Abstract:
Internet of Things (IoT) systems are complex systems that can manage mission-critical, costly operations or the collection, storage, and processing of sensitive data. Therefore, security represents a primary concern that should be considered when engineering IoT systems. Additionally, several challenges need to be addressed, including the following ones. IoT systems’ environments are dynamic and uncertain. For instance, IoT devices can be mobile or might run out of batteries, so they can become suddenly unavailable. To cope with such environments, IoT systems can be engineered as goal-driven and self-adaptive systems. A goal-driven IoT system is composed of a dynamic set of IoT devices and services that temporarily connect and cooperate to achieve a specific goal. Several approaches have been proposed to engineer goal-driven and self-adaptive IoT systems. However, none of the existing approaches enable goal-driven IoT systems to automatically detect security threats and autonomously adapt to mitigate them. Toward bridging these gaps, this paper proposes a distributed architectural Approach for engineering goal-driven IoT Systems that can autonomously SElf-adapt to secuRity Threats in their environments (ASSERT). ASSERT exploits techniques and adopts notions, such as agents, federated learning, feedback loops, and blockchain, for maintaining the systems’ security and enhancing the trustworthiness of the adaptations they perform. The results of the experiments that we conducted to validate the approach’s feasibility show that it performs and scales well when detecting security threats, performing autonomous security adaptations to mitigate the threats and enabling systems’ constituents to learn about security threats in their environments collaboratively.

This paper gives two results that show that the dynamics of a time-periodic Lagrangian system on a hyperbolic manifold are at least as complicated as the geodesic flow of a hyperbolic metric. Given a hyperbolic geodesic in the Poincaré ball, Theorem A asserts that there are minimizers of the lift of the Lagrangian system that are a bounded distance away and have a variety of approximate speeds. Theorem B gives the existence of a collection of compact invariant sets of the Euler–Lagrange flow that are semiconjugate to the geodesic flow of a hyperbolic metric. These results can be viewed as a generalization of the Aubry–Mather theory of twist maps and the Hedlund–Morse–Gromov theory of minimal geodesics on closed surfaces and hyperbolic manifolds.

Eagleson’s theorem asserts that, given a probability-preserving map, if renormalized Birkhoff sums of a function converge in distribution, then they also converge with respect to any probability measure which is absolutely continuous with respect to the invariant one. We prove a version of this result for almost sure limit theorems, extending results of Korepanov. We also prove a version of this result, in mixing systems, when one imposes a conditioning both at time 0 and at time $n$.

Knowledge-based systems have often been criticised for the limited theoretical base upon which they are constructed. This view asserts that systems are often developed in an ad hoc, individual way that leads to unmaintainable, unreliable and non-rigorous systems. The last decade, however, has seen an increased effort to produce methodologies to counter this view as well as continued research into validation and verification techniques. This paper presents a brief discussion of some of the important research in knowledge-based system life cycles and development methods. Methodologies are considered and are discussed in light of two sets of quality assurance criteria.

This article considers problems arising from conventional techniques used to diagnose faults in the rolling-element bearings of rotor-bearing systems, with dampers used in centrifugal milk processing machinery. Such machines include milk separators and related processing machinery. The article asserts that where the rotor-bearing system is equipped with vibration dampers, conventional fault diagnostic measurements produce inadequate results. Hence, for rotor-bearing systems of this type, this article suggests a different way to diagnose faults in bearings and monitor conditions.

Les suspensions magnétiques permettent la lévitation d'un corps sans contact. Un mobile peut ainsi être déplacé à grande vitesse sans engendrer de frottement ni d'usure. Les applications de ces systèmes sont essentiellement circulaires (turbines, volant d'inertie, centrifugeuse, machine outils. . . ) mais peuvent ainsi être linéaires (train. . . ). Les suspensions magnétiques sont déjà utilisées dans l'industrie mais leur prix de revient, dû à l'asservissement de tous les degrés de liberté de la partie suspendue, freine leur expansion. L'étude porte sur les suspensions magnétiques dont une partie des degrés de liberté est contrôlé par des paliers autonomes à aimants permanents. Les associations de paliers permettant de réaliser une suspension sont décrites ainsi que les motorisations possibles et les systèmes d'amortissement. La réalisation d'un prototype a mis en évidence les avantages et les inconvénients d'une suspension ne possédant qu'un seul axe asservi

Cette thèse concerne principalement l'intégration des fonctionnalités d'un système de vision avec celles d'un système robotique. Cette intégration apporte beaucoup d'avantages pour l'interaction d'un robot avec son environnement. Dans un premier temps, nous nous intéressons aux aspects de modélisation. Deux sujets liés à cette modélisation ont été traités : i) le calibrage caméra/pince et ii) la localisation caméra/objet. Pour le premier, nous proposons une méthode de calibrage non linéaire qui s'avère robuste en présence des erreurs de mesure ; pour le second, nous proposons une méthode linéaire très rapide et bien adaptée aux applications temps-réel puisqu'elle est basée sur des approximations successives par une projection para-perspective. Dans un deuxième temps, nous nous intéressons au contrôle visuel de robots. Nous adaptons la méthode "commande référencée capteur" à une caméra indépendante du robot asservi. De plus, dans le cas d'un positionnement relatif, nous montrons que le calcul de la position de référence ne dépend pas de l'estimation explicite des paramètres intrinsèques et extrinsèques de la caméra. Pour une tâche donnée, le problème de la commande peut alors se traduire sous la forme d'une régulation d'une erreur dans l'image. Nous montrons que la localisation temps-réel caméra/robot améliore le comportement dynamique de l'asservissement. Cette méthode de contrôle a été expérimentée dans la réalisation de tâches de saisie avec un robot manipulateur à six degrés de liberté. Toutes les méthodes proposées sont validées avec des mesures réelles et simulées<br>The integration of computer vision with robot control is the concern of this thesis. This integration has many advantages for the interaction of a robotic system with its environment. First, we are interested in the study of calibration methods. Two topics are treated : i) hand/eye calibration and ii) object pose. For the first, we developed a nonlinear method that seems to be very robust with respect to measurement errors; for the second, we developed an iterative para-perspective pose computation method that can be used in real-time applications. Next we are interested in visual servo control and extend the well known method "image-based servoing" for a camera that is not attached to the robot being serv(o)(e)d. When performing relative positioning, we show that the computation of the goal features do not depend on an explicit estimate of the camera intrinsic or extrinsic parameters. For a given task, the robot motions are computed in order to reduce a 2D error to zero. The central issue of any image-based servoing method is the estimation of the image Jacobian. We show the advantage of using an exact image Jacobian with respect to the dynamic behaviour of the servoing process. This control method is used in automatic object grasping with a 6 DOF robot manipulator. All the methods presented in this thesis are validated with real and simulated data

Socrate est un tuteur intelligent qui place l'eleve en situation de diagnostic, en lui offrant les moyens d'utiliser les etapes cles du raisonnement hypothetico-deductif et en l'aidant a les appliquer. Les concepts fondamentaux a transmettre a l'apprenant se resument en trois points cles: proceder de maniere hypothetico-deductive, effectuer le diagnostic par niveaux fonctionnels, minimiser le cout du diagnostic. L'objectif d'enseignement d'une methode rationnelle de diagnostic de pannes d'equipements complexes implique la realisation de trois composants: un module expert de diagnostic, un module d'explication, et un module pedagogique. Le constat: tant que la methode n'est pas acquise, on ne sait pas si l'on teste la connaissance ou la methode, conduit a bien differencier les connaissances propres au domaine et les connaissances propres a la methode. Ceci impose pour le module expert des modes de fonctionnement particuliers, une representation structuree de ses connaissances, et une demarche de raisonnement hypothetico-deductive proche de celle de l'etre humain. La representation des connaissances en terme de concepts est necessaire pour une explication comprehensible du raisonnement, et de l'etat des entites diagnostiques (tests et hypotheses). L'enseignement progressif amene a analyser les difficultes intrinseques a l'apprentissage du diagnostic. Le module pedagogique conduit le dialogue avec l'eleve, selon une strategie pedagogique representee sous forme de regles, independante de l'equipement a depanner. Il tient compte du modele de l'eleve qu'il met a jour, des concepts a enseigner, et de l'etat courant des entites diagnostiques. L'enseignement individualise conduit a evaluer le progression de l'eleve et a choisir une strategie pedagogique adaptee. A l'origine, prevue pour prendre en compte des incertitudes non structurees et pour garantir des marges de stabilite multivariables en retour de sortie, l'optimisation h-inifini peut prendre en compte une classe plus vaste de problemes, avec une methodologie adequate dont nous presentons le noyau originel. C'est dans cette optique que nous avons travaille: comment poser un probleme d'optimisation h-infini et comment prendre en compte des incertitudes de type parametrique et/ou des non linearites separables ? nous presentons des outils et des methodes permettant d'aborder cette question. Nous abordons egalement le probleme de la representation standard. Nous donnons une methode d'obtention d'une representation standard utilisable dans de nombreux cas, en particulier lorsque nous disposons d'une representation graphique minimum sous forme de schema blocs. Une approche algebrique de la forme standard est egalement developpee, permettant de definir une notion de representation standard de toute expression algebrique. Ces travaux sont appliques, avec succes, a un benchmark choisi par le groupe de recherche automatique et electrotechnique du cnrs, ainsi qu'a une application industrielle, ayant pour objet la regulation en position d'un palier magnetique. Cette derniere a mene au developpement d'un systeme de synthese de type cao. Enfin l'etude d'un cas plus academique, mais regroupant tous les differents types de problemes rencontres, permet au lecteur de situer le role que doivent jouer les differents concepts et outils utilises dans le cadre d'une application

Les travaux présentés, dans ce mémoire, concernent l'étude de la détection et de la localisation de défauts de fonctionnement de capteurs ou d'actionneurs de systèmes continus en régime dynamique. Après un rappel sur la notion de détection, nous présentons différentes approches du diagnostic en insistant plus particulièrement sur les méthodes utilisant la rebondance analytique. Un bref aperçu de la théorie de la réconciliation de données est exposée. Différentes méthodes permettant une estimation simultanée des états et des commandes (état généralisé) sont présentées dans le cas général, c'est-à-dire dans le cas où toutes les grandeurs ne sont pas nécessairement mesurées. La solution proposée donne une estimation en temps diffère, car du point de vue temps et volume de calcul, son application directe s'avère inexploitable. A partir de la formulation du problème d'estimation, nous donnons des solutions adaptées à un traitement en ligne sous deux formes. La première forme montre que l'estimation est une fonction linéaire des mesures antérieures. La seconde forme est récursive, la solution à l'instant courant est fonction de celle obtenue à l'instant précédent. Pour cette seconde forme, nous utilisons la formulation des systèmes singuliers pour l'estimation de l'état et de la commande. Ces méthodes sont comparées sur des exemples permettant de mieux cerner les avantages et les inconvénients de chacune d'entre elles pour une application au diagnostic. Nous présentons ensuite, compte tenu du choix de l'estimateur à fenêtre glissante, une stratégie de détection et de localisation de défaut de capteurs ou d'actionneurs. La sensibilité de l'estimateur vis-à-vis des incertitudes de modèle est alors abordée. Nous développons ensuite une fonction de localisation de l'élément défaillant. L'application à deux systèmes réels: un pendule inversé et un procède hydraulique, montre les bonnes qualités de notre stratégie

Les systèmes de communication prennent de nos jours une importance de plus en plus prépondérante dans tous les aspects de la vie courante et les exigences de connectivité se retrouvent dorénavant dans de très nombreux projets. Ces besoins de connexion exigent des débits de communication ainsi que des taux de couverture de plus en plus importants, poussant de ce fait vers l’utilisation de systèmes de communication par satellite (SATCOM). Les applications envisagées n’étant pas limitées à des installations fixes, celles-ci demandent de pouvoir assurer une communication par satellite depuis un porteur en mouvement. Il est donc nécessaire d’utiliser des servomécanismes de positionnement de l’antenne de façon à assurer un pointage correct de l’antenne vers le satellite. Ces positionneurs sont donc asservis de façon à orienter la ligne de visée de l’antenne vers le satellite, avec une erreur angulaire de l’ordre du dixième de degré. Cette précision a pour conséquences certaines exigences fortes sur la conception. Ces contraintes imposent l’utilisation de composants de qualité supérieure, des études mécaniques poussées ainsi que des réglages propres à chaque positionneur après assemblage. Dans le cadre de ces travaux de thèse, une stratégie de pointage différente de l’état de l’art a été conçue. Cette stratégie, nommée Helios (Hybrid Estimator of Line Of Sight), permet de lever certains verrous scientifiques spécifiques. Notamment, elle permet une diminution des performances requises de l’asservissement en position de l’antenne en fournissant une trajectoire plus facile à suivre. Cela permet une diminution des contraintes de conception, notamment mécaniques (frottements, raideurs …). Cela est rendu possible par une meilleure estimation de la direction à pointer, utilisant un plus grand nombre de mesures, sans introduire de retard dans l’estimation. Les moyens d’essais de Thales ont permis d’effectuer des essais expérimentaux sur des prototypes industriels. Ainsi, la stratégie est testée en simulation et en expérimentation sur un hexapode simulant un porteur, permettant un recalage du modèle de simulation à partir de données expérimentales. C’est ainsi que la stratégie est validée en conditions opérationnelles. Afin de réaliser ces tests expérimentaux, une étape de mise en place du moyen d’essais a été réalisée. Notamment, les outils de communication ont été mis au point (bus de terrains, liaisons série …). L’asservissement en position de la station a été réalisé à partir d’une identification non-paramétrique en boucle fermée du mécanisme. L’intégration de la station complète a été réalisée, permettant ainsi les tests en extérieur, sur un hexapode<br>In military and civil application, satellite communications (SACTOM) are often needed on moving vehicles (drones, planes, land vehicles, vessels…) in order to transfer all kind of data (pictures, videos, internet …). These types of stations are called SATCOM On The Move (SOTM). In order insure high data rates, the antenna must be directional, which means that they direct electro-magnetic waves in a particular direction of space, called line of sight. The line of sight must be steered in order to be aligned with the satellite to insure a strong communication link with the highest data rate possible. Stabilized platforms, called Antenna Positioning System, aim to steer the antenna’s line of sight in the satellite direction. The pointing requirements are the source of conception constraints that reduce the cost efficiency of the overall station. This PhD report focus on the development and the study of a new pointing strategy called Helios (“Hybrid Estimator of LIne Of Sight”). This algorithm uses least squares to found the antenna pattern in real time, using an observation window. Among others, it allows to reduce the bandwidth of the control loops by generating a trajectory easier to follow. Therefore, it decreases the conception constraints (friction, backlash, field bus data rate …). Helios is tested through experimentation, using Thales industrial prototypes. The vehicle is emulated by a hexapod. Simulation is carried out in order to fit the measured experimental behavior. To do so, parametrical and non-parametrical identification has been done on the SOTM prototype. This way, Helios is validated and studied in operational conditions

La conception de circuit à très faible tension d'alimentation est un moyen depuis longtemps connu pour diminuer la consommation d'énergie des circuits pour un même service rendu [VITTOZ weak inversion]. La faible tension permet de gagner à la fois en courant de fuite [K ROY leakage] et surtout en courant dynamique qui reste la partie de l'énergie consommée la plus ardue a maîtriser. Elle s'accompagne d'un délai multiplié par plusieurs ordres de grandeur et une sensibilité accrue aux variations de paramètres des dispositifs. Cette variation étant plus grande dans les technologies récentes, la conception à très faible tension était jusqu'à récemment limitée aux nœuds technologiques en deçà de 40nm, mais des avancées récentes en technologie 32nm ont été publiés [TI ISSCC2011]. Un premier travail de thèse [ABOUZEID PhD], a permis de confirmer la faisabilité de la conception de circuit ULV. Two major work are proposed: an adaptive techniques that allow to enhance the performance of designs that leverage aggressive voltage scaling. we fully exploits the FD-SOI 28nm technology dual gate capabilities to both attain optimal power efficiency points and compensate for gradual changes in overall device performance due to process, voltage, and temperature variations. Our proposed compensation Unit system is a fully-digital error-prediction solution providing a compromise between industry reliability requirements and manufacturing guard-band reduction with low-invasiveness and post-silicon tunability. Critical-Paths timing monitors are distributed across the processor and tuned to match the closest critical paths. A programmable workload emulator allows to adapt and take into account the processor tasks. Generated warning Flags due to V-T variations are analyzed based on an adjustable warning rate and body bias is adapted correspondingly. Based on the operation voltage, either fine or coarse body biasing can be activated for compensation. The second part of this thesis addresses on-chip temperature monitoring that plagues aggressively voltage scaled ASICs. We propose to closely monitor temperature fluctuations at low-voltage but also hot-spot detection at nominal and over-drive supply voltage conditions

Afin d'étudier la faisabilité de la technologie ADS (« Accelerator Driven System ») pour la transmutation des déchets hautement radiotoxiques le projet MYRRHA (« Multi-purpose hYbrid Research Reactor for High-tech Applications ») a pour objectif la construction d'un démonstrateur de réacteur hybride (50 à 100 MWth). Pour cela le réacteur sous-critique nécessite un accélérateur de forte puissance délivrant un faisceau continu de protons (600 MeV, 4mA), avec une exigence de fiabilité très élevée. La solution de référence retenue pour cette machine est un accélérateur linéaire supraconducteur. Ce mémoire de thèse décrit le travail de recherche - entrepris depuis octobre 2008 à l'IPN d'Orsay - portant sur la conception et la mise au point d'un module supraconducteur et des systèmes de régulation associés à sa cavité accélératrice, pour la partie haute énergie de l’accélérateur. Dans un premier temps, le design et l’optimisation de cavités accélératrices 5-cellules (β=0,65), fonctionnant à la fréquence de 704,4 MHz, sont présentés. Ensuite, la partie expérimentale se concentre sur l’étude de fiabilité du « cryomodule » prototype accueillant une cavité elliptique 5-cellules (β=0,47). Au cours de cette étude on s’est notamment attaché à mesurer et à caractériser le comportement dynamique du système d’accord. Les problématiques de maintient du « plat de champ » dans les cavités multi-cellules « bas béta » ont aussi été mises en évidence. Enfin, une analyse sur la tolérance aux pannes de l’accélérateur linéaire a été menée. Dans ce but, une modélisation de la cavité, de sa boucle de régulation RF (radiofréquence) et de la boucle de contrôle de son système d'accord, a été développée afin d'étudier les comportements transitoires de cet ensemble. Cette étude a permis de chiffrer les besoins en puissance RF et les performances requises du système d’accord et de démontrer la faisabilité d’un réglage rapides des cavités supraconductrices afin de minimiser le nombre d’arrêts faisceau dans le linac de MYRRHA<br>The MYRRHA ( Multi-purpose hYbrid Research Reactor for High-tech Applications ) project aims at constructing an accelerator driven system (ADS) demonstrator (50 à 100 MWth) to explore the feasibility of nuclear waste transmutation. Such a subcritical reactor requires an extremely reliable accelerator which delivers a CW high power protons beam (600 MeV, 4 mA). The reference solution for this machine is a superconducting linear accelerator. This thesis presents the work - undertaken at IPN Orsay in October 2008 - on the study of a prototypical superconducting module and the feedback control systems of its cavity for the high energy part of the MYRRHA linac. First, the optimization and the design of 5-cell elliptical cavities (β=0,65), operating at 704.4 MHz, are presented. Then, the experimental work focuses on a reliability oriented study of the “cryomodule” which hold a prototypical 5-cell cavity (β=0,47). In this study, the dynamic behavior of the fast tuning system of the cavity was measured and qualified. The “field flatness” issue in “low beta” multi-cell cavity was also brought to light. Finally, a fault-tolerance analysis of the linac was carried out. Toward this goal, a model of the cavity, its RF feedback loop system and its tuning system feedback loop was developed. This study enabled to determine the RF power needs, the tuning system requirements and as well as to demonstrate the feasibility of fast fault-recovery scenarios to minimize the number of beam interruptions in the MYRRHA linac

The overtly secular state of Singapore has unapologetically maintained an interventionist approach to governance in the realm of religion. Islam is particularly managed by the state. Muslim activists thus have to meticulously navigate these realities – in addition to being a minority community – in order to maximize their influence in the political system. Significantly, Muslim activists are not a monolith: there exists a multitude of political and theological differences amongst them. Islam in a Secular State: Muslim Activism in Singapore analyses the following categories of Muslim activists: Islamic religious scholars (ulama), liberal Muslims, and the more conservative-minded individuals. Due to constricting political realities, many activists attempt to align themselves with the state, and call upon the state to be an arbiter in their disagreements with other factions. Though there are activists who challenge the state, these are by far in the minority, and are typically unable to assert their influence in a sustained manner. The author draws upon his own experiences as a researcher and as someone who was involved in some of the discourses explored in this book.

It presents evidence from numerous studies of grammaticalization that show bound morphemes developing from full lexical words which reduce phonetically and fuse with other words, and it asserts that Arabic verb patterns are the result of a similar process. It also argues that once created, verb patterns become associated with abstract relational structures, allowing them to be employed in a wider range of contexts. The chapter discusses the role of analogy and linguistic categorization in shape-invariant morphology, and illustrates how derivation within this system reflects a cognitive operation termed conceptual blending. The final section discusses directions for further research.

We derive the category-theoretic backbone of quantum theory from a process ontology. More specifically, we treat quantum theory as a theory of systems, processes, and their interactions. We first present a general theory of diagrams, and in particular, of string diagrams, and discuss why diagrams are a very natural starting point for developing scientific theories. Then we define process theories, and define a very general notion of quantum type. We show how our process ontology enables us to assert causality, that is, compatibility of quantum theory and relativity theory, prove the no-signalling theorem, provide a new elegant derivation of the no-broadcasting theorem, unitarity of evolution, and Stinespring dilation, all for any `quantum' type in a general class of process theories.

AbstractWhen a proof system checks a formal proof, we can say that its kernel asserts that the formula is a theorem in a particular logic. We describe a general framework in which such assertions can be made globally available so that any other proof assistant willing to trust the assertion’s creator can use that assertion without rechecking any associated formal proof. This framework, called DAMF, is heterogeneous and allows each participant to decide which tools and operators they are willing to trust in order to accept external assertions. This framework can also be integrated into existing proof systems by making minor changes to the input and output subsystems of the prover. DAMF achieves a high level of distributivity using such off-the-shelf technologies as IPFS, IPLD, and public key cryptography. We illustrate the framework by describing an implemented tool for validating and publishing assertion objects and a modified version of the Abella theorem prover that can use and publish such assertions.

A principle of welfare conditionality asserts that eligibility to basic, publicly provided, welfare benefits and services should be dependent on an individual first agreeing to meet particular compulsory responsibilities or patterns of behaviour. Drawing on data generated in 55 semi structured interviews, this chapter explores the competing normative/ethical frameworks that policy stakeholders use to justify their support for, or opposition to, the welfare conditionality that is now embedded in UK social benefit policy. Despite certain reservations about its ongoing, many policy stakeholders routinely support conditionality within social security systems through a combination of contractual and paternalistic ethical frameworks. The relative lack of narratives which assert entitlement to social security based on human rights or citizenship status is striking. It is concluded that the highly conditional, contractual/paternalistic vision of social security endorsed by the majority of policy stakeholders interviewed is incompatible with the Republican theories of non-domination.

The Florentine partnership system was a legally decentralized “network star” organizational form for doing diversified business in international trade and finance and in domestic textile manufacturing. The dominant relational language within this new Renaissance elite, in politics, in marriage, in business, and in art, was patronage.

Automated decision support systems with high stake decision processes are frequently controversial. The Online Compliance Intervention (herewith “OCI” or “RoboDebt”) is a system of compliance implemented with the intention to facilitate automatic issuance of statutory debt notices to individuals, taking a receipt of welfare payments and exceeding their entitlement. The system appears to employ rudimentary data scraping and expert systems to determine whether notices should be validly issued. However, many individuals that take receipt of debt notices assert that they were issued in error. The commentary on the system has resulted in a lot of conflation of the system with other system types and caused many to question the role of decision of support systems in public administration given the potentially deleterious impacts of such systems for the most vulnerable. The authors employ a taxonomy of Robotic Process Automation (RPA) issues, to review the OCI and RPA more generally. This paper identifies potential problems of bias, inconsistency, procedural fairness, and overall systematic error. This research also considers a series of RoboDebt specific issues regarding contractor arrangements and the potential impact of the system for Australia's Indigenous population. The authors offer a set of recommendations based on the observed challenges, emphasizing the importance of moderation, independent algorithmic audits, and ongoing reviews. Most notably, this paper emphasizes the need for greater transparency and a broadening of criteria to determine vulnerability that encompasses, temporal, geographic, and technological considerations.

Abstract The processes used in managing protective system equipment failures in the commercial nuclear power setting are reviewed. We assert that efficacy of protection is governed by maintenance policy that includes system modification, maintenance inter-arrivals as a function of time, and upset inter-arrivals as a function of time; we further assert that such a maintenance policy is the one used in nuclear power plant protective systems. Observations described in this article bear on the impact of time-dependent activities, associated with maintenance policy, as they relate to endogenous and exogenous upset inter-arrival times. We describe why methods evaluating maintenance policy reliant on combinatorial logic, such as Probabilistic Risk Assessment (PRA), fault trees, or event trees, may lead to ineffective maintenance policy decision-making for protective system efficacy, and we show why this is true. Recommendations for maintaining effective protections, and connections to engineering maintenance practice and regulations are made based on the implications that come from our observations. The importance of the issues described is that relationship of design, maintenance, and repair policies must be properly understood and taken into account by process owners, operators, and investors as well as regulators, who manage protections in hazardous processes.

Koopman theory asserts that a nonlinear dynamical system can be mapped to a linear system, where the Koopman operator advances observations of the state forward in time. However, the observable functions that map states to observations are generally unknown. We introduce the Deep Variational Koopman (DVK) model, a method for inferring distributions over observations that can be propagated linearly in time. By sampling from the inferred distributions, we obtain a distribution over dynamical models, which in turn provides a distribution over possible outcomes as a modeled system advances in time. Experiments show that the DVK model is effective at long-term prediction for a variety of dynamical systems. Furthermore, we describe how to incorporate the learned models into a control framework, and demonstrate that accounting for the uncertainty present in the distribution over dynamical models enables more effective control.

The modern understanding of the state as a complex social system allows us to assert that its resilience is based on ensuring systemic homeostasis as a stabilizing dynamic mechanism for resolving contradictions arising in society associated with the threat of losing control over the processes of public administration and legal regulation. Public administration is a kind of social management that ensures the organization of social relations and processes, giving the social system the proper coordination of actions, the necessary orderliness, sustainability and stability. The problem of state resilience is directly related to the resilience of state (public) administration requires a «breakthrough in traditional approaches» and recognition of «the state administration system as an organic system, the constituent parts and elements of which are diverse and capable of continuous self-development». Within the framework of the «organizational point of view» on the control methodology, there are important patterns and features that determine the viability and resilience of public administration and regulation processes in the state and society. These include: W. Ashby's cybernetic law of required diversity: for effective control, the degree of diversity of the governing body must be no less than the degree of diversity of the controlled object; E. Sedov’s law of hierarchical compensations: in complex, hierarchically organized and networked systems, the growth of diversity at the top level in the structure of the system is ensured by a certain limitation of diversity at its lower levels; St. Beer’s principle of invariance of the structure of viable social systems. This SIPRI Research Policy Paper examines the interconnectedness of food insecurity, climate and environmental pressures, and violent conflict, proposing strategies to enhance peacebuilding within integrated climate-resilient food security interventions. It asserts that collaborative, multisectoral programming among humanitarian, development and peacebuilding stakeholders is essential to disrupt vicious circles of food insecurity, climate challenges and conflict. Such programming should not only incorporate activities from the food security, climate adaptation and peacebuilding fields, but also seize opportunities to bolster the sustainability of food systems. To support integrated approaches, structures rewarding collaboration and innovative financing mechanisms are necessary, along with institutionalized cooperation and area-based programming. Additionally, potential peace outcomes in integrated interventions must be clearly articulated through evidence-based theories of change, which are monitored and evaluated. To magnify peacebuilding impacts, interventions should transcend traditional community, administrative or political boundaries, embrace a long-term vision and engage government actors wherever feasible.

In recent years, we can notice a significant increase in psychosomatic disorders among borderline mental pathology, which are reasonably considered “the pathology of modern civilization”. The purpose of this study is to identify the relationship between psychosomatic disorders and the affective disorders of the personality. The study used the following methods: a diagnostic conversation and analysis of medical documents with the results of clinical examination, a scale for psychological express diagnostics of semi-structured depressive disorders (based on MMPI), a self-assessment scale by Ch.D. Spielberger - Yu.L. Hanin, Toronto Alexithymia Scale (TAS). Statistical methods of processing the empirical research results in the SPSS 22.0 program: descriptive statistics, correlation analysis (p-Spearman’s rank correlation). As a result of the study we can assert that psychosomatic disorders in respondents in the form of functional pathology of various organs and systems are connected with affective disorders in the form of moderate or severe depression of a neurotic level of various origins, alexithymia and high personal anxiety.

In this paper we analyze the relationship between hot topics in economic development such as global knowledge pipelines (GKP), tacit knowledge (TK) and social capital (SC). In particular, echoing the work of Gertler (2003) and Bathelt et al. (2004) we stress that GKPs are important not only as conveyors of codified knowledge, but also of TK. In this paper, we make two additional operations; the first is extending the concept of TK to include systematically the concept of SC. Traditionally, TK tends to be conceived as individual experiential knowledge based on practice, in a way part of the human capital embodied in the highly-skilled individual expert. We’d rather include here also collective pools of social knowledge otherwise called SC since TK can be created and later transferred by wider communities. In this operation we benefit from Blacklers (2002) typology of knowledge that appropriately includes aspects of localized SC in the form of ‘encultured’ and ‘embedded knowledge’. In the second operation we extend Williams argument (2007) on the richness of migrants’ codified and tacit knowledge; in fact, we assert that TK flows do not rely only upon highly knowledgeable economic agents such as scientists, engineers and top managers, but on a broader spectrum of individual and collective agents that are and/or can be part of competitive GVC/GPN/GKP. This discussion has special importance for local production systems (LPS) such as clusters and districts, where TK flows and SC are transforming dramatically, thus need more thorough theoretical frameworks to represent these changing socioeconomic scenarios, as well as their real constraints and opportunities.

“Are private schools better than public schools?” This ubiquitous debate in low- and middle-income countries is the wrong one to have. The foreword and three essays collected in this Forum each explore how to move past the stuck “public vs. private” binary. Jason Silberstein is a Research Fellow at RISE. His foreword is titled “A Shift in Perspective: Zooming Out from School Type and Bringing Neighborhood Education Systems into Focus.” It summarizes the current state of the “public vs. private” debate, outlines an alternative approach focused on neighborhood education systems, and then synthesizes key findings from the other essays. Jishnu Das has conducted decades of research on school systems in low-income countries, including in Zambia, India, and Pakistan. His essay is titled “The Emergence and Consequence of Schooling Markets.” It describes exactly what schooling markets look like in Pakistan, including the incredible variance in school quality in both public and private schools within the same village. Das then reviews the evidence on how to engineer local education markets to improve learning in all schools, including polices that have underdelivered (e.g., vouchers) and more promising policies (e.g., finance and information structured to take advantage of inter-school competition, and a focus on the lowest performing public schools). Das’ research on Pakistan is available through leaps.hks.harvard.edu, which also houses the data and documentation for the project. Lant Pritchett writes from a global lens grounded in his work on systems thinking in education. His essay is titled “Schooling Ain’t Just Learning: Controlling the Means of Producing Citizens.” It observes that governments supply, and families demand, education for many reasons. The academic emphasis on one of these reasons, producing student learning, has underweighted the critical importance of other features of education, in particular the socialization function of schooling, which more persuasively explain patterns of provision of both public school and different kinds of private schools. With this key fact in mind, Pritchett argues that there is a strong liberty case for allowing private schools, but that calls for governments to fund them are either uncompelling or “aggressively missing the point”. Joanna Härmä has done mixed-methods research on private schools across many cities and rural areas in sub-Saharan Africa and India, and has also founded a heavily-subsidized private school in Uttar Pradesh, India. Her essay responds to both Das and Pritchett and is titled “Why We Need to Stop Worrying About People’s Coping Mechanism for the ‘Global Learning Crisis’—Their Preference for Low-Fee Private Schools”. It outlines the different forces behind the rise of low-fee private schools and asserts that both the international development sector and governments have failed to usefully respond. Policy toward these private schools is sometimes overzealous, as seen in regulatory regimes that in practice are mostly used to extract bribes, and at other times overly solicitous, as seen in government subsidies that would usually be better spent improving the worst government schools. Perhaps, Härmä concludes, “we should leave well enough alone.”

Existing and emerging applications of artificial intelligence in armed conflicts and other systems reliant upon war algorithms and data span diverse areas. Natural persons may increasingly depend upon these technologies in decisions and activities related to killing combatants, destroying enemy installations, detaining adversaries, protecting civilians, undertaking missions at sea, conferring legal advice, and configuring logistics. In intergovernmental debates on autonomous weapons, a normative impasse appears to have emerged. Some countries assert that existing law suffices, while several others call for new rules. Meanwhile, the vast majority of efforts by States to address relevant systems focus by and large on weapons, means, and methods of warfare. Partly as a result, the broad spectrum of other far-reaching applications is rarely brought into view. One normatively grounded way to help identify and address relevant issues is to elaborate pathways that States, international organizations, non-state parties to armed conflict, and others may pursue to help secure greater respect for international law. In this commentary, I elaborate on three such pathways: forming and publicly expressing positions on key legal issues, taking measures relative to their own conduct, and taking steps relative to the behavior of others. None of these pathways is sufficient in itself, and there are no doubt many others that ought to be pursued. But each of the identified tracks is arguably necessary to ensure that international law is — or becomes — fit for purpose. By forming and publicly expressing positions on relevant legal issues, international actors may help clarify existing legal parameters, pinpoint salient enduring and emerging issues, and detect areas of convergence and divergence. Elaborating legal views may also help foster greater trust among current and potential adversaries. To be sure, in recent years, States have already fashioned hundreds of statements on autonomous weapons. Yet positions on other application areas are much more difficult to find. Further, forming and publicly expressing views on legal issues that span thematic and functional areas arguably may help States and others overcome the current normative stalemate on autonomous weapons. Doing so may also help identify — and allocate due attention and resources to — additional salient thematic and functional areas. Therefore, I raise a handful of cross-domain issues for consideration. These issues touch on things like exercising human agency, reposing legally mandated evaluative decisions in natural persons, and committing to engage only in scrutable conduct. International actors may also take measures relative to their own conduct. To help illustrate this pathway, I outline several such existing measures. In doing so, I invite readers to inventory and peruse these types of steps in order to assess whether the nature or character of increasingly complex socio-technical systems reliant upon war algorithms and data may warrant revitalized commitments or adjustments to existing measures — or, perhaps, development of new ones. I outline things like enacting legislation necessary to prosecute alleged perpetrators of grave breaches, making legal advisers available to the armed forces, and taking steps to prevent abuses of the emblem. Finally, international actors may take measures relative to the conduct of others. To help illustrate this pathway, I outline some of the existing steps that other States, international organizations, and non-state parties may take to help secure respect for the law by those undertaking the conduct. These measures may include things like addressing matters of legal compliance by exerting diplomatic pressure, resorting to penal sanctions to repress violations, conditioning or refusing arms transfers, and monitoring the fate of transferred detainees. Concerning military partnerships in particular, I highlight steps such as conditioning joint operations on a partner’s compliance with the law, planning operations jointly in order to prevent violations, and opting out of specific operations if there is an expectation that the operations would violate applicable law. Some themes and commitments cut across these three pathways. Arguably, respect for the law turns in no small part on whether natural persons can and will foresee, understand, administer, and trace the components, behaviors, and effects of relevant systems. It may be advisable, moreover, to institute ongoing cross-disciplinary education and training as well as the provision of sufficient technical facilities for all relevant actors, from commanders to legal advisers to prosecutors to judges. Further, it may be prudent to establish ongoing monitoring of others’ technical capabilities. Finally, it may be warranted for relevant international actors to pledge to engage, and to call upon others to engage, only in armed-conflict-related conduct that is sufficiently attributable, discernable, and scrutable.
