“Independent Periodicals,” which so called non-mainstream publications(Independent publish, or zine, etc.) has not yet comes to common consensus on titles or styles. This dissertation focuses on the autonomy of cultural production through interviews with actual production systems, i.e. producers and promoters, and viewers, i.e. readers and platforms here in Taiwan, from 2011 to 2014. At this point(2014), “Independent Periodicals” still vary in the of meanings or types. Many factors determine “how independence” the publication will be. It depends on what contents producers chosen, how devoted are them, and whether their self-positioning transformed into collective values. "Independent Periodicals" differ from profitable mainstream productions in content, division, distribution, and circulation. “Objects” (the hard copies) are people’s choices, and also the key to people''s encounters. The rareness minority and non-profit characteristics, not by genres nor tastes, mutually generate both “Independent Periodicals” and its readers and communities into each other. The connections and confluences in people has overflown out of social inhabitations, independent bookstores/publishers, independent media/newspapers. When it comes to the meaning of “independence,” it changes through time. Publishing material and literature environment are always changing. The freedom of publishing bursted radically from 80s to 90s in Taiwan. After 90s, the popularisation of publishing increases more through digitisation on the internet. Styles and forms varies in “Independent Periodicals.” From text to image, or from photography or creative writing, or from personal blogs to zine, or from self-publishing to on-demand printing, etc. One could find every copy under different advocacy. Some might be personal expression or some might be community aggregations. Communities have been long existing producers in independent publishing, people gather from underground music, independent media, film critics, concerned local residents, or green agriculture farmers. They consider their actions and voices could establish a balance with tilted mercantilism in Taiwan. In this specific field of cultural production, the physical existence of “Independent Periodicals” becomes as an index, leading us to find the specific space and time, materials and views of those producers and readers. Identifying is the main factor for those to devote themselves in producing. It creates a different and random atmosphere of distribution and circulation from mainstream book or magazine publishers. There is no limitation. There is a lot of fun and self-sufficient. They do not care about scale or competitions. They are the word “diversity.” Call it “zine,” “誌,” or “紙本,” it would not fix it’s meaning on anything. “Independence,” the only belief, leads “Independent Periodicals” towards autonomy of cultural production.

In the newspaper in Taiwan during the Japanese-ruled period, “same culture, same race” (同文同種 in Chinese) is used to connect China and Japan, but few people knows about how this key word is created. Therefore, this study focuses on analyzing the articles using “same culture, same race” in Taiwan during the Japanese-ruled period. “Taiwan Nichinichi Shinpo” and National Taiwan Library Image System for Periodicals of the Japanese-ruled Period are used in this study for searching and collecting articles including “same culture, same race”. Search result shows “same culture, same race” are published during A.D.1898 and A.D.1940. By analysis of the relation between issue of article and time, it is observed that “same culture, same race” is used to ease up the impact of war to relation between China and Japan after Marco Polo Bridge Incident. When analyzing articles including “same culture, same race” in “Taiwan Nichinichi Shinpo” and National Taiwan Library Image System for Periodicals of the Japanese-ruled Period, it is found that the targeted objects of “same culture, same race” is Japan and Qing dynasty/China which includes the concept of expecting peace in East Asia. Before Marco Polo Bridge Incident, most of articles including “same culture, same race” is talking about business and trading. However, during Marco Polo Bridge Incident and World War II, articles including “same culture, same race” mentioned the cooperation between China and communists. That is, the articles including “same culture, same race” have different appearance before and after Marco Polo Bridge Incident. Furthermore, by using “same culture, same race”, besides linking the relation between China and Japan, the more important thing is to distinguish the difference between eastern culture and western culture, yellow man and white man. From above reason, the shape of Greater East Asia Co-Prosperity Sphere can be formed. As the special position of Taiwan in the relation between China and Japan, it is found “same culture, same race” is not only for external – China, but also for internal - Taiwan. That is, when an article including “same culture, same race” is published, it is not only to describe the relation between China and Japan, but also describing the relation between Japan and Taiwan. During the Japanese-ruled period, the relation between Japan and Taiwan was using as the basis of the relation between China and Japan, and is described as “same culture, same race”. It shows in external relationship of Japan, the colony, Taiwan, is regarding as a part of its metropolitan state, Japan, so as to link the relation between China and Japan. To sum up, “same culture, same race” in Taiwan during the Japanese-ruled period have its complexity due to the issues it involves. Besides, because of its change of appearance by time, the interpretation of “same culture, same race” becomes special. By discussing “same culture, same race” in Taiwan during the Japanese-ruled period, besides exploring a direction of reviewing the relation between race and space during the Japanese-ruled period, what’s more, by reviewing “same culture, same race”, it also can be used to realize articles on newspaper in Taiwan under the political relation of China and Japan.

Existentialism had been introduced to Taiwan through 施翠峰’s translation of Albert Camus’s fiction L'Etranger in the 1950s. It had given rise to a great mass fervor of Existentialism in Taiwan literary arena until 1970’s. During those 30 years, there were different quantities of translations and introductions about Existentialist philosophy and literature. Furthermore, there were many critics who analyzing Taiwan literature in the concepts of Existentialism. They even quoted Jean-Paul Satre, Albert Camus and Franz Kafka’s ideas in their fictional works, prose, poetry, supplements, magazines. Most of the previous argument about how Existentialism had been brought to Taiwan and how it had influenced the style of writing were general; few of their discourses were based on the cautious investigation about publication, magazines and supplements. Moreover, many scholars ignored the important phenomenon of inter-regional communication in Taiwan and Hong Kong. The literary and artistic thoughts, which had already been verified in some research, were largely overlooked. Therefore, we should take the condition of Existentialist writing in Hong Kong as an object of study as well, and observe how it interacted with Existentialist writing in Taiwan. In this research, the thesis establishes the communicational phenomenon of Existentialism between Taiwan and Hong Kong. I will begin by investigating publications, magazines and supplements, and take Satre, Camus and Kafka as the main objects of this research. Secondly, I will interpret the reason why Existentialist works had been translated and discussed extensively in Taiwan and Hong Kong from 1950s through 1970s. While highlighting the various viewpoints of social milieu, the translation’s sources and the literary commercialization. The so-called “Existentialist writing” in Taiwan and Hong Kong can be interpreted as “general- Existentialist influence.” In conclusion, the thesis paper will give the reasons for the interpretation, while articulating the Existentialist influence on Taiwan and Hong Kong’s writings.

If vehicle braking system can function and work securely is the most basic issue for driving safe. Due to rapid continous growth of the number of vehicles in Taiwan, general administration institute of roads and traffic partially opens some vehicle inspection supervision businesses to domestic companies to enhance the public service. For example, cars annual inspection routines could be executed by the entrusted units, and entrust some automobile factories for implementation of inspection business for licensing new cars. This study is to establish the sound checking system for the brake test systems of road supervision authorities. And explore the different loading rates and the effect of hysteresis of loading how to affect the identification accuracy of the brake test systems. This study was to evaluate the accuracy of the two existing brake testers according to the analysis of the data collected from inspection units. In this study, we took into account the brake test values from two brakes of different design concepts and measurement mechanisms, the opinion from professionals actually undertaking inspection, and the proposals from experts and scholars. Afterwards, we implemented the study of brake force differences meeting the feasibility of data collection. Experimental results and quality assurance statistics show that b-type brake force test device has better accuracy. However, prone to shock effect in case of no load protection facilities, it is not suitable the brake tester for large vehicles. This research could provide important reference for the existing inspection processes of the brake test, and better safeguard to the safety of owners and passers-bys. Good governance is the foundation of democratic politics, and it had shown many different styles in Public administration. To explore the comprehensive meaning of “Governance”, this study tried to use content analysis approach to investigate the history of Social sciences journal literature in Taiwan. This analysis aimed to merge the data from beginning, procedure, transition on the basis of each key time point and prospect future development, using qualitative, quantitative and social network analysis. We collected many keywords and concepts and the different interpretations from Taiwan''s journal literatur, in order to tease out clear and complete "governance" appearance. Governance should be developed and reformed by the time changes, and is not on the basis of nations as an only object. To integrate public, private organization and voluntary groups as a network could build a strong civil society. The government then becomes a relative powerful organization to collaborate with other organizations. Based on the“Governance”concept, the government can adjust their role and set boundary between state and society. Under such concept, a public governance that citizens seek for can be built. The more deep theoretical analysis was conducted, the better model of governance could be built to lead Taiwan''s civil society.
