Abstract:
The head of crop protection in the Central Agricultural Office offers a survey of the lately reconstructured official structure, outlines the sections of Central Directorate, sketches the roles of County Government Bureaues. To keep the standard of knowledge changes are necessary to make in the higher education of plant protection specialists. The prersentation will concern the contacts between researches made on universities and agricultural official directorates. It is analized the regulation of present and future pesticide usage, the possible alternatives of reduced quantity pesticide usage including the application of Integrated Plant Management (IPM) as well. The tasks of national activity according to the EU direcives about sustainable pesticide usage touch the problems of plant protection machinery and environment safety. It is summarized the tasks of official directorate, chamber of crop protection specialists, moreover practice of plant protection for the nearest future.

The paper aims to identify the impact of implementation of decentralization system in performance of veterinary extension directorates at state level, the study used the descriptive method and depended on analysis of extension service survey form which developed by Directorate-General of Extension,Technology Transfer and Producers Development in Ministry of livestock, Fisheries and Rangelands in 2011 for assessment the structure and activities of Directorates of Extension at state level during the period of 2007-2011,the sample size present 73.3% of Sudanese states at that time. The study found there is a joint Directorate for crops and livestock Extension in most states,and the numbers of manpower inadequate for the executive level,also there is inadequate budgetary allocation for them,and they have serve shortage in the main extension aids for demonstration,all that lead to serve weakness in extension activities so each state has only one programme in average through the targeted period,the paper recommended that there should be a separate units within the directorates of agricultural extension for livestock extension and communicate with the local authorities to pursue them by importance of extension role in developing production and productivity so as to allocate suitable budgets and increase the manpower size and provide them by basic equipments and hold a national conference to overcome obstacles that face extension directorates at the state level.

Abstract:
The main purpose of the Ministry of National Education Guidance and Inspection Directorate and Education Inspectors Directorates Regulation consists of defining the organizations and duties of these directorates. In this respect, the regulation deals with the power and responsibilities of education inspectors to be appointed in the directorates separately and regulates issues such as their appointment, employment, training and replacement; in short all working style and principles. In this study, it is aimed at analyzing and evaluating the Ministry of National Education Guidance and Supervision Directorate and Education Inspectors Directorates Regulation taking the views of inspectors in the dimensions of structure, process and understanding. In line with this purpose, the views of education inspectors (N=86) have been obtained by Baskan and Kapusuzoğlu (2013) through a survey of 25 items developed in line with the regulations. The obtained data has been analyzed through averages, the T- test, Anova and Tukey-B tests. As a result of the study, it has been concluded that the inspectors do not find the application terms related to the competition examination and the changes made in terms of the examination board, regulations made in terms of the reclamation period and the oral examination process “appropriate” and that they find the regulations related to the written examination subjects and score weight, their training and appointment “partially appropriate.” In addition, the views of the inspectors do not display differences based on personal characteristics with the exception of terms of service.

Abstract:
Since 2009, the Socio-Economic Directorate of the Uganda Bureau of Statistics (UBOS) has been implementing the Uganda National Panel Survey (UNPS). In 2017, the Agriculture and Environment Statistics Directorate (DAES), started implementing the Annual Agricultural Survey (AAS). Similarities and disparities in the design of the two surveys have led, on the one hand, to the duplication of part of the collected information, and, on the other, to the different methodologies inevitably returning different estimates. This has resulted in issues around reconciling and communicating the differences in some agriculture indicators and statistics retrieved through the two different surveys. In integrating the two survey programs under the 50 × 2030 Initiative, UBOS has found a way to improve efficiency by avoiding duplication, reducing costs, and aligning methodologies and results. This paper documents the process of integrating the two surveys. On the whole, the extent of methodological, logistical, and institutional integration exemplified by the UHIS may be aspirational in the short term for many NSOs in low- and middle-income countries and can help when establishing long-term strategies and implementation plans to move towards similar goals.

Over the last quarter century, extensive research concerning work-related musculoskeletal discomfort has been conducted in the area of desktop computer (DPC) use, among professionals and clerical workers. Notebook style computers (NPC) are increasing in popularity and use, often replacing DPCs, yet limited information is available on workers' experience with NPCs. Results are presented from a survey that explored work-related use of desktop and notebook computers by professionals (n=335). Associations were found between musculoskeletal discomfort and work patterns and methods, including work-break patterns, notebook configuration, and notebook transportation mode. Abstract:
The Geological Survey of Portugal (GSP) was created in 1857 as part of the Directorate of Geodesic, Chorographic, Hydrographical Works of the Kingdom established at the Ministry of Public Works, Trade and Industry, within a general policy of control over territory. Until its creation, Portugal lacked any sort of tradition in geological research.Despite changes in name and various restructurings, the GSP was able to produce consistent geological research that was up to international standards, releasing two editions of a geological map of Portugal in the scale 1:500,000, the first in 1876 and the second in 1899. In 1918, the Survey was once again reorganised, becoming part of the new General Directorate of Mines and Geological Survey. Portugal was then enduring a troubled period: the young Republican regime established in 1910 faced financial and political difficulties, and there was much social unrest as a result of World War I. These events deeply affected Survey activities. It is clear that between 1918 and 1948 geology and mapping were not among the Portuguese State's priorities, thus leading to a decline of geological research and mapping.

Abstract:
The present study aimed to measure the link between representations of money, ethnolinguistics affiliations and the nature of corruption among agents and users of public services. The numerous legal mechanisms put in place have produced limited results without big effects. Thus, this survey raises the problem of the persistence (obstinacy) of corruption in spite of the multiple efforts taken various levels (institutional, national, and international). The sample of the study consists, on the one hand, of 100 users of public services chosen at random at the Directorate of Treasure and Public Accounting (DGTCP) and at the General Directorate of Taxes and Domains (DGID) in Benin. And on the other hand, of 50 agents in public service; identified in the two directorates according to their contact with the users in the exercise of their functions. Two different questionnaires were used to collect data on the two targets (of agents). The results from the correlation and regression analysis confirm the existence of a significant link between the representation of money, ethnolinguistics affiliations of the agents and users of public services and the behavior of corruption. The results of this research will allow authorities at various levels to better understand the behavior of corruption of the agents and users of public service and it will also be of use in the drafting of measures that aim at changing people’s behavior for an effective and productive fight against corruption.

This project is focused on the presentation of the Namibia Zero Order Stations, including the descriptions of the 21 stations across the country and to create information site for Directorate of Survey and Mapping in Namibia. The main reason for the implementation of web site is for the distribution of information and data to domestic and international clients. Most of the materials and information used in this project were available in digital format. Some information was collected from Directorate of Survey and Mapping of Namibia, Swedesurvey of Sweden, and Asci of Sweden as well as from the internet and library facilities. As such it was very important to analyse and display geo-spatial data before creating web site. The computer makes it possible to create a link between filed documents, maps, graphic documents and other related information using hyperlinking. Therefore the computer made the world easier to communicate and mapping via internet.

Perceptions of performance management in the South African Public Sector was characterised by high levels of unfairness owing to a bias in favour of those individuals that can write essays well. The essays would provide the evaluation team with an indication of the achievement of the individual as its relates to job performance, knowledge, insight, interpersonal relations and leadership qualities. Although the Performance Management system has changed from what was called the Performance Appraisal System to the Personnel Performance Management System that involves both supervisor and employee inputs, fairness perceptions remain unchanged. This study aimed to ascertain perceptions of fairness toward performance appraisals amongst public service raters and ratees on Level 1 to 12 who are subject to use the Personnel Performance Management System in the office of a public service organisation: National Department of Land Affairs Chief Directorate : Surveys and Mapping.

AbstractThe directorate of Labor and Welfare Administration in Norway (NAV) is responsible for one of the most complex system portfolios in Norway. Since the establishment of the directorate in 2006, NAV has had the ambition of modernizing IT systems, but the development has been slow. In the last 4 years, however, there have been major changes in the way NAV works with digital development and modernization. The purpose of the study is to describe the changes that have taken place in the NAV IT department in the period from 2016 to 2020. The survey identifies four key changes that have had a major effect on the IT department in NAV. These key factors are changed organizational design to support the creation of teams and product areas, changed sourcing strategy and insourcing of services, changed technological direction toward a modern application platform and a changeable application architect, as well as changes in working method from waterfall to agile product development. The IT department has moved from being a management-oriented, static organization structured by function to having a flat and dynamic organizational structure with dedicated areas of expertise. NAV replaced all supplier contracts on development and management with capacity agreements, regained ownership of its solutions, recruited programmers, and developed NAV’s internal competence. By developing its own application platform for deployment, NAV IT made it possible for teams to automatically deploy to production whenever they wanted. NAV IT has developed an increasingly agile organization where autonomous teams and empowered employees are a key factor.

Our complicated relationship with our environment is a perennial stimulus to the development of material and immaterial cultural heritage and has contributed substantially to environmental development, It is the reason human beings are such a central element in post-crisis reconstruction, especially in historic cities and around archaeological sites. Ten years of war and crisis in Syria have resulted in the destruction of cultural heritage and in the hearts, minds, and lives of the country’s citizens. The crucial role that reconstruction and recovery of cultural heritage has to play in rebinding war-torn communities and reintegrating Syrians of all religions, nationalities, and political affiliations is clear from a recent survey by the Directorate General of Antiquities and Museums in Syria, which showed Syrians’ overwhelming rejection of the theft or destruction of cultural heritage – a result with promise for rebuilding social cohesion and cultural heritage in tandem. The accounts by Syrians, inside and outside the country, of their experiences and their attitudes toward cultural heritage presented in this paper offer valuable insight into cultural heritage’s potential role in human-centred post-war reconstruction.

Abstract:
This article presents the main features of, and analyzes the work on, facilitating induction and mentoring for newly qualified teachers (NQTs) in Norway. The methodological approach is a review of a variety of sources of political, scientific and professional nature. The article addresses the following research questions: What characterizes the different milestones in the history of induction and mentoring in Norway? Which stakeholders have been active partners in the policymaking, and how has this contributed to changing and developing the national program for induction and mentoring for NQTs in Norway? The narrative on induction and mentoring in Norway can be divided into four periods, or as we have chosen to call them, milestones. Although each milestone has distinct developmental traits and challenges, our analysis shows some pervasive features that have characterized the work throughout the whole history of induction and mentoring for NQTs in Norway. First, state authorities, represented by the Ministry of Education and Research and the Directorate of Education and Training, have played a key role in leading and facilitating cooperation between the stakeholders. Furthermore, there has been a clear distribution of roles and responsibilities between employee organizations, regional authorities and teacher education institutions. The history of induction and mentoring in Norway is one of many examples where education, research and politics are intertwined. In 2021, the results of a comprehensive national survey will be published and discussed between the stakeholders before further policy decisions are made.

Despite the existence of Directorate of Learner Support Services in National Open University of Nigeria, many students are unaware of the services and/or do not use them. The majority of students who consider leaving the University do not seek help from the Directorate. Female students particularly, fall in this category in National Open University of Nigeria. This substantiates research findings which argue that students who need help the most are the least likely to seek it out. As a matter of ethics, Open and Distance Learning (ODL) institution has an obligation to take steps toward retention and support of their students to become more engaged and more effective learners, and to build in them resilience. This paper examines ways of developing capacities to expand female student retention and building resilience for their success in National Open University of Nigeria. It combines student survey data, qualitative research with students, and analysis of institutional data to dissever information. It finds that to maximize female student retention and build resilience for completion of programmes admitted for, student and staff capacities could be developed through engagement nurtured within mainstream activities. This will not only engender a strong sense of belonging but will also build in the female students, confidence and resilience to complete their study. Further, the University Management needs to nurture a culture of belonging and creating the necessary infrastructure to promote female student engagement, retention and success.

Abstract:
Crashes involving pedestrians are a major concern for authorities in many developed and developing countries. To refrain pedestrians from illegal or unsafe road behavior, authorities introduced three pedestrian penalties in the State of Qatar from August 2019. This paper assesses the awareness, perception, and adaptive intentions of the new amendment to the pedestrians’ law. A questionnaire survey, designed in three languages, was distributed online using Qatar University contacts and Twitter account of the General Directorate of Traffic at the Ministry of Interior, State of Qatar. A sample of 521 complete responses was obtained and used for statistical analysis. The results indicated that only 32 % of the respondents were aware of the law amendment before taking this survey. Further, the higher score for perception, adaptive intentions and awareness showed that the respondents were aware of the risks and the law amendment will have a positive effect on their behavior on road as pedestrians. The outcomes of the analysis show the efficacy of the law amendment. However, the actual behavior changes need to be studied by analyzing the pedestrian crash data and conducting a before and after study. Moreover, the study of the effects on pedestrians’ behavior, through empirical observations, is proposed to get insight into actual behaviors after law amendment as a part of future work on the topic.

Early child development is related to early education, health, nutrition, and psychosocial development; therefore, the holistic concept of early approach combines elements from the area of stimulation of the child, health, nutrition, speech therapy, psychological counselling, physical development support, etc. The need for the development of integrated early education services and their extension to the area of 0-3 years are priorities of the European strategies assumed through a complex of educational policy measures, having as a priority the development of quality early education services for the benefit of all prerequisites for lowering the schooling rate (Strategy for early childhood education, Strategy for parental education, Strategy for reducing early school leaving in Romania, Study on the evaluation of public policies in the field of early childhood education - Saber Early Childhood). In this context of the development of early childhood education, numerous inequalities are identified in the implementation of European and national strategies and programs in the development of early childhood education services, supported by economic, political, social factors, etc. In order to make them compatible at European level, we consider it necessary to support training and development programs for staff providing educational services in early childhood education institutions. The purpose of this study is to acknowledge the opinion of the bodies with attributions in the pre-kindergarten and preschool education in Romania, as well as of the civil society and public opinion, as a prerequisite for identifying school policy measures and developing programs for training the teaching staff so as to be able to provide educational services in early childhood education (representatives responsible for early childhood education in school inspectorates and Houses of the Teaching Staff, teaching staff in preschool educational institutions, representatives of the Ministry of Labour and Social Protection, representatives of the Social Assistance Directorate, managers of nursery schools, representatives of NGOs and other categories of organizations with experience in the field, parents and interested representatives of the civil society and public opinion). The present study is a qualitative research based on the focus-group method, but also a quantitative research by using the questionnaire-based survey, being carried out on a representative sample of 100 persons (2 focus-group of 25 persons, respectively 50 persons involved in the survey-based questionnaire). The conclusions of this study highlight the need to restructure the system of early childhood education in Romania through interventions at the legislative level and ensure a unitary system of policy and intervention in early childhood education. Also, we believe it is imperative to reorganize the training system of the human resource, by developing complementary competences of the teaching staff, adapted to the training needs of the early childhood population, ensuring a valuable inclusive and integrated intervention.

The Air Force Research Laboratory/Space Vehicles Directorate (AFRL/RVSV) is developing Structural Health Monitoring (SHM) technologies in support of the Responsive Space (RS) initiative with plans for future capabilities on orbit to assist in overall awareness. Such technologies will significantly reduce the amount of time and effort required to assess a satellite’s structural surety without increasing system level risk associated with changed testing. Furthermore, successful implementation of multifunctional sensor capabilities may lead to savings in size, weight, and power (SWAP) allowing more options for technical performance. Although SHM development efforts abound, RS drives unique requirements on the development of these SHM systems; the biggest difference being that deviation from maintenance requires a technology driver. This paper describes several potential niches for SHM technology development efforts by AFRL, aimed at solving those technical issues unique to responsive space, as well as how an ideal SHM system could be implemented within various other processes including the potential for on-orbit performance.

Abstract:
The responsibility for managing an asset safely, efficiently and to optimize productivity lies solely with the pipeline operators. To achieve these objectives, operators are implementing comprehensive pipeline integrity management programs. These programs may be driven by a country’s pipeline regulator or in many cases may be “self-directed” by the pipeline operator especially in countries where pipeline regulators do not exist. A critical aspect of an operator’s Integrity Management Plan (IMP) is to evaluate the history, limitations and the key threats for each pipeline and accordingly select the most appropriate integrity tool. The guidelines for assessing piggable lines has been well documented but until recently there was not much awareness for assessment of non-piggable pipelines. A lot of these non-piggable pipelines transverse through high consequence areas and usually minimal historic records are available for these lines. To add to the risk factor, usually these lines also lack any baseline assessment. The US regulators, that is Office of Pipeline Safety had recognized the need for establishment of codes and standards for integrity assessment of all pipelines more than a decade ago. This led to comprehensive mandatory rules, standards and codes for the US pipeline operators to follow regardless of the line being piggable or non-piggable. In India the story has been a bit different. In the past few years, our governing body for development of self-regulatory standards for the Indian oil and gas industry that is Oil Industry Safety Directorate (OISD) recognized a need for development of a standard specifically for integrity assessment of non-piggable pipelines. The standard was formalized and accepted by the Indian Ministry of Petroleum in September 2013 as OISD 233. OISD 233 standard is based on assessing the time dependent threats of External Corrosion (EC) and Internal Corrosion (IC) through applying the non-intrusive techniques of “Direct Assessment”. The four-step, iterative DA (ECDA, ICDA and SCCDA) process requires the integration of data from available line histories, multiple indirect field surveys, direct examination and the subsequent post assessment of the documented results. This paper presents the case study where the Indian pipeline operators took a self-initiative and implemented DA programs for prioritizing the integrity assessment of their most critical non-piggable pipelines even before the OISD 233 standard was established. The paper also looks into the relevance of the standard to the events and other case studies following the release of OISD 233.

The Research Chair in the Generational Digital Divide undertakes activities aimed at furthering knowledge about the causes, consequences and solutions to the digital divides caused by age gaps. This report shows the research project carried out in 2021 to learn more about how the digital divide affects over 54s living in the Valencia Region, by province, with a focus on intergenerational relationships. To this end, an exploratory survey targeted at over 54s years old and over 39s years old in the Valencia Region, based on primary sources and combining quantitative and qualitative techniques, has been conducted. The data reveals that, while a large percentage of over 54s declare that they have access to and are users of new technologies, much remains to be done for access and usage to become universal, especially at older ages. The report analyses how technology is used, considering its purpose and context, according to age and other significant variables. Differences in technology usage have been found across age groups and between women and men. The report contains information on, among other relevant aspects, online services, and especially on e-banking, the healthcare system and e-administration. Differences between age groups have been found for all indicators, shedding light on intergenerational relationships within the family that are crucial for older people. The Research Chair is an initiative by the Valencia Region Government’s Directorate General for the Fight Against the Digital Divide and stems from the collaboration between the Regional Department for Innovation, Science, Universities and Digital Society and the University of Alicante.

Abstract:
Banco de la República provides a comprehensive overview of Colombia’s finan¬cial infrastructure in its Payment Systems Report, which is an important product of the work it does to oversee that infrastructure. The figures published in this edition of the report are for the year 2020, a pandemic period in which the con¬tainment measures designed and adopted to alleviate the strain on the health system led to a sharp reduction in economic activity and consumption in Colom¬bia, as was the case in most countries. At the start of the pandemic, the Board of Directors of Banco de la República adopted decisions that were necessary to supply the market with ample liquid¬ity in pesos and US dollars to guarantee market stability, protect the payment system and preserve the supply of credit. The pronounced growth in mone¬tary aggregates reflected an increased preference for liquidity, which Banco de la República addressed at the right time. These decisions were implemented through operations that were cleared and settled via the financial infrastructure. The second section of this report, following the introduction, offers an analysis of how the various financial infrastructures in Colombia have evolved and per¬formed. One of the highlights is the large-value payment system (CUD), which registered more momentum in 2020 than during the previous year, mainly be¬cause of an increase in average daily remunerated deposits made with Banco de la República by the General Directorate of Public Credit and the National Treasury (DGCPTN), as well as more activity in the sell/buy-back market with sovereign debt. Consequently, with more activity in the CUD, the Central Securi¬ties Depository (DCV) experienced an added impetus sparked by an increase in the money market for bonds and securities placed on the primary market by the national government. The value of operations cleared and settled through the Colombian Central Counterparty (CRCC) continues to grow, propelled largely by peso/dollar non-deliverable forward (NDF) contracts. With respect to the CRCC, it is important to note this clearing house has been in charge of managing risks and clearing and settling operations in the peso/dollar spot market since the end of last year, following its merger with the Foreign Exchange Clearing House of Colombia (CCDC). Since the final quarter of 2020, the CRCC has also been re¬sponsible for clearing and settlement in the equities market, which was former¬ly done by the Colombian Stock Exchange (BVC). The third section of this report provides an all-inclusive view of payments in the market for goods and services; namely, transactions carried out by members of the public and non-financial institutions. During the pandemic, inter- and intra-bank electronic funds transfers, which originate mostly with companies, increased in both the number and value of transactions with respect to 2019. However, debit and credit card payments, which are made largely by private citizens, declined compared to 2019. The incidence of payment by check contin¬ue to drop, exhibiting quite a pronounced downward trend during the past last year. To supplement to the information on electronic funds transfers, section three includes a segment (Box 4) characterizing the population with savings and checking accounts, based on data from a survey by Banco de la República con-cerning the perception of the use of payment instruments in 2019. There also is segment (Box 2) on the growth in transactions with a mobile wallet provided by a company specialized in electronic deposits and payments (Sedpe). It shows the number of users and the value of their transactions have increased since the wallet was introduced in late 2017, particularly during the pandemic. In addition, there is a diagnosis of the effects of the pandemic on the payment patterns of the population, based on data related to the use of cash in circu¬lation, payments with electronic instruments, and consumption and consumer confidence. The conclusion is that the collapse in the consumer confidence in¬dex and the drop in private consumption led to changes in the public’s pay¬ment patterns. Credit and debit card purchases were down, while payments for goods and services through electronic funds transfers increased. These findings, coupled with the considerable increase in cash in circulation, might indicate a possible precautionary cash hoarding by individuals and more use of cash as a payment instrument. There is also a segment (in Focus 3) on the major changes introduced in regulations on the retail-value payment system in Colombia, as provided for in Decree 1692 of December 2020. The fourth section of this report refers to the important innovations and tech¬nological changes that have occurred in the retail-value payment system. Four themes are highlighted in this respect. The first is a key point in building the financial infrastructure for instant payments. It involves of the design and im¬plementation of overlay schemes, a technological development that allows the various participants in the payment chain to communicate openly. The result is a high degree of interoperability among the different payment service providers. The second topic explores developments in the international debate on central bank digital currency (CBDC). The purpose is to understand how it could impact the retail-value payment system and the use of cash if it were to be issued. The third topic is related to new forms of payment initiation, such as QR codes, bio¬metrics or near field communication (NFC) technology. These seemingly small changes can have a major impact on the user’s experience with the retail-value payment system. The fourth theme is the growth in payments via mobile tele¬phone and the internet. The report ends in section five with a review of two papers on applied research done at Banco de la República in 2020. The first analyzes the extent of the CRCC’s capital, acknowledging the relevant role this infrastructure has acquired in pro¬viding clearing and settlement services for various financial markets in Colom¬bia. The capital requirements defined for central counterparties in some jurisdic¬tions are explored, and the risks to be hedged are identified from the standpoint of the service these type of institutions offer to the market and those associated with their corporate activity. The CRCC’s capital levels are analyzed in light of what has been observed in the European Union’s regulations, and the conclusion is that the CRCC has a scheme of security rings very similar to those applied internationally and the extent of its capital exceeds what is stipulated in Colombian regulations, being sufficient to hedge other risks. The second study presents an algorithm used to identify and quantify the liquidity sources that CUD’s participants use under normal conditions to meet their daily obligations in the local financial market.
