Abstract:
<strong>English</strong><br />The government of Indonesia is currently promoting development of cocoa processing industries to increase the cocoa added value. The key policy is application of export tax and import tariff for cocoa beans that may cause a number of consequences for the farmers, exporters, and industries. The aim of this research is to analyze impacts of the export tax and import tariff policy on cocoa producers and consumers welfare, and to formulate better policy mix for improving the welfare of cocoa producers and consumer in Indonesia. This research used a simultaneous equation econometric model consisted of 20 structural equations and 9 identity equations that have been estimated using the 2SLS (Two-Staged Least Squares) method using data series of 1989–2014. The results show that the policy of abolishing the cocoa beans export tax increases the producer's welfare but decreases consumers' welfare and total government revenue. Reverse results are obtained if the applied export tax was more than 7%. Import tariff policy of cocoa beans that less than 20% has small impacts on welfare of producers and consumers, but it increases the total government revenue.<br /><br /><br /><strong>Indonesian</strong><br />Pemerintah Indonesia sedang berupaya meningkatkan nilai tambah kakao dengan mendorong berkembangnya industri pengolahan kakao.

Abstract:
Purpose This study aims to identify and classified non-tariff measures (NTMs) on Brazilian imports of robusta coffee beans, calculated a tariff-equivalent of non-tariff barriers (NTBs) and assessed the effects of removing NTBs from upstream and downstream domestic instant coffee supply chain. Design/methodology/approach The analysis uses documentary research to identify NTMs and the price-wedge method is applied to estimate a tariff-equivalent. The effects of suppressing the tariff-equivalent were evaluated using a partial equilibrium model with constant elasticity of substitution (Armington, 1969) and by incorporating vertical integration and uncertainty (Hallren and Opanasets, 2018). Findings The results show that NTMs seemingly hinder the entrance of coffee beans into the domestic market. The tariff-equivalent was estimated at 13.61%. Suppressing it reveals that the share of domestic coffee beans used to produce domestic instant coffee falls 0.21 p.p. while the share of domestic instant coffee consumed by the international trade rises 8.60 p.p. Originality/value What makes this paper original is that this paper investigated the effects of NTMs in a developing country, namely, Brazil. Although Brazil is one of the largest agricultural producers in the world, it has not appeared in literature in this type of analysis until now. Furthermore, it contributes to the literature on using existing techniques to investigate the impact of NTM removal on individual products in a specific country, in contrast to more recent papers that discuss using multi-country and multi-product data sets at the HTS-6 level. Thus, this paper demonstrates how a case study approach can be useful in quantifying policy changes.

Abstract:
Increased awareness of food safety issues has resulted in non-tariff measure in the form of sanitary and phytosanitary, technical barrier to trade applied to various importing countries. The policy is widely applied by various countries on agricultural commodities, especially Cocoa. Cocoa is Indonesia's flagship commodity exported to many countries. The purpose of this research is to analyze the implementation and impact of non tariff measure on Indonesian cocoa exports. The model used in this research is to estimate the result of inventory approach in gravity model. The results show that Sanitary and Phytosanitary policy has an effect on decreasing export value of Indonesian Cocoa while Technical Barrier to Trade has no significant effect. SPS policy is mostly applied to Cocoa Beans while TBT is more applied to processed cocoa. So, Indonesia needs to improve the processing of cocoa beans such as cacao shells, cacao paste, cacao butter, cacao powder, chocolate and other preparations. The government needs to provide socialization to Indonesian cocoa agribusiness entrepreneurs in the implementation of sanitary and phytosanitary policy. Government programs or policies are designed according to the characteristics of SPS and TBT.

Abstract:
Background: In Jordan as in other worldwide countries, mycotoxins are considered a serious national problem in food supplies. As a result, almost all nations are setting and adopting different regulations targeting the control of mycotoxins levels in the domestic food supply, including the problem of reliable sampling and analysis methods. Objective: It is necessary to improve and give evidence of analytical abilities of laboratories within Jordan and developing countries enabling them to monitor mycotoxins effectively in food to overcome non-tariff obstacles. Methods: We analyzed 40 samples from wheat, corn, dried fig and dried coffee beans for total aflatoxin content using High Pressure Liquid Chromatography (HPLC) and Enzyme Linked Immunesorbent Assay (ELISA) methods. Results: 40% of samples from wheat, 60% from corn, 30% from dried fig, and 50% from dried coffee beans were found positive when speaking of total aflatoxins, with average values between 1.14 and 4.12 μg/kg. Obtained results allow considering all tested food samples as fit for human consumption if compared with the labeled regulatory limit of allowed aflatoxins in the European Union. In detail, the limit of detection and the limit of quantification for methods used in this study were significantly lower than the maximum limits established by the European Union. Highlights: The procedure used in this study is suitable for detection of mycotoxins at very low concentration.

Abstract:
Public relations (PR) are often ignored in agricultural marketing, and organizations with imperfect utilization of PR are usually badly managed, ineffective and generate high labor turnover. Therefore, this study identified the different types of adopted PR strategies, described the structure of the cocoa market, estimated the marketing margin, identified factors affecting PR strategies and outlined the major challenges hindering the use of PR among certified and non-certified cocoa marketers. A combination of purposive and random sampling techniques was used to select 120 respondents for the study. The analytical tools used to achieve the research objectives are descriptive statistics, Likert-scale, Herfindahl Index, marketing efficiency model, marketing margin and multiple regression analysis. The result revealed that the most frequently used PR strategy was phone calls. The Herfindahl Index values of 0.19 and 0.12 suggested that the structure of cocoa markets among certified and non-certified marketers was moderately concentrated and non-concentrated respectively. Moreover, the higher efficiency (122.6%) and marketing margin (18.44%) values for certified cocoa marketers revealed that they are more productive than non-certified marketers. Age, marketing margin, cost of spoilt cocoa beans and household size are important variables explaining the adoption of PR strategies among certified cocoa marketers. On the other hand, marketing margin, cost of spoilt cocoa beans and household size are important variables influencing the adoption of PR strategies among non-certified marketers. The most important factors hindering cocoa marketing are high costs of transportation among certified cocoa marketers, and commission among non-certified cocoa marketers. We recommend the use of mobile phone and training of marketers on the use of PR strategies and modern cocoa processing techniques. The challenges of erratic network performance, high airtime tariff and input subsidies should be addressed by the government to reduce wastage in the industry.

Abstract:
It is said we are in trouble, we humanists. “The humanities are under pressure all over the world, Rens Bod begins (xii). James Turner ends, “Without question, the humanities now face greater flux than they have routinely endured in the past century” (385). The trouble and the flux seem to take two forms. There is the usual business of intellectual disciplines forming and re-forming, of new paradigms restructuring institutions, a process that one might regard as discomforting but sometimes healthy. But there is the other business of universities being governed by anti-intellectuals, aficionados of the spreadsheet, counted beans, and the alumni dinner. These predators roam campuses, sneer at libraries, abolish departments, and plan the day when, the cost-effective triumphant, scholarship will be little more than a digital ghost. At the University of Essex, lately Marina Warner was coldly informed of this new order, defined by a “Tariff of Expectations” (seventeen targets to be met) and a “workload allocation” handed down from on high. There was an indifference to what had gone before, what creative people had once hoped for for Colchester. “That is all changing now,” the executive dean for humanities briskly explained. “That is over.” The past, that is. Fed up, Warner resigned, hearing too loudly “the tick of the deathwatch beetle” in the fabric of the house she wished to inhabit, a university that valued scholarship and the life of the mind, as it once had.

Abstract:
The export duty policy was initially intended to increase the value added of cocoa beans. On the other hand, in the past few years there has been a significant increase in imports of cocoa beans to meet the needs of domestic industrial in order to keep running optimally and can create added value. To assess how much influence the export duty policy for cocoa beans, the import of cocoa beans, the export of cocoa beans and the price of cocoa butter on the development of exports of cocoa butter, this study uses a quantitative approach using secondary data from various sources. The results of the analysis show that the development of the export of cocoa butter is significantly influenced by the amount of cocoa bean imports and the export of cocoa beans. but the price factor of cocoa butter and the amount of export duty does not significantly influence. This shows that the main problem is the performance of the cocoa processing industry which is strongly influenced by the availability of raw materials. In addition, although an increase in imports of cocoa beans can still be offset by an increase in exports of processed cocoa products that have added value.

Abstract:
Indonesia is one of the top coffee producers in the world. The major markets for Indonesian coffee are European Union (EU), then Germany is the largest importing country. This research analyzed the position for Indonesian robusta coffee in Germany among Vietnam and India as the major producers of robusta coffee as Indonesia. The econometric model of the Linear Approximate Almost Ideal Demand System was used to estimate a position for Indonesian robusta coffee among its competitors. The analysis utilized time-series data from 1996 to 2017. The results of the study showed that the main exporting countries, including Indonesia, tended to have lower import tariffs than other countries, not the main exporters. The demand for imported coffee beans was generally influenced by the prices of major exporters, but demand for imported roasted coffee was not affected by the prices of major importing countries. Indonesian coffee beans in the German market was elastic, while roasted coffee was inelastic. Indonesian coffee competed with Vietnam both for coffee beans and roasted coffee. The expenditure elasticity of Indonesian coffee beans was positive and Indonesian roasted coffee was negative.

Irrigation is responsible for much of the energy consumption in rural areas. The correct management of irrigation avoids the waste of electric energy and water. The objective of this work was analyze the consumption and cost of electric energy in culture of bean crop (Phaseolus vulgaris L.), IAC-Carioca, irrigated by conventional sprinkler, submitted by four irrigation management: T1- irrigation in function of the method Class A pan, T2- irrigation depending on soil moisture, measured with tensiometers; T3- irrigation according to the Penman- Monteith; T4- irrigation according to the Bowen ratio; compared with the treatment T5- without irrigation, after culture establishment in two years 2009 and 2010. The research was developed at the Demonstrative and Experimental Area of Irrigation - ADEI, of FCAV/UNESP, Campus of Jaboticabal - SP, Brazil. The irrigation electric energy consumption was monitored and the cost analyzed for two tariff groups: A and B. The prices of kWh of the tariff systems of electric energy had been gotten in the CPFL (São Paulo Company of Force and Light). The tariff system Group B, with special discount for irrigation during the night was the most appropriate option for the bean crop in the two years studied. In 2009, the consumption and cost of electric energy was higher in irrigation management by Class A pan; in 2010 the consumption and cost of electric energy was higher in irrigation management by tensiometers. A trend of bigger economic return was observed adopting the management of irrigation by the method of the Class A pan.

Abstract:
Tariff escalation, which is the use of import tariffs that grow according to the processing level of a product, stimulates the imports of primary commodities rather than processed products in importing markets that apply this tool. This papers goal was to measure the gains to Brazil of the elimination of the tariff escalation in coffee products in EU, and soybean products in China and EU. In addition, it aimed to compare these gains to those obtained from the reduction of the tariff escalation, which is being proposed under WTOs Doha Round. Tariff cuts were simulated and trade gains were quantified through Laird e Yeats (1986) modeling of partial equilibrium. The results indicated that Doha negotiations could reduce the tariff escalation currently applied over coffee and soybean chains in the selected markets. However, they are not enough to eliminate them, which would require larger tariff cuts. The increase in EU imports of coffee and soybean processed products from Brazil due to tariff escalation elimination could be 75.4% higher than considering only its reduction under Doha. In China, the tariff escalation elimination would also imply in larger volume of imports than those obtained from the tariff reduction under Doha: 27.4% more of meal, and nearly 100% and 107% of soybean oil, crude and refined, respectively. This paper additional goal was to identify the impacts of the Differential Exports Taxes DTE as a tool to counterbalance the negative impacts over soybean exporting countries of the tariff escalation applied by importing markets. To achieve this goal, national scenarios of export taxes were built up and added to the tariff escalation in the EU and China in order to obtain the impacts in terms of variation of the sectors processing margin. According to the results, due to the import tariffs, the processing margin in the importing markets has been expanded as follows: in US$ 4.89 per tonne (or 13%) in the EU and in US$ 14.46 (or 37%) in China, along of 2007 in average. Simulating the national taxation such as before Kandir law, the soybeans processing margin in Brasil could have been raised by US$ 5.74 (or 15%) in average along of the analyzed period. That expansion would have been enough to compensate the effects of the tariff escalation of the EU, but not the one applied by China. The DTE for soybeans in Argentina was also considered. For the analyzed period, the increase in the internal processing margin was not enough to totally offset China and EU tariff escalation effects. Nevertheless, the raise in the domestic processing margin contributed to benefit the exporters of processed products in Argentina in detriment of the Brazilians in the current situation. Considering that, in the soybean case, Argentina is Brazils main competitor and the country keeps a national taxation structure that favors the domestic processing industry in prejudice of Brazilian industry, it is important to consider the defense of DTE stricter rules internationally, besides the elimination of the tariff escalation in the importing markets.

Abstract:
This study can be considered as part of the current research under Trade, Human Rights and Development, that intends to understand and evaluate the impacts of international trade at human rights and development, besides proposing alternatives to relate all three areas. Integrating international trade, realization of human rights, and development depend on much more than just preventing consequential damages of trade liberalization. An international trade system that is really favorable to development considered not only as economical gain, but also as social, political and cultural development and human rights must go further, and act positively rather than just passively. In this scenario, negotiating education services at the World Trade Organization (WTO) in a way that does not contribute to the realization of the right to development in all nations and for all human beings can not be considered welcome or even feasible. However, bearing in mind that there is already an education market, reality claims for alternatives to put the realization of the right to development as a human right that guarantees several other fundamental rights at the top of international trade goals. Therefore, finding a way of liberalizing education services that does not hinder and yet cooperates to a more effective implementation of the right to development is now mandatory. Aiming to cooperate with this relevant and necessary purpose, this study discuss the current relation between international trade in education services and the right to development, as well as the importance of education to human rights and development. After all, should education be seen as international trade commodity or should it be treated, above all, as a human right and a public good in need of protection?

Abstract:
This study explores the ways in which objects are used in the organization of daily life, by specifically focusing on the use of prayer beads and their mechanical and digital variations. For this purpose, a framework based on material culture and practice theory is employed to understand how Islam informs and guides the organization and the conduct of daily life around the pervasive prayer practices, the ways objects are used for these purposes and how practices and products co-evolve by influencing each other. Fieldwork with devout Muslims, who are using prayer beads together with mechanical and digital counters for their daily praying practices, is conducted by employing ethnomethodology. Findings on the ways in which objects are used, utilized, appropriated and adopted within the socio-cultural and political dynamics of Islam in Turkey are analysed regarding the social and practical aspects of daily life such as the organization of daily life and daily practices, the core issues shaping these practices, thus objects, how identity discourse reflected on/by the use of objects and the ensemble of products that is orchestrated for a meaningful organization of daily life around prayer practices.

Abstract:
This chapter examines the processes that make up the European Union’s common agricultural policy (CAP), with particular emphasis on how the Community method functions in agriculture and how it upheld for decades the walls of fortress CAP. Today’s CAP bears little resemblance to the system of the 1960s, except for comparatively high tariff protection. The controversial device of price support has largely been replaced by direct payments to producers. The chapter first provides an overview of the origins of CAP before discussing two variants of the Community method in agriculture: hegemonic intergovernmentalism and competitive intergovernmentalism. It argues that the challenge for CAP regulators today is not to prevent a hypothetical comeback to the price-support system or generalized market intervention, but to prevent the fragmentation of the single market through a muddled implementation of greening and the consolidation of uneven regimes of support among member states.

Abstract:

Abstract:
Abstract The newly discovered the fault-karst carbonate reservoirs in Tarim Basin are formed by large-scale tectonic fault activities and multiple-stage karstification. The ground outcrop, seismic reflection and well logging show that the large caves, vugs, tectonic fractures and matrix coexist in the reservoirs. The fractures interconnecting with caves in series to form vertical beads-on-string structure is the most common pattern. It is found that conventional models are difficult to match the recorded pressure data. To fill this gap, this work summarizes three kinds of patterns for this structure and presents three novel models to estimate formation properties. The physical models of multi-fracture-region multi-cave-region series connection are established by simplifying vertical beads-on-string structure. The corresponding mathematical models are developed, in which the flow in fracture regions obey Darcy's law, while the flow in cave regions obeys free flow. Importantly, the gravity is considered due to the flow along vertical direction. Then typical flow regimes are analyzed and sensitivity analysis is conducted. Our work shows that pressure-derivative curves show similar ‘concave’ characteristic for the cave storage regime and vug/matrix interporosity flow regime. The difference is that the pressure derivative for cave storage regime is unit slope, while this slope is not equal to unity for vug/matrix interporosity flow regime. Therefore, large cave and vug/matrix medium can be distinguished by slope of pressure derivative. More than that, the typical characteristic of vertical beads-on-string structure on type curve is that the cave storage regimes and linear flow regimes alternately appear. This characteristic helps the engineers identify vertical beads-on-string structure. A novel finding is that gravity effect could lead to unit-slope pressure and pressure derivative at late times, which is traditional recognized as the presence of a closed boundary when it may not be the case. Lastly, this methodology is applied to two cases from Shunbei Oilfield in which it is difficult to obtain good fitting quality and interpretation results using traditional methods. Besides conventional properties, the proposed methodology allows us to estimate other properties (e.g., cave height, cave radius), which are not readily obtained from conventional methods.
