Abstract:
The selected issues of system engineering methodology in the design of transport systems have been presented. The discussed methodological issues were presented in the example of the metropolitan railway concept project. The system description of the transport project is introduced in accordance with the principles used in systems engineering. The presented case study concerns the methodology of designing the concept of the railway transport system. In the proposed case study, the main issue was the development of a document called the Concept of the Metropolitan Railway System (CoMRS) in the urban area of the Metropolis called in Poland GZM. It was assumed that this document would be a system document developed with the use of Systems Engineering methods in order to build, implement and develop a modern complex railway transport system covering the urban area of the GZM Metropolis. Therefore, in the first place, an additional but essential document was developed – the Methodology for the Metropolitan Railway System Concept (MoCoMRS), which contains a comprehensive methodological description of how to proceed with the use of Systems Engineering methods required for the development of the CoMRS. The methodological guidelines relating to the V model were presented in detail. The methodology description also took into account the system life cycle model in the perspective of the enterprise and systems engineering using the V model. When applying systems engineering in the design of transport systems, it is proposed to use this model, which organizes the system procedure during the design process. The guidelines regarding the use of this model and the application of systems engineering methods for CoMRS, relating, inter alia, to the following design stages: system assumptions, system requirements, high-level design, detailed design, were formulated. The case study of the concept of metropolitan railway presented in this paper is based on a real transport project, and the current stage is working on the preliminary feasibility study of this railway system. It is very important, because it is possible to verify and iteratively correct and update the methodology of designing this railway system depending on the changing conditions and criteria resulting from, among others, different stakeholder aspirations that shape the system requirements. This procedure was also included in the V model in phases of development, construction and implementation of the system, as well as in phases of integration, verification and validation of elements and the entire railway system.

Abstract:
According to the World Bank's rating for evaluating the efficiency of logistics processes in different countries, Ukraine is ranked 80th in terms of logistics development among 150 countries in the world. The calculation was performed using the Logistic Performance Index (LPI) and its constituents (subindices). This position is worse than in previous years and does not meet the average of most European countries. This situation testifies to the importance of exploring issues related to logistical processes at different levels, and in particular of logistical risks, not only as a condition of a destructive situation but also as an opportunity to obtain additional claims. The main purpose of the article is to investigate the importance of identifying possible logistical risks, to substantiate the necessity of organizing a logistical risk management system, to analyze and improve the existing conceptual bases of logistical risk management, to deepen theoretical and methodological approaches, to determine the main approaches to the methods of analyzing logistic experiences, to review logistic risks. It was found that the primary purpose of the risk management process is to ensure maximum sustainability for all activities of the entity by maintaining aggregate risk within the limits set by the strategy. Therefore, the experience of risk management, including logistic, in modern domestic enterprises is either fragmented or absent at all. This is due, first of all, to the lack of a methodological base, a narrow understanding of the content of risk per se, and the preponderance of the idea of increasing costs without producing a clear result. This indicates the need for further research to substantiate scientific and methodological approaches for identifying the effects of risk on the functioning of economic systems and overcoming them or using additional benefits.

Abstract:
In France, the railway lines are divided into the national and international lines. While the former has a proper implementation of the railway signalling systems as relay-based or computer-based systems, the latter follows the guidelines defined by the ERTMS standards, focusing on the interoperability throughout Europe. In a previous work we presented how the national legacy relay-based Railway Interlocking Systems (RIS) can evolve to use a computer-based technology in order to benefit from its advantages. In this present article, we present how these computer-based systems can be used in order to allow the evolution from a national line towards an ERTMS compliant international line. This proposition is based on the fact that the previous work provides the support for evolving the track-side technologies with, for instance, the use of GNSS for the train geo-localisation instead of electrical circuits-based train detection systems. Then, a discussion of the impact of this evolution over the system safety is presented.

Abstract:
The main purpose of this article is to investigate theoretical approaches to the definition of the category "financial controlling", to create a mechanism for implementing a system of financial controlling at industrial enterprises, to increase the efficiency of their activity using correlation-regression analysis based on improving the system of financial controlling of the enterprise. The scientific article analyzes the activity of an industrial enterprise and econometric modelling and prediction of an integral indicator of the level of efficiency of its activity, which allows to improve the system of financial controlling at the enterprise. The results of the analysis of the financial controlling of the manufacturing enterprise indicate its unstable financial condition since 2011. by 2017, and in 2018, the situation has significantly deteriorated and the company is in a financial crisis, it is bankrupt, its solvency is broken, but there is an opportunity to restore it in the future. Correlation and regression analysis of changes in the integral indicator of the level of efficiency of the enterprise activity under the influence of net profit, general economic expenses and expenses on the purchase of equipment and software allowed to determine the influence of individual factors on the dynamics of the effective indicator. In the process of econometric modelling, a model of the integral indicator of activity efficiency for the functioning of the controlling system is constructed, which is adequate in terms of the coefficient of determination and the Fisher criterion. The parameters of this model are valid according to the Student's criterion. On the basis of the results of econometric modelling, the level of the integral indicator of the efficiency of the enterprise activity for the functioning of the controlling system for the future is predicted.

Abstract:
In the conditions of intensification of world globalization processes the role of international tourism in the system of international economic relations grows. Such activities provide an opportunity to intensify the socio-economic processes of development of developing countries and affect the growth of their competitiveness. In an environment where the service sector is becoming dominant, tourism plays a key role in international society, as it contributes to sustainable economic development, employment and poverty reduction, resource management, exchange of mental values, and mutual understanding between peoples. Therefore, special attention is paid to socio-economic transformations in developing countries, the search for new forms of international tourism in order to form a developed market for international tourism services. The experience of different countries shows that the success of tourism development directly depends on how the industry is perceived at the state level, to what extent it is provided by state support. The potential of tourism in many countries allows to attract significant funds to the state budget, increase the income of related sectors of the economy, promote employment, improve the state of tourism infrastructure. Various organizational systems for tourism management are now in place, from independent or related ministries to national administrations directly subordinate to the government. In addition, some countries in the world regulate tourism activities only at the level of regional government, others – do not have government leverage over tourism. The tourism policy of the countries, regardless of the chosen model of state regulation, is aimed at strengthening the tourism economy and increasing the economic efficiency of this sector of the national economic complex. And the final positive result of such a policy largely depends on the effectiveness of management decisions and the interest of the authorities in their further implementation for the sustainable development of the tourism sector.

Abstract:
The thesis presented here is that the result of engineering is the design, construction, or operation of systems or their subsystems and components and that the teaching of systems must be central to engineering education. It is maintained that current undergraduate engineering curricula do not give the student adequate appreciation of this major intellectual element of their profession. Five proposals for approaches to correct this deficiency are offered: opportunities for clinical practice throughout all the undergraduate years; the use of distributed interactive simulation technology in semester-long projects; courses or course material on the phenomenology and behavior of systems; use of project management tools in engineering clinics; and encouraging engineering faculty to spend some part of their sabbaticals engaged in system design or operation. Issues of implementation are addressed, including the scaling of these ideas to universities that must meet the needs of large numbers of students.
