The study aims to discuss the relationship between the perception of declining birth rate and teacher morale in teachers of Miaoli County elementary schools, in attempt to understand the perception of low fertility rate and teacher morale in elementary school teachers under the different background variables. The study also analyzes the difference between the perception of declining birth rate and teacher morale in elementary school teachers under the different background variables via questionnaire survey, with further analysis on the relevance between perception of declining birth rate and teacher morale. The study intends to propose the research result as reference for relevant educational units. The study employs research methods including “questionnaire survey” and “interview.” The “Survey on the perception of declining birth rate and teacher morale in teachers of Miaoli County elementary schools” comprises of three aspects in “teachers’ perception on low fertility rate,” “teacher morale” and “basic information,” respectively. A total of 345 questionnaires were issued and 332 valid questionnaires were recovered. The recovered questionnaires underwent statistical analysis using SPSS for Windows 12.0. A purposive sampling was conducted on teachers of Miaoli County elementary schools during the interview. The interview outline was based on a semi-structured interview where respondents adopted open answers. The study objects comprised of seven teachers. The study concluded in the follows: 1. Elementary school teachers tend to hold high level of perception on low fertility rate, with “student dimension” being the most significant aspect. 2. Elementary school teachers maintain positive degree for teacher morale, with “team spirit” receiving the highest score. 3. Teachers from schools of different size will show difference in the perception of declining birth rate, with school size of “25 classes or more” being the most significant. 4. Elementary school teachers of different background variables show difference in work morale. 5. A higher perception of low fertility rate in teachers of Miaoli County elementary schools indicates a higher level of teacher morale.
