This thesis examines marital discord and dissolution within the Muslim community in the Western Cape. The writer contends that the rising incidence of divorce in a community may indicate underlying social upheaval especially within its family unit. Marriage and divorce reveal individual characteristics, faulty norms and disfuntionality that may be generalised to greater societal trends within a community. The aim of this study is to identify the main reasons and contributing factors that lead to divorce. Such data will assist in planning and supporting proactive communal programmes to reduce the high divorce rate in the community.

Abstract:
A GafChromic EBT film dosimetry protocol was established at the Ionizing Radiation Standards group of National Research Council. After a literature view, several aspects of EBT film dosimetry were investigated. The energy and radiation modality independence of EBT film was confirmed at the 2 % level. A calibration curve was established using a 32 point calibration curve described by a four-parameter polynomial. The darkening of EBT film is found to be significant after the first 24 hours, and up to 5 % darkening was observed over three months, which rules out the use of EBT film as an audit dosimeter. We confirmed the need for scanner uniformity correction and devised a single equation correction technique. The film homogeneity was found to be the dominant factor in dose measurement uncertainty. After establishing the film dosimetry protocol, the EBT film was used as a two-dimensional dosimeter in Monte Carlo benchmarking experiments.
Un protocol dosimétrie utilisant du film Gafchromic EBT a été établi d'en le groupe des Étalons de rayonnements ionisants du Conseil national de recherches. Après une vue de la littérature, plusieurs aspects de la dosimétrie du film EBT ont été étudiés. L'indépendance de l'énergie et le tipe de rayonnement du film EBT a été confirmé avec une precision de 2%. Une courbe d'étalonnage a été établie en utilisant une courbe d'étalonnage de 32 point décrite par un polynôme a quatre paramètres. Le noircissement du film EBT a ete jugée significative après les premières 24 heures, et jusqu'à 5% a été observé au cours d'assombrissement de trios mois, ce qui exclut l'utilisation du film EBT comme un dosimètre audit. Nous avons confirmé la nécessité de faire un correction pour l'uniformité du scanner et concu une seule equation pour la correction. L'homogénéité du film a été le facteur dominant dans l'incertitude de la mesure du dose. Après avoir établi le protocole du film, le film EBT a été utilisé comme un dosimètre à deux dimensions pour des experiences de confirmation des techniques Monte Carlo.

As Australia’s leading agency for funding health research (expending over $400 million in 2006), the National Health and Medical Research Council (NHMRC) has a major responsibility to improve the evidence base for health policy and practice. There is an urgent need for better evidence to guide policy and programs that improve the health of Indigenous peoples. In 2002, NHMRC endorsed a series of landmark policy changes to acknowledge its ongoing role and responsibilities in Indigenous health research—adopting a strategic Road Map for research, improving Indigenous representation across NHMRC Council and Principal Committees, and committing 5% of its annual budget to Indigenous health research. This thesis examines how these policies evolved, the extent to which they have been implemented, and their impact on agency expenditure in relation to People Support. Additionally, this thesis describes the impact of NHMRC policies in reshaping research practices among Indigenous populations.

Abstract:
This thesis analyses and explores the Culture and Practices of Public Managers involved in implementing projects in Papua New Guinea. Project Implementation is an integral part of the overall project management cycle that has received a great deal of attention as a major development problem. In order for us to gain an insight of the theme of the thesis, the National AIDS Council Secretariat (NACS) was selected as the site for this case study. To investigate'how things were done in NACS', a variety of approaches were used to gauge the views, perceptions and experiences of programme and project managers in NACS, to help us understand the factors that affect staff practices. Poor management practice and the lack of a sound management culture and work ethic in PNG, is often blamed for the break down in the state?s capacity to deliver public goods and services to its citizens. Performance culture and good practice by public managers employed in State Institutions to handle projects have regressed in the last three decades, and as a result, projects are seen as failing to meet the goals and objectives of the state. The research question which the case study had to answer was: What is the nature of project management culture and practice among public sector managers in the National AIDS Council Secretariat? The study sought to investigate the extent to which the areas of command and control, project training, project knowledge and staff motivation were important integral managerial qualities in the attitudes and practice of public managers. The study showed that, of the four elements of managerial practices investigated, the inability of public managers to assume leadership, command and control and motivate their staff, were the most important elements missing among managers in NACS. Based on the findings and the evidence collected during the research, this thesis argues for substantial capacity building programmes to be designed and conducted around 'programme and project management' roles in state institutions and agencies in PNG, as the way to improve staff capabilities so as to enable project managers and their staff to efficiently implement projects.

The National Defense Meeting was established in 1954 and later renamed the National Security Council (NSC). It has gone through three phases: the Marshall Law phase, the pre-legalization phase, and the current phase where it is a legal organization under the ROC Constitution. After its legalization, the NSC gradually became an advisory body that maps out national security policy directions for the President’s reference, rather than being an all-powerful decision-making organ in charge of a whole range of agendas as it used to be. The NSC has been in the process of downsizing and accordingly has fewer functions. With its legalization, the NSC is defined as an advisory body that offers advice to the President in formulating national security policy directions. This function, however, was not fully fulfilled due to the lack of proper mechanisms and researchers. On June 25, 2003, the amendment to the NSC Bill was passed. The revised NSC Bill clearly defines the parameters of national security and highlights the NSC’s advisory role. With the amendment, researchers have been introduced into the NSC and various research groups set up to help top officials make decisions. Nevertheless, the revised NSC Bill has been in place for such a short period of time that we don’t know whether the NSC’s organization and functions can produce the best results. This dissertation will look into different aspects of the NSC and make tentative suggestions as to how to expand the category of national security, strengthen the role and function of researchers, improve coordination between the NSC and other state organs (including intelligence bodies), establish contingency mechanisms, etc, so that the NSC is able to fulfill its function as an advisory body offering the President advice in terms of decision-making in national defense, foreign affairs, cross-strait relations and contingencies.

This Study applied content analysis that founds research situation on research projects. And it use grey prediction forecast that development trend on research projects. There are three conclusions of this study: (1) The popular research topics are product and environment design, soft computing, information science and technology management, quality management and service design. (2) The popular research tools are experimental research, algorithm, mulit objective decision-making and database technology. (3) Form 1999 to 2002, the rate of research projects are growth which order are 9.95%, 14.04%, 14.23% and 14.38%. Those show industrial engineering department still growth that receives a grant from the government in future.

The Taiwanese government has been offering temporary postdoctoral research positions without official titles to qualified personnel on a long-term basis, but is the overall design of this academic system comprehensive enough compared to that of the US, Japan, Mainland China and other countries? The purpose of this research was to examine the postdoctoral research system of Taiwan and the job satisfaction of postdoctoral researchers, to collect data from postdoctoral researchers and understand their cognition or perception of job satisfaction and future development, so as to establish the founding basis for future proposals regarding the promotion of advanced postdoctoral research systems. The subjects of this study were the postdoctoral researchers of grant projects funded by the National Science Council of the Executive Yuan. Data were collected by questionnaire survey to understand how currently employed postdoctoral researchers of different background perceive and are influenced by the various dimensions in job satisfaction, including research resource, environment, compensation, social image and career development. The findings are as follows: 1.In terms of postdoctoral research resources in Taiwan, further improvements can by made regarding the provision of opportunities in further education and training and participation in academic activities. 2.Postdoctoral researchers demonstrated overall positive responses in terms of the various dimensions in job satisfaction, but negative responses were received regarding the salary promotion system, employee benefits, retention commitment and workplace orientation. 3.Postdoctoral researchers’ career plans comprehend largely of the acquirement of permanent teaching and research positions. Most regard postdoctoral research as a stepping stone for the attainment of a career in academic research. 4.The age variable resulted in significant differences in the perceptions of job satisfaction, research resource, and social image. Those within the age group of 31-40 mostly demonstrated high levels of satisfaction than those within the age group of 41-50. According to the research findings above, suggestions were made for the practice of the postdoctoral research system and future studies. In especial, the current design of the postdoctoral research system will face considerable impact with the rising number of graduates with doctoral degrees, making it an issue of imminent concern for relevant authorities.

The purpose of this study was to explore the Physical Education (PE) research grant awarded by the National Science Council (NSC) and the application of knowledge map (KM) on the classification of PE research grant awarded by the NSC. After using the analysis of PE classification and KM literature to construct PE domain classified basis (knowledge aspect) and compose of KM concept, the data was treated by Windows 2003 Excel, descriptive statistics, and correlation analysis. The main conclusions were: A. The major eight PE aspects classified by the NSC were Philosophy of Sport, Literature and History of Sport, Social Sciences of Sport, Sport Management, Sport Pedagogy, Exercise Physiology and Sport Medicine, Sport Psychology, and Sport Biomechanics. B. The PE research grant awarded by the NSC increased yearly were Exercise Physiology and Sport Medicine, plus sport colleges and universities and other sport-related departments. C. The correlation analysis indicated that the aspects and the number of PE research grant awarded had been increased consistently.

This study aims to explore the influence of National Science Council (NSC) research grant application assistants’ creativity tendency to the relationship of team cohesion and innovation behavio -taking National Taipei University of Technology (NTUT) as an example. The results can be provided as the reference for the presenters or faculty of NSC Research to enhance assistants’ future research. Based on the research purposes, the Questionnaire Survey Method was conducted. Literature review was used at first to establish the framework of the research. Subsequently, Creativity Tendency Scale, Innovation Behavior Scale and Team Cohesion Scale were developed as the instruments. The participants for the questionnaire were the assistants of NSC who passed 98 academic-years at NTUT. Stratified proportion sampling method was used, 72 research projects were taken and 316 are gathered. Deducting 14 invalid questionnaires, the amount of valid questionnaires were 302 which accounted for 83%. Descriptive statistics analysis, single sample test, Pearson’s correlation, and simple regression analysis were adopted. The results of this study are shown as follows: iv 1. NSC assistants in NTUT performed the high level on creativity tendency and its dimension. 2. NSC assistants in NTUT performed the high level on innovation behavior and its dimension. 3. NSC assistants in NTUT performed the high level on team cohesion and its dimension. 4. The creativity tendency of NSC assistants’ in NTUT has a significant positive influence on innovation behavior. 5. The creativity tendency of NSC assistants’ in NTUT has a significant positive influence on team cohesion. 6. The team cohesion of NSC assistants’ in NTUT has a significant positive influence on innovation behavior. 7. The team cohesion NSC assistants in NTUT has a significant partially mediated between creative tendency and innovative behavior. Based on the results, three suggestions are provided as follows: 1. It can promote their creative behavior by motivating assistants’ creativity tendency. 2. It can help the promotion of team cohesion by reaching the needs of research group assistants’ creativity tendency. 3. It can promote the effects of assistants’ creativity tendency by promoting assistants’ team cohesion.

Introduction The main aim of the study was to explore the technical capacity of members of the 12 Sector Human Resource Development committees of the Human Resource Development Council in the management of evidence-based policymaking in the course of implementing the national and sector-specific Human Resource Development plans for all matters of national human resource development. The study set out to contribute to the urgency and growing importance of research evidence as the basis for making informed policy and practical decisions across the world. There is a significant research gap in understanding how members of the Human Resource Development committees, as policymakers in the context of this study, use research-based evidence in the course of developing Human Resource Development plans. There is limited understanding of the factors that may induce or constrain members of the committees to use research-based evidence in implementing the national and sector-specific Human Resource Development plans. Methodology The study adopted an exploratory, sequential, inductive mixed methods approach in addition to the deductive use of the Canadian Institutes of Health Research (CIHR) knowledge-to-action framework. The target participants for the study were the members of the 12 Sector Human Resource Development committees of the Human Resource Development Council who were asked to complete a questionnaire. The questionnaire elicited respondents’ perceptions about their capacity to adapt knowledge generated; identify inhibiting/ facilitating factors; assess and approve research evidence and sustainable use of research evidence. Qualitative data was collected through conducting interviews with the chairpersons of the committees. The scope of the in-depth interview questions covered respondents’ perceptions on the same key areas as in the questionnaire. This was to allow respondents to express their feelings during the in-depth discussions without any limitations. Findings The insights based on the perceptions of chairpersons and members of the committees in this current study have revealed the areas for possible improvement in managing evidence-based policies in the context of Botswana. Issues that emerged with respect to the perceptions of respondents to adaptation of research evidence included packaging and presenting research evidence; lengthy reports and use of complex language; lack of understanding of the policymaking context by researchers, and inversely, policymakers not understanding the research process; lack of collaboration and engagement between researchers and policymakers; and lack of implementation plans. Issues that related to the perceptions of respondents on factors that may inhibit or facilitate the use of research evidence entailed positive attitude towards evidence-based policies; development of policy briefs; difficulty in accessing research articles, databases and journals; building policymakers’ ability to search for relevant research evidence; insufficient time to read and evaluate research articles; lack of organisational support; and authority and decision-making power. Concerning respondents’ perceptions on assessing and approving research evidence, issues raised covered skills in interpreting the research evidence; policymakers being generalists; lack of appraisal criteria and guidelines; and training on appraising research evidence being more theoretical than practical. As for the strategic interventions suggested to sustain evidence-based policies, respondents highlighted the need for skills development for both researchers and policymakers; participation of policymakers in the research process; and provision of incentive schemes. Conclusions In conclusion, the findings of the current study show that all the sub-constructs of adaptation of research evidence, factors inhibiting or facilitating the use of research evidence, and assessing and approving the quality of research evidence are significantly and positively related to research evidence informing policy and practice. Overall, the insights emerging from this current study provide conceptual tools to use research evidence to inform policy and practice. The study sought to complement and advance the literature on the field of evidence-based policy management, essentially contributing to the research-policy interface in Botswana context. Botswana, as an emerging economy, is still grappling with understanding the dynamics of evidence-based policy management. There is still a need to initiate, develop and sustain evidence-based policy management through strategic interventions. The insights gained from the current study can be used as a basis for future research.

Issues that emerged with respect to the perceptions of respondents to adaptation of research evidence included packaging and presenting research evidence; lengthy reports and use of complex language; lack of understanding of the policymaking context by researchers, and inversely, policymakers not understanding the research process; lack of collaboration and engagement between researchers and policymakers; and lack of implementation plans. Issues that related to the perceptions of respondents on factors that may inhibit or facilitate the use of research evidence entailed positive attitude towards evidence-based policies; development of policy briefs; difficulty in accessing research articles, databases and journals; building policymakers’ ability to search for relevant research evidence; insufficient time to read and evaluate research articles; lack of organisational support; and authority and decision-making power. Concerning respondents’ perceptions on assessing and approving research evidence, issues raised covered skills in interpreting the research evidence; policymakers being generalists; lack of appraisal criteria and guidelines; and training on appraising research evidence being more theoretical than practical. As for the strategic interventions suggested to sustain evidence-based policies, respondents highlighted the need for skills development for both researchers and policymakers; participation of policymakers in the research process; and provision of incentive schemes. Conclusions In conclusion, the findings of the current study show that all the sub-constructs of adaptation of research evidence, factors inhibiting or facilitating the use of research evidence, and assessing and approving the quality of research evidence are significantly and positively related to research evidence informing policy and practice. Overall, the insights emerging from this current study provide conceptual tools to use research evidence to inform policy and practice. The study sought to complement and advance the literature on the field of evidence-based policy management, essentially contributing to the research-policy interface in Botswana context. Botswana, as an emerging economy, is still grappling with understanding the dynamics of evidence-based policy management. There is still a need to initiate, develop and sustain evidence-based policy management through strategic interventions. The insights gained from the current study can be used as a basis for future research.

The research targeted the query issues posed by Legislators to the National Council on Physical Fitness and Sports for content analysis, with research information based on the official report of the Legislators, and research period from the 4th session of the 3rd annum of the Legislators to the 4th and 51st ~ 84th sessions of the 4th annum. Furthermore, this research divided the query issues addressed by the Legislators into eight major categories and thirty-three sub-categories. The researched issues may be grouped into the following: 1.What were the query contents of the issues addressed by the Legislators to the National Council on Physical Fitness and Sports? 2.What were the query issues posed by Legislators to the National Council on Physical Fitness and Sports during three separate time frames post establishment? 3.Were differences present in the query issues addressed by Legislators of dissimilar background? 4.Would query issues addressed by Legislators differ with different chairpersons? The main findings of this research are as follows: 1.During the initial phase after the establishment of the National Council on Physical Fitness and Sports, Legislators mostly focused and addressed queries in respect to organizational position, direction, and function. The aim was if this committee wishes to grow and prosper, it should identify its scope of function, and organizational positioning as soon as possible, as well as to conduct proper task separation with the Ministry of Education, thus enable it to maximize its full potential, and ascertain itself as the highest administrative body overseeing physical education within our central government. 2.Query issues addressed by Legislators of various time frame were mostly related to major sporting incidents of such date and time, particular during the Sydney Olympics period (this research compiled said period as the third time frame), of the many drug testing problems associated with weightlifters, in which revealed blind spots and the sense of helplessness felt by the Committee of Physical Education toward individual sporting associations and public sporting organizations. In the event that the Committee of Physical Education cannot effectively and efficiently handle these undercurrents lurking behind the sporting industry and should those problems surface one after another, have also become key query directions addressed by Legislators. 3.Female Legislators abide having fewer seats than their male counterparts in those sessions, and Legislators representing the New Party only totaled 10.7% to the total number of seats in congress, they tabulated 24.4% of the overall query issues addressed, in which one may discern the average number of queries posed by these two minorities are notable higher than all other Parties. Therefore, the relevant issues important to New Party Legislators and female Legislators should be key considerations or bullet point focuses for the National Council on Physical Fitness and Sports when faced with queries by Legislators.

GREGORY RESEARCH BELIEFS SCALE: FACTOR STRUCTURE AND PSYCHOMETRIC PROPERTIES The study at hand involves developing the Gregory Research Beliefs Scale (GRBS) to reliably and validly measure social work students’ beliefs about the function of research in social work practice. Research has considerable actual and potential benefits for practice. Social work students’ beliefs about this construct are vital. A description of the advantages of using research to inform practice is given. Additionally, the Council on Social Work Education and National Association of Social Workers’ policies that mandate the merger of research and practice are also provided to further justify the need for adequate psychometric evaluation of the construct. Details of the literature search strategy are described and critical evaluations of the empirical articles are conducted. Based on critical evaluations of instruments which have previously measured the same construct, a number of psychometric shortcomings are outlined to validate the need for further scale development of the construct. The present study’s objectives were to develop a scale which has an empirically and theoretically supported factor structure, acceptable coefficient alpha levels, empirically supported discriminant (divergent) validity, concurrent criterion validity, and known–groups criterion validity. Steps for developing the GRBS’s items, response format, sample, research design, and statistical tests are specified and conducted to determine the factor structure and psychometric properties. Finally, the strengths, limitations, and areas for future research are discussed.
