Using discontinuities in housing transaction taxes in New York and New Jersey we find robust price bunching. A significant share of commercial real estate (CRE) investment properties—about half by our estimates—are purchased without a mortgage. Using comprehensive microdata on transactions in the US CRE market, we analyze which types of properties are purchased without a mortgage, highlighting the important role of renovation or redevelopment options. We show that mortgage-financed properties are less likely to be subsequently redeveloped, and that owners anticipate these redevelopment frictions and avoid mortgage financing for properties with greater redevelopment options. Abstract:
Little is known about mining taxation in Latin America and the Caribbean (LAC), although it is both particularly complex and has large effects on incentives for investments in mining activities. Property taxation has been identified as a promising source of local revenue, because it is relatively efficient, captures growth in real estate value, and can be progressive. However, many low income countries do not collect property taxes effectively due to missing or incomplete property tax rolls. We use machine learning and computer vision models to construct a property tax roll in a large Congolese city. To train the algorithm and predict the value of all properties in the city, we rely on the value of 1,654
