Abstract:
The prison is specifically identified by Michel Foucault in his essay, ‘Of Other Spaces’ (1967), as an exemplar of “heterotopias of deviation”. Reified in neo-Victorian production as a hegemonic space to be resisted, within which illicit desire, feminist politics, and alternate narratives, for example, flourish under harsh panoptic conditions, the prison nonetheless emerges as a counter-site to both nineteenth-century and contemporary social life. This article investigates the neo-Victorian prison museum that embodies several of Foucault’s heterotopic principles and traits from heterochronia to the dynamics of illusion, compensation/exclusion and inclusion that structure the relationship of heterotopic space to all space. Specifically, I explore the heritage site of the Central Police Station compound in Hong Kong, recently transformed into “Tai Kwun: the Centre for Heritage and the Arts”. Tai Kwun (“Big Station” in Cantonese) combines Victorian and contemporary architecture, carceral space, contemporary art, and postcolonial history to herald the transformation of Hong Kong into an international arts hub. Tai Kwun is an impressive example of neo-Victorian adaptive reuse, but its current status as a former prison, art museum, and heritage space complicates the celebratory aspects of heterotopia as counter-site. Instead, Tai Kwun’s spatial, historical, and financial arrangements emphasize the challenges that tourism, government funding, heritage, and the art industry pose for Foucault’s original definition of heterotopia and our conception of the politics of neo-Victorianism in the present.

Abstract:
The Automated Teller Machines (ATM) are used for cash withdrawals. Meanwhile as ATM lacks security, thefts occurring in the ATMs are also high. Our proposed system minimizes those break-ins occurring in the ATM’s by instigating a low cost standalone embedded sys-tem using Arduino Microcontroller. This system is proposed for ATM security, comprising of the components namely RGB tag, Global System for Mobile communication (GSM), Global Positioning System (GPS), Virtual Keyboard and camera. Authentication by virtual keyboard thus helps the public to protect their credentials from being captured by malicious bots, key loggers and spyware. Whenever theft occurs, Buzzer makes an alarm, DC Motor turns ON and the door of ATM is closed. The nearby police station and corresponding bank authorities is alerted by the GSM Modem that sends messages along with the location. This will prevent the robberies and the person in-volving in the robbery can be easily caught. In short, it discusses the methods that are used to detect the venture, initiate preemptive measures and forewarn the officials through GSM network. This system thus heightens the safety of ATM users as well as the ATM’s against forthcoming attacks effectively.

Abstract:
Situbondo Regional Police are law enforcers who work in the East Java Situbondo district. Of course, in carrying out all its duties, it requires communication and information exchange between officers and civilians to carry out police duties properly and effectively. In reality on the ground, not all Situbondo people, especially those outside Situbondo, know the geographical location of the police station in each sub-district in Situbondo district. The only way to find the Situbondo Police Station is to ask and ask someone who has visited or learned about the office. However, using this procedure requires more time and is a bit of a hassle for other people, this is due to the absence of a map pointer to deliver or give an overview of the location of the Police station. From the above problems, namely the absence of loyal Police station appointees at all times to help, it is necessary to design a Situbondo Police Station Geographical Information System that is the answer to the problems discussed above. The establishment of this system is expected to be able to assist the Police in informing the geographical location of the Police station along with important information and also assisting the public in finding the Police station quickly and effectively.

"From TOD to TAC: Why and How Transport and Urban Policy Needs to Shift to Regenerating Main Road Corridors with New Transit Systems." Urban Science 5, no. 3 (July 7, 2021): 52. http://dx.doi.org/10.3390/urbansci5030052.

Abstract:
The need for transit oriented development (TOD) around railway stations has been well accepted and continues to be needed in cities looking to regenerate both transit and urban development. Large parts of suburban areas remain without quality transit down main roads that are usually filled with traffic resulting in reduced urban value. The need to regenerate both the mobility and land development along such roads will likely be the next big agenda in transport and urban policy. This paper learns from century-old experiences in public–private approaches to railway-based urban development from around the world, along with innovative insights from the novel integration of historical perspectives, entrepreneurship theory and urban planning to create the notion of a “Transit Activated Corridor” (TAC). TACs prioritize fast transit and a string of station precincts along urban main roads. The core policy processes for a TAC are outlined with some early case studies. Five design principles for delivering a TAC are presented in this paper, three principles from entrepreneurship theory and two from urban planning. The potential for new mid-tier transit like trackless trams to enable TACs is used to illustrate how these design processes can be an effective approach for designing, financing and delivering a “Transit Activated Corridor”.

Abstract:
Seventy-nine adults and nineteen children were arrested at Gatwick Airport under s.136 over the period of one year although not all were formally held under this section at the police station (i.e. not all were accepted by the custody police officer). Their notes at the police station were reviewed. None of the children and only half of the adults were eventually seen by a doctor. The police were able to deal with the others. Half of these latter were missing persons. Those referred to a doctor tended to be suicidal or confused compared with those who were dealt with solely by the police. In addition, the police station as a place of safety probably influenced management in that people were dealt with quickly. The phenomenon of ‘wanderers’ is commented upon. This study suggests that when reviewing people held by the police as a result of their behaviour, a more comprehensive study can be performed by considering those arrested under s.136, but needing a more informal approach, at the police station.

Abstract:
In comparison with research on the private sector, organizational commitment within the police has been rarely examined. Moreover, the leadership styles of police officials are not equal in all police studies across the world. Using data collected in 2009 from 236 Korean police officers, the purpose of this study is twofold: (a) to determine if the scale (multifactor leadership questionnaire, form 6-S [MLQ-6 S]) is applicable to police agencies internationally; and (b) to examine if leadership influences organizational commitment in law enforcement agencies. Results indicate that transformational leadership is positively linked to organizational commitment in Korean police agencies. However, the applicability of MLQ-6 S is controversial. Future research is required to examine comprehensively whether MLQ-6 S is a valid instrument for various types of organizations across the world.

Abstract:
Wellington Central Police Station was built in the late 1980s. Its 10-storey tower block featured robust X-bracing around the perimeter and strong floor diaphragms to distribute earthquake actions amongst the perimeter frames, thus making it extremely stiff. To provide the ductility required by the 1984 Loadings Standard, the tower block was supported on a base isolation system that allowed up to 400 millimetres of movement in any horizontal direction. This paper describes investigations into the continuing serviceability of the base isolation parts, and the remedial maintenance required.

Abstract:
We explore the founding and transformation of a historical building, a police station, during the Japanese occupation of Meinong, a Hakka gathering located in southern Taiwan. We focus on the construction process of transformation from an expropriating residential space into rebuilding a formal public office into remodeling for a popular cultural and creative center, which has gone through for over a century. The police station has undergone a total of five architectural form changes. First, it was established under the control of colonial governance three times, but it has been empty since the colonial factors disappeared. Secondly, the new government built another police station in front of it. Subsequently, with the preservation policy of historical buildings, the colonial police station was restored and reused. Through literature inquiry and the transformation process of architectural form and the political and historical aspects of that process, it is demonstrated how the migratory police bureaucracy was established from strange management during the period of Japanese occupation (1895−1945) to a formal police mechanism. Finally, it flourished within a popular culture with new values through historic preservation and reuse policy.

Abstract:
The decreasing reserve and growing costs of coal, oil and gas has persistently led us to use renewable energy resources. Using them environmental harm, air pollution and greenhouse effect can significantly be decreased. According to the European Union Parliament's and Council Directive 2001/77/EC approved in July 27, 2001, the member countries (Lithuania has been a member country from May 1, 2004) must seek to use not less than 12 per cent of renewable energy sources in total energy balance and 22,1 percent in the country's energy balance (including large hydroelectric power station). The numbers are significant. Thus, using wind energy can be one of the ways to fulfil the requirements. Lithuanian seaside, where the strongest winds are blowing, has been the most favourable place for the wind turbine's installation. However, usage and development of wind energy has been facing resistance from the society. One of the biggest arguments against the wind turbine is the noise which can cause inconveniences for the permanent residents and holidaymakers of the health‐resort zone. Therefore, environmental impact of the wind turbine requires exhaustive investigations. The research was carried out in the vicinity around the only one presently active industrial wind turbine in Vydmantai (region of Klaipeda, Lithuania). During the investigation it was established that the highest noise level was registered opposite the airscrew. The smallest noise level was measured in both sides from the tower in windscrew plane. It has been measured that noise level is noticeably higher in Vydmantai wind turbine's zone than in the background, which does exceed 250–300 m (5–6 windscrew diameters). Tai dideli skaičiai. Šis padidejimas galimas visu pirma pasitelkus vejo energetika.

Abstract:
The purpose of this research is to identify and analyze law enforcement against traffic violations by minors at the Semarang Police Station and to identify and analyze the obstacles to law enforcement against traffic violations by minors at the Semarang Police Station. This study uses a sociological juridical approach, which in this case relates to law enforcement against traffic violations by minors at the Semarang Police Station, with descriptive analytical research specifications. The data used are primary and secondary data which will be analyzed qualitatively. The research problem was analyzed using the theory of justice and the theory of the operation of law. The results of the study conclude that law enforcement against underage traffic violations is through preventive and repressive efforts. Conceptually, the handling of criminal acts in Indonesia is integrated, both within the internal scope of the National Police and within the scope that involves other components outside the National Police. In handling traffic violations by minors, problems arise because they are caused by a lack of legal awareness in the community, lack of traffic discipline, lack of legal socialization, inconsistent law enforcement and selective slashing, aspects of legal culture, and sanctions that are too light.

Abstract:
Cases of sexual violence against female detainees are still common in several police stations such as at the Wajo City Police Station, Poso City Police Station and Jayapura City Police Station. The crimes are not committed by male detainees only but also by the police officers. Hence arise some problems what are the factors that become the cause of sexual violence against female detainees in police stations and what kind of remedy that can be taken as a form of legal protection towards female detainees particularly the victims of sexual violence at the police station. From the results of research by the author, cases of sexual violence against female detainees are caused by internal and external factors. Internal factors such as psychological factors, biological needs and moral of the offender itself, while external factors are the opportunities gained by actors such as omission or lack of security of the police officers and the location between male and female cell at the adjacent position. To prevent and combat sexual violence against female detainees, it is necessary to have an effort that must be undertaken by the government and police agencies such as improving the facilities and infrastructure of the detention center at the police station and tighten the supervision or security of detainess.

Abstract:
With the inauguration of the Yoon Seok-ryul government, discussions on police reform are hot. The core of this can be seen as the establishment of a so-called “police station” within the Ministry of Public Administration and Security, and the reason why the establishment of a police station became a key task in the Yoon Seok-ryul government is that control of the police has been raised as police investigation rights have expanded. Accordingly, Minister of Public Administration and Security Lee Sang-min launched the Police System Improvement Advisory Committee (hereinafter abbreviated as the Advisory Committee), established a police station in the Ministry of Public Administration and Security according to the advisory committee’s recommendation, and the police station was launched on August 2, 2022. Regarding the launch of the police station, there is constant controversy over whether “security” is the secretary of the Ministry of Public Administration and Security, and Article 34 (5) of the Government Organization Act stipulates security affairs as the National Police Agency, but it is not separately stipulated in the duties of the Minister of Public Administration and Security. However, through the revision of the Criminal Procedure Act and the Prosecutor’s Office Act in 2020, the prosecution’s command of investigation was abolished, and the scope of direct investigation was limited to six crimes, and reduced to two crimes (0.4%) through the revision in 2022. According to this, the judicial police have the right to initiate and proceed with the investigation of 99.6% cases and terminate the investigation, so a new interpretation of the police’s investigation work is needed. As a result, the Minister of Justice and the Minister of Public Administration and Security were forced to review the final attribution of the police investigation, and eventually appeared as a consultative office for the enactment of the Presidential Decree, which stipulates the investigation rules under Article 196 (2) of the Criminal Procedure Act. This is because Article 66 (Presidential Status/Responsibility) (4) stipulates that “administrative power belongs to the government” and Article 88 (Power/Composition of the State Council) (1) stipulates that “the State Council deliberates on important policies under the authority of the government”. However, no matter what judicial system is followed, the criminal justice system is directly related to the rights and interests of the people in the process of realizing the national criminal right, and it is difficult to correct it if it is incompletely designed due to the nature of the system. The problem is that although the Criminal Procedure Act was revised in the name of judicial reform, much of the case was granted to judicial police officers, ignoring the reality of Korea being investigated by judicial police officers, which is a modified structure different from the continental and Anglo-American judicial systems. In the end, it is necessary to revise the Criminal Procedure Act with the police and the prosecutor’s system, and if necessary, reform should be carried out in a way that restores the prosecution’s (quasi) judicial character through the separation of the prosecutor’s (direct) investigation and the prosecution’s an investigative command.

Abstract:
A driver's license is proof of the legitimacy of competence, control tools, and police forensic data for someone who has passed the knowledge, ability, and skill test to drive a Ranmor on the road by the requirements specified under the Traffic and Road Transport Act. This study aims to determine the implementation of the policy of issuing a driving license at the Gowa Police Station in terms of resources; and the determinants of the policy implementation of the issuance of a Driving License (SIM in Indonesian) at the Gowa Police. This research method is qualitative with a phenomenological approach. The data sources used primary data through observation and interview instruments which determined nine research informants and secondary data through the review of various documents. The data analysis technique uses an interactive model, namely data collection, data condensation, data presentation, and verification/conclusion. The results of this study indicate that the policy for managing the issuance of SIM at the Gowa Police in terms of resources is not implemented properly, because there are still deficiencies in facilities and infrastructure that can provide a sense of comfort for SIM administrators when receiving services.
