The research purpose is to find out extent to which the application of actifity based costing (ABC) as an auxiliary apparatus management in order to the tariff is service inpatient ward to increase a competitive advantage in the hospital. This research using a method of quantitative descriptive then analyzed by activity based costing. Next comparing the fare long with the new rate based on fee-based costing activity. Then compare the new rate with the fare of another hospital in Blitar. There is a difference result of the calculation rate inpatient service using ABC method and the traditional method. Abstract:
The cancellation of time-of-use tariff setting policy from State Development and Reform Commission made certain impacts on the extension of storage power saving technology. The advantages and disadvantages of storage power saving technology for involved participants are analyzed. It is concluded that storage power saving technology is not on favorable moment for promotion, however, it still worth to be promoted. The conflict of electricity coal market pricing with state-fixed electricity price should be fundamentally solved by government and the compensation for existing storage power users needs extra works. Furthermore, in order to remove the obstacles in storage power saving technology promotion, it is urgent to improve the energy consumption efficiency of energy storage apparatus.

Abstract:
This study aims to determine the level of community satisfaction through the results of a survey and assessment of the performance of services that have been provided by the apparatus of the DPM-PTSP Jambi Province licensing service provider in 2019. Dimensions measured to determine the community satisfaction index are Service Requirements, Systems, Mechanisms and Procedures Service, Service Time, Service Cost / Tariff, Product Specifications Type of Service, Implementing Competence, Behavior (Courtesy and Hospitality) Service Officers, Facilities and Infrastructure, Handling complaints, suggestions and input. This study uses a survey method that is supported by quantitative descriptive analysis. The population in this study is the User Services at the DPM-PTSP Jambi Province in 2019 as many as 200 people. While the sample is taken by random sampling or taken randomly and incidental sampling. The number of samples using a sample table from Morgan and Krejcie was 132 respondents.The analytical tool used is univariate and bivariate analysis. The index of community satisfaction in the DPM-PTSP of Jambi Province was 3,662 or 91,540 for the IKM value after being converted. The value of the IKM indicates that the service quality is at level A and the performance of the DPM-PTSP licensing service unit in Jambi Province is very good. There are 4 service elements that have a Community Satisfaction Index, namely Service Officer Behavior Elements (IKM 91,288), Implementing Competency Elements (IKM 90,909), Quality Facilities and Infrastructure Elements (IKM 89,962), Complaints Handling Elements, Suggestions and Feedback (IKM 89,394) ), but the quality of service is still at level A or categorized as very good. Furthermore, there are five service elements that have a Community Satisfaction Index (IKM) above the average Service Requirement Element (IKM 93,371), Service Procedure (IKM 92,424), Service Time (IKM 92,045), Service Cost / Tariff (IKM 92,614), Service Products (IKM 91,856). The service element that has the highest community satisfaction index is the service requirement element, then the service element that has the lowest community satisfaction index is the handling of complaints, suggestions and. The main factor influencing community satisfaction is the competence of the executor and handling of service complaints, input and advice on the DPM-PTSP licensing service unit of Jambi Province which must be appropriate and there is a complaint box, and there must be follow-up with transparent, accountable, and certain service complaint handling mechanisms. time table (time table) and legal certainty. Based on the results of the bivariate analysis that in the licensing service unit in DPM-PTS Jambi Province the service elements from elements 1 to 9 are still partial and not yet comprehensive and synergic. This can be seen from the relationship between elements that are not significant, it needs to be strengthened in the implementation of management functions, especially the stronger coordination and supervision functions between sectors in licensing services in DPM-PTS Jambi Province.

Abstract:
This paper examines the growth and patterns of industrial production and investment activities in Pakistan during the last fifty years, 1947–1997. The industrial strategies pursued so far and the levels of efficiency and protection in the manufacturing industries are also examined. It shows that the growth rate of the manufacturing sector exceeded 8 percent up to the 1980s, but in the recent years, it has slipped to around 3 percent. Keeping in view the current sluggish output growth and inadequate investments in the industrial sector, it is recommended that Pakistan must pursue the efficient industrialisation strategy. For this purpose, the country has to pursue the sole objective of accelerating the pace of industrial investment activities and the tariff structure has to be changed in such a way that the activities chosen accord with her dynamic comparative advantage. In addition, the government will need to influence the structure of incentives, which are largely governed in Pakistan by the protection structure. The government must provide the necessary physical and social infrastructure for efficient industrialisation. Augmenting the science and technology apparatus of the private sector, bringing research institutions up to the international standards, and streamlining of technology creation, absorption and diffusion systems are essential to diversify production towards new technology-based industries. Cluster approach (i.e., an agglomeration of key industries, supporting sectors, infrastructures, and institutions that are interlinked and interdependent) can be quite useful in the development of vendors. The regulatory framework needs to be streamlined. There is also a need to improve outdated and overlapping laws regarding the industrial sector. Human resource development (through cluster approach) would improve industrial efficiency through innovations. Consistent and stable policies and improved law and order situation are pre-requisites for efficient industrial development in Pakistan.

In the article management problems are examined part of concept – political and economic management – in the authoritarian modes. An author analyses authoritarian strategies of economic and political management within the framework of the right and left modes. The sources of authoritarian model of economic management are shown. The legislation is supposed to provide privileges to foreign investors: firstly, additional privileges granted at the initial stage of the investment process for any region of the country and type of economic activity, including the return of deductible VAT and / or accelerated depreciation of fixed assets and infrastructure; zero import tariff for import of means of production into the country, which is an integral part of the investment project. Favorable conditions for investing in the development of priority sectors such as mining, automotive, software, biotechnology, forestry, tourism production. Favorable conditions for investing in the provincial economy, including dismissal from local offices, state support for projects, promotion and financing of provincial property, and the provision of public services for preferential prices. The development and implementation of investment policy in Argentina is carried out by the Ministry of Planning, Public Investment and Services, established, when N. Kirchner became President of the country. Researchers managers consider that the political elite does not fully use the new benefits that Brazilian economy through its participation in regional integration. A Brazilian researcher states that Brazil should act as an initiator of deepening integration, coordinating the activities of Brazilian corporations in various sectors of the national economy. In particular, the state itself can, as researchers believe, initiate the restructuring of infrastructure, which in the long run can lead to economic growth. On the other hand, the state should stimulate the development of the Brazilian industry by taking advantage of the integration benefits. Researchers find that "middle and upper class are trying to survive through the mechanisms they are used to, and the poor and the police are still killed as cockroaches under the current of insecticide". Аccording to Brazilian neoliberal in the fact that opinion leaders, the de facto leader of criminal clans, can conquer the state apparatus. Abstract:
The aim of the article is to identify limitations in the created and constantly changing approach to assessing the science eficiency, based on ratings and points given to a researcher, with a logical justification for a different approach, which is reduced to creating “a scientific product”. The problem of measuring the science effectiveness and evaluating scientific results is certainly broader, and it is connected with the existing system of statistical accounting, namely data that do not allow people, for example, to reliably estimate even the “knowledge economy” size as a sector or a highly productive workplace, as the level of manufacturability. If the methods for measuring these parameters are extremely imperfect, then in relation to science and scientific activity, the situation looks even more ambiguous, since the type of activity itself is extremely heterogeneous, and the so-called breakthrough results appear discretely, moreover, often even unexpectedly for the scholars themselves. The research methodology is presented by comparative analysis, approaches from the general theory of economic measurements. The main result comes down to the fact that, in the current mode, the researcher’s activity cannot be assessed by some points scored, but, in the author's opinion, it should be measured by the result of what scientific product is created by the researcher, taking into account weighting coefficients for scientific work experience and current contribution in accordance with the carried out researches. A scientific product is the content of scientific achievements; it suggests assessing the scientist's work at a high salary, reflecting the qualifications and work experience, as well as evaluating the current contribution.
 The system of remuneration for a scientist should be simple and understandable, fundamental science should become a part of the public sector of Russia, for which the tariff and qualification scale in terms of organizing remuneration is quite applicable. The main task of science is to develop its own apparatus of cognition and to solve urgent problems by scientific methods, as the necessity for settling them is high. To this end, it will be necessary to strengthen the position of the RAS, placing it within the framework of the public sector together with its institutes, restoring the coordinating function of the RAS governing bodies.

Penelitian ini menggunakan penelitian deskriptif dengan tujuan untuk mengetahui kepuasan masyarakat terhadap layanan BP. Hasil penilaian IKM terhadap pelayanan perencanaan, anggaran dan pelaporan di BP BATAN masuk dalam kategori Baik. Metodologi pengambilan data menggunakan data primer dan pengolahan data menggunakan metode deskriptif kualitatif dengan sampel sebanyak 534 responden dari 7 kegiatan yaitu kegiatan Penyusunan Perjanjian Kinerja (PK), Penyusunan Renstra, Perencanaan PNBP, Penyusunan RKA/KL, Revisi Anggaran, Monitoring dan Evaluasi Anggaran dan Kegiatan BATAN, dan Pelaporan Kegiatan dan Anggaran BATAN. Diperoleh nilai IKM sebesar 3,18 dengan nilai baik. Hasil analisis menunjukkan pelayanan Perencanaan, Anggaran dan pelaporan yang diberikan oleh Biro Perencanaan, dari 9 indikator diteliti ada 6 indikator dalam kategori pelayanan yang baik (biaya/tarif, maklumat pelayanan, perlaku pelaksana, kompetensi pelayanan, produk spesifikasi jenis pelayanan, dan waktu pelayanan) sementara 3 indikator lainnya tidak termasuk dalam kategori baik (pengaduan, saran, dan masukan, prosedur serta persayaratan). Abstract: Analysis of Customer Satisfaction Index on Planning, Budgeting, and Reporting Services. BATAN Planning Bureau as a government apparatus in improving the quality and performance of its services in accordance with the needs of the community, in various sectors by conducting a Customer Satisfaction survey with questionnaire dissemination techniques that are delivered to the public as service users. The results of the questionnaire can be seen the weaknesses and shortcomings in providing services to the community related to the technical guidance of planning, budgeting and reporting that are less informative, not transparent and less accommodating. This needs to be done in the planning and budgeting assessment and research in 21 BATAN work units. This study uses descriptive research with the aim to determine public satisfaction with BP services. The results of IKM's assessment of planning, budgeting and reporting services at BP BATAN are included in the Good category. Data collection methodology uses primary data and data processing uses descriptive qualitative method with a sample of 534 respondents from 7 activities, namely the preparation of Performance Agreements (PK), Strategic Planning, PNBP Planning, RKA / KL Preparation, Budget Revision, Budget Monitoring and Evaluation and Activities BATAN, and BATAN Activity and Budget Reporting. The value of IKM was 3.18 with good value. Abstract:
Development of the trade between Ukraine and China generates serious challenges for the national economy, because, presently, the trade with China accounts for more than a half of Ukraine's negative balance in this country's international trade in goods (56% in January-November 2018). Despite the risks of further deterioration of trade balance, Ukraine has suggested to start consultations on the Ukraine-China free-trade agreement (FTA). The purpose of the paper is to estimate the possible impact of the liberalization of trade with China and to develop recommendations for raising exports and suppressing China's goods expansion on domestic market. In order to investigate the problem and shape the outlook for domestic exports to China, the following steps have been made: (1) compared the structure of external trade in goods of Ukraine and China; (2) evaluated the trade regimes' symmetry between China and Ukraine; (3) identified the characteristics of China's non-tariff trade regulations; (4) analyzed special ties features of negotiating with China on FTA; (5) analyzed the situation with the development of domestic export to China, and identified prospective markets for domestic goods; and (6) analyzed the dynamics of imports of goods from China during 2004-2018. Also, discussed the groups of import goods that are top items by absolute volume and possess a high share in imports and in local domestic consumption. Analysis of the structure of trade flows between Ukraine and China showed that the most probable development scenario in the trade with China is the increased orientation of Ukrainian export on raw materials and empowering of Ukraine's dependence on the import of Chinese industrial goods. Probability of this scenario is increasing since the trade regimes of Ukraine and China are asymmetrical, which creates unequal conditions of trade that are more preferable for China. It was found that, even in case of trade liberalization as the result of FTA negotiations between China and Ukraine, Ukraine could not expect sustainable increase in exports of agri-food goods, as China has special non-tariff regulations in domestic agri-food markets. Among the core directions of the government policy of supporting the development of agricultural export to China is promotion of corn export in accordance with the credit agreement of 2012 between State Food and Grain Corporation of Ukraine and Export-Import Bank of China, and soybean export promotion with the purpose to substitute US in the Chinese import soybean market, which opened up as a result of US-China trade disputes in 2017-2018. Negative trends in bilateral trade are the reason for active government policy promoting the export of processed goods to China, first of all the products of food industry and optical photographic instruments and apparatus that are of high demand in local Chinese markets. Import dependence of domestic local market remains high without significant signs of decrease. In 2017, the ratio between import and GDP was the highest for the recent 17 years. During 2013-2017, this ratio increased from 0.51 to 0.56. Dependence of Ukraine's economy on import could increase further as a result of liberalization of the trade with China. Despite the benefits for exporters (mostly exporters of raw goods), cheap Chinese import could delay the renaissance of the domestic light industry that has gradually started after a sharp decline in 2013-2015. Dynamics of goods import from China during 2004-2018 was analyzed, and discussed groups of goods that are the top import items by absolute volume, possess a high share in imports and in local domestic consumption. The research was conducted on agricultural and agri-food goods, and for 4- and 6- digit codes. Presence of Chinese goods in domestic market is constantly increasing. In 2002-2003, balance of trade between Ukraine and China was positive, and the share of China's goods in market was below 2%, but, starting from 2005, the trade balance has been always negative with share of Chinese goods increasing to 13% (2018). Machinery accounted for more than a half of Chinese import in 2018, with machinery, instruments and equipment making the highest share. China is the main exporter of telephone equipment for cellular networks, computers and notebooks, photo-sensitive semi-conductors, light-emitting diodes and other innovative and high technology products. China possesses top positions in imports of household electronics and appliances, light industry goods (shoes, toys, synthetic textiles etc.) and other goods. In 74 out of 178 analyzed 4-digit groups of goods, China's share in import in 2017 was higher than 50%. From the position of domestic market protection, trade liberalization with China could cause high risks for domestic producers. Assortment of industrial goods that are imported from China is very extensive, hence their expansion in domestic market could be quite significant. Abstract:
The process of international freight transportation is quite complex and cumbersome in terms of the technology of preparatory and final operations, loading and unloading operations, issuance of shipping documents and direct transportation of goods. All this is associated with possible risks that may arise at any stage of the organization and implementation of transportation and, ultimately, to negatively affect the efficiency indicators of the international freight transportation process, such as: delivery time, total costs, quality of transportation in general, etc. Ensuring the maximum level of quality and minimizing the cost of international freight is possible through the optimal choice of measures to reduce the negative impacts of transportation at each stage of the process of delivery of goods from the shipper to the consignee. The article proposes the use of the mathematical apparatus of the statistical games theory during the process of international freight transportation using one’s own and borrowed rolling stock, and aims to reduce the impact of risks that may arise during transportation and thus increase the transport tariff, and accordingly, the total cost of delivery of goods.

The purpose of this study is to determine the effectiveness of KK, KTP, and AK services in Samarinda Kota sub district and its factors influencing the effectiveness of KK, KTP, AKservices.The research used field research method which gives an overview on the effectiveness of KK, KTP, and AK services in Samarinda Kota sub district. Data collection techniques use observation techniques, interviews, and media questionnaires by selecting informants who play a role and are involved technically and functionally in service delivery to the community. The data obtained are then analyzed qualitatively and supported by quantitative data.The results showed that service implementation in Samarinda Kota sub-district, especially in the field of population administration and civil registration is done in accordance with existing mechanism and regulation which have been determined by seeing some service indicator such as simplicity is in very safe category with 6.67% and certainty of service procedure and tariff cost are in accordance with the value of 88.33% and 70% respectively, the security and convenience of facilities and infrastructure are in safe and comfortable category with 65% and 73.33% respectively, openness about the ease of obtaining information and provisions services in the categories easy and explained if requested with the value of 71.67% and 63.33% respectively, economical about the cost of KK rates, ID cards, AK category Rp 10,000 - Rp 15,000, equitable fairness with a value of 60%, the timeliness is in category 1 - 2 days, and the efficiency is an exact category with a value of 80%. And the factors that affect the service is the resources apparatus, facilities and infrastructure, and public awareness. Keywords: Effectiveness, Public Service
