The aim of this master’s thesis is to trace examples of political rationality and governmental technologies in a selection of final reports of Swedish Public State Inquiries (SOU) where literacy and related concepts are fea-tured. On the basis of case studies of 19th and early 20th century Germany, Sweden and the Netherlands, I address the question of how and when incumbent right elites reformed electoral systems under a rising political threat from the left. The relationship between politicians and civil servants is ambiguous and potentially problematic in democratic terms. The aim of the thesis is to examine this relationship in the Swedish core executive, Regeringskansliet.
