Although there is substantial opposition to carbon taxation in the United States, a form of carbon tax is already in place in many jurisdictions. Twenty-two American states plus Puerto Rico and the District of Columbia have implemented a policy called the “public benefit fund,” in which utility companies add a charge per kilowatt-hour of energy consumed to the electricity bills of individuals and firms. Abstract Sales taxes began to take root in the United States in the 1930s as state governments struggled to address the dramatic fiscal effects of the Great Depression. Over the next several decades, states throughout the country adopted sales taxes; by 1990, 45 states and the District of Columbia had adopted such a tax. Largely spurred by the decision of the U.S. Supreme Court in McLeod v. Dilworth, complementary use taxes were also enacted to guard against easy tax avoidance.

Abstract:
This event brought together winners of an art and literature competition for Washington DC artists who explored issues and events relevant to Hispanic Americans and the Hispanic experience in the United States. The exhibition was a joint initiative of the IDB Cultural Center and the D.C. Commission on the Arts and Humanities. The Awards Ceremony took place in September 2003 at the IDB Cultural Center Art Gallery with the participation the Honorable Anthony Williams, Mayor of the District of Columbia. The selected visual artists and poets received IDB Cultural Center grants.
