Abstract:
The prison is specifically identified by Michel Foucault in his essay, ‘Of Other Spaces’ (1967), as an exemplar of “heterotopias of deviation”. Reified in neo-Victorian production as a hegemonic space to be resisted, within which illicit desire, feminist politics, and alternate narratives, for example, flourish under harsh panoptic conditions, the prison nonetheless emerges as a counter-site to both nineteenth-century and contemporary social life. This article investigates the neo-Victorian prison museum that embodies several of Foucault’s heterotopic principles and traits from heterochronia to the dynamics of illusion, compensation/exclusion and inclusion that structure the relationship of heterotopic space to all space. Specifically, I explore the heritage site of the Central Police Station compound in Hong Kong, recently transformed into “Tai Kwun: the Centre for Heritage and the Arts”. Tai Kwun (“Big Station” in Cantonese) combines Victorian and contemporary architecture, carceral space, contemporary art, and postcolonial history to herald the transformation of Hong Kong into an international arts hub. Tai Kwun is an impressive example of neo-Victorian adaptive reuse, but its current status as a former prison, art museum, and heritage space complicates the celebratory aspects of heterotopia as counter-site. Instead, Tai Kwun’s spatial, historical, and financial arrangements emphasize the challenges that tourism, government funding, heritage, and the art industry pose for Foucault’s original definition of heterotopia and our conception of the politics of neo-Victorianism in the present.

Abstract:
The Automated Teller Machines (ATM) are used for cash withdrawals. Meanwhile as ATM lacks security, thefts occurring in the ATMs are also high. Our proposed system minimizes those break-ins occurring in the ATM’s by instigating a low cost standalone embedded sys-tem using Arduino Microcontroller. This system is proposed for ATM security, comprising of the components namely RGB tag, Global System for Mobile communication (GSM), Global Positioning System (GPS), Virtual Keyboard and camera. Authentication by virtual keyboard thus helps the public to protect their credentials from being captured by malicious bots, key loggers and spyware. Whenever theft occurs, Buzzer makes an alarm, DC Motor turns ON and the door of ATM is closed. The nearby police station and corresponding bank authorities is alerted by the GSM Modem that sends messages along with the location. This will prevent the robberies and the person in-volving in the robbery can be easily caught. In short, it discusses the methods that are used to detect the venture, initiate preemptive measures and forewarn the officials through GSM network. This system thus heightens the safety of ATM users as well as the ATM’s against forthcoming attacks effectively.

Situbondo Regional Police are law enforcers who work in the East Java Situbondo district. Of course, in carrying out all its duties, it requires communication and information exchange between officers and civilians to carry out police duties properly and effectively. In reality on the ground, not all Situbondo people, especially those outside Situbondo, know the geographical location of the police station in each sub-district in Situbondo district. The only way to find the Situbondo Police Station is to ask and ask someone who has visited or learned about the office. However, using this procedure requires more time and is a bit of a hassle for other people, this is due to the absence of a map pointer to deliver or give an overview of the location of the Police station. From the above problems, namely the absence of loyal Police station appointees at all times to help, it is necessary to design a Situbondo Police Station Geographical Information System that is the answer to the problems discussed above. The establishment of this system is expected to be able to assist the Police in informing the geographical location of the Police station along with important information and also assisting the public in finding the Police station quickly and effectively.

Abstract:
The need for transit oriented development (TOD) around railway stations has been well accepted and continues to be needed in cities looking to regenerate both transit and urban development. Large parts of suburban areas remain without quality transit down main roads that are usually filled with traffic resulting in reduced urban value. The need to regenerate both the mobility and land development along such roads will likely be the next big agenda in transport and urban policy. This paper learns from century-old experiences in public–private approaches to railway-based urban development from around the world, along with innovative insights from the novel integration of historical perspectives, entrepreneurship theory and urban planning to create the notion of a “Transit Activated Corridor” (TAC). TACs prioritize fast transit and a string of station precincts along urban main roads. The core policy processes for a TAC are outlined with some early case studies. Five design principles for delivering a TAC are presented in this paper, three principles from entrepreneurship theory and two from urban planning. The potential for new mid-tier transit like trackless trams to enable TACs is used to illustrate how these design processes can be an effective approach for designing, financing and delivering a “Transit Activated Corridor”.

Abstract:
This dissertation focuses on the personal layers of meaning attached to a heritage site, using the case study of Hong Kong’s old Central Police Station (CPS). It is a way to enhance the understanding of the site in a way that goes beyond the scope of ‘official’ records and histories, such as those found in conservation reports, government documents, etc. These documents focus heavily on the significant historical stories attached to the site and the site’s formal architectural qualities as a way to understanding the heritage values of the place. However, this ignores the fact that a site such as the CPS was not built as an historical artefact or as a grand architectural monument. Rather, the CPS had a functional purpose: as a site of work. This dissertation therefore uncovers the meanings attached to the CPS as a site of work, through an understanding of the socio-historical experiences of the site. This is based on both theoretical and practical research. The theoretical research outlines an overarching theory of ‘heritage place’ – as a result of human interaction with space – as based on the philosophies of Martin Heidegger and Henri Lefebvre, the geographical writings of Carl O. Sauer and Allan Pred, and the cultural heritage theory of Laurajane Smith. This theory is rooted in the phenomenological method, which is founded upon an understanding and description of human experience. The practical component of this dissertation draws upon 10 interviews I conducted with former staff of the CPS, which led me to understand the memories and experiences attached to the site. I then present a synthesis of the theoretical and the practical arms of the research as a way to understand the heritage meanings of the CPS as a living, functional site (not as historical artefact). Ultimately, the research presented in this dissertation is an attempt to guide conservation thinking in Hong Kong away from static and esoteric understanding of heritage significance as rooted in esoteric and largely impersonal qualities of history and aesthetics, and towards an understanding of heritage significance as rooted in humans’ interactions with their environment.

Abstract:
Public sentiment towards heritage sites in Hong Kong has changed dramatically over the past decade. A city built entirely on its rapid urban development and redevelopment, Hong Kong has transitioned into a place where people start to concern about what is left in our heritage before it is too late. The change of public sentiment leads us to have a different set of expectation on heritage sites in Hong Kong, which is the topic of this paper. In response to the escalating public concerns regarding the administration’s take towards heritage conservation, Hong Kong government’s new Heritage Conservation Policy in 2007 launched the ‘Revitalising Historic Buildings Through Partnership Scheme’, overseen by the new Commissioner for Heritage’s Office. The Scheme (the ‘R-Scheme’) is an initiative to engage non-profit organisations (NPOs) to conduct adaptive reuse at government-owned historic buildings. The Batch I of the R-Scheme included the proposed revitalisation of the Old Tai O Police Station. Built in 1902, the Old Tai O Police Station is a Grade II historic building located on Lantau Island. The Hong Kong Heritage Conservation Foundation Limited (HCF) has been selected to restore and operate the site as Tai O Heritage Hotel, a boutique hotel in a non-profit social enterprise model. The R-Scheme is a pioneer initiative that builds up a framework for public-private partnership in heritage conservation. And as most pioneer programmes go, while the R-Scheme opens up new opportunities and broadens the field of heritage conservation, it also brings new challenges that one might not have foreseen beforehand. This paper uses Tai O Heritage Hotel as a case study to look into these new challenges, and how these challenges are arisen because of the change of public sentiment and expectation towards historic buildings in recent years. Part of this paper is written in first person narrative, as the author has been working on this revitalisation project and has personally encountered these challenges, including heritage interpretation and public engagement. The challenges and solutions covered in this paper focus on the “software” of the project, as she is involved mostly in the non-technical aspects of the project, and also this portion of the project contributes heavily on satisfying public expectation as well.

Abstract:
It is good news to see that Hong Kong has adopted the adaptive reuse approach in conserving historical buildings through projects under the Revitalisation Scheme. The bad news is that due to the absence of well-founded locally relevant principles and guidelines, almost all of these projects have brought about fierce quarrels among different groups of professionals. In particular the quarrel between conservation professionals, who try to adopt international best practices in conservation, and government officials, who are responsible for regulating and enforcing fire safety codes consistently in all buildings, regardless they are new or historical. In the past, some conservation architects have queried about the possibility of applying for exemption from the fire codes in conserving historical buildings through adaptive reuse. Today, conservation professionals and government officials have accepted that there is little room for compromise regarding the application of the fire codes in the adaptive reuse of historical buildings, as the codes are about ensuring the safety of occupants as well as protecting the heritage property from fire. Conservation professionals are now looking into ways of applying the fire codes in adaptive reuse projects. Now that the Revitalisation Scheme has been in operation for six year with a number of projects successfully completed, it presents the author the opportunity to examine the fire-code application of these completed projects to develop references based on precedent case-studies. Such references would be useful to professionals in adaptive reuse projects (as conservation consultants, project managers, architects and engineers) in facilitating the planning and design of the adaptive reuse in terms of meeting the fire codes. This research is to study the application for relaxation of, and exemption from, the prescribed fire safety codes by adopting fire engineering approach in adaptive re-use of Old Tai O Police Station into Tai O Heritage Hotel. Tai O Heritage Hotel is the first and so far the only hotel premises of the Government. Besides, it’s the first historic buildings in Batch I of the Revitalisation Scheme with capital cost funded by the Government. It is a great challenge to equip a 110 years old historic building with modern fire safety provisions and installations. By demonstrating the ways of appropriate means in application of fire engineering approach in fire safety in historic building, procedure and assistance which can be given by Government Departments in facilitating the revitalisation works, it can provide platform for future discussions, or a model for future adaptive re-use projects under the Revitalisation Scheme.

“The great buildings of the past do to not belong to us only; they have belonged to our forefathers and will belong to our descendents unless we play them false.” William Morris (1834-1896) Society for the Protection of Ancient Buildings 1875 Sustainable development has become a goal of the society in recent years. By creating a healthy and sustainable built environment, the distinctiveness and the character of the society can be maintained and strengthened. Conservation of the historic building has obvious relevance to this objective because, by definition, it conserves existing assets and can facilitate its adaptation to new uses. Adaptive reuse is a process to bring the historic building again into activity so as to achieve sustainability. During an adaptive reuse process, building professionals like Quantity Surveyors will usually get involved and contribute their professional knowledge into the adaptive reuse project so as to smooth away the obstacles encountered during the conservation process as early as possible. One of the ways to streamline the adaptive reuse project is to reduce claims from Contractor at construction stage by a well-prepared and well-written set of specification preliminaries. A standard set for specification preliminaries for adaptive reuse project not only helps in reducing claims but also is a useful tool for Quantity Surveyors to strengthen their professionalism and knowledge in the field of conservation. The research for my dissertation focuses on the specification preliminaries of the tender documents of the adaptive reuse projects in Hong Kong. The projects studied will be Old Tai O Police Station (historic building) and Hon Wah College in Kennedy Town (non-historic building). By comparing the similarities and differences of the specification preliminaries between these two projects, the difficulties and problems encountered in a heritage project can be identified (if any) and whether the standardization of specification preliminaries clauses for heritage projects is possible can be determined.

Abstract:
Recontextualisation involves repetition and change; it is central to police work. Officers routinely transform the words of the legal institution by explaining them to lay people and they routinely transform the words of lay people for institutional use. This thesis explores police officers’ transformations of written and spoken language in two situations. First, in explaining the rights of detainees in custody and secondly, in collecting witness’ spoken accounts during investigations. The forms and functions of recontextualisation in police work are illustrated through the analysis of naturally occurring data, ethnographic observations and qualitative interviews. The investigation shows that recontexutalisations in these legal contexts are characterised by personalisation, collaboration and appropriation. Through personalisation, officers and detainees make rights texts relevant to detainees’ decisions. Through collaboration, officers share practices amongst themselves and create new formulations with lay people. Finally, through personalisation, routine procedures become vehicles for wide-ranging interpersonal and experiential work. Both officers and detainees exhibit sophisticated metalinguistic awareness, reflecting on their own recontextualisation practices and other practices that they encounter. The thesis concludes that recontextualisation in the police station is not simply about transmission of information and that its many other levels of meaning might usefully be recognised.

Abstract:
Penelitian ini bertujuan untuk mengetahui pengaruh penggunaan asam humat terhadap pertumbuhan dan produksi tanaman jagung manis serta mengetahui kelayakan usahatani budidaya tanaman jagung manis. Penelitian dilaksanakan dilahan percobaan kampus Politeknik Negeri Jember pada bulan Juni-September 2019 dengan ketinggian tempat 89 mdpl. Penelitian ini menggunakan rancangan praeksperimen melalui pendekatan static group comparison dengan analisis t test dan analisis usahatani. Parameter yang diamati yaitu: tinggi tanaman, jumlah daun, diameter tongkol, panjang tongkol, berat tongkol, tingkat kemanisan dan total berat tongkol. Hasil penelitian menunjukkan pelakuan asam humat dengan dosis 20 kg/ha berpengaruh sangat nyata terhadap tinggi tanaman pada umur 28 HST, 35 HST, dan 42 HST, jumlah daun 14 HST, 35 HST dan 42 HST, berat tongkol dan panjang tongkol. Aplikasi asam humat juga berpengaruh nyata terhadap parameter diameter tongkol dan tingkat kemanisan serta menghasilkan produksi jagung manis sebesar 15 ton/ha dengan nilai R/C Ratio 1,46. Untuk mendapatkan pertumbuhan dan produksi tanaman jagung manis yang lebih optimal disarankan melakukan budidaya jagung manis dengan dosis asam humat yang lebih tinggi
