Abstract:
This paper responds to recent calls to study how materiality is implicated in the process of subject positioning by grounding itself in a relational and performative ontology. By situating our analysis in Barad’s post-humanist view of discourse as material-discursive practice, and by drawing on the concepts of interpellation and hailing, we show how material-discursive practices at three different service sites of the Swedish Migration Board are profoundly constitutive of the manner in which asylum seekers and officers become hailed into various subject positions. In so doing, our study contributes to the development of a post-humanist understanding of how subject positions are enacted and governed within organizations. More precisely, we move beyond the conception of the intentional human and the non-intentional non-human in order to foreground the manner in which mundane material-discursive practices always and already condition (or govern) the possibilities for subjects (and objects) to be and to act, specifically and immanently. Thus we suggest that matter and soul are intertwined in ways that make their separation less convincing, if tenable at all.

At the start of the new decade, Ornis Svecia is now entering its 30th year as an ornithological journal. It is a year of change for the journal, perhaps most evident in the transition that started last year with Ornis Svecicamoving from a printed journal to an online journal (Stervander & Svensson 2019). Being digital is a necessary step in today’s publishing landscape and we are happy that we alongside this change also publish all papers as open access, making research available for everyone that is interested. Another major change is that Professor Sören Svensson is stepping down after 29 years as Editor-in-Chief. His role for Ornis Svecica – and indeed for BirdLife Sweden and Swedish ornithology at large – has been profound. During this time the field of ornithology has both widened and specialized. The toolbox of the modern ornithologist now includes molecular biology techniques, advanced miniaturized telemetry loggers, and large-scale weather radar data. But ornithology is still at heart based on careful observation of the natural world, through surveys, ringing and migration studies. The editorial board wishes to express heartfelt thanks to Sören, for his significant efforts.

Purpose In general, newly resettled refugees have poorer physical and mental health than native-born Swedes. This indicates that the society must make special efforts to enable refugees to attain health that is on a par with the rest of the population. The challenges rest primarily with employees in the public sector. But what resources do professionals need to meet the refugees’ health needs? This paper is about the need to develop strategies for professionals working with diversity and health, with a focus on the establishment of newly resettled refugees in Sweden. Thus, the purpose of this paper is to identify the needs and obstacles in working with diversity and health for the newly resettled. Design/methodology/approach The paper is based on focus group interviews with 40 professionals working in three large municipalities and one County Administrative Board, all of whom work with challenges related to migration and health on a daily basis. Findings The needs expressed by the interviewees are primarily about developing and improving communications. Three important areas of communication were expressed: how information can be transferred from sender to receiver, institutionalization and interactions at different levels. Originality/value This paper identifies important needs and obstacles when working with diversity and health in Sweden, with a focus on the establishment of newly resettled refugees. It is an important contribution because refugees in general have poorer physical and mental health than native-born Swedes and strategies to improve their health, therefore, need to be further developed.

Pastoral leadership and converts: A discussion of church leadership in relation to converts and the Swedish Board of Migration The purpose of this article is to support the pastoral leadership and church ministry in relation to converts by providing knowledge and experience when leading people cross-culturally. The churches in the society of today are facing issues relating to the leadership of converts. Church leadership is culturally bonded with traditions of ministry and traditional behaviour and therefore risks jeopardizing the leadership vision in ministry. The main empirical material in the article is based on a revision of my essay “Asylum seeking converts and the catechism of the authority – a study of converts’ asylum process with the Board of Migration” (Svensson, 2017). Firstly, I will begin to address the article´s subject and then describe the essay. The aim of the essay was twofold: To understand the Migration Board´s perception of Christian faith, and to explore how the Board can work with these issues in the future with the help from the church. Through the method of content analysis, I analysed the interview protocols and discussed the results using the theoretical concepts of ”thick” and ”thin”. Further I present the essay´s results and within the area of religious studies I show that the Board of Migration has an outdated view on conversion and Christian faith. The Board’s understanding also does not reflect the scholarly study of religion. Finally, in the article I discuss the study´s result in relation to church leadership and pastoral ministry when leading converts of several cultures at hand.

Abstract:
Abstract Background After an increased number of asylum-seeking patients, the Karolinska University Hospital in 2016 introduced a one-year-project with five asylum social workers (ASW). This study analyzes the characteristics of patients, issues and performed tasks. Methods The data consists of five months anonymized case documentation of ASWs direct patient contacts and documented telephone consultations with staff. Descriptive statistics and qualitative content analysis were made. Results Of direct patient contacts, 56% were with asylum seekers, 7% undocumented, 7% EU citizens and 30% had various forms of migration status. Tasks consisted of 39% external cooperation, 15% writing certificates, 20% applying for e.g. social assistance for patients’ basic needs. Analysis of telephone consultations with staff showed that 24% concerned patients with unclear migration status, 17% undocumented, 14% asylum seekers, followed by various forms of migration status. The issues related to patient rights (17%), housing and discharge problems (17%), subsidized health care (11%), costs for care (10%), social assistance (8%) and national registration and establishment (8%). Performed tasks by ASWs were legal advice (19%), referral for further management (19%), advice about cooperation with e.g. the Swedish Migration Board (14%), costs for health and social care (13%), social support (11%), health care administration (10%), application for visa or passport (8%) and the right to subsidized health care (7%). Conclusions ASWs performed tasks concerning cooperation and advisement regarding care-planning and legal concerns, helping both patients and staff. Staff were often insecure about immigrant patient’s legal status and right to health and social care. To optimize support to staff regarding asylum-seeking patients, it is recommended to use a broader definition of migration status to include unclear cases. Key messages The hospital staff were often insecure about immigrant patient’s legal status and consultation should thus address various forms of migration status among patients. The hospital staff needed consultation regarding legislations, discharge, housing, social assistance and costs for and right to health and social care.

Abstract Background In 2016, the Karolinska University Hospital introduced a one-year-project with a mobile team of five asylum social workers (ASW), specializing in migration. This study evaluates the ordinary hospital social workers (HSW) experiences of introducing ASWs for asylum seeking patients. Methods Descriptive analysis was made of answers from a questionnaire sent to all 144 HSW at the hospital (57% response rate). Qualitative content analysis was made of written comments. Results Of the HSWs, 51% always and 29% sometimes contacted an ASW in relation to asylum seeking patients. Of those who contacted an ASW, 74% stated that the ASWs increased the efficiency of care of asylum seeking patients. 65% agreed that ASWs had an improving effect on the quality of encounters between staff and asylum seekers. Also, 67% agreed that the ASWs off-loading function improved the HSWs working conditions. Even though the ASWs were working at two hospitals located in different parts of the region, 78% of HSWs found them to be available. The main reason to not always contact an ASW was that it was not necessary in the specific case (55%). A majority (66%) reported increased knowledge about asylum processes as an outcome of introducing the ASWs at the hospital. This was also highlighted in the written comments, where ASWs detailed and updated knowledge as well as established contacts with e.g. the Swedish Migration Board was emphasized. ASWs specialist competence enabled patients to quickly receive legally correct and accurate information, which decreased worries among patients as well as staff members. Conclusions The HSWs described the ASWs as being important to patients as well as to staff. The ASWs improved the quality of encounters between staff and asylum seekers and strengthened the patient’s right to health and social care. The HSWs also reported an off-loading function, improving the working conditions and the over-all efficiency of care. Key messages The HSWs found that the ASWs increased the efficiency of care and quality of encounters between staff and asylum seekers. ASWs detailed knowledge and established external contacts enabled patient to receive accurate information quickly, which decreased worries among both patients and staff members.

Abstract:
Based on a study of Lean management practices at the Swedish Migration Board, we develop a novel theoretical understanding of the translation of management ideas. We show how translation, rather than being reduced to a network of human intentions and actions governing the transformation of organizational practices, can instead be understood as a historically contingent, situated flow of mundane everyday work practices through which social and material translators simultaneously become translated, conditioned to be and act in certain ways. We show how prior actor-centric accounts of translation of management ideas can be understood as performative consequences of a conceptual vocabulary inherited from Callon and Latour. Contrasting this, the non-actor-centric vocabulary of social anthropologist Tim Ingold allows us to background the intentional human actor and foreground the flow of mundane, situated practices. In adopting this vocabulary, we capture how the flow of practices conditions subjects and objects to become enacted as well as act, and develop an understanding of translation as occurring within, rather than distinct from, these practices. In essence, our novel view of translation emphasizes how management ideas are radically unstable, and subject to alteration through the flow of practices rather than as a result of deliberate implementation efforts.

Abstract:

Children who have fled to Sweden, without their parents or guardians, have been a controversial subject during the winter of 2002. Their situations on refugeestations and the responsibiliy by community and the state have been discussed. My composition is about these children. The composition is not about the situations of the children - focus is instead on the people who operate with the children; community, state and organisations. I want to find empirical levels which show what the children associate with. I have found three levels that I have called: "A institutional refugee", "To be refugee - a problem which must be solved "and "Child or refugee?". These levels contains different subjects as laws, cultural, living and childhood wich together make a picture about what the "refugeechild" means to those who figure in my composition. I have been inspired by discourse, postcolonialism and nationalism. I want to understand why the term "refugeechild", in my sence has a meaning of a duel between a discourse about"children"and"refugees".

Abstract:
This thesis studies the implementation of the Asylum procedure directive (2005/85/EC) and the Asylum Qualification Directive (2004/83/EC). The implementation is based on the officials examining asylum applications at the Migration Board in Malmö. Ten officials examining asylum applications have been interviewed. The aim is to see if there are any implementation problems regarding these two directives. This will in turn have an effect on the Europeanization of asylum policy. Implementation theory is used to study factors that have an effect on implementation and the theory of street- level bureaucrats is also used to study their discretion. The result is that the Asylum Qualification Directive had a larger impact on the asylum examinations than the Asylum Procedures Directive. Different forms of status categories are now granted together with residence permit. The implementation of this directive has therefore a positive impact on the Europeanization of the asylum policy in Sweden.   Key words: Implementation, Common European asylum system, EU- directives, Migration Board

Titeln på denna studie är Internalisering av kategoriella par i form utav homosexuella asylsökande. Studiens syfte är att undersöka om och hur föreställningar utifrån ett heteronormativt synsätt, hos handläggaren på Migrationsverket, påverkar asylprövningen av homosexuella. Studien berör hur diskursen i samhället formar föreställningar av den homosexuelle mannen och hur dessa föreställningar blir gällande inom myndighetsutövningen vid Migrationsverket. Studien utgår från teorier av Michel Foucault, samt är kompletterad och avgränsad med hjälp av andra teorier, bland annat Queerteorin. Studien bygger på semistrukturerade intervjuer av sju handläggare vid Migrationsverket, verksamma vid två olika kontor i Stockholm. Undersökningen visar att föreställningar om homosexuella förekommer inom Migrationsverket och att detta kan påverka utfallet av asylprövningen. Migrationsverket arbetar själva med dessa frågor genom utbildning av sin personal, vilket tyder på en insikt kring problematiken. Denna studie är en del av min kandidatexamen på Södertörns Högskola inom Socialt arbete med storstadsprofil.
The title of this study is The internalization of categorical pairs in the form of gay asylum seekers. The purpose of the study is to investigate whether and how the preconceived view of homosexuals from a hetero normative perspective, by desk officers at the Swedish Migration Board, affects the asylum trial of homosexuals. The study addresses how the discourse in society forms perceptions of the gay man, and how these perceptions become effective within the exercising of authority at the Swedish Migration Board. This study relies on several theories of Michel Foucault and it is supplemented and delimited by other theories, including Queer Theory. The study is based on interviews with seven desk officers at the Swedish Migration Board, active at two different offices in Stockholm. The investigation shows that perceptions of homosexuals occur at the Migration Board and that this may affect the outcome of the asylum trial. The Swedish Migration Board is working with these matters through education of their personnel, suggesting an awareness of the problem. This study is a part of my bachelor´s degree at Södertörn University in Social Work with urban profile.

Abstract:
The purpose of this study was to analyze the level of the uniform way of interpretation from the Swedish asylum officers at the Swedish Migration Board, of asylum investigations for asylum seekers who claim sexual orientation as reason of refuge. The interviews with the officers were analyzed in relation to the policy document with investigation- guidelines and methodology. The results of the study showed that there was a uniform way to conduct asylum investigations and interpret the policy document, this despite that the document was found to be ambiguous in certain aspects. The uniform interpretation of the asylum officers was explained by the knowledge and understanding that exists within institutional organizations. This because the asylum officers at the Swedish Migration Board might have similar experience, knowledge and also the demands related to asylum investigations. The uniform interpretation demonstrated a strong similar common understanding of investigative work within the agency. This suggests a certainty that the investigations are carried out in a similar way regardless of which asylum officer within the institution conducting the investigation which indicates a well-functioning “rule of law” for the asylum seekers.
Syftet med studien var att analysera graden av samstämmighet av Svenska Migrationsverkets asylhandläggares tolkning utav asylutredningar för de som åberopat flyktingstatus för deras sexuella läggning. Intervjuerna med handläggarna analyserades i relation till Migrationsverkets styrdokument med riktlinjer och metodpunkter till utförandet av utredningen. Resultatet i studien visade att det fanns ett enhetligt sätt att utföra asylutredningar och tolka styrdokumentet trots att styrdokumentet visats vara tvetydigt i vissa punkter. Den samstämmiga tolkningen förklarades genom den kunskap och förståelse som finns inom institutionella organisationer. Detta eftersom asylhandläggarna på Migrationsverket kan ha likartad erfarenhet, kunskap och även krav kopplade till asylutredningar. Studienss resultat visar på en likartad gemensam uppfattning om utredningsarbetet inom myndigheten. Detta visar på att utredningar utförs på ett likartat sätt oberoende av vilken person på institutionen som utför utredningen vilket indikerar på en rättssäkerhet för de asylsökande.

Abstract:
Based on the Migration Board's statistics report, the number of children that has gone missing within a time interval of 4 years (2010-2014) comprises 1331 children in total, of whom 146 are girls and 1185 are boys. A rising interest about what has happened to those children created a fundamental platform for this thesis. By reading Åkerman’s report from 2012, and the book De förlorade barnen: en rapport by Mikkelsen and Wagner (2013) the curiosity grew deeper. The research questions that were established were divided into three parts. Their aim is to examine which organization or public authority has the main responsibility for asylum seeking children that arrives to Sweden by themselves, if the quality of the reception has changed since the municipalities took over the responsibility, and what is/has been publicly done to strengthen the protection concerning the individual child. The aim of this study is to authentically answer the research questions, using a qualitative text analysis and an implement model. The qualitative textual analysis is primarily based on reports from Gunnarsson (2008), the Cabinet Office (2011), and a report from the National Swedish Board of Health and Welfare published in 2012. Further reports and books are used in order to authenticate the legitimacy of the arguments and facts that is accounted for in this thesis. The implementation model that is used is an implement problem shaped by Pressman and Willdawsky. The model is used in order to force the problems that solemnly appear in this thesis. The conclusion establishes that within the distinctive reports it exists different views, but also similarities. The various texts establish that despite a set of rules and regulations there has been a considerable ambiguity among the involved parties, in who holds the greatest responsibility for the asylum-seeking children. Åkerman claims that when the children arrive in Sweden they stand without any form of social safety net, whereas Gunnarsson (2008), the Cabinet Office report (2011) and the National Swedish Board report (2012) refer to the laws (LMA, SoL).

Abstract:
The two crises examined by Joakim Palme in this chapter impacted differently on the level of living conditions in Sweden. The deep 1990s crisis had a broad-ranging effect on population hardship, while Great Recession effects were much more restricted. The effects of the 1990s crisis were partially affected by the retrenchment of social protection expenditures across the board. This indicates an emerging institutional deficit in relation to the ideal type of universalism often associated with the Swedish welfare state model. In contrast, there were no retrenchment effects on social protection systems as such during the Great Recession, but policy changes made beforehand had actually increased the identified universalism deficit further. This leaves the welfare state at another crossroads, particularly in light of the massive refugee migration that took place in 2015. Nevertheless, the Swedish welfare state managed to avert an increase of financial hardship during the Great Recession.
