This dissertation analyses the coup d’état and the instrument of government of 1809 as an interpretative framing process. By close examination primarily of official sources it focuses on how political actors utilized the components of the existing political culture in order to legitimise their actions. Paper [I] studies the determinants of the differences in expenditure on services for functionally impaired individuals among municipalities in Sweden. A spatial autoregressive model is used in order to test whether the decisions on the expenditure level in a neighboring municipality affect the municipality’s own expenditure. This is a study of the politics of public policy. It provides analysis of land policy and a study of policy making and of the Tanzanian state. Rather than deducing the state's agenda from its actions and the policies it produces, this thesis seeks to examine the interactions between the significant factions and personae of the Tanzanian political and administrative elites. In this thesis I argue for a strategic reversal of the trope of 'women's disadvantage', commonplace in policy and often used to inform feminist theory, in favour of an emphasis on 'men's advantage'. Four of the essays address variation in resource allocation and efficiency between the local governments, the fifth analyses variation in service level.
