Abstract:
Although Taiwan arguably needs civil and official collaboration on environmental protection, the implementation of an efficient system of environmental regulations has often been hindered by the many actors involved in the process of environmental governance (state, economic actors, civil society, media), whose interests are divergent. Consequently, there is no uniform, homogeneous authority for environmental governance but rather a variety of official and less official agents of authority whose interests and powers overlap and compete. In this paper we will introduce a case study dealing with the controversy surrounding the construction of an alternative road connecting Danshui ([Formula: see text]) with Taibei City (namely, the Danshui North Shore Road Project, [Formula: see text], Danbei daolu) to elucidate what the key influences are that govern environmental power dynamics between different agents with conflicting (or, sometimes, colluding) interests and how these multiple levels of interaction are negotiated by the various players. Our hypothesis holds that although environmental policies are, for the most part, mandated from the top, at the local level their implementation can be bypassed, altered or stalled by these various agents.

Abstract:
The wood structure of Syringa oblata var. giraldii growing on the northem slope of Mount Taibei varies with increasing altitude, rainfall and to some extent with plant size and stern diameter. On Mount Taibei rainfall increases with altitude from 1000-1800 m. Average growth ring width, vessel member length, vessel diameter, fibre-tracheid length and diameter, and ray height increase with altitude and rainfall; vessel frequency, ray frequency, and percentage of solitary vessels decrease along the same ecological gradient. These results are discussed against the background of general ecological trends: the unusual reversal of the altitudinal trends can be accounted for by the rainfall pattern associated with plant size variation on the northern slope of Mount Taibei.

Abstract:
The main question that Chang Ya-chung's Modest Proposal triggers is whether a political and security agreement can realistically be reached today. The twelve agreements signed by Beijing and Taibei since 2008 should be saluted as conducive to constructing détente, non-military confidence-building measures and de facto government-to-government relations across the Strait. However, in the foreseeable future, is it realistic to ask for more? Actually, a temporary or long-term political agreement between Taibei and Beijing will not be reached if the People's Republic of China (PRC) and the Republic of China (ROC) refuse to formally recognize each other's separate existence and sovereignty in one way or another, at least tacitly, and if they do not agree to address security issues squarely with the assistance of the USA. Finally, no meaningful agreement can be reached either if the PRC Chinese and certain segments of the Kuomintang (KMT) (Guomindang) fail to recognize Taiwan's specific history or realize that the Taiwanese have been developing a distinct identity since 1949 and even more so since the island's democratization took place in the late 1980s.

This article explores the political thinking of Taiwanese business people ( taishang) and factory managers ( taigan) on the Chinese mainland by drawing on qualitative data gathered between 2006 and 2008 in the Pearl River Delta and the Shanghai/ Kunshan metropolitan area. An ideal type of taishang is constructed to explain the major features of their identification with Taiwan, their perspectives on cross-Strait relations, their integration in Chinese society and their self-assessment as political actors in the shaping of cross-Strait relations. An important finding of this study is that the taishang is a rather apolitical figure who does not see much leeway to develop autonomous political leverage. However, this may change gradually as cross-Strait relations have eased significantly since the Kuomintang (KMT) (Guomindang) came to power in mid-2008 and the governments in Beijing and Taibei have experienced a rapprochement.

This paper analyses how Taiwan exercises “soft power” and uses public diplomacy to engage with the international community, and to compensate for the absence of formal diplomatic relations with major powers. The research suggests that Taiwan's strategies of international engagement are constrained by its external and internal political environments. The international system (structure) has locked Taiwan into a set of challenging arrangements over which it has little control or influence, while Taiwan's public diplomacy architecture and the activities organised and undertaken by its government agencies in Taibei and its representatives abroad (agency) reveal, at best, a misunderstanding of how Taiwan's soft power might be exercised more effectively. The strategic thematic choices of legitimacy (invoking Taiwan's international status) versus credibility (which in soft power terms offers the most benefit), and the decision to privilege cultural over political themes in international communications, all have profound effects on the success of Taiwan's soft power.

Despite the signing of the Economic Cooperation Framework Agreement (ECFA) between mainland China and Taiwan in 2010, Taiwan's future status in the field of Asian regional integration remains unclear. While Taiwan remains outside the Trans-Pacific Partnership (TPP) and the Regional Comprehensive Economic Partnership (RCEP), China's rise and continued expansion in regional integration put increasing pressure on Taiwan to confront its political differences with China. This paper discusses the interconnection between regional integration and cross-Strait relations and seeks to address the implications such linkage entails. The authors note the exploitation of a two-pronged strategy by Beijing to pressure Taibei into confronting the political problem between China and Taiwan. In addition, the authors assess Taiwan's performance in terms of its progress in the establishment of preferential trade agreements (PTAs) from 2008 to 2016 under the Ma Ying-jeou (Ma Yingjiu) administration and identify the hurdles and prospects for Taiwan's future integration efforts. This paper concludes with a brief consideration of Taiwan's New Southward Policy.

Two new species of the genus Sinopodisma Chang, 1940 from Taiwan, China are described in this paper. The new species Sinopodisma orchofemura sp. nov. is similar to Sinopodisma kodamae (Shiraki, 1910), but differs from latter in antennae length of joint 2.9 times width in the middle part, hind femur yellow, length of interspace of mesosternum larger than narrowest, tegmina almost reaching the hind margin of second abdominal tergum. The Sinopodisma hsinchuensis sp. nov. is similar to Sinopodisma orchofemura sp. nov., but differs from latter by vertical diameter of eyes 1.7 times horizontal diameter and 1.8 times subocular furrow; tegmina extending over the hind margin of first abdominal tergite slightly; the length of interspace of mesosternum equal to narrowest and subgenital plate longer than ovipositor valves ventral view. Type specimens are deposited in the National Museum of Natural Science, Taichung, Taiwan, China and the Institute of Entomology, Taiwan University, Taibei, Taiwan, China respectively.

This paper focuses on the changing interaction between Taiwanese entrepreneurs and local Chinese governments. Through the analysis of this changing process, it can be seen that Taiwanese businesses are a special “asset” of Chinese governments. The main argument of this paper is that both central and local governments in China have strategic considerations in respect of Taiwanese businesses. The Chinese central government values Taiwanese businesses because more Taiwanese investment in China strengthens the Beijing government in negotiations with the Taibei government. Nevertheless, since the Kuomintang (KMT) (Guomindang) regained power in 2008, the strategic value of Taiwanese businesses in the cross-Strait relationship seems to have decreased. The central government has created a profitable macro-environment enabling local officials to give a warm welcome to Taiwanese businesses. Chinese local governments value Taiwanese businessmen not only because of the central government's deliberate policy but also because they are pursuing their own self-interest. This paper firstly focuses on the changing interaction between Taiwanese businesses and Chinese local governments. It then further analyses the different but complementary interests of both central and local governments in China in relation to Taiwanese investors.

The possibility of oil reserves under the seabed of the East China Sea created competition between Japan, South Korea, and Taiwan to claim ownership of these natural resources. The dispute marked the start of international cooperation in maritime East Asia and introduced the United States into this power game due to its exploration techniques and financial power. While Taibei, Tokyo, and Seoul put sovereignty-related disputes aside in an attempt to explore resources jointly, the change in international politics in East Asia and Washington’s perception of the western Pacific rim led to the failure of cooperation. This article argues that this international power game over natural resources management epitomized the dynamic politics between the United States and its East Asian allies. The roles of sovereignty, local interests, and U.S. international security created a dynamic scenario revealing how oil reserves were never the issue, but instead the embodiment of the actual concerns of these players behind their diplomatic language. Situating the 1970s oil exploration in the context of the Cold War, this article provides a historical lens to understand the contours of the shifting geopolitical structure in maritime East Asia.

Abstract:
Halophilic archaeal strain TBN37T was isolated from Taibei marine solar saltern near Lianyungang city of Jiangsu province, China. Cells were pleomorphic, flat and contained gas vesicles. Cells of strain TBN37T stained Gram-negative and the colonies were pink-pigmented. The strain was able to grow at 25–50 °C (optimum, 37–40 °C), with 1.4–5.1 M NaCl (optimum, 2.1 M NaCl), with 0–1.0 M MgCl2 (optimum, 0.01 M MgCl2) and at pH 6.0–9.0 (optimum, pH 7.5). Cells lysed in distilled water and the minimal NaCl concentration to prevent cell lysis was 8 % (w/v). The major polar lipids of strain TBN37T were phosphatidylglycerol, phosphatidylglycerol phosphate methyl ester, phosphatidylglycerol sulfate and one major glycolipid chromatographically identical to sulfated mannosyl glucosyl diether (S-DGD-1). On the basis of 16S rRNA gene sequence analysis, strain TBN37T was closely related to Haloplanus natans and Haloplanus vescus, with the same similarity of 97.4 %. The DNA G+C content of strain TBN37T is 64.1 mol%. DNA–DNA hybridization values between strain TBN37T and Haloplanus natans JCM 14081T and between strain TBN37T and Haloplanus vescus RO5-8T were 37.6 % and 42.1 %, respectively. It was concluded that strain TBN37T represents a novel species of the genus Haloplanus, for which the name Haloplanus aerogenes sp. nov. is proposed. The type strain is TBN37T ( = CGMCC 1.10124T = JCM 16430T).

Abstract:
The Lishui Sag is located in the southeastern part of the Taibei Depression, in the East China Sea basin, where the sag is the major hydrocarbon accumulation zone. A three dimensional modelling approach was used to estimate the mass of petroleum generation and accumulated during the evolution of the basin. Calibration of the model, based on measured maturity (vitrinite reflectance) and borehole temperatures, took into consideration two main periods of erosion events: a late Cretaceous to early Paleocene event, and an Oligocene erosion event. The maturation histories of the main source rock formations were reconstructed and show that the peak maturities have been reached in the west central part of the basin. Our study included source rock analysis, measurement of fluid inclusion homogenization temperatures, and basin history modelling to define the source rock properties, the thermal evolution and hydrocarbon generation history, and possible hydrocarbon accumulation processes in the Lishui Sag. The study found that the main hydrocarbon source for the Lishui Sag are argillaceous source rocks in the Yueguifeng Formation. The hydrocarbon generation period lasted from 58 Ma to 32 Ma. The first period of hydrocarbon accumulation lasted from 51.8 Ma to 32 Ma, and the second period lasted from 23 Ma to the present. The accumulation zones mainly located in the structural high and lithologic-fault screened reservoir filling with the hydrocarbon migrated from the deep sag in the south west direction.

Cells of the two strains were pleomorphic and Gram-negative and colonies were red. Strains TBN21T and TBN49 were able to grow at 25–50 °C (optimum 37 °C), at 1.4–5.1 M NaCl (optimum 3.4–3.9 M) and at pH 5.5–9.5 (optimum pH 7.0–7.5) and neither strain required Mg2+ for growth. Cells lysed in distilled water and the minimal NaCl concentration to prevent cell lysis was 8 % (w/v). The major polar lipids of the two strains were phosphatidic acid, phosphatidylglycerol, phosphatidylglycerol phosphate methyl ester, phosphatidylglycerol sulfate and eight glycolipids; three of these glycolipids (GL3, GL4 and GL5) were chromatographically identical to sulfated mannosyl glucosyl diether (S-DGD-1), galactosyl mannosyl glucosyl diether (TGD-1) and mannosyl glucosyl diether (DGD-1), respectively. Phylogenetic analysis revealed that strains TBN21T and TBN49 formed a distinct clade with their closest relative, Halobaculum gomorrense JCM 9908T (89.0–89.5 % 16S rRNA gene sequence similarity). The DNA G+C contents of strains TBN21T and TBN49 were 64.8 and 62.7 mol%, respectively. DNA–DNA hybridization between strains TBN21T and TBN49 was 90.1 %. The phenotypic, chemotaxonomic and phylogenetic properties suggest that strains TBN21T and TBN49 represent a novel species in a new genus within the family Halobacteriaceae, for which the name Halolamina pelagica gen. nov., sp. nov. is proposed. The type strain of Halolamina pelagica is TBN21T ( = CGMCC 1.10329T = JCM 16809T).

Cells of the two strains were pleomorphic, stained Gram-negative and produced red-pigmented colonies. Strain TBN53T was able to grow at 25–55 °C (optimum 45 °C), with 1.4–5.1 M NaCl (optimum 2.6–3.9 M NaCl), with 0–1.0 M MgCl2 (optimum 0–0.1 M MgCl2) and at pH 5.5–9.5 (optimum pH 7.0), whereas strain CSW2.24.4T was able to grow at 25–45 °C (optimum 37 °C), with 2.6–5.1 M NaCl (optimum 3.4 M NaCl), with 0.01–0.7 M MgCl2 (optimum 0.05 M MgCl2) and at pH 5.5–9.5 (optimum pH 7.0–7.5). Cells of the two isolates lysed in distilled water. The minimum NaCl concentrations that prevented cell lysis were 8 % (w/v) for strain TBN53T and 12 % (w/v) for strain CSW2.24.4T. The major polar lipids of the two strains were phosphatidylglycerol, phosphatidylglycerol phosphate methyl ester and phosphatidylglycerol sulfate, with two glycolipids chromatographically identical to sulfated mannosyl glucosyl diether and mannosyl glucosyl diether, respectively. Trace amounts of other unidentified lipids were also detected. On the basis of 16S rRNA gene sequence analysis, strains TBN53T and CSW2.24.4T showed 94.1 % similarity to each other and were closely related to Halobellus clavatus TNN18T (95.0 and 94.7 % similarity, respectively). Levels of rpoB′ gene sequence similarity between strains TBN53T and CSW2.24.4T, and between these strains and Halobellus clavatus TNN18T were 88.5, 88.5 and 88.1 %, respectively. The DNA G+C contents of strains TBN53T and CSW2.24.4T were 69.2 and 67.0 mol%, respectively. The level of DNA–DNA relatedness between strain TBN53T and strain CSW2.24.4T was 25 %, and these two strains showed low levels of DNA–DNA relatedness with Halobellus clavatus TNN18T (30 and 29 % relatedness, respectively). Based on these phenotypic, chemotaxonomic and phylogenetic properties, two novel species of the genus Halobellus are proposed to accommodate these two strains, Halobellus limi sp. nov. (type strain TBN53T = CGMCC 1.10331T = JCM 16811T) and Halobellus salinus sp. nov. (type strain CSW2.24.4T = DSM 18730T = CGMCC 1.10710T = JCM 14359T).

Abstract:
Four halophilic archaeal strains, designated TNN18T, TBN12, TNN28T and TBN19, were isolated from brines sampled from two artificial marine solar salterns in eastern China. Strains TNN18T and TNN28T were isolated from the Tainan marine solar saltern, whereas strains TBN12 and TBN19 were from the Taibei marine solar saltern. Colonies of the four strains were red-pigmented and their cells were pleomorphic, motile, Gram-reaction-negative rods. Strains TNN18T and TBN12 were able to grow at 25–50 °C (optimum 37 °C), in 10–30 % (w/v) NaCl (optimum 15 %), with 0–1.0 M MgCl2 (optimum 0.05 M) and at pH 5.5–9.0 (optimum pH 7.0–7.5), while strains TNN28T and TBN19 were able to grow at 20–50 °C (optimum 37 °C), in 15-30 % (w/v) NaCl (optimum 18–20 %), in 0.005–1.0 M MgCl2 (optimum 0.01–0.3 M) and at pH 6.0–9.0 (optimum pH 7.0–7.5). Cells of these strains lyse in distilled water; minimal NaCl concentrations to prevent cell-lysis are 10 % (w/v) for strains TNN18T and TBN12 and 12 % (w/v) for strains TNN28T and TBN19. The major polar lipids of strains TNN18T and TBN12 were phosphatidylglycerol (PG), phosphatidylglycerol phosphate methyl ester (PGP-Me), phosphatidylglycerol sulfate (PGS) and one major glycolipid (GL1), which was chromatographically identical to sulfated mannosyl glucosyl diether (S-DGD-1). Minor amounts of other lipids (GL0, GL2, GL3 and GL4) were also detectable. The polar lipid profiles of strains TNN28T and TBN19 contained PG, PGP-Me, GL1, which was chromatographically identical to S-DGD-1, and three to four minor unidentified glycolipids (GL2–GL5). Phylogenetic analyses revealed that strains TNN18T and TBN12 formed a distinct clade with strains of the closest related species, Haloquadratum walsbyi (91.5–91.8 % 16S rRNA gene sequence similarity) and strains TNN28T and TBN19 formed a distinct clade with strains of the species Halosimplex carlsbadense (89.9–93.3 % similarity) and two members of the genus Halorhabdus (92.5–93.3 % similarity). The DNA G+C contents of strains TNN18T, TBN12, TNN28T and TBN19 were 61.5, 62.4, 61.9 and 61.5 mol%, respectively. DNA–DNA hybridization values between strains TNN18T and TBN12, and strains TNN28T and TBN19 were 82.9 % and 88.2 %, respectively. The phenotypic, chemotaxonomic and phylogenetic properties suggest that the four strains represent two novel species of two new genera within the family Halobacteriaceae, for which the names Halobellus clavatus gen. nov., sp. nov. (type strain TNN18T = CGMCC 1.10118T = JCM 16424T) and Halorientalis regularis gen. nov., sp. nov. (type strain TNN28T = CGMCC 1.10123T = JCM 16425T) are proposed.
