In any field, one way to plan for a program's excellence is to study those programs that have been recognized for their excellence and to try to isolate the influential factors. During 1983 and 1984, the Northeast Regional Exchange (NEREX) engaged in “A Study of Exemplary Mathematics Programs.” The study, funded by the National Institute of Education, sought to “identify and describe factors and conditions associated with excellence in precollege mathematics.” Excellence was defined by student outcomes—test scores, awards, consistently high course enrollments, and so on.

Stratification of higher education is currently being driven by public funding schemes, among other things. Building on a survey of excellence funding initiatives across OECD member countries based on the measurement of excellence in higher education institutions, this contribution focuses on how teaching and learning are integrated into these highly selective funding mechanisms. Abstract:
This paper analyzes the effect on teacher mobility of a program that rewards excellence in teaching practices in Chile. Successful applicants receive a 6 percent annual wage increase for up to 10 years and an award that publicly recognizes their excellence. The paper uses a regression discontinuity design to identify the causal effect of the public merit award. The program does not alter transitions out of teaching. The program does, however, increase the mobility of awardees within the school system. This is consistent with the program providing a credible public signal of teacher quality.
