Abstract:

The paper highlighted the meaning of supervision, including supervision of instruction. It mirrored the purposes of supervision and the qualities of a supervisor. The impediments to effective supervision were highlighted through a qualitative method with interviews. Suye Secondary School is the case study, with the teachers as the respondents. The paper further established the meaning of quality assurance and the relationship between instructional supervision and quality assurance. The study finds out that quality assurance can only be guaranteed and the purposes of secondary education achieved under fertile conditions, one of which is effective supervision of instruction in Tanzanian secondary schools. The following are recommended: Head teachers and teachers who have many years of field experience should be used as supervisors. The question of handling different teachers differently in the name of favouritism should be checked by supervisors, as this does not promote merit. Bumper incentives should be provided to encourage the supervisors. This should come in the form of fat salaries and allowances. It also checks for corrupt tendencies among supervisors. The provision of requisite materials that aid their work, including adequate transportation for both urban and rural areas, should be a top priority.

Abstract:

Çalışmada, su kirliliğine çevre haklarından olan su hakkı perspektifinden bakılarak su kirliliği ile su hakkı arasındaki ilişki açıklanmaktadır. Haklarını bilmeyen kişilerin bu haklarını savunmaları da imkânsız olduğundan suya ulaşmanın herkesin hakkı olduğu, dolayısıyla temiz suya ulaşamayan kişilerin hukuki yollarla hakkını alabileceği açıklanmaktadır. Su kirliliği canlıların sağlığından ülkenin ekonomik durumuna kadar her alanı olumsuz etkilemektedir. Çalışmada, temiz suya erişimin hukuki bir hak olduğunu belgelerle ortaya koyarak su kirliliğinin önlenmesi konusunda oluşturulacak politikalar için zemin hazırlanması amaçlanmaktadır. Literatürde su kirliliğini ele alan çalışmalar olsa da su kirliliğine çevre haklarından olan su hakkı perspektifinden bakan bir çalışma yoktur. Suya farklı bir perspektiften bakılarak oluşturulacak çalışmalara katkı sağlandığı için çalışma önemli ve gereklidir. Önlemek, onarmaktan daha az maliyetli olduğundan, oluşturulacak politikalardaki temel amacın suyu arıtma değil kirlenmeyi önleme olması gerektiği önerisinde bulunulmaktadır. Çalışmada, çevre haklarından olan su hakkının, su sorunlarıyla bir bütünlük oluşturacak şekilde yeniden düzenlenmesi ve su kirliliğinin önlenmesi için ceza sisteminden ziyade ödül sistemine geçilmesi gerektiği sonuca varılmaktadır.

Abstract:

İnançlar bir kültürün en temel yapı taşlarından birisidir. Bu inançlar milletlerin tarih sahnesinde çıktıkları andan itibaren çeşitli etkenlere başlı olarak oluşmaya başlar. Zaman ilerledikçe inançlar toplumların birbiriyle ilişkilerine bağlı olarak gelişir, değişir ve dönüşürler. Dünya üzerinde her milletin kendine has inançları vardır. Bu milletlerden biri de hiç şüphesiz Türk milletidir. Zengin bir inanç yelpazesine sahip Türklerde Tek Tanrı inancı ve onun etrafında oluşan birçok kült oluşmuştur. Bu kültler, zaman içerisinde halk inançlarına dönüşmüştür. İslamiyeti kabul etmemize rağmen bu kültler halk inançları ve batıl inançlar olarak günümüze kadar varlığını sürdürmüş ve sürdürmeye de devam edecektir. Dolayısıyla kült olarak ortaya çıkıp inanca dönüşen unsurlardan biri de su kavramıdır. Türklerde su kültü çerçevesinde çeşitli inançlar gelişmiştir. Suyu yagı gösterme, sudan kokma ve korunma, suda yıkanmama veya çamaşır yıkamama, suyun ebedi oluşu ve suya kurban kesme gibi pek çok inanç oluşmuştur. Suyun Tanrı katından geldiğine inandıkları için suyu kutsal kabul eden Türkler ona saygı göstermiş ve zaman zaman ona kurban sunmuşlardır. Hatta tabiatta her şeyin canlı olduğuna yani herşeyin bir ruhu olduğuna inanıldığı için suyun da bir iyesi veya koruyucusu olduğu düşünülmüştür. Su iyesini insan gibi tasavvur eden Türkler onun kendilerine zarar vereceği düşüncesini de taşımaktadırlar. Bu sebepten dolayı Türkler hem sudan korkmuş hem de suyun koruyucu ruhu için kurban kesmişlerdir. Suya kurban kesme ritüeli İslamiyeti kabul etmemeize rağmen unutulmamış ve günümüze kadar bu inanç sürdürülmüştür. Suya kurban kesme ile ilgili örneklerin varlığı hem Türkiye’de hem de Türkiye dışı Türklerde hâlâ bu inancın devam ettiğini göstermektedir. Bu makalede Türklerde suya kurban kesme inancının nasıl ortaya çıktığı ve nasıl gerçekleştiği üzerinde durulup Niğde’de 20. yüzyılda bir pınara kurban kesilmesi ritüelinin hangi sebeplerle yapıldığı ele alınacaktır.

El artículo reivindica la figura de Joseph Antonio Pérez de la Fuente a partir del hallazgo de un manuscrito autógrafo suyo que contiene más de veinte piezas teatrales breves, junto a varias traducciones. Este desconocido dramaturgo, que vivió en la Nueva España de los siglos xvii y xviii, escribió su obra combinando el náhuatl con el español. Pieza segura suya, de indisputable autoría, es cierta Loa satírica que en 2001 se atribuyó a sor Juana Inés de la Cruz, error que gozó de gran predicamento y que urge desterrar del panorama crítico.

Abstract:

Microbial quality of locally prepared <em>suya</em> sold in Owerri metropolis was analyzed using standard microbiological methods. A total of fifty (50) samples randomly drawn from five (5) different locations were analyzed. The mean heterotrophic count of processed <em>suya </em>ranged from 1.0 x10<sup>2</sup> ±0.33 to 3.4 x10<sup>3  </sup>±0.31CFU/g, mean coliform count of processed <em>suya </em>ranged from 0.5 x10<sup>1</sup> ±0.13 to 1.5 x10<sup>2</sup> ±0.10 CFU/g, while mean fungal count of processed <em>suya </em>ranged from 3.9 x10<sup>1</sup> ±0.08 to 1.3 x10<sup>3</sup> ±0.14 CFU/g. Seven (7) bacterial isolates were identified to include <em>Bacillus</em> species, <em>Escherichia coli, Salmonella </em>species, <em>Staphylococcus aureus</em>, <em>Shigella </em>species, <em>Klebsiella </em>species, <em>Pseudomonas </em>species and three (3) fungal isolates were identified to include <em>Candida albicans</em>, <em>Penicillium </em>species and <em>Aspergillus </em>species. From the results, it is clearly evident that handling and processing activities of <em>suya</em> in Owerri metropolis were poor and below acceptable hygiene standards. In order to achieve a sustainable food safety quality for vended <em>suya</em> across the different locations in Owerri metropolis, there is need for education and awareness campaigns for processors, vendors and consumers on the role of personal hygiene in food safety and the imminent risk of consuming contaminated <em>suya</em>.

Abstract:

Suša izaziva mnoge negativne posledice na životnu sredinu i na društvo. Ove posledice su dovele do novog shvatanja suše, odnosno do neophodnosti zajedničkog života sa sušom i njenim aktivnim upravljanjem. Pokazalo se da individualne mere protiv suše, koje se primenjuju nezavisno i nesistematski ne mogu da daju značajne rezultate. Kao posledica ovoga javlja se modeliranje suše kao glavni instrument za ublažavanje efekata suše. U radu su prikazane komponente modela suše. Upravljanje sušom, kao jedna od komponenti pri modeliranju suše, je posebno istaknuta i posmatrana je kroz dva sektora: upravljanje krizom i rizikom. Posebno je naglašena uloga upravljanja rizikom suše, kako bi se povećala pripravnost na sušu i efikasno ublažile posledica suše.

Abstract:

Northern Gannets Morus bassanus first bred on Sule Skerry, Orkney, Scotland in 2003. A count made from photographs taken using a drone in July 2018 showed that the population had increased to 4,515 apparently occupied sites with a mean annual rate of increase of 19% between 2009 and 2018. As Gannet numbers increased, they displaced several hundred pairs of Common Guillemots Uria aalge and about 500 pairs of Atlantic Puffin Fratercula arctica. Ringing of Gannet chicks showed that some of the increase on Sule Skerry was due to immigration from Sule Stack 8 km away. Northern Gannets on Sule Stack appear to occupy all suitable nesting habitat, and the breeding population has been relatively stable at around 4,500 pairs for the last 100 years. The colony on Sule Skerry is now as large as that on Sule Stack. Given that there appears to be plenty of suitable nesting habitat for more Gannets on Sule Skerry, it seems likely that the colony will continue to increase to the detriment of the nationally important population of Atlantic Puffins.

Abstract:

This article is dedicated to the book “The Great Tang Records on the Western Regions” which recounts the historical journey of the Chinese traveller Xuan Zang to Central Asia in 627 AD, as he embarked on a travelling to India to study Buddhism. Throughout his travels, Xuan Zang meticulously documented the events he witnessed, the geographical locations of various countries, as well as the ethnography and daily life of the medieval inhabitants of the region. The travelogue provides detailed accounts of the distances and routes to several Central Asian countries, offering valuable topographical insights into the history of the region. Xuan Zang's extensive journey encompassed territories that now belong to the Republics of Kazakhstan, Kyrgyzstan, and Uzbekistan, offering unique perspectives and impressions of the places he visited. Furthermore, this article delves into comparative analyses of the accounts provided in Xuan Zang’s “The Great Tang Records on the Western Regions” and the Chinese historian Ouyang Xiu’s “Xin Tan Shu” presenting findings from scholarly works by Uzbek, Russian, and Chinese historians. This study sheds light on the rich historical and geographical information preserved in these pivotal sources.

Politika ve reformlar aracılığıyla gerçekleştirilecek olan etkili bir su yönetiminde karar verme sürecine yardımcı olacak yüksek kalitede bilginin önemi tüm paydaşlarca kabul görmektedir. Su muhasebesi, su yönetiminde hesap verebilirliği, şeffaflığı ve kontrol edilebilirliği sağlamayı ve suya ilişkin bilginin yüksek kalitede ve faydalı bilgi niteliğinde sunulmasını amaçlamaktadır. Çok kapsamlı su hesapları içeren birden fazla su muhasebesi yaklaşımı kurumsal bir şirket, bir ülke ya da bir nehir havzası gibi rapor biriminin suyu ne şekilde ne kadar kullandığı, kime tahsis ettiği ile ilgili bilgiyi sistematik bir biçimde, belirli bir formatta sunmak adına geliştirilmiştir. Su muhasebesi sistemleri olarak anılan ve çeşitli disiplinler aracılığı geliştirilen bu raporlama yaklaşımları etkili su yönetimi için birer araç olarak görülmektedir. Bu çalışmanın amacı literatür taraması yoluyla su muhasebesi kavramını tanımlamak, su muhasebesi sistemlerini açıklamak ve Türkiye’de su yönetiminde havza bazında su muhasebesinin güncel durumunu analiz etmektir.

Abstract:

This article presents the results of experimental studies of mortars based on dry mixes using reactive-powder concrete (RPC). This type of concrete can serve not only as the structural material in the construction of buildings and structures, but also as a semi-finished product for obtaining dry building mixes for various purposes. Redispersed polymer powder as well as fly ash according to the results of the conducted research can be used as additional components for the preparation of various dry building mixes. For development of compositions of dry mixes used the statistical models received by means of mathematical planning of experiments.

Abstract:

La defensa técnica de la Jurisdicción civil dispositiva sube de precio. Bajo una curiosa concepción de la Justicia como servicio público, los justiciables habrán de costear privadamente (excepción hecha de quiénes puedan beneficiarse de la denominada “justicia gratuita”) un “medio adecuado de resolución de controversias” como requisito de procedibilidad, cuyo (i) incumplimiento provocará la inadmisión de la demanda y cuyo (ii) cumplimiento defectuoso (por poco “negociador”) derivará en una condena en costas y una multa por uso abusivo de la Justicia como servicio público: ¡Ahí es nada! En este trabajo se aborda la (extrema) dificultad de explicar al justiciable que (si llega a aprobarse la Ley Orgánica de medidas en materia de eficiencia del Servicio Público de Justicia y de acciones colectivas para la protección y defensa de los derechos e intereses de los consumidores y usuarios, de 22 de marzo de 2024) ya no tendrá derecho a (todo lo que) es suyo: la renuncia a una parte (de lo suyo) se impone en una clara regresión de la concepción clásica de la Justicia extraordinariamente expuesta por Ulpiano: La justicia civil dispositiva (de futuro) ya no será: la constante y perpetua voluntad de dar a cada uno su propio derecho, sino tan solo una parte de su propio derecho.
