Abstract:
Urbanization is happening in the huge scale. Beside many advantages of urbanization such as economic and social growth, but at the same time, urbanization brings many problems like air and noise pollution. Urban sustainability aims to make balance between economic growths, environmental issues and social and welfare condition of a city to meet the present needs without jeopardizing the resources and future generation’s opportunity. In order to measure sustainable development progress of an area the role of indicator system is undeniable. In this pre-research work the sustainable development of the Isfahan city in Iran was studied based on 28 indicators in Economic growth, Environmental protection and social and welfare. Moreover the Improved Permutation Polygon Synthetic Indicator Method (IFPPSI) was used to synthesize the value of indicators and geometric illustrate of different indicators. The result showed that the synthetic value of indicators to measure sustainable development of Isfahan city is 0.5 which indicates moderate level of sustainability.

Purpose The purpose of this paper is to identify the impact indicators of the 2010 Taipei International Flora Exposition from the perspective of residents and to investigate the effects of these impacts on the urban sustainability through the perceptions of Taipei residents after the exposition. Design/methodology/approach The authors conducted a literature review and consulted experts to identify the impact indicators of the exposition. This process resulted in 17 indicators of economic impact, 12 indicators of environmental impact, and 13 indicators of social impact, and the authors developed a 12-dimension/42-indicator mega-event impact measurement scale. Using a survey of 1,628 host residents after the exposition, the authors performed regression analysis to investigate the effects of these impacts on the urban sustainability. Findings The results indicated that economic, environmental, and social impacts exerted significant positive effects on urban sustainability. All positive dimensions of economic, environmental, and social impact exerted significant positive effects on urban sustainability, and all negative dimensions exerted nonsignificant effects on urban sustainability. Originality/value This study identified the impact indicators of the 2010 Taipei International Flora Exposition and investigated the effects of these impacts on the urban sustainability. The findings of this study indicated that economic, environmental, and social impacts of the exposition exerted significant positive effects on urban sustainability.

Society has been studying city phenomenon since its origin. However, main factors of its sustainable development, which is top priority of strategic management and an indicator of management efficiency, has not been fully investigated. The present research purpose is to study factors and issues of stable development, generalization of Russian trends in city management in various socio-economic conditions. Development level of Russian cities was analyzed on the basis of integral indicator – sustainable development index, comprising structured complex of statistic rates, characterizing sustainable development along three sections: economic, ecological, and social. The author assesses effectiveness of strategic planning of large city development, points out drawbacks and targeted directions of management decisions, focused on city development with a number of result-oriented indicators. General tendencies of Russian agglomerations were supported by the results of assessing development sustainability of Russian cities. Perspective lines and criteria of strategic sustainable development have been identified, such as ‘smart’ services and technologies of city life.

Purpose: This research project examines the directional relationship between democracy and sustainable development. Panel studies over 31 cross countries from 1990 to 2016 finds that improvements in sustainable development predict increase in democracy. Democracy has been measured by the subjective indicators such as civil liberties and political rights. The data has been collected from world development indicator and world governmental indicator. Unit root test has been performed to check for stationarity. Two stage least square methods have been used to explain the dependency of each variable. This study explains that tendency for rise in democracy urbanization tends to fall. The propensity for democracy rises with development, a smaller gap between female and male primary and secondary education accomplishment. The results suggest that gross domestic product have negative impact on democracy. It also attempts the effect of political stability and democracy on sustainable development.

Monitoring progress made in attaining sustainable development is a highly debated issue. Starting from the framework defined by the United Nations 2030 Agenda and its 17 Sustainable Development Goals (SDG), in this paper dashboard and multidimensional index were chosen as instruments for assessing and communicating progress made in implementation of SDG. Their contributions have been discussed for Brazil in the years 2000s. Brazil is a federation of 26 States and a Federal District. To take into consideration local differences, data were collected and examined on a State base. By using a dashboard of 13 dimensions, one for each of the selected SDG, as well as a multidimensional index, it was possible to outline a better description of progress made in each Brazilian State over the selected period, as well as to identify specific obstacles to sustainable development.

Abstract:
One of the priorities of the modern economy is the optimal use of natural resources in economic activity. This is because the organization and management of production impacts the environment, which in turn affects both the well-being of society and the indicators of economic development. Which is why methodology and practice of public non-financial reporting reflecting indicators related to the conservation and assessment of natural resources, pollution control, waste management and recycling, and creating emission standards are actively developing. Environmental costs are becoming an important tool for making informed management decisions aimed at harmonizing the economy and the environment. At present, despite a large number of methodical developments, there is no solid theoretical basis for the formation of environmental indicators that adequately characterize the interaction of the economy and the environment and economic decision-making at all levels. The article clarifies the content, classification, performance evaluation system, environmental cost assessment methods for their application in management activities for deeper analysis, modelling and predicting economic phenomena and processes within the framework of the concept of sustainable development. The authors show approaches to the valuation of anthropogenic damage to nature, determined by the disproportionateness of natural and value indicators; the lack of prices of non-market goods, great uncertainty about the true value; the duration of the effects of man-made impacts and the long-term investment in environmental protection. Modern approaches to modelling and interpretation of results are generalized, as well as the possibilities of developing new (or improving existing) models for optimizing environmental costs. The direction of analysis of environmental indicators in the existing management system has been defined, in particular, through the study of non-financial reporting, which acts as a basis for calculating resource utilization, environmental quality and sustainability.

Regional sustainable development has become a worldwide issue in recent years, but there is no single and universally agreed method of choosing indicators for sustainable development assessment. The subjective selection of indicators will affect the results of assessment. Each evaluation method has its own advantages and disadvantages, and the methods used to determine indicator weight also differ. Regional sustainable development is a complex system, which is difficult to evaluate objectively and scientifically using a single method. Therefore, a new integrated indicator system and evaluation model is constructed here to more accurately reflect regional sustainable development level. The indicator system and evaluation model were constructed using a case study of 17 cities in Shandong Province, China. The indicator system includes 4 subsystems, i.e., economy, society, resource, and environment. These indicators were selected through correlation analysis and discrimination analysis. A back propagation neural network was applied to evaluate the respective scores of the 4 subsystems. The comprehensive score for regional sustainable development was evaluated using the analytic hierarchy process with entropy correction. The results show that sustainable development levels in these 17 cities show a gradually decreasing trend from east to west and from coast to inland. Cities with an underdeveloped economy usually display poor levels of social development and serious environmental pollution. Through the improvement of indicator screening, evaluation model, and result correction, the error caused by a single evaluation method can be reduced significantly. This new methodology for indicator selection and comprehensive evaluation provides a new perspective for the assessment of regional sustainable development.

Important and yet not sufficiently developed is the creation of systems for the assessment of sustainable development indicators adapted to national environmental priorities, national and regional environmental, economic and social policies; evaluation of environmental impacts of productive systems throughout the life cycle of man and environment; the use of metrics for sustainable development in the limited local area (enterprise, city, region, etc.). Today, ithas become apparentthatmanagement system atthe national and locallevels should include the use of a set of indicators that cover all dimensions of sustainable development of the regions: the social, economic and environmental. However, the analysis conducted and based on such indicators as the integral index of sustainable development will make it possible for managers at various levels of government to find out the strengths and weaknesses of modern domestic regional policy, and to identify priority areas for their future endeavors. The article presents the results of the study that allow us to speak about the need for a differentiated approach to regional development and a unified state strategy based on the conceptual principles of sustainable development. Evaluation of sustainable development is based on an analysis of several areas of economic sustainability of socio-economic systems: economic, environmental and social. Evaluation of economic, environmental and social areas requires the use of specific indicators. The integrated assessment indicator of sustainable development of the region in the use in administrative activities is the best. It is effective to assess the current situation and forecast trends in the development, and this indicator characterizes the degree of stability of the system and the balance of its development. Integral indicators of innovative development can intensify the processes of comparative analysis of the dynamics of economic systems in the region, and they are universal indicators of balanced growth for the most important aspects of socio-economic system.

The subject of research is elaboration and evaluation of indicators of sustainable development in the field of river basin management. Aggregate indicator entitled Ecoregion Sustainable Development Index is identified by calculation of average value by the procedure of leveling of proportion changes of three key indicators (demographic emission index, water quality index, industrial production index). Developed aggregate indicator of sustainable development is calculated and analyzed for South Morava river basin in Serbia, for the period from 1980 to 2010. The beneficiaries of these indicators are the experts from the field of environmental protection and water management who should use it for elaboration of reports directed towards the creators of economic development policy and river basin management planning. Elaborated according to the given methodology, the indicator Ecoregion Sustainable Development Index is available for the decision makers on the national level, internationally comparative and it provides the conditions for further elaboration and application.

Sustainable Rural Development is essential to maintain active local communities and avoid depopulation and degradation of rural areas. Proper assessment of development in these territories is necessary to improve decision-making and to inform public policy, while ensuring biodiversity conservation and ecosystem services supply. Rural areas include high ecological value systems but the vulnerability of environmental components in development indicators has not been sufficiently pinpointed. The main objective of this work was to propose a new sustainable rural development composite indicator (nSRDI) while considering an environmental dimension indicator based on ecosystem services vulnerability and social and economic dimension indicators established using a sequentially Benefit of the Doubt-Data Envelopment Analysis (BoD-DEA) model. It aimed also to test effects of weighting methods on nSRDI. The composite indicator was applied to 10 regions (comarcas) in the Huesca province, Spain, producing a ranking of regions accordingly. The indicator was further tested through the analysis of the effect of an equal and optimum weighting method on scores and rankings of regions. Results showed substantial differences in nSRDI scores/rankings when vulnerability was added to the process, suggesting that the environmental dimension and the perspective from which it is conceived and applied matters when addressing sustainable rural development.

The article presents current views on the current stage of improving the monitoring of sustainable development of the regions based on the practice of applying the idea of sustainable development over the past three decades. The tendency of methodological character is revealed: it is necessary to improve instruments for quantitative measurement of sustainable development taking into account regional peculiarities of territories. Attention is focused on indicators of sustainable development at the regional level. It emphasizes the priority of using the indicator of adjusted net savings (true savings). Denominations and features of calculation of this indicator are indicated. The features of foreign and domestic scientific research in this area are noted. The key elements of the mechanism of public administration associated with sustainable development of the national and regional levels are identified. The analysis of the application of the methodology for calculating the true savings for individual regions of Russia is presented. Directions have been identified for improving the application of this tool in public administration and commercial projects. The positions for inclusion of the component indicators in the modern monitoring of the development of the regions are singled out.

The traditional economic growth measures based on SNA are not precisely as welfare indicators. The economists have tried to construct indicator that include both quality and quantity aspects of economic development. Achieving a balance between three board objectives of sustainable development – maintenance of economic growth, social progress, and protection of environment - the new challenge for statisticians is to develop a package of indicators that can monitor and report progress towards the concept of sustainable development. The aim of this article is to present some different and less popular approaches to alternative measurement of welfare are discussed. The paper does not decide which indicator describes the level of sustainable development most precisely, but tries to present advantages and defects of each method. Concluding, the sustainable indicators are more precise than traditional ones in estimating welfare. The main difficult in calculating these measures is the requirement of data which can not be gathering easily.

Sustainable development is revealed in the direction of a new paradigm of social dynamics analysis. The transformation of the thinking and actions of governments and businesses in the blathe state — the fight against poverty — the protection of the environment calls into question the well-known formula for economic growth. The article examines the shortcomings of GDP as an indicator of socio-economic dynamics. The system of international ratings and their indicators including along with economic parameters a number of socio-environmental indicators is shown. However, it is shown that the value of GDP is not exhausted for socio-economic research. New international coordinate system for sustainable development applied on the study of forms of strategic planning of Russia Studied the problem of instability of development of Russian business, among which shows the deformation of the labor market and outdated material-technical base. These problems are factors of negative social and environmental changes. Practice is characterized by public companies in the field of sustainable development, based on the principles of the Global compact and includes the use of international standards, covering activities in environment, analysis and adjust working practices, quality management, socially responsible business.

The sustainable rural development more and more depends on the efficient usage of water resources. Most often, at least in one part of the year, the rain is not sufficient for plant growth and rain plant production significantly depends on the yearly precipitation variation. The increase and stability of the agricultural production is possible in the irrigation conditions. The most part (around 70%) of the global water resources is used for food production. Irrigation water quality indicator is used to show if the available water resources have the required quality for application in agriculture. Irrigation is characterised by the complex water-plant-soil relationship, and in that eco-system the man as the end user of the irrigated fields occupies a very important place. That explains the difficulties in producing one universal classification of irrigation water quality. The paper analyses numerous water quality classifications from the aspect of the applicability on the quantifying of this indicator. The adopted classification should possess understandable, qualified and internationally comparable indicator. Thus, local classifications (Neigebauer, Miljkovic) cannot be used for this indicator. United Nation Food and Agricultural Organization (FAO) and US Salinity Laboratory (USSL) classifications are used for the evaluation of the irrigation water quality throughout the world. FAO classification gives the complex picture of the usability of the irrigation water from the point of its influence on the soil and the plants. However, the scope of the analyses is not often suited to the needs of that classification, which makes it difficult to apply. The conclusion is that the USSL (US Salinity Laboratory) classification is best suited to this range of chemical water analyses. The evaluation of the irrigation water quality indicator in the Juzna Morava river basin, upstream from the Toplica river estuary is given in this paper. Based on the obtained results, it can be concluded that the irrigation isn?t limitation for sustainable rural development.

Abstract:
For the justice between generations, the concept of sustainable development has become the tendency of national development in 21 century. The guideline and indicator system for sustainable development were established already in Taiwan. The issues of eco-city, health-city or sustainable city have discussed in several cities these years. However, the key point of sustainable development is to reduce consumption of resources. A recycling-based society is the ultimate aim. In this research, issue-based indicator framework was adopted to construct an indicator system focused on the assessment of recycling representation in a city. With the considerations of resource input and recycling, the performance of resources utilization can be realized. Top five cities in Taiwan were selected as the case study. Other assessment results from existed indicator systems were compared with the proposed indicator system for distinguished the difference between various systems.

Social living conditions and related problems are one of the key indicators of the level and rate of socio-economic development of modern society. The housing problem is characterized by several indicators: the housing deficit (quantitative indicator); high cost of housing (financial indicator); the incompatibility of the structure of the housing stock to the demographic structure of families (structural indicator); the incompatibility of existing housing stock requirements to consumer housing quality (quality indicator); the incompatibility of the requirements to maintenance condition of the housing stock (operational indicator); location of housing (infrastructure, environmental and logistics indicators). The purpose of this study is to analyze and highlight the degree of influence of the main factors on the quantitative indicators of the housing problem based on statistical data over the past few years. A statistical analysis of the impact of various factors on the price of housing in three regions of the Russian Federation is conducted. It is established that the main factor influencing the price of housing is the average per capita income of the population.

The essence and indicators of a concept of sustainable development of economy have been considered. Dynamics of an indicator of social and economic development of the region (gross regional product) has been analyzed and the stability indicator has been сalculated. Macroeconomic aspects of unstable development of economy have been revealed through imbalances of inflows and outflows in the two-sector, closed and opened economic systems. The reasons and consequences of disproportions of an economic system have been identified. Measures and directions of state policy in the field of stimulating the development of small and medium-sized businesses, creating a favorable business environment, stimulating export-oriented production, improving migration policies, which will reduce these imbalances, have been proposed. Accounting of regularity of macroeconomic interrelations will allow you to assess a situation of economic systems, and studying of the existing imbalances will promote creation of the mechanism of their regulation.

Abstract:
The aim of the study is to determine whether the development of selected communes entirely located in rural areas is progressing towards achieving integrated order in line with the concept of sustainable development. Detailed research covered typically rural communes located in the Lower Silesian Voivodship. Research was carried out according to 5 functional regions of rural areas of the voivodship. The research period covered the years 2011-2017. The research takes into account three orders: social, economic and environmental. Sustainable development indicators and the linear normalization method in the form of zeroed unitarization were used. In the analyzed rural communes of the Lower Silesian Voivodship, the indicator of striving for environmental order (E) ranged from 0.403 to 0.571, the indicator of striving for economic order (G) from 0.403 to 0.571, and the indicator of striving for social order (S) from 0.320 to 0.459. Finally, a synthetic indicator (SI) was calculated to determine the level of integrated order, which ranged between 0.370-0.452 (the lowest values were recorded for the 2nd functional region, and the highest for the 4th functional region of Lower Silesia). The synthetic indicator of the pursuit of integrated order grew, with the exception of the 5th region. Changes should be assessed as positive.

A basic presumption of sustainable economic development of every branch is an efficient use of production factors. As a decisive production factor, it is possible to consider labour which actives other production. In such a way, labour creates sources for reproduction and improvement of other production factors; i.e. it creates sources for sustainable economic development. Efficiency of labour use as a production factor is generally evaluated by the level of labour productivity. To express its level, various indicators are used. Using the indicator of gross agricultural production per one worker, labour productivity grows, even with the decrease of production. The growth factor is there the decreasing number of workers. Using the indicator of value added per one worker, resp. per 1 CZK of labour costs, labour productivity decreases. Market factor lowers labour productivity on both input and output sides. The paper presents the investigation of the impact of Ignalina Nuclear Power Plant (NPP) shutdown on Lithuanian energy security. The system of energy security indicators, covering technical, economic and socio-political aspects is presented. The integral characteristic of these indicators shows the level of energy security. The paper analyses the Lithuanian energy security level in 2007. To make a comparison, the energy security level in 2010, after the shutdown of Ignalina NPP, when Lithuanian Power Plant in Elektrėnai becomes the main electricity producer, is forecasted. Two alternatives are analysed: Lithuanian Power Plant uses either gas or heavy fuel oil for electricity production. The security level of each indicator, each indicator block and the total security level are presented as the result. Energy security indicators, which increased or decreased after the shutdown of Ignalina NPP, are analysed, including the indicators which have had the greatest impact on the change in energy security level. The influence of Ignalina NPP shutdown on CO2 emissions is presented. Also, electricity generating costs for different types of electricity production at a different discount rate are presented.

The issue of urban sustainability is currently exceptionally up to date, and the sustainable development of cities has become an important topic on the political level. Many cities in the world are facing acute challenges concerning growing dangers to the environment and ensuring quality of life for their inhabitants. In connection with cities achieving their individual goals of sustainable development, urban sustainability indicator frameworks (USIFs) are becoming the subjects of attention. Such frameworks enable sustainability to be clearly measured and assessed. In this article, we analysed selected global and European USIFs in terms of their commonalities and differences, sustainability dimensions, thematic categories, and categorised indicators. Based on the analysis of the content of the reviewed frameworks, we compiled a list of generally recognised thematic categories within the four main dimensions of sustainable development, and we identified the key indicators of urban sustainability. Our review showed differences in the existing approaches that substantially contributed to the current inconsistencies in assessing and measuring sustainable development in cities. Our results provide an overview of this issue, e.g., to decision makers, and could concurrently serve as a generally applicable foundation for the creation of new urban sustainability indicator frameworks. We also point out the current trends and challenges in the domain of urban sustainability assessment.

In this paper, the authors discuss the problem of the influence of the level of electrification in African countries on their sustainable development. The first aim of the article is to determine the relationship between changes in the electrification index and changes in the indicators showing individual components of sustainable development for African countries. The analyzed indicators of sustainable development include GDP per capita, Human Deveopment Index (HDI), and the CO2 emissions per capita indicator. The second goal of the article was to develop a synthetic indicator of sustainable development. This study uses the method of relationship research based on Gray Systems Theory—Gray Incidence Analysis. The main conclusion from the research carried out is that improving access to electricity is a necessary condition for the sustainable development of African countries. The lack of improvement in the availability of electricity is a basic barrier to development, especially in the poorest African countries.

The City of Montreal initiated a First Strategic Plan for Sustainable Development in 2005 followed by a Community and Corporate Sustainable Development Plan in 2010–2015. This study proposes a sustainable urban development indicator (SUDI) for each Montreal Urban Community (MUC) to evaluate the achievements of sustainable development plans. This study identifies thirty-two variables as the attributes of sustainable urban development. The multivariate technique and Exploratory Spatial Data Analysis are applied to determine the spatial pattern of SUDI for each MUC. The spatial pattern of SUDI identifies that Ville Marie, Verdun, Sud-Ouest, Mercier-Hochelaga-Maisonneuve and Plateau Mont-Royal have strong sustainable development. The findings of this study help the City of Montreal to understand the improvement of the sustainable development plans for Montreal city and to distribute the municipal budget for the community benefits accordingly.

The paper justifies the necessity for the system of planned indicators for sustainable urban development design in accordance with the requirements of international standards and the Russian standard GOST R ISO 37120-2015, and the estimation of their actual achievement based on complex qualimetric models. An analysis of opinions on this issue and an overview of Russian normative documents for assessing the effectiveness of the municipalities, including urban development are presented. General methodological principles and sequence for the construction of qualimetric models, as well as formulas for the calculation of complex indicators, taking into account the specific weights obtained on the basis of expert assessment, are presented, the need for careful selection of experts and determination of the consistency of expert opinions is indicated. The advantages and disadvantages of this approach are shown. Conclusions are drawn on the use of qualimetric models for sustainable urban development.

The aim of the article is to present the regional differentiation of indicators characterizing the economic development of Polish regions in the context of the progress made in the implementation of the concept of sustainable development in 2010 and 2017. The authors focused primarily on determining the position of Lubuskie Province on the economic map of Poland. The article proposes a set of indicators monitoring one of the areas of sustainable development - economic development, which also take into account other areas of sustainable development, i.e. social development, environmental development, and institutional-political development. The main criterion for the selection of indicators were substantive premises and their completeness and accessibility across the regions. The analysis and evaluation of the proposed indicators (explanatory variables) were conducted within five thematic areas which mark the economic development of the regions and which are important from the standpoint of the sustainable development concept: 1) Potential of the economy 2) Innovativeness of the economy 3) Economic activity of enterprises, 4) Production and transportation, 5) Economic activity of households. The article consists of two sections. In the first section, based on literature review, the most important issues regarding the concept of sustainable development and the state of scientific research on the indicators of sustainable development at regional level are presented. The second section addresses the concept of indicator analysis on the basis of which an assessment of economic development of 16 Polish regions was carried out and the position of Lubuskie Province was determined against the backdrop of the other regions.
