The four ‘Global Commons’ – the Atmosphere, Antarctica, the High Seas (Oceans) and Outer Space – are in international law identified and recognised as falling outside the jurisdiction of any state. Whilst crucial to mankind and the global ecosystem as a whole, the commons are severely impacted by the current anthropogenic climate change. This thesis argues that the global commons have a weak legal protection today. Given the significance of the global commons for the achievement of sustainable development, exploring possibilities to strengthen such protection through international law is crucial to secure the future of our world. The purpose of this thesis is to highlight the issues relating to the current legal protection of the global commons and to address them in the perspective of international law and sustainable development as intersecting conceptual and theoretical frameworks. By applying and analysing the acknowledged New Delhi Declaration of Principles of International Law Relating to Sustainable Development, this thesis will aim to provide insights, and maybe even a fresh point of view, as to how legal instruments could be structured and implemented in the strive for more effective and sustainable protection of the global commons.

There could hardly be any doubt that the pursuit of development objectives, especially in a developing country such as Nigeria, is a legitimate and in fact necessary path for economic, social and political advancement. Within the decades of the 1970s and 1980s however, increased concern about the adverse environmental and socio-economic effects of certain specific development activities have necessitated a search for appropriate development paradigms that would enable the attainment of development objectives with as little environmental and socio-economic adversity as possible. A concept that has so far become very popular in this quest for a development paradigm is that of "sustainable development" which, in simple terms, could be described as a paradigm which seeks to integrate the objective of protection of the environment with the traditional objectives of development. Furthermore, law is being increasingly considered an important tool in the provision of the framework for the pursuit of development and environmental management as whole; and recent international events, such as the Rio Declaration on Environment and Development for example, have placed a big emphasis on the possible contribution which could be made by law in the move towards the attainment of sustainable development. The development of water resources has for a long time occupied a priority position in the development programmes of Nigerian Government and various water resources projects have in the past resulted in serious environmental, social and economic problems. This thesis examines how the principles of sustainable development could actually be translated into specific legislative provisions with special emphasis on the development and management of water resources in Nigeria.

Abstract:
The world today faces many challenges. Reducing poverty and protecting the environment are prominent amongst these challenges, and consequently both are high on priority lists for many national, international, governmental and non-governmental organizations. Since the 1980s there has been an increasing awareness that environmental protection must not fly in the face of social justice, especially in developing countries, and that a system can only truly achieve sustainability if it is socially just and economically sound, as well as environmentally secure. Likewise poverty reduction at the cost of the environment is worthless in the long term. This has given rise to much more holistic approaches to both conservation and poverty reduction policies and brought the rights of communities living in or near protected areas into the international focus. However, wether it is possible to conserve biodiversity and protect habitats successfully without undermining the livelihoods of local communities, or wether it is possible to offer development aid to an impoverished region without jeopardizing their local environment, is a question which has not been resolved. This study approaches this debate by examining the relationship between the livelihoods and natural resources of a rural village adjacent to a forest reserve on the Mambilla Highlands in Nigeria. A mixture of qualitative and quantitative techniques were employed during five months spent living on location to develop a picture of the situation as it currently exists, the environmental effects of development in the village to date, and the effects of these environmental changes on people’s livelihoods. Based on this research this thesis concludes that development in a region certainly increases the vulnerability of the environment. However, rather than concluding that this makes development and environmental protection conflicting agendas, this thesis argues that this period of vulnerability presents opportunities to develop true sustainability, as effective sustainable practices can develop from the experience of resource depletion. Additionally, examples of how knowledge sharing and dialogue between western scientists and indigenous communities has the potential to facilitate and accelerate this process are discussed.

Abstract:
A land ethic within the built enviroment was examined from the perspective of the surveying community in New Zealand. The research followed a structure of context, interpretation and application; used legal analysis; and, sampled the ideologies of iwi liason officers, consultant surveyors, and local authorities. Context involved asking why a land ethic was being debated, by focusing on the current level of environmental thought, and on the actions of the International Federation of Surveyors (FIG) and the New Zealand Institute of Surveyors (NZIS). Some findings are: that terms such as sustainable management and nature are ambiguous cultural constructs; and, that the adoptation of an environmental policy by the NZIS continues to be a tortuous process. Interpretation involved asking what constituted a New Zealand ethic, by putting such an ethic into perspective in relation to ecophilosophy, and by searching for a contemporary sense of kaitiakitanga. Some findings are: that restraint and humility are requirements in any moral theory of nature; that kaitiakitanga is not dependent on title to land; and, that iwi liason officers are divided as to how kaitiakitanga applied to the built environment. Application involved suggesting how a land ethic could be invoked in the built environment, through the provision of green space in the form of local purpose reserves. Some findings are: that surveyors regard reserves as being significantly less vital to a community�s well-being than engineered services; and, that local authorities are not generally aware that reserve policies might have to be linked to municipal open space strategies. The broad conclusions are: that regardless of the environment that now exists, surveyors will be required to make moral choices about the environment that is sought; that a land ethic will not necessarily provide rational prescriptions directing action towards land; and, that there is inherent tension between land tenure, land use and a land ethic. Suggested avenues for further research include a comparative analysis of other landed professions; the empowerment of women within any land ethic; and, the use of content analysis as an alternative methodology.

Les fondements philosophiques et théoriques de l’économie institutionnelle fournissent le cadre retenu pour construire une grille de lecture permettant d’analyser l’approche théorique, l’impact et les facteurs conditionnant l’impact de l’évaluation des politiques environnementales dans l’optique de développement durable. Les examens des performances environnementales de l’OCDE sont ensuite étudiés moyennant une approche d’étude de cas qualitative. Malgré l’attention relativement faible accordée par le public à ces examens, leur intérêt réside dans une plus grande légitimité des politiques et des autorités environnementales, et dans le renforcement des politiques environnementales basées sur les principes de contrôle, suivi, évaluation et coût-efficacité. Ces impacts opèrent à travers de quatre chemins parallèles, représentant les objectifs de reddition des comptes et de l’apprentissage. La forme et l’intensité de l’influence de ces impacts dépendent de la capacité des examens à mobiliser les acteurs clés, de leur sensibilité au contexte, ainsi que de la crédibilité et le poids politique de l’OCDE auprès des acteurs des pays étudiés. Nonobstant leur conception du développement durable relativement éloignée des principes institutionnalistes, les examens contribuent au développement durable en réduisant les déséquilibres de pouvoir et en améliorant ainsi certaines des conditions pour une démocratie délibérative
This thesis examines what consequences, through which pathways, and under which circumstances, does country-level environmental policy evaluation, carried out by an intergovernmental organisation, have for institutional change towards sustainable development. The philosophical and theoretical frameworks of institutional economics are proposed as the lens through which to assess experiences from evaluation research. This is done in order to elaborate a conceptual framework for analysing the approach, the impact and the factors conditioning the influence of environmental policy evaluation in the context of sustainable development. The OECD Environmental Performance Review programme is examined through an in-depth qualitative case study approach. It is found that in spite of engendering relatively modest interest among the public, the reviews increase the legitimacy of environmental policies and authorities, and strengthen a performance-oriented environmental policy emphasising evaluation, monitoring and cost-effectiveness. These impacts operate through four parallel pathways, representing the purposes of learning and accountability. The type and intensity of influence depends on the capacity of the reviews to mobilise key change agents and to be sensitive to the context, as well as on the credibility and political weight of the OECD in the reviewed country. It is concluded that notwithstanding the distance of the prevailing OECD conception of sustainability from the institutionalist principles adopted as the benchmark for the appraisal in this thesis, the reviews contribute meaningfully to sustainable development by redressing asymmetries of power, thereby improving some of the conditions for deliberative democracy

One of the most notorious dilemmas of international rules on the protection of foreign investment is how to decrease the tension between a state’s regulatory freedom and private property rights in addressing indirect expropriation. Bilateral investment treaties need to achieve a crucial balance: to protect the interests of foreign investors and support rights of states to regulate in pursuit of sustainable development. In dealing with indirect expropriation past tribunals relied on different approaches and adopted mutually inconsistent positions. By demonstrating this incoherence, this thesis reviews the most recent BITs and identifies an archetype of investment treaty provisions and language that may result in the interpretation of indirect expropriation most compatible with states being free to act to achieve sustainable development.

Research on existing actor-networks has focused traditionally on outcomes, achievements and success at the expense of a detailed consideration of their formation and ability to function. In recognition of this lacuna, this study examined the formation and functioning of tourism-related actor-networks involved in environmental protection and the management of tourism in the coastal city of Hurghada, Egypt. More specifically, it applied the actor-network theory (ANT). In particular, the study applied its four moments of translation – problematization, interessement, enrolment and mobilization – and used Structural Equation Modelling (SEM) to analyse the influencing factors, whether positively or negatively, and the degree to which the creation and operations of such collaborations were successful. This study employed a sequential, explanatory mixed-methods design, integrating both quantitative and qualitative data. A questionnaire was used to collect data from 510 employees of tourism-related organizations involved in managing tourism’s environmental impacts on Hurghada. Also, the researcher conducted fourteen semi-structured interviews with the managers and assistant managers of tourism-related organizations involved in environmental protection and the management of tourism. The SEM’s findings revealed the existence of a number of tourism-related actor-networks which were attempting to safeguard local community livelihoods through environmental protection, and of four key factors – trust, coordination, commitment, and communication – which were damaging their formation, functioning and outcomes. This study contributed to theory since it enhanced our knowledge and understanding of the relationships between four previously unconnected bodies of literature. These were, namely, ANT, tourism-related organizations, environmental governance, collaboration, and environmental protection. The study highlighted, also, the factors, both positive and negative, which influenced the formation and functioning of tourism actor-networks involved in managing tourism’s environmental impacts on Hurghada. In practical terms, this study analysed the role of tourism-related organizations in order to identify their main strengths and weaknesses In addition, the researcher considered how partnership networks could consolidate the strengths and overcome the weaknesses of the tourism-related organizations involved in environmental protection and the management of tourism in Hurghada. Also, this study will help these tourism-related organizations, through such networks, to adopt suitable activities, policies, strategies and laws for protecting the assets relating to the local community’s livelihoods. Therefore, knowing the key success factors of collaborative networks and good governance will help these networks of tourism-related organizations to improve their performance in terms of assisting Hurghada’s local community and the poor people in particular.

Abstract:
Regional cooperation around inland seas plays an important role in environmental protection as it can involve all countries from the catchment area. Two regional organizations, HELCOM in the Baltic Sea and BSC in the Black Sea regions serve as intermediary for joint efforts and have the same tasks in protection of their respective seas. While HELCOM operates in a region recognized as a role model of regional cooperation, the BSC suffers from poorer intergovernmental relations. The task set was to analyze and compare the two commissions with each other so that similar and dissimilar features could be found and suggestions for possible alterations could be made. In order to conduct the analysis a framework was used to compare historical and cultural background, legal and normative rules, structural forms and relations with stakeholders. The research shows that there is little fundamental difference in the structure and mechanisms of functioning between the two organizations, but much more between the context. The findings in this paper can help to understand the conditions of both commissions’ functioning and which steps are needed in order to improve the effectiveness of the BSC work.

Many tools have been developed to assess global, national or regional sustainable development policies. However, as governments develop sustainable policies, individuals must also feel empowered to affect their personal impact on the planet. This thesis integrates three sustainability concepts that lend themselves to individual sustainability: The natural step, life cycle assessment, and the ecological footprint. TNS serves to provide the meaning and substance toward sustainable development. LCA helps provide the framework for assessing sustainability. The EF calculator determines the driving components and measures the qualitative decisions made through TNS and LCA. From the analysis of the household footprint calculator a simplified footprint calculator was developed to assist individuals and communities in setting benchmarks and goals as they move away from over-consumption and towards a sustainable lifestyle.

A cet effet, dans un contexte interne caractérisé par l’instaurationde la démocratie et de l’Etat de droit et un contexte international caractérisé par la mondialisation dudroit de l’environnement suite à la conférence de Rio notamment, le droit s’est naturellement imposécomme l’outil essentiel de ces transformations. L’objectif de cette thèse est d’identifier et analyser lesactions de transformation de la relation entre l’homme et son milieu de vie dans l’objectif de lapérennité des ressources naturelles et la viabilité du cadre de vie en tant qu’enjeux de la protection del’environnement dans un Etat en situation fragilité. Le Niger s’est engagé dans un processus deproduction normative, avec l’ambition de produire un droit alliant standards internationaux et normeset pratiques locales que ça soit dans les procédés de prise de décision ou de méthodes de protection del’environnement. Avec un approche quasi-empirique, l’analyse des enjeux contemporains de laprotection de l’environnement au Niger, nous permettra de révéler la nature de la relation de l’hommeavec son milieu telle qu’établie par le droit dans un contexte démocratique et de mondialisation dudroit de l’environnement, mais aussi de révéler comment la situation de fragilité générale de l’Etat etde la société commande la mise en oeuvre de ce droit
The environmental degradation in Niger, takes a scale of increasing concern. Thechallenge for public policy is to change the relationship between man and his environment inorder to reverse the trend. To this end, in an internal context characterized by theestablishment of democracy and the rule of law and an international context characterized bythe globalization of environmental law following the Rio Conference (1992) in particular, therule of law has naturally emerged as the key tool for these transformations. The objective ofthis thesis is to identify and analyze the actions of transformation in the relationship betweenman and his environment with the goal of sustainability of natural resources and sustainableliving environment as issues the environmental situation in a state fragility. Niger hasembarked on a normative production process, with the aim of producing a law combininginternational standards and local norms and practices that it is in the processes of decisionmaking and environmental protection methods. ENGLISH ABSTRACT: During the Decade of Education for Sustainable Development (DESD) (2004-2015), better teaching and learning of environmental education and education for sustainable development (EE and ESD) in schools is one of the main responses to the worsening state of the global environment. Environmental concerns are integrated into the South African school curricula; in the General Education and Training (Grades R-9) (GET) and Further Education and Training (FET) phases through the principles that underpin the curricula such as social justice, a healthy environment, human rights and inclusivity. While a cross-curricula approach to teaching and learning is followed in the GET phase, environmental concerns are infused in each subject at FET level. Because geography deals with human-environment relationships and is interdisciplinary, it is considered to be one of the main vehicles for teaching EE and ESD. To respond to the need for better teaching and learning of EE and ESD during the DESD, the main aim of this research project was to find out how EE and ESD are being implemented through the geography curriculum in South African secondary schools at FET level. The investigation sought answers to questions related to: opportunities for teaching EE and ESD in the geography National Curriculum Statement; the geography teachers’ perspectives on EE and ESD; the extent to which the teachers incorporate the teaching of EE and ESD in the geography lessons; pedagogical approaches used by the geography teachers; and, the barriers to teaching environmental concerns through the geography curriculum. A qualitative case study research design, underpinned by the interpretive research paradigm, was used. A sample of 10 senior geography teachers comprising 8 males and 2 females participated in the study. They were drawn from five Western Cape secondary schools selected through purposeful sampling in such a way that the sample of schools is representative of the socio-economic and sociocultural context of the Western Cape as far as possible. Data were generated from biographic questionnaires and semi-structured interviews. Data were also generated from lesson observation and the analysis of documents such as the geography NCS, work schedules and lesson plans. The use of different research instruments ensured the triangulation of data sources in order to address issues of validity and reliability. The qualitative data were then analysed through thematic analysis. The study found that the sustainable development theme is central to the curriculum. Additionally, strategies of implementing EE and ESD such as the enquiry approach, the issues-based approach and the need to impart critical thinking skills are suggested in the curriculum. The teacher participants experience conceptual barriers concerning the nature of EE and ESD and that of notion of integrated geography promoted by the curriculum document. As a result, some of the teacher participants have difficulties in identifying EE and ESD themes in the curriculum document and incorporating them in the lessons. Furthermore, the teacher participants have difficulties in distinguishing learner activities from learnercentred approaches underpinned by constructivist learning theories as observed by Janse van Rensburg & Lotz-Sisitka (2000) and in using the enquiry learning approach. Some teacher participants prefer using traditional teacher-centred approaches which enable them to finish syllabuses in time for examinations. The use of learner-centred approaches such as fieldwork is hindered by barriers such as shortage of resources, class time, large classes, deteriorating discipline, heavy workload and policy contradiction. This study revealed a gap between policy rhetoric and practice in the teacher participants’ efforts to implement EE and ESD through the geography NCS.
AFRIKAANSE OPSOMMING: Beter omgewingsopvoeding-onderrig en -leer van volhoubare ontwikkeling (OO/OVO) in skole is een van die hoofresponse op die toenemende agteruitgang in die toestand van die wêreldomgewing in die Dekade van Opvoeding vir Volhoubare Ontwikkeling (DOVO) (2004-2015). OO/OVO is geïntegreer in die Suid-Afrikaanse skoolkurrikulum; in die Algemene Onderwys en Opleidingfase (Grade R tot 9) (AOO) en die Verdere Onderwys en Opleidingsfase (VOO) deur die beginsels wat die leerplan onderlê soos sosiale geregtigheid, ‘n gesonde omgewing, menseregte en inklusiwiteit. Alhoewel ‘n kruiskurrikulêre benadering tot onderrig en leer in die AOO-fase gevolg word, word OO/OVO by elke vak op die VOO-vlak geïntegreer. Omdat geografie oor mens-omgewingverhoudings handel en interdissiplinêr is, word die vak as een van die hoofvoertuie vir die onderwys van OO/OVO beskou. . The production process of SeydiSehir Aluminum Plant is modeled as a case study. First a steady-state mass balance calculation is carried out by incorporating sequential modular approach. Then a model of the Bayer process digester is programmed and several simulations are carried out using this model. Results of the mass balance calculation revealed that changes in the extent of the digestion reaction, which is a function of temperature and caustic concentration, and washing efficiency may have a 2.07% decrease on the amount of red mud produced,which implies nearly 10,000 tons of decline per annum, while amount of hydrate produced is increased by 4.52%. A 7.40 % decrease on the amount of red mud produced on dry basis per kg of hydrate was found to be achievable. Optimum operating temperature for the digester was calculated as 277.3 °
C.

The thesis deals with the sustainable development of tourism in the selected facility, namely it is applied to hotel Praktik Metropol in Madrid. The aim of this work is to assess current relationship of the hotel to sustainable development and its potential for the future. The theoretical part is dedicated to tourism and sustainable development as such. It deals with organizations and certifications for sustainable development. The practical part describes Praktik Metropol and its current level of sustainability. Consequently, the hotel is compared to other accommodation facilities in Spain. A substantial part of the thesis is the analysis of sustainable development in general, which is based on responses of questionnaire survey. The overall assessment of the status and potential of the hotel was elaborated in SWOT analysis.

The work deals with the environmental policy of the European Union and Lithuania, its development from the adoption of the first EU environmental programme to the application of the principles of sustainable development. The major focus is on the formation of the environmental policy using the support of various EU funds, programmes and other financial instruments to achieve the final environmental objectives. The development of the environmental policy in Lithuania has been largely influenced by the EU environmental policy being implemented since the last decade. In its negotiations over the EU membership, Lithuania undertook to harmonize its acquis with the EU environmental protection framework legislation. The transposition demanded additional appropriations to the majority of the environmental areas: protection of water and air, waste management, preservation of biological diversity and landscape, etc. Pre-negotiation and negotiation period saw the successful use of the PHARE, SAPARD and ISPA financial support by Lithuania for the development of the environmental policy. The EU membership offered the possibilities to enlarge the environmental policy using the financial support of the Structural and Cohesion Funds and LIFE programme designed exceptionally for the protection of nature. Abstract:
This thesis uses action research to investigate the organizational factors which are affecting the implementation of local agenda 21, and the accompanying necessary internal changes, in a local authority. Following an examination of literature relating to sustainable development and local agenda 21, organizational culture and attempts to change it are identified as the important areas to be investigated. There is an examination of theory in those areas and a two-stage study is carried out. This allows for the first stage study to be assessed and any gaps, where the research questions are not being answered, to be identified and dealt with in the second stage study. It was found that in local authorities there are sub-cultures, and that the split is along departmental lines, which affect the facilitation of sustainable development to differing degrees. Socially based departments had sub-cultures which were less appropriate for sustainable development then environmentally based ones. The local authorities were making changes of a structural and strategic nature, but as regards human processes, it was found that although authorities were concentrating on trying to raise awareness, the strategies they were using for this were ineffective. Two case studies were also conducted, one of a local authority similar in many ways to the one in the main study and the other of a dissimilar one, to assess whether the findings from the main study might be more generally applicable. The findings from these case studies suggested that the findings were generally applicable.

Resumo: O município de Guaraqueçaba, localizado no Litoral Norte do Estado do Paraná, tornou-se Área de Proteção Ambiental no ano de 1985. Os agricultores locais que se dedicavam à agricultura de subsistência, à pesca e ao extrativismo, enfrentaram a limitação da legislação ambiental restritiva que se-impôs como uma situação de suspensão dos seus direitos. Além disso, a apropriação de terras, inicialmente por fazendeiros e, a partir do ano de 2000, por Organizações Não Governamentais Ambientalistas, para execução de projetos de seqüestro de carbono, reduziu a produção voltada para a subsistência. O objetivo do trabalho foi estudar as estratégias adotadas pelos agricultores frente a esta situação com a utilização de uma metodologia quantitativa e qualitativa. A redução da oferta de trabalho e a crise econômica, no período de 1994-2000, fizeram com que aumentasse o extrativismo do palmito, passando a ser a atividade principal em muitas comunidades rurais, nas quais ainda existia. Outros optaram pela clandestinidade através de roças escondidas no meio da mata, o que aumentou a dificuldade do trabalho e escondeu uma agricultura voltada para a subsistência, a qual é bastante intensa em algumas comunidades, especialmente as mais distantes. A lei ambiental e a redução das áreas disponíveis para o plantio tornou necessária a adoção de estratégias produtivas, sociais, econômicas e demográficas, observadas na comunidade de Potinga, as quais demonstram a capacidade de adaptação e de reprodução desses agricultores, evidenciando que a agricultura familiar é bastante resistente. A maior parte das estratégias adotadas significaram a intensificação das redes de parentela, de compadrio, e maior cumplicidade, principalmente nas ações clandestinas, sendo que tal fato causou uma ¿aparente¿ redução da agricultura de subsistência. No entanto, até o início do ano 2000, as políticas e propostas para o desenvolvimento rural não se direcionaram para a sustentabilidade, especialmente com um maior vínculo entre a dimensão econômica, a social, a fundiária e a ambiental. A realidade e a diversidade locais não foram consideradas nos programas propostos, freqüentemente excludentes e que apresentaram conseqüências que afetaram e reduziram as possibilidades de um desenvolvimento social e ambientalmente sustentável. A proposta de alternativas sustentáveis, voltadas para a sustentabilidade econômica, teve início no ano de 2000, porém ainda são iniciativas isoladas e que beneficiam poucos agricultores
Abstract: The town of Guaraqueçaba, located in the northern coast of Parana State, became an environmental protection area in 1.985. The local farmers, who made their living out of fishing, minor agriculture and harvesting the natural grown trees, faced the limitations of tough environmental rules that restricted or canceled their rights. Nevertheless, the confiscation of land, initiated in the year of 2000, first by outside farmers, then by Non-Governmental Environmental Protection Agencies to execute projects of carbon oxide capture, reduced the area local farmers had available to plant. The decrease of job offers and the economy crisis, during the period between 1.994-2.000, made locals increase the extraction of the local plant life heart of palm (palmito) plant, which became the main economical activity in many communities, the ones that still had that plant around. Some locals chose the illegal agriculture inside the protected woods, hiding from inspectors, what made it very harsh, and hid an agriculture designed for survival, very common in many communities. The environmental laws and the reduction of available land for planting made primordial the adoption of economical and social strategies as seen in the community of Potinga. We have observed that family planting occurs more often than it was thought, as most of the main adopted strategies meant strengthen the relative¿s bonds, the god fatherhood and consequently, the social life. Although, until the beginning of the year 2.000, the policies and proposals for rural development didn¿t aim maintenance, specially with a greater attachment to economical, social, land ownership and environmental dimensions. The local reality and diversity were not considered in the proposed social programs, which frequently exclude some inhabitants and showed consequences which affected and reduced the possibility of a social development that could be environmentally correct. The proposal of alternative policies, that aim the maintenance of locals had a start in 2.000, but still they¿re not in great number and benefit only a few of the local farmers

The need for protected areas is now inescapable when it comes to restoring species while sustainable development and prevention of damaging the environment have become prominent. It is now even more important that the awareness of an actual impact of our living standards on the ecological system has been established. International and more specifically European Laws have been established to prevent and ensure species of all kinds to live in a safe and preserved environment, but the question of their effectiveness has to be asked and nuanced. In that respect the issue of bird species is one of major importance as they are victims of human development. Within the European member states the problem is coming from the inability of some of them to implement and apply European laws because all do not agree on the terms of a protection provided for bird species.

During the last ten years the small manufacturing enterprises (SMEs) sector has become firmly established at the top of the development agenda for many countries, hence, marking this sector's increasingly acknowledged economic importance. Evidence from various parts of the world has shown clear signs of the growth of SMEs. Despite this, little attention has been given to understanding the environmental impacts these enterprises produce or to defining the role these entities play in terms of sustainable regional development. This thesis sets out to contribute to a better understanding of the influence of SMEs on sustainable regional development, as well as the contribution of SMEs to the economy in terms of job creation in the context of developing countries using Egypt and its Ismailia region as the basis for case study. Three main hypotheses were formulated relevant to the role of SMEs in sustainable regional development. In general, these hypotheses relate to the following: 1) The contribution of SMEs to the regional economy; 2) Problems and barriers SMEs face in achieving sustainable development; and 3) The potential for SMEs to utilize available existing resources to enhance their role in achieving sustainable regional development. In order to test these three hypotheses and to answer related questions, an analysis was undertaken within the framework of two spatial tiers: national and regional, that is Egypt and Ismailia, respectively. Two types of data were used - primary and secondary. A sample of 101 entrepreneurs and 100 workers were interviewed from the Ismailia region. The results of these interviews were analyzed in the empirical portions of this thesis. Chapter one pertains to the justification of the thesis; its objectives; the development of related research questions and hypotheses; the methodology used for data analysis; data sources used; questionnaire design; survey methods; and problems of data collection. Chapter two discusses the concept of SMEs worldwide and in Egypt as a basis from which to provide a concrete definition of SMEs that is used in the empirical portion of this study. In addition, the potential of SMEs and the problems facing SMEs in terms of sustainable regional development, the differences between SMEs and larger enterprises, as well as the importance of SMEs for the Egyptian economy are discussed in this chapter. The relationship between SMEs and sustainable urban and regional development is highlighted in more detail in chapter three. This relationship is discussed within the context of the notions of the overall concept of sustainable development, the sustainable regional development agenda in Egypt and related regulations, and the positive characteristics SMEs need in order to bring sustainable urban and regional development to fruition. Chapter four examines the first hypothesis of this study; this hypothesis states that, in general, SMEs have a positive effect on the economic and social development of a region. This chapter evaluates the ability of SMEs to drive the regional and national chains of economic added value; the capability of SMEs to create job opportunities at the regional level; and the effects of SMEs in terms of improved life-style and standard of living of workers and their families. Chapter five tests the second hypothesis in this thesis which states that the affects of a variety of types and sizes of SMEs on regional sustainable development is limited, at least for the time being. This chapter provides an analysis of economic, social and environmental obstacles and constraints that SMEs must face on a daily basis to achieve sustainable development in the region. In chapter six the potential by which SMEs can utilize their assets to enhance their contribution to sustainable regional development is evaluated; the potential opportunities available to SMEs to make better use of local raw materials and to drive the chain of economic activity within the Ismailia region were examined. The ability of SMEs to work more efficiently through the use of clusters and networks as a potential strategy is clarified. Chapter Seven presents a compilation of the detailed findings of this thesis along with the lessons that have emerged as a result of the research conducted. A series of policies and recommendations are provided as a means from which to create favourable conditions to encourage SMEs to play a more significant role in the national economy and in subsequent sustainable regional development. From a national perspective, the activities of SMEs are not usually the most serious source of environmental degradation, but, collectively, their sheer numbers may translate into substantial impacts on the eco-system. While the individual SME has financial problems related to the treatment and disposal of its waste, the adoption of an industrial cluster strategy for SMEs can provide an efficient solution to this problem. A cluster should consist of several single enterprises located in close proximity to one another, thereby, improving the ease of and costs associated with the treatment and disposal of environmental wastes. This study advocates the necessity of raising the degree of environmental awareness for organizations, syndicates, unions and societies related to SMEs, as well as entrepreneurs and labourers in their respective domains. Opportunities for raising environmental awareness can be implemented through a series of organized seminars, meetings and workshops designed to motivate individuals and small businesses within the society of SMEs to incorporate an ecological sense and approach into their daily behaviour and practices. A national policy must be adopted in Egypt in order for the SMEs sector to be successful in its contribution to sustainable development. Such policy must be all-inclusive and provide for the technical support of SMEs, financial support to SMEs, environmental support to SMEs, as well as provide overarching legislative support relevant to this particular sector of the business environment.

The Central American population consists of a majority of indigenous people and the parties to the Central American Free Trade Agreement (CAFTA-DR) must strive to protect the culture, heritage and rights of the region’s people. Trade agreements must recognize the rights of the indigenous peoples that are affected by environmental degradation resulting from trade activities, which can result in the forceful removal of their lands. The balance between the three pillars of sustainable development must be struck because international trade is necessary by fueling much of the economic growth in the developed world. Public engagement of the indigenous people through participation, information, consultation and consent are necessary to fulfill the goals of sustainable development and protect their right to property and traditional lands. We have to continue to incorporate the objectives of sustainable development in free trade agreements in order to preserve the global environment for future generations.

Lack of water access is an issue of global importance. The WHO and UNICEF’s Joint Monitoring Program estimated that in 2015 71% of the world’s population used a safely managed drinking water source and 89% of the world’s population used an improved water source within a 30-minute round trip of home. Madagascar’s national statistics lags far behind these global statistics with 54% of the population using improved water sources, 31% using unimproved water sources, and 16% with no service at all. This research studied water access in Madagascar with self-supply Pitcher Pumps attached on hand-driven tubewells. The term self-supply in this context refers to privately owned and constructed water sources that are not financially subsidized by governments or non-governmental organizations. Self-supply is typically seen in the form of private wells in rural areas of developed countries like the United States or in developing countries in the form of shallow wells or rain water harvesting. Self-supply Pitcher Pumps are common along the coast in Madagascar in areas where the first aquifer is shallow and in sandy soil. They are ubiquitous at the site of this study, the port city of Tamatave. People in Madagascar have benefited from increased access to affordable water because of Pitcher Pumps for decades, however, there are health risks associated with consuming the water due to lead and microbial contamination of the water. This study sought to improve microbial water quality of Malagasy Pitcher Pumps by testing two different types of well head protection: 1) a partially buried short 100-mm diameter PVC pipe collar placed around the rising main, and 2) a 50-cm diameter, circular concrete apron. The study was a mixed design experiment that allowed for between subject comparisons of wells over the same time period and for within subject comparisons of the same well sites with different types of well head protection. Wells were selected for the study that had a high risk of localized pathways of contamination and low risks of aquifer contamination relative to other wells in the area. Membrane filtration was used for microbial water quality measurements and detected a wide spectrum of bacteria grown at 37◦ C. In this study, data from 690 water samples of 44 wells (with and without well protection added) over a 9 months period was analyzed. Weak but statistically significant (p ≤ 0.05) and marginally statistically significant (0.05 < p ≤ 0.10) correlations were found between bacteria concentrations and antecedent rainfall depth for wells with aprons but not for wells with a pipe collar or no protection. No statistically significant relationship was found between bacteria concentrations in wells and type of well head protection. The lack of reduction in bacteria concentrations with well head protection is likely due to the high density of on-site sanitation near the wells and the relatively shallow water table. Generally, study results indicate that there is a wide variation of bacteria concentrations both from the same well across many months and between wells that are near each other. The second observation is consistent with other studies of wells in the area. It appears as if the best solution for improving water quality from Malagasy Pitcher Pumps to a potable level is point-of-use treatment of the water.

Subsequently, attention is also paid to voluntary approaches to the environmental protection, namely the basic division of voluntary approaches to environmental management systems, environmental labeling, eco-design, cleaner production, all-out quality management and environmental management accounting. In the practical part of the text were evaluated voluntary approaches to environmental protection in selected companies, namely Unilever and Hochtief, through the realization of my research was mainly detected, whether the company was, is or will be, effective introduction of voluntary approaches to environmental protection or not, i.e. what are the motives of the company for the introduction and implementation of these voluntary approaches.
