This thesis examines language policy and Russian-titular bilingualism in the Republic of Tatarstan twenty years after the collapse of the Soviet Union. Tatarstan is an autonomous and multi-ethnic republic situated within the political framework of the Russian Federation and has its own language policy which was implemented in 1992. Both Russian and Tatar were declared to be of equal status in all spheres of language use. Additionally, as a result of an education policy implemented in 1998, Tatar language learning was made a compulsory subject in schools for all nationalities. These policies we

The Republic of Tatarstan, a Muslim-majority region of the Russian Federation, is home to a post-Soviet Islamic revival now entering its third decade. Throughout the 1990s, the Tatars of Tatarstan were recognized as practicing a liberal form of Islam, reported more as an attribute of ethno-national culture than as a code of religious conduct. In recent years, however, the republic's reputation as a bastion of religious liberalism has been challenged, first, by a counter-revival of conservative Islamic traditions considered indigenous to the region and, second, by increasing evidence that Islam

The collapse of the Soviet Union produced an immense paradigm shift as combined revival of nationalism and religion swept over Tatar people who in turn have been actively changing the city. This thesis compares the experience of two multinational federations, Russia and Canada, specifically the cases of Tatarstan and Quebec respectively, to test this proposition. In these cases, regional leaders assert that the federal constitutional and institutional framework does not sufficiently address their claims for recognition and jurisdiction. Celle-ci est particulièrement mise en évidence dans la Constitution de la Fédération de Russie et les accords conclus entre Moscou et les sujets de la Fédération.
