Abstract:
Both technology and business are changing in the world. The new paradigm of the world is emerging in the form of systems, affecting all aspects of the activities of society and market players. The scale and complexity of transformation will be different from what humanity has experienced before. It is not yet possible to predict with great precision how it will unfold, but one thing is clear: the answer must be integrated and comprehensive, from the public and private sectors in scientific community, business and society. In the new economic environment, economic agents have to go through the processes of digital transformation that are necessary to improve. The purpose of the article is to define the main directions of the development of digitalization and to analyse Ukraine’s place in the world by the level of development of digitalization. Methodical tools of the study were methods of analysis and synthesis, deduction and induction, search for causal relationships. The article presents the results of empirical analysis of the main trends in the Ukrainian market during the pandemic and their relationship with the processes of digitalization. The article analyzes the development trends and the size of the digital economy in Ukraine and in other countries of the world. Key numerical trends have been identified that will determine the direction of this type of economy. It has been proved that digitalization must be carried out in accordance with the principles of equal access, benefit creation, economic growth, the promotion of the information society and the orientation towards cooperation. The advantages of the digitalization of Ukrainian economy are presented, as well as the threats and risks that will arise from this process are indicated.

Abstract:
A study of the problematic issues of strategic management in Russian industry which arise during the digitalization of high-tech industries has been conducted. The research methodology was analytical in nature, with the author`s emphasis on the analysis of business process management of industrial enterprises in Russia at the current stage of transition to the digital economy. In practical terms, this will serve as the basis for creating effective tools for modernizing production processes and optimizing business processes in high-tech industries, based on the use of strategic analysis methods on management issues in the context of complex industrial digitalization. The novelty and scientific value of the work lies in the fact that the result of the study was a reasonable author’s approach to studying the specifics of the digital economy in Russian industry, as well as the development of an algorithm for identifying and solving existing problems of digitalization, taking into account the peculiarities of high-tech industries.

An empirical research was undertaken with a sample size of 100 and the responses are analyzed to give an overview on the major factors that influence buyers to shift from traditional or conventional shopping. The study reveals that more and more people prefer online shopping over conventional shopping. This article explores some recent macroeconomic and microeconomic approaches to financial digitalization and the relationship between banks, FinTech and BigTech. It also deals with new approaches to identify the adoption and implications of financial digitalization by consumers. We show competition between traditional banks and tech companies is mostly driven by their relative ability to manage information sharing. Regulation is still considering ways of providing a level playing field while industry participants are reacting with a mixture of strategies, many of them based on cooperation. The paper also shows there are different ways in which customers access financial digital channels and new approaches from matching learning and brain studies to identify behavioral patterns in financial digitalization decisions.

The rapid acceleration of scientific and technological progress, which started at the beginning of the 21st century, has become a decisive factor in influencing the global economy. Who will lead the global innovation race? This problem is especially relevant in the field of artificial intelligence (AI). At the moment, the United States and China are the main participants in the battle for dominance in this area. The author assesses Chinas innovative potential in the field of AI and identifies its achievements in this area. Based on the statistics provided, Chinas AI leadership has reached a critical point. China is confidently leading the new fundamental research of artificial intelligence, forming its theoretical base and applied research and development, which will contribute to the creation of new high-tech innovative products and services. However, in terms of the number and quality of AI specialists (AI Talents) and the number of companies engaged in AI, China is still lagging behind its main rival, namely the United States. The author proved that, despite the obvious successes of China, the United States still has an equal lead in the global innovation race.

Abstract:
Governmental support in the formation of economic and intellectual potential of Kuzbass contributes to more comfortable conditions for development of business and improvement of life quality of the population. Strategic branding tools are an effective mechanism which allows building up long-term and trusting relationship with the local people and introducing certain values. The effect of external shocks including the COVID-19 pandemics on the functioning of social and economic spheres also reveal the necessity of their structural transformation and the need for raising digitalization level. The authors of the article suggest a number of strategic initiatives aimed at improving the business reputation of Kuzbass. Kuzbass Trading House can become a centre for promoting Russian hi-tech companies abroad, presenting investment projects. It also can act as an integrator of international engineering projects and a driver for technology transfer. As digitalization tends to spread wider and wider the authors suggest creating an electronic platform «KuzbassTrade» to improve the performance of Kuzbass Trading Centre and build the financial stability of the region. The platform will function as a virtual presentation of products, services and technologies of local representatives of corporate and scientific sectors. State institution «Agency for Investments Attraction and Protection» and leading higher educational institutions and research organizations of Kuzbass should strategically take direct part in creating a unified chain for determining innovative technologies to be implemented (including patent landscape and market niche analysis) and form investment package offers for building new manufactures and consortiums.

The author examines the impact of digital technologies on the provision of health care services and analyzes the nature of doctor-patient communication and its growing complexity. The paper characterizes the specifics of the impact of digitalization processes on such an indicator as GDP per capita: case study of the European Union countries. The literature dedicated to the matters of the relationship between digitalization and economic growth is reviewed. Based on the statistical data, a regression model is built to determine the dependencies between the GDP of European Union member countries and the economic digitalization indicators. An equation formed in the research can be used to demonstrate the dependence between GDP per capita and the accessibility of information and communications technology and its usage by organizations, households, and private persons in the territory of the European Union. According to the result obtained, the following possible options were formulated for the development of the European Union economies concerning digitalization: stimulating the introduction of information and communications technology in enterprises (including tax incentives for the firms involved in entrepreneurial digital development, as well as growing investments in the existing assets), households (increasing trust of the population in digital products; increasing human capital, which is highly demanded by the digital economy; prospects of the electronic postal trade system); focus on the export of high-tech products.

Abstract:
The aim of the study is to identify the essence of digitalization and the disclosure of its features as one of the most significant trends in world development, affecting all spheres of public life and especially culture. The study was carried out on the basis of factual data, UN analytical documents, materials from the work of Russian and foreign philosophers, economists, and high-tech specialists. In the research process, the historical genetic method, comparative analysis of scientific concepts and diachronous method were applied. The previously identified megatrends (globalization and democrati-zation) are analyzed, their general characteristics are established. This allowed us to formulate a new definition of megatrend as a global trend that arises in one area of public life, but gradually covers all other areas of social practice. Further, the authors investigated the processes of digitalization in various fields of social practice. It is noted that, historically, digitalization arose in the field of economics and brought certain benefits, which allowed it to spread to other areas of social life. It is emphasized that in the social sector, digitalization has allowed not only to create new jobs and specialties, but also helped to unite people into groups based on information networks. These groups have become active elements of social space, acting not only in the bowels of the network, but also changing the world beyond. In the field of public administration, new technologies have laid the foundation for the development of “e-democracy” and “e-government” – forms of socio-political interaction that can significantly in-crease the level of citizen involvement in government activities, as well as improve their quality of life. The development process and the activities of electronic libraries and virtual museums are analyzed; It has been established that the essence of this activity in the aspect of digitalization consists in popu-larizing the cultural heritage and expanding its integration into social practice. The possibilities of using modern tools of “augmented reality”, which allow to achieve artistic, creative and educational goals, are determined. The authors conclude that the essence of digitalization is a fundamental reorgan-ization of all spheres of public life towards optimization, acceleration, algorithmization, standardiza-tion and unification of controlled processes in these areas, leveling “manual control”, reducing the role of the “human factor” and associated errors through the use of constantly improving networking tech-nologies and devices responsible for the accumulation, processing and storage of information.

Problem and goal. The actual problem of digitalization means, degree and consequences of influence on fostering public and personal opinion in society is considered in the article. The purpose of the study was to show that digitalization is qualitatively changing some aspects of social life. Methodology. Determination of digitalization means, degree and consequences of influence on some aspects of social life was carried out by analysis of work results of some sites/portals devoted to events of World War II. Results. Digitalization nowadays is a process being quickly spread all around the world. It covers a wide range of human activities: business, industry, agriculture, education, healthcare, culture and social life. The process being very new, complex and challenging demands developing of a high (state) level strategy such as Industrie 4.0 - one of ten projects for State Hi-Tech Strategy of Germany up 2020 or Digital Economy of the Russian Federation. Moreover it becomes obvious that digitalization influences not only production but also society. In 2016 Japan released concept Society 5.0 - a large plan of social transformations. Interesting and remarkable results in fostering some aspects of social life were also reached in the Russian Federation during preparation of Great Victory 75th anniversary celebration. Conclusion. It is demonstrated that massive digitalization of personal archives (photos, documents, family/participant of events stories, eyewitness accounts) as well as access to archived data of state institutions and possibility to translate all information for free has fostered qualitatively new personal and social attitude to remarkable historical events.

Digitalization plays a major role in contributing towards the United Nations Sustainable Development Goals. Without transformation of existing businesses, both economic and environmental challenges of the future cannot be solved sustainably. However, there is much confusion on interrelationships and terms dealing with digitization or digitalization: Digital business model, digital transformation, digital entrepreneurship. How do these terms interrelate with and to digitalization, and how do they support firms to grow sustainably? To answer this question, we identified seven core digital-related terms based on a structured literature search within the management and economics domain, namely: Digital, Business Model, Digital Business Model, Digital Technology, Digital Innovation, Digital Transformation, and Digital Entrepreneurship. Thereafter, we analyzed prior literature for deriving a common understanding and definition as a basis for interrelations within a conceptual framework. Definitions were presented in a case study setup with twelve innovation and research and development (R&D) managers from various business units of a German high-tech company. Based on these insights, we propose a conceptual framework on how Digital Readiness, Digital Technology, and Digital Business Models might sustainably relate to Innovation, moderated by a Digital Transformation Process. With this approach, we aim to equip practitioners and researchers alike in handling and addressing change through digitalization sustainably.

Abstract:
Human capital becomes the most competitive and unique resource in the modern context of development of high-tech industries and formation of the digital economy. The ongoing digitalization processes have an impact on the formation and development of human capital. The aim of this work is to analyze the influence of digitalization factors on human capital in the regions of the Russian Federation. Based on statistical data from the State statistics service of the Russian Federation, the authors collected data for calculating the Index of conditions for the formation and development of human capital (CFDHC Index) for 82 regions and 34 factors that characterize the development of digitalization in Russia for the period from 2014 to 2018. The authors construct a multivariate regression using the ordinary least squares (OLS) estimation for describing the relationship between the Index and digitalization factors. With allowance for the individual effects of the regions of the Russian Federation, models with random and fixed effects were built. The results of the regression analysis confirmed the hypothesis that to form and develop human capital in the regions, measures should be taken aiming at developing digital infrastructure, reducing digital inequality, supporting higher education and research institutes, developing electronic services to provide public and municipal services.

Abstract:
The theoretical approaches to digitalization of management in agricultural enterprises has been researched in the article. It has been found that the majority of economists-agrarians consider management as a process that ordered to implement certain range of interrelated actions in order to achieve the intended result. The typology of the concept of "management" as a process has been presented and it has been proved that the study of the digitalization of management as a process allows more comprehensively to cover practically all aspects of the use of the given concept. There are six main management functions that are specific to agricultural enterprises, which consistently transform one another into a holistic, highly effective management cycle. The group of modern technologies, inherent in the process of digitalization of management, has been grouped into five ones: internet technologies, information and communication technologies, sensors and sensors, space technologies and artificial intelligence, which allowed to comprehensively identify the influence of digitalization on the performance of managerial functions in agricultural enterprises and outline predictive effects of their use. The influence of modern technologies inherent in the process of digitalization on each separate management function has been analyzed in depth. It has been emphasized that with the development of digital technologies, the process of digitization of management in agricultural enterprises will only expand, grow and cover an increasing number of constituent elements. The challenges and threats of the process of digitalization of management has been highlighted, the main ones are the lack of IT specialists adapted to work on demand and needs of agribusinesses, the lack of agricultural specialists capable of working with computer programs, high-tech sensors, mobile applications and GPS systems, low qualifications of people , which should be serviced by digital equipment. Abstract:
The article discusses the concept of digitalization of agriculture which should significantly change the face of the industry. In addition to increasing production efficiency and revenues, the authors propose attracting new employees and creating high-tech industries. Over time, this will allow establishing interaction with digitalization programs in other sectors, in particular with logistics, and creating platforms to support such integrated digital solutions that will popularize domestic products actively introduced into agriculture. One of the significant challenges facing implementation is its substantial demand for staff with relevant digital knowledge. Moreover, if financial injections help remove technical and technological obstacles to digitalization, then staffing the expected changes, especially on the planned scale, will require not only material support but also active organizational and methodological work. The international component may be the most important aspect of upgrading agricultural education in Russia. Purpose The purpose of this paper is to investigate the dynamics of digital entrepreneurship and the role of innovation ecosystem in its shaping by applying a multilevel perspective on the phenomenon. Design/methodology/approach An exploratory in-depth analysis of an IT company in Brazil is conducted using a quasi-mixed method design and three analytical techniques: pattern-matching, data exposure and social network analysis. The study is based on qualitative data, complemented by quantitative data. The case company is investigated within its time (historical development) and spatial (entire ecosystem) dimensions, providing an integrative approach to analysis. Findings The results revealed significant differences in a set of supporting innovation ecosystem’s actors and relationships throughout the development of the company from lower to higher levels of digitalization. The findings are discussed within a framework that links ecosystem’s actors at different layers with different levels of business digitalization. Research limitations/implications This research brings implications to SMEs in high-tech industries that are aiming to transform their business toward greater digitalization, and stresses the importance of strategic partners in innovation ecosystem in this process. Originality/value The novelty of this research is related to how external actors contribute to a company to adapt and create value, and how companies may exploit opportunities by configuring internal resources and external assets from strategic relationships. The study considers digital entrepreneurship in dynamics, distinguishes between different levels of digitalization and prescribes them different enablers and sets of relationships.

The Fourth Industrial Revolution is stepping up the provision of innovative services through the introduction of new innovation processes and the production of new high-tech goods. Economists distinguish four types of innovation: product, process, marketing and organizational. Innovative services can be provided in the application of product, process, marketing and organizational innovations and can be of two or more types. Conclusion and prospects for the development. The concept of economic and legal category “innovative service” is legally defined only as a kind of innovative products and has no fixed definition in any legal act. In order to succeed in a competitive environment, enterprises and organizations must quickly respond to external influences, such as digitalization, expansion of information exchange, and challenges caused by Industry 4.0. High-tech knowledge-intensive enterprises that develop and commercialize their original innovative products and technologies as well as provide intellectual services in the field of high technologies are the first to respond to such challenges. A number of works on how the digitalization in economy impacts organizational and managerial activities of enterprises, their R&D, and creation, production and commercialization of innovative products are analyzed. As the results of the study, a number of properties and patterns that determine the successful adaptation of innovative enterprises to the challenges of Industry 4.0 wereidentified. Among them there are material resources, including technology and equipment, scientific and technological achievements, financial, personnel and information support and adaptive organizational and economic capabilities. It is shown that in order to adapt to the challenges of Industry 4.0, enterprises must match capabilities of the digital economy with their material, intellectual and production resources using innovative potential as a measurement tool. It is determined that the procedures for assessing the innovative potential of enterprises can become an effective tool for assessing both quantitative/qualitative indicators of enterprises and degree of their adaptation to the challenges of Industry 4.0. The proposed methodology for a comprehensive assessment of industrial enterprises’ innovative potential as the degree of their adaptation to the challenges of Industry 4.0 was implemented at the high-tech knowledge-intensive enterprises “Shtorm” and “Tekhnotron”. Both of them are well known for their innovative developments in the field of welding production. It was demonstrated that the proposed methodology allows not just assessing the degree of adaptation to the digital economy and the challenges of Industry 4.0, but also assessing the impact of planned activities on innovations and determine methods and means of responding to the changes in external and internal environment of enterprises.

The construction industry is high-tech and is one of the key areas for the strategic development of regions in terms of their digitalization. The construction complex provides regions with infrastructure of various levels from design documentation to commissioning, as well as reconstruction and major repairs of buildings. The article adopts an isolated regional approach, which is due to the need to assess specific territories by the level of readiness for digitalization of the construction complex. The purpose of the research is to determine the level of readiness of Russian regions for the digitalization of the construction complex by forming a rating of regions according to the indicator “the level of readiness of the region for digitalization of the construction complex”. To build the rating, the fuzzy sets method was applied using a triangular membership function, which allows to describe the influence of various processes on the formation of digitalization processes in the construction complex of the region. When forming the rating, a scale of fuzzy variable values is set which allows one to classify regions by levels, namely very low, low, medium, high, and very high. The generated rating is illustrated according to the specified scale. Based on the rating, the leading regions and outsider regions are identified by the formed indicator. It was determined that Moscow and Saint Petersburg are highly prepared for the digitalization of their construction complexes, and 53 regions of Russia are potentially prepared. In the future, it will be possible to create a rating of Russian regions on the level of readiness for digitalization of the construction complex with a two-year lag. Then, using the DEA shell analysis method, a quantitative assessment will be carried out that allows you to form performance boundaries and, against the background of four years, adjust the data to identify the most realistic picture. Also, the rating methodology considered by the authors allows us to scale this research to the international level, which will allow us to assess the level of digital development of construction complexes in other countries. The proposed rating algorithm is suitable for other sectors and complexes of the economy. It is enough to determine the main aggregate indicator and select groups of factors.

Problem setting. The rapid development of public relations determines the use of information technology in all spheres of life, including in the field of public administration. There is no doubt about the need to introduce elements of e-government into everyday life, as it improves the lives of ordinary citizens, increases trust in public authorities and local governments, reduces the time spent on businesses and individuals needed to receive services. Analysis of recent research. The issue of providing digital social services was paid attention to by, V.P Kohan, M.M. Petrova, N.M. Terletska, D.I. Rusnak, V.L. Polar, V.V. Ripples. The formation of an appropriate mechanism for the digital provision of social administrative services in Ukraine remains unresolved. Target of research. The article is to define the tasks for the formation of the administrative and legal mechanism and the use of digitalization in the provision of social administrative services. Article’s main body. New online services are being introduced on the territory of Ukraine, which enable consumers to receive it remotely. In our opinion, in the future, these services should simplify the procedure for accessing them, given the subjects who are primarily interested in using them, and expand the scope of their provision: from informing the consumer to receiving the result. But these tasks can be accomplished only with the proper financial and material support of local governments, including the poorest financially united territorial communities. In addition, local governments should be required to retain technical specialists and consultants who will provide software and hardware for the provision of administrative social services and eliminate the inability of certain segments of the population to use high-tech digital services. These tasks should be attributed to those that require constant monitoring of their implementation and improvement of their mechanism. Features of the regime of social services are that: 1) their list is not defined by law, so it is more determined by the subjects – recipients of services; 2) socialization of services involves the organization of simplified access of citizens to administrative services; 3) the mechanism for providing accessible social services must ensure the protection of personal data of service recipients. Conclusions and prospects for the development. The unification of types of social administrative services and mechanisms of their provision with similar services provided in the countries of the European Union may be key to Ukraine’s progress towards a single digital space with the European Union.

This article examines the financial elements of agricultural production digital architecture in Russia during the transition to the fourth technological stage in order to compete and import substitution in the agro-industrial market of the country. The pandemic and its consequences have had a negative impact on the Russian economy, in the context of the country's insufficient food security and the inevitable increase in prices for imported goods, due to rising prices for hydrocarbons and the predominance of low-value-added food products in exports. Due to the weakening of the ruble against the falling oil prices, the economy may face the need for a new wave of import substitution. This study identifies the problems of the agricultural sector and the reasons for Russia’s high dependence on imports justify the need to develop high-tech technologies. Authors determined the development directions of agricultural production digitalization in Russia through innovative agricultural technologies based on the Internet of things, distributed computing, and artificial intelligence technologies. Increasing the level of the agro-industrial complex development, bringing it to a new independent stage, is vital. The purpose and objectives of the study is to consider the potential and state of the use of digital technologies in the context of ensuring the dynamic sustainability of the development of industrial enterprises and to identify promising areas for improvement. Methodology. The study used: the general scientific dialectical method of knowledge, as well as some special research methods: comparative, survey method, statistical, generalization method and others. Results. An approach to understanding dynamic stability as a key characteristic of economic development has been substantiated. The importance of end-to-end digital technologies as a source of dynamism and sustainability of the development process of industrial enterprises is noted. Insufficient effectiveness of digitalization of Russian industrial enterprises is stated, factors that inhibit and stimulate industrial digitalization are highlighted. Some promising areas of digital assistance to ensure the economic development of Russian industrial enterprises are presented. Conclusions/Relevance. It has been confirmed that complex digital technologies of the so-called "end-to-end" nature can be fairly considered as the most modern toolkit for ensuring the dynamic sustainability of the development of economic entities in industry. Their use is truly synergistic in nature, since it pushes high-tech development of related industries, provides a deeper penetration of digitalization into the public sector, and also contributes to an integral increase in the global competitiveness of domestic industry, thereby making an invaluable contribution to achieving the desired parameters of national economic security. Abstract:
This article raises the problem of high-tech deception using video conferencing means during distance learning, which is of increased relevance due to the digitalization of the educational process, with the growth of digital literacy of young people. The article presents some methods of fraud, including a relatively new technology that is very popular: Deepfake. The article details two popular tools for replacing faces, each of which provides step-by-step instructions on how to create, configure and apply in life. The organizational methods that are presented will help teachers detect even the most disguised forgery, including future voice spoofing, and stop any attempt at deception. At the end of the article, the system is described with the help of the technologies that used to combat deepfakes, and an assessment of the danger of existing tools is given. The objectives of this article are to raise public interest in the problem of face substitution and high-tech deception in general, to create grounds for discussing the need to switch to a remote format of events, to broaden the horizons of the reader and provide him with an area for further work and research.

The motives behind merger and acquisitions (M&A) are often linked with the opportunities to obtain knowledge and technologies in order to enhance the competitive advantages of companies. In particular, the acquisition of digital technologies through mergers and acquisitions with ICT companies is especially relevant. However, the efficiency of such deals is often low and calls into question the implementation of digitalization strategies of companies. In this study we employ an approach for assessing the efficiency of M&A deals with ICT companies by using the DEA method. Applying regression analysis, it was found that the high level of research and development expenses of acquirers can negatively impact the efficiency of the M&A deals with ICT companies.

The object of this research is the modern digital society as a new civilizational level in development of humanity. The subject of this research is the evolution of ethical values and principles in the context of transition from postindustrial stage to information society, as well as ethical aspect of implementation of digital technologies and artificial intelligence systems into the realm of social management. The article familiarizes the audience with the Chinese system of social score – the largest social experiment on the basis of digital technologies, as well as with the trends and prospects of digitalization process in modern Russia. Having analyzed the national and foreign experience, the author demonstrates the risks of hurried implementation of digital solutions based on artificial intelligence without extensive ethical examination, point out the contradiction between scientific-technological and economic freedom, and the need for limiting these freedoms for the sake of human welfare. The conclusion is made that despite all advantages, digital technologies bear the risks of unethical usage of personal data and violation of privacy. Turning data into the product as a means for gaining profit, difficulties of legal regulation and control thereof, makes a human extremely vulnerable in the new digital world. Therefore, in the process of collection and processing of data, as well as in creation of robotic systems based on artificial intelligence, it is essential to adequately assess the risks and formulate ethical restrictions, which should be taken into account in their design and exploitation.

Purpose. The aim of the article is deepening the conceptual understanding of the digital economy and substantiation of digitalization priorities in Ukraine. Methodology of research. General scientific and special methods are used in the process of research, in particular: analysis and synthesis ‒ to reveal the economic essence of digitalization of the economy; statistical and graphic methods ‒ in the analysis of world trends in the development of information and communication technologies; methods of induction and deduction, abstract and logical method ‒ in substantiating the conclusions of the study. Findings. It is established that the digital economy as a new modern type (model of development of the economy) already includes the essential characteristics of the innovation economy and the knowledge economy. It is argued that high-tech production, innovative nature and modernization of industrial sectors based on information and communication and digital technologies, the dynamics of digital transformations for Ukraine should be a priority solution to achieve sustainable economic growth and development. The priorities of digitalization in Ukraine are substantiated. It is proved that the need for scientific and technological research, the formation of a certain business (digital) culture, the implementation of the ideas of so-called smart cities based on the development of local communities and the emergence of new initiatives and proposals for innovative solutions. Originality. The conceptual understanding of the digital economy is deepened and it is proposed to consider it as a new type of economy, the functioning of which is accompanied by the predominant provision of a variety of services and online products and innovative solutions in finance, manufacturing and social sphere. Practical value. The obtained results of the study should contribute to the formation of the institutional basis for further development of innovative technologies in Ukraine, their introduction into the real sector of the economy, as well as in the future – building an effective digital economy focused on innovation in production and services. The research object is the possibility to use innovative methods for law enforcement officers training in the age of digitalization. The research subject is the foreign experience of using innovative methods of law enforcement officers training. The authors use general scientific methods of dialectics, analysis, generalization, and specific methods of summarizing and grouping. They help to consider such aspects of the topic as the substitution of the conventional approach in the educational process by the innovative and technical scheme of information exchange along with the analytical, normative and axiological learning of the humanities and natural sciences. The authors emphasize the fact that in the current conditions, law enforcement officers training is being digitized and involves high technology. The authors formulate the key components of universal cultural and professional expertise which helps the officers to develop special skills during their studying at a higher school. The key authors’ contribution to the research of the topic is its consideration from the viewpoint of various educational techniques and law enforcement officers training used in the police structures of foreign countries. The authors arrive at a conclusion that in the age of total digitalization, there’s a need for tech-savvy specialists with legal education and interdisciplinary skills in various scientific fields. The scientific novelty of the research consists in the extrapolation of the foreign experience and educational techniques to the educational process of law enforcement officers in the Russian Federation.

The real efficiency and social role of medical institutions can be ensured by increasing the availability of services to the population of complex areas, taking into account certain institutional aspects of this area. The practical importance of the achieved results is determined by the advantages of scaling the model of development of mechanisms that guide the development of health care and rehabilitation in the context of digitalization. The presented material will help to improve the quality of management decisions made by the heads of organizations from rehabilitation centers and regulatory authorities. This mechanism also helps to better meet the needs of new stakeholder groups, including customers, governments, manufacturers and healthcare professionals. The use of neo-modern technologies significantly enriches the opportunities for professionals around the world. The low price of mobile applications and personal electronic devices allows us to talk about the potential use of such comprehensive "IT-medical" solutions, even in rural and sparsely populated areas. This area is only at the initial stage of research, which will require scientists to obtain additional qualifications, and physicians the ability to work with modern high-tech solutions that are widely available to young people and all patients. Systematic research in this area is impossible without the use of big data processing technologies, as well as without a personalized approach to each patient. Based on the integrated use of the diagnostic potential of modern technologies, it is advisable to develop algorithms and use secure protocols for designing individual rehabilitation plans for people. The spread and development of digitalization in the field of occupational therapy and rehabilitation cannot be considered a refusal to participate in the human specialist, doctor and scientist in this area or diminish their role.

The problem of forming effective teams for creating, implementing and commercializing innovative products is relevant for high-tech companies focused on business digitalization. The paper offers a solution to this problem based on the developed methodology for assessing human intellectual potential. The content of sensory, emotional, logical, creative, socio-cultural and economic components of intelligence is revealed and their functional interaction in the implementation of team innovation is described. The study presents a method for determining the integral indicator of individual intellectual potential based on a weighted score of structural components of intelligence. There was described an algorithm for finding the synergy coefficient and team potential. Also, there were presented testing results of the methodology in the activities of the international Russian company “Yandex” (on the example of a regional branch). Based on the testing results, additional areas of application of the developed methodology were identified.
