Abstract:
Nowadays, under a free market, crises at companies are a frequent phenomenon; however, anti-crisis management and related aspects are currently a little researched problem in Latvia. The research aim is to examine the nature of company crisis diagnosis and its role and importance in the anti-crisis management system. The research general tasks are: to describe the nature of company crisis diagnosis and review the scope, purpose and tasks of performing a diagnosis; to examine the role and importance of company crisis diagnoses in the company’s anti-crisis management system. To achieve the aim, the following research methods were employed: monographic, descriptive, comparison as well as analysis. The present research performed an analysis of the definitions of company crisis diagnosis, an examination of the scope of purposes and tasks of performing a diagnosis; it defined the crisis diagnosis as the systematic application of several different (usually financial) models aimed at assessing the situation of the company, as well as the discovery of indications of a potential crisis. Also, the role and importance of diagnosis of a crisis at a company in its anti-crisis management were determined stressing the fact that crisis diagnostic is a source of high-quality and credible information about the real situation and the availability of resources as well as the basis for carrying out further anti-crisis activities and making decisions both during the process of crisis prevention and within the overall company management system.

The banking system, being the part of social-economic system of country, is taking of a strategic position in maintaining the economic safety. The concept is based on the elaborated interaction model of systems of different levels. A criterion for determination of the crisis state of the considered systems is formulated. Urban crises bring enormous threat to peoples life and property. Emergency exercises are the efficient way of anti-crisis training. However, the existing emergency exercises are lack of flexibility and costly. We put forward a novel emergency exercise system framework based on wargaming. First, the framework of wargaming system is introduced. Then, the application of wargaming on emergency decision exercise of urban crisis is described in detail. The advantage of wargaming exercise system is noticeable. It can simulate crisis affairs with low cost, can practice the decision-making abilities, and can help to find weak points of current anti-crisis plans, etc.

Abstract:
The article considers the theoretical prerequisites for crisis management in business. The relevance this problem studying is outlined by the crisis manifestation permanence during all the years of Ukraine independence. Having analyzed the processes of emergence and passage of the crisis, their appearance was identified not because of socio-economic changes in society (they always humanity accompany), but because of inability to detect, control and respond to imbalances in the enterprise management system. Often, the “crisis” is a “turning point”, “negative process”, “exacerbation of contradictions in the system”, “evolutionary process of enterprise development”, “stage of the enterprise life cycle”, “potential for change”, “random factor”. It should be emphasized that to describe the crisis of the enterprise are often used as equal concepts “crisis phenomenon”, “crisis situation”, “crisis situation”, “crisis”. However, they all differ in time and consequences for the system. When forming anti-crisis policy in the enterprise, any problem in any business process, which is left without attention and analysis now, in the future has every chance to turn into a crisis. Crises in the company are different in nature, causes and consequences. Therefore, the success of crisis management depends on the timely recognition of symptoms. Understanding the causes of the crisis (disease) will help to invent a “cure” – counter-shock or anti-crisis measures. There should be a specific list of anti-crisis actions for each type of crisis and its stage. Therefore, in our opinion, crisis management is a set of timely point management measures to diagnose, neutralize, prevent and overcome crises at a particular stage of the crisis in the subordinate system in conditions of risk and uncertainty.

Abstract:
The relevance of the crisis situation diagnosis is confirmed by the diagnosis decisions designed and applied in the business practice, audit reports, bank assessment methods and company‘s own concernment. The aim of the research is to define crisis development stages and possible preventive means and to design the crisis diagnosis system in the anti-crisis management process in a company. The paper deals with four stages of crisis development: prodromal crisis (CP), acute crisis (CA), and chronic crisis (CC). Crisis resolution (CR) is the final goal of any crisis management. When a crisis is overcome, its performance stabilizes and a company starts to grow. Therefore, the main point in company’s management process is to notice the barrier when company’s performance starts going down, in order to foresee the result which can cause crisis situation in a company.

Annotation. Introduction. The main problem of modern crisis management is associated with the lack of preventive crisis management practices of socio-economic systems, resulting in a set of emergency response measures: staff reductions, salary cuts, curtailment of training programs and staff development, which destroys the foundation of the organization – human capital. Purpose. At the same time, there are certain problematic and debatable points in terms of the formation of anti-crisis management of human resources in terms of theory and practice. Results. Accordingly, the article forms approach to the interpretation of the concept of crisis management of personnel in terms of discussion aspects such as definition, elements, principles and functions, stages. It is determined that anti-crisis personnel management is considered in terms of preventive, reactive and comprehensive approach depending on the situation in the personnel system of the enterprise. The author’s definition of “anti-crisis personnel management” is formed, which means a type of management activity that includes a set of specific functions, forms, methods and means of preventive and reactive management influence on human resources, aimed at identifying crisis phenomena, preventing crisis, its localization and liquidation; minimization of its negative impact on the further development of the enterprise. It is proved that anti-crisis personnel management is a type of anti-crisis management, ie it is characterized by specific methods, subjects and tools. The causes of personnel crises are systematized and the varieties depending on the situation in the personnel and personnel policy of the enterprise are singled out. Conclusions. Regardless of the source (external or internal), the crisis is always accompanied by extremely negative phenomena for both the organization and staff: falling production and sales, financial insolvency, a clear deterioration in the financial situation of workers, lack of employment guarantees, uncertainty of the future, lack of initiative, etc. Therefore, the issues of forming an effective system of anti-crisis personnel management, based on a clear mechanism and tools for personnel management, are relevant. The activity of any socio-economic system is associated with the instability of the external environment and the presence of negative factors influencing its functioning, which, in turn, can provoke the emergence of crisis phenomena, slows down the process of development of the organization and makes it less effective. The prerequisites for this may be factors that are formed not only in the external, but also in the internal environment. This issue is of particular relevance today, in the context of the existence of the consequences of the pandemic in the world. Many years of experience in the activity of socio-economic systems in a market environment shows that this problem remains relevant to them even now in today's postmodern world. Successful overcoming of crisis situations depends on the effectiveness of anti-crisis management and management of anti-crisis potential, the type of crisis. After all, each crisis situation, which is formed under the influence of specific factors, has a clear characteristic and belongs to a certain category. With this information, you can form a clear plan of management actions to effectively overcome the crisis in socio-economic systems. But in order to determine what types of crises affect the activities of socio-economic systems, it is first of all necessary to determine the types of crises in socio-economic systems. The article analyzes the main features of the functioning of today's socio-economic system and the impact of such post-pandemic consequences on it.

Abstract:
Private international air law encompasses the delicate balance of interest between the air carriers and the consumers of their service. This balance is made by states according to their socioeconomic and political conditions. Since these conditions differ among states, another, yet more complex conflict of interests arises between states as to how the interest of air carriers and consumers should be balanced. This difference between states has been, and still is, the biggest obstacle in the way of unifying private international air law.
Giving an overview of the present situation and the possible future implications, this thesis highlights the balance of interest of the successive private international air law instruments and examines the factors that lead thereto. This thesis further analyses the crisis of unified private international air law and the actions taken to confront it by examining the reasons behind it in order to understand the current situation and apprehend the future.

Abstract:
In this paper, we analyse the relation between financial system and financial crises. Our goal is to find how, on the one hand, changes in the financial system affect the prospects for financial crises and, on the other hand, how the occurrence of financial crises shape the core elements of the financial system. We start by defining the financial crisis from three different perspectives. After it, we present the comprehensive history of financial crises that will allow us to continue by drawing some common patterns that are universal. Universal patterns in crises give us the ground for contemplating on some universal policy responses where we again follow different approaches. Taking into account the specifics of modern times and using the young and promising economy based on the blockchain, we are asking the question is this time different?. Analysis of initial development steps in the digital, trustless world gives us the basis for drawing parallels with the reality and the history. Our results suggest that there are many similarities throughout history and between the real and digital world. Instead of providing an exact answer on the question is this time different we conclude that there is a present strong feeling of Deja vu.

This study investigates the cause of the nearly twenty-five year decline in the percentage of U.S. born undergraduates earning degrees in engineering. This dramatic decline has occurred despite incredibly high pay and low unemployment among individuals holding engineering degrees. On the surface, this situation appears to be violating the basic laws of labor-market supply and demand. A system dynamics model was created to represent the institutional forces and feedback loops present in the real-world system. This model internally represents the economic forces governing the choice to pursue science, technology, engineering, and mathematics (STEM) education, distinguishing features of highly quantitative knowledge that constrain its transmission, and factors determining the overall quality of STEM education in our schools. This work presents a theory that high industry pay for STEM workers and low pay for STEM K-12 teachers directly cause long-term labor shortages that are self perpetuating. A scarcity of STEM workers will cause wages to rise as employers bid up the price of those skills in the short-term. Schools are left with fewer qualified and lower quality teachers. This makes labor shortages worse ten to twenty years down the road. The fact that mathematics knowledge is highly sequential with strong dependencies on past-performance exacerbates the situation. Students who fall behind in mathematics find it nearly impossible to catch up.
(cont.) This work explores many societal shifts that occurred in the 1950's through 1980's that could have resulted in the perplexing behavior seen from 1985 until the present day. Finally, policy proposals to correct the situation are simulated in the model to test their ability to move the system in a more positive direction. The system is found to exhibit "tipping point" behavior. Small reforms will have negligible impact while larger reforms have the potential to make the system move into a fundamentally better pattern of behavior, but only after considerable delays. In addition, this work presents a speculative hypothesis for the cause of Kondratieff economic long-waves briefly in an appendix based on unanticipated behaviors present in portions of the model.

Abstract:
Using Kenneth Roberts’ (2002) party-society linkages framework, this study examined the reasons for the decline of the political party system in Bolivia after 2000. The political party system that emerged in 1985 was connected to society primarily through clientelist-based linkages. The economic and political model adopted after the transition to democracy severely debilitated the party system’s capacity to forge linkages with society beyond clientelism. Using interviews, survey data, and primary and secondary documents, the study demonstrated that prolonged economic recession and social change revealed the weaknesses of the linkages connecting the political party system with Bolivian society. It concluded that the party system in Bolivia went into decline because it could not adapt to the country’s changing social landscape after 2000. The highly limited nature of clientelist-based linkages in Bolivia suggests that they were ill-suited to withstand economic recession and social crisis.

Every organization will face a crisis at some point in its history. How well an organization handles the preparation, response and recovery from a crisis is highly dependent on the strength of its leadership and overall design. This thesis develops a framework of five leadership and seven organizational elements necessary for the evaluation of an organization's response during a crisis. Utilizing this framework, interviews were conducted with senior leaders of businesses that successfully navigated tremendous crisis situations. As a result of these interviews, I determined the leadership elements of a strong foundation of support, realistic analysis and a propensity to act had the greatest impact on the success or failure of a leader during a crisis. The organizational elements of leadership support, a strong shared vision, and the ability to think systemically were also determined essential to the effective handling of a crisis. Organizations should dedicate time and resources to cultivate the robust development of these elements as part of their crisis preparation.

Abstract:
The Warsaw Convention represents the unification of important rules concerning private international carriage by air. The international community has agreed on those rules, ever since the appearance of the Warsaw Convention in 1929. Today, it would be chaotic for the air transport industry to operate without such a legal framework. In fact, the Warsaw instruments have been the pillars of harmonized international air transportation. However, the Warsaw System now faces a crisis, due to the fact that participants in the air transport industry consider the Warsaw Convention liability regime obsolete, inadequate and outdated. Both governments and air carriers have reacted against this obstacle by adopting unilateral actions in order to update the liability limits. Some of these unilateral actions have substantially increased the limits of liability; others have even considered their disappearance. In particular, IATA has recently adopted two agreements in which air carriers voluntarily waive the Warsaw Convention limits. At the same time, ICAO has presented for the approval of its Legal Committee, a draft text to modernize the Warsaw System. The intention of this proposal is to replace the Warsaw Convention with a new instrument that would modernize and harmonize the liability regime and other matters.

Abstract:
The main feature of present stage in global economic system development is the overcome of global financial crisis and global financial architecture reformation, which requires anti-crisis adjustment in monetary policy. There are two important issue related to realization of anti-crisis program: the relation of anti-crisis policy nature and purpose to national economic development strategy and final aim of economic policy. The second important issue is elimination of contradictions between national policy (interests) and global values. Abstract:
The global integration demands a theoretical understanding and characterization of anti-crisis management. On the one hand, it is associated with changes, which not only create opportunities, but also raise a number of difficulties, and on the other - with the necessity of a concept, combining different approaches. The globalization has various dimensions. It is the subject of discussion by the researchers of many scientific fields - sociology, economics, geography, politics, international relations, culture, technique and technology, history, demographics and more. The definitions of the specialist of policy and international relations are interpreted as a accelerating and improving transnational nature of the relationship between the partners and establishment an international order with help of the UN and other international organizations. The anti-crisis management is a relatively new area of scientific knowledge. In the process of globalization, changes in economic, political, social and spiritual environment, there are expanding opportunities but also pose serious constraints to its theoretical study and practical application. This paper examining with some aspects of the anti-crisis management in the process of global integration. Clarified are the main requirements for anti-crisis management as a system, as a set of mechanisms and processes, specific technologies and management styles. It discusses factors that determine the effectiveness of anti-crisis management. There is substantiating necessity of interpretation on the need for new specific features in management thinking.

Abstract:
This paper present the findings of an extensive literature review on the housing systems in Germany and Sweden. The literature review majorly focuses on the rental housing sector but also touches upon other segments of the housing market, especially the cooperative housing sector. The report thus provides a general overview and situates the rental sector in the wider context of the overall housing market in the two countries. The paper adds valuable knowledge about the large differences in the post-war responses to the housing shortage in Germany and Sweden. While Sweden responded with a universal off-market approach to housing, (West) Germany implemented a dualist housing system within a social market economy. Despite differences in past solutions, the contemporary problems seem to be similar. The report concludes that, in the search of a response to the current housing crisis, Germany sees a re-emergence of the state, while Sweden’s next moves are uncertain.
