Animal protection has a long tradition in the Hungarian legal system. It can be interpreted as a multi-layer model, but the major approach of animal protection has an administrative nature. Originally, animal protection was interpreted as protecting farm animals as resources. Even though new layers have been evolved, the agricultural-administrative approach remained. The second layer is based on the protection of health and healthy nature. Animals are even protected as part of the natural environment and ecosystem and their protection is part of securing the biodiversity in Hungary. Although a

In the structure of a modern state, the security of any country is based on effectively functioning defense and health systems that ensure stability and a high level of quality of life for citizens. Therefore, the system for ensuring public health should not receive funding on a residual basis, and the mechanism for providing medical care and preventing morbidity should be based on market principles.

There is controversy over whether the public interest litigation clause in Article 70 of the Personal Information Protection Law includes administrative public interest litigation. However, in practice, the administrative public interest litigation mechanism focused on personal information protection has already been explored in the practice of prosecutorial public interest litigation. From a theoretical perspective, administrative public interest litigation for personal information protection has its institutional value, reflected in preventive value, equitable value, and compensatory value.

COVID-19 may have forever changed our world. Given the limited space and air circulation, potential infections on public transportation could be concerningly high. Accordingly, this study has two objectives: (1) to understand air circulation patterns inside the cabins of buses; and (2) to test the impact of different technologies in mitigating viruses from the air and on surfaces inside bus cabins. For the first objective, different devices, metrics and experiments (including colored smoke; videotaping; anemometers; pressure differentials; particle counts; and 3D numerical simulation models) w

Excavation damage continues to be a leading cause of damage to underground facilities. It was cited as the cause in over 15% of all pipeline incidents in 2006. Effective damage prevention programs are necessary to prevent damages to underground facilities and to ensure public health and safety, environmental protection and continuity of vital services. All stakeholders, including the public, share responsibility for and the benefits of damage prevention. Although much has been done to address excavation damage it continues to be a problem. COVID-19 had, and continues to have, a strong negative effect on incomes in Ireland due to widespread job losses as the measures put in place to slow the spread of the disease resulted in severe economic restrictions. Despite the existence of unemployment supports, additional income supports were introduced to protect incomes. As public health restrictions lift and the economy recovers, we face the withdrawal of such supports. We examine these supports and the role they played in supporting incomes. By profiling those who benefitted most from the new schemes, we highlight the groups most at ri

This paper evaluates the impacts of increasing female representation in Bolivian municipal councils on public policy choices and welfare outcomes. By combining detailed administrative panel data on municipal expenditures and revenues together with electoral data, an innovative regression discontinuity design (RDD) is applied. As opposed to previous studies, the RDD approach proposed is unique since it is implemented to systems of proportional representation. Findings indicate that municipalities with women councilors devote more resources to social investments. In particular, women politicians

Housing plays a key role in the integration of beneficiaries of international protection (BIPs). However, past research has shown that BIPs often face significant barriers in accessing housing. Many countries provide supports to access autonomous housing as a result of this. These barriers pose a challenge for BIPs, who can find themselves with limited options to exit institutional or homeless accommodation, as well as for reception systems, which require outflow to accommodate new applicants. Understanding the challenges, barriers, and good practices is therefore a crucial element of the gove

The State Highway Operation and Protection Program (SHOPP) is crucial for maintaining California’s 15,000-mile state highway system, which includes projects like pavement rehabilitation, bridge repair, safety enhancements, and traffic management systems. Administered by Caltrans, SHOPP aims to preserve highway efficiency and safety, supporting economic growth and public safety. This research aimed to develop robust cost-estimating models to improve budgeting and financial planning, aiding Caltrans, the California Transportation Commission (CTC), and the Legislature.
