Abstract:
Coastal community has to be empowered because of their low capacities and reliance on mangrove ecosystem. This inquiry tries to reveal the process of empowerment consisted of powerlessness, support, wish, consciousness, confidence and empowered organization. Case study is employed in this research through documentation study, in-depth interviews and direct observations. Findings show that the process cannot fully adopt existing theory. Sometimes, “wish” precedes “support”. Farmer group needs to raise its wishes to reach supports. In other word, the wish is a prerequisite for the support. In addition, economic incentive and the weak enforcement of rules has become the major constraints in the process. Therefore, external interventions must be maintained continuously, and rules must be enforced properly.

Abstract:
So-called ‘general theory’, or ‘systems theory’, is now nearly friendless among political scientists. The charm it once held as an ordering framework for empirical research has given way to that of the economic models of the rational choice school. While the successor paradigm was self-consciously reacting against the ‘over-socialized’ conception of man underlying systems theory and political sociology in general, much of its broader appeal was founded on similar claims: the promise of a testable, empirical theory, and an aspiration to complete generality. Perhaps these two goals will turn out to be irreconcilable; there is some plausibility in the view that, in practical affairs anyway, the idea of a general empirical theory is a contradiction in terms. In this article, however, I wish to examine a problem for systems theory which is not due to this tension, one which has gone unnoticed, and which has survived the decline and fall of the research programme.

Abstract BACKGROUND Most primary brain tumour patients rely on informal caregivers (i.e. family members or friends) for practical and emotional support. While caregiving can be rewarding, it also commonly leads to significant burden. In developing support for caregivers, it is vital to distinguish between caregivers’ unmet needs, and their actual wish for support to resolve unmet needs. We aimed to 1) identify the presence and magnitude of unmet needs; 2) examine associations between unmet needs and desire for support; 3) evaluate perceived usefulness of caregiver needs screening in clinical practice. MATERIAL AND METHODS Family caregivers of patients with primary brain tumours were recruited and asked to complete an adapted version of the Caregiver Needs Screen (CNS). This covered the level of distress resulting from 33 common issues in neuro-oncology caregiving (scale 0–10), and wish for information or support for any issue (yes/no). In addition, participants were asked to rank (0–7) their experience of using the CNS based on items covering ‘ease of us’, ‘usefulness’ and ‘satisfaction’. Descriptive and correlational analyses were applied. RESULTS Caregivers (N=79) reported between 1–33 unmet needs (M=17.20, sd=7.98) but did not always wish for support for each need (range 0–28, M=4.71, sd=6.63). Most distressing items were patient’s fatigue (M=5.58), recognising signs of disease progression (M=5.23), changes in patients’ thinking or behaviour (M=5.04), patient distress or sadness (M=4.68), and changes in caregivers’ own emotional health (M=4.44). A weak correlation was found between the total number of unmet needs and the desire for support (r=0.296, p=0.014). Caregivers most often desired support with recognising disease progression (N=24), managing medications and side-effects (N=18), and least often with managing spiritual issues (N=0), communication with (grand)children (N=2) and communication with family members and friends (N=3). Caregivers evaluated the CNS tool positively (mean item scores ranging 4.19–6.21 out of 7). CONCLUSION Family caregivers of brain tumour patients experience distress resulting from many neuro-oncology specific needs, but this is not directly related to a wish for support or information. Caregiver needs screening could be useful to tailor support or information to suit caregivers’ preferences in clinical practice.

The feeling of anxiety in school is unavoidable, yet the intensity of this feeling should not exceed each student’s individual “critical point”, as exceeding causes disorientation instead of mobilisation. School anxiety can be expressed in behaviour in the most various forms: from passivity in classes, unsure answers, to “super-diligence”, a wish to do everything perfectly. It is necessary to help students find effective techniques to regulate anxiety, overcome diffidence and other expressions of emotional imbalance. A set of preventive measures must be established, which will help students develop necessary skills for anxiety mitigation and gain successful anxiety overcoming experience. Educational measures regarding this issue are necessary for teachers and parents as well.</p>

Abstract:
This study explores the implementation and impact of Supporting People, a policy of the New Labour and Coalition governments of 1997 to the present designed to provide housing related support to those considered vulnerable. The theoretical framework uses concepts from past studies of implementation, policy networks, governmentality, path dependency, other temporal concepts and a recent heuristic that provides an independent framework for analysing policy success. This conceptual framework was used in exploring the history of care and support services in the UK; assessing the successes and failures of the past. The study then looks at the drivers and policy goals for Supporting People and at some of the key reviews and studies of it thus far. The fieldwork uses a “mixed methods” approach utilising both quantitative and qualitative methods. An initial survey gathered views from a range of supported housing professionals, followed by a series of in-depth interviews with management practitioners from Supporting People funded organisations. Both stages utilised ideas from the conceptual framework in asking about implementation processes and successes and failures of the programme. This section also explores the use of evidence, dissemination and impact. In terms of the Supporting People policy, the study found a number of areas of strengths on which to build e.g. increased funding and improved strategic frameworks, but also many areas of weakness that require improvement. These include protection for funding, consistency across local authorities, fragmented structures of related policy networks and the top-down implementation style of the policy – there were lessons from No Second Night Out (NSNO) – Leicester in this regard. This was a piece of evaluative research carried out in tandem with the main study and integrated into it. The study found a consistent failure to provide adequate services for vulnerable people; services had failed to build up sufficient path dependent processes to protect them from funding and other resources being diverted to other priorities. The lack of a legislative and conceptual consensus around what it means to be “well housed” was key.

Since the outbreak of COVID-19 schools have gone into lockdown and teachers have had to teach pupils online from home. When pupils go back to school, standard, contemporary learning methods do not seem to be enough to reduce incurred hiatuses. Social robots are slowly becoming an integral component of our society and have great potential as educational technology. This study explores how social robots in classrooms can contribute to reducing mathematics-related hiatuses in Dutch primary education (pupils from four till twelve years old). A social robot as a tutor is evaluated by means of a field study with children (n = 43) to compare a class working with the robot, to a class working without the robot. Multiple factors on learning effect are taken into account by using a survey. Our results demonstrate that a robot can take the role of a tutor and practice with pupils. The results are of interest to researchers in the field of human-robot interaction as well as to educational institutes who wish to understand the implications of adopting robots in education.

While software engineering relies on reference models, such as CMMI-DEV, to improve its processes and gain maturity; agile teams that wish to sustain agility demand other guidelines to drive improvements. To address this need, in a previous study we have proposed the Progressive Outcomes Framework as a result of a research about how real agile teams evolve in agility. Although we could describe agile maturing mechanisms, we lacked a perception of how handy out approach would be to guide improvements. The objective of this study was, thus, to identify agile practitioners’ perception about the framework. We performed a survey with agile practitioners in Brazilian conferences and analyzed collected data using descriptive statistics. Results show that agile practitioners feel comfortable in following non- prescriptive guidelines, but they still lack guidance on how to improve in agility.

In 1997 the Turbomachinery group of the University of Lie`ge decided to acquire a small jet engine to illustrate the courses in propulsion and to provide the students with the opportunity to get some experience in data measurement, acquisition and interpretation. Among others, the SR-30 engine from Turbine Technology Ltd. was chosen. It consists in a single spool, single flow engine with a centrifugal compressor, a reversed combustion chamber, an axial turbine and a fixed convergent nozzle. This engine was installed on a test bench allowing for manual control and providing fuel and oil to the engine. The original set-up included measurements of inter-component pressure and temperatures, EGT and rotational speed. Since then both the engine and the test bench have been deeply modified. These modifications were led by a triple objective: the improvement and the enrichment of the measurement chain, the widening of the engine’s operational domain and, last but not least, the wish to offer appealing, hands-on projects to the students. All these modifications were performed at University of Lie`ge and were conducted by the students, as part of their Master theses. Several performance models of the engine were developed to support data validation and engine condition diagnostic. This paper summarizes the developments conducted with and by the students, and presents the experience that was gained by using this engine as a support for education.

The current literature has pointed out the existence of positive influences of spiritual and religious beliefs in cancer treatment. The study, promoted by the Centre for Multidisciplinary Research in Culture, Faith and Reason (NUCFER), sought to understand the conception of cancer patients and health professionals about the inclusion of spirituality in the treatment of people with cancer. Thus, the general objective of this project was to understand the meaning of spirituality for cancer patients during their treatment and how this experience can contribute to support human care and relationships between patients and the healthcare team. The research was qualitative, using the semi-structured interview technique. 06 (six) health professionals were interviewed, one Nursing Assistant, three Registered Nurses and two Doctors; and 05 (five) people who have already gone through cancer treatment or are going through it. In a total of eleven people interviewed, all stated that it is important to take into account the spirituality of patients undergoing cancer treatment, as it significantly contributes to the treatment and coping with the difficulties arising from this painful process, in addition to valuing the human person byseeing them beyond their disease. Thus, the research revealed that the spirituality of patients undergoing cancer treatment must be taken into account, respected and encouraged when they wish. Subsequently, ithelps to maintain the emotional health of these individuals in high suffering, to recognize themselves in their integrity as humans, to respect all their expressions of living beings in the world. This representsa humanized treatment and promotes dignity of the human person

This paper investigates the idea of organization transformation appropriate to the advent of information technologies (IT). Specifically, we describe a traceable framework of transformation, which accommodates the shift of information system (IS) support from automating to informating to knowledging. The paper intends to clarify the context of IT/IS-based organization transformation through the contextualization of IS support and its relation to organizational design. This is done by elaborating the design issue of IS support that help structure and facilitate knowledge interconnectivity, through the exposition of the social processes in which, in a specific organizational context, a particular group of people can conceptualize their world and hence the purposeful action they wish to undertake. That provides the basis for ascertaining what information support is needed by those who undertake that action. Only then does it become appropriate to ask how modern IT can help to provide that support. Abstract:
Abstract An experimental study of the effects of bearing support flexibility on rotor stability is presented. A flexible roto supported by fluid film bearings on flexible supports was used with fifteen support configurations. The horizontal suppor stiffness was varied systematically while the vertical stiffness was kept constant. The support charactristics were determined experimentally by measuring the frequency response functions of the support structure at the bearing locations. These frequency response functions were used to calculate polynomial transfer functions that represented the support structure. Stability predictions were compared with measured stability thresholds. The predicted stability thresholds agree with the experimental data within a confidence bound for the logarithmic decrement of ±0.01. Predictions for the rotor on rigid supports are included for comparison.

Canada has not had a focused military shipbuilding program for some years and one of the outcomes from this is that uniformed and civilian staff within the Department of National Defence have not managed to acquire the skillsets necessary to support large acquisition programs in an effective manner. In addition to this, in recent years, numbers of former Department of National Defence staff have transitioned to Industry, often in senior positions as Industry wish to make use of the information held by these staff. The logical extension is that many sectors in the Canadian Industrial base also lack the skillsets to support large acquisition programs and have to rely on foreign third party support where they are able to call upon it. The paper will discuss the concept of providing a set of Workshops, “Think Tanks” and provide feedback to Project Teams on their approaches linked to likely outcomes with the aim of transferring knowledge to the project team members and empowering the project teams with a “Systems Thinking” culture.

This paper describes a procedure suitable for field implementation that allows identification of synchronous bearing support parameters (force coefficients) from recorded rotor responses to imbalance. The experimental validation is conducted on a test rotor supported on two dissimilar bearing supports, both mechanically complex, each comprising a hydrodynamic film bearing in series with a squeeze film damper and elastic support structure. The identification procedure requires a minimum of two different imbalance distributions for identification of force coefficients from the two bearing supports. Presently, the test rotor responses show minimal cross-coupling effects, as also predicted by analysis, and the identification procedure disregards cross-coupled force coefficients thereby reducing its sensitivity to small variations in the measured response. The procedure renders satisfactory force coefficients in the speed range between 1,500 and 3,500 rpm, enclosing the rotor-bearing system first critical speed. The identified direct force coefficients are in accordance with those derived from the impact load excitations presented in a companion paper [1].

Abstract The computational resources to support the development of a science of design based on analytical formulations using clean geometric and material parameters (other properties may come into play) has exploded in recent years. Unfortunately, most design problems result in highly coupled/nonlinear equations which resolve into very high ordered algebraic determinants, making their solution increasingly difficult. Hence, perhaps the most important part of the design process will be the judicious choice of these parameters to reduce the coupling and make the algebraic elimination of parameters feasible. The progress of kinematic synthesis was dependent on this realization. Here, we wish to take a nominal step in that direction for the physical design of the structure of a precision manipulator to illustrate what the future for this “science of design” might be.
