teachers' mistakes based on work standards formulated in such a way by the education authority. The teacher carries out the task in accordance with standard operational procedures. Supervisors with teachers are two parties as subordinate superiors. Supervisors have a higher level of truth. The research method by the author uses the systematic method Literature Review (SLR), by gathering several sources of information from journals, books and other articles. To improve the source of reading that will be produced by the reader later. Then after the sources are collected, the new author can conclude what results have been obtained from this reading source.

Abstract:
The new Law on Inspection Supervision (Official Gazette 50/2010, implementation as of 1.04.2011) was passed in April 2010 with the aim of improving the quality of inspection in the pharmaceutical sector, as well. The new Law covers the spectrum of weaknesses recognized over time. The system of quality inspection encompasses a set of commonly required quality management process, objectives, conditions, policies, formal rules and procedures. The organizational scheme addresses all aspects of inspection activity. The inspection service has to assure that its personnel are not under any undue internal or external commercial, financial or other kind of pressure and influence that may adversely affect the quality of their work. Moreover, the inspection service needs a sufficient number of employees with the necessary education, training, technical knowledge and experience to perform inspection activities according to specified requirements and standards. An inspector’s engagements have to be within the scope of the responsibilities arising from his/her activities. Continued training in inspection activities should be established, including advanced training programs that offer various levels of inspectors’ qualification. In regard to their specific activity, new rule books governing inspection supervision in the pharmaceutical sector should be developed and adopted in the near future. This permanent upgrading process of the existing national policies in compliance with the EU legal policy has also become characteristic of the Macedonian pharmaceutical sector.

Abstract:
Improving the quality of educational institution requires adequate competence from a school principal to develop of school he leads, to help improve the professionalism of the principal, the government appoints an education supervisor whose job is to carry out managerial supervision. This research aims to reinforce the impact of spectrums of educational supervision in coaching and development for school principals. The present study adopted a quantitative approach through surveys. The population in this study were all school principals in Bandung, whereas the sample was a member of the population taken through a saturation sampling technique of 39 people. Assessed through multiple linear regression analysis, the current research also examined primary sources of data collected through fulfilling the interviews and questionnaires covering three spectrums of surveillance activities (aspects of inspection, control, supervision) as well as coaching and development for school principals. The results of analysis demonstrated that Fcount is 51.7 with a significance level of 0.000 ≤ 0.05. Thus, it can be concluded that the managerial supervision carried out by supervisors with inspection, control and supervision delivers a positive and significant impact in the coaching and development activities of school principals. This report presented the findings of research that supervisory must be proportionate, planned, directed and sustainable.

In accordance with the Federal Law No. 294-FZ of 26.12.2008 “On the Defense of the Rights of Legal Entities and Individual Entrepreneurs in the Conduct of State Control (Supervision) and Municipal Control”, annually the government oversight(supervision) authorities, the bodies of municipal control in accordance with the procedure established by the Government of the Russian Federation, prepare reports on the eff ectiveness of their activities. At the same time, the legislator did not formulate the defi nition of “eff ective control (supervision)”, and effi ciency reports are based primarily on quantitative indicators (information on state (municipal) employees, the number of inspections, the size of fi nes, a list of violations detected and prosecuted persons, information on Judicial decisions, otherwise). The authors of the article, analyzing the normative legal acts, studied the practice of conducting inspections in the sphere of education of Moscow and other subjects of the Russian Federation, set forth a scientifi c view on the effi ciency of control and supervision activity, propose a model, as well as indicators for assessing the eff ectiveness of inspections in education.

The data collecting techniques used in this research are observation, interview, and document review. The results of the research are (1) the supervision is conducted by Islamic education supervisor not only gradually but also incidentally through academic, administrative, and clinical supervision; (2) the academic supervision of Islamic education at MA Metro city is conducted based on qualified Islamic education supervisor, eight education quality standards, prime duty and function of Islamic education supervisor, effective madrasah management by head master, vision, mission and Islamic education strategy, and terms of reference of Islamic education supervision; 3) there are several problems that supervisor, head master, and Islamic education teacher have in implementing 2013 curriculum; 4) the synergy of quality assurance in implementing K13 must be based on maximum effort of Islamic education supervisor, head master, and Islamic education teachers at MA that are conducted according to eight terms of reference: inspecting, advising, monitoring, reporting, coordinating, and performing leadership.

We investigated the perceptions of students with disabilities (SWD) and their parents about the education offered in private special education institutions in Turkey, called “Special Education and Rehabilitation Centers” (SERCs). Data were collected from a survey administered to 453 SWD and 479 parents and interviews that were conducted with 38 parents. Survey findings indicated both satisfaction and, largely, dissatisfaction with the quality of special education offered in SERCs. Findings indicated that (i) parents were satisfied with the opportunities provided for their children to receive free special education and (ii) there was discontent about the use of government-funded resources, the quality of teaching, environmental arrangements, attitudes and beliefs toward SWD, inspection and supervision, and the way policy was designed and implemented. Findings demonstrate the need to reconsider the quality of education offered in private special education centers and the ways to improve the quality level.

Inspection of Universities infringement (PT) is one of Controlling, Supervising and Guidance (dalwasbin) activities aimed at developing problematic universities in order to be back on track and able to run Tri Dharma of Higher Education in accordance with National Standard of Higher Education. Based on the results of evaluation and inspection of Higher Education in 2017 at Coordination of Private Higher Education Region XIV there found 29 Universities out of 61 Universities that committed violations. Management of infringement inspection of Higher Education requires the role of information technology due to the geographic area of the Higher Education and management of Higher Education inspection that is still manual causing management to be ineffective and inefficient. Coordination of Private Higher Education Region XIV requires an information system that can support and assist data of infringement in universities and management of universities inspection. The design of information system in this research used waterfall method. The design of system models used unified modeling language diagrams (UML) including use case diagrams and activity diagrams. The design of this information system generated a system that can support the management of integrated and centralized infringement inspection to facilitate the inspection, monitoring and reporting of inputs and information for Coordination of Private Higher Education and the ministry in mapping the institutional quality Higher Education.

57 elementary schools in two suburban counties near Philadelphia were included in this investigation of playground safety. A safety inspection was completed at each playground. The content of the safety inspection was based on selected standards for slides and climbers published in two volumes of playground safety handbooks by the US Consumer Product Safety Commission in 1982. Since these public playground standards primarily addressed the physical dimensions of playground equipment and the selection of soft force-absorbing surfaces below the playground equipment, an additional aspect, supervision, was assessed during noon recess. Most elementary school playgrounds have been installed on unsafe hard surface materials, and many had equipment which does not meet the current playground guidelines. The noon recess is frequently supervised by aides who have inadequate preparation for guiding children's play and classroom teachers with limited preparation in physical education. The classroom teachers are usually rotated to noon playground duty once every two or three weeks which provides very inconsistent leadership. This responsibility should be assigned to a qualified elementary physical education teacher who may be assisted by playground aides or classroom teachers.

Abstract:
The assessment of the bacteriological quality among 390 samples of bottled drinking water was studied. The samples were tested for Escherichia coli, Clostridia, total Coliform, Streptococci feacal and Pseudomonas aeruginosa. The rates of microbial contamination in bottled drinking water were of 56.7% (2017) and 50.7% (2018). The samples failed to meet QCVN drinking water standard of acceptable limits of bacterial presence including Pseudomonas aeruginosa (41.5%), total Coliform (11.8%), Clostridia (4.6%); Escherichia coli (4.9%) and Streptococcifeacal (1.3%). It is necessary to strengthen the inspection, supervision, propagation, and education that give warnings, ensure water quality and raise the awareness of producers, traders and consumers.

Based on this analysis, the authors identify a list of indicators that can be used as risk indicators in transition to risk-oriented regulation of educational activities of higher educational establishments.

The analysis of data and publications concerning the activities of the sanitary and epidemiological service (SES) during The World War II has been made in the memory of the 75th anniversary of the historical Victory of the Soviet people in the Great Patriotic War. An expert and analytical study was performed. There was a report of the work of the state sanitary Inspection and Sanitary-epidemiological station of the Kirovsky district of Moscow in 1944. The effort of the sanitary service of the Kirovsky district in 1944 allowed performing the supervision on controlled objects by 162.3% and restored the house water pipes and sewers which were destroyed in the past winter; to improve the housing stock of the district; to renovate and provide equipment of the hostel, to improve the content of dormitories and eliminate lice, to open 4 new kindergartens and nursery toddlers ‘ groups and to improve the sanitary condition and maintenance of children’s institutions, to organize the summer improving children’s company, to repair schools, to improve nutrition in child care, to improve health of workers and the maintenance of industrial and municipal enterprises, to reduce the incidence of injuries at the leading industrial enterprises, to improve the working conditions of Junior enterprises, to reduce the number of occupational diseases and occupational injuries; to reduce the incidence of influenza, dysentery, diphtheria and malaria, to exceed the preventive vaccination plan ahead of time, to achieve almost complete (98.3%) hospitalization of epidemic patients, to organize connections with public health instructors, to exceed the work plans of all SES laboratories, to perform scientific and practical work. Conclusion. The work of the state sanitary Inspection and sanitary inspection Service of the Kirovsky district of Moscow in 1944 provided an appropriate level of sanitary conditions at enterprises, institutions and the territory of the district. Military difficulties and limited human resources did not affect on the use of the main forms of work of the service: preventive and routine sanitary supervision, laboratory and instrumental research methods, vaccination, public health education, and administrative measures.

At the same time, the legislator did not formulate the notion and signs of “warning” in the sphere of control (supervision), did not specify the list of preventive measures, allowing the executive authorities to independently determine the odds, types, timeframes, methods and solve other problems of preventing violations of legislation by the controlled entities. The author of the articlehas analyzed the normative legal acts, studied the practice of conducting inspections in the sphere of education in the city of Moscow and other subjects of the Russian Federation, describes a possible system of preventive measures when conducting control and supervisory activities in the fi eld of education.

The Whig educational proposals of 1839 are regarded as an important step in the centralization and growth of state control over the education of English working-class children. Introduced by Lord John Russell on February 12, the plan called for state supervision of education by a committee of the Privy Council, the erection of a nondenominational state normal school and two model schools, state inspection of all schools in receipt of the grants established in 1833, and a new system of allocation of those grants based not on the size of the voluntary contributions raised by the National Society or the British and Foreign School Society (BFSS) but on the local needs as ascertained by any “reputable” school society. Historians have viewed the proposals as the inevitable outcome of popular pressures brought to bear on government. Unable to resist their own Erastian urge to attack the privileged position of the church, and persuaded by Brougham, who figured prominently in the 1833 grant and had unsuccessfully proposed a national system as recently as the autumn of 1837, or alternatively by the Radicals J. A. Roebuck and Thomas Wyse, themselves supporters of the Central Society for Education's plans for a national secular system of education, the Whigs are regarded as having responded to popular, reformist demands. “In 1839,” wrote Halevy, “the cabinet yielded.” England was last among the Protestant countries in the matter of primary education; Roebuck, Wyse, and Brougham had failed in their separate efforts to promote the cause; and the government could do little other than propose a remedy for 3 million uneducated children.

The Inspectorate of Education in Spain was created in 1849. During the second half of the nineteenth century, the supervision of schools was for the first time in the hands of professional officials that used uniform education criteria for all schools. As delegates of the government, these helped to consolidate the school system, which, after the enactment of the Public Education Act of 1857, was gradually but very significantly implemented throughout the nation. The article describes the operation of the first provincial inspectors in Teruel, a rural province in the interior of Spain, which had high rates of illiteracy and serious problems with school attendance, teacher remuneration, and lack of schools, especially for girls. This article describes the work of the provincial inspectors, who, through their association with the Provincial Board of Education, managed to improve all aspects related to the working and living conditions of teachers: state exams, pay, classification for promotion or regulation of promotions, transfers and substitutions. It also studies the inspection visits to schools, and their contribution to both the improvement in school organization and the teaching methodology used by teachers in one-room schools.

Teachers are the foremost source of knowledge that assists the students to slot in higher order thinking and construct their own knowledge. Teachers can play an imperative role in converting the raw information into useful knowledge for the students. The major obstructions that are related with weak teachers performance incorporate low level of motivation, inadequate incentives for teachers, lack of supervision, weak inspection system, unfortunate teachers training, scarce teachers qualification and decentralized teachers monitoring system. Additional blockades embrace passive and traditional teaching methods, teachers opposition to reforms, little emphasize on teaching practice and lack of future economic security for the teachers. The researcher interviewed N1=600 respondents through multistage sampling technique. Interview schedule was used as a tool for data collection process from n1=20 affiliated schools (out of N2=306 affiliated schools of BISE) from Multan district. The researcher institute that usage of obsolete teaching methodologies (like memorizing, individual work, repetition and cramming) has deteriorating influences on the students educational carrier. On the basis of the recent research being conducted the researcher concluded that cheating in examinations, lack of dedication to studies, overemphasize on memorizing and weak conceptualization of the students about the particular lesson are the major outcomes of weak teachers performance. Accordingly usage of modern teaching methodologies (such as direct instruction, cooperative learning, group work and discussion) can improve the quality of teachers instruction.

This article studies the inspection supervision implemented in parochial schools (established during Alexander III’s reign on the basis of the “Rules” of 1884) in the Tobolsk District. This study relies on the normative base of such primary schools and the previously unpublished sources from the archives of Kurgan and Tobolsk. Due to the constant increase in interest in the history of regional education, and with the search for successful historical experience in the field of effective control over the educational sphere, this topic seems relevant. Being interdisciplinary, it attracts the attention of both the history of Russia and the history of pedagogy. This problem was rarely studied separately as an independent topic of study. In academic discourse, it was analyzed only as one of the components of the educational process or as part of the general history of the church school. This article aims to fill in this lacuna. The author describes the stages in the development of supervisory institutions, from deans to observers. He also explains the reasons for refusing the services of the deans and introducing the Institute of observers, describes the typology of the Institute of Inspectorate (Imperial, diocesan, and county), their status and pay, Imperial and diocesan legal foundation. Special attention is paid to the specifics of the observers’ performance of their functional duties, which included audit trips to schools. The inspection trips resulted in reports containing comments and recommendations for further improvement of the educational process in church schools.

The development of school libraries established at schools providing elementary education in the 19th century is closely related to the development of this type of schools after 1774, when the General School Rules were published. For the first time, they referred to education as a political issue and declared the interest of the state in the education of all the population. In the 1820s, a decree of the court study committee ordered district school supervisors to inspect books in school libraries and gave them the right to decide whether a particular book fits into the school library. In 1869, a new school act cancelled the supervision of the Church over schools and transferred it to the state. First, the state supported school libraries by listing them among the teaching aids that should be available for every school. In addition, a decree of the Ministry of Cult and Education encouraged the establishment of school libraries where they were still missing. Subsequently (1875), however, the ministry ordered teachers to check new books acquired by school libraries, to inspect also all the other books already deposited in the libraries and to discard all of those that were unsuitable. Ten years later (1885), new inspection of all school libraries was ordered.

In the 1950s and early 1960s, the relations were more harmonious. Since the 1980s, the relationship has got worse. The main reasons are: (1) The serious social security order situation has forced police departments to distance themselves from the public; (2) Police are forced to do non-police work; (3) Social changes also serve to further distance police from the public; (4) Police departments cannot adjust themselves to the needs of the current situation; (5) Police misconduct is the most important factor to harm the relations in China. The main purpose of the Ministry of National Education Guidance and Inspection Directorate and Education Inspectors Directorates Regulation consists of defining the organizations and duties of these directorates. In this respect, the regulation deals with the power and responsibilities of education inspectors to be appointed in the directorates separately and regulates issues such as their appointment, employment, training and replacement; in short all working style and principles. In this study, it is aimed at analyzing and evaluating the Ministry of National Education Guidance and Supervision Directorate and Education Inspectors Directorates Regulation taking the views of inspectors in the dimensions of structure, process and understanding. In line with this purpose, the views of education inspectors (N=86) have been obtained by Baskan and Kapusuzoğlu (2013) through a survey of 25 items developed in line with the regulations. The obtained data has been analyzed through averages, the T- test, Anova and Tukey-B tests. As a result of the study, it has been concluded that the inspectors do not find the application terms related to the competition examination and the changes made in terms of the examination board, regulations made in terms of the reclamation period and the oral examination process “appropriate” and that they find the regulations related to the written examination subjects and score weight, their training and appointment “partially appropriate.” In addition, the views of the inspectors do not display differences based on personal characteristics with the exception of terms of service.

The number of motorized vehicles has increased from year to year, but this has not been matched by the increase in the number of vehicles that have re-registered at the SAMSAT (One Stop Integrated Service) Office in Bekasi City. With the activities of the investigating team, the investigating team plays an important role especially for tax actors who do not re-register at SAMSAT Bekasi City, where they remind taxpayers to pay motor vehicle tax. This study aims to analyze the effectiveness of the motor vehicle tax inspection team as well as the obstacles and efforts made in increasing motor vehicle tax revenue in Rawalumbu Village, Bekasi City. The author uses the theory of David Krech, Richard S, Cruthfied and Egerton L. Ballachey Danim (2012: 119-120) in a book entitled Leadership Motivation and Effectiveness. This research is expected to be useful academically and practically. The method used in this research is descriptive qualitative. The results showed that the performance of the motor vehicle tax inspection team in Rawalumbu Village, Bekasi City was effective when measured by Beni Pekei's (2016) effectiveness criteria with a score of 100.38%. The obstacles faced in the effectiveness of the investigating team are the distance that is too far, the taxpayer's data is not up to date, and inadequate supervision by P3DW and SAMSAT. Meanwhile, efforts have been made, among others, Rawalumbu Village to cooperate with investigative teams and sub-districts to update taxpayer data periodically and to conduct socialization and education to taxpayers.

Introduction. The study examines the problem of building an effective quality management system for education to improve its quality by changing the mechanisms of quality assurance and surveillance. The purpose of this study is to evaluate the impact of the transition to a risk-based regulation in higher education institutions. Materials and Methods. The study was conducted using the methodology of mathematical modeling, namely, simulation models of certain types of state quality management and surveillance in the field of higher education: licensing, licensing management, quality assurance mechanisms and state supervision. Modeling was carried out using the Anylogic software. The models were calibrated on the basis of statistical data from the Federal State Information System ‘Unified Register of Inspections’: a total of 1,542 inspections for four types of assessment from 2014 to 2019. The main indicators to be evaluated were the duration of assessment and supervisory measures for each type of control, as well as expenses for their implementation. Results. The study reveals that the transition to risk-based regulation in the field of higher education is accompanied by significant positive changes - a reduction in the load both in terms of the assessment duration and costs of its implementation. It is shown that for a more accurate assessment of these effects, it is necessary to take into account the differences in the structure and quantitative characteristics of processes of different types of control. The quantity of the effects is determined by the choice of characteristics of the risk-based approach model: the proportion of high-risk objects and the probability of detecting violations as a result of checking them. The proposed methodology developed by the authors can be used to make management decisions by comparing models of quality management and surveillance of universities. Conclusions. The research findings empirically confirmed the need to move from the current system of quality management in the field of higher education to a risk-based regulation. Adopting this approach will reduce the burden both on the subject of control - the Federal Service for Supervision in Education and Science, and on the objects - higher education institutions.

Workers’ wellbeing and safety is important in the construction industry due to the high risk of accidents. Safety climate development is a positive initial step toward raising the safety levels of construction practitioners. This study aims at revealing the factors influencing safety climate perceptions in the construction industry of Saudi Arabia. A set of extracted factors from the literature was validated and used to design a comprehensive questionnaire survey. Data was collected from 401 personnel working on 3 large construction project sites in Saudi Arabia. Descriptive statistics and the crosstabulation algorithm, Kendall’s tau-b correlation test, were used to analyze the data. The study revealed a set of 13 factors influencing safety climate perceptions, which are: Supervision, guidance and inspection, appraisal of risks and hazards, social security and health insurance, workmate influences, management safety justice, management commitment to safety, education and training, communication, workers’ safety commitment, workers’ attitude toward health and safety, workers’ involvement, supportive environment, and competence. The results also indicate the significant and anticipated role of top management in safety climate at sites. Implications of this study include assisting construction industry stakeholders to better understand and enhance safety climate, which in turn will lead to improved safety behavior, culture, motivation, and performance.

AbstractIntroduction: The quality of school depends on a well-functioning school management, managed by the top school managers. It is very important to know the real conditions of the school to be able to provide any effective changes. Especially, it is necessary to know the educational process which can be efficiently determined by an inspection process. The inspection process is present in current pedagogical science and in pedagogical practice which deserves increased attention of all participants in the educational process.Methods: The study is based on a theoretical analysis of the presented issues and on a research. The findings were analysed, compared, and conclusions were drawn for school practice. We used the following research methods:- content analysis of the existing literature;- the quantitative method of gathering data by the medium of a twelve-item questionnaire containing four closed and eight semi-open questions. The questionnaire contained data necessary to process and evaluate the questionnaire, these were inserted as the last question;- statistical data processing methods.Results: New times bring a new style of management and a new understanding of the inspecting activity, which creates a partnership between the student and the teacher. It is to promote mutual understanding between them, based on the principles of democracy. Innovations in the educational practice also affect the realization of inspecting activities. The aim of managers, as well as inspectors, is to promote inspections not only as a tool for evaluating the teaching process but also as methodological help for teachers. The goal of our research was to map the state of the inspecting activity in selected high schools and to find out about the changes in teachers’ opinions on inspecting activities over the twenty-year horizon. We cannot generalize our findings for schools of all kinds as only 88 respondents (44 respondents participated in the 1998 research and 44 respondents in the 2017 research) took part in our research.Discussion: Managing the educational process and taking the responsibility for its quality are among the basic duties of the school management and in the conditions of the Slovak Republic, as it follows from Act no. 596/2003 on state administration in education and school self-government as last amended. Supervising school leadership is one of the fundamental means of feedback that allows the study of the level of educational and training results, the fulfillment of the conceptual development of school, and the fulfillment of the tasks in the short-term school plan. The objective of the principal of the school is to obtain objective information about the level and the outcomes of the educational work of the school and, if deficiencies are identified, it is his/her duty to eliminate them. The most important task of the school is to implement the School Educational Program in line with the State Educational Program (SEP), which should take into account the needs of students, the interests of students and their parents, and contribute to improving the processes going on in the school, especially in the educational process. The research revealed that inspections conducted by school managers (the principal, deputies, administrators) are the most beneficial for the work of teachers. This fact was caused by the effort of the school managers to view inspections as a means of personal growth of teachers and not only as a controlling mechanism of teachers’ work. This was also confirmed by the research showing that inspections by the members of school management are now clearly focused on emphasizing the positive aspect of teachers’ work. This was caused by a shift in the inspectors’ perception of the inspecting activities in the period of twenty years - they use them as a teacher-oriented tool.Limitations: The number of participants in the research sample was one of the methodological limitations of this research. We cannot consider this number to be representative for the purpose of generalizing the results.Conclusion: In this study, we realized a mutual comparison of attitudes and opinions of teachers regarding inspecting activities. This comparative study, taking into account the twenty-year time span, has shown that the inspectors (school managers) have acquired such methods of evaluating their teachers, which objectively refer of their actual performance, that the most beneficial inspections for teachers’ own pedagogical work are the inspections conducted by the members of the school management, that the adherence to pedagogical ethics by the inspectors has an increasing tendency, and that formalism, as well as the subjective evaluation of teacher’s work, have a downward tendency and have disappeared from the conclusions of inspections. Based on the research results, it can be concluded that, in the course of two decades, significant changes have taken place in the realization of inspections, both on the part of the inspectors and on the part of the teachers and their perception of inspections.

Bovine cysticercosis is a zoonotic parasitic infection caused by the larval stage (Cysticercus bovis) of Taenia saginata. This study aimed to identify prevention and control measures for bovine cysticercosis indicated by experts in the fields of public and animal health. The study was conducted through three rounds of the Delphi method and had the participation of 44 experts from 13 Brazilian states in 30 educational institutions, research institutions, and sanitary inspection services. The first round comprised an open question, the answers to which formed the basis for structuring the second and third questionnaire. To reach a consensus in the second and third rounds, experts were asked to express their agreement or disagreement of each proposition on the questionnaire using a five-point Likert scale. A descriptive statistical analysis was performed at the end of each round. Twenty-three specialists (52.27%) participated in all three rounds. The first round resulted in 28 proposals categorized into six areas: health education, methods of diagnosis and treatment, sanitation measures, epidemiological studies, legislation and sanitary supervision, and intersectorality. In the second round, the experts reached a consensus on 16 propositions (57.14%). This percentage increased by 3.54% during the third round. At the end of the third round, the experts had reached a consensus on 17 of the 28 initial propositions (60.71%). The highest percentage of agreement (29.4%) was observed in the category of health education. This study allowed us to identify 17 recommendations pertaining to the prevention and control of bovine cysticercosis. These measures are not mutually exclusive, and require an integrated approach to the establishment of intervention actions at various points in the life cycle of the parasite.

This study investigated the challenges facing the collection and distribution of educational data in F.C.T Educational institutions, Abuja, Nigeria. The researchers used descriptive research survey design for the study. The study comprised a population of one hundred and twenty (120) respondents which made up of data collection officers in the selected educational institutions across the FCT. Ten (10) data collection officers from each area council and ten (10) data collection officers from six departments/agencies/units within the ministries of education in Abuja were used in the study. Purposive, Stratified and systematic sampling technique was used to select the sample population from the educational institutions across Abuja. The reliability of the instrument was determined through the test re-test method. Data was collected by questionnaire and were analyzed using percentage and chi-square. The study led to the conclusion that inadequate funding, shortage of professional data collection officers, inadequate working materials, institutional corruption, poor capacity development programme of data collection officers, poor methods and approaches used for collecting data, poor supervision and inspection and political influence are the problems hindering effective data collection and distribution in educational institutions. The study also established that there is significant relationship between challenges and collection and distribution of educational data in schools. Based on this finding, the following were recommended: that the federal, state and local government should increase the funding of education and more priority should be given to data collection and distribution funding and the government at every level in FCT should employ more data collection officers and deploy them to the primary and secondary schools in FCT.

The research objective was to find out the influence of competence and independence on the work effectiveness of auditor at Regional Inspectorate of Gorontalo Province either partially or simultaneously. The approach used in this research was quantitative. The research method used expost facto. The research design applied causality. The technique of data analysis used multiple regression.The research finding showed that (1) competence of auditor had a positive and significant influence on the work effectiveness of auditor at Regional Inspectorate of Gorontalo Province by the determinant value of 23,50%. The meaning of the positive coefficient indicated that the higher the competence of auditor, the more effective work result of auditor at Regional Inspectorate of Gorontalo Province. (2) Independence of auditor had a positive and significant influence on the work effectiveness of auditor at Regional Inspectorate of Gorontalo Province by determinant value of 56,60%. The meaning of positive coefficient indicated that the more independent of auditor in doing inspection and functional supervision function, the more optimum work effectiveness of auditor at Regional Inspectorate of Gorontalo Province. (3) The competence and independence of auditor, simultaneously, had a significant influence on the work effectiveness of auditor at Regional Inspectorate of Gorontalo Province by determinant value of 61,70%. The primary purpose of diet supplements is to supplement a normal diet, possible shortages in diet, but this should be done under the supervision of a physician. Unfortunately, Poles rarely consult a doctor, preferring self-treatment. As it results from the inspections carried out, not all products are safe, have the correct composition and quality. In the article, considerations about dietary supplements were related to consumer rights. One of them is consumer education, which is the basis for making rational decisions and not being exposed to the undesirable effects of using, often excessively, dietary supplements. Subject literature and desk research were used for this purpose.

Ferenc Balázs served as a rapporteur of minority education directly under the administration of the Ministry of Religion and Education between 1938 and 1944. Almost the whole area of Transdanubia (so-called ’Dunántúl’) belonged to his competence. His task was to observe the introduction of the unified education system, then to monitor the transition to full native language education from 1941. There have been many obstacles to both of the systems. In addition to these, he had to take into account the activity of the Volksbund, which acted decisively; Balázs was able to handle these situations objectively based on the documemted events. He examined hundreds of schools, the results were regularly reported to the Ministry. He did not only deal with the effectiveness of the national education system in a narrow sense, but also with issues related to public education in general: the condition of school buildings, deficiencies in equipment, the social and health status of children, the training of teachers. Moreover he has been involved in major events affecting the day-to-day running of schools, such as secret ballots prior to the introduction of full native language education, inspection of the language skills of teachers, supervising the preparation of curriculum and syllabus, but for example, he also translated the text of the prayer used in teaching to German.

Purpose The Ethiopian educational system has witnessed considerable structural and curricular changes aimed to address access, equity and relevance. At the same time, there are serious concerns about educational quality as a consequence of these changes. Data use can be an important approach for changing the planning, execution, monitoring and evaluation of activities having the purpose of improving teaching and learning. The purpose of this paper is, therefore, to investigate data use in primary education in Ethiopia. Design/methodology/approach Using a mixed methods approach, surveys and semi-structured interviews were conducted to collect data from a cluster random sample of eight primary schools representing four different levels of effectiveness in implementing a mandated school improvement program in Ethiopia. Findings The availability of wider ranges of input, process, outcome and context data per se does not ensure actual use. A complex combination of data, user and organizational factors influences data use in schools, with organizational factors appearing to be most influential. Unrealistic accountability pressures and lack of targeted supervision support seemed to cause unintended data use, such as abuse of data. Practical implications Schools need more systematic professional development in data use, with explicit attention to school leadership. Moreover, it is important to make educational inspection processes more responsive to the demands of the school improvement process by adding aspects of the school improvement tradition, such as data-based decision making. Originality/value This study contributes to understanding of the nature, characteristics and processes of data use in a developing country context, in which competing accountability mandates often shape policy and practice.

Society, and in particular businesses, are reorienting themselves to European standards of doing business, where property insurance is necessary, and it guarantees them compensation in the case of an emergency.Purpose. The main purpose of the article is to highlight the problem of the lack of a rightful audit concept in civil protection, technological, and fire safety.Methods. Expert assessment of the state of businesses, institutions, and organizations, regardless of their ownership form, makes it possible to get a full picture of object shortcomings, proposals for their elimination, without prosecuting officials quickly and efficiently and without terminating the installation, units and the object as a whole. The audit is a kind of state supervision (control) in the field of civil protection, technological, and fire safety, but without administrative and legal consequences. Based on legal documents analysis in the field of civil protection and fire safety, processing of auditors' feedback, and practical experience of the authors of the article, the main scientific results are proposed.Results. The authors show organizational structure of audit associations. Also, the authors’ qualification requirements for auditors (experts) and their assistants, including the availability of relevant education, experience in practical, teaching, and research work in the field of civil security, and passing the qualifying examination was proposed.Conclusion. According to this organizational structure, high-class auditors create an association that will determine (organize) the activities of all levels of experts. The next step is the high-class experts, who form the relevant associations on a territorial basis, which control the activities of the first and second class experts. Purpose In Ghana, the duration of construction projects from inception to completion is becoming a great concern, recently, especially among clients and beneficiaries, because of the rising interest rates, inflation, development plan targets, among other factors. Hence the need to understand the causes of delays and cost overrun in the construction sector has become more important than ever. This study therefore aims to identify the major factors underlying time and cost overruns in projects related to the education sector in Ghana to proffer practical solutions in addressing them. Design/methodology/approach The study conducted a survey among clients’ consultants and representatives of the contractors working on about 60 government school projects. A relative importance index was used to determine the relative effects of the factors causing construction time and cost overruns. Findings The key factors causing construction time overrun were: financial problems, unrealistic contract durations imposed by clients, poorly defined project scope, client-initiated variations, under-estimation of project cost by consultants, poor inspection/supervision of projects by consultants. Other factors were underestimation of project complexity by contractors, poor site management, inappropriate construction methods used by contractors and delays in the issuance of permits by government agencies. Factors affecting cost overruns were financial difficulty by client, delays in payments of completed works, variations in designs, lack of communications plans, poor feasibility and project analysis, poor financial management on site and material price fluctuations. Research limitations/implications The research was limited to only the educational sector projects. Practical implications Practically, this study highlights for the construction sector the critical factors causing project time and cost overruns in Ghana. Identification of these factors provides the basis for pragmatic solutions to enhance the chances of project success. Social implications The identification and solutions to project time and cost overruns, especially for educational sector projects, contribute toward making public goods more affordable and accessible to most citizens, particularly in developing countries. Originality/value This study contributes to the debate on factors causing project time and cost overruns in the construction sector especially from a developing country’s perspective.

Good project management must pay attention to the Occupational Safety and Health Management System (OSHMS), the application of OSHMS will minimize any potential occurrence of workplace accidents. This study aims to determine the level of awareness of workers and project personnel, that is, Company Employees, Supervision Consultants,and Owner and analyze the application of OSHMS in the project of Preservation and Road Widening Project of Takengon City Road - SP. Uning - Uwaq. Data analysis was carried out based on indicators that were grouped into 5 (five) OSHMS dimensions and data processing techniques were carried out by observation and 2 (two) questionnaire stages, that is, questionnaire stage l (one) with direct interviews (open) addressed to key informants and questionnaires 2 (two) directed to all Personnel / HR on the project location. Based on the results of data analysis and investigation in the field, it shows that the majority of human resources at the project location have implemented the OSHMS in accordance with the stipulated provisions and project personnel have been excellent, namely 91.6% of respondents answered the analysis based on the dimensions of responsibility and company commitment has been done, 92.5% of respondents answered that the analysis based on the dimensions of policy and K3 discipline has been implemented, 93.7% of respondents answered that analysis based on dimensions K3 communication and training had been carried out, 94.8% of respondents answered that the analysis based the dimensions of the inspection and investigation of work accidents had been carried out, and 94.8% of respondents answered the analysis based on the evaluation dimensions.It can be proven by the existence of various K3 programs, company commitments, APO Procurement, OSH training, health examination services, and Safety promotions that have been carried out at the project site. However, of course there are still some obstacles to the implementation of OSHMS by sub-contracting workers, this is due to the lack of education, as well as the existence of a culture that does not matter or in other words there is no culture of prioritizing OSH in the workers' personalities

Design/methodology/approach – Summarizes FINRA’s rules requiring firms to implement branch inspection programs; examines the SEC’s and FINRA’s joint 2011 National Examination Risk Alert, which expanded upon FINRA’s rules, requiring firms to conduct risk-based analyses on each branch office to determine the appropriate frequency, intensity, and focus of inspections; discusses FINRA’s expectation that firms examine their registered representatives’ financial circumstances to reduce the risk of fraud; explains how FINRA’s Comprehensive Automated Risk Data System may impact branch inspections; and recommends several sources that firms should review when implementing a successful branch inspection program. Findings – Regulators have heightened their expectations as to what constitutes successful branch inspection programs for broker-dealers. Practical implications – To avoid regulatory intervention and discipline, firms should continue to review their policies and procedures to ensure that their programs are sufficiently comprehensive. Originality/value – This article will encourage firms with branch offices to review their branch inspection programs, and assist those firms in implementing sufficiently comprehensive policies and procedures.

Based on the requirements of quality supervision inspection for national surveying and mapping, this paper has carried out research on sampling and auxiliary sampling technology and sampling system for quality inspection targets for different objects and different types of surveying results. The study designed the quantitative random sampling scheme of the random inspection objects considering the principle of supervision and spot check of surveying and mapping quality. It also designed the stratification scheme of surveying and mapping results under different quality inspection targets and object conditions, and the stratified adjustment scheme with prior quality information. Based on the above scheme, the national surveying and mapping supervision inspection sampling system based on the project rolling pool and the stratified random auxiliary sampling prototype system for the quality inspection target of surveying and mapping results are implemented. In recent years, they have been widely used in the national surveying and mapping geographic information supervision inspection and surveying and mapping results quality inspection, which guaranteed the scientific and reasonable determination of surveying and mapping quality supervision inspection objects, and solved problems in the quality inspection of surveying results, such as unreasonable stratification in manual sampling, and inevitable error in random sampling. This is of great significance for further improving sampling efficiency, reducing sampling error, reducing sampling risk, and promoting informatization of quality inspection.
