Abstract:
Under kalla kriget fanns stora skillnader mellan den deklarerade svenska säkerhetspolitiken och det faktiska handlandet. Problemformuleringen lyfter frågan om även nutida svensk säkerhetspolitik innehåller betydande diskrepanser. Syftet med uppsatsen är att undersöka korrelationen mellan proposition 2008/09:140 – ett användbart försvar och proposition 2010/11:111 - Svenskt deltagande i den internationella militärainsatsen i Libyen. Med utgångspunkt i ett antal empiriskt bevisade småstatsbeteenden som syftar till ökat inflytande och därmed, för en liten stat i Europa som Sverige, ökad makt analyseras propositionerna. Beteendena tolkas även genom två perspektiv; neutralitetspolitiken samt strategisk kultur och identitet. Slutsatserna som dras av undersökningen är att det inte föreligger några nämnvärda diskrepanser mellan deklarerad och agerad säkerhetspolitik så som de manifesteras i propositionerna. Kopplingen mellan nutida svensk säkerhetspolitik och perspektiven är tydlig om än med vissa motsättningar.
During the cold war, there were significant differences between the declared Swedish security policy and the way it was actually carried out. Sweden was not quite as neutral as it purported to be and maintained covert collaborations with the west throughout the cold war. This history of contradicting policies raises the question if contemporary Swedish security policy contains significant discrepancies. The purpose of this paper is to explore the correlation between the bill 2008/09:140 – a useable defence and bill 2010/11:111 – Swedish participation in international military action in Libya. The bills are analysed from a number of empirically proven small state foreign policy behaviours aimed at increasing influence and thus, for a small state in Europe like Sweden, increasing power. These behaviours are also interpreted through two perspectives: the Swedish policy of neutrality and Swedish strategic culture and identity. The conclusion drawn from the study is that there are no significant discrepancies between declared and acted security policy as manifested in the propositions. The connection between contemporary Swedish security policy and the perspectives are clear, albeit with some differences.

Abstract:
Syftet med den här undersökningen är att ta reda på om Sveriges krigsmaterielexport har förändrats under perioder av krig. Handelsmönstren har kraftigt förändrats under krig där handelskanaler har brutits sönder vilket medfört att handeln tagit andra vägar, samt att stater utanför krigen kunnat dra nytta utav detta. Det som undersökningen har sin utgångspunkt i är Sveriges neutrala ställningstagande, förändrade handelsmönster samt antagandet om att efterfrågan på krigsmateriel tenderar att öka under väpnade konflikter. Dessa tre huvudteser talar för att Sverige borde ha kunnat expandera sin krigsmaterielexport under de krig som undersöks. De frågor som uppsatsen fokuserar på är krigsmaterielens värde samt andel av den totala exporten, krigsmaterielens geografiska spridning, krigsmaterielens sammansättning samt prisfluktuationer. De perioder som legat till grund för undersökningen är Krimkriget, åren 1881 – 1884 samt första världskriget.

Abstract:
The debate in progress in 2015 in Sweden is very much about whether Swedish neutrality shall be retained or replaced by a NATO membership. In 1948-49 there was a similar debate at the highest level in Sweden, whether the country should join in a Nordic alliance with Norway and Denmark, or whether they would join the western Atlantic Alliance. The study analyses the debate of the topic in parliament by a given school analysis via political actors representing all parliamentary parties. The parliamentary parties at the time, the Social Democrats, the Agrarian Party, the parliamentary Conservatives, the Liberal Party and the Swedish Communist Party. The Schools were divided by 1948 and 1949, and have but a slight difference. In 1948 there was three schools of thought where the first one was pro-Soviet Union and neutrality, one that was pro US West and for Nordic alliance, but against NATO and the last one was against the Soviet Union, the Nordic alliance and for a discussion concerning NATO. The difference in 1949 was that one school of thought came about as clearly argued for NATO. Events like the Berlin blockade and the Prague coup influenced public opinion and thus the Parliament. The debate in parliament was relatively abundant but with clear dividing lines of which the Social Democrats held the majority and chose the Swedish neutrality when the negotiations with Norway, Denmark fell through.

Abstract:
The Russian annexation of Crimea in 2014 was the start of the increasing tensions inthe Baltic sea. According to the Swedish government, the threats against the Nordic-Baltic countries have increased and this study will examine the Swedishgovernment’s security measures during the period of 2014 - 2020. Our methodselection is based on a qualitative text analysis. To review Sweden’s arrangements,we will analyse one proposition from a theoretical framework that is constituted ofthe Constructivism theory and the Securitization theory. The conclusion of the studyis that the Swedish government looks at the situation in the Baltic sea as amultidimensional security process. In order to protect the Swedish territory, thecountry must expand and strengthen both its national and international militarypower.

Abstract:
Under ett flertal år har det såväl på nationell som internationell nivå pågått en omfattande diskussion gällande den skattemässiga hanteringen av räntor. OECD har lämnat rekommendationer som behandlar internationell skatteplanering med ränteavdrag och EU-kommissionen har presenterat ett direktiv mot skatteundandragande med hjälp av ränteavdrag. Ett direktiv som föranlett en lagstiftningsprocess och Finansdepartementets promemoria Nya skatteregler för företagssektorn. I promemorian föreslås bland annat en insnävning av nuvarande reglering och två olika förslag på hur nya ränteavdragsbegränsningsregler kan komma att utformas i svensk skattelagstiftning. Lagstiftningen föreslås dels eftersom EU:s medlemsstater ska införa en lik-värdig reglering enligt direktivet och att Finansdepartementet vill öka den skattemässiga neut-raliteten mellan finansiering med eget och lånat kapital. I den här framställningen har jag tagit del av promemorian och analyserat huruvida förslagen är förenliga med vad näringslivet kan förvänta sig av en god skattelagstiftning samt hur förslagen skulle kunna justeras för att bidra till en ökad rättssäkerhet och ett konkurrenskraftigt och dynamiskt företagsklimat. I stora drag är en förändring av regelverket välkommen och direktivet öppnar upp för en möjlighet för Sverige att anpassa sig efter internationella standarder. Att Finansdepartementet i sin promemoria föreslår regler med syftet att öka neutraliteten mellan finansiering med eget och lånat kapital är i sig önskvärt. Finansdepartementet bör dock ställa sig frågan: till vilket pris bör den skattemässiga neutraliteten öka? Direktivet förespråkar jämlika regler för medlemsstaterna, men Finansdepartementet föreslår i sin promemoria en förhållandevis hård reglering jämfört med direktivet och andra länder som tillämpar direktivet. Skattelagstiftningen ska bidra till skattemässig neutralitet, men inte i den mån att konkurrenskraften hos de svenska bolagen avsevärt försämras jämfört med internationella bolag. Förslagen i promemorian bör således ses över och enligt den här framställningens resultat bör strävan efter skattemässig neutralitet reduceras till förmån för den internationella konkurrenskraften. Vidare bör den föreslagna ändringen av den nuvarande regleringen i fråga om riktade ränteavdragsbegränsningar inom intressegemenskap utformas utan oklara rekvisit som ger utrymme för egna tolkningar och godtycke. Att önska sig av en justerad reglering är att den ska tillrättaställa de faktiska problem som 2013 års reglering gett upphov till samt att skattelagstiftningen bör öka förutsebarheten och därmed rättssäkerheten.

How has the question of Swedish neutrality been taught in the Swedish school during the 1950s, 1960s and 2000s? Neutrality is changeable and can be linked to shifts in history culture, conscious and contemporary perceptions during time. The material has been interpreted through the hermeneutics guidelines, which means that I have made the interpretation. At the beginning of the Second World War in 1939, the Swedish government declared the country neutral. Sweden was represented during the war by a collective government led by Per Albin Hansson and declared the country as "non-warring". The consequence of this was that Sweden was not drawn into any armed conflict. In our school books, the knowledge is conveyed that Sweden was not included in the Second World War. Between historians and within history science, it is continuously debated to what extent the Swedish government maintained and protected the neutrality. The essay will analyze and study material in which Sweden’s neutrality is portrayed and in what way the transit agreement is reported in the textbooks and how it differs. Differences in history consciousness will be investigated with the help of current research. Compared to previous research, this study provides a more complex understanding of neutrality changes in school textbooks. The analysis has concluded that the historiography appears different over time and that the ethical aspect is becoming increasingly apparent.

Abstract:
Is the credibility of today's Swedish security policy under question? Through two world wars and the years that followed Sweden has invoked a policy of neutrality and military nonalignment. This policy has come to be perceived as an integral part of the Swedish national identity. Is it possible then that Sweden’s past and present strategic narratives could be contested? This thesis investigates whether or not there is consistency in the narratives expressed by both right wing Swedish governments and socialist Swedish governments. The narratives of both parties are examined during two separate eras of history; the Cold War era of the 1980s is compared with the current more globalized era of the 2010s. A constructivist perspective is utilized in the analysis and a narrative analysis is applied. The results show that there has been significant consistency in the narratives of Swedish security policy from both right wing and socialist governments. There is much greater variation shown between the two eras than there is between the two parties themselves.
Är dagens svenska säkerhetspolitik trovärdig eller omstridd? Allt sedan världskrigen har svenska regeringar förhållit sig till en grundläggande idé om svensk neutralitet och alliansfrihet. Denna politik har kommit att betraktas som en väsentlig del av svensk nationell identitet. Samtidigt har inriktningen för den svenska säkerhetspolitiken förändrats vid ett antal tillfällen under de senaste decennierna och gått från neutralitet till solidaritet. Är det då möjligt att gångna som nutida svenska strategiska narrativ är omstridda? Denna uppsats undersöker hur konsekventa svenska säkerhetspolitiska narrativ har varit. Detta genom att granska de narrativ som konstruerats av respektive socialdemokratiska och borgerliga regeringskoalitioner. Dessa narrativ jämförs både inom och mellan två historiska epoker; det kalla krigets 1980-tal och det nutida globaliserade 2010-talet, med specifika nedslag för åren 1982, 1987, 2009 och 2015. Uppsatsen tar utgångspunkt i ett konstruktivistiskt perspektiv och en narrativanalys tillämpas i analysen. Resultatet indikerar en betydande samstämmighet inom svensk säkerhetspolitik mellan borgerliga och socialdemokratiska regeringar. En betydligt större variation framträder i en jämförelse emellan de olika tidsepokerna än emellan samtida regeringar av olika politiska färger.

Abstract:
Denna kunskapsöversikt behandlar neutralitet i religionsundervisningen i Sverige idag. Syftet med arbetet är att undersöka vad forskningen säger om lärares neutralitet i den icke-konfessionella religionsundervisningen idag, samt hur den svenska samhällsdiskursen kring religion och sekularitet påverkar religionsklassrummet. Då det inte finns någon tydlig definition av vad ickekonfessionell religionsundervisning innebär för lärare i praktiken, exempelvis vad gäller religiös positionering, är detta viktiga frågor att fundera över och studera. Som metod för denna kunskapsöversikt jag gjort sökningar via databaser som SwePub, ERIC och Libsearch. Många av de källor jag hittat där har också fört mig vidare till ytterligare relevant forskning. Forskningen som presenteras och analyseras diskuterar begrepp som neutralitet och opartiskhet och olika tolkningar av hur icke-konfessionell undervisning bör se ut i praktiken. Även forskning om den svenska självbilden, attityder till religion och det kristna arvet behandlas för att kunna besvara frågeställningen. Resultatet för denna kunskapsöversikt visar att normer och diskurser som finns i samhället återspeglas och reproduceras i religionskunskapsklassrummen. Dels genom skolans styrning, att styrdokumenten är politiska dokument färgade av sin tid. Dels genom att lärare och elever också har med sig värden och attityder in i klassrummet, vilka speglas i hur det talas om religion och religiositet i undervisningen. I slutsatsen konstateras att ett öppet klassrum präglat av transparens vad gäller lärarens livsåskådning är önskvärt, så länge detta inte influerar elevernas livsåskådning. Ett öppet klassrum är att föredra både ur didaktisk synvinkel, då det skapar goda relationer och ökar motivationen, och ur ett neutralitetsperspektiv då subjektiva värderingar inte riskerar att tolkas som fakta. Det konstateras även att det inte är någon lätt uppgift att hitta balans mellan privat och professionellt. Det kräver mycket erfarenhet och självreflektion, och är något lärarstudenter behöver mycket stöd i att utveckla under sin utbildning.

Abstract: The purpose of this study is to examine how the Swedish policy of neutrality has changed between the years 1990-2008. The research method used for this essay has been comparative case study, which strives to answer four research questions. Two of these questions are: Which specific occurrences have been fundamental in changing the Swedish policy of neutrality? How have the Swedish policy of neutrality and the policy of non-alignment changed between the years 1990-2008? The theoretical frame work of this study consists of Europeanization as a comprehensive theoretical perspective. In order to explain the Swedish act regarding the policy of neutrality, Logic of Consequences and Logic of appropriateness are used. The conclusion of the study points out that Sweden has become much more flexible in terms of policy of neutrality and policy of security. The years between 1990-2008 are distinguished due to the fact that the international cooperation has become much more important in the Swedish act of security. Sweden still has the policy of non-alignment, but cooperation between the states is more and more prioritized to secure peace around the world.

The purpose with this study is to investigate how the two biggest political parties, the Social Democrats and the Moderate/Conservative Party, looks at a membership in the defense alliance North Atlantic Treaty Organization. The question have the illegal annexation of Crimea affected how the parties look at a membership in Nato will be answered and analyzed. How they discuss, how they believe that a membership can affect the Swedish foreign policy will be examined in this paper.   Nato is a topic that during the last century’s have divided the Swedish population into two groups: one that advocates a membership and one that fight’s against a Swedish membership in the alliance. The debate about Nato has, since the illegal annexation of the Crimea, changed and are now more relevant than ever to discuss. This paper illustrates how the Moderate/Conservative Party and the Social Democrats argues in the debate regarding a membership in Nato.   Since 2003 the Moderate/Conservative Party are in favor of a membership in the defense alliance Nato, what this paper will find out is why they want Sweden to become a member in Nato and how they argue for a membership. The Social Democrats are not in favor of a membership in the defense alliance, they advocates the defense line Sweden have had since the mid 1900s, the Non-alignment.

Abstract:
The purpose of this thesis is to describe and understand the existing factors behind the selection of foreign newspapers in Swedish public libraries. We wanted to study this subject because the political situation in many countries is reflected in the newspapers and can cause difficulties in the selection process. Examples of this can be how to avoid newspapers with political propaganda and with censored content. Another reason for our interest in this subject is based on our prejudice that newspapers from other countries are important for people with foreign background. To answer the question we have conducted qualitative interviews with five persons who are responsible for the purchase of foreign newspapers at four libraries. The theoretical framework consists of hermeneutics. While analyzing the interviews we have used the hermeneutic spiral as an instrument. We found several factors behind the selection of foreign newspapers and we divided them into four categories: factors for purchase, factors for none purchase, selection criterions and “signs” of “objectivity” and “neutrality”. The most significant factor for purchase was if the library received a purchase proposal from visitors. Economy was regarded as the largest obstacle for not to purchase. Furthermore, request was the most important selection criteria. All of our respondents tried to have a wide selection of political opinions represented at the library even if they only could afford one single newspaper for each region in question. In that case they purchased a newspaper as neutral as possible. Those libraries that could afford several newspapers from each region achieved political distribution by buying newspapers from different countries of publication and at the same time they could avoid buying newspapers with censured content or with political propaganda.

Several studies have argued that there exists a hegemonic, secularist discourse within Swedish classrooms, which implies a way of talking about religion as something irrational, outdated and restrictive in concern for individual freedom. Within this discourse, a non-religious or atheistic position is seen as neutral and unbiased, whereas a religious position is considered the opposite. This, I mean, is problematic against the background of the Swedish curriculum, where it is stated that some of the main goals with religious education (RE) is to help students develop tolerance and understanding for other people, with other beliefs than one’s own. Thus, the aim with this paper is to investigate if and how, a teaching material that is being used within the Swedish RE education, can express a secularist discourse and what implications the results may have for a neutral RE. By using a modified version of discourse analysis together with theoretical contributions from Karin Kittelmann Flensner, I have analyzed four episodes of the audiovisual teaching material/reportage series Från Sverige till himlen to try to answer how one, from a critical perspective on a secularist discourse, can interpret representations of religion in the reportage series. The conclusion is that the series portrays religion in accordance with especially four themes within the secularist discourse, namely; Criticism of Religion, Prime Time of History, Individualism and a Neutral Position. These results indicate that students need to be trained to critically examine not only religion, but also, and maybe in particular, what is taken for granted as the normal and neutral in a secular culture.

Abstract:
This study analyses the Swedish state and private actors’ efforts to establish trade with the communist government in China, between the years 1949–1964. By examining how the actor’ cooperated through the theory of economic diplomacy the purpose is to establish who was the driving force and how the actor’ argued concerning the establishment of trade relations between the nations. This in relation to the Swedish neutrality and the Swedish dependency on the western market that it relied heavily upon in the postwar economy.The study finds that Sweden was heavily influenced by the western nations in how it developed its trade with China. The state, but also the private actors’ in some instances, feared a retaliation from the USA that would hinder them access to western market. In 1957 Sweden established a trade deal with China, but only after western Europe allowed it. After 1958 the private actor’s abandoned China because of difficulties in trade and left the state in a process of trying to reestablish it. The trade between the nations nearly collapsed but resumed in 1964. The conclusion is that the Swedish state considered the political consequences heavily when evaluating the trade with China and became the driving force in 1955. This was done because the state evaluated that the retaliation wouldn’t be to vigorous, while most of the private actors considered commercial gains instead of political consequences concerning trade with China.

Abstract:

During the Cold War, Norway was a member of NATO, Sweden was neutral but depended on Western support in the event of a crisis, while Finland's foreign policy priority was to win and retain the Soviet Union's confidence. The purpose of the thesis is to study whether the three small states' different foreign policy choices had consequences for the ways in which the Soviet Union and the USA were depicted in school textbooks for history, geography, and social sciences in the period 1930 to 2004. To this end, a theory derived from small states' strategies to maintain their independence was applied to textbook production.

The study demonstrates that there was a link between small state foreign policy and textbooks' accounts of the USA and Soviet Union. Swedish and Norwegian textbooks portray international conflicts from a legalistic perspective, taking the part of small states exposed to superpower aggression such as Vietnam and Afghanistan. In Finnish textbooks, however, an interest in defending small state's rights yielded to the need to demonstrate their goodwill towards the Soviet Union, which was described in far less critical terms than in Swedish and Norwegian textbooks. In time, in the name of neutrality, depictions of the USA also became increasingly uncritical.

All three Nordic states had government authorities charged with inspecting and approving school textbooks. Foreign policy's chief influence on textbooks was not effected by direct oversight, however; instead, it was established indirectly by means of the social climate, which determined what was considered politically correct in the three countries, and it was to this that the textbooks' authors adapted their work.

Textbooks are often said to be conservative and slow to change, but the thesis shows that in parts they were politically sensitive, rapidly adapting to changes in what society held to be politically correct.

Abstract:
Purpose – The notion of neutrality as a core value for public libraries is currently under debate within LIS. The purpose of this paper is to examine how the public libraries' democratic mission is presented in Swedish national library strategy and to examine how different aspects of the mission are affected by notions of neutrality. Design/methodology/approach – The recent proposal for a national strategy for libraries, as well as the previously published draft of the strategy and four referral bodies are examined using discourse analysis. Findings – The findings indicate that the notion of neutrality is widely recognised as a core value for public libraries within the strategic documents analyzed. Ambiguity surrounding the concept is however being manifested in the strategy when notions of libraries' independence, social responsibility and capacity for defending democracy are being expressed as means to attain the goal of democracy. The ambiguity surrounding the concept of neutrality that is present in the text is nevertheless largely unaddressed by the Royal Library of Sweden. Originality/value – This paper is a contribution to the ongoing debate regarding the concept of neutrality and the public libraries' democratic mission. Rather than examining LIS professionals' views on neutrality, this paper addresses the viewpoints expressed on the national strategic level of the swedish library institution, which as of yet rarely have been examined within swedish LIS.
