Abstract:
This dissertation focuses on the personal layers of meaning attached to a heritage site, using the case study of Hong Kong’s old Central Police Station (CPS). It is a way to enhance the understanding of the site in a way that goes beyond the scope of ‘official’ records and histories, such as those found in conservation reports, government documents, etc. These documents focus heavily on the significant historical stories attached to the site and the site’s formal architectural qualities as a way to understanding the heritage values of the place. However, this ignores the fact that a site such as the CPS was not built as an historical artefact or as a grand architectural monument. Rather, the CPS had a functional purpose: as a site of work. This dissertation therefore uncovers the meanings attached to the CPS as a site of work, through an understanding of the socio-historical experiences of the site. This is based on both theoretical and practical research. The theoretical research outlines an overarching theory of ‘heritage place’ – as a result of human interaction with space – as based on the philosophies of Martin Heidegger and Henri Lefebvre, the geographical writings of Carl O. Sauer and Allan Pred, and the cultural heritage theory of Laurajane Smith. This theory is rooted in the phenomenological method, which is founded upon an understanding and description of human experience. The practical component of this dissertation draws upon 10 interviews I conducted with former staff of the CPS, which led me to understand the memories and experiences attached to the site. I then present a synthesis of the theoretical and the practical arms of the research as a way to understand the heritage meanings of the CPS as a living, functional site (not as historical artefact). Ultimately, the research presented in this dissertation is an attempt to guide conservation thinking in Hong Kong away from static and esoteric understanding of heritage significance as rooted in esoteric and largely impersonal qualities of history and aesthetics, and towards an understanding of heritage significance as rooted in humans’ interactions with their environment.

Abstract:
Public sentiment towards heritage sites in Hong Kong has changed dramatically over the past decade. A city built entirely on its rapid urban development and redevelopment, Hong Kong has transitioned into a place where people start to concern about what is left in our heritage before it is too late. The change of public sentiment leads us to have a different set of expectation on heritage sites in Hong Kong, which is the topic of this paper. In response to the escalating public concerns regarding the administration’s take towards heritage conservation, Hong Kong government’s new Heritage Conservation Policy in 2007 launched the ‘Revitalising Historic Buildings Through Partnership Scheme’, overseen by the new Commissioner for Heritage’s Office. The Scheme (the ‘R-Scheme’) is an initiative to engage non-profit organisations (NPOs) to conduct adaptive reuse at government-owned historic buildings. The Batch I of the R-Scheme included the proposed revitalisation of the Old Tai O Police Station. Built in 1902, the Old Tai O Police Station is a Grade II historic building located on Lantau Island. The Hong Kong Heritage Conservation Foundation Limited (HCF) has been selected to restore and operate the site as Tai O Heritage Hotel, a boutique hotel in a non-profit social enterprise model. The R-Scheme is a pioneer initiative that builds up a framework for public-private partnership in heritage conservation. And as most pioneer programmes go, while the R-Scheme opens up new opportunities and broadens the field of heritage conservation, it also brings new challenges that one might not have foreseen beforehand. This paper uses Tai O Heritage Hotel as a case study to look into these new challenges, and how these challenges are arisen because of the change of public sentiment and expectation towards historic buildings in recent years. Part of this paper is written in first person narrative, as the author has been working on this revitalisation project and has personally encountered these challenges, including heritage interpretation and public engagement. The challenges and solutions covered in this paper focus on the “software” of the project, as she is involved mostly in the non-technical aspects of the project, and also this portion of the project contributes heavily on satisfying public expectation as well.

Abstract:
It is good news to see that Hong Kong has adopted the adaptive reuse approach in conserving historical buildings through projects under the Revitalisation Scheme. The bad news is that due to the absence of well-founded locally relevant principles and guidelines, almost all of these projects have brought about fierce quarrels among different groups of professionals. In particular the quarrel between conservation professionals, who try to adopt international best practices in conservation, and government officials, who are responsible for regulating and enforcing fire safety codes consistently in all buildings, regardless they are new or historical. In the past, some conservation architects have queried about the possibility of applying for exemption from the fire codes in conserving historical buildings through adaptive reuse. Today, conservation professionals and government officials have accepted that there is little room for compromise regarding the application of the fire codes in the adaptive reuse of historical buildings, as the codes are about ensuring the safety of occupants as well as protecting the heritage property from fire. Conservation professionals are now looking into ways of applying the fire codes in adaptive reuse projects. Now that the Revitalisation Scheme has been in operation for six year with a number of projects successfully completed, it presents the author the opportunity to examine the fire-code application of these completed projects to develop references based on precedent case-studies. Such references would be useful to professionals in adaptive reuse projects (as conservation consultants, project managers, architects and engineers) in facilitating the planning and design of the adaptive reuse in terms of meeting the fire codes. This research is to study the application for relaxation of, and exemption from, the prescribed fire safety codes by adopting fire engineering approach in adaptive re-use of Old Tai O Police Station into Tai O Heritage Hotel. Tai O Heritage Hotel is the first and so far the only hotel premises of the Government. Besides, it’s the first historic buildings in Batch I of the Revitalisation Scheme with capital cost funded by the Government. It is a great challenge to equip a 110 years old historic building with modern fire safety provisions and installations. By demonstrating the ways of appropriate means in application of fire engineering approach in fire safety in historic building, procedure and assistance which can be given by Government Departments in facilitating the revitalisation works, it can provide platform for future discussions, or a model for future adaptive re-use projects under the Revitalisation Scheme.

“The great buildings of the past do to not belong to us only; they have belonged to our forefathers and will belong to our descendents unless we play them false.” William Morris (1834-1896) Society for the Protection of Ancient Buildings 1875 Sustainable development has become a goal of the society in recent years. By creating a healthy and sustainable built environment, the distinctiveness and the character of the society can be maintained and strengthened. Conservation of the historic building has obvious relevance to this objective because, by definition, it conserves existing assets and can facilitate its adaptation to new uses. Adaptive reuse is a process to bring the historic building again into activity so as to achieve sustainability. During an adaptive reuse process, building professionals like Quantity Surveyors will usually get involved and contribute their professional knowledge into the adaptive reuse project so as to smooth away the obstacles encountered during the conservation process as early as possible. One of the ways to streamline the adaptive reuse project is to reduce claims from Contractor at construction stage by a well-prepared and well-written set of specification preliminaries. A standard set for specification preliminaries for adaptive reuse project not only helps in reducing claims but also is a useful tool for Quantity Surveyors to strengthen their professionalism and knowledge in the field of conservation. The research for my dissertation focuses on the specification preliminaries of the tender documents of the adaptive reuse projects in Hong Kong. The projects studied will be Old Tai O Police Station (historic building) and Hon Wah College in Kennedy Town (non-historic building). By comparing the similarities and differences of the specification preliminaries between these two projects, the difficulties and problems encountered in a heritage project can be identified (if any) and whether the standardization of specification preliminaries clauses for heritage projects is possible can be determined.

Abstract:
Recontextualisation involves repetition and change; it is central to police work. Officers routinely transform the words of the legal institution by explaining them to lay people and they routinely transform the words of lay people for institutional use. This thesis explores police officers’ transformations of written and spoken language in two situations. First, in explaining the rights of detainees in custody and secondly, in collecting witness’ spoken accounts during investigations. The forms and functions of recontextualisation in police work are illustrated through the analysis of naturally occurring data, ethnographic observations and qualitative interviews. The investigation shows that recontexutalisations in these legal contexts are characterised by personalisation, collaboration and appropriation. Through personalisation, officers and detainees make rights texts relevant to detainees’ decisions. Through collaboration, officers share practices amongst themselves and create new formulations with lay people. Finally, through personalisation, routine procedures become vehicles for wide-ranging interpersonal and experiential work. Both officers and detainees exhibit sophisticated metalinguistic awareness, reflecting on their own recontextualisation practices and other practices that they encounter. The thesis concludes that recontextualisation in the police station is not simply about transmission of information and that its many other levels of meaning might usefully be recognised.

Abstract:
A current trend that has emerged as a result of the information age is information-seeking behavior. From individuals to large social institutions, information-seeking behavior is utilized to attain a wide variety of goals. This body of work investigates the information-seeking behaviors of police officers who work in police stations in the Turkish National Police force. The study utilizes Leckie et al.’s (1996) model of information-seeking behavior of professionals. The findings indicated that police officers initially consulted their personal knowledge and experience. Next, officers rely upon their colleagues and then official documents. These information sources were consulted in the context of both conducting tasks and staying current. However, contrary to expectation, they rarely consulted informants. In addition police officers rarely consulted printed journals, libraries, books and attendance at conferences as information sources. The results of this study show that there were significant differences in the information sources used by police officers based on their gender in the context of staying current. On the other hand, there were no significant differences in the context of conducting police station tasks, by gender. Surprisingly, there were no significant differences in the information sources used by police officers based on their educational level. There were significant differences in the use of information sources by age, service years in police stations and service years in policing in the context of conducting police station tasks. Lastly, the results of this study indicated that service years in policing and the roles in police station were significantly correlated with the information sources used by police officers regarding staying current. This body of work offers insight into the factors that guide the information-seeking behaviors of police officers.

Nesta tese, analisamos a mitigação da culpa coconstruída, discursiva e interacionalmente, por inspetores de polícia, suspeitos e vítimas em interrogatórios policiais de uma Delegacia da Mulher. Para isso, ancoramo-nos na Análise de Narrativa e nos pressupostos da Linguística Aplicada contemporânea, de perspectiva construcionista da pesquisa qualitativa. Em nossas análises, olhamos, mais focalmente, para as performances narrativo-identitárias que emergem no trabalho interacional de tentativa de mitigação da culpa frente aos crimes em análise nos interrogatórios. Nesse cenário, mostramos como o engajamento narrativo assume um papel essencial e constitutivo nesse tipo de interação institucional-legal. Analiticamente, lançamos mão de elementos do modelo narrativo laboviano – destacando dele a avaliação (sobretudo o discurso reportado) e a ação complicadora. Esse modelo mostra-se como uma ferramenta producente para entender como as histórias são coconstruídas por suspeitos e por vítimas e como elas configuram-se como um meio discursivo-interacional para tentar mitigar agência e responsabilidade a fim de buscar mitigar a culpa: suspeitos buscam distanciar-se, interacional e discursivamente, da confissão do crime em investigação na Delegacia, vitimizando-se ao responsabilizarem suas esposas/vítimas pela agressão e vítimas, por sua vez, buscam distanciar-se dessa responsabilidade atribuída a elas nas histórias que seus companheiros/suspeitos contam. Nessa mesma perspectiva, nossas análises mostram como o engajamento narrativo dos participantes ocorre como accounts (explicação), já que suspeitos e vítimas usam, interacionalmente, as histórias que contam como uma forma para tentar justificar e prestar contas de suas ações (essas histórias são chamadas, nesta tese, de narrativas-accounts). Dessa forma, mostramos que é contando histórias, avaliando ações e personagens sob sua própria ótica, que narradores – suspeitos e vítimas – constroem confissões e depoimentos, que são tomados como fatos no ambiente jurídico. Ainda, relacionamos construções identitárias, o trabalho confessional e o tipo de atividade em curso, posto que a culpa e a responsabilidade perante crimes são coconstruídas na interação negociada entre os participantes. Face ao exposto, destacamos que entender melhor como a agência e a responsabilidade são mitigadas, discursivamente, pode contribuir para a atuação dos agentes da lei, sobretudo, daqueles que participam de contextos investigativos.
In this thesis, we analyze the mitigation of guilt, discursively and interactionally co-constructed by police officers, suspects and victims in police interrogations that took place in a police station specializing in crimes against women. To this end, we adopt Narrative Analysis and contemporary Applied Linguistics constructionist perspective for qualitative research. In our analyses, we focus on the narrative, identity performances that emerge in the interactional work involved in attempting to mitigate guilt related to the crimes analyzed during interrogations. In this scenario, we show how narrative engagement plays an essential and constitutive role in this type of institutional, legal interaction. Analytically, we employ elements of Labov s narrative model – highlighting evaluations (particularly in reported speech) and complicating actions. This model shows itself to be a productive tool for understanding how stories are co-constructed by suspects and victims, and how they serve as a discursive, interactional means for attempting to mitigate agency and responsibility in order to seek to mitigate guilt. Suspects attempt to distance themselves, interactionally and discursively, from the confession of the crime being investigated in the police station, victimizing themselves by attributing responsibility for the aggressions to their wives/victims. Victims, on the other hand, seek to distance themselves from the responsibility attributed to them in the stories told by their partner/suspects. In this same perspective, our analyses show that the narrative engagement of the participants occurs as accounts (explanations), since suspects and victims use, interactionally, the stories they tell as a way of attempting to justify and account for their actions (in this thesis, these stories are called narrative accounts). Thus, we show that it is by telling stories and evaluating actions and characters in their own point of view that narrators – suspects and victims – construct confessions and testimonies, which are taken as facts in the legal environment. Moreover, we connect identity constructions, confessional work and the type of activity in progress, given that guilt and responsibility for crimes are co-constructed and negotiated in participants interactions. In view of the above, we emphasize that a better understanding of how agency and responsibility are mitigated discursively can contribute to the work of law enforcement officers, especially those who participate in investigative contexts.

In any organisation it is of the utmost importance that employees form part of the decisions made by management that influence them personally as well as those decisions that have an influence on their daily responsibilities. A sound principle that could be practised by managers to address this aspect is that of participative management. Although it will depend on the type of manager there is legislation in South Africa that forces managers to ensure that their personnel are managed in a participative manner. There are formal and informal methods to practice participative management in an organisation and certain factors that will have an influence on the successful implementation of this type of management style. In this research the focus will be on participative management at the police stations in the Eastern Metropole, Western Cape as well as a benchmarking with the police departments in Wyoming, United States of America. The methods that will be used to gather information to evaluate participative management will entail a questionnaire that has to be completed by the employees at the identified police stations and personal interviews with the individual Station Commissioners and Chiefs at the police departments in Wyoming. The analysis in relation to the questionnaires, interviews and literature review has been used by the researcher to formulate the findings and recommendations. The employees who work at the police stations in the Eastern Metropole are satisfied with the amount of responsibility and accountability that is delegated to them by the management. The employees are therefore adequately empowered to render a professional service to their respective clients. There is a need for the management at the police stations in the Eastern Metropole to improve on the following: to make use of the ideas, talents and suggestions of employees; to obtain commitment from employees before embarking on a course of action; to utilize the ideas on how to solve problems and improve service delivery by employees; the identifying of critical outputs and goals by the employees for their work, although the Performance Enhancement Process has ensured the opportunity it seems that the negotiation of the outputs in the individual performance plans of employees still need improvement; to create a working environment where employees are treated as stakeholders and democracy is enhanced by means of participative management; and the dispute settlement between management and unions. That the management at station level: do not always consult with employees in relation to decisions that affect them; and there are not always opportunities created for employees to participate in decisionmaking. The legislation and collective agreements that relate to participative management in the SAPS are not always adhered to by the management at the police stations in the Eastern Metropole, Western Cape. Shop stewards should get more involved at station level in the representation of their respective employees. Participative management is being practised at the police stations in the Eastern Metropole, but there is a need for the improvement thereof. The police departments in Wyoming do not have legislative prescriptions to formal participative management as the Police Service of South Africa. The organisational The informal methods used in Wyoming to practice participative management are very similar to that of South Africa, despite the fact that there is no legislation or prescriptions to the adherence thereof. The researcher is of the humble opinion that a clear policy in relation to the practice of participative management in police organisations at station level should be compiled that will incorporate existing legislation and collective agreements in the SAPS as well as the methods to practice participative management. The shop stewards that represent their employees at the police stations in the Eastern Metropole, Western Cape should be sensitised on their role and responsibilities. Managers at the police stations in the Eastern Metropole, Western Cape should again be sensitised on the legislation and collective agreements that relate to participative management and that a suggestion box, quality circles and a participative management forum be implemented at station level.

ENGLISH ABSTRACT: Criminal activity and police station locations have an inherent geography that needs to be understood in order for crime prevention strategies to be reasonably effective. This study analysed the spatiotemporal pattern of crime in the city of Manzini, in Swaziland, for the period of 2004 and determined suitable locations for future police stations. Four categories of crime were analysed. These were crimes against property, crimes against people, drug related crimes and crimes against public order. Five main analyses were performed namely: overlay analysis, proximity analysis, temporal analysis, morphological analysis, and accessibility analysis. The findings suggest that crimes against property are the most prevalent category of crime in Manzini with a prevalence rate of 84.2%. This category was followed by crimes against people (11.9%), drug related crimes (3.5%), and crimes against public order (0.4%). Landuses associated with transportation experienced the highest amount (22%) of crime in Manzini. There was a strong relationship between incidents of crime and areas with medium to high population density. The proximity analysis revealed that the highest concentration of incidents of crime was between 50 and 100 metres from alcohol serving establishments in Manzini. In a similar analysis, the proximity of incidents of crime to educational institutions was concentrated between 500 and 1000 metres whereas the proximity of incidents of crime to the Manzini police station was dominant between 250 and 500 metres. Of all recorded incidents of crime 87% occurred during the day while 13% occurred during the night. In areas of high-crime concentration such as the bus rank and the Manzini market, it was established that the structural layout of these areas promoted criminal activity. The accessibility analysis showed that seven police stations are necessary to ensure that people do not walk more than 30 minutes to the nearest police station in Manzini. The study concluded that crime prevention strategies would require the intervention of both the police and city planners to be reasonably successful. It also noted that the establishment of accessible police stations would complement the efforts of the police in their endeavour to combat crime in Manzini.

Abstract:
The research discussed in this thesis was the first to analyse the use of the Appropriate Adult for mentally disordered adult suspects in the police station. The role of the Appropriate Adult raises questions about how, and under what circumstances should mentally disordered suspects be detained and interviewed in the police station? The Appropriate Adult is the only special protection provided for mentally disordered suspects during their detention and interrogation. The Appropriate Adult's role and function is defined in Code C of the Police and Criminal Evidence Act 1984. The role of the Appropriate Adult is to ensure that the suspect's rights are respected, the suspect understands the procedures involved and that the police adhere to the Code, thereby minimising the risk of the police obtaining unreliable evidence from the suspect e. g. false confessions. The data in this thesis shows that the use of the Appropriate Adult is rarely used. Out of the study of 20.805 custody records in four police stations in three police areas during 1992, it was found that an Appropriate Adult was used for only 38 mentally disordered adult suspects. The research also showed that at least a further 448 mentally vulnerable suspects should have had an Appropriate Adult called for them. Some of the reasons why the Appropriate Adult protection is neglected are examined and in so doing many socio/legal questions are raised such as: false confessions, miscarriages of justice, the amendment to the `right to silence, ' confidentiality, the roles of the custody officer, solicitors and police surgeons, and last but not least, the role and function of the Appropriate Adult. While there is growing concern about the ability of persons asked to act as Appropriate Adults the thesis includes a case study of a volunteer Appropriate Adult Scheme that provides some answers to the many issues raised and points the way to future development of those suspects detained and interviewed in the police station.

Este estudo descreve sessões de orientação em que um casal com problemas conjugais e uma assistente social se encontram para falar sobre os problemas do casal, na Delegacia da Mulher de Florianópolis, Brasil. Seguindo perspectivas de estudos da fala em interação e métodos microetnográficos de pesquisa (Erickson & Shultz, 1981; Erickson, 1992), descrevo as principais atividades de fala (Gumperz, 1982) e realizações dos participantes no evento. Estas atividades-as falas mecânica, sobre o problema, de conselho e de acordo-foram identificadas pela análise dos modelos de participação (Goodwin, 1990) estabelecidos. É na fala sobre o problema que se realiza a tarefa interacional mais importante: a co-construção da vítima. Embora as ações dos participantes se orientem para a pauta institucional (Drew & Heritage, 1992) do encontro, suas realizações podem desafiar ordens sociais pré-existentes. A análise do trabalho de face (Goffman, 1967) em um dos modelos de participação da fala sobre o problema-a disputa mediada/tribunal-demonstra que os procedimentos de mediação não são suficientes para evitarem os danos às faces do marido e da esposa, já que tanto um quanto o outro geralmente usam trabalho de face agressivo: protegem a própria face ameaçando a do outro. Nesses casos, o trabalho de face se torna trabalho moral (Drew, 1998) e ganha a disputa aquele que melhor projeta um eu moralmente correto e vitimizado. Enfatizo o caráter interdisciplinar do presente trabalho, que espero possa ser útil aos estudos futuros sobre questões de vitimização, violência conjugal e interação.

ENGLISH ABSTRACT: The purpose of this thesis is to assess the performance appraisal system, namely the Performance Enhancement Process (PEP), of the South African Police Services at Parow. The premise of the study is that PEP is a sound policy document, but that there are potential problems with its implementation at station level. To this end, the reader is presented with an overview of the relevant literature pertaining to performance appraisals. The shift in managerial philosophy and the organisational change from a force to a service and its effect on performance appraisals are discussed. The results of the empirical study are presented and it is concluded that there are various problems with the implementation of PEP at station level. The researcher presents the following practical recommendations: - Conduct an audit; - Eliminate structural problems; - Adequate appraiser training; - Appraisee training; - Connect the PA system to other organisation systems; and - Obtain a charter from top management. The reader is then presented with a conclusion of the research.
AFRIKAANSE OPSOMMING: Die doel van die tesis is om die prestasie waardering stelsel van die Suid Afrikaanse Polisie Dienste, naamlik die Prestasie Verbeterings Proses (PEP), te evalueer te Parow. This dissertation studies the negotiated space of urban regeneration in Hong Kong through an investigation into the dynamics among the government, citizen, and the contingent local context. Hong Kong is a city where changes and transformations happen frequently and mingle with various sectors, and these changes have been influential to the practice and objectives of urban regeneration. Urban regeneration in Hong Kong has long been criticized as economy-led and physically-focused; there was also projects which received vigorous disagreement from the people; the government initiated to carry out public consultation practices, but the effects were regarded as bureaucratic and tokenistic. Not until recent years, the strength of the civil voices and actions has successfully led to a change in the authority’s attitude in spatial treatment. Given this background, this dissertation asks how the process of urban regeneration has changed, why it changed, and ultimately, what we can learn from the changes. To better answer these questions, the dramatic development process of Central Police Station Compound (CPSC) is taken as a case study. The original commercial plan to redevelop the declared monuments of CPSC was replaced by a better welcomed and acknowledged revitalization plan after a series of civic activities. The transition is a visualization of the gap between the conception of the producer of space, and the lived experience of the user of space. Analyzed with a theoretical framework built upon Henri Lefebvre’s spatial theories and the concepts of urban regeneration, it is found that the missing comprehension between the government and the people rooted the struggles and conflicts during the course of development. At the end, it is argued that a truly sustainable urban regeneration is made possible only by the healthy dynamics among the government and citizen, both of whom should continuously make separate but complementary efforts.

Abstract:
The nature of values is explored in the aspects of law, property rights, town planning, environmental management, sustainable development, and conservation economics. The findings are roughly grouped as non-calculus and calculus approach for easy discussion. Each interpretation has its own complex but different theoretical basis on values. But a more convincing approach is enlightened by Cheung’s idea on transaction costs, in which many options for conservation are possible but the option with the least transaction costs is the most preferred. Lai’s idea on relationship between conservation and sustainability has provided a theoretical framework on the recent R-scheme, which opens a new way of conservation echoed with Cheung’s idea. The idea of conserving for public interest is explored, and found that the idea is not well tested because of the vague definition. In deciding actions on conservation, a clearer understanding on the relative gain and loss on each option can help to make a more sensible choice. The situation of both international and local HIA implementation was reviewed, and found that despite HK is becoming an important laboratory for HIA, the theoretical basis for HIA is inadequate. A critical review or audit on HIA implementation is conducted. It was found that the HK HIA mechanism is in lack of legitimate support, and may become another piece of bureaucratic procedure. Continuous evaluation on HIA implement throughout the whole processes is important.

This dissertation has two departure points: the social phenomena of crime, particularly in Delft, and a concern with the character of institutional buildings, particularly in 'township' areas. These two departure points intersect in an interrogation of the police station as an architectural type, particularly the Delft Police Station. The police are often referred to as the 'thin blue line', suggesting an agency that delicately differentiates between the community and criminal activity. The apartheid era has left this line thickened and its effects are still felt in the buildings that it left behind, despite the shift from a police force to a police service, post-1994. This dissertation hopes to reconfigure this line in both; a physical way, through built form but also a social way, using mixture of programme. To produce a building that encourages interaction with the vibrant community, Delft.

The researcher has investigated the performance of Esikhawini police station in crime prevention. The aim of the study was to investigate the root causes of the station's underperformance in the prevention and combating of crime. The objectives of the study were intended to determine the application of sound management principles in the management of the police station. They further aimed at etennining the level of application and compliance with departmental policies. The researcher had obtained 101 voluntary participants who completed the questionnaire. The study found that the commanders at the police station did not possess the expected level of competence to ensure that the police station operated optimally, and provide the quality of service so desperately required by the communities at Esikhawini. The study revealed a serious shortcoming in the comprehension and interpretation of performance and performance management. The researcher concluded that the inadequate managerial skills and failure to understand the key management tools like performance and the management of performance contributed to the situation of underperformance . The researcher recommended that specific in-house designed developmental programmes be undertaken at the station to improve the competency levels of managers and members at the station.

Abstract Proper duty planning relates to the morale of Police as well as their performance; the suitable arrangement to police stations with fewer policemen even generates the key factor. This research selects two police precincts, Xinzhuang and Xizhi, of New Taipei City Police Department, as the observing objects, and the staffs of their subordinating police stations as well; the actual operations are presented through the empirical research. Discussing the subject, three perspectives should be applied. First is the consideration of internal and external environments of organizations caused by mobile and multiple features of duty; the diversification of crime and the higher demand on security from public also trigger strict request to duty planning for better performance. Besides, public opinions should be concerned while carrying out duty. Second is the strategy of duty and planning model since which assures of best command of police force with flexibility from crime, public requests, to less duty for away from overworking scenario. The final is the dual enhancement on efficiency and efficacy; well planning improves security, public satisfaction, and fulfillment to job. Based on the above mentioned motif from motivations, purposes, to perspectives, this study aims to seek the environmental factors to planning, the better strategy of duty and planning model, and the variables to the final performance through the relevant study and research; which should be able to provide practical data for those relative units in order to be the consideration of paradigm on duty planning and improvement. In this study, we used the Structure-Behavior Coalescence (SBC) architecture description language (ADL) to construct an Architecture-Oriented Police Station Service Model (AOPSSM).With an integrated description of the enterprise structure and enterprise behavior, AOPSSM is then well specified and designed. The police station service itself is complicated. Several indicators based on enterprise engineering, such as task management, staff management, organization management and technology management are justified that AOPSSM can indeed improve management efficiency, ease of understanding, and good communication and avoid unnecessary duplication of work.

Abstract Much of Taiwan’s empirical research on work stress and burnout by indigenous scholars and researchers has predominantly concentrated on the island’s entry-level police force; observation and assessment of the counterparts’ behavioral pattern, values, psychological diagnostics, social mechanism and lifestyle of its offshore islands including Kinmen, Matsu and Penghus remain scarce. Hence the author sought to probe into the particular area through this study towards arriving at concrete solutions to call the authority’s attention to the importance of “human needs” in establishing law enforcement policy and regulating police duties to incorporate apposite measure for related stress relief and burnout, and thereby bolster morale and efficiency. The study’s objectives lay in: I. Investigate Kinmen police force’s source of work stress and its intensity, and the impact ensued from it; II. Investigate the present status of work burnout between Kinmen police force and the impact ensued from it; III. Examine individual (police) subject profile’s, such as age, position and work type and nature, effect on work stress and burnout and the correlation; IV. Through field survey and analysis of Kinmen police force discover the relevant stress source, reaction and its correlation with burnout as well as their crisscross influence. The study employed review of relevant literature including graduate theses related to stress source, reaction and burnout together with relevant publications, periodicals and journals, in conjunction with quantitative questionnaire survey to examine relevant theories and studies and from which shape the study’s hypothesis and research framework. The study subject was the entire police force of Kinmen, yielding a total of 260 in service (not including custodians, technicians, drivers and contractual employees), 280 in budget quota, and 247 after deducting those away on training, individual and group leave. A total of 247 questionnaires were served, and a total of 213 valid copies collected, an 89% retrieval rate. Which was then tallied and analyzed via SPSS 10.0 software to yield the following discoveries: I. All extant police officers due to additional patrol or criminal guard duties were encumbered with far greater workload than their counterparts at the headquarters, specific squads or harbor police force, and also reflected greater work stress; II. In terms of personal and job profile, junior officers appeared to sustain greater stress than the senior, meanwhile those of higher education level revealed lower perceived stress from work; lower ranking officers tended to perceive greater intensity of work stress, and the field officers had significantly higher recognition of work-stress source than their deskwork counterparts; III. In the reaction of four areas of stress source to overall work stress, only the “role conflict” fell under significant bearing line, the remaining “career accomplishment”, “workload” and “interpersonal relationship” as variables to work-stress reaction yielded 70.3% in effective interpretation; of which “career accomplishment” lent greatest prediction efficacy; IV. There is an intermediately obvious direct-ratio correlation between overall work-stress reaction and burnout, i.e. the more intense the perceived stress the more likely was the extent of burnout. The study through the discoveries recommends the following: I. Comprehensive evaluation of policy duties and assignment; II. Implement a duty-balanced rotation system; III. Regulate measure to protect offshore island police force’s promotion opportunity as their main-island counterparts; IV. Strengthen counseling mechanism for their legitimate recreation; V. This study investigates the perceptions of South African Police Service officials towards HIV/AIDS at Mthatha Central Accounting Police Station towards HIV/AIDS. Selection of the respondents was done through stratified random sampling. Data was obtained from a sample of 115 police officials. These officials were of different ranks from the level of Constable up to that of the Director of the South African Police Service. Male respondents were in the majority, and Grade 12 was the dominant highest qualification amongst the police officials. The main research instrument was a questionnaire. The questionnaire had three sections: the first was compiling profile, the second poses closed-ended questions generally requiring "yes/no" responses, and the third asks open-ended questions requiring perceptions about HIV/AIDS. Collection of data was done through semi-structured interview schedule. Data were analysed using Excel where tables and graphs were used for closed-ended questions, while themes were formed in the analysis of open-ended questions. The findings of the study revealed that the police officials had different impressions about HIV/AIDS Furthermore, police officials indicated that they would treat cases of HIV/AIDS differently and generally believe that condoms are not reliable

A qualitative research approach was chosen because it is flexible. The results of the study identified gaps. A significant shortage of personnel in the client service centre was noted. Furthermore, the results revealed that there is poor management and evaluation of the service delivery process. To have an effective and efficient service delivery process, it is recommended that the management of Germiston police station re-enforce legislation on service delivery and human resource capacity with the introduction of a customer service agent in the client service center and implement a monitoring and evaluation strategy.

This research aims to study the requirements and methods of selecting a competent Chief of Police Station (CPS). Through investigating and analyzing the work content of a CPS and followed by a literature review and a 360-degree feedback assessment, a preliminary conclusion was established for the core aspects and indicators of the work of a CPS, which consist of 5 aspects and 21 indicators as follows: (1) Law Enforcing knowledge: familiarizing with legal knowledge, utilizing information technology, administering affairs in accordance with laws, and acquiring new knowledge and the latest innovations (2) Interpersonal Communications: having good interpersonal relationship, having good attitude while providing services, being caring and sympathetic and being able to communicate and coordinate. (3) Internal Affairs Management: being able to counsel and inspire, being able to maintain discipline in a group, being able to educate and provide training, being able to make plans, execute plans, delegate and be familiar with on-duty security measures. (4) Risk Management and Response: having the awareness to identify risks, being able to respond to emergencies, being able to analyze problems while making correct and resolute decisions in order to resolve these problems (5) self-discipline and Leadership: being able to uphold integrity, honesty and fairness, being able to serve as an example and have the courage to take on responsibilities, being proactive and being able to control emotions. Consistent Fuzzy Preference Relation (CFPR) method was employed to make an evaluation of the relative weight among the CPS’s core aspect of work competency and their indicators. It was followed by interviews, the conclusion of which indicates that the 7 key areas of the work of a CPS are as follows: managing internal affairs, planning and executing field and desk duties, preventing police corruption, managing and responding to risks, being able to gain up-to-date information concerning overall situations within a jurisdiction, giving a brief to officers before they perform general duties or specific operations, and observing and responding to public opinion and media coverage. The factors that determine the success of a CPS were identified as well as the selective procedure and its evaluation sheet were formulated through Critical Incidents Technique (CIT) and interviews. All in all, a number of conclusions and suggestions were made by this empirical research in order to serve as a reference for police institutions to select their CPS. The conclusions are summarized as follows: 1.There are 7 key areas of work of a CPS, including managing internal affairs. 2.There are the 5 core aspects and 21 indicators of the work of a CPS. 3.“Self-discipline and Leadership” has the most significant weight among the core aspects and indicators of the work of a CPS. 4.“Being able to uphold integrity, honesty, and fairness” is the most significant factor to determine the success of a CPS. 5.It is suggested that the selective procedure and its evaluation sheet should be diversified.

This research aims to discuss information literacy and performance of policemen who service in local police station of Changhua County Police Bureau and examine whether information literacy has predictive power to job performance by investigating the relationship between these two factor and the different backgrounds of the policeman in Local Police Station for reference for police administrative agencies to formulated relevant policies. This research applies questionnaire survey with self-edited questionnaire named as“Questionnaire on Relationship between Information Literacy and Job performance of Policemen in Local Police Stations” to make general investigation on 1,242 policemen in local police station of Changhua County Police Bureau. There are 1,013 effective questionnaires returned, accounting 81.56%. After factor analysis, descriptive statistic, the t-test for independent samples, One-way ANOVA, correlation analysis and multivariate stepwise regression analysis etc., we mainly have the following discoveries: Ⅰ. The performance of policeman in Local Police Stations shows elevated responses. Ⅱ. There is no obvious difference among the information literacy and the job performance between the policemen in the Local Police Stations. Ⅲ. The policeman above 51 and the policeman in the Local Police Station consist of 11-15 people perform better on job and equip more information literacy. Ⅳ. The job performance and the information literacy of policeman in Local Police Station under the education of the one-year junior college program are both better than those under education of two-year junior college program. Ⅴ. The policeman in Local Police Station who is under the education of Central Police University has better job performance and the information literacy. Ⅵ. The more information literacy policeman in Local Police Station equips, the higher job performance one shows. Besides, the ability of information literacy has obvious influence on job performance. VII. The ability of information literacy has obvious predictive power to job performance. This research investigates information literacy and job performance of policemen in local police station of Changhua County Police Bureau for the first time, the result of which can be used as reference for formulation of policies by relevant police administrative agencies, policemen in local police stations and further researches.

The South African Police Service is struggling to redefine itself as a public protection service as opposed to the instrument of public-control that it was in the past when it was still the SAP (South African Police). I believe that there is an ever-growing need for public protection facilities and that the design of these facilities is still not being prioritised. This has been demonstrated by many reports in the media concerning the severe lack of resources available to the South African Police Services and the inadequacy of those they are given. This is true also of the buildings they operate from. The transition, if indeed it has happened, of the pre-1994 paramilitary styled SAP, to an all-encompassing community protection Service, is thus a crucial issue if architects hope to successfully respond to the need for facilities that enforce safety and security. In architectural terms, consequently, one should question whether a police station in South Africa is easily identified as such, and what in-fact constitutes a successful policing building. It is intended to address this issue through the main question: what is an appropriate architectural response for designing a police station in Albert Park, Durban? In the past, police stations have been designed as fortresses and are therefore easily identifiable. It should be questioned whether this is the case currently, whether the domineering, fortress, imagery of the past is suitable for such stations now. Indications are that many stations built recently are not 'typologically' identifiable and not really designed with a perceived new identity in mind. Many of the older stations are now functionally inadequate because they are not designed for an SAPS that is now still struggling to adopt a community-embracing appearance and strategy. It is thus fit to question what a police station is, and question its development and origins in the local and international context. Ultimately it is intended to discern what is appropriate to contemporary South Africa. Perhaps it is possible to smooth out the earlier processes of the criminal-justice system through architectural intervention. The effectiveness of the police force can be improved in letting it operate from better facilities, providing buildings that convey to the public that the police are there to enforce safety and, yet, operate with the interests of the general public at heart. It is also of primary importance that the building proves adequate for the police to operate in, and from, while simultaneously ensuring humane conditions for the detainees awaiting hearings. Architectural intervention into this field can thus also positively adjust society's perceptions of such facilities further assisting the Criminal-Justice System. The hypothesis is therefore that in order to design a successful Police Station, in South Africa, it must include public facilities that are easily accessible to the public, but it conversely still needs to have certain of its functions secure, expressing these as such. The building must therefore strike a balance between the overt and covert modes of operation.

Police station is the most important execution unit in the police department; it is the government’s window of enforcing the law, it is also the most widely spread unit of Civil Service. However, the business articles are many and diverse for the police station. As the result, the chief of the station faces long working hours, high pressure, and heavy responsibilities; the satisfaction of the chief of the station towards the work influences greatly on the results of the public security. The research target is the chief of police station of Chang Hua County police department; the research is mainly quantity and assists with quality, and use the discovery of quality study to prove the analysis of quantity study. For the quantity study, the method is using survey on the target participants, 70 surveys were given out and 68 retrieved, the percentage of valid survey is 97.14%. Then process the correlation coefficient analysis, and single and dual variable ANOVA on the data gathered with surveys. For the quality study, pick out 6 chief of police station using non-random and convenient sampling strategy for interview. The quantity study discovers: the average satisfaction towards working of the chiefs is 3.37, which is higher, then the mean value, this shows that chiefs are pleased with the job, but not yet reached “satisfy.” In the ANOVA of three viewpoint on chief himself, position, organization property, and satisfaction of working, only “Age” and “Seniority” have remarkable relationship while others does not have remarkable relationship. For the 12 viewpoint ANOVA on chief himself, position, organization property, and satisfaction of working, “Age,” “Position,” and “Working location” shows remarkable relationship while others does not have remarkable relationship. In the 12 viewpoint of the satisfaction towards the job, the viewpoint that achieves the highest mark is relation with parallel colleagues, the average score is 3.83, it shows the chief is most satisfy with the relation with parallel colleagues. On the other hand, the viewpoint with the lowest score is job safety, average score is 2.40, it shows chief is not pleased with the safety of the job. The quality study discovers: the position of chief is assigned by the higher authorities, so the job lacks motivation and inclination for holding the post in long-term. For the achievements and setbacks obtained with the job, generally, the achievements are greater then the setbacks. The desire of deploy to other position with same rank is high due to the overwhelming of workload and working pressure. In the viewpoint of interpersonal relationship, to construct fine interaction with subordinate is the most important matter. Believe the adequate authorization from the superintendent and satisfy with the leading style of the superintendent. Believe the leading style of superintendent is high system and high understanding but slightly slanting towards high system. Have the sense of belonging and identification to employed police department and whole police work, but the software and hardware of the employed department cannot satisfy the demands. Averagely, satisfy with the salary. Believe there is better chance for promotion, but hope to build up a clear system of priority promotion. Believe strengthen the training, stick to the principle of administrating by laws, and fulfill legislation capability is the best way to ensure the job and personal safety. For the encouraging specific actives and suggestion, there are establish the channel of priority promotion, practice deputy system, adequate authorization, reasonable work demand, and raise the salary. Finally, based on the evidence and analysis result, raises the conclusion and suggestion for the police department administration to refer to and provide suggestion for the following researchers.

Employee Assistance Programmes (EAPs), when they first were introduced in the United States of America (USA), were support programmes providing assistance to alcohol addicted employees. During the 1960s, EAPs became comprehensive and offered employee assistance services (EAS) such as financial, marital and family, psychological, work-related stress, chemical dependency (alcohol and drugs), depression, health, anxiety, and even job boredom problems that affect employee work performance. Since then, EAPs have proven to be valuable because skilled and high performing employees who experienced problems could receive assistance in the workplace and once they overcame their problems, they often became more productive and more employers could benefit from EAPs. Due to the benefits provided by EAPs to both employees and employers, South Africa is one of the many countries that have adopted this performance-enhancing strategy. EAPs in South Africa are a relatively new workplace management phenomenon designed similarly to the USA model and thus do not have a long history. In the South African Police Service (SAPS), EAPs are as a result of the operational nature of policing services and the demanding conditions under which police services are carried-out. The EAPs are provided as a means of employee support to promote employee wellness and to create a working environment that is conducive to an effective and efficient delivery of police services. This research investigated the implementation of EAPs at Moroka Police Station, the biggest of the eleven (11) police stations that are situated within Soweto. This station serves approximately a total population of two hundred and fifty thousand (250 000) community members. The research gathered opinions of three selected groups of respondents (non-commissioned officers, EAP practitioners and commissioned officers) about the effectiveness of EAPs in the study area and how they can be improved. Employees in this police station, as in many others, are exposed to daily traumatic events since their duties require them to attend to crime scenes such as murder, collisions of varying seriousness, and often witness the murder of their colleagues. These incidents have a profoundly adverse impact on their psychological well-being and work performance. The findings show that even though remarkable progress has been made with the institutionalisation of EAPs, there are a few concerns which still require management’s attention. From the results of the interviews held with the non-commissioned officers, a few concerns, that if attended to could improve the effectiveness of EAP, include concerns about non-commissioned officers’ lack of knowledge of the functions of EAP, their general experience of EAP, the credibility and adherence by EAP practitioners to ethical guidelines, the frequency of the consultations as well as concerns about the accessibility of the EAP to them. The findings of the interviews held with EAP practitioners tended to be less complimentary than those gathered from non-commissioned officers, and a longer list of concerns was recorded. Numerous concerns that relate to the circumstance under which they administer EAS were articulated. These include concerns about how employees perceive the EAP and their understanding of EAS. Lastly the findings of the questionnaires administered to the commissioned officers, as compared to both the findings gathered from the non-commissioned officers and EAP practitioners, were more positive, especially their understanding of the EAP, how the EAP functions, their overall experience of the services provided through the EAP and their overall satisfaction of the EAS. Although the findings were positive there were few concerns that they identified as needing attention. These concerns are the functions of EAP, implementation of EAP, general experience of EAP, feedback from the EAP practitioners and resistance by employees to consult EAP practitioners. This research concludes by offering recommendations for each of the three groups, and by offering a research agenda for further investigation in this field.

This study aims to explore the levels of job motivation and job satisfaction among directors of police station in Taichung City Police Department.To achieve the goals, the study applied questionnaire method. The study subjects were directors of police station in Taichung City Police Department since 2010. The main findings of this study are summarized as follows: First, there were significant differences existed among variables of age, seniority before being the director of police station, level, experiences of job, and work location on job motivation. Second, there were also significant differences existed among variables of gender, age, seniority before being the director of police station, level, experiences of job, and work location on job satisfaction. Third, there are high relevances between job motivation and job satisfaction. According the findings of this study, the suggestions are summarized as follows: First, encourage female police officers being the directors of police station. Second, adjust the job level of the directors of police station. Third, select candidates from young police officer. Fourth, Improve the job style. Fifth, considering personality and job attitude while selecting the Chief of Precinct.

To achieve these goals this research will take into consideration literature concerning work pressure and then proceed with substantive research methods into procurement personnel work pressures. This will be accomplished via “Concept Layer Random Sampling” methods; initial sampling will be conducted on across all levels of associated posts followed by choice of and later extensive interviews with 10 individuals most suited for this research. Research components are as noted below. 1.Sources of work pressure for Police Department procurement personnel include personal, intra- and extra-departmental factors. Said factors may be further broken down into – (1) Unfamiliarity with procurement regulations. (2) Insufficient personnel and/or high turnover rate leading to excessive work pressure. (3) Higher level imposed procurement case completion dates. (4) Lack of support from superiors leading to confusion and inappropriate handling of procurement cases. (5) Judiciary investigations. (6) Procurement requests which are not allowable per procurement regulations. (7) Supplier contract breach investigations and handling. 2.Police Department procurement personnel work pressures will directly affect such personnel’s attitude toward work, this in addition to affecting their physiology, mentality and daily behavior. 3.Countermeasures to alleviate such work pressures include – (1) Directly facing such issues. (2) Seeking assistance from society. (3) Self-adjustment. (4) Suitable rest and exercise. (5) Time management. (6) Refinement of professional skills. 4.Concluding recommendations of this research are – (1) Procurement personnel deployment should take into account organization structure and workloads. (2) A system of incentives should be put into place to strengthen their professional skills . (3) Higher-level staff should create a procurement regulation knowledge base. (4) Procurement personnel posts should be filled by professionals, such identified by special qualifying tests. With the development of reform and opening up of mainland China, the role of the public security organs not only in reality, but also in social science research increasingly occupy a key position. In the transition process which is from a traditional society to a modern one, the problem of social stability is particularly prominent. In order to effectively promote the harmonious development of the society, the government must first create a stable economic and social environment. Being an important part of the government’s public administration system, the public security administration plays an irreplaceable role in maintaining social stability and keeping good social order. The police station in mainland China is progressively established with the foundation of the new Chinese public security organs. So far, the police station has been played a crucial role in the basis of maintaining public order, the protection of citizens' personal security and personal freedom, protecting public property and legitimate personal property, and preventing and punishing criminal activity. On examining a realignment of functions of Chinese police station, and police reform in Europe and the United States throughout decades, the changes in police style and its effectiveness reflects that, no matter facing the High incidence of crime trend or the maintenance of social order, obtaining people's support is the most important. Thus, the development trend of China's future policing model should not be unity, but a hybrid one. That is, by using a police network model which is composed of public police, private police, and mixed one to try hard to create and gradually form a collection policing model system with Chinese characteristics.

This study explores the factors of police discipline in the police stations of metropolitan areas. As discipline is a vague concept and subsumes a wide range, to facilitate the subsequent statistical analysis and present research, “reward points” was used to represent the discipline to achieve clarity. Based on the relevant literature, the three variances of the police stations include the “environmental features (composed of three sub-tests of the neighborhood atmosphere, persuasion pressure, and domain area complex), organizational features (com-posed of three sub-tests of control factors, competition factors, and cognition factors), and the role of shame (composed of four sub-tests of consensus feeling, morality, image, and sense of self).” In addition to examining these three variances, the researcher believes from practical experience that the afore-disclosed variances have a significant impact on the “reward points.” Thus, the “reward points” variance represents the discipline points to explore the environ-mental features, organizational features, and the role of shame (including the sub-tests) and the relationships of impact between them. The results of the empirical analysis are used to test this study’s hypothesis. In this study, the police stations was used as the sample; a total of 2,777 survey ques-tionnaires were distributed, and 2,588 were recovered, accounting for a recovery rate of 92%. After collation, a total of 1,764 valid questionnaires were included in the statistics for t-test and one-way ANOVA, factor analysis, and multiple regression and path analysis. The results showed the following: (1) Environmental features have a direct impact on the organizational features. (2) Of the overall variances for the police to obtain awards, only the role of shame has a direct impact, and the environmental features and organizational features have no direct impact; in the sub-tests of the variances, only a direct impact is shown on the neighborhood atmosphere, persuasion pressure of environmental features, and the consensus sense, morality, image and sense of self in the role of shame. (3) And of the overall variances for police to receive punishment, only organizational features have a direct impact, and envi-ronmental features and the role of shame have no direct impact; in the sub-tests of each va-riance, only the neighborhood atmosphere of environmental features and the cohesion of or-ganizational features have a direct impact. The analysis of the different control variances uncovered the following findings: (1) Po-licemen, more than policewomen, attach a significantly higher degree of importance on mo-rality and image. (2) From the point of view of the post, the neighborhood atmosphere, persu-asion pressure, supervision factors, and competition factors have an impact on the police who served in non-competent positions; and the cohesion factors and sense of consensus, morality, image and sense of self have an impact on those who served in competent positions. As to obtaining rewards and punishments, both have an impact. (3) From the age point of view, the neighborhood atmosphere and supervision factors have an impact to those between 30 to 42 years of age; the image has an impact on those between 43 to 49 years of age; the attainment of rewards and punishments have an impact on those between 37 to 42 years of age; whereas obtaining rewards has an impact on those between 37 to 42 years of age significantly higher than those between 31 to 36 years of age. (4) From the education attainment point of view, the supervision factors have an impact on those on the basic special team. Morality has an impact on police with a university degree (including master’s and higher). The image and sense of self have an impact on police with a diploma of police college or university degree (including master’s and higher), but the impact of the sense of self on those with a Police University degree (including master’s and higher) is higher than on those with a diploma of police college. As for the attainment of the rewards and punishments, there is an impact on those with education attainment of police college or Police University (including master’s and higher). (5) From the point of view of years of service, the neighborhood atmosphere and persuasion pressure have an impact of 3 to 15 years of service, the supervision factors have an impact of 3 to 9 years of service, and morality, image and sense of self have an impact of more than 15 years of service. As for obtaining rewards, it impacts those who served for 3 to 15 years or more, whereas 9 to 15 years were significantly higher than the 3 to 9 years, and to receive punishment impacts those between 3 years and 15 years, and over 9 years. Finally, this study puts forward the following suggestions: 1. In the overall results, the various police agencies should (1) carefully assess the external environmental conditions that may affect the organization and police; (2) strengthen the organizational culture and atmos-phere to improve the timely and positive encouragement; and (3) strengthen the concept of shame and morality and the inculcation and education of awareness. 2. For policing, the future should be oriented towards the following reforms: (1) The overall environment level should (a) establish the role of police work and maintain the police system; and (b) ensure the defiance of a powerful pressure and maintain firm neutrality; (2) In the overall organizational level (a) the chief officer should set himself as a good example; (b) demonstrate mutual concern instead of supervision, to learn from each other; (c) attach importance to the organization to develop an internal culture; (d) verify rewards and punishments and pay equal attention to supervision and guidance; and (e) review and improve the project; (3) In the level of the role of shame, it should (a) strengthen the self-rule and improve self-control; (b) strengthen ethics education to enhance moral awareness; and (c) strengthen the rule of law education to enhance the rule of law concept. This research takes the Jiayi dwellers and the Jiayi Police authorities as the research objects. By the method of interview, we investigate the life behavior, the organization operation, and the social activities or interpersonal relationship among the research objects.    As a result of the changing circumstances, the role of the police already gradually transforms into the so called “ministrant”. The main target client, namely “the populace”, cares also in public securities, public peace and traffic control.    The major reason of this research lies in understanding the connection of domestic police with the community populace. We discovered that: no matter what the transportation problem or the public security is, the Jiayi Police station has very impression in the mind of the residence.
