Abstract:
This paper documents debates over benzodiazepine-based tranquillizers and hypnotics-sedatives in Finland and Sweden during the period of 1981–1994. It looks at the emergence of benzodiazepine dependence as a social problem in medical journals, newspapers, magazines, and administrative documents. The paper analyses the role of the media, experts, authorities, the drug industry, and patient organizations in the claims-making process. It compares Finnish and Swedish cases and locates the position of patients as self-conscious actors in the debates. In Sweden there was genuine debate where physicians, medical authorities, and patient organizations took part. The public media had an important role in defining the status of the problem. The Finnish discussion was composed of single articles or debate articles, but did not form an interactive debate. Finnish authorities did not debate publicly with physicians or other actors. In the Swedish debate patients took part as self-conscious actors, while patients were missing from the Finnish debate. Finally, the author considers the change in actor relations in medicine, drug, and health politics, and concludes that it may be more and more difficult for the traditional actors to marginalize the patient.

Carl Gustaf Gilbert Hamilton is the best-known of Swedish fictional spies – in Scandinavia at least. The brain child of novelist Jan Guillou, Hamilton is Sweden’s James Bond or Dirty Harry. Five prominent Swedish actors – Stellan Skarsgård, Peter Haber, Stefan Sauk, Peter Stormare and Mikael Persbrandt – have played the spy on-screen, yet unlike Sean Connery and Daniel Craig as Bond or Clint Eastwood as Harry, their performances have been largely unnoticed, even in Sweden. This article studies their acting with two goals in mind: (1) to show how actors have shaped Sweden’s best-known secret agent on film and for TV, and (2) to elucidate how their acting decisions respond to genre customs and constraints. In conclusion I comment on why the screen Hamiltons have not found audiences outside Scandinavia and indicate ways that transnational action genres have helped reshape Swedish culture, transforming one of its national icons, Hamilton, in the process.

Abstract:
This article is built upon a doctrinal and literature review of comprehensive approach (ca) concepts and the larger international actors that currently use them, such as the un, eu and nato. It also focuses on how small actors, such as Sweden, can contribute within this collaborative framework. There is a focus on possible leadership challenges and suggestions of individual characteristics that would be desirable to handle these types of challenges. Examples of leadership challenges from Swedish informants were used to enrich the text from a Swedish perspective.The findings can be summarized with the following: (1) The un, eu and nato differ on how far they have developed ca core conceptual documents and to what levels they have implemented the approach within their international missions. (2) Sweden does not currently have a comprehensive approach of its own but seems to be headed in that direction. Small actors, such as Sweden, can mainly contribute to the larger actors with “plug-in” capabilities. (3) Possible challenges and competencies were identified and compared to the current leadership model used for the Swedish Armed Forces, Developmental Leadership. Our analysis indicates that although the current theoretical model of the Swedish Armed Forces holds up well to several ca factors, it could benefit to incorporate new concepts within the model that were identified as specific to a comprehensive approach context.

This article examines the problem of using child actors in sexual scenes in film, with special attention to Ingmar Bergman’s Tystnaden (The Silence) (1963) and Mai Zetterling’s Nattlek (Night Games) (1966), both featuring the Swedish child actor Jörgen Linström. I argue that seeing the sexualized child in film can evoke the viewer’s concern for the well-being of the child actor, thus disrupting absorption in the fictional world on-screen. I further contend that two modes for managing the problematic presence of the sexualized child on-screen – cuteness and queerness – ultimately fail to eliminate our ambivalence about this figure. The article draws attention to the underexamined figure of the child in 1960s Swedish cinema; additionally, it includes material from a 2017 interview with Jörgen Lindström.

Abstract In planning for a future that fulfils sustainability goals, there is a need to explore how roles taken in socio-ecological transitions are perceived among different types of actors. Empirical insights from interviews with diverse actors involved in Swedish housing development are presented, addressing the roles, conflicting logics and power relations between different sectoral categories of actors and at different organizational levels. Key aspects that emerge relate to the shift from state to market in contemporary Swedish housing development, where private companies emphasize their role in shaping societal development as inherent to working with sustainability. Conflicting logics can be found between short-term economic interests and long-term planning and policy, as well as intra-organizational differences in competency and leadership. Conclusions point to that the role of third sector or community actors in pushing agendas and norms to bring about transitions could be acknowledged further. Yet there is a need to examine the power relations currently reproduced, and how these could be challenged in future housing development. This includes critically assessing the potential for new types of actors and cross-sectoral collaborations, but also instigating more fundamental discussions of the kind of society strived for, and the radical transitions needed.

In Sweden, youth matters increasingly form a political field of their own. Youth politics may be related to governance and policy research on the one hand, and research on young people's lives on the other. Both have been influenced by similar questions, concerning the freedom of actors and the power of structures. Research specifically on youth politics is however scanty, in Sweden and internationally. The article analyses recent Swedish youth politics, based on interviews with local politicians and officials. Questions posed are: Which youth matters are prioritised at the local political agenda, and why? How is the division of responsibilities in youth matters between different actors perceived? Which importance and functions are attributed to local youth projects? To what extent do recent youth politics mirror late-modern assumptions of self-governance, individual choice and risk-taking? To what extent do they reflect assumptions of an earlier dominant social welfare paradigm? It is concluded that local youth politics in general contain elements of collectivist welfare thinking, and a neo-liberal or post-modern ideology is barely visible. Nevertheless, flexibility, autonomy and decentralisation assumptions about local authorities and young people become more prominent around youth projects. The municipality is also more likely to be identified as a strategic, risk-taking actor here.

In the past decade, the number of EU policy activities in research and higher education has increased greatly. The governance processes in these areas are increasingly characterized as multilayered, involving actors with a variety of roles, functions and loyalties. This article focuses on the forces shaping the policy positions and strategies of national science policy actors and coalitions in transnational policy processes through a case study of the positions, ideas and strategies held by central Swedish science policy actors in the process of building the European Research Council (ERC) during the first decade of the 2000s. The case is analysed from the perspectives of three versions of neo-institutional theory, each of which has somewhat different views on how institutions, interests and policy ideas interact in these kind of processes. The analysis shows that the Swedish influence on this process consisted primarily of an advocacy coalition of individuals with strong institutional positions in the Swedish science policy system and affiliations to transnational policy institutions and communities. Furthermore, the study shows that the policy actors largely functioned as normative entrepreneurs who related to general policy ideas shared by members of a transnational community, but also that the drivers of the development and the policy solutions were largely anchored in experiences and legacies from a national context.

Using the Pfizer funded Swedish informational site about erectile dysfunction (ED), www.potenslinjen.se, we examine how potential users, their partners, and medical doctors are enrolled in the process of creating the Swedish Viagra user. Contextualized against other critical work on Viagra, our analysis shows how the commercial discourse embeds the ED patient into a network of actors. Three separate actors are co-constituted and enrolled by this erectile dysfunction information discourse, comprising Viagra marketing material in a country which forbids direct to consumer advertising of prescription medication. Doctors are enrolled to produce the cultural authority of expert medical knowledge, whereas partners are given responsibility for the emotional aspects of a man’s sexuality and encouraged to direct the man toward the relationship-saving Viagra. Throughout, though, the man is the patient responsible for taking Viagra to fix his dysfunctioning penis. We problematize this individualised solution by contrasting it with the social aspects of the discourse and examining other qualitative and historical studies of impotence. We then ask if the enrolment presented by the Swedish Viagra website could be (mis)used to expand the circle of actors involved in ED, redefi ning the ‘problem’ and opening for a wider variety of treatments.

Abstract:
The article strives to examine the accountability of the Swedish Coast Guard in the field of maritime border surveillance. Border management, including border surveillance, lies close to states’ core interests, such as sovereignty and security, and are inherently sensitive to human rights violations. This has affected the developments of the regulatory framework at the EU level in different ways. The question is posed how EU law, and the instruments that are directly applicable in the member states, impact on the accountability of the Swedish Coast Guard in the field of maritime border surveillance. The member state in focus is Sweden and in that sense it deals with maritime border surveillance in the Baltic Sea region, and not the Mediterranean Sea region, which has often been the debated issue due to the migration pressure in that region. However, it is of interest to examine also an actor in a Nordic EU member state, taking into account inter alia the vast fragmentation regarding authorities with responsibilities in border management in the EU. Also the multilevel system of rules as well as of actors – Frontex and the member states’ authorities – makes it relevant to make such an investigation. Whether multi-level regulation promotes or undermines accountability is to some extent dependent on which concept of accountability one holds. When applying a concept of individual accountability, the existence of a range of accountability avenues regarding the Coast Guard’s activities transpires as quite satisfactory. However, if more actors would be involved in the Coast Guard’s maritime border surveillance activities based on the existing multilevel system of actors and rules, this would negatively impact the possibilities to hold the different actors accountable, for instance since different ‘accountability rules’ apply to different actors.

Abstract This article focuses on how common-sense knowledge is enacted by middle managers in order to make sense of contemporary public administration. Specifically, the article demonstrates how managerialization and market logics is embedded in actors’ perceptions of public administration and becomes manifested through understandings and legitimations. The article presents an analysis of conversational data from middle management positions within a Swedish government agency. The analysis demonstrates how actors categorize a traditional hierarchy together with contemporary ideas of consumerism. It is also demonstrated how actors draw on legitimations of authority and mythopoesis in order to make sense of and to understand their managerial role within the agency. As such, the article contributes to contemporary public administration literature and its discussion regarding the effects of embedding marketization logics on actor and organizational levels as well as to ethnomethodologically informed literature within the social science and humanities.

Abstract:
This thesis focuses on interaction among young toddlers during their second year of life in a Swedish preschool. The overall aim of this thesis was to explore interaction, communication and the creation of friendship between the young children during self initiated play activities. In addition, this thesis presents the background of Early Childhood Education in Sweden, which may serve as an extended context for the study. An ethnographic study was carried out in a toddler unit with 15 children. Six one year old girls and boys were in focus during the observations for nine months. Participatory methods, photos, fieldnotes and videorecordings, were used for the data collection. The theoretical framework for the study is built on phenomenology, the view of the child as a social person and a child oriented perspective. The overall findings support a theoretical perspective where the young toddlers are seen as social actors, with social competencies. Their play invitation strategies, as well as their play enactment and play-closing moves, were mostly found to be based on nonverbal communication such as movements, gestures, voice quality and facial expressions. The competencies of attunement, taking others’ perspectives and turn-taking were found in play among the young toddlers, and they also showed negotiating skills while playing. The findings also show how young toddlers make friends. During their second year of life, they monitor and pay attention to individual peers, displaying intentionality and agency by spontaneously greeting their peers, by offering play invitations, and by helping peers. Mutual awareness, joint attention, shared smiles, coordinated movements, as well as other types of synchronized actions are seen as parts of nonverbal elements in emerging friendship. The findings in this thesis support an understanding of young toddlers as social persons in the preschool, engaged in consistent interest and attention towards each other while playing.<br>Avhandlingens fokus är hur små barn interagerar med varandra under sitt andra levnadsår i en svensk förskola. Det övergripande syftet var att undersöka interaktion, kommunikation och skapandet av vänskap mellan yngre toddlare under lekstunder då barnen hade möjligheter att ta egna initiativ. Lek betraktas som en rik arena för studier av toddlares samspel. Avhandlingen presenterar även svensk förskolas utveckling som en bakgrund som placerar in den enskilda förskolan i ett större sammanhang. En etnografisk studie genomfördes på en småbarnsavdelning med 15 barn i åldrarna ett till tre år. Sex ettåriga flickor och pojkar fokuserades särskilt genom observationer under nio månader. Deltagande observationer, fotografier, fältanteckningar och videoobservationer, användes för datainsamlingen. Teoretiskt vilar studien på fenomenologi, synen på barn som sociala personer och ett barnperspektiv. Resultaten stöder ett teoretiskt perspektiv där mycket små barn betraktas som sociala aktörer med social kompetens. Deras initiativ till lek, under lek och avslut av lek byggde framför allt på icke-verbal kommunikation, som exempelvis rörelse, gester, röstkvalitet och ansiktsuttryck. Barnen visade i sin lek förmåga till intoning, att ta andras perspektiv och turtagning samt att de förhandlade med varandra under lekens gång. Resultaten visar också hur yngre toddlare bygger vänskap. Ettåringarna uppmärksammar sina kamrater även som individer, exempelvis genom att spontant hälsa på dem, bjuda in till en särskild lek och genom att hjälpa varandra. I skapandet av vänskap använde barnen sig av icke-verbala handlingar i form av ömsesidig och gemensamt riktad uppmärksamhet, smittande leenden och koordinerade rörelser, vilka kan tolkas som intentionellt agerande. Abstract:
Implementation of intensive forestry (fertilization, cultivation of non-native tree species, and clone cultivation) on part of the forested land area in Sweden and an increased construction of wood-framed multi-storey buildings can contribute to reduce the net carbon dioxide emissions of the built environment. This thesis evaluates the acceptance of and interest in intensive forestry and multi-storey wood frames among different actors, and some of the underlying reasons for their approach. The results of quantitative and qualitative studies among members of the general public, private forest owners, architects, and contracts managers in Sweden are presented in six different papers. Both intensive forestry and multi-storey wood frames lack sufficient acceptance and compliance with relevant institutions such as priorities, norms, and regulations in the eyes of the studied actors. The acceptance of intensive forestry would be larger among members of the general public if they would perceive such practices to have less negative environmental effects and perceive a greater need to increase forest growth. Among the private forest owners, the interest to cultivate non-native tree species would be larger if there were more positive attitudes towards the economic consequences. Architects and contracts managers associate multistorey wood frames with several disadvantages and uncertainties, primarily with respect to fire safety, stability, durability, and sound proofing. The contracts managers’ perceptions have stronger implications for the prospects for wood frames, than the architects’ perceptions do. Promotional activities aimed to change such perceptions may improve the prospects for more wood framed multi-storey buildings in Sweden. The path dependency of Swedish multi-storey construction however implies that such activities are not enough for multi-storey wood frames to diffuse to greater extent. Broader changes to the wider context of the decisions taken in construction projects, e.g. to policy or economic environments, which change the priorities of the construction industry actors, are needed.

Abstract:
The wolf is an endangered animal in Sweden and the issue of conserving the species is a polarizing one. Specific attention has been given to this issue in environmental social sciences with studies focusing on the divide between wolf support and opposition. These studies include looking at historical interactions with the wolf, contemporary attitudes about the issue, and the way the law shapes policy. Following this focus on the disputed nature of wolf conservation, this thesis addresses whether polarization over the issue occurs between several stakeholders in large carnivore management in Sweden. Using Actor Network Theory, this thesis examines the similarities and divergences in the stakeholders’ conservation practices and maps their interactions with one another. Emphasis is placed on how the European Union’s regulations and the Swedish State’s policies conflict and/or influence the stakeholders. Overall results show that despite a discourse of polarization surrounding wolf management in Sweden, the actors in this study cannot be easily positioned against each other, and despite some divergences, share many similarities in their large carnivore management practices.

Purpose: The purpose of the study is to extend the knowledge on how Swedish companies canbecome more embedded in the Chinese market by building relationships with political actors. Research question: How do Swedish managers develop and maintain relations with politicalactors in China, and how do they perceive the outcomes from such relations? Method: Qualitative approach with semi-structured interviews. Results: The results of the study shows that managers initially use local middlemen orconsultancies to get in contact with political actions. Further, they participate in variousactivities to build upon and develop that relationship, something that is argued by therespondents to be more time-consuming and extensive than in western countries. The outcomeof having these relationships is that firm could gain a competitive edge and the managers tobecome more efficient in their role. Contribution: This study contributes with additional research to the Extended BusinessNetwork and relationship building with non-business actors in China from a Swedishmanagerial perspective.

Previous research has addressed the importance of IOC, where the outcome of a poor IOC between actors in a network will affect the information sharing and the inter-organizational relationship. The topic has been extensively researched, however researchers are still highlighting the need to further research.   A literature review on the topic area generated an overview of the existing literature within the field. The literature review identified a research gap that founded the purpose of this study. The purpose is to reveal the actors within the industry and how the IOC is structured among three cruise line destinations in Sweden and in the network Cruise Baltic.    The study was of a qualitative nature and was conducted through a multiple case study. Data was collected through semi-structured interviews with three cruise line destinations and one cruise line industry network.   The interview data reveals the IOC of the chosen industry and that the destinations have some barriers to overcome when it comes to achieving an effective IOC. Based on the conclusions of this study recommendations for managerial implications were formed.   The findings of the research were able to support previous studies regarding IOC and its key variables. It was revealed that the destinations and the network execute an effective IOC to some extent. The destinations are considerable small in size, which has influenced the IOC to the other actors within the network.

Abstract:
This study addresses issues concerning religion in the public sphere, brought about by the debates over the perceived resurgence of religion and the post-secular. The aim is to analyze the participation of religious actors in the public, using three newspaper debate pages as the empirical material. Building on theories by Casanova, especially his concept of public religions, as well as mediatization theory and Habermas' writings on religion in the public sphere, 639 opinion pieces signed by religious actors were analyzed. The mixed-methods content analysis was conducted in two steps: first a quantitative overview of the religious actors published, to what extent and on what issues. The second step consisted of three qualitative case studies based on the results of the first step: an argument analysis of the debate over same-sex marriage; an exploration of the specific position of the Church of Sweden and the idea of the national church as a public utility; and finally a discourse analysis of articles by Jewish and Muslim authors. These were analyzed on the basis of criteria for public religions developed from Casanova’s theory and from the media logic of debate articles. While the results show no clear increase in the number of religious actors during the period under scrutiny, one notices a clear presence of Muslim and Jewish actors, eventhough Christians of varying denominations dominate the material. There are also clear differences between the different religions: minority religion contributions are limited in terms of issues and scope, while Christian groups write about more varied issues. Muslims often relate to negative media discourse towards Islam, while Jewish signatories write on a limited number of themes closely related to the group itself. In many articles, one found a meta-debate over the place of religion in the public sphere even when specific issues were debated. The contribution of this dissertation is to critically discuss the concepts and assumptions underlying the debate over the place of religion in the public sphere. It stresses the importance of media perspectives as well as empirical studies for analyzing issues of authority, visibility, private/public and religion in late modern, mediated contexts.<br>The Impact of Religion - Challenges for Society, Law and Democracy

Abstract:
It is evidently clear that the current global food system urgently needs to transform to a sustainable food system However, there is no consensus on what a sustainable food system looks like. Furthermore, there is a lack of discussion about desired food systems and how to accelerate the transition towards a desired food system. Therefore, this study researches perspectives on a desired food system and pathways to reach it. Through the theoretical framework of the Multi-­‐Level Perspective with three additions, this research employs a case study of Swedish niche actors, who are trying to change the food system to a more sustainable one. The findings give the niche actors' visions on characteristics of a desired food system, including production, processing, distribution and consumption. Also multiple leverage points are proposed that could create change to, or accelerate a sustainable food system transition. The research employs a personal focus by researching the process of personal and societal change to more sustainable niche practices. Hereby this study aims to contribute to studying processes of how sustainable food niches become mainstream, and the wider debate about sustainable transition theory.

Abstract:
The thesis analyzes the conditions for biogas in the Swedish transport sector. Biogas can contribute to the achievement of Sweden’s ambitious targets of decreased emissions of greenhouse gases and an increased share of renewables in the transport sector, a sector that encompasses the major challenges in the phase-out of fossil fuels. Biogas development has stagnated during recent years and there are several factors that have contributed to this. The use of biogas in transport has developed in niches strongly affected by policy instruments and in this thesis, the progress is understood as a policy-driven systemic transition. Biogas has (started to) become established at the regime level and has begun to replace fossil fuels. The major obstacles for continued biogas development are found to be the stagnated vehicle gas demand, the low predictability of Swedish policy instruments, and electric car development. Moreover, the current prolonged period of low oil prices has also contributed to a lack of top-down pressure. A large share of the cheap and easily accessible feedstock for conventional biogas production is already utilized and an increased use of vehicle gas could enable a commercial introduction of forest-derived methane. However, the technologies to produce forest-derived methane are still not commercial, although there are industrial actors with technological know-how. Future biogas development depends on how the policy framework develops. Policy makers should consider the dynamics of biogas as a young sociotechnical system where different system fronts develop at a varying pace. Currently the demand side is lagging behind. However, it is necessary to maintain predictable policy support throughout the entire biogas value chain, since the system fronts that lag can vary over time. The low predictability of Swedish policy instruments indicates that policy makers should exercise care in their design to create a more robust policy framework moving forward.<br><p>QC 20170508</p>

Discretion is commonly analyzed as the scope for choice set by formal superiors. This study aims at developing an alternative theory of discretion which also takes into account the assumptions of the actors in implementing positions. The theory is constructed with the purpose of being an empirical tool for analyzing discretion on a nation-wide basis and in a central-local government context. It concerns two main questions: to what extent does discretion vary and how can this variation be explained? The theory section concludes with a number of empirically testable hypotheses. The concept of discretion is defined as the scope for choice available to actors, in formally subordinate positions, vis-à-vis their superiors. It is seen as a special case of autonomy, as it is attributed to subordinates and primarily concerns one dimension of autonomy, namely freedom of action. In the second half of the study, the theory is applied empirically to the discretion available to Swedish local government Education Committees. A questionnaire study of all Education Committee Chairpersons and Chief Education Officers and in-depth interviews of a selected sample of these have been undertaken. The empirical study clearly indicates that there is variation in discretion. In spite of the uniformity of the system of governing local education, it is found that the limits for discretion are set differently by different Education Committee representatives. The variation follows a pattern which has been, at least partly, reconstructed. Variables which appear as important in explaining variation include: the extent to which the control system is regarded as efficient; the size and population density of the local authority; and individual traits such as length of experience and gender. However, our analysis also shows that these explanations are more valid in certain contexts than in others, which points the way for further research.<br>digitalisering@umu

The past decades New Public Management (NPM) reforms in the public sector have changed how the mechanisms of accountability work. One type of reform is the privatization of public service provision. These services are today often procured with extensive regulations involved. Many academics argue, under the concept of juridification, that legal institutions have a bigger impact than policies in these activities today (Magnussen &amp; Nilssen, 2013; Blichner &amp; Molander, 2008; Laughlin &amp; Broadbent, 1993) and that the legal contract plays an important role in governing them (Camén, 2011; Brown &amp; Potoski, 2005). In this study we explore how the actors involved in provision of public services perceive accountability. We do this by investigating how politicians, civil servants and service providers involved in the provision of public bus services in Sweden perceive their roles, the procurement regulations’ roles and the legal contracts’ roles. We conclude that, in the case where the service provider is a private company, the legal contract plays an important role in how the accountability is perceived by the actors involved. Further research is needed to see if our results also apply to the contexts of other provisions of public services.

Abstract Sweden has been hailed for its recent success in increasing the number of female directors, scriptwriters and producers. Published reports, panel discussions and a vast number of press conferences on the pressing matter of gender equality within the industry together with a 5050 quota have all put the Swedish film industry—and its CEO Anna Serner—on the map. However, the last couple of years has disclosed several scandals regarding sexism and discrimination in the Swedish film industry—just as in other national film industries. This paper sets out to discuss how female film workers (e.g., directors, actors and producers) understand and negotiate their experiences of male dominance within their work context. Based on a series of interviews with women working in Swedish film from the early 1960s until today, we analyze similarities and differences in experiences as well as how these experiences are explained by the interviewees. Their stories are analyzed by using feminist institutional theory to understand how policy, funding schemes and other institutional aspects are intertwined with their experiences. The paper sets out to analyze three themes: (1) comments and suggestions during production and post-production regarding female protagonists; (2) experience of gender trouble in the process of fundraising; and (3) strategies used by the interviewed filmmakers to produce a more women-friendly environment during productions.

Abstract In spite of the rainbow flag’s importance as a symbol for transnational queer belonging and its meanings for the survival of queers all over the world, much critical queer Anglo-Saxon research and activism concerning the rainbow flag and the celebration of Pride claims that it has lost its radical potential through processes of normalisation, mainstreaming, homonationalism and commercialisation. In order to address other queer political issues, alternative Pride events are organized in parallel with conventional Pride celebrations. This chapter will discuss two Pride events held in Gothenburg, Sweden, in 2019, Reclaim Pride and Öckerö Pride, drawing on auto-ethnographic methods. It will reflect on two connected questions: What meanings, emotions, actions and temporalities are (re)produced as a result of the relationship between the events, the rainbow flag, the concept of Pride and the activists/participants—including the author? In what ways do the rainbow flag and the concept of Pride work as co-producers of belongings as well as disbelongings—and how does the author’s position as a Swedish, middle-class, white, lesbian, feminist, mother, former activist and now sociologist affect her feelings of belonging and disbelonging? It is shown that the rainbow flag is a very topical and heated cultural artefact in the Swedish political arena, in which racism, homophobia and Islamophobia are growing. The author’s experiences and emotions at the two Pride events reflect the ambivalent struggle that takes place at the borders of belonging and disbelonging. Temporality and space are important aspects of the contextualisation that needs to be applied in order to grasp the different effects that processes of inclusion and exclusion have on queer people in different places and situations.

This chapter focuses on the Swedish approach for safeguarding electoral processes, using the experience from its 2018 elections as a case study. Sweden serves as a particularly interesting example due to the measures it took ahead of its 2018 election, especially its strategy of bottom-up initiatives that emphasize building societal resilience rather than a top-down government regulatory approach. By exploring the characteristics of Swedish society and the implications of Swedish efforts made prior to the 2018 general election, the chapter presents suggestions for how these insights might help other state and nonstate actors within the international community develop similar countering strategies for foreign election interference, while also addressing the dilemmas facing such an approach. The chapter concludes by discussing lessons learned and the challenges facing government authorities seeking to employ similar strategies in the future to counter foreign election interference in Sweden or abroad.

This chapter introduces the theoretical framework of Socio-Instrumental Pragmatism (SIP) and illustrates how it has been used as an analytic instrument in the process of diagnosing a work practice and co-designing business processes and IT artefacts. A practical inquiry process has been conducted in a project group consisting of a group of Swedish municipalities, currently experiencing a number of administrative problems. SIP has informed the design process, and aided the designers in shaping the design product (a new workflow and a new IT system). Conclusions are drawn regarding SIP as an analytical tool, stating that it has guided the inquirers to focus on actors, actions and relations between actors, and supported the designers in finding design solutions to the major problems experienced in the organization.

In a period of global transition, this chapter discusses emerging management practices in the context of natural resources management in international business. In the past decades, the co-management concept and practice have been of increasing interest to scholars in ecology management and marine environment management. In the late 1980s, the Swedish management style began to be explicitly debated with scholarly interest, particularly in the services industry after observing successful business practices. The literature on the co-management of natural resources and the Swedish management style in multinational enterprises point promisingly towards parallel management strategies applied in distinctly different working environments and contexts. Based on empirical data, this chapter's objective is to highlight and distill from natural resources co-management and the Swedish management style a shared management best-practice approach in working contexts that have multiple actors and stakeholders who hold multicentric agendas.

This paradigm shift is the result of four major changes in our society with regard to: technology, perceptions of threats, interpretation of human rights and ownership over telecommunications. The above-mentioned changes have created a need to reform both the tools of electronic surveillance and domestic legislation. Surveillance that was previously kept secret with reference to National Security is now subject to public debate, including Communications Intelligence (COMINT), a sub-category of Signals Intelligence (SIGINT). This chapter covers systems of “mass surveillance,” such as data retention and COMINT, and whether these are consistent with the European Convention on Human Rights. The chapter comes to two conclusions in relation to COMINT. First, the perceived threats have changed, shifting the focus of COMINT from military threats towards non-state actors such as terrorists and criminal networks. Second, COMINT involves relatively narrow interception of the content of messages compared to its large-scale collection and storage of traffic data, which through further processing may reveal who is communicating with whom.

The purpose of this study is to extend the understanding of the business model of video game retailers using online and physical stores. It focuses on the impact of digitalization on the retailing industry considering different actors like retailers and consumers. This is a qualitative multiple-case study based on deductive reasoning. Two cases of click-and-mortar retailers operating in the Swedish video game industry have been considered along with feedback from customers. Online personal interviews and semi-structured interviews have been conducted with retailers and customers respectively. Both primary and secondary data have been used. Findings show that video game retailers need to encourage engagement through incentives and other activities to create value and change up their formats and sales strategies through pricing to reach new customers and focus on design of their online store fronts to convey trustworthiness. It offers some insightful practical suggestions to retailers who are struggling hard to adopt digital transformations in the industry. Authors’ proposed research model, based on Sorescu et al. (2011)’s retail business model and the empirical findings, contributes in the less explored domain of research on business models from retailer’s perspectives. Moreover, it adds values in industry specific study like the video game industry in Sweden considering all actors, which is argued as scarce.

Challenge-orientation of innovation policy is linked to the question of how to implement this policy at regional level, which is becoming increasingly important in addressing these challenges. The aim of the paper is to present the application of smart specialization approach as a tool for coping with societal challenges enabling the transformation of regions towards sustainability. The paper uses qualitative research methods, such as a literature review and case study. The application of this approach is presented on example of the Swedish Vinnväxt programme which aims to support sustainable regional growth by creating internationally competitive innovation environments in areas related to strengths of functional regions. From 2017, the driving force behind this programme is the 17 Sustainable Development Goals of the 2030 Agenda. Its main aspects include strengthened or new constellations of actors, formulation of societal objectives relevant to regional actors, long-term horizon and internalization. In future, the presented programme could be an inspiration for the creation and development of similar programs also in the Central European countries.

Sludge from wastewater treatment plants in five Swedish pulp and paper mills has been burned together with wood in a circulating fluidised bed (CFB) boiler. The sludge was either mechanically dewatered or pre-dried. The mechanically dewatered sludge had to be fed with a pump, but the pre-dried sludge could be fed by the fuel feed system normally used for coal, wood chips or wood pellets. In parallel to the combustion tests in the CFB boiler the sludges were also investigated as single fuels in a small laboratory FB. The Swedish pulp and paper industry produces three major fractions of sludge: pure fibre sludge, sludge produced by employing a precipitation species like ironaluminiumsulphate, and finally, sludge subjected to biological cleaning. The way of production of the sludge influences its content of, for example, nitrogen, sulphur and chlorine, but the composition of the sludge is also influenced by the pulp and paper process. The present measurements show that the concentrations of nitrogen, sulphur and chlorine in the sludge have a great impact on the corresponding gaseous emissions from combustion. Actions to prevent these emissions could be necessary, depending on the origin of the sludge and treatment process used. In the present project all sludges were burned with wood-pellets as the main fuel under identical operating conditions, typical for a CFB boiler. Wood pellets were chosen as a well defined, low-polluting fuel that makes comparison of emissions from the sludges clear. Co-combustion with wood-pellets has the advantage of enabling operation also with wet sludges that cannot be used as single fuels without pre-drying. No actions were taken to improve sulphur and chlorine retention, by for example adding limestone. From a combustion point of view the co-combustion works well with low levels of carbon monoxide present in the flue gas and no light hydrocarbons.

When ships operate in the Arctic, sea-ice induce an additional environmental load on the vessel. The ice load can vary significantly depending on the dominating ice-breaking failure mode. In this work a sensor system for measuring ice induced accelerations on the Canadian icebreaker CCGS Amundsen and a Swedish Atle-class icebreaker is presented. The sensor system consists of low-cost inertial measurement units. Ship-ice interaction data has been collected during expeditions along the coast of Labrador in Canada and in the Greenland Sea north of the Norwegian Svalbard archipelago. Depending on the failure mechanism of the interacting ice, vibrations at different frequencies are induced into the icebreaker ship. A time-frequency decomposition based on the Wigner-Ville distribution has been modified such that it is applicable to analysis of ice-load induced acceleration signals. Based on the frequency pattern of the induced vibrations, this novel method allows for evaluation of the intensity of the ice-loads and identification of the dominating ice failure mechanism, which is demonstrated for several ship-ice interaction events. The presented novel time-frequency decomposition for ice induced accelerations is a powerful tool for the identification of the threat imposed by sea-ice to a structure. In further work the time-frequency decomposition will be used as feedback in ice-capable control and monitoring systems for Arctic offshore operations.

Automating redesign is an approach for engineering designers to prevent design related manufacturability problems in early product development and thus reduce costly design iterations. A vast amount of work exists, with most research findings seemingly staying within the research community rather than finding its way into use in industrial settings where research issues have often evolved from the concerned applied research. The aim of this paper is to present an approach with industrial implementation potential regarding automating redesign of sheet-metal components in early product development to avoid manufacturing problems due to design flaws and non-optimal designs. Geometry, generated by a knowledge-based engineering (KBE) system, gives input to the case-based reasoning (CBR) governed manufacturing planning. If geometry is found non-manufacturable or enhancement of already manufacturable geometry is possible, the CBR system will suggest redesign actions to resolve the problem. CBR extends the capabilities of the rule-based KBE-system by enabling plan-based evaluation. The approach has the potential for industrial implementation, since KBE is often closely coupled to an industrial CAD-system, hence enabling technology is at the industry. Also, combining KBE and CBR reduces the coding effort compared to coding the whole design support with CBR, as feature recognition is simplified by means of KBE. A case study of development of sheet-metal manufactured parts at a Swedish automotive industry partner presents the method in use. As it is shown that redesign can be automated for sheet-metal parts there is a potential for reducing costly design and manufacturing iterations.

Abstract:
The presented work is a result of actions taken in connection to analyses of root cause of damages (cracks and one brake) in the control rod shafts in Swedish BWR Forsmark 3. The damages were detected during the refueling outage 2008. It has been found that damages were caused by thermal fatigue. Extensive analyses of flow and temperature fields around the shaft were performed using transient CFD calculations [1, 2]. The character of the fluctuating thermal loadings on the shaft was confirmed by a limited experiment [3]. However the CFD-calculations of heat transfer between the water and the shaft have not been validated experimentally. In order to validate CFD-calculations of heat transfer between the water and the solid body the measurements of the non-stationary heat transfer are planned. The paper presents the method of determination of heat flux and temperature on the surface of the body based on temperature measurements at some discrete points beneath the surface and solving the inverse heat conduction problem (IHCP). Software was developed for performing measurements and calculations. Main parts of measurement system particularly design and manufacturing of measuring items, thermocouple installation, construction of test stand for initial testing and calibration are described. Verification of thermocouple locations was performed using computer tomography and the actual locations were introduced in to the calculation algorithm in order to improve accuracy of heat flux determination. Heat flux measuring error has been determined based on assumed random error in temperature measurement and accuracy of location verification (computer tomography). Results of initial verifying tests are presented and discussed. The measuring system is now ready for performing measurements of transient heat transfer in configurations that can occur in a reactor environment.

Abstract:
The European Spallation Source (ESS) is the European common effort in designing and building a next generation large-scale user facility for studies of the structure and dynamics of materials. The proposed schematic layout of the ESS facility is based on a linear driver (linac) directing the proton beam (5 MW of 2.5 GeV) of 2.8 ms long pulses with a 20 Hz on a tungsten target where neutrons are produced via spallation reactions. Further the neutrons will be moderated to thermal and subthermal energies in a couple of moderators placed around the target. The moderators feed 22 beamlines guiding the neutrons to the scattering instruments, mainly for neutron scattering research, as has been previously mentioned. The objective of this work is to develop a waste management plan for ESS facility. In this respect two important aspects are analyzed. First the present status of the problem is outlined as follow. Estimate types and quantities of waste that the ESS project will generate at different stages: commission, operation, decommissioning were derived using: i) precise Monte Carlo calculations ii) scaling the activity from the operation experience of the existing spallation source installations for waste such it is difficult to predict level of activation or for components of the facility in stage of the pre-conceptual model. Associated waste treatment/conditioning options and final disposal route were further analyzed in order to define the waste type and packet descriptions in agreement with Swedish regulations and policy. It was found that the compilation of completely new waste type descriptions for qualification of the ESS waste for disposal will be necessary. Particular attention was devoted to “problematic waste” as Beryllium reflector, C-14 from graphite used as core zone of the beam-dump and collimators or waste arising from the purification systems of both Helium and water cooling circuits. Management of waste on ESS site: collection/segregation systems, characterization system, storage options, is also described. In the second step, the acquired information is used for planning and implementing actions involving all participants (ESS, treatment facility operator, disposal operator, regulatory body and other authorized authorities).
