Abstract:
Although Taiwan arguably needs civil and official collaboration on environmental protection, the implementation of an efficient system of environmental regulations has often been hindered by the many actors involved in the process of environmental governance (state, economic actors, civil society, media), whose interests are divergent. Consequently, there is no uniform, homogeneous authority for environmental governance but rather a variety of official and less official agents of authority whose interests and powers overlap and compete. In this paper we will introduce a case study dealing with the controversy surrounding the construction of an alternative road connecting Danshui ([Formula: see text]) with Taibei City (namely, the Danshui North Shore Road Project, [Formula: see text], Danbei daolu) to elucidate what the key influences are that govern environmental power dynamics between different agents with conflicting (or, sometimes, colluding) interests and how these multiple levels of interaction are negotiated by the various players. Our hypothesis holds that although environmental policies are, for the most part, mandated from the top, at the local level their implementation can be bypassed, altered or stalled by these various agents.

The wood structure of Syringa oblata var. giraldii growing on the northem slope of Mount Taibei varies with increasing altitude, rainfall and to some extent with plant size and stern diameter. On Mount Taibei rainfall increases with altitude from 1000-1800 m. Average growth ring width, vessel member length, vessel diameter, fibre-tracheid length and diameter, and ray height increase with altitude and rainfall; vessel frequency, ray frequency, and percentage of solitary vessels decrease along the same ecological gradient. These results are discussed against the background of general ecological trends: the unusual reversal of the altitudinal trends can be accounted for by the rainfall pattern associated with plant size variation on the northern slope of Mount Taibei.

Abstract:
The main question that Chang Ya-chung's Modest Proposal triggers is whether a political and security agreement can realistically be reached today. The twelve agreements signed by Beijing and Taibei since 2008 should be saluted as conducive to constructing détente, non-military confidence-building measures and de facto government-to-government relations across the Strait. However, in the foreseeable future, is it realistic to ask for more? Actually, a temporary or long-term political agreement between Taibei and Beijing will not be reached if the People's Republic of China (PRC) and the Republic of China (ROC) refuse to formally recognize each other's separate existence and sovereignty in one way or another, at least tacitly, and if they do not agree to address security issues squarely with the assistance of the USA. Finally, no meaningful agreement can be reached either if the PRC Chinese and certain segments of the Kuomintang (KMT) (Guomindang) fail to recognize Taiwan's specific history or realize that the Taiwanese have been developing a distinct identity since 1949 and even more so since the island's democratization took place in the late 1980s.

This article explores the political thinking of Taiwanese business people ( taishang) and factory managers ( taigan) on the Chinese mainland by drawing on qualitative data gathered between 2006 and 2008 in the Pearl River Delta and the Shanghai/ Kunshan metropolitan area. An ideal type of taishang is constructed to explain the major features of their identification with Taiwan, their perspectives on cross-Strait relations, their integration in Chinese society and their self-assessment as political actors in the shaping of cross-Strait relations. An important finding of this study is that the taishang is a rather apolitical figure who does not see much leeway to develop autonomous political leverage. However, this may change gradually as cross-Strait relations have eased significantly since the Kuomintang (KMT) (Guomindang) came to power in mid-2008 and the governments in Beijing and Taibei have experienced a rapprochement.

Abstract:
This paper analyses how Taiwan exercises “soft power” and uses public diplomacy to engage with the international community, and to compensate for the absence of formal diplomatic relations with major powers. The research suggests that Taiwan's strategies of international engagement are constrained by its external and internal political environments. The international system (structure) has locked Taiwan into a set of challenging arrangements over which it has little control or influence, while Taiwan's public diplomacy architecture and the activities organised and undertaken by its government agencies in Taibei and its representatives abroad (agency) reveal, at best, a misunderstanding of how Taiwan's soft power might be exercised more effectively. The strategic thematic choices of legitimacy (invoking Taiwan's international status) versus credibility (which in soft power terms offers the most benefit), and the decision to privilege cultural over political themes in international communications, all have profound effects on the success of Taiwan's soft power.

Elle est un composant de la civilisation humaine qui se constitue à travers les origines des mythes et des cognitions et permettant à un organisme d'acquérir la conscience des événements et des objets de son environnement. Dans cette recherche, c'est une étude sur les conséquences par la création des rues commerciales souterraines à Taipei qui sont liées et associées à plusieurs aménagements urbains significatifs, soit par zone, soit par quartiers pour requalifier des espaces urbains anarchiques, ainsi liée aux problèmes concernant le mobilier urbain et paysage urbain. The ideas of revolution in the field of construction take as a starting point of the installation in underground space, especially the one that is carried out downtown for a public use. The idea of urban planning for creation in underground is for objective of the durable urban development. The culture is a reference mark to understand the perception of the underground on human being. It is a component of human civilization which is constituted through the origins of the myths and cognitions and making it possible at an organization to acquire the consciousness and motive from his environment. In the research, it is a study on the consequences provoked by the creation of the underground shopping arcade (underground shopping streets +underground pedestrian) in Taipei that are dependent and associated several significant urban developments, either by zone, or by districts to improve anarchistic urban spaces. Thus they concern also urban equipment and urban landscape. Le quartier des sources chaudes de XinBeitou à Taipei est un paysage vivant, permettant de retracer l’urbanisation qui s’y est développée. Quartier marqué à l’origine par l’implantation des thermes sous la domination coloniale japonaise (1896-1945), il devient plus tard, après une période de déclin, un espace de détente répondant aux besoins touristiques, reflétant un style de vie différent. À partir des années 1990, le quartier ressent les effets de la globalisation. Cela entraîne des phénomènes de concurrence, des réconciliations et des coopérations entre les habitants, le gouvernement, et les groupes financiers dans les domaines de la culture des sources thermales et de la politique urbaine. Cette thèse s’appuie sur le recueil d’études d’archives, d’enquêtes de terrain et de collectes de données statistiques montrant les rapports dialectiques de notre recherche. Notre étude révèle qu’après que le quartier a été gentrifié, une politique de promotion du tourisme patrimonial a été mise en œuvre afin d’engranger des bénéfices. Cependant, avec l’élargissement du nombre d’habitants et de touristes issus de diverses classes sociales, des débats voient le jour au sujet de la revalorisation du quartier, chacun s’appropriant le droit d’interprétation culturelle, ce qui transforme celui-ci en profondeur. En effet, la présence des résidents avec leur diversité dans le débat collectif, met en évidence la présence constante de la force communautaire dont l’attention est portée sur la question de l’identité hybride et la mémoire collective, dans un effort de rendre au quartier son unicité et sa particularité. Tel est le cas du Musée des sources thermales, orientant le développement futur du tourisme patrimonial au sein du quartier
The Taipei’s XinBeitou hot springs in Taiwan is a living landscape that allowing us to trace the urbanization that has developed there through time. Originally, it has a touched of sulfur springs which brought by the Japanese during their occupation of Taiwan in 1896-1945. Years later, it became a space of relaxation that shows different lifestyles, after a period of decline and following the tourist changing needs. In the beginning of 1990’s, the strength of globalization began to invade the area. This led to competitions, reconciliations, and cooperations on the themes of hot springs culture and urban politics among residents, government, and financial groups. This thesis study is mainly based on the establishment of an archival study, a field survey, and a collection of statistical data to show in particular the dialectical relationships of our research. We discovered that the XinBeitou area has experienced gentrification followed by the promotion of heritage tourism. It should be noted that the patrimonialization has brought expectations of economic benefits to wealthier people, residents and tourists from different range of social classes have expanded, and the abovementioned arguments are related to the neighborhood revalorization that led to the considerations on the fight against the right of cultural interpretation. It appears that transformations are made by different categories of people according to their identity, social class, and role of participation. In particular, it is the constant presence of the community force that oversees aspects of hybrid identity and composite collective memory, making the area unique and peculiar. So is the case of the Hot Spring Museum, which is capable of guiding future development of heritage tourism within the said area

From the records of Taipei history, ne can not discover the market until nineteenth century. In 1984, American style fast food intruded in Taipei city with huge capital, heavy advertisement, delicate decoration and hight consumption level. All these features provided the places for people to chase fashion and foreign circumstances, which make people feel unique and noble. In the research, we find out that because Taiwan GNP increased and these American style fast-food stores popularly set up. The mystery of this fashion and unique culture had been taken off, and graduately associated with the public usual dining activities. The current two public dining culture -- "night market" and "fast-food store", in Taipei city, have a significant difference in location chosen. The fast-food stores usually located in modern business circles or beside the broad boulevard

Abstract:
The rapid modernization and densification of Taipei has resulted in a culturally and socially unsustainable society. The North American paradigm of high-rise condominiums disrupts the social pattern of the vernacular family, cultural activities and communities, isolating the city dwellers within their own homes. The physical city no longer reflects or supports its social and cultural condition, thus has led to the disintegration of traditional customs and lifestyle without a sustainable replacement. The hypothesis of this thesis is that high-density residential architecture can be reinvented through the reinterpretation of vernacular dwelling to accommodate cultural sustainable activities and a sociable, identifiable community.

The first three chapters record and examine three branches of research: vernacular Taiwanese culture and architecture, high-density vernacular architecture, and the current condition of Taipei, Taiwan. The research deals with various disciplines, most importantly family and social structure, to provide a foundation for further discussion of dwelling condition versus culture. Chapter iv compares and analyzes the relationship between residential architecture and lifestyle of the vernacular and current dwelling. It argues for the importance of communities at different scales, bound together by a hierarchy of communal spaces. The condominium building is carefully reexamined under the categories of the unit, the floor, the building as a village, and the neighbourhood.

The design project, Vertical Vernacular [chapter v], presents a new typology of high-density residential architecture. It demonstrates the implantation of the theories and prototypes developed in the previous chapter, by consideration of current culture and family structure, including both traditional customs and modern lifestyle. A full range of unit plans are developed based on demographics, family structure, traditional custom, and adoption of tradition to modern imperatives. The co-operative living environment inspired by the vernacular dwelling creates friendly, strong and safe communities within the condominium. Furthermore, the project aims for the feasibility of the concept within the densest district of Taipei City from a developer's point-of-view.

This research uses extended case studies undertaken in two artists’ neighbourhoods, the Hong Kong’s Jockey Club Creative Arts Centre in Shek Kip Mei and Taipei’s Treasure Hill Village in Gongguan, to examine how historical state-owned spaces in old urban cores now have become new sites of production for artists and arts practitioners. It addresses how and why the two cities, with similar histories and urban strategies, have created and defined the artists’ neighbourhoods in different ways, resulting in diverse paths of socio-spatial development. Hong Kong and Taipei have constituted the few examples amongst East Asian cities that have converted state-owned properties into artists’ clusters under the management of non-profit organizations in recent years. In both cities, artists have become a vanguard for the revitalization of urban spaces that aim to serve the interests of the state, the cultural sector and local community through place-making practices, which entail participation in the production of meaning and local specificities of a place. Research on urban cultural strategies of East Asian cities has put more emphasis on the political-economic factors as shaping cultural spaces but little on the social dynamics involved in spatial production. This study suggests that the new form of artists’ clusters in Hong Kong and Taipei requires an approach that incorporates the social dimension of space into an analysis of the artists’ neighbourhoods, which have tended to be less economically driven than the art districts run by business corporations. By focusing on Hong Kong and Taipei, this study shows that not only are the orientation and socio-spatial outcomes of the two artist neighbourhoods shaped by history and state definitions of cultural governance, but also by the social dynamics on the ground as configured by the different compositions of cultural space, the relationships between the management, cultural producers and local community, as well as their associated spatial practices. This study demonstrates that Hong Kong’s Jockey Club Creative Arts Centre exemplifies a regulated space that has been shaped by contentious politics, in which incompatible spatial practices between the management by the non-profit company and the artists have created confrontations on a daily basis. The tendency of the non-profit company toward management practices, accommodating leisure and consumption experience, and including a wide variety of artistic experience has created contradictions and undermined social cohesion within the artist community. In the case of Taipei, Treasure Hill Village manifested the civic orientation of the state in cultural governance. The officials’ endorsements of social activists as cultural planners and artists as the drivers for community revitalization have reinforced public participation in cultural activities and public meanings of cultural space. The primary aim to foster collective sense of action within the artist community and the local residents in promoting civic engagement and social inclusion through arts has generated greater cohesion among the local actors. The differences between the two cases suggest that social dynamics have been central to how the experimental processes in place-making are realised and unfolded.

Abstract:
Soundscape of a specific transportation event conveys not only messages for communication purpose but also becomes a soundmark for the riders. This Taipei MRT cabin soundscape study documents the series of acoustic events during the rides between two stations: Shandao Temple and Taipei Main Station. Taxonomy of sounds, technical data analysis and soundwalks were used as the soundscape data collection methods. Social, mechanical, and indicators sounds were identified as the three main sound classifications. Spectrogram showed the distinguished frequencies and orders of the acoustic events. On train announcements used four languages due to the country’s cultural and social history. This fascinating, unique, and repetitive Taipei MRT cabin soundscape adds to the exuberant soundscape and identity of Taipei.
