Full textFollowing the example of numerous African countries, the Gabon, is for more than ten years, the receptacle of an intense activity with variable polarization on the new technologies of information and the communication. In fact, It succumbed as the others, in the charm of paradigm of the dominant development of the societies of this beginning of XXIth century: the Information society the World Summit of which on the Information society (SMSI) of Geneva in 2003 was the crowning of a global mobilization. Without, beyond the overflowing excitement which resulted from it, political speeches of numerous actors, declarations of good intentions and leading projects " information society and ICT " which succeeded one another, the numerous geopolitical stakes conveyed by the geographical problem of the insertion of the ICT delay being perceived as such. Indeed, the geopolitics of the insertion of the ICT in the Gabon reveals a symbolic bicéphalisme become structuring: residual political action share and instrumentalisation ICT, striking modernity and outdatedness of infrastructures, socio-territorial dynamics of the accesses and the equivalent spatial disparities. It is in this uncertain political executive, that was paradoxically evoked the ambition of the Gabon to become a digital major pole. Now, in a Gabon in search of perspectives of development, the accesses to the mobile telephony, the internet access, the manners for all, the formation in the manners and their corollary (infrastructures, equipments, etc. ) are only an interface. They are supposed to feed a political project of deployment of the ICT including an industrial dimension of the services within the framework of a science park with sub-regional vocation. It is the prize of a real regional leadership High Tech and especially a "other" participation in the globalization and in the information society

Full textThe use of a Gabor frame based decomposition of source fields allows the representation of radiated fields as a superposition of shifted and rotated Gaussian beams. Their tracking through multiple reflexions and transmissions is straightforward owing to Gaussian beams asymptotic properties. Fields can then be evaluated by summation of analytic terms representing transformed Gaussian beams. The method is applied for indoor propagation channel characterization at 60 GHz. Simulations of amplitude-delay profiles are performed, and channel characteristics, such as mean excess delay and RMS delay spread, are extracted from these profiles. A measurement campaign has been carried out in order to validate the proposed method. A formulation in the time domain is proposed, where pulsed beams are launched from the source. Such a formulation should enhance computational efficiency for non stationary or ultra wide band channel characterizations

Full textThe subject concerns the management of the Information systems and Telecommunications. I propose a detailed description of various topologies of inter-connection and security. I propose a modelisation of the information processing systems, to study the behavior of the systems on models and not on the system itself. I present an innovating solution based on the concept of IP collect and Multi operator routing, using the XDSL technologies of infrastructure operators, to the router in a centralized site. I propose project guidelines and methodology intended to provide a common framework covering the control of the fundamental processes and their organizational and technical impacts on the deployment in companies

Full textTHE RAPID URBAN GROWTH IN THE LAST THIRTY YEARS HAS BEEN THE MOST OUTSTANDING FUTURE OF LIBREVILLE'S TRANSFORMATION. IT IS CHARACTERIZED BY A MARKED POPULATION CONCENTRATION AND A SPECTACULAR SPATIAL EXPANSION MAINLY DUE TO MIGRATORY MOVEMENTS. HOWEVER, THE CONTINOUS, MASSIVE AND DISORDERLY POPULATION INFLOW INTO THE URBAN AREAS HAS CAUSED THE PROLIFERATION OF UNDER-INTEGRATED DISTRICTS, DENSELY BUILT AND INSALUBRIOUS. MOST MIGRANTS FIND THEMSELVES WANTING IN SERVICED PARCELS AND ARE THESE OBLIGED TO COLONIZE NON AEDIFICANDI, UNSERVICEABLE AREAS. AS A RESULT, THERE OCCURS A PHENOMENON OF DISPROPORTIONATE AND ANARCHICAL SPATIAL GROWTH, THAT IS ENCOURAGED BY LAND SPECTACULORS. MODEM PROPERTY LAW CONFLICTS WITH POPULAR PRATICES. HENCE CONFLICTUAL SITUATIONS BETWEEN THE AUTHORITIES AND THE CITY PLANNING REVEALS URBANISTIC DEFICIENCIES : THE LACK OF AND EFFICIENT SYSTEM OF SOIL EXPLOITATION AND ATTRIBUTION THAT COULD MEET THE NEEDS IN SUITABLE LOTS. THE EXISTING INFRASTRUCTURES HAS BEEN CONCENTRATED MAINLY IN SMART AREAS. THE LEVEL OF UTILITIES AND SERVICES HAS SETTLED AT HIGH STANDARDS with EXCLUDE THE MANY. CONSEQUENTLY, THERE EXISTS SERIOUS CITY PLANNING PROBLEMS AT A TIME WHEN PUBLIC RESSOURCES ARE DEPLETING. HOW MAKE MOST PEOPLES'S ACCESS TO PARCELS EASIER ALONG WITH BEING RESPECTFUL OF THE HARMONIOUS CITY AREA DEVELOPMENT ? THE AUTHOR PROPOSES TO STRENGTHEN THE URBANISM INSTITUTIONS AND INSTRUMENTS, THE CITY PROPERTY PLANNING AND REGULATION

Full textBy reviewing fever and hospitalization cases in Libreville, the capital of Gabon, malariacan be pinpointed both in space and time through a notification system which collects and reports data on malaria cases and monitors with a GIS surveillance system. This study concerns children aged 0-14 because of their vulnerability, and focuses on Libreville health centers because they have been using a more complete notification form that includes the patients' geographical origin, since 1999: All clinical data was incomplete containing more informations about the healthcare system functionality and socio-spatial variations of healthcare rather than malaria characteristics in time and space domain. However, statistical analysis of data from the health centers gives better results regarding the determinants to implement in GIS that would facilitate more pragmatic decision-making. Some of these indicators need only to be updated and made suitable for a full-scale study. In order to effectively allocate resources and improved follow-up on malaria cases in children, a thorough understanding of the preconditions are required. A simple 3 year evaluation GIS project is proposed. This methodology may also be used to monitor and manage other vector-borne diseases

Full textWhy don't Gabonese students end their studies after obtained their Master's degree ? Why do most of them register for entrance exams to les Grandes Ecoles (ENA, ENS) ? And why do less of them continue doctoral studies ? What could be their motivation ? What reasoning leads these students to make such choices ? Can one conclude that the program level offered by the University Omar Bongo of Libreville (with its limited possibilities for doctoral studies) leads students to only one of two choices : either les Grandes Ecoles or doctoral studies ? This investigation will attempt to answer various questions dealing with the pursuit and choice of studies by Gabonese students who already hold a Master's degree. An analysis of interviews held with students of les Grandes Ecoles and of doctoral students enrolled in French universities highlights the complexity of academic orientation which takes into account both institutional and individual factors

Full textTime Hopping Impulse Radio Ultra Wide Band (TH-IR-UWB) systems are the object of the studies in this thesis. We first introduce the UWB principles and then propose new signalling schemes together with a synthetic comparison of the performances of different modulation possibilities. A key point in UWB performances is the Multi User Interference (MUI). In the first studies on UWB, MUI was supposed to be Gaussian. We see in our thesis that this hypothesis is not always true and that it overestimates UWB performances. By developing an impulse collision model, we propose a formula allowing a better estimation of the bit error rate. We also reveal a stochastic resonance phenomenon showing the unusual aspect of UWB interferences. Then we perform a detailed analysis of MUI, which allows us to work out the condition of Gaussianity and non-Gaussianity of the interfering signals. This results help in understanding MUI and, thanks to it, we may demonstrate the existence of a trade-off between the repetition factor and the frame length. Finally we propose a simple receiver adapted to the UWB MUI, which performances are greatly increased and may in some cases outperform the prevision of the Gaussian approximation which was considered to be too optimist before
