Abstract:
The main purpose of the Ministry of National Education Guidance and Inspection Directorate and Education Inspectors Directorates Regulation consists of defining the organizations and duties of these directorates. In this respect, the regulation deals with the power and responsibilities of education inspectors to be appointed in the directorates separately and regulates issues such as their appointment, employment, training and replacement; in short all working style and principles. In this study, it is aimed at analyzing and evaluating the Ministry of National Education Guidance and Supervision Directorate and Education Inspectors Directorates Regulation taking the views of inspectors in the dimensions of structure, process and understanding. In line with this purpose, the views of education inspectors (N=86) have been obtained by Baskan and Kapusuzoğlu (2013) through a survey of 25 items developed in line with the regulations. The obtained data has been analyzed through averages, the T- test, Anova and Tukey-B tests. As a result of the study, it has been concluded that the inspectors do not find the application terms related to the competition examination and the changes made in terms of the examination board, regulations made in terms of the reclamation period and the oral examination process “appropriate” and that they find the regulations related to the written examination subjects and score weight, their training and appointment “partially appropriate.” In addition, the views of the inspectors do not display differences based on personal characteristics with the exception of terms of service.

Abstract:
Since 2009, the Socio-Economic Directorate of the Uganda Bureau of Statistics (UBOS) has been implementing the Uganda National Panel Survey (UNPS). In 2017, the Agriculture and Environment Statistics Directorate (DAES), started implementing the Annual Agricultural Survey (AAS). Similarities and disparities in the design of the two surveys have led, on the one hand, to the duplication of part of the collected information, and, on the other, to the different methodologies inevitably returning different estimates. This has resulted in issues around reconciling and communicating the differences in some agriculture indicators and statistics retrieved through the two different surveys. In integrating the two survey programs under the 50 × 2030 Initiative, UBOS has found a way to improve efficiency by avoiding duplication, reducing costs, and aligning methodologies and results. This paper documents the process of integrating the two surveys. On the whole, the extent of methodological, logistical, and institutional integration exemplified by the UHIS may be aspirational in the short term for many NSOs in low- and middle-income countries and can help when establishing long-term strategies and implementation plans to move towards similar goals.

Abstract:
The Geological Survey of Portugal (GSP) was created in 1857 as part of the Directorate of Geodesic, Chorographic, Hydrographical Works of the Kingdom established at the Ministry of Public Works, Trade and Industry, within a general policy of control over territory. Until its creation, Portugal lacked any sort of tradition in geological research.Despite changes in name and various restructurings, the GSP was able to produce consistent geological research that was up to international standards, releasing two editions of a geological map of Portugal in the scale 1:500,000, the first in 1876 and the second in 1899. In 1918, the Survey was once again reorganised, becoming part of the new General Directorate of Mines and Geological Survey. Portugal was then enduring a troubled period: the young Republican regime established in 1910 faced financial and political difficulties, and there was much social unrest as a result of World War I. These events deeply affected Survey activities. It is clear that between 1918 and 1948 geology and mapping were not among the Portuguese State's priorities, thus leading to a decline of geological research and mapping.

After three seasons of survey it is perhaps appropriate to set out briefly the aims of the project, to describe the techniques that are being developed and to make some assessment of the goals that have been achieved so far. The project is officially sponsored by the British Institute of Archaeology at Ankara and we would like to thank David French for his initial encouragement, constant help and sound advice. The research is undertaken with a permit issued by the Directorate of Monuments and Museums and we are particularly grateful to Prof. Dr Engin Özgen, the late Mr Osman Özbek, Mrs Emel Yağcı and Mr Levent Vardar for encouragement, help and advice. The work could not have been undertaken without the keen participation of representatives from the Directorate, Mr Kazım Mertek of Konya Museum (1993–94) and Mr Uğur Terzioğlu, of Samsun Museum (1995). In the province of Yozgat we have been greatly supported by the Vali, Mr Ertuğrul Ersoy, and by Mr Musa Özcan, Director of the Yozgat Museums. We were sorry to say goodbye to the Kaymakam of Sorgun, Mr F. Necmi Kurt who, after three years in office, has taken up a new post at Suluova. Abstract:
The present study aimed to measure the link between representations of money, ethnolinguistics affiliations and the nature of corruption among agents and users of public services. The numerous legal mechanisms put in place have produced limited results without big effects. Thus, this survey raises the problem of the persistence (obstinacy) of corruption in spite of the multiple efforts taken various levels (institutional, national, and international). The sample of the study consists, on the one hand, of 100 users of public services chosen at random at the Directorate of Treasure and Public Accounting (DGTCP) and at the General Directorate of Taxes and Domains (DGID) in Benin. And on the other hand, of 50 agents in public service; identified in the two directorates according to their contact with the users in the exercise of their functions. Two different questionnaires were used to collect data on the two targets (of agents). The results from the correlation and regression analysis confirm the existence of a significant link between the representation of money, ethnolinguistics affiliations of the agents and users of public services and the behavior of corruption. The results of this research will allow authorities at various levels to better understand the behavior of corruption of the agents and users of public service and it will also be of use in the drafting of measures that aim at changing people’s behavior for an effective and productive fight against corruption.

Abstract:
The present study aims to identify the extent of application of the self-management strategy and its relationship to administrative creativity amongst directors of departments in the Directorate of Civil Defense. This study uses the descriptive survey method. Addressing the areas of self-management strategy, it has used a questionnaire to measure the degree of application of the self-management strategy. The questionnaire consisted of (45) paragraphs. The targeted samples consisted of all directors within the civil defense departments (n=54). The study sample was chosen by the Purposeful sampling method. The results of the study show that the degree of application of the self-management strategy and its relationship to administrative creativity amongst directors of departments in the Directorate of Civil Defense from the point of view of its directors is high. The researcher believes that the reason for this is that the Directorate of Civil Defense has been investing in the application of self-management in response to the growing interest in developing the administration in the Directorate of Civil Defense. The latter has continuously developed qualified administrative staff and strives to raise the quality of the administration within the concerned directorate through training sessions and development programs which aim to provide managers with the basic competencies and skills necessary for successful management. The results also show a positive, statistically significant relationship between the extent of application of the self-management strategy and the elements of administrative creativity amongst directors of the departments in the Directorate of Civil Defense from its directors’ point of view. This result can be explained by the fact that self-management aids in the development of human relations among staff members, as well as between managers and staff. Managers assume leadership roles and new administrative duties in various areas of the administrative process. Considering these results, the study recommends that the Civil Defense Directorate adopts a clear and specific development strategy to implement the concepts and standards of self-management whithin the departments to enhance their capabilities and raise the level of excellence and creativity of services in them.

Abstract:
Purpose – The University of York Library, part of its Information Directorate, has successfully run an annual user survey using LibQUAL+ since 2008. The tool has proven invaluable in understanding user needs and measuring improvements. The ability to benchmark performance has been well received by university senior managers. Following this positive experience, the Directorate piloted the TechQual+ survey to assess its technology services. TechQual+ is a total market-survey tool developed on the same principles as LibQUAL+. York was the first university in the UK to do this. The purpose of this paper is to reflect upon the experience and its relevance to information services. Design/methodology/approach – A team was established to co-ordinate the distribution of the survey, which was e-mailed to all university members. The survey was conducted over a period of three weeks in December 2011 using their web-based tool. The team worked with the survey providers to make amendments in order to comply with UK Data Protection legislation. Findings – The TechQual+ tool provided a rich set of data on the IT needs of University of York students and staff, including a wealth of comments. As the first use of the tool in the UK, a number of outcomes arose from the pilot: methods for running the survey in order to meet UK data protection requirements; feedback on the tool itself, with some questions not understood from a UK context; a rich set of results data, with some similarities (and several differences) to those available through LibQUAL+. Originality/value – The paper presents the first application of the TechQual+ survey in UK and discusses the issues faced when implementing it in a UK context. The case study will be of interest to libraries or converged services interested in assessing their IT provision.

Abstract:
To develop a realistic model of the situation, a study was carried out in four different socio-economic and hygienic areas of Tirane, namely in the modern and historical centre as well as in the intermediate and peripheral areas. In each area interviewers from the city's Public Health Directorate, contacted randomly, door-to-door, the residents, submitting a questionnaire and collecting water samples at the same time. Our data show relevant differences regarding distribution and quality of drinking water between the centre and peripheral areas. One third of water samples revealed the presence of microorganisms, whereas one fifth had no residual chlorine. Altogether more than 200,000 people in the peripheral areas of Tirane live under low level hygienic conditions. The recent outbreaks of cholera, poliomyelitis and the hyperendemic hepatitis A disease are the dramatic results of the low quality drinking water .

Abstract:
Some challenges appear in this issue that the Indonesian border agencies indicate weaknesses in coordination, fragmented policy instruments, and disputes in implementing laws. There has little evidence in the previous study about the integration of border agencies in Indonesia and perspectives on the establishment of immigration and customs agencies. The questions may arise how important is the integrated border agencies is in the reform agenda in public sectors and bureaucracy from the perspectives of border officers. This study is to figure out the perspectives of border officers on the integration of two border authorities in Indonesia and what the ideal integration should be. This paper provides solutions for some issues of border protection in Indonesia with survey research and a step-by-step process of integration. This paper finds most immigration and customs officers at border controls exposed the importance of an integration initiative between the Directorate General of Immigration (DGI) and Directorate General of Customs and Excise (DGCE) in Indonesia through the Integrated Border Management (IBM) strategy. Therefore, initiating the integration of institutions between the Directorate General of Immigration and Directorate General of Customs and Excise, such as ICA Singapore or ABF Australia is more ideal border agencies rather than a joint-task force. Abstract:
The main purpose of this survey was to update a survey report prepared for the UK Alvey Directorate during 1984. The update was focused on business, and had to be qualitative because the increased confidentiality associated with the majority of projects precluded a quantitative analysis, and is confined to a synthesis of the impressions we have obtained. The survey was not intended to be representative. On the contrary, organizations were identified as being amongst those most likely to provide interesting application experience. This led to an arbitrary selection. For example, all banks were excluded because it was felt they were not yet ready to talk of their experiences. The companies approached consisted of five organizations visited in 1983, five further user companies and five service companies (e.g. consultants and software houses).

Abstract:
In fish stock assessment, two approaches have been used to collect data: Fisheries independent survey and fisheries survey. Fisheries independent survey provides scientific information on species composition, catch rate, density, distribution, standing stock biomass and biological information of certain species while fisheries survey supplies primary data for a wide variety of statistical analysis of fisheries performance. In Vietnam, fisheries survey was first developed by project “Assessment of the Living Marine Resources in Vietnam” with the support of DANIA since 1998 as the pilot study in 11 coastal provinces with the purpose of establishing the fisheries statistical system in Vietnam. After the pilot stage, it has been extended to all of 28 coastal provinces and worked effectively since 2000. In 2006, when the project ended, the fisheries statistical system collapsed due to no finance support to continue. Since July 2014, the fisheries data collection network has been recovered with the collaboration of Directorate of Fisheries, Research Institute for Marine Fisheries and Provincial Departments of Capture Fisheries and Marine Resources Protection. The survey design was the logbook base with applying the sampling in space and in time method. This is an overview of the capture fisheries survey in Vietnam with its limitations and challenges.

Abstract:
An interview survey of 129 UK National Health Service doctors, nurses, pharmacists and managers at eight acute care hospitals was conducted in 1994. The survey examined several topics including whether the introduction of the internal market had affected hospital pharmacy services and what those effects had been. An internal market has been introduced and it has had significant effects on the nature and structure of hospital pharmacy services. Directorate pharmacy services were available at six sites. Contracts for specific, usually novel, services had been implemented at one site and contracts had been introduced widely at another hospital. However, all the features of a market were not present at any site. Market orientation also has implications for the equity of service provision, primarily because decision-making regarding service provision is increasingly in the hands of the clinical directors, rather than pharmacy managers. The effects of this change are not yet clear.
